A
FAMILY of five left a local Chinese restaurant hungry after a spat allegedly over the colour of their skin. Visiting Samoans Cecilia Keil and her husband had just arrived in Auckland from the United States on Monday and were hoping to catch up with their three adult sons over a meal. Mrs Keil said one of her sons lives down the road from Wynn Lei Chinese Restaurant on the corner of Gossamer Drive and Manapouri Place in Pakuranga and they wanted to try it. “As soon as we arrived we were told that the Eftpos machine was not working so we said we’ll pay by cash,” Mrs Keil told the Times. Sending her husband home to retrieve the money, Mrs Keil and her sons stayed back to order food. He returned with at least $300.
The Keils eventually resorted to writing their own orders on a piece of paper as the waitresses ignored them. Other groups that arrived after them received their orders and Mrs Keil said she even saw a customer paying by card at the counter. “For over 20 to 30 minutes we waited. Then the waitress came up and asked how we were going to pay for our food.” “I said ‘you asked us before, we said we’ll pay cash’.” Then Mrs Keil said they were asked to show proof they had the money. “She said ‘you pay first’ and we said ‘no’ ... Like normal restaurants we want to eat first then pay because we might order more.” Other patrons paid after their meals and Mrs Keil pointed that out but were told that they were regulars. “[The lady] said ‘your people eat and go, no pay, that’s why you pay first.”
Mrs Keil said she felt like she was being judged by the colour of her skin. “It’s a racist comment. We felt like we were being singled out. Things like these happen all around the world but to be treated like that…” The Keils had lived in New Zealand before moving back to Samoa. “It’s the first time [something like this] happened to us. We were humiliated,” she said. “They [the customers] were all there watching. She pushed me and told me to get out.” Mrs Keil has lodged a complaint with the Human Rights Commission and posted her experience online. When the Times visited the restaurant on Tuesday, the lady who served the Keils was not there but her husband and owner, Ronald Lee, was. He said the Eftpos machine breaks down from time to time and it had not been working on Monday. He was told that the Keils had come
in and initially looked at their takeaway menu before deciding to dine in. He said they ordered up large, with big ticket items such as pork and duck, totalling around $180. “Seven dishes for five people. That’s too much,” he said. Mr Lee said when the Keils were asked to produce proof of payment; they didn’t have a card on them, and only produced a few loose notes including US$1, with the largest note a Kiwi $10 bill. He said there was no argument and the family left of their own accord. The Dannemora resident said he had been in the restaurant industry for decades, and had encountered people who had “done a runner”, so he had to take measures to prevent that from happening. ■ Were you at Wynn Lei restaurant on Monday night? If the will-maker has authorised a person to act as an enduring power of attorney, that person may be able to help draw up a will, but Family Court approval will be needed. Also what is drawn up may not necessarily be what the will-maker wants. Do-It-Yourself “NZ Will Kits” are available for about $45 from Whitcoulls. The blanks on the template forms can be filled in and signed by the will-maker and two witnesses. Online ‘do-it-yourself’ wills can be emailed to the willmaker for filling out at home. However the CAB has a word of warning. Home-made wills, it says, are often open to being challenged or may raise difficulties when probate is sought. If a lawyer is not involved, there are also risks of omission or ambiguity. For those unable to stand the costs of a lawyer’s fee, The Public Trust will prepare a will for $195. Also, the Public Trust will likely reserve the right to be made the will executor and trustee. And, the CAB says, a trust

HILE making a will is one of the most important documents that most people will ever create and sign, there are a variety of ways of doing so and not all involve paying legal fees. It is possible for a person to make his or her own will. To be valid, the instructions must be in writing and signed at the end by the will-maker and two witnesses. All three must be present together when the will is signed and must see each other sign. Pakuranga Citizens Advice Bureau says as a matter of good practice the will-maker and each of the witnesses should also sign the foot of each page preceding the last page. Any person over 18 years can be a witness to making a will, as long as they are not a beneficiary of the will or the spouse of a beneficiary. A witness does not have to be personally-known to the willmaker and can be a Justice of the Peace (JP). But the JP will want to ensure that there are two witnesses and both witnesses are present with the will maker. The signing and wit-
company can charge fees to administer the estate. These are based on a percentage and can be significant. If a person decides to use a lawyer to prepare their will, the CAB advises seeking quotes. Usually a lawyer will charge a fee based on their time. “It is a good idea for a person who wants to make a will to shop around for quotes first before settling on a particular lawyer.” If a person dies without a Will, “intestate”, the Administration Act specifies how an estate will be distributed after death which may not be as the deceased person wished. Family and friends may then experience significant frustration, stress, delay and costs, especially in the event of a legal claim against the estate.
Enduring Power of Attorney costs
Setting up an Enduring Power of Attorney used to be free, Consumer says. But that came to an end in 2008 when the law was changed to clamp down on attorneys misusing their powers. Anyone setting up an enduring power today has to get legal advice which usually
means there will be a bill to pay. The Government has responded to complaints about couples wanting to give each other enduring power of attorney being required to get separate legal advice, therefore paying two bills. An amendment to the law in 2010 now means that two people appointing each other as mutual attorneys can seek advice from the same law firm or trustee corporation. However, a couple could still be faced with a bill from more than one firm because the law requires the person giving legal advice to be independent from the person being appointed as attorney. If the legal adviser has previously acted for the attorney, then there could be a potential conflict of interest and another adviser will have to be found. Some law firms may be willing to prepare an enduring power of attorney for free if the client is doing other business with that firm, Consumer says. “But in most cases, you will have to pay. You should be able to speed up the process and cut down on costs by doing the groundwork before you seek advice.”

I thought Auckland was just so big and boring with massive motorways, bad coffee, men in expensive suits and girls in yoga pants. I may have been too quick to judge. Yes there are lots of importantlooking people, lots of traffic, and pretty terrible

The day I moved up here I jumped on a bus to the Botany Town Centre, firstly to buy a duvet and pillows, and secondly to scope out the bus route I would take to work each morning. It was so easy. During my first weekend I decided to go to Sylvia Park by public transport. I walked through Lloyd Elsmore Park to Pakuranga Rd, jumped on a bus to Panmure station, hopped on a train and, look at that, next stop: Sylvia
Park. My flatmates were surprised I went to all that effort to get there. “You caught a bus AND a train?” I loved every bit of it. The public transport here in Auckland is fantastic and in a far better state than Wellington’s. But not a lot of local people seem to use it. A Times colleague asked me, “Where did you park your car?” Now I know why people have been giving me strange looks while walking along the street to the bus stop each morning.

Pests taking hold in popular reserve FEEDBACK is sought by the Friends of Mangemangeroa (FOM) Society about the extent of damage being caused by rats and possums in the vicinity of the estuary reserve in Somerville Road, Howick. FOM intends to raise the problem with the Howick Local Board, seeking support for an increased effort from animal pest contractors working in the Mangemangeroa Reserve, and to ensure that advice is available to nearby residents to help them control rats and possums on their properties. Increased numbers of animal pests, mainly rats and possums,
is resulting in damage to many plant species, Allan Riley, FOM chairman says. Some are among the 100,000 or so trees planted by FOM over the past 13 years. “Possum damage is now obvious on ‘gourmet’ possum feed sources, like Carmine Rata vines, a relatively rare vine in the Mangemangeroa Valley Reserve,” he says. Word of mouth suggests that the same problem is being experienced by many residents living within a kilometre or so of the reserve. Auckland Council employs contractors to maintain bait lines within the city reserves. However, Mr Riley says FOM feels that
improved control levels of rats and possums could be achieved. “Possums and rats don’t recognise reserve and residential boundaries,” he says. The Department of Conservation says once established in a home range, adult possums rarely leave the area. Typically, home ranges for males are about 1.9 hectares and for females, about 1.3 hectares. “Possums are omnivores and, as well as a wide range of leaves, they eat birds’ eggs, chicks and insects,” Mr Riley says. “Their voracious appetite threatens the survival of many of our native plants, birds and insects.”
Rats can also decimate the birdlife, seeds, as well as ground fauna, he says. “Our desire is to get an indication of increased or ongoing possum and rat activity. FOM is asking residents near the reserve two questions: ■■ Do you have an increase with (i) rats or (ii) possums or (iii) both? ■■ Do you need advice on the control measures you can implement? YES or NO. ONLY 43 per cent of the Super City’s revenue is funded from rates, the rest from user and fixed charges and dividends. But Mr Brown concedes that some householders are facing rate increases of 30-40 per cent as the result of transitional arrangements to place properties of the same value throughout the city on the same rating footing. “We’ve also had two property revaluations. If your property value has increased more than 35 per cent over the last three years you will definitely get a rise in rates. “We are stuck with a statutory situation in setting rates and it’s not fair,” he says. “We base the rates increase on land value and if you have a higher percentage rise in land value, you
will pay more.” Asked who he thinks is driving up the value of property, Mr Brown says Auckland is “a hugely popular city and this part of town (the south-east) is high value. Why do 30,000-40,000 people come here each year? For jobs and the opportunities; and we are getting a huge capital gain as a consequence of that. “The downside is that every three years the rates increase.” While having been petitioned by the south-east community for a number of years to lift the UAGC (Uniform Annual General Charge), the last survey in the recent 10-year Budget round talks resulted in 32,000 people, or close to 70 per cent, saying the UAGC should stay at $385 or be dropped.

ENIORS on fixed retirement incomes, yet faced with spiralling rates as their South-East property values climb sky-high, are clearly not happy with Auckland Mayor Len Brown, who fronted up to the Howick Residents and Ratepayers Association at its recent annual meeting. But on one matter, they and Mr Brown are unanimous. They are not about to see the Super City sell all the family silver. A show of hands at the meeting revealed almost total support for Auckland Council retaining its shares in Ports of Auckland and Auckland Airport. “We have received a $75 million dividend from the airport shares,” Mr Brown says. “I will not lead the sale of those.” However, Mr Brown says the council and ratepayers should have a discussion about the merits of selling assets. “Every year we will sell down about $100 million of surplus assets.” But, contrary to community concerns, he says the council will not sell small reserves. “They all come under the Reserves Act and we cannot sell them. And there is no way we will be selling our libraries. We put a lot of assets into libraries, ensuring they provide a service. You can’t complain about the library service,” he said to murmurs of agreement. “We have 68 housing villages for the elderly which we inherited. I have committed that we don’t sell them. But we’re also not building more of them.” He agrees that Ports of Auckland governors and management recently “lost their compass” [about future development]. “We are having a discussion on this and by the end of the year we will have an answer. If we get the best information and have the argument, then we must absolutely abide by the decision, get the job done and stop looking backwards.”
“In this city of one and a half million people, we can not only pay attention to the people of Howick,” he says. “We are trying to find a balance, so we go through the budgeting process, listening to people. The reason 65-70 per cent of people said keep the UAGC at the same rate or lower is because at the current rate more people would suffer less impact on their rates. “Of course it’s not fair. The rating system is flawed and unfair so we have to try to find a right balance across a range of communities.” Consequently Mr Brown has welcomed the Local Government Funding Review released last month (July) which recommended alternative funding options for increasing community demands on services and infrastructure, and incentives to drive economic growth. They included road user charges, targeted levies and fuel taxes; a plan to advance special zones for growth; simplifying the rates rebate scheme; charges and taxes on visitors; reconsidering limits on community amenities funded through development contributions. Disagreeing with comment that setting the current 10-year Budget was a “flawed process”, Mr Brown says transport is the major issue for the city so the council went to the community for feedback. After 18 months of discussion two ways of raising funds were favoured – increasing the petrol charge which would require a law change, and a motorway toll. “Fifty per cent said they wanted motorway tolls. But we can’t introduce them until the Prime Minister and Government Ministers say they will engage.”

is presently $7 billion, offset against assets of $1.5billion port shares, $1.5 billion airport shares, $5 billion of Watercare assets and about $2bn of residual ownership in Vector Energy. Interest on the debt, at 3-4 per cent, is as low a rate as anywhere, he says. The debt, he says, is “inter-generational. It’s for building stuff, not only for you and I, but it’s maturing 10-35 years out. Everyone is paying through the generations.” Pointing to the redevelopment of the Uxbridge Centre for Arts and Culture in Howick, Mr Brown says everyone will pay for the debt on the building over the years. “We grappled with this during this year’s 10-year Budget round and we have started to flat-line the debt. The current $7 billion will rise to about $10 billion, then hit $9 billion in about five years time. “We have a lot of big transport initiatives to fund – AMETI (Auckland Manukau Eastern Transport Initiative), a second harbour crossing, bus ways, the Eastern corridor, Mill Road.” However, he says, a decision has been made to spend no more than 12 per cent of revenue on servicing debt; also councillors want to moderate the current $16 million spend on renewing assets. Efforts are underway to reduce the operational spend, for example for about 8500 staff members. A report is expected soon from the council’s chief financial officer, Suzanne Tindall, who has been looking at the council’s $2 billion property portfolio and what further savings can be made. “You will have the report at the same time as we do,” he told the Howick audience. “Even if we flat-lined staff at 8500 people, we are building a lot of houses in the city and don’t want to be sued like councils were during the leaky home problems. We need to operate in a professional, functional way.”

Doctors now opt in to free visits for children scheme By NATALIE BRITTAN

LL medical practices in the eastern suburbs are now offering free visits for children under 13 despite four resisting the scheme just last month. In July, Beachlands and Maraetai Medical Centres, Marina Medical and Pakuranga Medical Centre were the remaining four local practices that had decided to opt out of the government-funded healthcare initiative out of 44 Auckland wide (see Times July 9, page 5). Marina Medical GP Dr Bruce Page had told the Times that it could not afford to participate in
the scheme which only funded two visits per enrolled child a year with the shortfall covered by the practice itself. As of last week, all four clinics are offering free visits to children under 13. The Times asked why Marina Medical had decided to opt in, but Marina Medical practice manager Cheryl Smith said Dr Page was away on holiday for a month. She declined to comment on his behalf but said that Dr Page had made the decision to offer free visits to children. When the Times visited the clinic, it was apparent that fee
signage had been altered, with an extra line added for free visits for ages six to 13 and a fee of $43 for ages 6-17 had been replaced with ages 13-17. The Times reported last month that Beachlands and Maraetai Medical Centres advertised free visits for children on their website which the practice manager, Christine Jones, admitted was incorrect at the time. She declined to comment about the change apart from saying that they have decided to opt in as of August 1. Ms Jones said the Times was more than welcome to email any questions through but then
declined to answer them. Pakuranga Medical issued the following statement in response to questions: “We initially decided not to go free with U13 because analysis of our utilisation rates were much higher than what the Ministry stated, meaning that the funding the Ministry are providing is inadequate. “This is still likely true but it is clear that patients want under 13 visits to be free, so when we were able we reviewed our decision. Needless to say that families with under 13 aged children are very pleased with the change in policy.”

Doubts continue over proposed bus stop By Marianne Kelly PUBLIC concern about pedestrian safety resulting from the relocation of a bus stop to the base of Stockade Hill in Ridge Road, Howick, has fallen on deaf ears at Auckland Transport (AT). But the Howick Local Board is digging its toes in. The board asked AT to review the relocation but, at its meeting on Monday (August 10), was told there were no other viable alternatives to the relocation site chosen. “The existing stop is in a poor location for reasons of safety and the provision of access, and adds journey time to every bus on one route in order to serve a very small number of passengers each week,” AT says. “While the new
bus stop location chosen isn’t optimum and the site is somewhat constricted, the footpath width meets minimum standards and the bus can at least be brought parallel to the kerb to improve accessibility.” However, elected board member John Spiller remains unhappy with the new location. He wants AT to investigate whether the existing stop at the ‘give way’ sign by Crawford Park on the Mellons Bay/ Picton Street intersection could be retained by reconfiguring it. “I am not happy that the new site is a safe option and we do not want a death on our conscience.” A motion at Monday night’s meeting put by the board’s deputy chair Adele White was carried, asking AT to urgently
Tags scrubbed out By NATALIE BRITTAN A WELL-used pedestrian crossing was defaced one weekend resulting in a worker having to put in the hard yards the following day. Manukau Beautification Charitable Trust employee Grace Daniels was seen dodging traffic on Macleans Road outside Macleans College painting over graffiti which appeared a fortnight ago. “Somebody did a big penis in the middle of the road and f*** Macleans,” Ms Daniels told the Times. She says the offensive
graphic was done in the same bright yellow marking on Richard Ave depicting a pair of breasts. Ms Daniels had to use paint to undo the damage as water blasting was only allowed on main roads. The 47-year-old says a colleague who lives in Howick first alerted her to the tags. It took two trips for her to conceal the lewd representation on Macleans Road as the road was still damp on Monday morning. Ms Daniels says it’s tough trying to keep up with all the tagging that happened in the

Ms Daniels was the first female employee at the company and has been working there for 10 years. She lost her daughter to pancreatic cancer last year and says she owes it to the organisation for helping her get through tough times. Ms Daniels says at the end

The existing stop was used by only 20 tag-on and 20 tag-off (AT HOP) users and six paper ticket holders over a week in the busiest month of the year to date (March), AT says.
An electrical fault sparked a fire at Edgewater College on Monday evening. Counties Manukau Police’s Edgewater mobile policing team leader, Steve Downie, said there was nothing suspicious and the fault had occurred at the school’s textile blocks. Fire services were called to the scene at about 5.30pm and the blaze was put out leaving smoke-related damage.

I
T’S hard to associate the magical colours of a rainbow with the gunk and grey water that disappears into the Super City’s waste water system. But a class of Howick Intermediate students wasted no time in mastering an experiment designed to demonstrate how materials with different water densities separate into layers – just like the liquids and solids that end up at Watercare’s waste water treatment plants. Watercare teacher, Sally Smith gives water and waste water lessons to more than 7000 primary and intermediate school pupils every year and it was Howick Intermediate’s turn last Thursday. The experiment involved three glasses of water treated
with different volumes of salt. Red, orange and blue food colouring was dropped into each so that the students could observe the rate at which it filtered through the water, depending on the amount of salt. It was followed by the tricky task of injecting small plastic tubes with quantities of the coloured water which, because of the different densities, sat stable in the tubes creating a salt water rainbow. “It’s quite easy to do, but messy,” said Connor Green who told the Times he had learned a lot about the way sewage was treated “in the olden days and how it’s treated today”. Ms Smith says some schools have built the Watercare sessions into their annual or twoyear programmes. Lessons range from looking for bugs that live in the water, to
how solids are separated. “Some materials are denser than others so we can create layering and by colouring it turn it into a rainbow,” she says. “We give them the key points and then formulate them into hands-on experiments. The children remember how excited they were when they did the experiment and then they think about the theory lesson. “The experiments are invaluable to setting the lessons,” she says. “That’s the exciting part and then they cotton on to the rest of the information. Young people go home and talk about these things with their parents and that’s no bad thing. “The experiments are a good catalyst to raise their interest so that a mundane subject becomes exciting.” The free education programme compares how waste

Ms Smith explains how it gets from the children’s homes to the waste water treatment plant, through a network of tunnels, some of which are big enough to drive a car through. She teaches the children how liquids and solids are separated at the first stage of treatment; how the liquids go through a sedimentation process before entering reactor clarifiers where bacteria strips out the nitrogen and ammonia organic pollutants. Finally the liquid passes through UV disinfection channels, where the UV light neutralises any remaining pathogens.

OWICK College students on July 29 took part in an event that many former students of the school also participated in over the school’s 41 year history. Known in the school as Hillcrest Sports Exchange, or simply Hillcrest, the annual event first took place in 1977 between Howick College and
Hillcrest High School in Hamilton. Foundation principal of Howick College, Don Ingham, had the idea to bring the two school communities together in a sporting challenge. Back then, Howick and Hillcrest had both just begun and were similar in size. The day of sporting challenge proved to be popular and a tradition was born. The schools each take turns to host
and Howick College students from the 80s will fondly remember overnight Hillcrest trips. This year seven teams competed for their school and the rain held off for most of the day. Despite the Howick College 1st XV and the Premier Netball teams both winning their games and the Boys 1st XI and Girls 1st XI Football teams drawing their matches, Hillcrest won

s the fight against crime continues, a local patrol is mobilising forces to recruit more volunteers. Howick Pakuranga Community Patrol, a member of national body Community Patrols of New Zealand, is staging a recruitment drive outside Rices Mall this Saturday and the following Saturday. Patrol chairperson and founding member Robert Fowler says they are looking to attract as many people as possible to grow the 64-strong team. “People get the chance to give something back to the community for the benefit of their own and other families.” A community patroller for more than 20 years, Mr Fowler says too often people are left helpless and frustrated in the event of theft or burglary. “Through our work we can empower members of the public to be able to fight crime and not be a victim.” Howick Pakuranga Community Patrol works closely with local police with events such as Opera-

All volunteers undergo a three-month training process, receive first aid training and are vetted by police. ORE patients in Counties Manukau DHB are receiving the elective surgeries they need compared to seven years ago, according to Health Minister Jonathan Coleman. “Delivering more elective surgeries has been a priority for this Government,” says Dr Coleman. “In the last financial year 17,533 Counties Manukau patients received elective surgery, compared to 13,102 in 2007/2008. That’s a 34 per cent increase. “These improvements are a credit to the hard working health
professionals at Counties Manukau DHB.” Counties Manukau DHB’s funding has increased by $333 million over the last seven years, including $24m in new money for this year, taking it to a total of $1.361 billion for 2015/16. That funding increase is supported from the $400m invested into health this year in Budget 2015. “We have committed to investing around $1.7bn in health over the next four years for new initiatives and to meet cost pressures
and population growth,” says Dr Coleman. “This includes $98m to provide more New Zealanders with timely elective surgery, and to improve the prevention and treatment of orthopaedic conditions. “This Government inherited a wasteful and inefficient system which did not deliver what New Zealanders required. “In contrast, we have set clear health targets and lifted elective surgeries nationwide by 42 per cent, from 117,954 in 2007/2008, to 167,188 in 2014/2015.”

Tips for hassle-free flatting THESE days, with the shortage of rental property, many people of any age group are sharing or considering sharing a rented property. If doing so, it is a good idea to be aware of the difference between a tenant and a flatmate. A tenant is someone who rents a property from a landlord and has a written tenancy agreement. Flatmates are people who, with the consent of the landlord, rent a room from the tenant but whose names do not appear on the tenancy agreement. Flatmates commonly pay the rent to the tenant, although they may sometimes pay directly to the landlord. But the important aspect is that flatmates generally have no legal relationship with the landlord. The law on renting property only protects the tenant.
A flatmate who has a dispute with the tenant could be evicted without notice. It should be noted as well that if one lives with the landlord or any member of his or her family, you are also not covered by the law on tenancy. However, flatmates and tenants can gain some protection by having a written flatting contract covering such matters as, how much bond is required, what rent is paid, who looks after the maintenance. Generally it provides for how you must behave with the other occupiers of the property on a
cordial and friendly basis. It must be stressed that having everything in writing gives added security and allows you to respond to problems which may later come to light. Verbal agreements are difficult to enforce. Unlike the flu, melanoma and cancer don’t strike by season. With the highest rates of melanoma occurring in New Zealand, we cannot afford to let our guard down even in winter. Terminal a step closer C
ONSTRUCTION of a pontoon and gangway for the proposed new Half Moon Bay passenger ferry terminal is nearly complete. The design of the fixed wharf is also complete and application for notified resource consents will be made soon. The $4.3 million project is led by Auckland Transport (AT) in partnership with the Howick Local Board and the NZ Transport Agency. The structure, at a new location at the end of Ara-Tai, will replace the existing facility at Half Moon Bay Marina. Nick Seymour, AT project director says the ferry terminal project is part of a wider longterm redevelopment plan for the marina area. It’s aimed at making immediate progress on a modern and safe facility within the available funding. The ferry facility will be similar in quality to AT’s Hobsonville terminal which opened in February 2012, Mr Seymour says. It’s designed to be safer, more accessible and providing a greater level of shelter against the elements for passengers on the wharf, gangway and pontoon.

Located at the end of Ara-Tai, the terminal will be separated from leisure boat users which, Mr Seymour says, will improve sea traffic flows. It will support the new public transport network once it is rolled out and will become a key transfer hub for passengers using buses and ferries with better integration of bus and ferry services. Consultation for the new public transport network for East Auckland is expected to start in October. Construction of the fixed wharf is expected to start early next year, subjecting to the granting of resource consents.

Yasmin and Ruby have travelled to the Arctic Circle to meet up with Matt, who’s filming an Eskimo community and their environment. However, when they arrive at the airport, a policewoman tells them there’s been a dreadful accident, and all members of the Eskimo community, as well as Matt, have perished in a fire. Yasmin refuses to believe that Matt is dead and so Yasmin and Ruby head off to find him 350 kilometres away. Paul Little I’ve always been aware of the Lawson quins. We are contemporaneous – well, just about. I turned fifty six months ahead of the quins. They were the darlings of the women’s magazines when they were born, the result of ground breaking fertility treatment at National Women’s Hospital. Their births in 1965 were hailed as a triumph for New Zealand researchers and scientists and the public was fascinated by every little milestone in the Lawson quins’ lives. But the strain of five children under five told on Sam and Ann Lawson’s marriage and when they divorced and Ann remarried, the children’s lives went into freefall. Ann had married an abusive alcoholic and there followed years of sexual, physical and emotional abuse before, inevitably, he shot Ann in front of the children and then turned the gun upon himself. The children were, in effect, abandoned after the murder of their mother and their life stories reflect that. Still, they survived and in this book, we hear how the girls, in their own words, managed to rebuild their lives – against the odds. (Samuel declined to take part in the book.) Band warming up for nationals AS IT limbers up for this year’s national concert band festival, the Manukau Concert Band is hosting a free concert in Howick. Dubbed Winter Warmers, the programme will feature a variety of music, for example Symphonic Marches of John Williams; Romance from Horn Concerto no.3; The Beatles, ‘Echoes of an Era’; Slavonic Rhapsody no. 2; Ave Maria; and Zulu Boy composed by band member Edwin Randell. The band will participate in the national concert band festival in Rotorua on September 18-19. It’s regarded as an opportunity to showcase the Manukau band’s talent and play in a competition format with other concert bands from throughout the country. “The national festival is a highlight of the MCB calendar and

E HAD so many good meals at The Good Home it deserves mentioning. I am retired and have absolutely no personal interest in this establishment but feel they deserve to be mentioned. Incredible value and good quality food for lunch. Why travel to the city or anywhere else when we have it all here in Howick. I would like mention the very high food standard, and professional presentation of the $15 lunch special. Your creative chef made a simple dish like roast beef look like a high class restaurant meal this incredible good value. The meat was tender and plentiful, the bok choy cooked to perfection, the new potatoes and orange sweet potatoes roasted and seasoned perfectly. Accompanied by a rich red wine sauce and a mustard glaze. The best roast beef in town by a mile! Thank you and, as Arnie would say, “I will be back”! WHEN shopping for groceries, I take my reusable supermarket bags. It is therefore disappointing when, because of poor packing, I still end up with plastic bags! Roads need innovative investment
IN THE paper of July 23 there were three letters referring to traffic issues and the frustration of many users. I had direct involvement with regional roads and traffic and got the initial Integrated Traffic Management protocols agreed by Transit and the then seven local councils. While much has happened in the last 15 years, we couldn’t say that the road user has a fully integrated system. I agree entirely with John List about signals but there is so much more that could be done to make our network operations more effective. There were two other letters referring particularly to the South Eastern Hwy(SEH)/Pakuranga Rd and Botany/Te Irirangi Dr intersections with Ti Rakau Dr. Ten years ago I identified those two locations as probably THE most critical outer urban intersections within Auckland. The two crossings of the Tamaki River (SEH and Panmure) handle 60 per cent of the traffic volumes that
cross the Auckland Harbour Bridge. Most movements to and from the wider Howick/Pakuranga area must pass through nodes at these two pressure points. It is essential to add grade separation at both localities. The present Reeves Rd concept should be dropped in favour of a simple “sweeper” bridge taking eastbound traffic from SEH over the intersection and dropped that onto Ti Rakau Dr (with some upgrades of the Edgewater intersections). The “dog leg” connection between SEH and Pakuranga Rd would operate more efficiently as signalised layout. Remove trucks at intersections and signals become more efficient. Botany/Te Irirangi – Ti Rakau would best be addressed by an underpass, probably associated with a viaduct over Te Koha/Town Dr intersection to improve travel through this critical area. There are many overseas localities where the underpass can be quite “tight” as alternative capacity remains at ground level. Without some innovative investment (don’t repeat the “hung road” option of the Panmure bypass) the eastern areas will grind further into a traffic quagmire. Terry Brown, Bucklands Beach
Pakuranga Road traffic needs addressing
A RESOUNDING hear, hear to E. John List and his comments about stupid planning with no foresight (Times, July 23). He is bang on target. Regularly, I drive up Glenmore Road to turn right on to Pakuranga Road, then I need to move very quickly into the inside lane to turn left into Johns Lane which is only a short distance from the turn.
Due to the traffic still travelling along Pakuranga Road toward the town centre in the inside lane (some well over the 60km/h speed limit) it is almost impossible to move into the inside lane to make the turn into Johns Lane. Each time I make this manoeuvre, I say a silent prayer and hope that some kind soul will evaluate the situation (not assume I am trying to push in) and allow me to move over. Some don’t and, to avoid a collision, I am forced to travel to the next left turn at Greenhill Cres. My question is, why cannot the Pakuranga Rd traffic be stopped at the lights at both ends to allow people to move safely into the inside lane to negotiate this left turn into Johns Lane. Also, what kind of mentality would structure a traffic lights system that allows traffic from a minor road to join up with a major road – and still have one lane of traffic moving on the major road. CONTRARY to the response made by the NZ Fire Service to my concern about the lack of provision for emergency services in Flat Bush/Ormiston/Botany (Times, July 23), I find it incredulous the ridiculous statement made that all is well for our community at risk. The comment made by the spokesman for the Fire Service only goes to reinforce my point that some people live in la-la land and are out of touch with reality. He says that the average time taken to respond from the Otara station is six minutes and 48 seconds, comfortably inside our eight minute target. One minute and 12 seconds is comfortable, that is a relief. It would

take one minute for a fire engine to travel 1km in favourable conditions. I say the tolerance is not adequate, particularly as traffic becomes increasingly congested. I suggest four or five minutes would be comfortable. It does not take a mathematician to figure out that if the average time to respond in 80 per cent of cases, as quoted, was six minutes and 48 minutes, there had to be a reasonable amount over that response time. I find it a bit concerning that residents in Otara, Papatoetoe and Howick have a far greater chance of surviving a fire than the less fortunate souls including my family in Botany. The spokesman for St John Ambulance seems to say that they have roaming ambulances “dispatched and coordinated rather than waiting in stations”. I just hope there is one roaming near my place when I need it. Surely it would make more sense to have a combined station for fire and ambulance, a saving of building

RE: 1080 poison drop ready to go (Times, August 6) Hiding the easiest way
STILL amazes me that city councils, with the welfare of their people at heart, can still throw 50,000 kg of baited 1080, the most highlyknown toxin known to man, in the city’s water supply. And they, I’m sure, must be wondering when the backlash starts hitting the newspapers about dogs dying and sickness associated with this drop comes to the fore. Just what are they going to do then? Water with 1080 will find its way to the reservoir etc. 1080 poison has been used and used and used and still the powers that be think it solves all their problems. Thai chicken nibbles

Ingredients:
• 900g chicken nibbles • ½ leek, washed and sliced finely • 1-4 tbs Gregg’s curry paste • 400ml Trident coconut milk • 1 red onion, diced • 3 Clarks celery sticks, sliced • 1 broccoli, diced flowerets and some stem • 2 tsps dried coriander • 1 ½ -2 cups jasmine rice

Method:
Heat the oven to 180OC Place the chicken nibbles in a bowl and add 2 tbs of the coconut milk and 1 tbs of the curry paste. Toss to coat the nibbles. Cover the bowl and refrigerate for at least ½ an hour or overnight. To cook the nibbles place them on a baking tray and fan bake for 25 minutes or until golden and cooked through. While the nibbles are in the oven cook the rice as per instructions on the packet. Then heat some oil in a pan on medium. Add the leeks and curry paste. The amount of curry paste depends how spicy you want the end product to be. A good idea is to add a couple of tbs and then taste the sauce after it has cooked for about 5 minutes. You can add more if needed. Cook for a couple of minutes then add the remaining coconut milk, red onion, celery, broccoli, 1 tsp sugar and coriander.
$ Let this simmer on med/low until the rice is ready (about 10 minutes). If the rice takes a lot longer just remove the sauce from the heat for a while so it doesn’t evaporate too much. When the rice is ready, drain well and mix thru the curry sauce. Serve the nibbles with the rice.
➤ AND MORE: Instead of white sugar you could use coconut sugar or maple syrup if you have some. Next night make a healthy winter salad with the left over vegetables. Blanch chopped broccoli and finely sliced leeks. Drain well and add finely sliced celery and red onion. Dress with
a mustard honey vinaigrette made with cider vinegar or lemon juice. Add lots of chopped parsley, chopped pecan nuts and season. Serve with some grilled chicken or a steak.

FTER lying on hold since July last year, a masterplan that sets a 30-year vision for Pakuranga has been adopted. The Pakuranga Town Centre Masterplan was developed on behalf of the Howick Local Board to respond to coming land use changes resulting from the Auckland Manukau Eastern Transport Initiative (AMETI) involving a dedicated busway from the Panmure Rail Station to Pakuranga, and eventually to Botany Town Centre. The final plan was adopted by the local board last Monday. It’s designed to foster a point of difference for Pakuranga, setting it apart from other centres of Botany, Sylvia Park and Panmure. The centre is shaped like a triangle, strongest at its corners and edges so the masterplan concept focuses on strengthening them. It will have three striking urban landmark corners and three welcoming visitor gateways on each of the centre’s activity edges. The three strong corners are The Landmark, at the intersection of Pakuranga Road and the entrance to the proposed Reeves Road flyover; The Iconic, at the intersection of Ti Rakau Drive and Pakuranga Road; and The Feature, at the intersection of William Roberts Road and Ti Rakau Drive. The Landmark Corner is envis-

aged to incorporate a larger mixed-use residential development that could be built up to 12 storeys to capitalise on uninterrupted views to the Tamaki Estuary and beyond to Rangitoto and the Waitemata Harbour. The Iconic Corner offers an opportunity to develop a ‘transit oriented development’ adjacent to the proposed location of the bus station in Ti Rakau Drive planned for the AMETI project. Along Pakuranga Road, the proposed corner is envisaged to include cafes and restaurants on the ground floor, spilling out onto a public square. The Feature Corner at the intersection of Ti Rakau Drive and William Roberts Road, opposite playing fields and the leisure and arts centres, lends itself to health, community or medical related services, as well as retail at the ground floor. The masterplan provides a recommended guide for building heights, with eight storeys on Ti Rakau Drive. The Pakuranga Road edge is planned to be more pedestrian and cycle friendly, with six storeys recommended so as not to create long shadows and wind tunnelling in and around the square. other amenities. In the main part of the centre, 12-storey buildings are envisaged immediately north of the proposed flyover. The Rotary Gateway on Pakuranga Road links the centre with the Rotary Walkway and the coastline, with a pedestrian crossing over Pakuranga Road. It's designed to be a lively entertainment edge that will draw people from the Rotary Walkway into the town centre to have a coffee and relax in the town square. It will attract buskers and live perfomers to entertain and provide a night spot to have a meal and catch up with friends and family. The Ti Rakau Gateway provides an opportunity for safer pedestrian and cycling into the centre by creating a signalised intersection connecting Palm Avenue to a re-orientated Aylesbury Street where people will shop, dine and live in the residential apartments above. MBIE disputes guidance A ‘GUIDE TO’ tolerances, materials and workmanship in new residential construction has been published by the Ministry of Business, Innovation and Employment (MBIE) to support new consumer protection measures. A defect repair period of 12 months came into law last January 1 as part of the Building Act reforms. This means the contractor has to put right defective work their client tells them about within a year of completion of the building work. The defect needs to be fixed in a reasonable time after the client informs them about it in writing. If there is a dispute, it is up to the contractor to prove the defects are through no fault of his own, his subcontractors or of the products used. The guide,
designed to help those involved sort out these disputes, is based on current acceptable standards from a cross-section of the construction industry. It covers mainly aesthetic issues in new builds and additions. It does not cover matters about compliance with the Building Code. Where a defect is suspected, the contractor and client should understand and agree on the levels of tolerance, materials and workmanship that are acceptable for the finished building work. Designers and contractors can sit down with the client before signing a contract. They can use the guide to help align their expectations of quality with the choice of design, materials and finishes and the cost of the work.

IGH Court proceedings against a cladding manufacturer have been filed, and a group is being formed to bring a class action or test case on behalf of similarly affected property owners who have suffered from leaky homes. The Wellington-based Parker & Associates law firm and leaky building specialist has filed against James Hardie, alleging that the company was negligent in its design, manufacture and supply of the Harditex cladding system. Thousands of properties were built using Harditex through the 1990s and early 2000s, and in the past the company has denied any fault or failings with their product. Since 2001, the law firm has achieved recoveries for hundreds of owners of residential houses and apartments and commercial buildings. It has also handled claims against James Hardie and others, which were settled on confidential terms. Plaintiffs in the current case are Tracey Cridge and Mark Unwin, who are looking at repair costs of more than $200,000 for widespread internal water damage in their home. However, owners of leaky buildings or potentially leaky buildings are being encouraged to investigate if Harditex cladding systems have been used in their structures. A group is being formed to bring a class action or test case on behalf of similarly affected property owners. It is intended that claimants will pool resources to self-fund the Cladding Action against James Hardie without the need for separate litigation funding. Dan Parker, partner at Parker & Associates, says anyone whose property was built after 1990 using Harditex cladding and has suffered damage as a result of the alleged systems defect may be eligible to join the claim. “Many homeowners will have no idea of potential problems with their properties and hidden damage without expert investigation,” he says.

HE loyalty that has served Steve Hansen, Ian Foster and Grant Fox so well as All Black selectors could come back to haunt them unless they abandon some veterans for major games at the World Cup. Pain at losing the Rugby Championship 27-19 to Australia in Sydney last Saturday night could be a blessing in disguise if the three wise men acknowledge that the form of Daniel Carter and Tony Woodcock does not warrant a starting berth in their team. In truth, since withdrawing from the 2011 World Cup with a bad groin injury, the personable Carter has failed to reproduce anything like the class which once made him New Zealand’s greatest first five-eighths. He may still be our most reliable goal-kicker, but his and Sonny Bill Williams’ failure to offer anything on attack against the rushed Wallabies defence hurt the All Blacks cause. Admittedly the dominance of Aussie loosies David Pocock and Michael Hooper at the breakdown didn’t help, as did the Wallabies scrum dominance despite the reputations of the lumbering Woodcock and Owen Franks. As a consequence, halfback Aaron Smith had a rare poor game, Carter was no more than a link and Wil-

So this email turns up advertising a hot rodded 1947 Mercury Coupe, complete with photos. I take a look and leave it sitting in my inbox. A few weeks later I’m having a clean out, as you do. My finger’s hovering over the ‘delete’ button when that little bloke who sits on your shoulder and tells you what’s right and what’s wrong says ‘hit reply and see if it’s still for sale’. It was. But it’s not now, because I own it. Don’t ask me how my request for more photos lead to a

We never have unexpected expenses crop up. And hey, it could be worse. I could have taken up gambling.

Arzan heads back to Birmingham City By RUMER-GRACE ARCHER

OURTEEN-year-old, Pakuranga College student and football superstar Arzan Toddywalla has been invited back to the Birmingham City Club for an elite football training camp after proving his talent at the trials last year. Arzan was picked for a trial with the Birmingham City Club in 2014 and, after making a lasting impression on the coaches, ended up playing for the U13 team, scoring two goals against Swansea City. Being invited back to the club for a two-three week training camp is a big deal for this year 9 college student who is proud of his achievements. “It’s a pretty big privilege to be honest because they want me back a second time” he said. Currently, Arzan trains and plays for Fencibles United AFC every day for an hour and a half after school and sometimes before school. Surprisingly, he is still capable of juggling school work with training, and finishes his work in class so he can focus on training after school. son as his mentors. It was their coaching and mentorship that gave Arzan the opportunity to travel to the UK. “They are the ones that have trained him and pushed him, and though he has the skills, to put the skills in the right way you really need those mentors” Arzan’s mother Pearl commented. Arzan started playing for Fencibles when he was just six-years-old after his talent and speed were noticed by his father Viraf. This year Arzan has helped his Fencibles Club team win the pre-season tournament at Rangitoto College. He has been recognised for his talent and effort, winning the Golden Ball Award at the National Tournament finals last year and the Fencibles United Player of the Year trophy for his grade. Arzan also occasionally plays for the Pakuranga College 1st XI, a privilege for a year 9 student as the team is mostly made up of seniors. Football is something Arzan wants to pursue as a career. His mother quotes him saying: “Some call it soccer I call it life.”
Skye’s the limit By RUMER-GRACE ARCHER SKYE Bowden is mad on cricket. It dominates a large amount of her free time and weekends, with trainings on Monday, Friday, Sunday and matches on Saturday. “She plays a lot of cricket,” Skye’s mum Sheryl says. The Pakuranga College Year 9 student – who is aiming for a place in the indoor cricket world cup squad next year - has taken after her father with his love for the game and says she used to play a lot of backyard cricket as a child. If that’s not enough, Skye is an all-round sportswoman, having played netball and rippa rugby previously and now playing in as many school sports teams as she can. Skye, 14, competed in the National Indoor Cricket Competition for the Auckland U20 team which won the title in Wellington recently. Her team played five games including the final against Wellington in which they scored 174, beating the opposition by 90 runs. Skye began playing indoor cricket this year for the Pakuranga Pharaohs and was selected for the Auckland U20 team during a Queen’s Birthday competition. Despite playing with much older team mates, Skye says the reason she likes playing indoor cricket is because of the environment and the people she

plays with. Skye’s position as a leg-side fielder has her standing quite close to the batsman, which her mum finds incredibly scary. “It’s horrible I hate it...she’s been planted twice with the ball” Sheryl admits. Nevertheless, Skye has valuable support from her parents who accompanied her to the nationals. She also plays outdoor cricket for Howick and is currently playing for a development squad before she joins a premier women’s side when the season begins in October. From here, Skye is aiming for the ICNZ World Cup next year in Australia.
