The battle to clean up the lake was described by then chairman of the OtaraPapatoetoe Local Board, Efeso Collins, as being bigger than the epic historical drama Ben Hur. A group of more than 20 organisations and individuals, including Otara/Papatoetoe and HLB representatives agreed on an action plan and established a steering plan group. The Otara Lake and Waterways Trust was formed in March last year and Richard Myhre, who chairs it, says businesses and residents in the

area should be aware that they have a potential recreational lake in their midst, almost the size of the Panmure Basin. The lake was formed in 1968 when the Electricity Commission built a weir across the mouth of the Otara Creek system – feeding into the Tamaki River – for cooling ponds for a new power station. But the weir effectively closed off the creeks from the natural flushing provided for centuries by the Tamaki. The lake’s urban catchment extends well beyond the Otara/Papatoetoe Local Board boundary and deep into the Howick Ward. An extensive

network of waterways running from the Redoubt Road ridge through new residential development in East Tamaki Heights and Flat Bush and the East Tamaki industrial area deposits lead, zinc, urban litter and sediment not into the Pakuranga but the Otara Creek at Highbrook Bridge. While industrial pollution is not the issue it used to be because of compliance requirements, Mr Myhre says the major cause is ongoing residential development in the eastern Howick Ward areas of Flat Bush/Ormiston.

esidents who believe their long street is turning into an arterial road are locked in a battle with Auckland Transport (AT) to get the road resurfacing rules waived. When resealing of Kilkenny Drive in Botany started at the end of March, householders initially didn’t react when chip seal was laid. They erroneously assumed this was a base cover and that the job would be finished with smooth asphalt, as was the case in nearby stretches. To their horror, they found out that the messy chip seal was the final product. They are upset that loose stones and gravel are strewn over footpaths and onto private properties, traffic noise has increased significantly and the road is no longer safe for children and elderly peo-

A group of residents presented a petition signed by all 205 people who live along the new stretch of seal to the Howick Local Board’s May 15 meeting, also sending it to AT chief executive David Warburton. HLB elected member Mike Turinsky attended a meeting in Kilkenny Drive the following Friday (May 19), along with 14 residents, two AT representatives, one person representing the contractor Fulton Hogan, and Labour candidate Tofik Mamedov. Meeting organiser Tweety Tang says the residents were hoping AT would agree to fix the road. “But we felt the AT representatives were trying to give us the stats only, such as how much it costs per square metre if they use asphalt compared with chip seal. “We are saying the seal is not appropriate for urban development but they didn’t address the issues.” ➤ Turn to Page 3

’ve often wondered about road names. More specifically, I’ve often wondered how to get my name on a road name, and the magnificent depth of significance my life would hold thereafter.

The Basalt mosaic tiles were eventually deemed unusable, but following the successful funding application, accomplished artists Frith Jenkins and Jane Dale collaborated for six months to create a new mosaic. The beautiful artwork skilfully pieced together with coloured glass was inspired by the controversy surrounding Stockade Hill and the significant role it plays on Anzac Day. It was gifted to the Howick RSA on Anzac Day this year and is now positioned on the front of the building for all to see.

And while 23-year-old me couldn’t agree more with that sentiment, let’s be real. Neither will avocados, but they’re filling headlines more often than not these days, so I’ve decided we’re going to talk about this too. If you’ve ever sat through one of these discussions, you’ll know it’s an arduous, emotional experience, filled to the brim with reality checks, had-to-be-there moments, and reasoning of the highest standard. So to finish this remarkably insignificant rant, I’d like to share with you the foundational life lessons that have formed my new campaign ‘Get Better Road Names’, straight from the quotes reel of May 15, 2017. “I like it better.” Feelings trump facts. “I think it should be a way – because of the way it splits up.” Personality trumps looks. Collective drumroll, please, for my personal favourite: Vague trumps specific. “Is a way a way to something?” Now that’s a question I’d like answers to.

Inevitably, he says, polluted water from the Otara Lake and other streams flows into the Tamaki River, as far down as Bucklands Beach. Auckland Council’s ‘freshwater report card’ for the HLB rates the quality of Howick’s fresh waterways as a dismal F, while it gets an E for flow patterns, nutrient recycling, habitat quality and biodiversity – one of the worst in the Super City. So far the Otara/Papatoetoe Local Board has provided a seed grant of $100,000 to the trust which is funding a part-time co-ordinator/ administrator to apply for outside funding and co-ordinate a variety of riparian planting and clean–up programmes in that ward. Mr Myhre is frustrated that the HLB’s elected member attitude has been that “it’s nothing to do with us”. So far no funds have been forthcoming. Last February the trust presented its initiatives to the HLB. Listening closely was Mike Turinsky, at that stage the unsworn newly-elected member of the board. He says that the presentation “stuck with me” and he requested to be the HLB’s lead representative on the trust. He attended his first trust panel meeting on March 22 where, he says, he committed to attend the meetings to learn, listen and then consult with the HLB members about potential ways forward. At a March 30 local board workshop it was decided to consider increasing the works programme budget by $36,000 to fund three proposed options,

including support for the Otara Lake and Waterways project. A decision will be made at next month’s (June) board meeting. Mr Turinsky reported back to the trust panel in early April and says: “I will continue to be present, to listen, to learn, and then communicate those learnings to the rest of the HLB.” Meantime the trust is encouraging businesses and organisations in the Howick Ward, which includes the East Tamaki industrial area, to adopt parts of nearby streams and clean up the growth of exotic (many noxious) weeds and extensive illegal dumping along the steep banks of the creeks feeding into the Otara Lake. While Auckland Council is responsible for the riparian areas of the Super City’s streams’ uncontrolled growth, Mr Myhre says “the areas are obscured and no-one has second thoughts about them. There is nothing to deter

people dumping rubbish”. Cleaning up the Otara Lake, he says, is a long-term and expensive project. So the organisations associated with the trust are concentrating on the short and medium term of what they can do now and in the near future to clean up the catchment streams. “Unfortunately it’s going to take an entire generation to correct what has happened over the last several generations, so we don’t have a minute to lose. Road resealing is part of AT’s three-year plan and includes a rule that 10,000 vehicles must pass along a road every day before it qualifies for an asphalt cover. But the residents argue that Kilkenny Drive is used as a bypass from Chapel Road and Te Irirangi Drive, a shortcut to avoid traffic lights. At peak times, for example from 7.15am-8.15am, Mrs Tang says she has counted 750 cars passing through. “Parents have to get their kids to school so there is a two hour busy slot at the start and end of the working day.” The residents have estimated that a total 8500 cars drive along the street every day which makes it a second arterial road, they argue. AT’s count, they say, is 7000-8000 a day. Another resident, Di Silke says AT sets out its plan and budgets three years ahead. “If we had known earlier that the job was going to be chip seal we would have said something, but we were robbed of the opportunity. “We get our seal at the end of the three years but they have not taken into account there are two new subdivisions being developed and fed by Moyrus Crescent – a good 80 sections and all that traffic will use Kilkenny. They have not taken new volumes of traffic into consideration.” Kilkenny Drive is also a catchment for Point View and Willowbank primary schools, Somerville Intermediate and Botany Downs College, as well as Dannemora kindergarten. With the noise and chips flying about, pre-schoolers are afraid to go outside to play, they say.

In response to Times questions an AT spokesperson says until chip seal has ‘bedded down’ there will be stones and increased noise. “Kilkenny Drive has been inspected and the finish is within standard. Chip seal was used because it is the most cost effective solution and maximises the benefit of the New Zealand Transport Agency (NZTA) subsidy,” he says. “Chip seal costs approximately $7 per square metre, asphalt costs approximately $30 per square metre to mill and replace the existing surface. “New Zealand has more than 92,000 kilometres of roads in its network of which about 60,000 kilometres are surfaced with chip seal.” Chip seal, he says, was used because Kilkenny Drive falls within the recognised guidelines for a road that should be resealed with chip seal, having less than 10,000 vehicles a day using it. “At this time it is still some way off with 7000-8000 being the current number using it. The 10,000 vehicles a day is a number set by Auckland Transport in consultation with NZTA. This is lower than the former Manukau City Council’s standard of 15,000 vehicles per day.” The spokesperson adds that other roads in the Howick Ward of similar volumes and with chip seal are Macleans and Pigeon Mountain roads. The residents have written again to Mr Warburton, also to Mayor Phil Goff and the people who attended last Friday’s meeting, asking AT to address the issues raised at their meeting and those raised in their earlier petition letter.

BDSC teacher receives Fulbright Award By Kelly Teed The shock is still sinking in for a Botany Downs Secondary College teacher who is about to jet off to the United States as the recipient of a sought-after teaching grant. History teacher Karen Douglas has been offered a Fulbright Distinguished Awards in Teaching grant which will allow her to travel to the States to carry out a learning inquiry.

Ms Douglas will be looking into how digital and collaborative learning can be used to improve student literacy – an interest sparked by attending a Mind Lab course last year. Ms Douglas said she had been looking at the application process for a Fulbright Award for a couple of years but dismissed it as “too difficult” until she decided to give it a go last year. After completing the “very,

very detailed” application, Ms Douglas was pleased just to get an interview. “They ask for your teaching background, then you have to choose an inquiry, what you’re intending to do for that inquiry when you’re in the States and why that would be the best place to go. “It asks you what you know about America so that you don’t turn up for a huge culture shock...they ask about yourself and what your interests are,

both educational and cultural interests.” After feeling like she “waffled” through the interview, Ms Douglas was even more surprised to be offered the grant. “They said it [waffling] showed them the real me and that I knew what I was talking about. I basically just spoke and answered their questions.” Ms Douglas leaves for the US on August 7 and will return in early December.

Rural road safety to be tackled By Marianne Kelly

A

high accident rate on southeastern rural roads has prompted Auckland Transport (AT) to allocate $6 million to improve them over time. The project, called SelfExplaining Rural Roads (SERR) covers about 130 kilometres of roads, mainly in the Whitford, Maraetai and Clevedon areas. AT says the area was chosen as

it has some of the highest rural road risks in the Auckland region. Between 2012 and 2016 there were six fatal, 44 serious and 198 minor injury crashes. Many of the measures to be taken are in the final design stage, an AT spokesperson says. It’s anticipated that improvements will be introduced in the next financial year, subject to funding. Before the work starts AT will talk to local stakeholders about

the exact details of each project. The measures include rationalising existing signage and improving destination signs and those on curves. Road markings will be improved, including the introduction of a wide centre line where feasible. Gateway treatments at approaches to villages will be made consistent and safety barriers will be installed at a few locations.

Shape corrections will be introduced on Brookby and North Roads and safe cycle bays will also be installed on North Road. AT says the SERR approach concentrates on three key principles – functionality, homogeneity and predictability. Functionality requires the creation of a few well-defined road categories and ensuring that the road design matches its intended function, while promoting appro-

priate road user behaviour and reducing error. Homogeneity involves road designs that promote equilibrium and vehicle speed, direction and mass equality. While this can be a challenge on rural roads, AT says speed variability is a significant factor in fatality rates on rural roads. Predictability involves keeping the road design and layout as uniform as possible.

The first grant declined by the board was a request of $23,667 towards installing a replacement camera on Picton Street and installing new cameras in the town centre, specifically, the cost of the camera, installation and the licence fee. Decisions have been released on a total of 53 community grants reviewed this month by the Howick Local Board as part of the 2016/2017 Local Grants Programme. The programme offers quick response grants, local grants and discretionary grants with the aim of providing contestable community grants that will benefit Aucklanders and contribute to the vision of becoming the world’s most liveable city. Decisions made by the Howick Local Board this month focused on local grants round two and quick response grants round three. Thirty-four applications were received in local grants round two. Of the $596,115 requested, a total of $109,197 was granted.

For the next few weeks, Miss Auckland 2017 finalist Natasha Unkovich will be hosting fundraising events to raise money for Ronald McDonald House – the chosen charity for this year’s competition. The 22-year-old, who is in her second year of full-time teaching at BBI, wanted to “find a way to share her Miss Auckland journey with the students she teaches” – and decided involving them in fundraising events on site could be a great way to achieve that. It’s the first time the former Howick College student has entered a proper pageant, after being inspired by her older sister who won Miss Howick in 2009. From sausage sizzles to lolly bag sales and special visits from Mr Whippy, students and parents can be assured a Friday afternoon treat to celebrate the end of the week while donating to a good cause. The Ronald McDonald House Charities New Zealand creates and supports programmes that strengthen Kiwi families throughout their children’s medical journeys. It brings a network of support around families to support them as best as possible and ensure they are better placed to cope, and help their children heal. Police cracking down on robberies L

ocal residents are being reassured that police are taking action following a spate of aggravated robberies of businesses in recent weeks. Dairies, liquor stores and services stations have all fallen victim to robberies. Police say 65 people have been arrested and appeared in court since February in relation to the robberies. Superintendant John Tims says robberies are concerning to the community and that police are treating the inci-

dents seriously. Supt Tims says police have teams in Waitemata, Auckland City and Counties Manukau dedicated to tracking down offenders. “We know offenders are moving around Auckland and that’s why all three policing districts are working together,” said Tims. He said police have identified high-risk areas and have increased their visibility in those areas. ‘Operation Dukan’ is just one of the strategies in

place aimed at helping Auckland businesses inspect and improve their security. Supt Tims says while police are on top of the spike in the crime, they can’t do it alone. “We want to ask all of our community to stand up against these crimes and to report any suspicious behaviour that they see to their local police station. Even if it’s small, we want to hear about it.” Victims of aggravated robbery should contact police immediately.

GMT’s industrial strategy delivers $220.5m profit Goodman Property Trust (GMT), the stock exchangelisted company which owns Highbrook Business Park, has reported its 2017 annual result, recording a net profit after tax (npat) of $213.8 million. The result is 8.3 per cent lower than the npat of $233m at the same time last year due to a strong but reduced property revaluation the previous year. Although GMT recorded a strong portfolio revaluation of $114.7m, it was less that the record revaluation gain of $145.8m last year. Chief executive officer John Dakin said that with operating earnings up $4.7m to $121.7m, it’s a strong result for the real estate investment trust company. “A positive portfolio revaluation of $114.7m was less than the record $145.8m achieved last year meaning (pre-tax) profit was lower but still a substantial $220.5m, the second highest profit reported by the trust,” Mr Dakin said. Chairman and independent director Keith Smith, said the progression of the development programme, significant asset sales and selective acquisitions are all having a positive impact on GMT, lifting the quality of

ertiary education and employment levels were among the issues most discussed by National MP Paul Goldsmith at the Howick Bowling Club. Hosted by Jami-Lee Ross, the May 5 meeting was arranged for the SuperBlues - a group of socially active Kiwis aged over 60 who work collaboratively with National MPs to promote solutions to issues that will enhance a quality environment for senior citizens. Mr Goldsmith, who works as Minister for Tertiary Education, Skills and Employment, Minister of Science and Innovation and Minister for Regulatory Reform, spoke optimistically at the meeting about the future of the New Zealand economy. Of particular mention was the latest Household Labour Force Survey statistic showing unemployment rates have fallen to 4.9 per cent across the country. More than 29,000 Kiwis have been employed in the past three months, while the number of New Zealanders engaged in an apprenticeship has risen by nearly 19 per cent since 2012. It’s an exciting step forward, said Mr Goldsmith, before moving on to the subject of tertiary education – an annual investment of $4.1 billion for the New Zealand government. Export education currently ranks among the nation’s top five largest export earners and is a game changer within the tertiary education sector. “It’s an important industry and there is an opportunity to grow it because a lot of people around the world want to come to New Zealand for an English-speaking quality education so the task is to make sure that we maintain high standards and frankly the other task is to make sure the product on offer is a quality education, not some sort of backdoor route to immigration. “That’s very much my strong message to the authorities dealing with that to make sure we’re focused on that area and it’s an

The keen writer went on to publish 12 books with a focus on prominent businessmen and companies and later worked in parliament as a speech writer. Through his writing and studies, Mr Goldsmith gained a deeper understanding of the development of the New Zealand economy and successful businesses. “The main thing I drew out of writing about business history was just how hard and competitive it is. I’ve come into politics with a very strong view that the development of New Zealand’s economy relies on a good, strong, healthy private sector that is internationally competitive.” As the September general election fast approaches, Mr Goldsmith remains optimistic about New Zealand’s future and has high hopes for National’s place in that. “There is real reason for optimism about New Zealand’s prospects. I think we’ve done a great job over the past eight years under the leadership of John Key and Bill English. My hope is that we’ll get another eight years to carry on that work.”

Suzuki Ignis shines in 2017 World Urban Car awards The new Suzuki Ignis compact crossover has won accolades from an independent international panel of motoring experts. This June, Uxbridge Arts and Culture Centre present Fridays at Twelve featuring promising young local musicians ready to inspire and delight you with classical, jazz, contemporary and everything in between. Pakuranga College, Macleans College, Botany College, Howick College and Sancta Maria College are the local schools involved in this year’s production of Fridays at Twelve. The collaborative project funded by the Howick Local Board provides an opportunity for students to showcase their talent to a supportive audience outside the school environment, while providing performance experience and an afternoon of community entertainment, said Uxbridge events manager Ashley Grogan. Cold weather and icy conditions can make winter driving difficult. That is why it is so important to properly prepare your vehicle in anticipation of freezing temperatures. Here are 10 steps to follow so that your car is ready for the challenges of winter.

Change your tyres. Winter tyres provide better traction on ice and the rubber is more effective in cold weather. Be sure to have them put on as soon as the weather starts getting colder — don’t wait for the first frost to do it.

Add antifreeze. The fluid in your radiator should contain 50 percent water and 50 percent antifreeze. Use a test kit to ensure that this is the case or check with your mechanic.

Check your wipers. Ensure that your wiper blades are in good condition and are not scratching the windshield. Fill up your windshield washer fluid reservoir and remember to keep an extra jug in the car; it will come in handy for long road trips.

Check the heating system. Ensure that the heater and rear window defroster are both operating properly in order to avoid any unpleasant surprises.

Change the oil. Make sure the engine oil you use is suitable for winter use. If it isn’t, change the oil before the weather gets too cold in order to avoid damaging the engine.

Tribute to NZ soldiers buried on foreign soil By Laura Brookes

Reading about historical sites in high school classical studies is one thing, but travelling across the world to visit those places constitutes a whole new level of education. A group of eleven lucky Howick College students spent their April school holidays doing just that – traipsing through the ancient ruins of Greece and Italy – along with teachers Cameron Wilson and Justine Gibson in what year 12 student Ana McKearney has dubbed the “trip of a lifetime”. “Being able to see what I’m studying in person and experience the culture is a once in a lifetime opportunity,” she said. Favourite spots included Florence, the archaeological museum in Athens and the Colosseum where students engaged in an old-school gladiator fight. Visiting the museums and historic sites was surreal, said year 13 student Madi Hewett. “It was incredible to get an understanding of what it was actually like to live in those times. Our tour guide [in Greece] was teaching us little words. She really made sure we understood what we were doing, which was amazing.” However, there was a more significant reason behind the trip – the school’s involvement in the Dolores Cross Project. The not-for-profit memorial initiative was started in April 2008 by Dolores Ho, a Malaysian-Chinese woman who migrated to New Zealand in 1987, with the aim of personally paying tribute to New Zealand military personnel buried on foreign soil. This April, the college group travelled to a large memorial site near Naples, Italy where 500 New Zealand soldiers are buried. The students placed flax crosses and poppies they created prior to leaving New Zealand at the site of 50 graves as they paid their respects and gave back – a poignant experience for all. “That was essentially our Anzac Day, because we were on a plane [heading home] when it was actually Anzac Day,” said Madi. The 17-year-old didn’t know until she arrived that a family member of hers was buried among the New Zealand soldiers. “It was definitely a moving experience.”

wo local real estate agents have been found guilty of misconduct after threatening to bring a disciplinary complaint against another agent unless he paid them commission. The Real Estate Agents Disciplinary Tribunal this week released its decision relating to a case against Michael Black and Lawrence Wong who were agents with Century 21, Pakuranga. The decision says neither defendant is currently working as an agent and Mr Wong has retired. The tribunal censured both men, suspended them for eight months and fined each of them $1500. They faced charges brought by the Complaints Assessment Committee arising out of their actions in attempting to coerce the complainant Ian Smith, who was working as an agent for Pakuranga and Howick Realty (PHR), to

make a commission payment to them. In 2012, a couple wishing to sell their Point View Drive property in Howick listed it with Mr Smith. “The owners of the property were very keen to sell the property as rapidly as possible so when a paid sale did not eventuate Lawrence Wong and Michael Black...entered into a joint agency with PHR to help sell the property,” the decision says. “By April 2012 both Mr Black and an agent from the PHR (Stephen Lin) had offers for the property. A multiple offer situation arose which was managed by the vendor’s solicitor. The decision was made by the vendors to accept the offer made by Mr Lin’s purchasers and not to accept the offer from Mr Black’s clients.” The decision says Mr Black and Mr Wong were unhappy

that their client’s offer had not been accepted and spoke to the principal of Century 21, Colin Boyer, about the company making a claim for commission-sharing with PHR. Mr Boyer did not agree with the concerns expressed by them and declined to pursue a claim for commission for them. In July 2013, almost a year after the sale, Mr Smith was in Century 21’s office in Pakuranga when Mr Black approached him and made a request that he pay them $2000 each, which Mr Black said was their share of the commission on the property. Mr Smith declined. Mr Smith said he was approached again in August 2013 by Mr Black who told him Mr Wong was getting very agitated about the lack of commission for the sale. At a meeting on August 7, 2013 with Mr Black at a cafe

in Botany Town Centre, Mr Smith said Mr Black asked him to pay $24,000 plus GST in cash to Mr Black and Mr Wong as their commission for the sale. Mr Smith said he was told by Mr Black if he did not agree to make this payment then Mr Wong would make a complaint to the Real Estate Agents Authority (REAA). Other meetings – including an approach by Mr Black to Mr Smith in his car, and an August 13 meeting saw the demands repeated. It was agreed that in return for not complaining to the REAA, Mr Wong and Mr Black would receive $15,000 from Mr Smith, which they wanted by August 26. After that meeting, however, Mr Smith phoned Mr Boyer, told him what had happened and met with him the next day. Mr Boyer said he would contact the pair and tell them to stop pursuing Mr Smith for the commission.

Local schools at risk of overcrowding A government report has revealed nine local schools are among hundreds around the country that are already classed as overcrowded or at risk of overcrowding. Using data from 2015 and 2016, the Education Network Annual Assessment Report has revealed there are 214 schools around the country

that are considered over capacity, with a further 488 are at risk, Fairfax reports. Capacity is defined by the Ministry of Education as 100 per cent of a school’s buildings being in use while anything above 85 per cent capacity is considered overcrowded. Owairoa School and Beachlands School come in

Students launch delivery service with a bit of difference By Kelly Teed In a world of increasing food delivery options, almost every local restaurant is at our fingertips. As services such as UberEATS rise in popularity around the world, three Ormiston Senior College students aren’t letting that intimidate them - instead, they’re motivated by it. DeliverMe was created by Kyle Whelan, Sajed Hossaini and Connor Stewart after finding they spent more time sourcing food during their lunch breaks at work rather than sitting and eating it. Production manager Kyle says they knew they weren’t the only ones in that position and saw a gap in the market in the local community where UberEATS currently doesn’t operate. “We’re providing a service for workers to get any food they want, without having to sacrifice any time from their break running around.” While they don’t currently operate during school hours, Kyle says once the business grows it could benefit students

from local schools who can’t leave school grounds during the day, but also don’t have food on them. The team also hopes to give back to the community and each month, pledges 10 per cent of their profit to a local charity. They also hope to bring their delivery service to hospitals at a discounted rate. “We know sometimes hospital food isn’t that appetizing so we’re going to be offering a discounted delivery cost if you’re in the hospital to try and make your experience more comfortable,” said Kyle.

The Year 13 students created the business as part of the Youth Enterprise Scheme and currently operate 4pm-10pm on weekdays and 8am-10pm on weekends and public holidays. Their delivery zone currently extends from Musick Point peninsula, as far west to Pakuranga and across east to Cockle Bay while delivering as far south as Manukau. The idea is simple – through the app or website, users are presented with all the available restaurants and their menus – on average, deliveries take up to 30

minutes from start to finish. So far, Burger King, Noodle Canteen, KFC, McDonald’s and Bruce Lee Sushi are on board, while the DeliverMe website offers the chance to make custom orders directly to the team. He and former Indy 500 champion Dario Franchitti were robbed by two teenagers at a Taco Bell drive-through on Sunday night local time, the IndyStar reported.
