atest estimates are suggesting that 80,000 new houses will be built in the Super City over the next six years, described by Mayor Len Brown as a bow wave being experienced now. “The Housing Accord is doing what it was required to do, to add pace to the consenting process,” he says. “We are getting a major stream of resource consents coming in. “But ultimately it comes back to the private sector. “We are not building the houses, but we are laying the groundwork.” The latest Housing Accord monitoring report shows the number of building consents in
Auckland at a 10-year high, Building and Housing Minister Dr Nick Smith says. The house build rate, at 8300 a year, is the fastest in a decade. The rate has grown at more than 20 per cent a year since 2012, “the longest and strongest period of growth ever”. Meanwhile Statistics New Zealand building consent data shows that 1116 houses were consented in Auckland in July, the first time in a decade the monthly total has been over 1000 and up 31 per cent on July last year.. The Auckland Housing Accord, agreed in October 2013, set a target of 39,000 new sections created and dwellings consented over three years, with 9000 in year one, 13,000 in year two, and 17,000 in year three.
Numbers are ahead of target one year and nine months in, with 19,921 new sections created and dwellings consented, compared with the 18,750 expected at this point. “We will require ongoing increases in pace, in both section and dwelling consents to meet future targets,” Dr Smith says. However Mr Brown says more work is to be done on ways to significantly reduce the house build cost. “The cost of building materials is one-third more than in Australia or the USA and we also need to look at how quickly quality homes are built in Australia and the USA compared with New Zealand. “It’s not all about the land cost,
it’s about expanding the marketplace. We will be working with the Government and the private sector on competition in the marketplace regarding product and retail costs.” ■ Eleven more special housing areas (SHAs) have been announced which will provide up to 1600 new homes across Auckland. They bring the total number of SHAs established in Auckland to 97, with a potential yield of 47,000 new homes. Four SHAs have been established in the south-east, at School and Murphys Roads, Flat Bush; a Flat Bush strategic (rural) area; and in Point View Drive where residents are opposing a shift in the Super City’s rural urban boundary (RUB).

oung Claudia Little has only one kidney, and a different shoe on each foot, but she won’t be the odd one out. That’s because next Friday, September 11, is Odd Shoe Day, the national awareness day for Camp Quality, a lowkey charity working wonders for children with cancer and their families. When Claudia was just four, she was diagnosed with Wilms’ tumour (nephroblastoma), a common cancer which affects the kidney(s) of newborn or young children. Symptoms began as stomach pains which turned severe, and the Dannemora girl was admitted to Starship Children’s Hospital for suspected appendicitis. When surgeons opened up Claudia’s stomach they discovered it was full of blood and upon closer examination they found a large haematoma on her right kidney. Mother Carolyn Little says it was traumatic. “It was pretty devastating at the time but you just have to keep going because there’s nothing else you can do.” Following an ultrasound, MRI and biopsy, Claudia was rushed to intensive care for Wilms’ tumour. After eight doses of chemotherapy and radiation over eight weeks, the tumour shrank and could be safely removed. Mrs Little says thankfully, she made a speedy recovery, spending just a week in hospital. “She came right really quickly after the kidney was removed.” Over the next six months, Claudia went on to have six

more sessions of chemotherapy and seven radiation treatments, losing her long, blonde hair. She began school at Our Lady Star of the Sea School in Howick on her fifth birthday just a month after her final treatment. Now sporting long, dark blonde tresses, the 10-yearold remembers missing her hair and being called a boy. More than that, Claudia remembers vividly the countless weeks and weekends she’s spent at Camp Quality, sometimes with the company of her 13-year-old sister, Charlotte, and has stacks of photos to show. A largely volunteer-driven, no-frills organisation, Camp Quality has been supporting
thousands of Kiwi youngsters with cancer and their families for almost 30 years and is dedicated to enhancing the lives of children such as Claudia. Each year, it holds a weeklong summer camp and a mid-winter weekend camp for more than 300 children from 5-16 years old across the country supported by trained companions who provide 24-7 one-on-one care for campers as well as medical staff and volunteers. The charity operates with just one paid staff member but yet, it’s making a mark in many children’s lives. It was at Camp Quality where Claudia met her best friend, Lexi, camp companion, Bronwynn Bakker, and
a list of celebrities including Prime Minister John Key who was “very funny”. “[Lexi and Claudia] are well-known to be joined at the hip,” says Mrs Little. “They roomed together for five years and have become really good friends.” Mrs Bakker, a TV producer, has become a great friend and the Littles catch up with her from time to time. As for the Prime Minister, they see him too. “We saw John Key at Lord of the Dance [show]. Claudia wanted to say hello but she was too shy!” says Mrs Little. A keen dancer and gymnast, Claudia goes to 10 dance classes a week at the Carter-Chan Dance Performance Centre and Camp Quality is right up her alley. “They do all kinds of activities, it’s just full on and constant. One night they have a disco, one night they have a black tie dinner, one night they have a talent show,” says Mrs Little. “She comes back exhausted. She’s asleep in the car after five minutes but it’s fun.” Importantly, the whole family benefits during a difficult time, says Mrs Little. “A lot of [parents] haven’t had just husband and wife time. It’s for them to have time alone and have a week off basically. Karma’s story touched us all

Karma, the abandoned dog whose story last week touched many Times readers, has been destroyed. Reader Maria Binnie told of Karma’s excellence as a mum and the heart-breaking gradual loss of her four puppies, was picked up by Animal Management. She began howling for her pups and even crossed a river believing a dog’s cry to be one of her misplaced offspring. “Each time a puppy was lost she would howl all night and rush around frantically looking for it,” said Maria. “She is not even aggressive. She just barked to defend her puppy and she just ran away because she was scared. Karma is a survivor and a dedicated, lov-
Botany Downs College student Jack Reynolds recently became one of New Zealand’s youngest pilots after flying solo just a few days after his 16th birthday. Jack has always been interested in flying and installed a flight simulator on his computer when he was 13 to start practicing. He was given the experience to fly a real plane when his parents bought him a trial flight at Auckland Aero Club for his 14th birthday. “After that I was hooked but unfortunately had to wait until December last year before starting proper flying lessons.” Since then Jack has been flying with the Auckland Aero
club every other weekend until he turned 16 two weeks ago and reached the minimum age to fly solo. The Year 11 student plans to continue flying for another year under the instruction of Leo Pardon at the Auckland Aero club until he turns 17 and can sit his Private Pilots licence. “After that I want to do my commercial pilot’s licence and a Diploma in Aviation and become a commercial airline pilot,” Jack says. Jack is not only a keen pilot, but also excels in his academics and is an accomplished athlete, having placed second in the long jump at this year’s North Island secondary schools championships.

Tracey Moore, Animal Management manager, said they tried to contact the owners multiple times with letters and phone calls, “but received no response”. “Sadly, Karma was a pitbull terrier-type breed and she was unhealthy and unpredictable,” Ms Moore said. Karma did not pass her temperament testing and for those reasons they could not have put her up for adoption, and she had to be euthanised, said Ms Moore.
“This is a very sad story that demonstrates that many people think of dogs as commodities,” she said. “Auckland Council makes every effort to pick up stray dogs when they are reported to us, or when we see them.” She said the team relied on the cooperation and support of the public to keep them informed, and they worked to reunite dogs with their owners, or re-homed them wherever possible. “Unfortunately, this example shows how difficult the task is that we are dealing with. “We encourage all pet owners to have their animals de-sexed to prevent such sorry situations arising.” ■■ See the letters on Feedback page, pg 15
Whitford lambs led to slaughter By Natalie Brittan

icious canines have torn apart a flock of sheep traumatising a family and a farmer, and locals suspect it’s not the first time they’re responsible. Karaka man Barry Jones says 20 of his sheep on 40 hectares of leased Whitford land were killed last week by dogs which he suspects were the same culprits that mauled 40 of his sheep last year. But there’s nothing he can do to prevent it from happening again. “We’ve got to catch [the dogs] doing the sheep. They’re pretty hard to photograph [in the act] at 10pm-2am. You can’t be there 24-7. “Even animal control weren’t prepared to come out at 10pm unless the dogs were actually attacking the sheep. Their book says they’re 24 hours but they’re not.” Mr Jones says the SPCA required him to destroy nine of the sheep that were badly wounded, which he did by calling in local Ditch Keeling from Coastal Pest Solutions. “But it’s not my fault. Why should the SPCA get down my throat because of those dogs?” Fifteen of the sheep killed were ewes which left behind lambs too young to bottle feed and their health will suffer as a result, says Mr Jones. Because the sheep weren’t on his own land they cannot be insured, leaving Mr Jones more
than $2000 out of pocket. Mr Jones alleges the dogs are an Alsatian and border collie from a neighbouring property and says they were taken to court but to no avail. “Last year they were seen by some people but they were townies and they got the identification wrong so we couldn’t prosecute. We didn’t have enough evidence so they got [the animals] back. “When they had the court hearing we weren’t even invited. Three days later my wife told me what happened. It’s hopeless.” Mr Jones says the law is on the side of the dog owners and although he knows of three other local farmers who were in the same predicament last year, there’s nothing that can be done. Mr Jones, who does not live on the land, says he was in Wellington when the attack happened. Rochelle and Scott Harris who live on the property in Whitford Road with their eight-year-old daughter, Gabriella, alerted him of the incident. Mrs Harris says they were at the vets tending to their dog that had died from a car accident earlier that night when they got home around 9pm and heard barking. “We rushed out, jumped in the jeep and went down our house driveway which is 500m long,” she says. “The sheep and the lambs just came flying past in the paddock. The screaming they made and

their fear was just awful to listen to. The sheep were screaming, the lambs were screaming, the ewes were screaming. “And we heard barking that sounded like the really yappy, most excited dog, really loud, like it was having the time of its life ... killing sheep.” Mrs Harris says at one point she thought there were two dogs. “There could be a change in the bark so we’re not certain but to me it sounded like a different bark.” The Harrises called the help of a hunter in Whitford Park Road who had a night light and went searching but found nothing.

“But within half an hour of his leaving, the dog started again and killed a lamb right outside our bedroom.” The bloodbath carried on until midnight, says Mrs Harris. “We could hear it yapping and barking and the sheep were screaming again. “Half of Whitford must’ve heard us - we were so angry. We knew here would be carnage in the morning and, of course, there was. “Barry’s piled up all the sheep in the paddock and it’s quite a gruesome sight,” she says. The offal pit was overflowing and Mr Jones was visibly shaken,
says Mrs Harris. “Never in my life, have I seen a grown, mature farmer look like he’s on the verge of tears.” In the days that followed, the whole farm was in mourning, says Mrs Harris. “When the lambs die [their mothers] refuse to leave the spot. They’re pretty sad to watch in times like this.” The Harrises have also taken an orphaned lamb under their wing, joining their flock of 11 pet sheep and Mrs Harris says it has been crying. The main concern for the family remains the safety of their daughter who is no stranger to the realities of the farm. “She’s a farm girl but last year she was very scared. She’d run from the house to the car and ask if the dogs were there and she loves animals,” says Mrs Harris. “This is out of the ordinary. She shouldn’t have to see it.”

Arguments over, now work begins T
erms of reference for Super City transport are being hailed as a new dawn in the relationship between the Government and Auckland Council “ending decades of disagreement and time wasting”, Mayor Len Brown says. The Auckland Transport Alignment Project was signed last week, and Mr Brown says it signals a new and improved way of working with central Government on the planning and funding of Auckland transport infrastructure. In an interview in last week’s Times, Mr Brown was optimistic
that the Government and council would get agreement about timing and funding. “We know that rates and debt can only take us so far,” he said. “So we’ve talked about proposed motorway tolls and the opportunity to find appropriate revenue streams to continue the investment. I hope the platform that is coming together will achieve what 150 years of arguing has not.” The newly-signed terms of reference for the project cover 12 months in which objectives and targets for transport in Auckland will be agreed. The work will include designing a programme of investments in roads, traffic management, public transport
and walking and cycling infrastructure to achieve the objectives and targets. Rather than having to respond to documents drafted in Wellington, Mr Brown says Auckland now has the opportunity to be involved at the start of these processes and their implementation from 2018. “Having an agreed transport investment programme for Auckland will also meet the Government’s prerequisite for discussions on alternative funding,” he says. “It is important to understand that the Government and council already agree on the need for the vast majority of major projects for Auckland, such as the City

Mayor Len Brown says merging two council controlled organisations (CCOs), Auckland Council Pro-perty Ltd (ACPL) and Waterfront Auckland into a new entity, Development Auckland, will provide an opportunity for the council to look for opportunities to move its land surplus, worth $2-$3
billion, into the marketplace for development. “It doesn’t mean that we will spend money on developments; rather we will look for partners. Development Auckland has a mandate to find partnerships with the private sector or the Government, both big landowners,” he says. “It’s about focusing on redevelopment. For example, the one underway in Tamaki – we’re looking for partnerships to re-energise and re-invest in parts of the city.” In particular, Mr Brown points to councilowned land beside the Manukau City Centre and rail station.

I
t might be wise to take along some tissues to Howick Little Theatre’s next production, which tells the poignant story of young love set against the horror of World War I trenches. Anton Bentley, who will direct Mary’s Wedding, says he was weeping by the end of reading the script. “For me, personally, I love the fact that it’s about a dream with a slightly surreal feel about it. It has a World War I flavour but I’m pleased it’s not a World War I play; it’s about the relationship.” The play, by Stephen Massicotte, is set in 1920. It’s about a dream Mary (played by Ruby Clavey) has about the love she has found with Charlie (played by Joshua Bruce) while sheltering in a barn in 1914 shortly before he must leave to join the war. Consequently, the theatre is set up as a barn. But, with the aid of set design, lighting and transitioning between scenes, the play swings between an English tea party and WWI trench scenes. Joshua has a special reason for deciding “yes, I definitely need to do this. It has made my year”. He was one of many Kiwis who travelled to Gallipoli earlier this year for the centennial of the ANZAC landing after win-
ning the Auckland Regional ANZ RSA Cyril Bassett VC Speech Competition. “From what I have seen in Gallipoli, I can imagine the things that happen in this play. I can get the feel of what it must have been like. “I wrote the Gallipoli speech because I’ve always loved history, and my greatgreat-grandfather went there and never returned. So the topic has always interested me, from an historical and family perspective.” The challenge of the play, he says, is to paint a picture with the words. Ruby also says to do the play justice, she and Joshua have to make the piece come alive. “I do a lot of narrating and I want the lines to be pictures. “I read the script and fell in love with the character,” she says. “I had to do research into the war because I didn’t know much about it. I loved the characters and the love and devastation, so it is a challenge to act that out and do justice to it.” The 16-year-old Pakuranga College student says she has been involved in drama since she was four, “and I grew up watching old movies”. Macleans College student Joshua, who is 18, has been involved in drama since year 10. “I was always a person for
drama and was brought up with it and writing speeches since primary school.” Mr Bentley says the play is a reminder of “where we have all been: first love and the highs and lows that go with it”. “First and foremost, it is a story of first love and I wanted to cast characters as young as I could. In the dream, they are teenagers and I love the fact that I have two teenagers to work with. By Rumer-Grace Archer Howick’s Adam Bilton is a finalist in an international advertising campaign competition for New Zealand water distribution and filtration company, Just Water. Entries were varied and came from teenagers and university students, to artists and graphic designers, to marketing professionals. Executive director of Just Water Tony Falkenstein said the competition was successful for
generating a diverse range of designs. “The beauty of this crowdsourcing concept is that it pitted the art student against major agencies, teenagers against experienced creative designers and Germans against Kiwis – I believe we got the best ideas with this method rather than using one advertising agency,” he says. The only information the designers were given were the features of the Just Water Home Filter itself.

Golden wreath blooms for Avenrose This year may mark the 50th birthday of Avenrose Florist in Rices Mall but its gorgeous floral creations remain evergreen. Its seeds were sowed by local floristry doyenne, Edna McAven who was the grandmother of the Spiller clan (brothers Paul of Hammer Hardware, John of the Howick Local Board and Alan of Jetts). Edna grew flowers from her Bucklands Beach home and eventually had a shop in Ross Court before moving to Rices Mall in 1965 where she operated her namesake floristry business until a ripe old age. t may look pristine now, but nearly a decade ago it was a different story. Howickian John Poole will be showcasing his restored red 1954 Pontiac Fire Chief at the Blokes & Cars/Bikes community event staged at East City Wesleyan Church in Burswood this Sunday as part of its annual Father’s Day celebration. The year was 2005 and the vintage straight-eight American car had caught Mr Poole’s eye while browsing on online site eBay. He says the vehicle, with its signature chrome star trim, had already had some work done to it. “But it wasn’t to a very good standard,” he told the Times. “We ended up pulling apart every nut and bolt and taking it apart to the nth degree.” It took three years of blood, sweat and financial investment from the trained truck mechanic and a friend in Te Puke to return the Hollywoodesque machine to its former glory. I want it to look respectable when I’m driving around in it,” he says. Mr Poole’s friend, Redvers Charles, is well-known in car club circles and he helped a lot with the panel and paint work,

says Mr Poole. “The body of the chassis was stripped to bare metal and plated. There were quite a few repairs on the body here and there.” Mr Poole, who also owns an older Pontiac, has long fostered a love affair with cars and says he has a general appreciation of old cars, not just Pontiacs. Now in its fifth year, the Blokes & Cars/Bikes Show is organised by East City Wesleyan Church Reverend Dr Richard Waugh. The free public event will feature emergency services such as police cars and St John ambulances, a model engineering display, a barbecue, a Father’s Day service as well as activities for children.
“Cars and bikes are of interest to many men on Father’s Day,” says Dr Waugh. “We’ll have static displays, cars and anything to foster a healthy day for fathers and families.” Dr Waugh says he’s expecting around 30 vintage vehicles, and extends an invitation to anyone who would like to display their pride and joy. “Anyone with an interesting car or motorcycle is welcome to come and display.” Blokes & Cars/Bikes is staged at East City Wesleyan Church, 219 Burswood Drive, Botany this Father’s Day, Sunday, September 6 from 9am-12.30pm. Talented Grace is right on song Year 13 student Grace Wood from St Kentigern College has won the Lion Foundation Songwriting Competition which is open to all secondary school students. Play It Strange last week announced the winner and list of finalists. Grace won with her song ‘Young, Naive and Reckless’. a special $10,000 NZ On Air Making Tracks grant for recording and making a music video. The judge’s comment on the song was “Grace mastered the match of music and lyrics really well. The dental practice in Kilimanjaro Drive, Northpark, welcomed dentist Antonia Nagels early this year. “It’s not often you find someone who fits well with the clinic’s philosophy, as well as being enthusiastic, caring and responsible while still having up to date knowledge and skills,” says owner, Anita Zaveri. Toni, as she is affectionately known, is a recently qualified University of Otago graduate who moved up to Auckland in search of a new adventure. ancta Maria Young Enterprise students Madison Milne and Francesca Thompson have created the not-for-profit business Buddy Link to help the elderly in the community. Essentially, Buddy Link organises students from Sancta Maria College to provide voluntary services for the elderly, helping them with things like cleaning and gardening. Instead of charging a fee, they are asking for a donation which goes to Make a Wish Foundation. The year 13 students said they decided to start a service rather than a product and donate their money to charity. “We thought there are a lot of elders out there, thinking of our grandparents, who

might not be able to do a lot of the work that they want to get done. “And then it’s quite expensive to get things done these days and they might not have the money for that,” Thompson says. To begin, the girls made a business plan, set up bank accounts and emails and handed out brochures to launch their service. Between 40 and 50 students
from the school signed up as vo-lunteers, eager to support their business. So far, Madison and Francesca have one successful job completed, where two girls washed a lady’s windows for her. Not only is Buddy Link a positive experience for the client but also for the student volunteers, who said they loved it and were eager to do it again. “We’ve got a lot of reliable students that have signed up,” Thompson says. Buddy Link is still building its client base and wants to help as many people in the community as possible. Mortaza clinches speech comp Pakuranga College students took home both the first and third place at the recent Auckland Eastern Zone Speech Competition held last week. Year 10 student Mortaza Sahar represented the school for the second time and won first place with his flawless speech about the “Importance of Perseverance”. Sahar entered last year but
didn’t place, so this year’s comeback to first place was a bit of a personal triumph. It had one of the organisers comment: “His last speech was on resilience, and this year’s speech was about “Importance of Perseverance”, so clearly he’s taking his own advice.” The gifted young orator, who had memorised his presentation, captivated the audience as soon as he
started speaking. Third place was won by year 11 student Leah Siljeur, whose inspirational speech on “Gender Equality” was delivered in a slam poetry style. When asked how they felt about their wins, both students agreed that it was “nice to win prizes, but even better to be able to get our message across to so many people”.

Law competition success Megan Paterson, formerly of Whitford, has won a major competition for law students in Australia, New Zealand, Asia and the Pacific. The former Cockle Bay and Somerville Intermediate school student has completed her law degree with first class honours at Otago University. She won the Allen’s Witness Examination Competition at the recent Australian Law Students Association Conference in Sydney, Australia. More than 500 law students from close to 50 different law schools take part in the annual conference competitions, which involve six categories. A series of rounds take place over a week, with the grandfinal taking place in the Australian Federal Court. For the Witness Examination Competition, competitors act as counsel

ocal businesses bonded over a hearty cooked breakfast but there was more food for thought, thanks to a joint initiative by the police and Howick Local Board. More than 50 hospitality players and liquor store owners turned up to a free crime prevention workshop presented by Counties Manukau Police, supported by the Howick Local Board, at the Howick Club in Botany Road last week after a spate of aggravated robberies in the eastern suburbs. Designed to educate local businesses so they can arm themselves with best crime prevention practices, the seminar was attended by a diverse group ranging from Headin’ Home and Fisher House eateries in East Tamaki and the Greater East Tamaki Business Association (GETBA) to Doolan Brothers in Botany, Five Stags in Whitford and The Good Home in Howick. Covering a range of topics from Crime Prevention Through Environmental Design (CPTED), what to do in the event of a robbery, through to vulnerable (intoxicated) victims and alcohol licensing rules, the seminar featured speakers such as Counties Manukau East Police’s crime prevention officer, senior constable Garry Boles, detective sergeant Glenn Wilkinson and senior alcohol licensing inspector Warrick Zander from Auckland Council.

ousing continues to be a major public focus and it’s heartening to know that thousands of people are applying for the KiwiSaver HomeStart package. The scheme that started on April 1 is proving popular with Kiwis looking to make that most important transaction in life – putting a deposit on a house for the first time. In the first three months of it being available, KiwiSaver HomeStart attracted 6788 applications, of which 2011 have been approved, 1740 preapproved, and 2016 are in the process. That equates to $7.2 million in grants already paid out for 1195 properties, in a $418 million programme that is undoubtedly the most generous support for first-home buyers in a generation. whether they are eligible for KiwiSaver HomeStart. It’s expected to assist 90,000 people to fulfil their dream of home ownership in the next five years. The combination of the KiwiSaver, HomeStart and Welcome Homes Loans programmes are making home ownership an achievable goal for tens of thousands of people on middle incomes. It’s a great package, offering firsthome buyers grants of up to $10,000 for an existing house, and grants of up to $20,000 to buy a newly constructed home. What this initiative allows people to do is if they’re in KiwiSaver for five years on the average wage with no other savings, they can, with HomeStart, pull together a 10 per cent deposit, be eligible for a Welcome Home Loan, and afford a modest house. This is one of a number of

We are making more land available quicker through our Housing Accords and Special Housing Areas with territorial authorities such as the Auckland Council. There are also plans in place to constrain the cost of building materials, rein in development contributions, cut the costs of compliance bureaucracy, and invest in improved productivity in the construction sector. There are also new measures coming into effect next month that make sure people who invest in housing pay their fair share of tax. The new bright-line test will require people to pay income tax on any gains generated from residential property bought and sold within two years, including overseas buyers.

Poor dog deserved so much more Re a tribute to Karma on death row (Times, August 27). It was heartbreaking reading this. I so wish we could help but unfortunately live in a rented property with no ability to fully fence. I have just been reading about, Karma and her puppies, and the anguish that poor dog must have suffered each time she lost another pup. I think it is a crime to even think about putting her to sleep. She should be getting love, care and praise for being such a caring mother. A lot of human babies don’t get treated well, but do we put their mothers to sleep? I, for one, would donate if you have a fund and I’m sure others would so she can be re-trained and re-housed with another dog lover. Karma is worth another chance. Please keep us all up to date.

When I read your article in the Times (August 27), it was with great pain but also with great admiration for a mother who tried to protect and feed her puppies in very difficult circumstances. But in the end it was all in vain, as described in your article. At the end, when she lost her last pup, she cried like any other mother who loves her baby would do. Unfortunately, her crying at night upset some residents and now she will have to pay or have already paid the highest price. The lesson human mothers can learn from Karma is your children are precious, look after them, treat them with love . Mothers, fathers and partners can learn a serious lesson from Karma, who never abandoned or ill-treated her pups no matter how difficult her circumstances were.

The sickening behaviour of abandoning animals (A tribute to Karma on death row, Times August 27) reminds me of the very apt sign on a Howick Pet shop window. It reads: “We can judge the heart of a man, (or womanyes!) by the treatment of his (or her) animals”. Karma’s story is one of incredible survival instinct and of a beautiful nature trapped inside a badly ill-treated body through no fault of her own. With a bit of rehab and a loving “forever home”, she will be one in a million, and deserves a second chance at life. What must we do to save her? I just read the story about Karma (Times, August 27) and it brought tears to my eyes. No animal should have to go through this and she now needs a forever home. I know Maria Binnie (Times, August 27) and see her regularly walking her dog around the estuary reserve, Pakuranga. The dog Karma was very people-shy and she would sunbathe in and around a big bamboo thicket off Ennis Ave. When she had the puppies and as she lost some, or were rounded up, we could hear her crying out for them throughout the night. We felt sorry for her as she had a great mum instinct to look after them. She was very distraught with the last one disappearing and thought she could hear it on the opposite bank of the estuary. She swam across (no mean feat) but it was another smaller dog barking. We could see her running around over there looking for her lost and last puppy. She was then picked up by Animal Management and went quietly. I have great admiration for the dog’s dedication as a mother to protect and look after her pups.

Property values determine the share of rates Aucklanders will pay from this year. All local authorities, including Auckland Council, do this to help set the rates. Auckland has experienced unusually high growth in property values – but a change in your property’s capital value does not automatically mean your rates will increase or decrease. Property values don’t determine the amount of rates we collect, just how they are shared out among ratepayers. If your property has increased by more than the average increase, it’s likely your rates will have gone up. One system of rates: Over the past three years Auckland has moved from seven different ratings systems, inherited from the previous councils, to one system that is fairer for everyone.
In response to your letter writer John Champion (Times, August 27) on his increase in rates, we welcome the opportunity to clarify how his rates in particular have changed. Auckland is now on a single ratings system, meaning Mr Champion’s Mellons Bay property will pay the same unit of rates as properties in Waitakere or Orakei. All Auckland properties, including Mr Champion’s, have been transitioning to the single ratings system since 2012/13. This staggered the changes to rates, to help smooth the change. The resulting system in place from July 2015 means fairness to all ratepayers of Auckland and will see our infrastructure, core services and city benefit from ongoing investment. The changes to this year’s rates are complex, and different households have been impacted in different ways. The council’s Long-Term Plan lays out in more detail where and how your rates will be used. It’s important to remember your rates are helping to pay for a huge amount of services and amenities that Aucklanders use every day - footpaths, libraries, recreation centres, resealing rural roads, helping connect industrial hubs in the east (AMETI) and beginning enabling works on the City Rail Link. For people who may struggle to pay their rates bills this year, we offer a range of options to help smooth or even postpone payments. In some cases people may be eligible for a rates rebate. If you need assistance, council’s call centre staff can talk through your options, including postponement or eligibility for the Government’s rebate scheme. As previously mentioned, the single rating system means from July 2015 everyone pays rates on the same basis, no matter where they live. It also means rates increases and decreases are no longer capped. Transport: Auckland needs urgent investment in transport to respond to the demands of growth, including new bus and cycle lanes, roads and ferries. Council is seeking support from central government for a motorway charge to help pay for this. In the interim, the council has opted for a transport levy to provide some of the additional investment needed. This will be a fixed charge as part of everyone’s rates bill that will raise $186 million and be set aside for specific transport projects. The levy works out to about $2 a week for residential ratepayers, $3.50 for businesses. NZTA is helping out by providing $215m and we’re using an additional $122m from debt to see a total of $523m invested over the next three years.

unding to continue a weed and pest management programme targeting rhamnus and moth plant has been committed by the Howick Local Board for 2015/2016. And this year it will be extended to the entire Howick Ward rather than just the Bucklands/ Eastern Beach peninsula. The $47,000 programme will include community awareness campaigns; support for private property owners to remove the target weeds; strategic weed control on properties bordering reserves of high ecological value; and weed control on the Musick Point cliffs. Last financial year the board funded a $53,186 programme specifically targeting moth plant and rhamnus in the Musick Point, Bucklands Beach and Eastern Beach areas. In a report to the board, Auckland Council biosecurity officers say that moth plant and rhamnus are widespread on public and private land in the Howick area. The plants, particularly at Musick Point, Bucklands and Eastern Beaches, pose a significant threat to the inner Hauraki Gulf. Consequently rhamnus is identified as a containment pest plant requiring removal along the Bucklands/East-

ern Beach peninsula. In Howick, moth plant (pictured) is listed as a surveillance plant, although its removal is not required under the Regional Pest Management Strategy (RPMS). Last year the board’s weed management programme targeted both pest plants. It consisted of a community engagement and awareness campaign, as well as rhamnus control at Musick Point. The community engagement and awareness programme included workshops; installation of weed bins at Pigeon Mountain and Lloyd Elsmore Park; a weed swap for native plants; a leaflet drop on the Bucklands Beach peninsula; assistance
to private owners to remove rhamnus and moth plant on request; billboards, posters and brochures; a Pakuranga Garden Club workshop; and herbicide and tools provided for community-led projects. A weed control programme was carried out on the Musick Point cliffs and surrounding high value areas targeting rhamnus and moth plant and other serious environmental pest plants. This year the programme will again include community awareness campaigns extended to all the Howick ward; supporting private property owners to identify and remove rhamnus and moth plant from their properties; weed control on private properties neigh-
bouring reserves of high ecological value, such as Mangemangeroa Reserve; and weed control at Musick Point. Funding may be allocated to support a local community group and students from Botany Secondary College who have been working to control moth plant at a site near Mangemangeroa. Properties near Musick Point will be visited by a weed expert who will liaise with the owners about rhamnus and its control. Moth plant will also be controlled if found to be present. Further work may be needed to complete the work on Musick Point cliffs once the 2014/2015 programme has been assessed.

• 4-6 chicken thigh cutlets • 100g Delmaine marinated sundried tomatoes, diced • 2 cloves garlic, crushed • 250g Perfect Italiano ricotta • 1 bag kale, sliced • 2 red onions, peeled, roughly diced • 400g lentils, drained • 250ml Campbell’s Real Stock (chicken or vegetable) • ½ -1 tsp ground chilli or cayenne

Method:
Heat the oven to 180ºC Heat a pan on high with a little oil and quickly brown the outside of the chicken, then turn off the heat. In a bowl mix together half the sun dried tomatoes with the garlic and ricotta. Put to one side. Spread the kale, remaining sun dried tomatoes, red onion and lentils over the bottom of a large oven proof dish. Place the chicken thighs on top. They should cover most of the dish. Dollop teaspoonful’s of the ricotta mix between the chicken. Mix the chilli or cayenne with the stock and 1 tbs cornflour. Pour around the chicken. Roast for 40 minutes or until the chicken is cooked. Serve in a bowl with some of the cooking juices poured over the top.

he unaffordability of Auckland houses is a hot topic. But are there other cities in the world that have it worse? The best data we have comes from Demographia and it’s often used to demonstrate that Auckland has one of ‘the world’s least affordable’ property markets. But it only ranks cities from nine countries. On a global scale, Auckland’s unaffordability is far less severe than places with: ■■ Extremely low incomes, like the Democratic Republic of Congo, where the average income is in the hundreds of dollars annually. ■■ Extremely wealthy inhabitants, like Monaco, where US$1 million buys only 17 square metres of luxury property, described by media company Forbes as “the world’s most overpriced real estate market”. ■■ Extreme inequality, like Namibia, where it is estimated that fewer than 10 per cent of households can afford even the lowest priced properties. However, when we think about Auckland’s house prices, we don’t usually want to compare them to Namibia or Monaco. We’re more interested in countries similar to our own, like Britain and Australia. This is where Demographia is useful and the 2015 rankings are: Hong Kong, China 1; Vancouver, British Columbia, Canada 2; Sydney, New South Wales, Australia 3; San Francisco, California, USA 4; San Jose, California,
USA 5; Melbourne, Victoria, Australia 6; London, UK 7; San Diego, California, USA 8; Auckland, New Zealand 9; Los Angeles, California, USA 10. The survey recorded a median Auckland house price of $613,000, with a median income of $75,100. Since that data was collected, the median house price in Auckland has risen to $755,000 and our median household income to $85, 212. For Auckland to reach a median equal to Hong Kong’s, our median house price would need to increase to about $1.45 million. That’s a fairly staggering number. All the cities at the top of the list and others are grappling with affordability issues similar to Auckland’s. There’s a housing affordability crisis in Sydney and Melbourne, in New York and San Francisco, and in London, a city of 8.6 million where only 43 houses were affordable for first-time buyers earlier this year. Of course, the fact that some other cities are much less affordable than Auckland doesn’t make property in Auckland any cheaper. But it does point to some of the reasons why the city
is expensive and to some trends in the global housing marketplace. In 2008 as the global financial crisis hit hard, prices dropped almost everywhere. But they quickly surged back, according to Kate Everett-Allen, a partner in residential research for Knight Frank, based in London. “Nervous investors were trying to find a safety asset – a safe haven for their money,” she says. These buyers want certain criteria when they buy, and Auckland fits many of these criteria. International buyers want to put their money into cities where prices will keep increasing, says EverettSmith. They look for: ■■ A firm and stable political situation. ■■ A transparent property market where they can easily track sales and prices. ■■ A good legal system. ■■ Good universities and schools. ■■ Accessibility, ideally no more than an hour to reach the airport, the beach and/or the ski field. Cities with these assets are also appealing to locals and new immigrants and almost all the cities at the top of
the Demographia table are ranked highly by quality of living surveys, especially Vancouver, Sydney and also Melbourne. Again, Auckland follows this trend, ranked strongly as one of the world’s most liveable cities. “Particularly in the last few years, we’ve seen the phenomenon of key cities becoming detached from their wider housing market and operating by different rules,” Everett-Allen says. She cites London, Sydney, Melbourne and Manhattan Island in New York as prime examples. Again, Auckland fits the bill. If these other international cities are any indicator, there’s no pressing reason why Auckland prices will come into line with the rest of New Zealand. It’s no coincidence that many of the world’s most desirable, least affordable housing markets are located near the sea. These port cities, like Hong Kong, San Francisco and Sydney, are usually attractive to live in and well-connected by sea, rail and air. The downside of those beautiful waterfronts? They restrict a city’s physical growth – in Auckland’s case in two directions. Chris Parker, chief economist policy and planning division at Auckland Council says the twin harbours mean Auckland is far more constrained in terms of its ability to grow out. Auckland effectively operates as if it has one million more people than it actually has, citing work done by NZIER economist, Kirdan Lees.

www.times.co.nz Transport and ‘bottlenecks’ caused by Auckland’s shape mean that the house prices and traffic congestion seen here are more typical of a city of 2.5 million residents. In addition to geographic land restrictions, regulations on land use limit supply and push up prices in many of these cities, including Auckland and Sydney. Parker says if you were to point to one prevailing factor as a cause for high Auckland house prices, the ability to use land in the way people demand it has perhaps the biggest impact. “It is valid to criticise council policy, but there are also other factors,” he says. “There’s a huge amount that can be done to reduce house prices. If we do a host of brave things we can get it down considerably in the long run.” Hong Kong, Singapore and parts of mainland China have all introduced policies designed to restrict house price growth; New York’s mayor is considering a pieda-terre tax, the UK’s Labour Party is proposing a mansion tax; and Australia is cracking down on foreign buyers. “Our own Government and Reserve Bank have taken measures aimed at cooling the Auckland market.” Everett-Allen says cooling measures in general do deter foreign and speculative investment. “On a global scale we see two contrasting trends,” she says. “On the one hand increas-
ing global wealth with an appetite to invest in property, on the other hand governments want to improve affordability for the domestic population. There’s a tussle between the two; policy makers want some revenue from [rising house prices] too.” Parker doesn’t want to see the price of each individual house drop, but rather increase the volume of houses at the affordable end of the market. Greater housing density would yield more value from every piece of land in the city by building more apartments, attached townhouses and units. Freeing up land alone won’t be enough, he says. “Hypothetically, if we gifted land free to a builder and had no resource compliance and building costs, the average house is still 200 square metres and costs about $400,000 – five multiples of household income. It won’t be economically feasible to intensify and develop if we only loosen land restrictions.” Auckland’s high house prices are a significant problem, Parker says. But they’re also a symptom demonstrating its success. “It’s the agglomeration of lots of talented people in one place. Auckland is caught up in that globalisation story – imagine if we missed that boat, we’d be kicking ourselves. It’s a good news story, even though it creates massive challenges.”

oung people not relying on mum and dad for a handout to buy a house or those who decide to mow the neighbour’s grass berm as well as their own are a rarity, according to a new nationwide survey. More than 60 per cent (62 per cent) of Kiwis say it will be difficult to buy a house without financial support from family or friends. And if this is broken down into Aucklanders compared with the rest of the country, 72 per cent of those in the Super City believe they will need assistance to hop onto the property ladder compared with 52 per cent of other New Zealanders. The drive behind the HRV State of Home survey, conducted by independent research company Buzz Channel, was to gain an insight into what issues New Zealanders face when it comes to their homes and to increase awareness about the importance of having a dry and warm home. Respondents were also asked about home ownership, what the key priorities were in their lives, and what they thought of their neighbours and the area they live in. The contentious berm issues has potential to drive neighbour relations awry with more than half of Kiwis either refusing, or being reluctant to mow their neighbour’s grass verge. However, even though a big majority would either ignore it or begrudgingly do it, a third of Kiwis say they would happily do their neighbour’s berm, with retirees and those aged between 55 and 74 more likely to oblige.
towards renting as a long-term alternative to owning a home, it’s even more essential that rental housing is warm, dry and safe to life in. While moves to have all rentals insulated sufficiently are good, the Government also needs to look at heating and ventilation solutions to make homes comfortable, warm and liveable.
Neighbourhood relations
The dream of owning a home continues to be a major hurdle with just over 40 per cent of the survey respondents believing they were not likely to own a house in the next three-five years. Yet owning a home is still the Kiwi dream with 86 per cent of Kiwis aged between 18 and 34 years old having a goal to own their own home and close to 60 per cent believing owning a home is essential to achieving financial security. The plight of home ownership is also having an impact on parents of home buyers with two-thirds of homeowners concerned about their children’s home ownership prospects. While 44 per cent agree the onus is on parents to help out, only a quarter of parents are in a position to be able to assist their children onto the property ladder. HRV chief executive Bruce Gordon says that with more looking

Meanwhile just over one in four people have called noise control on their neighbours, with Aucklanders more likely to have made the call to the noise police (32 per cent) than non-Aucklanders (24 per cent).
Life priorities The survey shows that New Zealand is a career driven, DIY and holiday obsessed nation. At the top of the list of life priorities is saving up for a dream holiday or OE (24 per cent), followed closely by advancing their career (22 per cent), and renovating their current home (19 per cent). “The major surprise from the survey showed insulation, double glazing windows, heating and ventilation is more important to most people than a good school zone,” Gordon says.

Centre Manager Bruce Waller who, although not a JP himself, fills the roll of assisting with the flow of people each week, has been fielding both telephone calls and personal approaches from many people who find it difficult to see a JP during the week, which in turn prompted the new Saturday Service at the centre. Avoiding long clues and delays at other centres along with the ease of parking at Highland Park were also factors that area JP area co-ordinator Garry Nicholls took into consideration when making the decision to increase the hours. The Highland Park Shopping Centre JP service desk is located next to Mike Pero Real Estate office. No appointment is necessary. ★

New board aims high C
ollege Sport has a renewed appetite to embrace new ideas and play a key part in further developing sporting opportunities for Auckland’s secondary school students. The announcement of a refreshed board of directors which includes Howick College principal Iva Ropati, is a strategic step towards the development and improvement of the organisation’s ability to make a difference, says CEO Dave Currie. “We will continue to grow our contribution to the wider Auckland community and will seek new opportunities to strengthen our relationships with our 107 member schools, regional sporting organisations, Auckland City, Sport New Zealand and Aktive Auckland,” he says.
The refreshed board retains four existing secondary principals (down from 12) and adds three independent board members, “each bringing an impressive depth of experience, passion and expertise within the sport and business sectors”. With a goal to raise sports participation among Auckland secondary school students by 20 per cent, the newly announced team of seven has committed to a new strategy in strengthening the role of College Sport. College Sport is well supported by our member schools, Sport NZ and Aktive Auckland and Currie says it will continue to develop these and other relationships to ensure the 100,000 plus secondary students have increased opportunities to participate in
sport, from social participation to elite achievement and that the experience is accessible, affordable and rewarding. “I’m confident this board has the skills, relationships and experience plus the courage to take College Sport somewhere currently unfamiliar to it. “This group also has the vision, capability and track record to bring our visions into reality.” ■ The new College Sport board is Mark Shanahan, principal Waitakere College (chair); Liz Thompson, principal Auckland Girls Grammar; Gary Moore, principal Rutherford College; Iva Ropati, principal Howick College. Withdrawal symptoms Day three. The shakes are getting worse. I’m edgy, confused, and don’t know what to do with my hands. I need my phone back, like now. Two weeks ago I lost my iPhone 6 somewhere in town. I had no idea where. Alcohol may or may not have been involved. The night started in the bar at the hotel where my wife Sharron and I were staying. It ended at a bar in Sky City Casino. Apparently, a few bars were visited between those two. I don’t like gambling. Sharron’s not fussed either but she was hanging out for one of those Toblerone cocktails. And Sky City, she told me, was the place to get one. So off we staggered. We left at around midnight, but as it transpired my phone didn’t. It was still at the bar. Back at the hotel, I finally discovered my phone was gone. Fortunately I had installed the ‘find my phone’ app on our phones, which showed in great detail that mine was motionless on the corner of Cook and Hobson Streets. A rubbish bin was the only thing on that particular corner. Figuring that someone must have picked up the phone, saw it was locked and threw it away, I dove right in. I came up smelling nothing at all like roses, without my phone.

But the officer holding his nose did explain that ‘find my phone’ is useless in town, the tall buildings can throw the GPS signal out by more than 300 metres. The next morning, with newfound clarity, I figured it must be at Sky City. Thankfully it was. After proving my identity, getting a mug shot taken and filling out a form, I got my phone back. The security officer explained that to offset a bad night’s gambling some people attempt to claim and then sell lost property that’s not theirs. Hence the rigorous safeguards. My sheer elation at having my life back ended a week later when I dropped said phone. The screen was shattered, but nowhere near as much as I was. Not because the repair was going to be horrendously expensive, but because there wasn’t any alcohol involved in the mishap. On the upside, the phone will be couriered back to me hopefully before I need counselling, and I won’t have to go foraging through a rubbish bin to find it.

Sopoaga left in rugby limbo A departure by Lima Sopoaga to Europe would not be good for anyone

aving failed to make the All Blacks World Cup 31-man squad, there must be a huge temptation for Lima Sopoaga, Israel Dagg and Cory Jane to join next year’s exodus to France, Britain and Ireland. If so, the loss of Sopoaga in particular will be a sad one following his outstanding season for the Super Rugby champion Highlanders and an outstanding test debut against the Springboks in Johannesburg. With veteran Dan Carter cementing his first five-eighths berth with a vintage last gasp performance in the Eden Park Bledisloe Cup walloping of the Wallabies, the selectors have also favoured the versatility of Beauden Barrett and Colin Slade ahead of the specialist Sopoaga. Although Carter and Slade have accepted overseas contracts next year, Sopoaga will probably still be third cab on the rank behind Aaron Cruden and Barrett. While that says much for New Zealand’s depth of talent, it can be little consolation for the gifted Sopoaga. Although Jane and Dagg were
two of the stars of the last World Cup champion team they have been usurped by the brilliance of Ben Smith, Nehe Milner-Skudder and Waisake Naholo. However the decision to select Naholo after having broken a leg not so long ago has to be viewed as a huge one, even though he will be rested until the All Blacks third game of the tournament. Having bettered Jeff Wilson’s record with 13 tries this season for the Highlanders, there is no doubting Naholo’s talent although Charles Piutau was unlucky not to have been picked after three outstanding tests including a man-of-the-match performance against South Africa. Overall, however, selectors Steve Hansen, Grant Fox and Ian Foster have done a fine job although there will be some who will dispute their choice of Sonny Bill Williams ahead of Ryan Crotty as Ma’a Nonu’s back up second five. While there is a Dad’s Army look to the cast headed by popular 36-year-old Keven Mealamu, inspirational captain Richie
