Kia Ora and Greetings On behalf of the councillors, community board members and residents, I take pleasure in welcoming you to North Shore City. Whether you have come from another part of New Zealand or elsewhere in the world, we value the contribution you will make to our community, our culture and our economy. This booklet contains information about council services that will assist you to settle in and get the most out of our outstanding city. North Shore City is the fourth largest city in New Zealand, with a population of over 220,000. Its natural advantages of a warm climate, beautiful beaches and spectacular scenery make it one of the most vibrant and fast growing regions in New Zealand. The city is home to high quality retail centres, attractively-designed industrial parks, leading educational institutions, world-class sports and leisure facilities, six libraries, and modern hospitals. There is an optimism and innovative attitude within the North Shore which the council embraces and encourages. This is a city where growth and development are skilfully managed, and protection of natural
beauty and a clean environment are prime considerations. We are very fortunate to have so many natural assets on the Shore. You will be able to enjoy 140km of coastline, ranging from the sheltered Upper Harbour to the string of sandy beaches collectively known as the East Coast Bays, as well as Lake Pupuke, a popular freshwater recreation spot. Inland, there are more than 400 parks and walkways through native bush reserves, maintained by the council and volunteers, for the beneďŹ t and enjoyment of all. Once again I wish you all the best, and trust that you will appreciate your new city as much as we appreciate having you here.

LIFES T Y L E
Lifestyle City From magnificent beaches and unspoiled sea views to lush native bush, North Shore is truly a lifestyle city rich in history, culture, art and recreation. North Shore City is the fourth largest city in New Zealand by population. The city covers an area of 13,000 hectares, geographically defined by its coastline on three sides and the hills to the north of Albany. The natural advantages of a sunny and warm climate, beautiful beaches and spectacular scenery contribute to the popularity of one of the most vibrant and fastest-growing regions. Water sports including boating are popular pastimes and easily accessed. North Shore offers top tertiary education facilities, which add to an educated and stable workforce. This helps make it a positive, prime location for industrial and commercial development. Birkenhead Point is just 5 minutes from the Harbour Bridge. It offers some wonderful walks along beaches and through local
reserves with great views, day and night, across to Auckland City. Visit historical Hinemoa Street where the ferries come in and which leads to local quaint shopping with delightful cafes, restaurants, fashion, giftware, antiques and art galleries. Nearby Northcote Point is also worth checking out. The historical architecture in this area – houses, tavern and other buildings – is a delight to see.

Parks and Reserves Enjoy our city’s parks and walkways North Shore City’s playgrounds, bush reserves, beaches and walkways are free for everyone to use and enjoy. With more than 500 parks and beaches, including 90 sports fields, 117 children’s playgrounds and more than 150 bush reserves, our city offers a selection of naturally stunning spots like no other. Together these parks cover an area of more than 1700 hectares. They reach from the Sanders Reserve in Paremoremo to Piripiri Reserve in East Coast Bays to Windsor Reserve in Devonport. Many parks are owned and managed by the North Shore City Council on behalf of the city’s residents. Others are managed by external agencies e.g. the Department of
Conservation (DOC) is responsible for the management of North Head, Devonport; and Long Bay Regional Park falls under the care of the Auckland Regional Council (ARC). Almost all the city’s parks include areas for exercising dogs. Areas where dogs are not allowed are clearly signposted. It is important that you carry a plastic bag and clean up after your pet. Check the council website www. northshorecity.govt.nz for more information on North Shore City’s parks and reserves.

HEALT H A ND BE A U T Y
Spot checks essential for skin health Blessed with beautiful beaches and a great harbour, North Shore City offers plenty of opportunities to enjoy watersports, and outdoor activities. In summer, the beaches are crowded and even in winter they are home to those who love to walk the shoreline. However, beach and water fun generally means more exposure to the sun’s harmful UV rays. New Zealand has one of the highest melanoma death rates in the world. More than 2000 people are diagnosed annually with the disease and about 200 die from melanoma every year. Malignant melanoma is potentially fatal but early detection can avoid tragic outcomes with surgical removal of lesions being both simple and, in most cases, curative. Other types of skin cancer, while not fatal, can still be dangerous and disfiguring with two out of three people in New Zealand predicted to develop general skin cancers at some stage in their lives.
Signs to look for include lesions or small sores that don’t seem to heal, heal and reappear, or areas that become scaly or form a crust. These can be easily missed (some pre-cancers are as small as a pinhead) so regular skin checks with mole mapping options are strongly advised. In fact, an annual spot check is a wise decision. People with higher risk levels include those who have many, large or unusual moles, those with a family history of skin cancer, or those who have had a skin cancer before. People who have been sunburnt in the past, particularly when young, also have a high-risk level as do those with high sun exposure through work, sport or leisure. Melanoma and skin cancers can develop at any time. They have no respect for age or season although the arrival of summer means more sun, faster burn times and increased risk. Everyone needs to “cover up”. Whether lying on the beach, gardening or painting the roof use sun blocks, wear hats and reduce the time bare skin is exposed to the sun.

Building and Resource consents Do I need a Building Consent? If you are planning to build, demolish, or alter a building, it is likely you will need a Building Consent from the North Shore City Council. For example, you will probably need a consent if you are building a wall or a pool, doing plumbing or drainage work, installing a fireplace, building a deck or altering your house. Do I need a Resource Consent? For some projects you will need a Land Use Consent as well as a Building Consent. The Council’s District Plan outlines the different activity types that specify whether a Resource Consent is required. A Permitted Activity can proceed without a Resource Consent. Any other activity type (Controlled, Limited Discretionary, Discretionary or Non-Complying) cannot proceed without a Resource Consent. Tree protection The Council District Plan has policies and rules which protect trees and bush from damage and reckless removal. General protection applies to both native and exotic trees over a certain height or girth, or in environmentally important areas of the city. If your tree is protected you will probably need a Resource Consent before you can do any works on the tree, or works affecting the tree (e.g. a deck over the roots of a tree). See www.northshorecity.govt.nz (keyword tree) to find out more.
OM_NSC-0097G_NST
A Building Consent is required to ensure that your work meets the minimum standards set in the Building Act 2004 and that the building is safe and healthy to live in. If you have a builder or architect, ask them what consents you will require. If you are doing the job yourself, contact the council Actionline on 09 486 8600 and ask for the building helpdesk. The North Shore City Council is the first council in New Zealand to allow people to apply for a Building Consent online, where every step from application to approval is managed electronically. You can lodge a building consent application and all associated documents online. You can also pay for the consent application, track its progress and quickly submit revisions if required. A log allows you to record and track all messages exchanged during processing. Once approved, customers receive a digital copy of the plans with the approved building consents and documents. Maintenance pays Regular home maintenance is essential to protect one’s property investment with major renovations generally relating to family needs. Then comes the magical time, when children leave home freeing up space in their wake. Now you can fit-out that home gym and luxuriate in extra living space. The first thing to do is take a good, impartial look around. Chances are you won’t want to carry out major extensions but if they are on the cards, one advantage is you’ll have time to project manage the work. What’s more likely is a recreation of available space – transformations that require minimal cost for maximum effect. With time to spend in the garden, focus on landscaping that suits you. Keen gardeners can continue to create their dream gardens while those who enjoy time off should consider a low maintenance style which allows them to lock up the house and take a holiday at the drop of a hat. Inside, a new front entrance can work wonders while a kitchen make-over could create a stunning centrepiece where meal
preparation is a real pleasure. A fresh, contemporary colour scheme may be all that’s needed or go a step further with new units and benchtops – there’s something for most budgets. And if the latest shades are a mystery, call in an expert. It will pay in the long run. A new look bathroom will also please. Seek out a company that specialises in bathroom fittings focused on comfort. After all, you’ve probably reached the stage in life when you can treat yourself to a few luxurious finishing touches. Go on – enjoy it because you deserve it.

Getting Around Transport in North Shore City North Shore City provides its residents and visitors with a variety of transport options. The Northern Busway provides a quick and convenient way of travel to and from Auckland’s CBD. There are five Busway stations located next to the Northern Motorway at Akoranga Drive, Smales Farm, Sunnynook, Constellation Drive and Albany. Feeder bus services provide commuters with easy access to these five Busway stations. The Albany and Constellation Drive stations provide free all day parking facilities while all stations have convenient drop off areas. There is also a large network of bus services that travel between and across all North Shore City’s suburbs. Ferries provide a quick and easy way of getting around the city and there are currently ferry wharves at Devonport, Bayswater Stanley Bay, Northcote Point and Birkenhead. Ferry services from these wharves operate around the bays as well as across the harbour to the Auckland CBD. For bus and ferry timetables, as well as travel planning information, contact MAXX at www.maxx.co.nz or phone (09) 366 6400. There are numerous transit lanes on arterial routes throughout North Shore City. A transit lane enables you to bypass peak
traffic congestion by either catching a bus or private vehicle car-pooling. Transit lanes can be used by buses, vehicles carrying two or more occupants, bicycles, motorbikes and taxis. Transit lanes are clearly signposted and usually apply during peak time hours. For short journeys, North Shore City has a network of facilities for pedestrians and cyclists. Walking School Buses operate at many of our local schools, providing children with a safe and healthy way of getting to and from school while improving safety. On and off-road cycle routes provide riders of all abilities with the opportunity to enjoy the sites of our city. For more information on transport and road safety see www.northshorecity.govt.nz

Community safety Keeping your neighbourhood safe
Rules on drinking liquor in public places In North Shore City, it is illegal to drink alcohol in some public places such as parks, beaches, streets and parking areas where overnight liquor bans are in place. The liquor ban areas can be viewed on the council website www.northshorecity.govt.nz. Keyword “liquor bans”
Prevent air pollution The Auckland Regional Council (ARC) is responsible for air quality in the Auckland region, including North Shore City. Note that it is illegal to burn rubbish in an open fire or incinerator in your back yard. If you have any problems with smoke, dust, unpleasant odours or spray drift, contact the Auckland Regional Council on 09 366 2000. OM_NSC-0097D_NST
What to do about noise Noise from parties, machinery, and burglar or car alarms can be a real problem to your neighbours. Please keep parties quiet and turn down the music if you are asked. Keep burglar and car alarms well maintained and properly installed, and be considerate with noisy equipment. Any excessive noise should be reported to Actionline on 09 486 8600. Please ensure that you only report excessive and unreasonable noise.
Make sure your food is safe In the North Shore, shops selling food like restaurants and cafés are graded from ‘A’ to ‘E’ on their standards of cleanliness, food handling and staff training in food safety. An ‘A’ grade reflects high standards at the time of inspection and an ‘E’ grade identifies serious risks in relation to food safety. Council officers follow up on the lowergraded premises and can shut them down if there is no improvement. See www.northshorecity.govt.nz keyword “food grading.”
