There was a time when the lumbering manatee, which paddles along lazily munching plants, may have been the perfect symbol for laid-back Manatee County. No more. Encom-
passing Bradenton, Palmetto, Parrish and Lakewood Ranch, Manatee County is in the midst of a dynamic housing boom, with no signs of slowing down, according to Jon Mast, CEO of the Manatee-Sarasota Building Industry Association. Expansion of the massive master-planned Lakewood Ranch continues. There’s a burst of new housing growth in Parrish, Ellenton and other rural areas of the county. Even the coastal regions are hopping, with small tracts of undeveloped land transforming into communities, while in-fill in built-out areas in Bradenton and along Sarasota Bay are keeping custom builders busy. Head east and former cattle and farmlands are being transformed. “There are a couple devel-
opments west of I-75 that are going to redefine Bradenton,” said Mast. “Manatee County is hot.” Lower costs, room to grow and access to jobs, locally as well as north in Tampa-St. Petersburg, and south in Sarasota and Venice, are what’s driving the boom, Mast said. Much of Pinellas and Tampa is “built-out,” he said, which is pushing buyers south in search of the kind of elbow room and value they’re looking for in new homes. “Medallion Homes, Kolter Homes, DR Horton, Taylor Morrison, David Weekley—all the national developers that build in Tampa are here,” said Mast. Is Tampa Bay headed for another housing bubble? Not this time around BY GRAHAM BRINK Business Columnist
Home prices keep climbing. Houses sprout in long dormant parts of Pasco and Hillsborough counties. Condo towers rise in our downtowns. It’s no wonder I’m often asked whether we are creating another housing bubble like the one that plunged the economy into a tailspin a decade ago. The short answer: No, not this time around. “For housing, things point to a general slow down,” said Robert Dietz, chief economist for the National Association of Home Builders. “No big crash or a popping of a bubble because there really isn’t a housing bubble out there.” While local home prices are up, they only recently topped their 2006 peak, and that doesn’t account for 12 years of inflation. Plus banks aren’t doling out the crazy no money down, no documentation, interest-only loans common during the go-go years between 2003-06. Perhaps more to the point: We aren’t building nearly as much. Through Aug. 31 this year, about 65,000 permits were issued in Florida for new single-family homes, according to Census Bureau data. That’s less than half the number for the same period in 2005. This year, nearly 900 new buildings with five or more housing units received permits.
Back then, it was 2,535. The value of all those 2005 projects still far exceeds today’s crop, even without adjusting for inflation. Then: $30.8 billion. Now: $20.7 billion. In the Tampa Bay area, the theme is the same: Less than half the number of single-family home permits compared to 2005 and an even bigger drop in multi-family projects. Before the recession, builders couldn’t put up houses fast enough, confident that eager buyers would snatch them up. Developers transformed aging apartment blocks into condos to sell. Speculators gobbled up homes hoping to flip them for big profits. For a few years, they all made money. But that frenzied home building outpaced the formation of new households. Long term, that’s sustainable only if there’s a dramatic increase in the number of people who need — and can afford — second or third homes. Today, demographics drive much of the building, not speculation or creative mortgage lending. Florida’s population keeps growing, fueled by retirees who need homes. Also, millennials are shifting from renting to owning as more of them move closer to their early 30s, the typical age of first-time home buyers. Listless wage growth hampers that
trend, but it’s still happening. “Florida is in pretty good shape when it comes to the fundamental drivers of housing demand,” Dietz said. “It’s really outpacing the country as a whole.” If anything, many areas with growing populations remain under built due in part to rising construction costs. Builders have had to deal with a spike in lumber costs, a lack of buildable lots and fewer lenders willing to help them buy available land and cover other costs. In addition, a shortage of skilled labor has reached crisis stage, with 273,000 construction-sector jobs nationwide going unfilled in July, according to the U.S. Bureau of Labor Statistics. Tony Polito, regional director of Metrostudy, a research firm that tracks the housing market, said Tampa Bay’s recent job creation should translate into an annual demand for about 5,400 new apartments and 12,600 homes, townhomes and condos. “We are building less than that, as it is hard to build affordable product, so there is some pent-up demand there,” he said. Interest rates are another leveling influence. They’ve already ticked up in the past year and are expected to rise further, which increases the cost of owning a home for anyone who needs a mortgage. Higher interest rates, combined with rising prices, can scare off potential buyers or convince them to look at less expensive homes. In fact, housing affordability is close to a 10-year low. That should slow the rise in home prices and cool off the market before it can get too frothy. Dietz predicted continued growth in single-family home building over the next year or so, but at a slower pace. Multi-family construction will likely level off, he said. “This is more of a traditional cycle, a normal market that adjusts according to fundamentals,” Dietz said. “That wasn’t really the case the last time.” A recession looms somewhere in our not-so-distant future. It could come in 2020, maybe later. But it doesn’t seem like a massive housing bubble will play the starring role it did a decade ago. With her hot pink sunglasses, pink butterfly T-shirt and utilitarian black gym shorts, 70-year-old Lucy Peak isn’t looking to check any boxes for trendy-nista. But she does! In just the past five years, Lucy and her mostly helpful husband, Tom, have transformed their traditional suburban Highland Lakes landscape into an oasis of Florida native and Florida-adapted plants. It’s certified everything — butterfly garden, wildlife habitat, bird-friendly ... You get the idea. “This is a garden to be enjoyed; you can walk on this stuff,” she says as I tiptoe through her groundcover to take a picture. “I’m completely self-taught — I’ll go to talks, garden club programs ... There’s so much information! I think it’s important to live in harmony with the environment. And I’m always thinking about trying to reduce maintenance.” Check, check, check. The top three anticipated landscape projects for Americans this year are: 1) native plants, 2) natives and locally adapted/drought-tolerant plants, and 3) low-maintenance plants. That’s according to a survey of the American Society of Landscape Architects. I find that news reassuring given the onslaught of grim headlines: climate change, dwindling pollinators and wildlife species, disagreement among governments on how best to move forward. So many gardeners, like Lucy, know where to begin and have begun digging in. Why native plants? “They provide for the pollinators and require minimum water,” she says, adding that water will be our next big worry (science agrees). They also require little to no fertilizer, which pollutes groundwater, and no pesticides, which can wreak havoc on fragile ecosystems. “It is our gift to ourselves and future generations,” she says. Lucy and Tom got to work after
joining their community garden club. It’s one of my favorites! Club members have worked hard to clean up neighborhood ponds and public spaces with strategically placed native plants, and Highland Lakes is now a county Water Wise award-winner, as well as a butterflyand wildlife-friendly habitat. That’s incredible in a community of more than 2,400 homes. Lucy is now chair of the beautification committee, one of a trio of gardeners who make house calls

to help homeowners seeking landscape advice. She also shares tips in the neighborhood newsletter. She steers her neighbors toward planting for planet health and designing landscapes they can age with. Highlands Park is an over-55 community and, while Lucy is one of the youngest septenarians I’ve ever met, she’s planting for a future that anticipates less muscle. If we all do just a little bit, we can make a difference. And with Florida natives, you’ll enjoy the fruits of your labors through every season. “People say, ‘Don’t you miss the fall color in the North?’ ’’ says Lucy, a New York native. “I tell them, ‘I have color year-round. • If you want to transition to Florida natives, set reasonable goals. You don’t need to replant everything all at once. Start with one bed. Or one plant. • Just say no to freebies from friends. If you don’t know what it is, whether it’s a native or how big it will grow, you probably shouldn’t add it to your landscape. • Get enjoyment from your garden beds! Why spend time maintaining side-yard flowerbeds that you never see? Does it give you joy? If not, don’t invest your time there. • If it’s a bad plant or you don’t like it, pitch it! • Last, but most important, follow the University of Florida’s “right plant” rules: Try to plant the right plant in the right place — shade plants in shade; water-loving plants in boggy areas. With demand high and plenty of room for new housing east of Bradenton, on both sides of I-75, and in the farmlands of the eastern part of the county, Mast said Manatee is a long way from “build-out.” Notable developments include Whiting Preston’s Peninsula Bay in Cortez, a 360-acre project of about 2,000 homes,
and nearby Lake Flores, a 1,200-acre community that could have as many as 6,500 homes. Smaller, but significant because it is on scarce land near Sarasota Bay in west Bradenton, is Aqua by the Bay, a Medallion Homes project. He noted a lot of what’s going up in Manatee are larger single-family homes priced between $350,000 and $450,000.
Scenes like this abound in Manatee County, as local and national builders work to keep up with the demand for new housing. Most new homes last no more than a couple of months on the market.
Mast said home prices have been rising at about 7 percent annually in the Manatee-Sarasota region since 2013—partly due to inventory of new homes being so low. New homes in Manatee take no more than 2 months to sell on average. “Nothing (new) is staying available,” said Mast. The good news is that 2-month window is always open for those ready to act. Meritage Homes is advertising move-in-ready homes in Cross Creek, Parrish, starting at just under $300,000. David Weekley Homes is listing nine homes on its quick-move-in list, or homes ready soon, in Moss Creek, just east of U.S. 301 off 53rd Avenue E. They range from a $319,990 1,650-squarefeet 2/2/2, to a 2,466-square feet, two story 3/3/3 with an added half-bath for $392,140. If ordering a new home, some builders are able to deliver in as little as 6 months, said Mast. But new homes are not the only thing in big demand. New apartments are springing up all over the county to meet the need for rentals. “The rental market is as hot as the sales market,” said Linda Gross, owner of Advice, Inc., a
local advertising and marketing company that has worked with Manatee builders for 20 years. Her first encounters with Manatee County were three decades ago. “I first visited in the 1980s and the place didn’t look anything like this,” she said, recalling that the 2-mile stretch of University Parkway west of I-75 was nothing but farmland and cattle pastures. “Now its 2 miles of commercial, housing, restaurants and shopping,” she said. By the 1990s growth began to take off, driven by the development of Lakewood Ranch. “That’s when we became not so much a seasonal county,” said Gross. “More people started living here year around.” That growth continued until the housing market downturn around 2008, but then it roared back, said Gross. “All the builders are doing well,” she said, and there doesn’t seem to be anything but more growth for the near future. One Particular Harbor, a Margaritaville project on the Bradenton waterfront near Anna Maria Island, has been a major kick-starter, with condos, coach homes, a marina, and tropical commons with pools, Gross said. Custom builders are busy all over the Bradenton Beach area with
infill building and renovation work. From developers breaking ground on large communities to the smallest of projects, builders are striving to create ideal places for new residents to put down roots in Manatee. “Live, work, play is at the top of everyone’s mind,” said Gross of the prevailing vision and driving force behind dynamic Manatee County growth.
