Your readers should know, however, that despite the current near idolization in this country of our 16th president, Lincoln’s Emancipation Proclamation did not grant “freedom to all slaves,” in that it expressly applied only to slaves in areas controlled by the Confederacy, and was accordingly much more a political document than one to advance human rights. Jelani Cobb, the Ira A. Lipman professor of journalism at Columbia University, explains the hidden unwanted consequences of current Republican political perspectives. Sen. Mitch McConnell’s blocking of Merrick Garland and the Republican blocking of Trump’s impeachment, cautions Cobb, are examples of shortsighted, immediate gratification for political gain that may create long-term problems for the party rather than laying the foundation of a wise, long-term vision that strengthens our democracy. On a more local scale, I hear Cobb’s words echoing through

our community discussing the tragedy of homelessness, a problem creating difficulties in daily life for everyone. Discussions in civic meetings and on Facebook seem to be stuck in an “us vs. them” mentality, putting the responsibility on the police to keep the city safe and clean by simply removing people from the streets. Where do we put people who have no homes? Do we fill jails with homeless individuals? People who have no homes, in essence, have no visible options to lift themselves out of squalor. Homeless encampments are attempts to find some form of normality for people who see no other way out. Yes, these encampments become environments that cultivate illness, drug use, thievery and abusive behavior endangering encampment inhabitants and those who come in contact with them. No one wants this. But as Cobb so clearly outlines, some problems do not have simple solutions, and if we do not have a long view we create indelible harm implementing shortsighted solutions. Missing from the discussions are compassion and an understanding of homelessness as a hallmark of entrenched community and societal trends. We must seek the hidden cause and effect

that demands unearthing and clarifying rather than simply erasing the evidence of a society that is not working well for everyone. We will not solve these problems with simple approaches and finger pointing. Homelessness is a societal reality that is with us, like it or not. It lives side by side, in our community, with the beauty of the mountains and ocean and rising home values. To frame the solutions as simply “cleaning the streets” is to lose our long view of our basic humanity. I know people are frustrated and scared and the discussions are needed. But we need larger discussions. We need citywide examinations of the problem from a pool of city, state and local leaders, constituents, medical staff, and scholars to both salvage our humanity and create solutions of a real and difficult problem. We need homelessness conferences on a large scale. If we don’t command our compassion as part of the solution, we all lose. ~WENDY ZACUTO VIA EMAIL

All those with gonads or kahunas should band together and not only convict Trump, but remove him from office! CONSIDER THE KIND OF TOYS YOU PROVIDE TO OUR YOUNGEST PEOPLE

W

anna read something that’s not about COVID-19? I’m happy to oblige. For March, Women’s History Month — yes, it’s every year! — I have a new exhibit in the Centennial Room at the Pasadena Central Library. On display is a tiny portion of my sizable decades-spanning toy collection. The presentation is called “Baskets, Barbies and BadAsses,” which is a look at childhood, playtime, and children’s toys through a gendered perspective. In some cultures and countries where children must work, our notion of childhood is a romantic one and not realistic. Think of the tiny tots that were routinely sent into coal mines because their bodies were small. Think of the tiny shepherds and childsoldiers. Think of the little girls around the world today who don’t get to attend school — but their brothers do — because their mothers need the girls to stay home to help with house work. These kids usually don’t have toys in their lives, and they rarely, if ever, have time to play. This is why the Universal Declaration of Human Rights, drafted and approved by the United Nations in 1948, has Article 24, which states: “Everyone has the right to rest and leisure.” I start the exhibit with baskets because they represent “practical” non-gendered play. Throughout the centuries, there have been many toys and games playable by anyone, regardless of gender. They are fun for the sake of fun; no practical purpose. Slinky, Pick-UpSticks, and playing cards are examples. When I was little, girl’s toys were extremely gender reinforcing. I had a “Tiny Tears” doll: basically, a simulated baby that cried and wet her diapers simultaneously. When I gave her a bottle of water, she watered me! When I was around five years old, my parents got me a child-sized play ironing board and an iron. Woo-hoo! That’s some scintillating play right there: heat this thing up and go back and forth on wrinkled fabric until it’s smooth. No thanks. I threw that iron at the wall and saw it could also be used as another type of toy, er, tool — a weapon. So please don’t ask me to iron something for you, and if you do… duck! Then the Barbie Doll craze hit, big time! I was not all that interested, although I can trace becoming a theater director back to the scenes I had Barbie and Ken act out. My folks didn’t push dolls down my throat, but television certainly did. Growing up on a farm, my parents were not rigid about gender roles. I got to hang around animals! I was never told, “girls can’t climb trees.” I’d proved otherwise before my parents could tell me I shouldn’t, which I see is the source of another kid-embedded attitude I maintain today: I’d rather ask for forgiveness than permission. I’m shocked at how little boys who want to play with dolls (now called “action figures”) are seen as taboo in most cultures; they are shamed into playing with “boy” toys instead. Every child needs to give and receive love, even if that dolly wets on you! When toys are the source of adult norms, isn’t it logical that we encourage boys to grow into men who know how to relate to babies because they “rehearsed” with a doll? Why is that so controversial? Farm boys are required to bottle-feed infant domestic animals, which is not considered “sissy” behavior. Instead, it is basic nurturing and doing what needs to be done. And now, we’re in the Bad-Ass phase of toys and play. My female action figures range from Captain Marvel, a Barbie version of Frida Kahlo, and Lego versions of famous women at NASA. And not one of them is ironing! I also have action figures of Hillary Clinton, Ruth Bader Ginsburg, Kamala Harris and Elizabeth Warren, all political and public servant Bad-Asses. I like to think that all of my toys — my Baskets, Barbies, and Bad-Asses — have helped me become the domestic and professional woman I am, the stylish person I sometimes am and continue to be, and a Bad-Ass when I need to. Hey, folks with kids: we need more scientists and all-around Bad Ass Brainiacs! You know, the people who will grow up and save us because — regardless of gender — they had their kid-sized chemistry or engineering sets and physicians playtime gear when they were young. Take my blood pressure… please! Please consider the kind of toys and playtime you provide for our youngest people. PASADENA COUNCIL ACTS TO HELP TENANTS DURING SPECIAL MEETING ON CORONAVIRUS CONCERNS BY MATT RODRIGUEZ

A

s concerns continued to grow over the global coronavirus pandemic, Pasadena city officials took a number of steps Tuesday to further ensure the safety and well being of its residents. As of Wednesday, the novel coronavirus, or COVID-19, had infected 208,185 people and killed 8,272 around the world. It has infected 6,524 people in the United States and killed 116. In Los Angeles County, 144 people are infected, with one death reported. There are two cases in Pasadena, with the second case made public on Monday. The news and entertainment website Pasadena Now reported that Huntington Hospital is treating additional patients infected with COVID-19. The patients are not residents of Pasadena, according to the site. While Pasadena Mayor Terry Tornek has been abroad as part of a delegation visiting Pasadena’s sister city Dakar Plateau, Senegal, he said he will return to Pasadena sometime this week in light of the situation. “I have been closely monitoring the spread of COVID-19 and in frequent communication with our city manager,” Tornek wrote in a press release issued Saturday. “In light of the situation, I am returning to Pasadena next week.” The original return date was Thursday, March 19. With the regularly scheduled City Council meeting on Monday canceled, along with Tornek and Council member John Kennedy abroad in Senegal, the council called a special meeting after being requested by Council member Victor Gordo. Council member Tyron Hampton, who is also vice mayor, originally requested a special meeting last week, but said he was told by staff that the pandemic did

not “warrant staff time.” There were six council members left in the country at the time of the request. The eight-member council needs a quorum of five members to meet. The City Council held a special meeting beginning late Tuesday morning to discuss the measures Pasadena is taking in order to mitigate the effect of COVID-19. Hampton, who presided over the meeting, and Gordo were present at the dais while the rest of the council members were tuned in via telephone. Tornek did not participate in the meeting. The meeting lasted for nearly six hours, with the council passing an eviction moratorium along with waiving all late fees and penalties on utilities. The council also loosened parking restrictions and allocated $150,000 for Pasadena City Manager Steve Mermell to create a plan to provide meals to residents in need. During the meeting, Council member Margaret McAustin suggested that the city should take more serious measures, such as issuing a shelter in place order similar to what communities in the Bay Area have implemented. Council member Gene Masuda also backed this suggestion, wanting to be over-prepared rather than under-prepared. “I’m not one for a lot of government, but I think in this instance we need to be more proactive in protecting the lives and public safety of our residents,” said McAustin. “The risks are so great that if we are more timid, we’re going to have a worse outcome for the city and the region. ... I’m very fearful that our failure will be we will not be aggressive enough.” CONTINUED ON PAGE 8

ARTCENTER LAYS OUT DESIGN FOR DOWNTOWN CAMPUS THE PASADENA-BASED COLLEGE AIMS TO USE ITS HISTORIC CORE SPACE TO GIVE A PLATFORM TO DIVERSE ARTISTS BY NICHOLAS SLAYTON

A

lmost a year after it expanded into Downtown Los Angeles, Pasadena’s ArtCenter College of Design has started ramping up its programming at its Historic Core outpost. After months of sporadic use, ArtCenter is now using its ArtCenter DTLA facility as a workshop, exhibition and event space. The most recent program was a look at 300 black art and design students who attended the college since its founding, told through collections of professional work and video interviews organized in the exhibition “90/300.” Among the work exhibited is a collection of commercial photography sets from Barbara DuMetz. The show was the second major exhibition this year, following a January showcase of the works of fine art graduates. The turn around from sporadic use to full-time programming at the space came in time with ArtCenter’s spring semester, and with the hiring of a dedicated staff to plan the facility’s use. Christina Valentine, ArtCenter DTLA’s program director, started in the fall, with the task of figuring out how best to use the location. “There was no central individual running or programming this space,” Valentine said. “The college was planning to use the space, but it took time to set it up. I created a master plan and now a few months later we’re off and running.” Valentine said that given the size and design of the Downtown location, it’s not meant to serve as a lecture space or traditional education site, but rather as an exhibition and workshop facility for students, faculty and partner artists. She said that, given the proximity to museums on Bunker Hill and in El Pueblo de Los Angeles, plus nearby colleges like the Southern California Institute of Architecture and the University of Southern California, the imperative is to build cross collaborative exhibitions and events. The Downtown space is located in the Hellman Building at 114 W. Fourth St., in what had been the Main Museum. Created by Downtown-based developer Gilmore Associates, the original intention was to make the space a multi-level contemporary art museum spread over three buildings at Fourth and Main streets. It launched inside the Hellman Building as an initial “Beta Main,” but funds were short and expansions were halted. Despite a number of shows highlighting local artists, the Main Museum faltered and the ArtCenter stepped up in late 2018 to provide financial assistance. In May 2019, ArtCenter fully took over the 6,250-square-foot location, spread over a ground floor and mezzanine level of the Hellman Building. The college has a 10-year lease with property owner Gilmore Associates, at a rate of $1 per year. Now that the college is fully utilizing the space, Valentine said that the focus is mixing ongoing studio work with panel discussions and workshops. The early plan includes hosting its artist-in-residency program. Like the Main Museum before it, the college utilizes studio spaces in the facility’s upper level for guest artists to work on their own projects. Currently, artists Hannah Kim Varamini and Bridget Rosalia Driessen have the space through 2020, working on their “Love’s Remedies” arts initiative. The project focuses on depictions of caring, but also is a collaboration as well, with Driessen and Varamini bringing in guest artists of their own to use the space. The Downtown campus allows the college to better connect with the artists in Downtown’s Arts District, only blocks away, according to Aaron Bruce, ArtCenter’s chief diversity officer. Although ArtCenter DTLA isn’t set up solely to show works from minority artists, Valentine said that the programming for spring and summer is intentionally showcasing the art of communities and identities not traditionally represented in gallery spaces. She said the college wants to be able to provide a platform, both for creation and exhibition, to a diverse range of artists. Bruce echoed that sentiment, adding that the other benefit of the Downtown location is that it simply adds more gallery space to the ArtCenter’s collection, which in turn allows for wider selection of artists to be shown. The college has several galleries, but as one of the biggest in its assortment of venues, the amount of space in the Hellman Building allows for multiple exhibitions at once. That works both ways, he said. Being in Downtown, provides Downtown residents one more opportunity to see the local art. “Our campuses in Pasadena are wonderful, but can be stressful to reach for some families,” Bruce said. “It’s good to meet them where they are and make it easier.” Bruce added that the Downtown extension also allows ArtCenter to serve as a resource to local high schools that might not have robust art and design programs. He said that as well as being a space for the college’s students, the campus can provide educational opportunities for Los Angeles’ teens, both directly through programs and through exhibitions. n

During the meeting each council member expressed their concerns and recommendations to City Health Officer Dr. Ying Ying Goh and Mermell, who had proclaimed a Local State of Emergency in order “to empower the city to more effectively respond to the novel coronavirus disease.” Mermell announced that, in accordance with the health and safety measures implemented by the city, all bars, gyms and fitness centers, private social clubs and sit-down-restaurant service in the city will be closed to the public. The restaurants can still serve food as long as it is take-out or through delivery services. “These new restrictions are necessary to stop large numbers of people from gathering and staying in close proximity. The restrictions will be in effect until further notice,” Mermell wrote. “Those businesses and employers not covered by the closure order are encouraged to find ways to maximize social distancing including reducing hours and voluntary closure.” Pasadena, Los Angeles and LA County followed the suggestions of Gov. Gavin Newsom to close these venues to the public. “We know how difficult these restrictions will be on small businesses in Pasadena, but public safety is our top priority,” Mermell wrote in the press release. “This is a serious situation, and the time for bold action is now. We have an obligation to act in the best interests of our community.” Last week, Pasadena Unified Superintendent Brian McDonald announced that all district schools will be closed for three weeks beginning March 16. Schools plan to reopen on Monday, April 6. “In an abundance of caution, I am authorizing the dismissal of students from attending school March 16, 2020,” McDonald wrote in an email. “Dismissal involves teachers, staff, and other personnel who will be expected to report to work as we plan for the continuity of instruction.” PUSD announced that they will provide “remote learning” to students through online classrooms in the software, PowerSchool. The school district is also offering resources for students receiving special education services through their website. In a letter to families affected by the dismissal, PUSD provided an example of two schedules for parents to follow; one for elementary students and the other for secondary students. The district will also offer free prepacked breakfast and lunch for students 18 and younger. The drive-through and pick-up service will be offered from 9 to 11 a.m. through March 27 in the parking lots or student drop-off lanes of seven campuses: Field Elementary, Madison Elementary, Norma Coombs Elementary, Eliot Middle School, Wilson Middle School, McKinley K-8 School and John Muir High School. PUSD is still exploring options with other agencies to provide childcare and supervision for families affected by the closure. “I am very proud of the staff for the preparation,” said Pasadena School Board Vice President Scott Phelps. “I’m proud of the superintendent and his team... and having a plan already to roll out.” During this time, all PUSD salaried and monthly employees will continue to be paid their regular monthly salary. Substitute teachers will be paid for the hours they have worked and will be paid for any hours they may work during the dismissal. Longterm substitutes will also still be paid. The Pasadena Police and Fire departments will continue to operate throughout this crisis. In a statement, PPD wrote: “We have outfitted all police officers with needed equipment and have provided response protocols to assist officers in handling calls for service or encountering individuals who may be infected with COVID-19. We are regularly monitoring grocery stores and other vital points where resources are obtained. Officers will investigate and enforce any violation of the law in regards to price-gouging.” Also in the statement, the PPD and PFD are working with public health professionals to “ensure the highest level of service during this critical time.” n

ritten in lively prose that slices through thick constitutional jargon, veteran reporter and New York Times editorial board member Jesse Wegman 's book “Let the People Pick the President: The Case for Abolishing the Electoral College,” dives into America’s political maelstrom with a recent controversy. Wegman, whose scheduled appearance at Vroman's Bookstore was canceled due to coronavirus restrictions, recounts how, in November 2016, when Hillary Clinton had won the popular vote by almost 3 million votes, former marine and Democratic presidential elector Micheal Baca made headlines when he controversially called for fellow “Hamilton Electors” to cast their ballots for a Republican such as John Kasich to deny Donald Trump an Electoral College win. Colorado disqualified Baca’s ballot, Baca sued, and not until August 2019 did the US Court of Appeals for the 10th Circuit affirm that “faithless electors” have the right to heed their conscience. We know the rest: Donald Trump won the Electoral College — the fifth popular vote loser to gain the White House despite losing the popular vote, after George W. Bush (2000), Benjamin Harrison (1888), Rutherford B. Hayes (1876) and John Quincy Adams (1824). Fears are rife that the popular vote winner will again be denied the presidency this fall. Baca’s story is the first of many exhibits Wegman submits in his case for abolishing the Electoral College. Myths about power apportionment and founding fathers are laid out and skeptics’ questions answered, point by point, within the historical framework of the Electoral College’s creation and evolution. Wegman elaborated on various points during an animated, meaty phone interview, lightly edited here for clarity and length. PASADENA WEEKLY: How much would the success of a direct popular vote depend on people rousting themselves to actually vote? Voter turnout rates are abysmal. JESSE WEGMAN: That’s a really excellent question, and I think it gets to the heart of one of the key rationales for why we should switch. It’s not just about the principle of political equality and the principle of majority rule, which are certainly at the the core of any modern democracy. It is also this idea of what does it mean on the ground, and how does a popular vote encourage people to come out. If you look at what happens in swing states today, which is the closest proxy we have to a national popular vote in that every vote in the state matters and the person who gets the most in that state wins, you really get a sense for what a popular vote would be like. Which is, more people turn out when they know their vote matters. I think it’s a pretty good bet that if we were to switch to a national popular vote you would see anywhere from 10 million to tens of millions more people voting purely for that reason. Something like 45 to 50 percent of the eligible voting public in America currently doesn’t [vote]. You constantly hear people say, “Oh, my vote doesn’t matter so I’m not going to bother.” In New York, as someone whose state always goes for the candidate that I would also want, my vote’s meaningless. So if I don’t go that day, nobody cares. That’s what pernicious about the Electoral College as it currently operates; it makes people feel that their vote doesn’t matter to the outcome. How well would direct popular vote work without corresponding redistricting and anti-gerrymandering reforms? The vote for president right now or under a national popular vote is not affected by district lines; votes are counted by state, so it doesn’t matter where you vote in the state, your vote is tallied as a member of your state, not your district. If you were doing a national popular vote, you’d be voting as a citizen of the United States. The one place where district lines and partisan gerrymandering would have a very profound effect on the presidential election is if we switched from the winner-take-all system that 48 states use for their

electoral votes to the system used in Maine and Nebraska right now, which is congressional district allocation. The two electoral votes Maine and Nebraska have for their senators go to the person who wins the statewide vote, but the others, I believe it’s two in Maine and three in Nebraska, go to the winners of the corresponding congressional districts. If we switched to that system, which people have tried to do numerous times throughout history, then partisan gerrymandering would suddenly play a central role in how we elect the president because the way parties game the system in order to give themselves an unfair advantage in a certain district would then be reflected in the electoral votes that the candidates received. But right now, thankfully, those two things are not connected. In one of the book’s most compelling episodes, almost 80 percent of Americans, including Richard Nixon, supported abolishing the Electoral College in the late 1960s in favor of a direct popular vote, and Birch Bayh’s amendment had the support of the AFL-CIO, American Bar Association, League of Women Voters and US Chamber of Commerce. That widespread support seems remarkable in 2020, when fewer citizens understand the history and workings of the Electoral College. I can’t get over how close we came to abolishing the Electoral College through a constitutional amendment, how recent it was, and how many people forget about it, even people who were alive and politically aware at the time. It was front page news in The New York Times and elsewhere. I’m not sure that people then understood the Electoral College’s functioning more than they do today. You would be amazed at how many Americans currently believe and then believed that the people directly elect the president. People didn’t know what the Electoral College was back then either. What I think is different is it was not a partisan issue back then. In 1968, when Bayh was in the heat of pushing this amendment, it had been 80 years since the Electoral College had gone against the popular vote. So virtually no living American had ever experienced a split vote at that time. Nobody had a working memory of it happening. What really drove the national movement and the push for a popular vote, with 80 percent public support — there’s not 80 percent public support for anything now! Maybe background checks, speaking of issues thwarted because of failures of representative democracy —were very distinct factors: The one person-one vote rulings, which really transformed the way our democracy functions and the way people thought about who is included in democracy; the 24th Amendment abolishing the poll tax, which had been used for decades to keep black citizens in particular from voting throughout the South; the Civil Rights Act; and the Voting Rights Act, which put teeth into the constitutional guarantees of due process and equal protection and the right to vote independent of race. All of these things together were driving people toward a new conception of what it meant to live in a modern constitutional democracy in which every vote counts. The last straw, as I describe, was the chaotic 1968 election, where George Wallace was attempting to play spoiler and prevent either Hubert Humphrey or Richard Nixon from winning a majority of electors and came alarmingly close to doing so. He didn’t succeed in the end, but just the risk that he posed really elevated the sense that this is a crazy, broken system for electing a president, and we need to follow the arc of democratization that the country has been on ever since the founding, and let the people pick directly. That experience, Birch Bayh’s experience in the late 1960s and early ’70s, sheds so much light on the nature of this debate and how it goes even today. Starting in 2000, this became an intractably partisan issue. We’re now dealing with that on top of the old myths and misconceptions about how the Electoral College actually functions. One point of debate is whether the Electoral College effectively prevents demagogues. Would the threat be greater without the Electoral College? There’s a two-word answer: Donald Trump. He won the presidency because of the Electoral College, not in spite of it, and he is the most demagogic president that we’ve seen in our lifetimes, probably in American history. Nothing about the Electoral College’s original intent functions to keep someone like him out of office when it’s pretty clear that if the founders were presented with someone like Trump, they would have said, “Of course that’s the sort of person we mean to keep out of office.” Nevertheless, the Electoral College has never operated in the way the founders intended. It did work as intended for the first two elections with George Washington, when everyone knew Washington was going to be the overwhelming favorite, but once he leaves office and national political parties arise, the conception of a body of people who are making a choice for the country that’s about what’s best for America, and what’s best for the United States, that conception falls apart, and the Electoral College becomes what it is today: a vehicle for parties to bring on electors who are loyal partisans who will vote for their candidate no matter what. That destroys that original conception that Hamilton wrote about in Federalist 68. It’s never served to keep demagogues out of office. What effect would replacing the Electoral College with direct popular vote have on our two-party system? In short, a national popular vote is not going to threaten the basic structure of the two-party system. When you look at votes for governor in all the states across the country for the last 50 years, you find that they don’t have Electoral Colleges. … There is always a risk, when you have an open free-for-all type of election, of votes being spread wide and the candidate who gets the most still only getting 30-35 percent. That’s a fair concern. There are ways to deal with that. One is ranked-choice voting. I think there’s a whole lot to be said in favor of ranked-choice voting as a way to get to a popular vote result that gives the winner a majority of support. That’s a whole separate topic. But the bottom line is, I don’t think the two-party system is at imminent risk of collapse from a national popular vote. John Koza’s Popular Vote Interstate Compact bypasses the need for a constitutional amendment; however, that lack of constitutional authority seems a weakness, in that partisan political power in statehouses could shift down the road and lead to individual states withdrawing. How to counteract that instability? It’s a fair concern. The answer from the Popular Vote Interstate Compact people is twofold. One, they think they’re going to get enough states signing on to the compact eventually that it will be far enough over 270 votes that any one state withdrawing isn’t going to cancel the compact. We can argue about whether that’s a fair prediction, but that’s one of their arguments. Another one is, this is a bridge on the path to ensuring a popular vote in every election. I think their idea is, once you start doing it, even once, American citizens are going to be so much happier with a direct popular vote that support for a constitution amendment locking it in is going to go up pretty quickly and would then obviate the need for this compact, which as you note is a state-by-state law. These are both assumptions being made by compact’s advocates that I can’t guarantee are going to be borne out. But that’s their argument for why the concern that you express is not going to be fatal to this effort. Have you observed anything in the Democratic primary race that altered your thinking about this or that you would have added to this book if you could have? [Chuckles] There are so many interesting overlaps with what was happening in Iowa, the way the popular vote winner doesn’t walk away with the most delegates. I had to narrow the focus of this book, and I think primaries deserve their own book, so I did leave that whole discussion out. In terms of what I’ve seen so far, no. I don’t think the system as it’s functioning now is good, and I also don’t think the system we had before in 1972 was good either — backroom haggling among party elites is rife with its own problems. We need to find some middle ground that recognizes people’s voice in nominating a party’s 10 PASADENA WEEKLY | 03.19.20

candidate as well as the role of party leaders who may be thinking more long-term about how the party can remain a competitive force in national politics. I don’t want to say we tear up the whole system right now and start again, but I do think that these are fundamentally different elections: an election for a party leader versus an election between two different parties for who’s going to lead the country. What do you identify as the biggest challenge that would need to be addressed in the event that the Popular Vote Compact was instituted? I would hope that if this compact takes effect that it will do so with the sign-on of Republican-led states as well as Democratic-led states. Any big change in the way our government functions is by definition going to trigger a lot of strong feelings, and I think for it to happen with only Democraticled states — currently, only Democratic-led states have signed on to the compact — would be destabilizing in a way and not good for the longer-term prospects of the popular vote. Several Republicanled states were very close to passing the compact right before the 2017 election, and that election obviously was a big setback for this cause. But the other major threat to the compact’s being operational is a legal one; there will be several constitutional challenges to it, and the biggest comes under Constitution’s Compact Clause. You’ve researched this thoroughly with a range of political actors, scholars and voters. What was their most persistent or darkest fear concerning the Electoral College and democracy in general? I think the most persistent one is the feeling that most Americans feel: that they’re ignored in the presidential election, and the damage that does to our democracy. That came from across the board: Democrats, Republicans, everywhere. That is the No. 1 harm that the Electoral College causes, even when the candidate who wins the Electoral College also wins the popular vote. Because the winner-take-all laws that 48 states use means that only a small handful of battleground states matter in any election and that means 80 percent of Americans — more than 100 million voters — are essentially disregarded. That sense of being ignored, of your concerns not mattering to the candidate who’s running for the top job in the country, or to the president him- or herself who’s in office, promulgating policy — the idea that you don’t matter to that person and essentially don’t exist to them is extremely corrosive and harmful to democracy, even more than this fear of a popular vote loser winning an election, which is unsettling in itself. Every time that happens, it’s a trauma to a modern democracy. You write, “Winner-take-some is only appealing when you’re not the winner.” We are so partisan now that the argument that the direct popular vote campaign is a nonpartisan effort works against it in many quarters. People are really dug in on both sides, and people are not looking for, you know, “Let’s all hold hands and come back together as Americans.” On the left and the right, there’s a real antagonism and mistrust and a feeling that we can’t work together, right? And that nothing’s going to happen unless one party or another takes total control and essentially vanquishes the enemy. I get that. I get the feeling, I get the mistrust. At the same time, I think we’re not going to survive very long if that is our driving energy. We have to get to a place where there is mutual agreement on rules and facts and what we are trying to do as a country, and what our values are. We can argue forever about policies and politics. But some baseline values have to be agreed on if we’re going to survive into the 21st century. To me, political equality and majority rule are two things we have to agree on. I just don’t think we can survive without agreement on that. It seems most pertinent as democracy’s threatened around the world. Exactly. We talk about being the democratic light to the rest of the world; if we’re going to be that, we have to live out our principles. Sure, I’m scared. But I’m also hopeful. When I read the day-to-day news, I get very dispirited and sad and hopeless in many ways. Then when I read the arc of American history, I get more hopeful. n

Wedged into a square paper envelope, you peel the seams as you munch your way down each leg of the folded crepe. As I chat with general manager Louisa Shi, a couple wanders in looking for … Nutella? Not here! Traditionally, jianbing are served for breakfast. As they became a common street-food offering across China, they also became a popular latenight drinking snack. At Me + Crepe, their “fusion” styles are diverse, delicious and generously portioned. You won’t leave hungry. The relatively brief menu includes about a dozen bing preps and runs from the popular favorite “Peking Duck” ($12.95), Crawfish ($16.95), Cumin Lamb (11.95), Braised Pork Ribs ($11.95) to the more eclectic “Golden Tuna” ($9.95) “California Chicken” ($12.95) and vegetarian “Garden” ($8.95). All of these are typically dressed with scallions and cilantro and there is a long list of “Add-ons” for a nominal additional charge. These include: “Pickled Greens” (50 cents); “Roasted Seaweed” (90 cents); and “Dried Pork Floss” ($1.49). Tofu soups and congee ($5.95), and Bento boxes ($7.95) also complement the jianbing experience here. Opening in Pasadena in October 2018, a new location debuted in Rowland Heights just six months ago. In fact, Me + Crepe is a small but burgeoning international chain with locations in Canada, Italy and China, in addition to Seattle and the two locations in SoCal. The concept of a dedicated jianbing shop was hatched originally by a group of entrepreneurial college classmates at Simon Fraser University in Vancouver, BC, in 2016. As local owner/partner Elena Yi explains, 12 PASADENA WEEKLY | 03.19.20

the first Vancouver locations were engineered by her friends Jerry You and Zhenlin Li. Elena then partnered with Serena Liu to join the team in staking out territory in California. The two partners are now actively scouting Irvine in Orange County. “I didn’t know starting a restaurant was so tough… especially in Pasadena! There are a lot of restaurants here!” Elena goes on to also describe the process of converting the city’s permitting for the tiny 12-seat space from retail to dining. It took her a full year to finalize the permitting to open the restaurant in Pasadena. For the shop in Rowland Heights, the process took all of one month. And now the virus… As we chat, a large order is being prepared for a group of students at USC, where Elena does graduate work in Project Management. The campus had just shuttered that morning because of the pandemic. She describes the mounting economic hardships endured by relatives in China, while noting that her own supply chains here have been sustained by local Chinese markets that are stocked with three-month advance inventories. “Opening up in Pasadena is hard (but) I accomplished something. It’s an accomplishment!” Included by Eater LA in February as one of “18 Essential Pasadena Restaurants” Me + Crepe is a local accomplishment that deserves to be sustained and supported. Elena’s declaration also inspires a bit of hopeful resilience as we all face down the daily uncertainty that has evolved into an oddly unsettling “new normal.” Stay hungry! The novel coronavirus (COVID-19) is having a negative impact on local businesses. Many are anticipating a significant drop in income over the next few weeks and some are even considering closing temporarily. (Which could also impact their workers’ income.) If you feel at all ill, please stay home. If you can, encourage your employees to work remotely and continue patronizing their favorite businesses. There are things you can do to help maintain income at your favorite restaurants: 1. Buy a gift card online. 2. Order food to pick up or have it delivered. Restaurants are already among the cleanest retail environments you can find. Currently, our local restaurateurs are doubling down on their cleaning and sanitizing efforts to ensure their customers are safe and their staff is protected. Likewise, our retailers are seeing a decline in business. You can support them even if you do not want to shop in person. Go to your favorite local retailers’ websites and buy a gift card that you can use later. Many local retailers also have online shopping portals. Order online and have your items delivered to your home or office. Many also offer a curbside pick-up service. Order and pay in advance and pick up your item at the curb. Publishers Weekly listed some things that can be done to support independent booksellers. A lot of these suggestions are true of every retailer, not just Vroman’s Bookstore and Whitmore Rare Books (https:// www.publishersweekly.com/pw/by-topic/columns-and-blogs/soapbox/ article/82668-10-ways-to-support-your-indie-bookstore-throughcoronavirus-and-beyond.html). Also seeing a drop in business are fitness and yoga studios. If you can purchase future sessions, reserve for a time in the future or buy that gift card. Fitness and yoga studios deal very closely with clients and are working hard to maintain a safe and healthy environment. Many of our small business members are very concerned that a prolonged period with little or no income could be devastating for them. • ARTS & CULTURE • ‘DAMN YOU, CORONAVIRUS’ THEATRICAL, MUSICAL AND CULTURAL INSTITUTIONS TAKE AN UNEXPECTED HOLIDAY DUE TO COVID-19 THREAT BY KEVIN UHRICH

P

erhaps the publicist for Boston Court Pasadena best summed up the fear and frustration everyone — everywhere — has been feeling over the past few weeks: “Damn You, Coronavirus!” silently blared the press release emailed from the venerable theater on North Mentor Avenue to the local media Thursday afternoon. Like most things associated with COVID-19, a deadly virus for which no vaccine is available and recently deemed responsible for a global pandemic by the World Health Organization, Boston Court’s news was not good. The theater announced that it was putting a stop to its current production of “Passion” until April 2. On Thursday, Gov. Gavin Newsom issued an executive order, and the Los Angeles County Department of Public Health has recommended that events involving 250 people or more be banned, just as LA Mayor Eric Garcetti has said people should not participate in events involving 50 or more people. The Pasadena Playhouse, with its next production “Aladdin,” presented by the Pasadena Civic Ballet set for April 17, and the productions after that, “Holocaust Remembrance Reading: The Diary of Anne Frank,” set for April 20, has not yet announced any cancellations. Although Sierra Madre Playhouse has posted a statement saying “All performances will take place as scheduled,” theater officials have canceled “Charlotte’s Web,” originally set to open March 30. Due to the government regulations surrounding COVID-19, and to protect the health and safety of patrons and members, the Gay Men’s Chorus of Los Angeles’ upcoming concert “The California Sound,” scheduled for April 4 and 5 at the Alex Theatre in Glendale is being postponed to a date in September to be determined. A number of other musical, entertainment groups and cultural organizations have also decided to postpone their currently scheduled events until later this month, April or summer. The Pasadena Symphony, for instance, posted on its website that, in response to the directive by the county Department of Public Health to ban gatherings of 250 or more through March 31, that it has rescheduled its March 21 “Mozart & McGegan” concert for May 23, wrote Pasadena Symphony Association CEO Lora Unger. But, Unger wrote, “the Pasadena POPS Summer Series at the LA County Arboretum, commencing on June 20, will proceed as scheduled.” Last Thursday, organizers of South Pasadena’s Eclectic Fest said the popular annual event has been canceled. It was scheduled for April 25, but with so much uncertainty due to the current circumstances organizers felt the wisest option was to call it off. They hope to reschedule later in the year.

In Arcadia, Matt Denny’s Ale House has canceled all of its musical acts and postponed its annual St. Baldrick event in which people have their heads shaved for charity. “We feel like it is in the best interest of the community and are following along with some standards that are being set to limit large gatherings,” the club’s owners wrote in an email. In Pasadena, A Noise Within’s publicist that they are canceling current performances of “Alice in Wonderland” and “The Winter’s Tale” through the end of April. HISTORYcon, a convention put on by the History Channel and featuring stars of many of its hit shows, such as “Ancient Aliens,” was scheduled to open at the Pasadena Convention Center on April 3, but has been canceled. The Pasadena Museum of History is putting off its annual Happy Birthday Pasadena celebration on June 28 to late summer or early fall, wrote museum spokeswoman Jeannette Bovard. It was with an abundance of caution that the Pasadena Senior Center announced the popular facility would be operating on a limited basis. “Certain programs that allow for social distancing of three feet between each person will continue for now. These include weekday hot lunches, vital social services and certain classes and activities,” according to a message issued Friday by Senior Center Executive Director Akila Gibbs. Classes and activities that have been put on hold are all clubs, a caregiver support group, tap dancing, international folk dance, open line dancing, ballroom dancing, ballroom dance party, Ready/Set/Bank, Braille class, Rediscovering Hope, tai chi, Alexander technique, chair aerobics, Scrabble, chess, Bolly X Lit, sewing, learning Spanish through acting and social media/smart phones class. “Older adults, especially those who are 80+ and/or have compromised immune systems, are most vulnerable for contracting the virus,” the message states. But it was Descanso Gardens that offered possibly the most appealing of the many alternatives offered by frazzled impresarios, directors and executive directors. “In response to this serious crisis, Descanso has decided to operate as an outdoor-only venue until the situation is safe again. … All indoor programming and events will be canceled or re-imagined as outdoor events,” wrote Descanso Gardens Executive Director Juliann Rooke. Fittingly, “Descanso Gardens,” Rooke notes, “is a place of reflection and nature. We hope you will find peace here amid all the troubling news around coronavirus (COVID-19).” n

ith social distancing measures of necessity upending daily life nationwide, area musicians are exercising their creativity to compensate for lost income. Soul artist Chris Pierce, swing guitarist Jonathan Stout, troubadour Dan Navarro, gypsy jazz ensemble Hot Club of LA, and singer-songwriter Mary Scholz are just a handful of the acts that have streamed impromptu living room concerts via social media in recent days to buoy audience spirits. In South Pasadena, Blue Guitar organizer Brad Colerick, who hosts Wine & Song songwriter showcases each Wednesday and jazz nights each Thursday at the Arroyo Seco Golf Course, last week announced a plan to reduce seating in compliance with social distancing guidelines and stream shows online. In the tumult of recent days, however, those plans have been scrapped, as touring artists abruptly lost better-paying anchor gigs and bars and performance venues have been ordered to close. “People were being really good about buying a $2 ticket, leaving a $10 donation,” Colerick says of the voluntary ticketing system he had set up through Facebook Live that enabled viewers to make additional donations to artists. “I was getting all kinds of notes from people who were really excited we were planning to do this. But it doesn’t seem to be in the cards with the rapid pace of everything that’s happening.” He has been exploring ways to help artists live-stream shows, but planning anything in this moment is like building a house in a tornado.
