NEWS Baking for Ukraine Local bake sale to support World Central Kitchen by Kimberly Rivers
“
kimberly@vcreporter.com
We are going to bake as much as we can this week, hopefully we sell a ton,” said Deb Dawson, baker and owner of Desserts to Die For, the popup vendor who delivers desserts in a hearse. She and local pastry chef Anastashia Chavez are holding a bake sale on Sunday, March 6, to raise funds they will donate to World Central Kitchen’s work in Ukraine. Dawson said she was recently talking with Chavez who said, “We’ve got to do something” about helping the people in Ukraine in the wake of the Russian invasion that began on Feb. 24. “You read my
mind,” Dawson responded. They planned a fundraising event and each of them have access to the required commercial kitchen and licenses to sell baked goods to the public. The bake sale is taking place in Dawson’s “giant driveway.” According to the website for World Central Kitchen, founded by Chef José Andrés, the global nonprofit organization first mobilized quickly in response to Russia’s invasion of Ukraine at a pedestrian crossing in southern Poland, serving hot meals 24 hours a day. By Feb. 28 that effort grew to locations at multiple border crossings.
“Climate change is definitely here”
County reduces Sespe oil permit to 10 years by Kimberly Rivers

n Feb. 17 the Ventura County Planning Commission, citing climate change, approved the renewal of a Conditional Use Permit (CUP) for the ongoing operation of the Basenberg lease in the Sespe Oil Field north of Fillmore, that included a precedent setting a shortened time frame. “Climate change is definitely here, if you don’t accept that then you’ve got your head buried in the sand,” said W. Earl McPhail, chair of the Ventura County Planning
Commission (Dist. 3). With the unanimous vote (District 4 Commissioner Jim King was absent), the commission for the first time limited a new oil and gas production permit to just 10 years. Historically, renewal timelines for CUPs began at 20 years, meaning that the county had an opportunity to reassess the discretionary use every 20 years or more. The commissioners said the shorter time frame was “reasonable” and made sense in light of local and state

There are WCK teams currently on the ground in Romania and more are arriving in Moldova, Slovakia and Hungary to support refugees and help provide meals where needed. World Central Kitchen was active in Ventura County in 201718 to support the community after the Thomas Fire and in 2019 for those evacuated from the Maria Fire. It also teamed up with local restaurants to feed frontline workers in the early days of the COVID19 pandemic. Dawson said her goal is to raise $300-$400 with what she can bake by Sunday, plus Chavez’s pastries. There will be cakes, croissants and Dawson’s popular homemade toaster tarts.
“It’s a charity I can get behind,” Dawson said, adding that Chavez had worked with Tim Kilkoyne, the owner of the Scratch food truck, formerly based out of Oxnard, who had arrived in Poland in the past few days to work with WCK. Kilkoyne shuttered Scratch to work with WCK in 2019.
goals to reduce greenhouse gas (GHG) emissions. The lease, with three active oil wells, is currently operated by Carbon California, but has been in operation since the 1880s. The now-renewed permit does not include the drilling of any new wells and the operations of the lease do not involve the flaring of any gas. Instead, gas must be carried by pipeline away from the lease site for processing and local use. “I don’t put global warming on Carbon [California] and the existing lease . . . [but] each choice we have has a cumulative impact in a common sense way,” said Nora Aidukas, Ventura County Planning Commissioner for District. 2. She said that reducing the life of the permit to 10 years will allow the county to “catch up with the stated
goals of the General Plan Update,” which set goals of reducing greenhouse gas emissions. Commissioner Veronica Zimmerman-Garcia (Dist. 5) cited the county’s General Plan environmental justice provision and expressed her concern about planning staff’s findings that there were no new effects with the approval of the permit. “That may be true,” as it is an “historic site where business [has] carried on for decades upon decades. That doesn’t mean there are not disproportionate impacts for disadvantaged communities.” While McPhail said he thought the GHG emission reduction goals of the state were “pie in the sky,” he agreed that a 10-year permit made sense. The new permit also limits Carbon California to only one re-drill

The previous permit had no limit on the number of re-drills. The hearing before the commission was the result of an appeal filed by three local nonprofit organizations following the initial approval of Dave Ward, director of the Ventura County Planning Department in September 2021. The three appellants were: Climate First: Replacing Oil and Gas (CFROG), Los Padres ForestWatch (LPFW) and Keep Sespe Wild. Because the Commission incorporated several changes the appellants argued were necessary in the permit, the appeal fees were refunded. Continued on Page 13

n California, beginning March 1, in most indoor settings, masks will no longer be required for those who are unvaccinated. After March 11, that will apply to schools and childcare facilities. Ventura County schools — public and private — will be subject to the same timeline as prescribed by the state. According to a statement released by the Ventura County Office of Edu-

cation, students at public and private schools in the county will no longer be required to wear masks after March 11, however, the office is still strongly recommending them. While the state is shifting its guidance, local municipalities such as cities and counties always have the option to impose stricter or more protective measures. “Because the state made masks optional in most public places earlier this month, I believe it’s appropriate that the same rules apply at schools. We are entering a new phase of the pandemic, and I am happy to see schools taking another step toward
returning to normal,” said Dr. César Morales, superintendent with the Ventura County Office of Education (VCOE), in a written statement. At the same time, the VCOE encouraged all who are willing to still wear masks in schools to continue to do so “to help keep COVID-19 case numbers on current downward trend.” On Monday, Feb. 28, Gov. Gavin Newsom aligned with the governors of Oregon and Washington in updating the state masking guidance from “requirements” to “recommendations” for masking in schools. The change applies to all persons,
regardless of vaccination status. Masks will still be required for all in certain locations including public transit, emergency shelters, healthcare settings, correctional facilities, homeless shelters and long-term care facilities. The shift in masking restrictions coincides with changes from the U.S. Centers for Disease Control and Prevention, which state that mask mandates at schools should only be in areas where COVID cases and hospitalizations are high in that school’s county. According to the CDC tracking system, Ventura County rates are considered medium.
Schools are required to enforce the student mask mandate through March 11. Masks will continue to be required for school employees working with students, who are subject to rules established by the California Division of Occupational Safety and Health (Cal/ OSHA). Cal/OSHA has not yet indicated when it will update its masking guidelines for school employees. . For the latest information about COVID-19 and Ventura County Schools, visit www.vcoe.org/ COVID-19.

Extended warranties and the right to repair by David Goldstein
A
re extended warranties worth the cost? For cars, the question becomes complicated by a wide variety of options, prices and incentives. For other items, ranging from appliances to cell phones, the choices are simpler. Some people need extended warranties as insurance. According to a May 2020 “Report on Economic Well-Being” by the U.S. Federal Reserve, nearly 40% of Americans could not pay for a $400 emergency expense with cash or with a credit card charge they could pay off on their next statement. In cases where consumers have to choose between living without a refrigerator or adding
enough to cover costs. Since the manufacturer’s costs are lower than the cost would be for a consumer without a warranty, the warranty is, on average, a good deal, according to Stoli. For consumers without warranties, it sometimes makes more sense to work with local repair shops, even if those shops are not authorized by manufacturers. However, not all manufacturers make it easy to work with unauthorized repair shops. For example, William Shifflet, the 28-year-old owner of Gizmo Wizards in Oak View, told me, “Some companies whose devices I service are intent on putting me out of business.” He explained, “With every new generation of iPhone, there are more
circular economy for recycling and re-manufacturing used printer cartridges” in the early 2000s has since “been destroyed and is currently on the verge of extinction… due to the import of cheap, non-reusable replacements.” A related consumer movement fights to preserve options for do-it-yourself repairs. In a victory for these advocates, last year, the Federal Trade Commission voted unanimously to enforce a group of laws advocates call the “Right to Repair.” Inspiring the vote, an FTC report called “Nixing the Fix” accused some manufacturers of violating the Magnuson Moss Warranty Act by making false statements, such as “opening this device voids warranties.” Consumers making the case

However, not all manufacturers make it easy to work with unauthorized repair shops. to their monthly interest payments, an extended warranty can be crucial, even if the added cost of the warranty delays a purchase. For others, the similarity between warranties and insurance has an entirely different benefit. “Like a dentist or a doctor in an HMO, we charge a lot less for warranty work than we do to fix items from some guy just calling us without a policy,” said Dean Stoli, a customer service representative for My Appliance Service, based in the western San Fernando Valley and one of the major repair centers fixing appliances in homes throughout Ventura County. The benefit of this discount is factored into the cost of a good extended warranty. In other words, the manufacturer offering a warranty anticipates the average cost for the average person to repair an appliance during the warranty period and generally charges 8—

booby traps, so you can end up damaging a phone if you are not an expert.” In contrast, “For computers, HP replacement parts are easy to buy and HP is easy to work with.” Changes in design, addition of features, and product improvements might encourage replacement rather than repair of products ranging from cell phones to dishwashers, but when manufacturers hasten demand for new products by including non-durable parts, or when repairs require spare parts a manufacturer discontinues making, consumer choice is limited. In one area, consumers are fighting back. A Change.org petition to the United States House Committee on Energy and Commerce calls for a ban on printer cartridges made to be disposed of, rather than remanufactured. The petition claims “What once was a thriving
to the FTC were organized by the nonprofit U.S. Public Interest Research Group and funded, in part, by private companies like iFixit, a San Luis Obispo-based company selling repair kits and manuals. Right to Repair advocates argue consumers deserve access to tools, parts, documentation and software needed to make repairs. Besides saving consumers money, repair has other benefits. Environmentally, repair conserves resources otherwise needed to make new products. Economically, repair can benefit the domestic economy, using local labor to revive used items instead of sending money overseas to buy internationally produced goods. “The fabric of the
community” Ventura County Christian School hopes for affordable rent at Ventura Unified property
P
by Kimberly Rivers
kimberly@vcreporter.com
ublic school districts have been feeling a financial crunch for years. With the base school funding in California linked to Average Daily Attendance (ADA) many public schools have to ride a roller coaster of funding that is seeing more dips in recent years due to declining enrollment. This can cause a cyclical spiraling pattern. School districts lose funding due to declining enrollment, which leads to various changes and cuts at schools,

which lead to families searching for alternatives and/or leaving the public district, which leads to more declining enrollment. The pandemic exacerbated this situation. As public schools were forced to close and shift to online learning, even more families began looking beyond the public school option. Everyone agrees that each child should have access to the best educational program to meet that individual child’s unique needs. But what if that best option lies outside the public school system? Is there a
necessary conflict between public and private schools — or is there a way for the two to work together to support that ultimate goal of optimal education for each student’s needs?
VCCS faces rent increase
These questions underlie the current negotiations between Ventura Unified School District (VUSD) and Ventura County Christian School (VCCS), a private faith-based school serving 170 students in kindergarten through 12th grade. VCCS has been renting a property from the district
for over 20 years, and the district is saying the rent needs to be increased. “VUSD is in the process of renegotiating its existing lease with VCCS, which is located on the former Washington School property,” said Marieanne Quiroz, director of communications and public information officer for VUSD. She was responding to the Ventura County Reporter by email. “Other than with Ventura County Christian School, we have not received any inquiries on the property.” Dr. Rebecca Chandler, assistant superintendent with VUSD, is the designated negotiator with VCCS for the district. Chandler also serves as an elected member of the Ojai Unified School District Board of Trustees. Quiroz also confirmed that on
Thursday, Feb. 24, “Superintendent [Roger] Rice had a very positive meeting with VCCS administration . . . to share with them the general direction from the VUSD Board of Education.” She said specifics about that direction will not be made public while the negotiations are pending. About the Feb. 24 meeting with Rice, Dr. Perry Geue, VCCS administrator and high school teacher, said, “We had a good meeting with Superintendent Rice on Thursday, and we are very hopeful that we will be able to negotiate a lease that will be a win-win for both the district and our school.” That meeting occurred following a few weeks of advocacy on the part of parents of VCCS students and the school’s other supporters, who were writing to the VUSD school board

and speaking at recent public meetings. Today, VCCS is a part of “the fabric of the community,” said Sabrena Rodriguez, vice president of Ventura Unified School District Board, speaking to the VCReporter on Friday, Feb. 25. She lives in the neighborhood near VCCS and recognizes the upkeep and maintenance VCCS has put into the property. She noted, however, that the district is unable to provide any discounts in rent to any entity. Rodriguez explained that as a public entity, it would be inappropriate for the district to give any entity, business or individual a discount “that would be a gift of public funds.” She said her understanding is that district staff are working to determine the appropriate “market rate” rent for the site on MacMillan Avenue. According to the current lease agreement signed in 2021, the monthly rent is $4,000. That agreement expires in June of this year. Rodriguez said the rent had been $2,000 on the 20-year lease, and that last year, when the new amount was negotiated, it had been made clear to VCCS administration that the amount was short term. “VUSD now wants to substantially raise our rent to an amount that is exorbitant for our school size and resources,” wrote Geue, in a letter dated Feb. 1, 2022, addressed to families of VCCS. At a public meeting in 2020, he told a VUSD advisory committee that VCCS had “invested approximately $8 million into the facility and property, mostly through volunteer labor,” according to minutes of that meeting. Prior to VCCS renting the site, the building was dilapidated, considered an eyesore by local residents, and it had become an encampment for unhoused individuals.
Declining enrollment across the county
Before a public school district rents or sells
property it owns, the district is required to form an advisory committee made up of community stakeholders. This is called a 7-11 committee; it can have 7 to 11 members. The role of a 7-11 committee is to conduct public meetings that examine data and information and hold discussions to formulate a final recommendation to the school board about the future of an identified property. A common question before 7-11 committees is whether a property is “surplus” — a designation a district must make prior to renting or selling a property. Rodriguez said the MacMillan Avenue site, formerly Washington Elementary School, was surplused 20 years ago and that a recent 7-11 committee, formed in 2019 to examine several VUSD-owned properties, did not make a recommendation regarding the property. That leaves the future of the property up to the board, which can opt to lease, rent or sell the property without convening another 7-11 committee. School districts across Ventura County have been convening 7-11 committees in the face of declining enrollment, and VUSD isn’t the only entity where discussions regarding how best to monetize properties are underway. Ojai Unified School District is determining future plans for the current district headquarters property in the heart of downtown Ojai. Initial development plans that included some housing and a hotel were given a frosty reception by the public, causing the district to go back to the drawing board. Last year, Conejo Valley Unified School District sold a property deemed surplus for just under $3 million. In July of 2021, VUSD staff presented a report on the district’s enrollment that demonstrated a declining trend over the past eight years that was accelerated by the pandemic. VUSD lost 567 students between the 2020-21 and 2021-22 school years. That loss equates
to roughly $4.5 million (depending on the grade of students) for just one year and doesn’t account for the ongoing lost revenue the district would receive as students matriculate up through junior high and high school. District-owned land might exist in prime community locations — locations that developers seek for housing and other lucrative projects. As part of the presentation for the July 2021 report, according to meeting minutes, Ventura City Manager Alex McIntyre informed the school board that “starting in 2021, the city will need to be able to zone for and allow for development of 5,200 more housing units [between 2021 and 2029] — although, they don’t have to be built.” He provided information showing that about 3,000 housing units were “in the queue” as of July 2021. VUSD staff inquired about whether there are any real consequences
for not meeting the state mandates. McIntyre informed them that the state would cut funding to the city if mandates are not met. As districts lose students for various reasons, the lost revenue can exceed the immediate cost of teachers. In the VUSD declining enrollment study, a hypothetical example of the district losing 200 third graders is used to illustrate the challenges districts face. Such a loss would equal a $1.6 million loss based on the amount paid to the district for each student in third grade. Two hundred students take up about eight classrooms. If the district were to lay off eight teachers, at a rough cost of about $100,000 per teacher (including benefits per the example), that still only covers half ($800,000) of the funding gap due to the loss of students. The district would have to make cuts elsewhere. This can lead to pressure to monetize unused or “surplus” district-owned property. Rodriguez emphasized that the “crux” of the issue with VCCS is that “any of our resources,” whether financial or real property, must be used for public education purposes. “We are charged with providing the best, high quality education we can . . . any of our resources [must be used] . . . to further that charge,” said Rodriguez. So far, the board has been having conversations with VCCS representatives in closed sessions, as allowed by state law, as they are

Rodriguez said she understands that the district plans to agendize a public community conversation about the property and the final terms of the agreement in the next month.
“Affordable and reasonable rent” sought
On Feb. 22 at a public meeting of the VUSD Board of Trustees, parents of VCCS students pleaded with the board to approve a rental rate that will allow VCCS to remain at the site. Many spoke about how the pandemic, and the online school at area public schools, created a hard situation for their children and how VCCS has provided a beneficial option. Geue told the board that a “possible rent increase of 500%” is concerning, particularly in light of the “work we have done” on the prop-
erty, and that they are seeking an “affordable and reasonable rent.” “As a resident of midtown and in the immediate vicinity of Washington School, I do have some concerns about the future of this property,” said Micah Bundy, a resident of the area, responding to the Ventura County Reporter by email, adding that he was concerned about any future plans for condominiums or other developments and the potential to increase traffic in the area. Whitney Smith described how her son has “thrived” and transformed from a student who had “fallen between the cracks” to a student “on the honor roll” at VCCS. Others spoke about the challenges of virtual learning during the pandemic and how VCCS, which was able to provide in-person classes, really helped their children. Christina DuVarney spoke about
her child who is dyslexic and has received personalized attention at VCCS, something “the public school was not willing to do.” She said VCCS, with much smaller classes, has the “freedom to do this,” and the change has been “incredibly important to our daughter.” She said that not only as a parent, but also as a “resident, business owner, tax payer and employer in the county and city,” she hopes the district finds a way to allow VCCS to remain at the site. “Please do not displace these kids.” Feb. 22, 2022, Ventura Unified School District meeting: www.youtube.com/watch?v=pHX4WoLgkKY&t=1396s July 2021 Declining Enrollment Report online at www.venturausd.org/Portals/0/declining%20 enrollment%20presentation%20 021022pdf.pdf

“The Ventura County General Plan greenhouse gas reduction goals need to be considered in all new oil and gas permit reviews,” said Shannon Simpson, executive director of CFROG. Those goals include a reduction of emissions by 41% by 2030, and she said the 10-year timeframe will allow the county to “get climate action policy right.” The General Plan document governs all land use in the county and a recent update included several changes involving climate action and permitting of oil and gas activity. One change the appellants sought, which was not adopted, was the deletion of a “sunset” clause from one of the permit conditions related to the dollar amount of a surety bond required by the county on the permit. The removal was

The planning commission, however, opted to leave the 24-month provision in the permit. The amount of surety requirements is an issue for local jurisdictions because as oil production declines, oil companies go bankrupt and move on, frequently leaving abandoned or “orphaned” oil wells behind. In those instances, the taxpayers are responsible for paying for the proper plugging of the abandoned wells. Current estimates place the average cost of plugging at about $68,000 per well. Aidukas proposed that the commissioners discuss increasing the amount. McPhail expressed his opinion that it wasn’t the commission’s “responsibility to determine

Typically today, the county places a $10,000 required bond on oil and gas permits, regardless of the number of wells. The “sunset” provision means that if the county takes longer than 24 months from the CUP’s approval date to update the surety amounts, that CUP would not be subject to the new surety amount. “The zoning ordinance language . . . indicates that the commission has discretion to set a higher amount,” said Jeff Kuyper, executive director of LPFW, during the appellant comments at the hearing. The language he was referring to states that the county requires surety in the amount of “not less than $10,000.” He pointed out that the language “not less than” was included to indicate the county can require a higher amount. An “informed and outraged citizenry must educate leaders… on global heating,” said Alasdair Coyne, conservation director of Keep Sespe Wild. He cited the data coming out of the Intergovernmental Panel on Climate Change that showed in findings released last year that current warming trends should be a “code red for humanity.” The appeal period for the comimssions decision ended on Monday, Feb. 28 and the Ventura County Planning Department confirmed no appeals were received. The members of the Ventura County Planning Commission are appointed by the County Supervisor for that district, and are then confirmed by a vote of the entire Board of Supervisors. You make a statement. “The idea of having to die for democracy just really, really killed me and I just was so heartbroken,” said Lucy Cartagena, an Oxnard resident. “I just wanted to show our solidarity for Ukraine and the movement, that we are here and feel for them here miles away.” “Lucy [Cartagena] inspired it,” said O’Leary. “We are the largest city in the tri-counties and we need to say something.” Instead of a rally, the small group opted to make a visible statement. On the evening of Monday, Feb. 28, O’Leary, Cartagena, Victoria Palomares and a few others wrapped the pillars of the facade of the Carnegie Art Museum building in Oxnard with yellow and blue plastic tablecloths showing the colors of the flag of Ukraine. The demonstration is in solidarity with the Ukrainian people as the Russian invasion that began on Feb. 24 enters its second week. “So it started . . . with the invasion of Ukraine and it just really tugged in my heart,” said Cartagena. “Seeing the women and children, many children, having to flee and then the men having to stay to fight for the love of

According to the Office of the United Nations High Commissioner for Human Rights, there have been 536 confirmed civilian casualties, including 13 children, since the start of the Russian invasion on Feb. 24. It is widely expected that these numbers will climb as hostilities continue. Cartagena said she also wanted to show the community that many are wanting to support the people in Ukraine right now “even though some of us can’t change the circumstances there or financially support the movement. We can see we are all in solidarity!”

CA residents scramble to get last Walking Liberty Rolls CALIFORNIA - Once California residents got wind that California State Restricted Bank Rolls filled with Silver Walking Liberties dating back to the early 1900’s were being handed over, there was a mad dash to get them. That’s because some of these U.S. Gov’t issued silver coins are already worth hundreds in collector value. “It’s like a run on the banks. The phones are ringing off the hook. That’s because everyone is trying to get them before they’re all gone,” according to officials at the National Mint and Treasury who say they can barely keep up with all the orders. In fact, they had to impose a strict limit of 4 California State Restricted Bank Rolls. So, if you get the chance to get your hands on these State Restricted Bank Rolls you better hurry because hundreds of California residents already have and you don’t want to miss out. You see, the U.S. Gov’t stopped mint-
ing these Silver Walking Liberties in 1947 and there can never be any more which makes them extremely collectible. And here’s the best part. The rolls are unsearched so there’s no telling how much they could be worth in collector value. That’s why at just the $39 state minimum set by National Mint and Treasury it’s a deal too good to pass up. But you better hurry because these California State Restricted Bank Rolls are the only ones known to exist and California residents are grabbing them up as fast as they can. That’s because they make amazing gifts for children, grandchildren and loved ones. Just imagine the look on their face when you hand them one of the State Restricted Rolls — they’ll tell everyone they know what you did for them.
■ GOT ‘EM: Residents all across California who get their hands on these State Restricted Silver Walking Liberty Bank Rolls are definitely showing them off. That’s because they are the only ones known to exist. And here’s the best part, these Bank Rolls are loaded with U.S. Gov’t issued Silver Walking Liberty coins some dating back to the early 1900’s and worth up to 100 times their face value so everyone wants them.

That’s why Hotline Operators are bracing for the flood of calls,” said Laura Lynne, U.S. Coin and Currency Director for the National Mint and Treasury. For the next 2 days the last remaining State of California Restricted Bank Rolls loaded with rarely seen U.S. Gov’t issued Silver Walking Liberties are actually being handed over to California residents who call the State Toll-Free Hotlines listed in today’s newspaper publication. “National Mint and Treasury recently spoke with its Chief Professional Numismatist who said ‘Very few people have ever actually saw one of these rarely seen Silver Walking Liberties issued by the U.S. Gov’t back in the early 1900’s. But to actually find them sealed away in State Restricted Bank Rolls is like finding buried treasure. So anyone lucky enough to get their hands on these Bank Rolls had better hold on to them,’” Lynne said. “Now that the State of California Restricted Bank Rolls are being offered up we won’t be surprised if thousands (Continued on next page) 16 —

of California residents claim the maximum limit allowed of 4 Bank Rolls per resident before they’re all gone,” said Lynne. “That’s because after the Bank Rolls were loaded with 15 rarely seen Silver Walking Liberties, each verified to meet a minimum collector grade of very good or above, the dates and mint marks of the U.S. Gov’t issued Silver Walking Liberty Half Dollars sealed away inside the State of California Restricted Bank Rolls have never been searched. But, we do know that some of these coins date clear back to the early 1900’s and are worth up to 100 times their face value, so there is no telling what California residents will find until they sort through all the coins,” Lynne went on to say. And here’s the best part. If you are a resident of the state of California you cover only the $39 per coin state minimum set by the National Mint and Treasury, that’s fifteen rarely seen U.S. Gov’t issued Silver Walking Liberties worth up to 100 times their face value for just $585 which is a real steal because non state residents must pay $118 per coin which totals $1,770 if any coins remain after the 2-day deadline. The only thing California residents need to do is call the State Toll-Free Hotlines printed in today’s newspaper publication before the 2-day order deadline ends. “Rarely seen U.S. Gov’t issued silver coins like these are highly sought after, but we’ve never seen anything like this before. According to The Official Red Book, a Guide Book of United States Coins many Silver Walking Liberty Half Dollars are now worth $40 - $825 each in collector value,” Lynne said. “We’re guessing thousands of California residents will be taking the maximum limit of 4 Bank Rolls because they make such amazing gifts for any occasion for children, parents, grandparents, friends and loved ones,” Lynne continued. “We know the phones will be ringing off the hook. That’s why hundreds of Hotline Operators are standing by to answer the phones beginning at 8:30 am this morning. We’re going to do our best, but with just 2 days to answer all the calls it won’t be easy. So make sure to tell everyone to keep calling if all lines are busy. We’ll do our best to answer them all.” Lynne said. The only thing readers of today’s newspaper publication need to do is make sure they are a resident of the state of California and call the National Toll-Free Hotlines before the 2-day deadline ends midnight tomorrow. ■
HOW TO CLAIM THE LAST STATE RESTRICTED BANK ROLLS FACTS:
If you are a California State Resident read the important information below about claiming the State Silver Bank Rolls, then call the State Toll-Free Hotline at 8:30 am: 1-800-979-3771 EXT: RWB4313
Are these Silver Walking Liberties worth more than other half dollars:
Yes. These U.S. Gov’t issued Silver Walking Liberties were minted in the early 1900’s and will never be minted again. That makes them extremely collectible. The vast majority of half dollars minted after 1970 have no silver content at all and these Walking Liberties were one of the last silver coins minted for circulation. That’s why many of them now command hundreds in collector value so there’s no telling how much they could be worth in collector value someday.
How much are State Restricted Walking Liberty Silver Bank Rolls worth:
It’s impossible to say, but some of these U.S Gov’t issued Walking Liberties dating back to the early 1900’s are worth up to 100 times the face value and there are 15 in each Bank Roll so you better hurry if you want to get your hands on them. Collector values always fluctuate and there are never any guarantees. But we do know they are the only California State Silver Bank Rolls known to exist and Walking Liberties are highly collectible so anyone lucky enough to get their hands on these Silver Bank Rolls should hold onto them because there’s no telling how much they could be worth in collector value someday.
Why are so many California residents claiming them:
Because they are the only State Restricted Walking Liberty Silver Bank Rolls known to exist and everyone wants their share. Each Bank Roll contains a whopping 15 Silver Walking Liberties dating back to the early 1900’s some worth up to 100 times their face value. Best of all California residents are guaranteed to get them for the state minimum set by the National Mint and Treasury of just $39 per Silver Walking Liberty for the next two days.
How do I get the State Restricted Walking Liberty Silver Bank Rolls:
California residents are authorized to claim up to the limit of 4 State Restricted Walking Liberty Silver Bank Rolls by calling the State Toll Free Hotline at 1-800-979-3771 Ext. RWB4313 starting at precisely 8:30 am this morning. Everyone who does is getting the only State Restricted Walking Liberty Silver Bank Rolls known to exist. That’s a full Bank Roll containing 15 Silver Walking Liberties from the early 1900’s some worth up to 100 times their face value for just the state minimum set by the National Mint and Treasury of just $39 per Silver Walking Liberty, which is just $585 for the full Bank Rolls and that’s a real steal because non state residents are not permitted to call before 5 pm tomorrow and must pay $1,770 for each California State Restricted Walking Liberty Silver Bank Roll if any remain. Los Fest brings music, art, activities and more to OPAC on March 5 by Madeline Nathaus
L
os Fest, the first music festival at the Oxnard Performing Arts Center (OPAC), will be partying out with local bands, artists, vendors and workshops on Saturday, March 5, from noon to midnight in an event for all ages. “We’re really trying to celebrate the creative talent in our community,” said Carolyn Mullin, OPAC executive director. “It’s a chance for people to support their local independent music venues and local independent artists. Bringing on events like this is super important to the community’s viability. Artists, art and culture are the spirit and soul of a community.” OPAC worked with Numbskull Shows, one of the largest independent music producers in Southern California, to present over 20 music acts – primarily from Ventura County – performing at three different stages throughout the day. Eclectic artists will be featuring music across diverse genres like cumbia, R&B, pop, soul, psychedelic rock, indie and punk among others. “I want to see the local community as it’s expressed through these artists and musicians,” said Lauren Simon, a producer at Numb-
skull Shows and Los Fest coordinator who goes by the name Indigo. “We’re just here to arrange a structure and provide a platform for these creative, talented humans to shine and do their thing.” Indigo has worked and toured with acts such as Alt-J, Two Door Cinema Club and Alanis Morissette. She said she is excited for the reemergence of live music after nearly two years of hindrances due to the coronavirus. “A lot of artists during COVID have been hunkering down and working on their craft,” Indigo said. “I think it’s a really crucial time to give artists a platform to share everything that they’ve been working on. It’s a good time to start showcasing.” One artist Los Fest organizers are excited to showcase is headliner Tia Wood. A Vancouver native now based in Los Angeles, Wood is an Indigenous singer and dancer of Cree and Salish descent (the Salish are an Indigenous group native to the Pacific Northwest Coast) who uses her TikTok content to share aspects of her culture through song, informational videos and other fun and creative endeavors. In December 2020, she was featured in the Fashion
section of Vogue (“Tia Wood Is the Cree and Salish Singer Fusing Music and Style,” by Christian Allaire) as one of TikTok’s “most inspiring, and most stylish, creators.” The festival will also include interactive activities like tarot readings, make-your-own pins and patches, workshops on non-fungible tokens (NFT) and crypto, and live mural paintings on site. Traditional Mexican folk art, anime, vintage clothing, unique illustrations and photographs from local artists will also be exhibited and available to buy. To feed the energy of the day, attendees can look forward to consuming meatless tacos and hot dogs from Fatty Vegan, all-natural sodas from DLC Craft Sodas, a pint at the beer garden (ages 21+, of course) and sweets from Dough Boy Cookies, just to name a few. To encourage inclusivity through affordability, tickets are only $20 and can be purchased through Ticketweb. “There is so much talent on every street of this city,” said Richie Guereca, the drummer of Oxnard-based band Los So Lows, who will be performing at the festival. “We wanted to do our part in helping this event become reality, with the intention of amplifying the beautiful voices

We’re excited to be a part of something great for our scene.” Mullin said the name of the festival initially started as a running joke amongst the OPAC staff, as Guereca had pointed out that many local bands’ names started with “Los,” Spanish for “The.” Mullin said in
the end the staff felt that there was something special about this concept, and the name inspired the event to come to fruition. Mullin and Indigo hinted that Los Fest could become an annual event for OPAC if this year’s event proves successful and support continues into next year. While two of the stages and some of the workshops are indoors, there is considerable airflow and staff will be wearing masks. There is also an outdoor stage and outdoor activities with plenty of room to spread out for those who are still trying to play it safe with COVID. “We’re on the precipice of a really popping spring and summer when it comes to live music,” Indigo said. “Live music is more than just recreation and entertainment, these are spaces for people to work with their communities and meet each other. That’s how communities form, within these vortexes of creativity and culture.” ♦ Los Fest takes place on Saturday, March 5, starting at noon at the Oxnard Performing Arts Center, 800 Hobson Way, Oxnard. Go Mediterranean at Meridians by Nancy D. Lackey Shaffer nshaffer@timespublications.com

T
he Mediterranean diet has long been upheld as a standard for healthy eating. Garlic and olive oil, leafy greens and vegetables, fruits, nuts, seafood . . . all of these are good-for-you ingredients that the traditional cuisines of Greece, Italy and other countries bordering the Mediterranean Sea have excelled in using to craft delicious meals. Yes, these countries are also known for rich meat dishes (like roasted lamb and meatballs), but the emphasis on fresh, unrefined foods is what has doctors the world over recommending this as one nutritional plan for better health. Meridians Cafe in Ventura is not the only restaurant in town serving Mediterranean cuisine, and the menu isn’t without some indulgences. But the Italian restaurant that has been in the Marina Village Shopping Center for nearly two decades has plenty to recommend it, both in terms of flavor and healthy ingredients. I love baked pastas and cream sauces, but it was easy to select deliberately healthy entrees (for delivery, no less) at Meridians.
Spicy shrimp pasta
Grilled vegetable panini Eggplant, mushrooms, peppers, tomatoes and fresh basil are well represented on the menu. Lighter pastas include penne Perugia (with roasted eggplant and fresh tomatoes), rigatoni (with chicken, broccoli and sun-dried tomatoes) and shrimp pesto. Sandwiches include grilled vegetables and fresh tuna salad. There’s even a veggieball — a meatless version of the classic meatball — that can be enjoyed with spaghetti or on a French roll. I toured the Meridians menu with an eye for lightness, selecting an appetizer (bruschetta pomodoro), a salad (Brazilian), a pasta (spicy shrimp), a sandwich (grilled vegetable panini) and a pizza (Margharita). All were well prepared and tasty in their own way. Bruschetta pomodoro is as simple as it gets — freshly grilled bread topped with chopped tomatoes, a little garlic and olive oil, maybe some herbs. Meridians delivered exactly that, to my delight. When the ingredients are good, there’s no reason to get fancy. I know this dish is probably better in the summer (when tomatoes are in season) and the bread in this case was a little burnt, but I can’t say I didn’t enjoy this humble, wonderfully fresh appetizer. The Meridians Bra-
Margharita pizza zilian salad included a large pile of mixed baby greens topped with avocado, hearts of palm, grated carrot and a few tomato wedges. Creamy avocado and luscious hearts of palm really made the salad; it was a joy to have those more indulgent ingredients (plus a tangy whipped balsamic dressing) play against the crisper vegetables. Next time, I might add goat cheese or perhaps grilled chicken, to turn it into more of a meal — although even without extra protein, there was plenty to share. Which brings us to the yummy panini, absolutely laden with thinly sliced and beautifully grilled eggplant, bell peppers, mushrooms and zucchini. This mountain of veggies was generously topped with an herby pesto sauce. Maybe a little oily…but a good pesto sandwich should be (and olive oil is good for you). I loved the focaccia bread, even if it was a bit over-grilled. The Margharita pizza was a lovely version of a true classic. Thin crust that was crispy on the edge but a bit softer in the middle, with a delicious tomato-based pizza sauce (I would kill for that recipe) and topped with a little mozzarella, sliced roma tomatoes and slivered basil. Again, when the ingredients are good, the dish should follow suit — and I found no fault with this pizza. Ditto with the spicy shrimp pasta. The most heavenly, spicy tomato marinara was tossed with perfectly cooked angel hair noo-
dles and topped with plump, sweet shrimp. We loved everything about our meal, but this was the runaway favorite. There’s so much more to a healthy diet than raw broccoli, tofu and brown rice. Meridians has the knack of turning vege-
tables, herbs and some olive oil into a whole array of delicious meals that are nutritious and satisfying. Go to Meridians for your Mediterranean fix . . . and you’ll find it easy to accommodate your palate, stomach and heart health all at once.

IS IT LEGAL TO GROW CANNABIS AT HOME? Written by Wheelhouse Staff Is it legal to grow cannabis at home? And drum-roll please..... The answer is yes, however, there are important California-state regulations and best practices that any aspiring home grower in California should know about before getting started. California Cannabis Regulations for Growing at Home People who are 21 years or older may grow up to six plants for recreational use per household, but not per person living in the household. When cannabis is grown for medicinal use, the patient is allowed to grow up to 6 mature plants or twelve immature plants. However, the patient can grow more if it is consistent with the patient’s reasonable needs. Cannabis plants must be grown in a private residence. You may only grow cannabis at your personal residence. All plants must be invisible from the view of public space. All plants must be in a locked space. If plants are grown outdoors, they must be locked in a secure space that is invisible from public view. You cannot sell cannabis that is grown for personal use. Only licensed cultivators who are recognized by the Department of Cannabis Control are permitted to grow cannabis commercially. Clones vs. Seeds If you want to get started on growing cannabis at home, we highly recommend that you start with clones rather than seeds due to several benefits such as: Starting with clones guarantees that the gender of the plant is female. Growing clones is way easier than starting with a seed and are far less delicate than seeds. Rooted clones are easier to nurture and have a lesser chance of dying than newly sprouted seedlings. Having a clone jump starts you by several weeks, which helps to save time in the long-run. Where to Buy Clones If you want to buy clones, we always recommend purchasing them from a licensed dispensary that offers high-quality clones, such as Wheelhouse. We currently carry a variety of hybrid and sativa clones and have knowledgeable budtenders who can help provide the best tips on how to nurture clones to their maximum potential at home. You can order our clones in-store or online by visiting wheelhouseph.com. Please note that due to state regulations we do not deliver clones.
