The city of Glendale honored the Arizona Cardinals by renaming a stretch of Bethany Home Road from 83rd to 99th avenues Cardinals Way. “This is a very unique way to recognize an organization that represents Glendale and Arizona in the very best manner,” Mayor Jerry Weiers said during a press conference February 25. “This is a great way to get in the heads of the opponents, as they now will see Cardinals Way all along the freeway as they are driving toward the stadium.” Weiers and Cardinals President Michael Bidwill pulled a red sheet from the sign
located at 95th Avenue, unveiling the first sign to read Cardinals Way. “This is outstanding and shows that we have been working together with the city constructively for a long time now,” Bidwill said after the unveiling. “My hat’s off to City Manager Kevin Phelps, Mayor Weiers and the entire city council who have just found a way to work together to make this partnership bigger and better every year.” After years of arguments and disagreements between the team and the city, the two sides reached accord a few years ago when they settled a possible lawsuit over a planned parking structure that was originally supposed to be constructed by the

Less than a month after the head football coach at Mountain Ridge High School was arrested on luring a minor for sexual exploitation, Peoria police say they are investigating a second teacher for allegedly having an inappropriate relationship. Police did not release the teacher’s name. “The Peoria Police Department is aware of and investigating allegations of an inappropriate relationship made against a teacher at Mountain Ridge High School,” said Brandon Sheffert of the Peoria Police Department.

“We are unable to release any further information at this time to protect the integrity of the investigation and all involved.” Deer Valley Unified School District confirmed the situation in a letter sent to parents on February 28. “A Mountain Ridge teacher is currently on an approved leave of absence connected to an ongoing Peoria Police Department investigation. The district is cooperating fully with Peoria Police on its investigation. We are unable to provide any further information at this time to protect the integrity of the investigation and all involved,” the letter read.
The Glendale Star Numerous parents of Mountain Ridge students, many of whom did not want to be identified, were upset about not knowing the teacher’s name. “It is continuing sad news and you expect so much from the teachers, and I don’t know where I am sending my child,” said Tony Stephens while leaving the school February 28. “It is very concerning that we don’t know who the accused is and I would like to know if my child had this teacher. “We bring our kids here for a reason, and it is not to have inappropriate relationships or have individuals who have an agenda outside of what their job is.” Many other parents were upset with the district not giving them information before it was released. “It would be nice to know what is going on prior to it being released for the public to know when we don’t know what teacher or kid,” Cheryl Wolff said while leaving the school. The investigations come after Tempe police arrested head football coach
Vince Ciliberti last month after allegedly luring a minor for sexual exploitation. A Tempe Police Internet Crimes Against Children Unit undercover officer communicated with Ciliberti on an instant messenger app. Police said Ciliberti believed he was communicating with a 14-year-old boy, telling him he wanted to have a sexual relationship. Ciliberti, 35, was booked and released from jail February 1. Arizona Attorney General Mark Brnovich announced March 1 that Ciliberti was

part of a group charged with luring a minor for sexual exploitation and attempted sexual conduct with a minor. The indictments come after an online, undercover investigation conducted by Mesa and Tempe Police departments, and Homeland Security Investigations, in connection with the Arizona Internet Crimes Against Children Task Force and the AG office. Anyone with information about the incident is encouraged to call police at 623-773-8311.

a notice of claim in 2012 to the city, seeking up to $66.7 million to replace the lost parking spaces. Council approved a settlement in late 2016 with the city paying $14.1 million to the Cardinals and AZSTA as “full settlement for damages, costs and expenses.” The city also agreed to $3.1 million in pedestrian infrastructure improvements, after the construction of 4,100 parking spaces south of the stadium along Bethany Home Road was completed earlier this year. “This naming of the street and that new parking lot is pretty sweet,” Bidwill said. “There has been a lot of open dialogue and great discussions, and we have created a true public-private partnership. The city can bring what they bring and we can bring what the Cardinals and private sector can bring together, and we can, and are, doing great things together.” Bidwill said this the first of many events coming to the venues as well as the surrounding area. The organization and the city have done a lot to improve dialogue, he added. “There were people that doubted the Cardinals. There were people who doubted Glendale, the West Valley and
what we could do together. Well, look what we’ve made now.” The Arizona Department of Transportation began changing signs on the Loop 101 freeway from the current Bethany Home Road to the new Cardinals Way beginning March 1. Weiers said it could take up to two weeks. The state is using money from the Maricopa Association of Governments grants to pay the estimated $11,000 cost of the new signs. With plenty of undeveloped land around the stadium, Weiers and Bidwill teased upcoming announcements. “We have just found a way to work together to make this partnership bigger and better every year and I am super excited about the future because we have a lot of things in place to make this even bigger than it is today,” Bidwill said. “(State Farm Stadium) is pretty big of an economic impact of over $4 billion over the last 13 and a half years. There are different events that we have yet to create and many things that are going to be happening here. There are many events that we have yet to create together and pull off and make this the centerpiece unquestionably of entertainment and sports in the Valley.

Rental-car tax ruled constitutional BY DARRELL JACKSON Glendale Star Staff Writer
The Maricopa County rental-car tax that helped fund State Farm Stadium, Camelback Ranch and other sports facilities was ruled constitutional by the Arizona Supreme Court February 25. The key funding for sports stadiums in the Valley took a hit in the courts August 12, 2018, when Maricopa County Superior Court Judge Christopher Whitten ruled the state must refund a rental-car tax that was declared unconstitutional last year. “Glendale is extremely pleased with the Supreme Court’s decision,” Glendale City Manager Kevin Phelps said. “An adverse decision would have seCourts ruled that rental-car fees, which funded sports stadiums throughout the West Valley including verely and significantly impacted the State Farm Stadium, are constitutional and can continue. Rangers’ Delino DeShields surprises local kids BY DARRELL JACKSON Glendale Star Staff Writer
Texas Rangers outfielder Delino DeShields Jr. wanted to do something special for local Little Leaguers. So, when Easton, an equipment company, contacted him about helping kids, he didn’t hesitate. “Easton is one of my sponsors, and when these conversations came up I told them I wanted to get more involved in the community,” DeShields said after the event February 27. “Once they told me it was for the kids, I was all in.” DeShields, the son of former Major League second baseman Delino DeShields Sr., surprised a number of Little Leaguers by coaching the kids in the batting cage at Dick’s Sporting Goods at Arrowhead Mall. Later, they received $100 to shop at the store. “I love getting out here and helping the kids, and then for Easton and Dick’s to allow me to give the kids gift cards, that is just amazing for them to do,” DeShields Jr. said. “It is something I cannot describe because this is what makes my job even more special

chance to win a variety of prizes. As kids from two Little League teams practiced in the simulated batting cage, DeShields Jr. surprised the kids with coaching tips. “I love their reaction when they see a Major Leaguer, and it is really special that Easton and Dick’s allow me to do things like this,” DeShields Jr. said. “I never had something like this, and to be involved and help these kids is what it is all about.” DeShields Jr. was a first-round draft pick of the Houston Astros in 2010 and joined the Texas Rangers in 2014 when he was selected in the rule 5 draft. He made his Major League debut in April 2015 and is expected to be the Rangers’ starting centerfielder this season. “I never had something like this when I was young, and every time I visit kids it is just a great time for me and is hard to describe what it means to me,” DeShields Jr. said. “I grew up around Major Leaguers, but it is still really cool to see a Major Leaguer and the look on the kids’ faces and the way they look at me. It is nice.”

Vet-themed business and career event returns BY CAROLYN DRYER Glendale Star Editor
BestCompaniesAZ is hosting its fifth annual Vet Talks: Business Networking and Career Event from 4 to 7 p.m. Thursday, March 7, at University of Phoenix, 1625 W. Fountainhead Parkway, Tempe. The event features more than 30 Valley military-friendly companies that are committed to hiring veterans. The Vet Talks portion of the event, modeled after TED Talks, features presentations by different military professionals who have transitioned into civilian life, with some of Arizona’s top companies including GoDaddy and Freedom Financial Network. But the main events are the veteran interactions with Valley employers, business leaders, acquisition teams and military resource organizations. Denise Gredler, founder and CEO of BestCompaniesAZ, launched the company in 2004 and works with top Valley companies, such as GoDaddy, Charles Schwab and USAA, to implement military-friendly and veteran-committed workplace initiatives.
she said. “The first year we were approached to get veteran-committed companies, we were at the first day of Waste Management Open. “That was my very first experience with a veteran group. It was a truly eye-opening experience. I learned so much about leadership talent coming out of the military. They had difficulty in transition. So, that’s really how it got started. I made connections with companies, met a lot of veteran groups, companies like Charles Schwab that create, making it easier to translate from a military to a business resume.” Gredler said the first couple years she held a couple workDenise Gredler is founder and CEO of BestCompanieshops and veteran and civilian sAZ, which will host the veteran-centric event on March training programs, and every 7. and Rings, there were veteran resource groups in all of them, helping veterans create a career path with corporate companies. A lot has happened in the past five years. When Gredler’s veteran employment events began, the unemployment rate was high overall. The rate has gone down since then, but remains higher in the Valley, with 5.2 percent compared to the national average of 3.7 percent. In that time, Gredler has helped veteran-friendly companies develop initiatives, such as military spouse telecommuting, veteran resource groups, management training and career development programs and veteran mentorships, which helps pave the way for the future of veteran employment and job satisfaction. Speakers at the Vet Talks part of the event include Brenda Smull, managing director at Charles Schwab in Phoenix. Smull has worked for Schwab for six years. In the late 1980s, she was in the Army and was stationed at Fort Hood, Texas, but deployed to Operation Desert Storm in Saudi Arabia and Iraq. “I started out organized; it make me more so,” Smull said. “You have to be more disciplined. It’s life or death.” Smull just started a new job two weeks ago in data center operations, where she is managing director of incident management. “When things break, we have to go. The next job was through army friends, in Walmart in Arkansas. It’s like the job here at Schwab, like I did in the military.” When she was in the military, women were not allowed in combat. So, she helped set up the cellular program on the battlefield. “We were in the front lines, so we set up the network and made sure it worked,” Smull said. “That’s what we do now – network at Schwab, very similar.” Smull said she is part of the Military Veterans Network (MVN) at Schwab. “More than 500 people are in it in Phoenix and Denver,” she said. “We help each other volunteering and recruiting. We support helping Hiring Our Heroes, a nationwide program. Another program is Military Spouse Employment, a Department of Defense program that helps spouses of military people get jobs.” Smull said Charles Schwab also does training for veterans inside and out on financial literacy.

Gredler said most companies that are coming to the event will bring veteran employees wearing their branded shirts. “They actually will talk to job seekers as they’re walking by and help them navigate how to get a career with the company,” Gredler said. “It’s informal networking. Council updated on new electronic plan review system BY DARRELL JACKSON Glendale Star Staff Writer
The Glendale City Council was recently updated on new software that is being implemented to improve the filing of construction drawings when reviewing for new projects. “This was brought forth earlier, and we are in the process of instituting a software system for construction drawings to be submitted electronically for review and permitting,” said Stephen Dudley, Glendale’s interim director of development services. “There are numerous benefits to doing this electronically, with most being to our customers.” The new electronic plan review will replace the paper-based process of submitting construction drawings for plan review prior to building permits. Submitting drawings online and via the internet are the industry standards. The city started in November 2018 using BlueBeam software for converting documents and computer aided designs (CAD) drawings into PDF format. BlueBeam caters to professionals in diverse fields, including architecture, engineering, mobility, general contractors, specialty contractors, structural steel, oil and gas and government services. Electronic submittals reduce the need for trips to city hall to drop off or pick up plans or make payments, or the need to print hard copies. It also speeds up the process because city reviewers can make comments and markups on the same document at the same time. Customers can also check the status of their submittals or review at any time. Councilmembers were in favor of the changeover to EPR, but questioned why the switch from their current Hansen software to SmartGov was taking so long. SmartGov software will replace the city’s Hansen permit system and Tax Mantra business license software. “I think this is wonderful and long overdue, but I am not hearing when you can expect to fully implement this. Is it one, two or three years?” Vice Mayor Joyce Clark asked. “Also, didn’t we just spend a lot of money from Mantra?” Director of Budget and Finance Vicki Rios said Tax Mantra has been used in the city for years. “Tax Mantra was put into place in
2009 and was the system used to process tax returns, which the state now does,” Rios said. “Since the state has taken that over, we only have to do licensing, and that is why staff selected SmartGov and BlueBeam.” Dudley said the process has begun and they are planning to sign a contract and bring it back for council approval in late March. “The electronic review has already begun and I would estimate 18 months after we sign a contract to switch over to SmartGov,” Dudley said. In 2018, key staff from all city development-related departments received formal BlueBeam training. We are using a hands-on approach to provide user training to city staff. Thirteen computer workstations designed for electronic plan review were purchased and se up in development services, building safety, engineering, planning and fire. The new system will also make advances to public safety and fire departments as they can, during emergencies, pull up floor plans of buildings. “Once this is implemented, police and fire can pull up building plans and see floor plans and what is inside buildings during emergencies, and that will help save lives during emergencies,” Mayor Jerry Weiers said. The approval of the complete system implementation is expected at the March 26 city council meeting. “We pre-planned our funerals to protect our children from finantial burden... We had no idea the peace of mind it would give us.”

Fixed Rate CD offer available in AL, AZ, CT, DC, DE, FL, GA, MD, NJ, NM, NV, NY, PA, SC and VA. Portfolio by Wells Fargo® customers are eligible to receive an additional interest rate bonus on these accounts.3 1. To qualify for this offer, you must have a new or existing Platinum Savings account and enroll the account in this offer between 01/21/2019 and 03/22/2019. This offer is subject to change at any time, without notice. This offer is available only to Platinum Savings customers in the following states: AZ, NM and NV. In order to earn the Special Interest Rate of 2.08% (Special Rate), you must deposit $25,000 in new money (from sources outside of Wells Fargo Bank, N.A., or its affiliates) to the enrolled savings account and maintain a minimum daily account balance of $25,000 throughout the term of this offer. The corresponding Annual Percentage Yield (APY) for this offer is 2.10%. The Special Rate will be applied to the enrolled savings account for a period of 12 months, starting on the date the account is enrolled in the offer. However, for any day during that 12 month period that the daily account balance is less than the $25,000 minimum, the Special Rate will not apply and the interest rate will revert to the standard interest rate applicable to your Platinum Savings account. As of 12/10/2018, the standard interest rate and APY for a Platinum Savings account in AZ and NV with an account balance of $0.01 to $249,999.99 is 0.01% (0.01% APY) and with an account balance of $250,000 and above is 0.05% (0.05% APY) and for a Platinum Savings account in NM with an account balance of $0.01 and above is 0.01% (0.01% APY). Each tier shown reflects the current minimum daily collected balance required to obtain the applicable APY. Interest is compounded daily and paid monthly. The amount of interest earned is based on the daily collected balances in the account. Upon the expiration of the 12 month promotional period, standard interest rates apply. Minimum to open a Platinum Savings account is $25. A monthly service fee of $12 applies in any month the account falls below a $3,500 minimum daily balance. Fees may reduce earnings. Interest rates are variable and subject to change without notice. Wells Fargo may limit the amount you deposit to a Platinum Savings account to an aggregate of $1 million. Offer not available to Private Banking, Wealth, Business Banking, or Wholesale customers. 2. Annual Percentage Yield (APY) is effective for accounts opened between 01/21/2019 and 03/22/2019. The 11-month New Dollar CD special requires a minimum of $25,000 brought to Wells Fargo from sources outside of Wells Fargo Bank N.A., or its affiliates to earn the advertised APY. Public Funds and Wholesale accounts are not eligible for this offer. APY assumes interest remains on deposit until maturity. Interest is compounded daily. Payment of interest on CDs is based on term: For terms less than 12 months (365 days), interest may be paid monthly, quarterly, semi-annually, or at maturity (the end of the term). For terms of 12 months or more, interest may be paid monthly, quarterly, semi-annually, or annually. A fee for early withdrawal will be imposed and could reduce earnings on this account. Special Rates are applicable to the initial term of the CD only. At maturity, the Special Rate CD will automatically renew for a term of 6 months, at the interest rate and APY in effect for CDs on renewal date not subject to a Special Rate, unless the Bank has notified you otherwise. Due to the new money requirement, accounts may only be opened at your local branch. Wells Fargo reserves the right to modify or discontinue the offer at any time without notice. Offer cannot be combined with any other consumer deposit offer. Minimum new money deposit requirement of at least $25,000 is for this offer only and cannot be transferred to another account to qualify for any other consumer deposit offer. If you wish to take advantage of another consumer deposit offer requiring a minimum new money deposit, you will be required to do so with another new money deposit as stated in the offer requirements and qualifications. Offer cannot be reproduced, purchased, sold, transferred, or traded. 3. The Portfolio by Wells Fargo program has a $30 monthly service fee, which can be avoided when you have one of the following qualifying balances: $25,000 or more in qualifying linked bank deposit accounts (checking, savings, CDs, FDIC-insured IRAs) or $50,000 or more in any combination of qualifying linked banking, brokerage (available through Wells Fargo Advisors, LLC) and credit balances (including 10% of mortgage balances, certain mortgages not eligible). If the Portfolio by Wells Fargo relationship is terminated, the bonus interest rate on all eligible savings accounts, and discounts or fee waivers on other products and services, will discontinue and revert to the Bank’s then-current applicable rate or fee. For bonus interest rates on time accounts, this change will occur upon renewal. If the Portfolio by Wells Fargo relationship is terminated, the remaining unlinked Wells Fargo Portfolio Checking or Wells Fargo Prime Checking account will be converted to another checking product or closed. © 2019 Wells Fargo Bank, N.A. I’ll trust an online review only if I know the author BY DAVID LEIBOWITZ Glendale Star Columnist
Maybe the biggest shocker I’ve heard this year comes courtesy of NBC News, which recently probed the origin of online reviews found on websites like Yelp. Their startling conclusion? “An NBC News investigation found thousands of questionable reviews on Amazon, Yelp, Facebook and Google.” I truly am surprised by this. Mostly because I had assumed that all online reviews were written by angry morons, shut-ins and recluses, or close relatives and friends of the business owners. Fake reviews? That had never occurred to me. As for actually reading online reviews and trusting them when I make consumer and dining decisions, yeah, no thanks.
While I acknowledge word of mouth is the most valuable form of marketing, I prefer to personally know the brain and human being attached to the words and mouths in question before I use their data. Or, put another way, I don’t need keen insight from someone named Sally R. to know that Taco Bell will not soon win a James Beard Award for culinary excellence. Sally, however, was a slow learner. And yes, I am quoting her review exactly as written: “3 times I gave stopped here for nachos supreme pay extra and never get them. Today I actually pulled the item out of the bag and asked are you sure jalapenos are on this I was told yes, got home nope paid extra for nothing. Never coming here again, worst place

for service, if I could I would give them zero stars.” Sally’s sense of optimism is sort of endearing. Me, after I’d been ripped off for a nacho supreme not once, but twice, I would have opted for Filiberto’s. Not our gal. She gave Taco Bell a third chance and even interrogated the chef about her meal before dining. Still, she came away short of jalapenos – but then got sweet revenge with a nasty online review. Sally, I raise my chalupa to you. Thank you for protecting Arizona from this scourge. During my NBC News-style investigation, I read literally dozens of reviews. This had two impacts on me. One, I wanted to go to Yelp and review the Arizona educational system for producing such barely functional illiteracy. And two, I wanted to write to some of the reviewers individually and suggest mental help. Like Justin P. of Gilbert, who shared his thoughts about the food selection at a Chevron gas station in Apache Junction: “It Saturday during lunch and this dump still has nothing on its menu ready other than a few pieces of chicken. Everything time I ask for jambalaya or
anything else on their menu they don’t have it. So do yourself a favor and take down the menu if you aren’t willing to make it. I totally understand at weird time of the day but at 5pm on weekdays or noon on a Saturday you should be able to fulfill a order poor practice of a business stick to gas and frozen burritos.” Justin, my friend, I feel like Chevron’s laziness and narrow menu perhaps saved you from a fate far worse than dietary boredom: Death by gas station jambalaya. Even on a Saturday afternoon – when the best-reviewed urgent care facilities are less crowded – risking Cajun food at a filling station in AJ strikes me as poor life management. Stick with the chicken, pal. Or get gallon of gas and drive a few minutes to the Creole Cajun Bistro up the road. I’ve never been and I’m not planning to go anytime soon. But someone named Nisha J. highly recommends the jambalaya. If a stranger recommending a meal on the internet isn’t persuasive, heck, I don’t know what is. Watts: Roll with it – life is too short This month my wife Kathy and I celebrated our anniversary. During our anniversary dinner, we talked about our wedding and our honeymoon from years ago. We had a simple wedding in our backyard and were lucky enough to have our honeymoon in Hawaii. My personality is such that I have to plan everything, and it is very hard for me to just “see what happens.” My wife can plan, go with the flow or just see what happens. She must have told me 50 times during our wedding and honeymoon, “Relax, it will be all right.” I hate to admit it, but she was right. Let me share with you some of the things we planned to the last detail, which then went sideways at the last minute. First, the minister was late and lost the wedding vows that we had spent hours writing. Our photographer was stuck in traffic because of an accident. Our dog, Annie (who passed away several years ago), was going to be the ring bearer. Kathy made a special pillow for the rings and we tied it around Annie’s neck. We practiced her walking down the aisle and she was perfect at rehearsal. We did not plan on several guests calling her name, which, of course, made her go over to them to be petted. She was so excited that all these people had come just

to see her, ha ha. When we finally got to Hawaii and the car we reserved was no longer available, the car they gave us broke down a few miles away. All of this was going on while our luggage had broken open, and we had clothes everywhere. We made it to the hotel and the view was perfect. I left the Arcadia door open at night to enjoy the breeze and sounds of the ocean. Our room was about 50 feet from the beach. During the night, the tide came in and covered the beach. I had never seen high tide before, and since I was only half awake I thought the island was sinking. I woke up my bride and told her of this dangerous situation. She started laughing so hard she almost fell out of bed. To this day, she still starts laughing if I say anything about high tide. Lesson from the bench: There is nothing wrong with having a plan, but life is too short not to roll with the punches. Join Judge Watts’ e-newsletter at donaldwatts.info.
READERS’ VIEWPOINTS LETTERS TO THE EDITOR
Response to Chavez
Editor: Regarding last week’s opinion offered up by Rep. Cesar Chavez; a key question not addressed. I would like to know when he will insist and push for legislation that includes all federal, state and local government employees, including the post office, and yes, all of Congress, too, in his call for participation in and adoption of the ACF. If this truly is a “chance for quality health care,” then no American citizen should be excluded. Doubtless this will ever happen as the “protected” class is more concerned with “do as I say, not as I do” hypocrisy, pure and simple. They have their health care system, funded by us, and they do not want any part of the ACF, otherwise they would be touting the virtues of “our” one-for-
all position. Two separate classes of Americans? As a veteran, I was not apprised while serving that I was merely protecting the separate rights of the ruling/ privileged class. Jamie Reynolds Glendale

Scouts learn all about Sunshine is your flying at Glendale airport fundamental right BY QUENTIN TOLBY
Glendale Star Contributing Writer
On February 16, the Glendale Airport Advisory Commission hosted about 30 Scouts and 20 adults for a day at the Glendale Municipal Airport, where they learned about professions available in the aviation industry. Scouts have the opportunity to learn about different professions and skills by earning merit badges. Hopefully, this will help guide the Scouts to a successful life-long profession. The boys and girls started the day off at West-MEC Aviation Hangar, where Maya Milhon introduced them to all sorts of professions they could study at West-MEC. Next, they learned how and why airplanes fly. Then they had a tour of the airport control tower and watched the controllers while
planes took off and landed. Then they were able to sit in a cockpit of a Beach King aircraft. They heard from two pilots from Southwest Airlines and learned what it is like to be an airline captain. Then Mac McCall and Joe Husband talked about what it is like to manage an airport. Last but not least they heard from Braydon Tolby about how he keeps those birds in the air as a mechanic. They were also able to walk around a Cessna 182 and meet the cadets from the Civil Air Patrol. They made gliders from nine-inch foam plates. The highlight of the day was a couple hot dogs and a coke. With just a little more effort, they will earn their aviation merit badge. I spoke for the Glendale Airport Advisory Council, and decided it was a lot of fun seeing the boys and girls learn about aviation and have a great day at the Glendale Municipal Airport. Scouting is a great opportunity for our youth. Scouts watch planes take off and land at Glendale Municipal Airport during a day with airport officials, pilots and mechanics. For government to be of, by and for the people, it must be out in front of the people. The theme for Sunshine Week 2019 is simply, “It’s your right to know.” The reason it’s your right to know is that it’s your government. From the courthouse to the statehouse to the White House, it is your right to know what government is up to. Every deliberation by city council, county commission, the General Assembly or U.S. Congress is the people’s business. Every penny spent by local, state and federal government is your money. Every document held in the halls of government belongs to you. Transparency is not, or at least should not be, partisan. Access to government meetings and public documents should never be arduous or even controversial. Government derives all of its powers from the public and is answerable to the public. It is unfortunate state and federal laws are needed to protect the public’s right to know. Of course, we know those laws are needed and more often than not must be leveraged by people requesting even the most basic information from elected and appointed officials. No branch of government should exempt itself from freedom of information laws and no person in government should seek to circumvent those laws. Accessing government information and attending deliberative meetings should simply be viewed as democracy in action and not as an adversarial relationship between the governing and the governed. Access laws are not media laws. Every person should have free and open access. The right to know is not only an American right; it is fundamentally right. Government secrecy that goes beyond national security is fundamentally wrong.
So, records custodians at City Hall, the county courthouse or the State Capitol, or with the public school system, must not bristle when a person asks for public records. The records requestors are simply asking for a copy of what belongs to them already. Records requestors should not create an unnecessarily hostile relationship when making requests. A records request and fulfillment should be a basic – and ordinary – transaction between government and the public it serves. City council, county commission, the board of education, the General Assembly and its committees should not balk at the public’s right to attend meetings and should not look for every excuse to retreat into an executive session or closed-door meeting. Attending meetings, sitting in on deliberations and understanding not only what decisions are reached but how those decisions are reached are all things which are simply basic American rights, fundamental to living in an open and free society. In our politically charged, polarized, vitriolic climate, there is very little that conservatives and progressives can agree on. The public’s right to know is one thing that everyone, both in and out of government, both left- and right-leaning, and at the local, state and federal levels, should agree on. We are the government. The government is us. It is, therefore, everyone’s fundamental right to know what government is, and is not, doing. - Jim Zachary is CNHI’s deputy national editor; regional editor for its Georgia, Florida, Mississippi, Alabama and Texas newspapers; and editor of The Valdosta (Ga.) Resident brings transitions to adulthood to Arizona BY ALISON BAILIN BATZ
Glendale business leader Mary Jo Whitfield has been making the “Transition to Adulthood” easier for thousands of Valley youth and young adults for 10 years. (Photo courtesy Mary Jo Whitfield)
Glendale Star Contributing Writer
Glendale resident Mary Jo Whitfield didn’t plan to dedicate her life to behavioral health and social service. Instead, she studied art and the great masters of the craft including Picasso, van Gogh and da Vinci. “I went off to school with a grand plan,” Whitfield said. “I loved the idea of creating something beautiful that could be shared with others.” While at school, Whitfield decided to volunteer with Terros Health. “It was an interesting time of social change,” Whitfield said. “Young men were coming back from Vietnam. They were traumatized and had nowhere to go.” Terros Health bought vans and enlisted the help of volunteers to offer substance abuse and behavioral health services to individuals suffering from the traumatic effects of the Vietnam War. “I realized that if you help one person, there’s a ripple effect that makes a difference for many,” Whitfield said. “A lot of people in this country have mental health and substance abuse issues. They just need a helping hand to break the cycle.” In 1980, Whitfield went to work in the substance abuse program at the Phoenix Indian Center. She got a second job processing claims at the Community Care Network where she eventually became a full-time program manager. The role provided a front row seat to the real social and academic struggles facing youth forced in and out of residential treatment programs. Working with a series of Regional Behavioral Health Authorities, Whitfield used her position to identify trends and gaps in service, creating programs to better serve the youth in her care. In 2006, Whitfield went to work for Jewish Family and Children’s Service. “I liked the organization’s mission of wanting to repair the world and build community through acts of kindness and doing what’s right,” Whitfield said. In 2009, Whitfield was approached by Maricopa County’s Child Protective Services. Youth in the young adult program with behavioral health issues were getting lost and often being
bounced out of the system. Whitfield was asked to establish a program that would focus on helping this underserved population.
Using the Substance Abuse and Mental Health Services Administration’s evidence-based Transition to Independence Process, Whitfield implemented the Transition to Adulthood Program. “Every year thousands of young men and women are released from foster care on their 18th birthday,” said Whitfield. “They often have zero support and no place to live.” The Transition to Adulthood Program is for young adults between the ages of 16 and 21 who need help preparing for the future. The program helps with career planning, college enrollment, housing, daily living skills, finance management and behavioral health issues.
If you help one person, there’s a ripple effect that makes a difference for many. – Mary Jo Whitfield “When we started the program 10 years ago, it had five staff and three clients,” Whitfield said. “Today the Maricopa County evidence-based program is one of the largest programs of its kind in the United States. “I’ve learned a lot over the span of my career,” Whitfield continued. “There are reasons to be relentless at times. The struggle is real. In public health, we work with people that others don’t want to take care of but we know that if we don’t help, who will?”

Looking for a win
McDowell is looking for success at ISM Raceway this month. Hometown races are meaningful to him. “We go to ISM Raceway in Phoenix twice a year,” he said. “That’s obviously really cool. The renovations are great. To have that hometown support is fun. “But, my hope and goal are always the same: to get a victory and to win a race.” ISM Raceway weekends attract 42,000 people daily. Still, there’s a misconception about racing that it’s simple. McDowell says otherwise. “Our sport is different,” he said. “It’s not a stick-and-ball sport. It’s not about how fast you run the 40 or 100. We’re sitting in race cars that are 150 degrees for four hours at a time. The training we do is definitely different than other sports. People who are not familiar with our sport should come out to a race track and check it out. “TV is great, but you have to experience it and see it to truly appreciate it.” The car’s temperature is the killer, McDowell added. “The heat is the No. 1 factor,” he said. “That’s one fact people don’t think about. You’re strapped in there and it’s unbearably hot. It takes a lot of training to get acclimated to that. There’s nothing to compare to it. Running outside, it isn’t hot enough. There are steam rooms and saunas. That’s the type of heat we’re talking about.” Even though the Valley heat may contribute to it, he’s looking forward to returning home. “It’s incredible,” he recalled. “It has its moments like every job where it feels like a job. The reality is I’m one of 40 guys who gets to do this every Sunday. A lot of people have tried, and a lot of people would love to be in my position. I don’t take it for granted.”

Originally from Pennsylvania, Elena enjoys the warm weather in Arizona. Her hobbies include hiking with her boyfriend, going to concerts and playing with her cat, Cheeto. Pastor Delph: Learning from monkey business Here’s an old story about how to catch a monkey in Africa from which we can glean. All an African had to do was build a Plexiglas box and drill a hole in it just big enough for the monkey’s arm to get through. Then they would place a banana inside the Plexiglas box underneath a tree. The monkeys would come to investigate. The monkey would reach in, through the hole, and grab the banana with his hands. But, as you can imagine, when the monkey wants to get the banana out of the box, it won’t come. A banana won’t fit through the hole. The problem is the monkey won’t let go. The monkey’s gotta’ have that banana. The monkey is free but what he is hanging on to is enslaving him. All the monkey must do is let go. You know the rest of the story. The monkey won’t let go and the African

Glendale Pawn & Jewelry has more than 40 years of history BY CAROLYN DRYER Glendale Star Editor
Glendale Pawn & Jewelry has been at the same location for more than 40 years. At one time, it was a small business with other small businesses on each side – a bakery and a convenience store and a retail store. Over the years, Glendale Pawn & Jewelry bought out those businesses and expanded. Lara Goldfarb has been the manager of the pawn shop since 2009, when she took over for her parents, Stanley and Shirley Grossman. The Grossmans had purchased the business from their cousin, Eugene Schnitzer, in the late 1980s. Goldfarb was practicing law in Miami, Florida. She had lived in a lot of states before she settled in Miami. Now, she is settled in Glendale. She calls the Glendale Pawn business and its client
Goldfarb said. “My customers still walk in the door and say, ‘I remember the bakery next door.’ People come in all the time and ask, ‘How’s your dad doing? “It’s a business where it’s kind of difficult to make people happy. Some clients are fiscally irresponsible.” She likened the pawn shop to a bank. “You bring me collateral, I give you a perLara Goldfarb, right, took over management of Glendale Pawn & centage of the value,” Jewelry for her parents, Stanley and Shirley Grossman, in 2009. she said. “A customer (Photo courtesy Glendale Pawn & Jewelry) comes in and it’s a facebase multi-generational. to-face consumer transaction. Goldfarb said the average person who walks in the door needs just a few dollars for a few days and most items that are pawned are redeemed. “When we take property, we get fingerprints and ID,” she said. “It gives us a chance to have a personal relationship with people. So, when the phone rings, 50 percent of the time, someone wants to talk with me.” No transaction is the same. Goldfarb said someone could be pawning baby earrings and movies – all at the same time. One reason to go to the pawn shop, Goldfarb said, is the retail end. She said it can be a lot less expensive. “We have a huge layaway,” she said. “We encourage people to start shopping for layaway now. “In exchange, we give to the commuSEE PAWN PAGE 28

Hello, readers! This one’s for all the thrill seekers and entertainment junkies out there. Perhaps you’re a sports enthusiast who’s planning on attending an upcoming Coyotes game at Gila River Arena. There are many: Saturday, March 9, against the LA Kings; Thursday, March 14, against the Anaheim Ducks. But that’s just a few, and that’s beside the point. The point is, if you’re looking to attend any of these games – or upcoming concerts from Chris Tomlin and P!nk, also at Gila River Arena, you’ll surely be passing through the rest of the Westgate Entertainment District, where you’re likely to notice some new additions. Maybe before a planned night attending a Coyotes game or concert, you can stop by Manna BBQ for a bite to eat. Beside Hot N Juicy Crawfish and across from Buffalo Wild Wings, it’s open from noon to 9:30 p.m. Sundays, noon to 10 p.m. Monday through Thursday, and noon to 10:30 p.m. Fridays and Saturdays. For more information, find it on Instagram @ mannawgate or call 623-877-5007. Maybe you’re not attending a game or concert, but you are spending a night at Westgate, whether it’s dinner and a movie or otherwise. In that case, after taking a group of friends to Manna BBQ, you can Escape Westgate. Not on board the whole escape room craze yet? Well, now’s your chance. Escape rooms are all the rage, and this one should be no different, as it offers an array of officially licensed rooms based on pop culture; they include ones based on “Terminator 2: Judgment Day” and “Bill & Ted’s Excellent Adventure.” Another room is “The Lost Tomb.” Up

Moving along, Kind Hospitality has acquired Macayo’s Mexican Restaurants. Kind Hospitality now has rights to the Macayo’s name and its six Valley Macayo’s Mexican Table locations, one of which is at 6012 W. Bell Road. Kind Hospitality plans to refresh the restaurants with new décor and color schemes. According to Shelby Tuttle, Kind Hospitality’s senior director of marketing and communications, three more locations are planned to be added over the next five years, too. Timelines have not been determined for the renovations or new locations, though the company’s news release says the new locations will be smaller in comparison to current locations (around 4,000 to 5,000 square feet, as opposed to 7,000 to 8,000 square feet). Macayo’s was
founded in 1946 by Woody and Victoria Johnson, whose children – Sharisse, Gary and Stephen Johnson – will still operate the Woody’s Macayo and Macayo’s Depot Cantina locations in Central Phoenix and Tempe, respectively. Finally, Delta Dental of Arizona is back at the Briefcase. And it awarded $600,000 in grants to 31 nonprofits that provide preventive oral health care and dental education to underserved communities across the state. Ranging from $2,500 to $35,000, the grants fund safety net clinics, community health centers, oral health education, dental health awareness programs and oral health coalitions. Specific uses of the grants have included dental health screenings and fluoride varnish treatments, silver diamine fluoride, teledentistry services and more. Goldfarb said, “If you sell something to a pawn shop, you’re not getting the highest value for it. But it is safe. If you’re dealing with unknown people, you don’t know if it’s safe. “I think that a pawn shop is a really nice environment. You talk, react, people feel comfortable with you. For me, it’s more like a friendship sometimes than a business relationship, and you can’t get that in a lot of jobs.” Glendale Pawn & Jewelry sells online at eBay and GunBroker.com. At loan expiration, an individual has the option to pay interest and fees and start the loan anew as if it is day one. “If you go out and use a credit card and don’t pay it off, it affects your credit rating,” Goldfarb said. “But if you pawn an item and don’t pay, the item reverts to ownership of the pawn shop and goes out for sale.” Thus, no hit on the credit report.
