ast Valley business owners say they need an immediate infusion of cash to stave off financial ruin brought on by the coronavirus. The East Valley Chambers of Commerce Alliance last week released findings from a survey of its members to determine the immediate impact of the COVID-19 pandemic on their revenue, operations, and supply chains. Of the over 5,000 members, 485 businesses took the survey – 41 percent of them Gilbert-based. “We are sharing these results, directly from the businesses themselves, with our elected officials at the federal and state levels to stress the urgency of access to financial resources and other top issues identified,” said Kathy Tilque, CEO/president of Gilbert Chamber of Commerce in an email.

ilbert’s two school districts in Gilbert are rolling out remote learning Monday as campuses stay closed until April 10 – and perhaps until the end of the academic year. Higley Unified School District’s 12,000 students will get lessons primarily via online access through Canvas, Microsoft Teams or other platforms. Last week, the district surveyed its students to see who needed electronic devices for the remote learning. Households that don’t have a reliable device for remote learning will be able to borrow one from the district at a campus location. Families also have the option of going with

hard copies of the lessons instead and go pick them up at a drive-thru location. “In addition to the survey, schools reached out to our HUSD families through phone calls and emails regarding electronic device needs,’ said district spokeswoman Michelle Reese. “At this time, only about a fourth of our families have requested a device. We will continue to support any additional requests that arise.” Reese said learning may include video lessons, teacher virtual office hours and online curriculum, depending on the grade level. “This will include lots of feedback and on-going support from teachers,” she said. “Our teachers are communicating directly with parents and students about the work. While there will be flexibility, the amount of

time for each task will vary by grade level.” Gilbert Public Schools, which has 33,000 students, reported that teachers and professional staff last week received online training and professional development to prepare them for working in a distance-learning environment. “All teachers have been trained in a wide range of remote learning tools, which will support them in connecting with and providing instruction for students during the school closures,” spokeswoman Dawn Antestenis said. The district also has created a section on its website where parents and students can go to

Gilbert closes all town parks indefinitely GET OUT STAFF

ilbert on Saturday closed all town parks and their amenities indefinitely in an effort to stop the spread of COVID-19. “The Town has made the decision to close high-touch amenities inside Gilbert parks for the safety of our community,” said Eva Kirschbaum, Parks and Recreation digital marketing coordinator. “All playgrounds and splash pads will have temporary snow fencing around the perimeter, volleyball and tennis nets will be removed and gates to certain areas will be closed and locked when applicable.” Kirschbaum said park rangers and police officers will be making their rounds as always to check for violators. The Town also has placed signs in these areas with a hotline to call if residents see a violation. Gilbert’s action comes amid rising concern about crowds at park trailheads in the Valley as well as places like the Grand Canyon. “This was not an easy decision,” Mayor Jenn Daniels said in a Facebook post. “QWe know how important these amenities are to our residents. With more testing, more cases, more needs for town resources (i.e. cleaning supplies) and the difficulty of maintaining CDC recommended 6 ft. distance...we made this judgment call.” Mesa is keeping its parks open for now,

but closing most bathrooms because people have been stealing toilet paper. Chandler also has kept its parks open, as have Phoenix and Scottsdale. In Scottsdale, however, a group of residents have mounted increasing pressure on city officials to close all parks and trailheads to impose social distancing. So far, city officials have resisted those demands, noting that going out to parks could also have health benefits for residents – echoing similar arguments by Gov. Doug Ducey’s office. However, Scottsdale Unified school officials are locking access to all campus playgrounds. Theresa Pierno, president/CEO for the National Parks Conservation Association, has called for shutting down the Grand Canyon, noting one park ranger on one day had contact with 600 visitors. “Warnings on the National Park Service website and closed park facilities are not enough to deter people,” she said. “In fact, the visitors are still coming in droves. Parking lots are full and attractions are too crowded as people try to seek respite in this incredibly stressful time.”

Teen Lifeline is a Phoenix-based, 501(c)(3) non-profit organization whose mission is “to provide a safe, confidential and crucial crisis intervention service for teens throughout Arizona.” Established in 1986, Teen Lifeline is accredited through the American Association of Suicidology. Last year trained, volunteer peer counselors between the ages of 15-19 answered more than 25,600 calls and 2,400 text messages. Information: teenlifeline.org. The COVID-19 hotline for Arizonans – which has information on virus prevention, testing, what to do if you get sick – is available 8 a.m.-8 p.m. only.

he worsening coronavirus pandemic has given rise to a new hotline for Arizonans and prompted expansion of another for anxious teenagers. Gov. Doug Ducey on Sunday launched a statewide COVID-19 Hotline through $2 million in funding provided by the Arizona Department of Economic Security. The hotline is administered by 2-1-1 Arizona and the Crisis Response Network and will offer an entry point to field questions and concerns from Arizona residents about COVID-19. “As we continue to combat COVID-19 in Arizona, we want to ensure the public has access to resources needed to stay safe and healthy,” Ducey said in a release. “With this hotline launch, Arizonans can get important

Antestenis said elementary campuses were working with families to assess their need for devices, stating, “Processes are in place to provide these to families in need.” All students in grades 7th-12th already have a district-provided Chromebook. For households without internet access, campuses are working directly with families to provide paper copies, Antestenis said. Beginning this week, parents and students can access individual teacher Google Sites through the staff directory on their school website, according to GPS. GPS also said: Teachers will be reaching out directly to students and parents to communicate about educational activities that are specific to a subject or class/course. Assignments at the Pre-K to 6th-grade levels will be used to enhance learning. Teachers will provide feedback about the learning, but there will not be “official” grades for the assignments. Grades for assignments at the 7-12 grade levels will only be used to improve a student’s grade. Both districts prior to Monday offered enrichment resources online for their students, which did not count toward their grades or were part of the curriculum. Neither district last week decided what they were going to do with events such as graduations and proms. The last day for school is May 20 for Higley and May 21 for GPS.

Council OK’s apartments at Cooper-Baseline BY CECILIA CHAN GSN Managing Editor

I

n a changing retail market, 90,000 square feet of long-standing vacant stores at the Shoppes at Gilbert Commons will come down to make way for a 205-unit apartment complex. Town Council voted 5-2 last week to grant the shopping center owner’s request for a general plan amendment and rezone for 8.63 acres at the southwest corner of Cooper and Baseline roads despite opposition from planning staff, the Gilbert Chamber of Commerce and some residents. The Planning Commission voted 5-2 to recommend approval. “Can you tell me how giving up a piece of vital commercial property that I believe is critical to our long-term prosperity in exchange for your proposal is in the best interest of the town of Gilbert?” asked Councilman Bill Spence, who cast the dissenting vote with Vice Mayor Scott Anderson. “If our solution to every economic

downturn is to rezone and put up apartments, every vibrant business area in the Valley would be nothing but high-density housing.” Anderson said he still had questions and wanted to wait for completion of the Northwest Corridor study, which would determine the ultimate use of that site. The nearby corridor is one of Gilbert’s large employment centers. “The town of Gilbert is not giving up acreage or buildings that are retail,” said attorney Ralph Pew, who represented SyWest Development. “That retail exists because a private party invested its income, assets and capital at great risk and chose to build that building and it worked for a while but it got caught up in the plethora of commercial in the area. “The multifamily will insert individuals with disposable income in an area that needs more money to be spent in it at a retail center and that is how it will help the town.” Pew said another option for SyWest is to

fence off the vacant buildings and “leave it that way for x number of years more.” Pew also responded to Spence’s comment that SyWest could come back in the future and ask for more apartments if current tenants like Kohl’s, Ross and Old Navy were to leave the shopping center. “In the real estate development world, assurances and guarantees are very difficult to come by,” Pew said. “None of us can predict what may happen. I can tell you this much: it is certainly not the business of SyWest to demolish shopping centers that are functioning and do something else. They own a retail rental business and that is what they intend to do. “Could something catastrophic happen? Of course it could but that is not where this project is headed. I don’t think it would be a fair comparison to say that would be a possibility. This is not in our intent. That is not where we would take this project at all.” The council majority agreed that a change was in order.

“That corner has been struggling for eight years,” Councilman Jordan Ray said. “I suspect it will struggle more in the coming months with COVID-19.” Ray said big-box stores like Target and Walmart that could go in at the location already exist kitty corner from the center. “So, I wished this would be 100 percent occupied with commercial and generate tons of tax dollars but it hasn’t happened in the last eight years,” he said, adding the project will help revitalize that corner. Arizona jobless claims soared in just one week BY HOWARD FISCHER Capitol Media Services

T

he number of Arizonans applying for jobless benefits jumped by a factor of seven this past week, providing the first clear indicators of the effect COVID-19 is having on the state economy. New figures from the state Department of Economic Security shows there were 29,333 initial claims for unemployment insurance for the week ending this past Friday. That compares with 3,844 the week before and 3,357 the week before that. And all this occurred before the Legislature adopted an expanded definition of who is eligible for benefits to include not just those laid off but also to waive requirements for people to go out and look for work to get the weekly checks. That provides relief for those who expect to go back to their original jobs once their employer reopens. More significant, it protects those who are either infected or live in a home where someone has COVID-19. Glenn Hamer, president of the Arizona Chamber of Commerce and Industry, said those are precisely the people who should not be out going from job site to job site. Gov. He said he can think of a couple of uses that might drop in there as he’s seen with struggling shopping centers. “There’s some churches, there’s charter schools and those two entities typically file as nonprofits and the town will get very, very little if any tax revenue off of those,” Taylor said. Another possibility is a Goodwill store, said Taylor, who added he liked and supported Goodwill. “These are the kinds of uses you are seeing outside of them sitting vacant,” he said. Taylor also said the chamber’s opposition is based on an outdated model that giving up square footage is a loss of revenue. “It’s not the reality we are living in anymore,” he said. “The new model is online. That is really what’s killing these

ing one-week waiting period after being out of work before someone can collect benefits. All that portends even higher numbers of people out of work – and looking for benefits – in the weeks ahead. The Economic Policy Institute estimated that the state will lose nearly 280,000 jobs in the private sector due to COVID-19. Not surprisingly, many of these will come in the leisure and hospitality industry with the shuttering of bars and a prohibition against in-restaurant dining in the counties with confirmed cases. Loses also are projected in retail trade. The most recent figures from the state Office of Economic Opportunity – from January, before the outbreak – show 2.54 million people employed in the state’s private sector. The losses projected by the Economic Policy Institute amount to about 11.1 percent of the total. If the organization is correct, the change will boost the state’s jobless rate from 4.6 percent to close to more than 12 percent by this summer. That’s higher than not only than what it hit during the Great Recession but even higher than records going back nearly a half century, with a peak of 11.5 percent in December 1982. By law, jobless benefits are paid for from a trust fund financed by a tax that all

companies pay on the first $7,000 of each worker’s salary. Rates can range from less than 1 percent for employers who have the best job history – meaning the fewest number of workers let go – to 5.4 percent for those with the highest number of layoffs. The average this year, according to DES, is 1.6 percent, down from 2.4 percent following the recession. That trust fund is supposed to be self-leveling. Both the measure approved by lawmakers and the governor’s executive order contain provisions saying that an individual company’s experience in having to let go workers due to COVID-19 will not affect their premiums. But as the fund drains down, it will have to be replenished. That’s precisely what happened after the 2008 Great Recession where the fund, which had been at over $1 billion, went into the red by $600 million. And that forced the state to actually borrow money from the federal government. All that meant not only higher premiums but an actual $42-per-employee surcharge to pay off the note. What happens this time depends on several factors. It starts with the trust. The most recent figures show a balance of more than $1.1

billion. But then there’s the question of how long the downturn lasts. Hamer said there’s a big difference between the recession of the last decade and what’s happening now. He said that one was the result of structural weakness in the economy, something that took years to overcome. By contrast, Hamer said, the state and nation was on sound structural footing until the outbreak. And he said the worst of the virus could be over by the summer and employers could start rehiring then. She pointed to a multi-family development under construction at Gilbert Town Square shopping center. That once-struggling center is now seeing more occupancy and higher leases, she said. Daniels said she’s probably voted against multi-family projects more than anyone else but that the town needs to accommodate change. “Vacant retail over so many years will only detract from a community,” she said. Residents in opposition said they wanted retail and the project would mean a loss of sales tax for the town. They also decried the traffic the complex would bring. Laurie Gray said the Council’s decision would be “precedent setting” and could lead to a loss of businesses in town. Others, such as Barb Savoy of Friends for

Life Animal Rescue, appreciated the apartments as immediate neighbors. She noted in her email the nonprofit’s site caregiver and many of its volunteers are female and welcomed the safety that would come from “occupied luxury apartments.” With the Council’s approval, SyWest intended to sell the 8-acre site to multi-family developer PB Bell, which will develop Gilbert Commons, consisting of three-story apartment buildings and carriage units along the eastern side of the property. The development also will include a pool, clubhouse, dog park, entertainment pavilions, community fire pits, an outdoor kitchen and tot lot. Units will range from 703 square feet to 1,342 square feet and rent from $1,100 to $1,850 a month.

A

Gilbert bibliophile who built and installed a book-sharing box to share his passion with the community is seeing more than just paperbacks and hardcovers changing hands these days. “The first time, I saw a can of soup and a box of tea bags,” Jim Thomas said. “The next day I saw toilet paper, paper towels and soap.” About two weeks ago, residents have been dropping off pantry items at the box or taking some from it. COVID-19 has spurred panic-buying of items such as toilet paper, canned goods and water, leaving store shelves bare. Thomas said people are adding pantry items daily. “I’m happy people are responding to it in the time that we are facing right now,” he said. Thomas, an avid reader who passed

his love of books on to his two sons, now adults, and twin grandsons, embarked on building his “little library” last year. The concept is modeled after the Little Free Library Program, which advocates a “take a book, return a book” free exchange via small wooden boxes that

people can assemble and put in front of their house. “In the summertime, my birthday was coming up and I asked my friends and family that instead of giving me presents, I would like gift cards to stores to purchase products and tools to make the little library,” Thomas said. “So, I

started it in July and it was a slow process because of working and other obstacles in life.” Eventually, he completed the box and erected it near his son and daughter-in-law’s house in south Gilbert because he lives in an apartment. He stocked it with books he’s finished reading – sports, biographies, novels and travel. “I was pleasantly surprised it was being well used,” he said. Thomas said a windstorm about a month ago blew the box off its base but someone found it, repaired it and put it back with all the books in place. “It’s no longer my project,” he said. “It belongs to the community now. They are taking care of it. “Through no prodding of my own, I just put my little library there, most people in the community are stepping up and providing items people may need.”

This survey helped focus our advocacy efforts and expansion of our promotional opportunities for all Gilbert businesses.” Other Alliance members include Mesa, Scottsdale, Tempe, Queen Creek, Carefree Cave Creek, Fountain Hills and Apache Junction chambers of commerce. Tilque said a 9.7 percent response rate was good, given the turnaround of two days for all the chambers. “With more time, it would have been higher,” she said of the participation. “When we personally contacted all 820plus Gilbert Chamber members, these survey results were spot on.” Business were already hitting the skids before Gov. Doug Ducey on March 19 ordered all bars, movie theaters and gyms to close and restaurants to provide dine-out and delivery options only in Maricopa County. Survey participants represented nonprofits and businesses sectors, including restaurants and catering, real estate, healthcare and professional services such as architects and lawyers. “Out of the responses, 69 percent were from small business with less than 20 employees, those are the ones that are really concerned,” said Sally Harrison, CEO and president of the Mesa Chamber. “They don’t have the same resources” as the larger businesses. “Lots of people are concerned because of the unknown, trying to figure out what to do moving forward with employees and are they going to furlough them or just close their doors, how do they take care of them as far as benefits,” she said. The survey found over 40 percent of the employers experienced a significant loss in business due to COVID-19 and over 30 percent said they’ve experienced a significant loss in their operation or supply chain. Additionally, over half anticipated slower sales over the next 30 days with reduced hours of operation, layoffs and temporary closure. Across the board, respondents’ immediate need was access to funds to keep their businesses afloat and to cover payroll expenses. Some businesses are so

new they have already maxed out their loan options. Employers noted the need to streamline the Small Business Administration loan application, limit restrictions and have access to loans and lines of credit. Unless they can access funds now, a period of 15 days or more may be too late for many businesses, the survey reported. Their immediate need also included debt relief – reduction or deferment of rent and mortgage payments, loan deferment and utility bill deferment. And, employers were concerned with the welfare of their employees and wanted clarity on how to accommodate sick leave, The Family and Medical Leave Act and payroll tax credits. The survey found business owners were trying to reassign or identify new duties like maintenance, meal prep, delivery and remote work assignments to keep their current employees on the job. Tilque said she was not surprised but impressed by the businesses’ concerns “expressed time and time again about how to provide for the health and welfare of their employees.” Many businesses also cited a critical need for medical and sanitizing supplies in order to do meal prep, delivery and carry-out services. Without these supplies, many antici-

pated closing their doors to protect both employees and customers, which will diminish the opportunity to recoup any lost revenue. All businesses sectors reported a loss of contracts or canceled appointments. With schools closed and people working from home, there is a limited need for services such as childcare and pet services. Especially hard hit was the hospitality industry with an estimated immediate loss of between 60 and 90 percent of reservations and walk-in traffic, according to the survey. Even food banks are affected, reporting donations down 60 percent. Many restaurants, although seeing a loss of in-house revenue, have transitioned to take-out and delivery for income. The survey noted that spring is traditionally the most profitable time of year because of tourists and school breaks and that called March 2020 as being “the worst month on the books.” One business reported its revenue for the week of March 16 generally is around $43,000; this year it was $89. The respondents shared new product-delivery models that include online and real-time for dance, workouts, virtual meetings and sealed adult beverages with food-takeouts.

Local online retail stores instituting this new model are increasingly relying on FedEx and UPS for their deliveries. Harrison said the chambers are sharing the businesses’ needs with the community so it can support them with pickup or delivery from restaurants and ordering online from a local small business instead of a big chain. “Some people, they get it and go out to eat anyways so they pick it up,” she said. “That is the push we all want to focus on, if you are going to eat, why not do that? You can’t get everything you want in a grocery store so go and support the little guys.” She said for Mother’s Day, customers can go and purchase something now from a local business instead of waiting until May. The same goes for birthday gifts and other special occasions, buy now and get some cash into the hands of local businesses, according to Harrison. For employers, she suggested they offer some sort of incentive or discount to get customers through the door, while noting the limit to no more than 10 people in one location. “We’re not looking past social distancing,” Harrison said. “We’ve encouraged some of our members to have drawings. They have to think broad and different.” Even after the crisis passes, businesses expressed concern for long-term impact, worried that consumer fear will negatively impact sales, reservations, investments and “business as usual” long into the future.

Gilbert businesses hear about SBA aid BY CECILIA CHAN GSN Managing Editor

S

mall businesses in Gilbert are urged to apply for federal disaster loans now in order to get the help they need to keep their livelihood intact from the pandemic. Two representatives from the U.S. Small Business Administration gave a brief presentation of the Economic Injury Disaster Loans in a teleconference last week hosted by town officials and the Gilbert Chamber of Commerce. It was the second of the weekly call-ins for the town’s business community to convey their concerns and needs and 79 businesses logged in. “We are all in this together,” said James Pipper, a lead economic development specialist with the SBA office in Phoenix. “And together we will get through this. We are getting lots of calls in the office.” Businesses and some private nonprofit organizations affected by COVID-19 can

apply for a working capital loan, according to Craig Jordan, SBA lead lender relations specialist. Small businesses that can apply include hotels, restaurants, recreational facilities, retailers, wholesalers and owners of rental properties. The SBA’s judges applicants on credit history, the ability to repay the loan, its location in a declared emergency county and working capital losses due to the declared disaster and not a downturn in the economy, according to Jordan. A number of documents are required for filing, including a recent federal income tax return, a schedule of liabilities and a personal financial statement. Jordan advised businesses to include everything they can think of in their schedule of liabilities for their monthly expenses before the pandemic hit. A business can’t use the loan for expansion, to refinance long-term debt or replace lost profits but can use it to pay fixed debts, such as payroll and other

Ducey’s recently postponed evictions until July 23 but it pertained only to residential renters, according to Kathy Tilque, president/CEO of Gilbert Chamber. He advised employers to apply even if they think they won’t qualify because the situation is so fluid and restrictions in place today may be lifted later. Michael Carroll, a tax accountant, said many of his small-business clients have seen a 70 to 80 percent drop in revenue this year while being pressured to maintain employee levels and paying fixed costs such as rent. He said he’s encouraged his clients to contact their landlords for relief without success.. “The feedback they are getting basically is unless compelled by the government they were not doing anything,” he said. Mayor Jenn Daniels said rent has been a hot topic for Gilbert businesses as the end of the month nears. She said other cities have created a fund to help with the situation and can do so because they are chartered cities while Gilbert is a general law town

Crisis wipes out millions for nonprofits GSN NEWS STAFF

ith increasing demand and a corresponding plummet in donations, nonprofits in Gilbert and across the region are taking a major hit from the COVID-19 pandemic. As a result, two organizations have stepped up efforts to shore them up during the crisis. Valley of the Sun United Way launched a “United for the Valley COVID-19 Fund” to support families and businesses impacted by the virus and begged for help, asking for donations at vsuw.org/covid19fund or via texting UnitedFund to 51555. The virus “leaves many families and individuals struggling more than ever with how to secure food, childcare, and rent money – also causing local nonprofits to be faced with unforeseen demands and challenges,” United Way said in a release. The Alliance of Arizona Nonprofits said a survey found that nearly 90 per-

cent of the 364 members are predicting a loss of nearly $30 million in revenue from canceled events. More than half of the nonprofits expressed concern for budgetary implications related to strains on the national economy and indicated their services to communities and individuals had been disrupted. “It’s incredibly difficult to watch this happening and we’re certainly much too early in the process to even try to determine an overall dollar impact, but we do know that organizations reporting revenue impact expect to lose an average of 31 percent of their revenue with reported ranges up to $10 million,” said Alliance of Arizona Nonprofits CEO Kristen Merrifield. Merrifield said that additional steps have been taken to provide expanded support through the upcoming Arizona Gives Day 24-hour online fundraising campaign, a collaboration with Arizona Grantmakers Forum and presented by

First Bank, on April 7. An Emergency Relief Fund will give donors the option to increase donations as an add-on at check out or through direct donation at azgives.org/aznonprofits. In Gilbert, About Care is looking for more sanitary and cleaning supplies to give to 450 elderly residents it serves in Chandler, Gilbert and Queen Creek. The organization normally has volunteers driving senior citizens to medical offices or recreation centers. But public health officials are advising older residents to stay home, prompting About Care to refocus its resources to homebound care. CEO Ann Marie McArthur said her 150 volunteers are trying to keep clients home by bringing groceries and supplies to them. Most of About Care’s clients are low-income residents, McArthur said, and don’t have a stockpile of toilet paper or canned goods saved up in their cabinets. Aside from basic necessities, About

Care is also prioritizing the emotional needs of clients by making sure every one of them regularly gets a friendly phone call from a volunteer. Some clients don’t have any family living nearby, McArthur said, and lack any social connections. “They’re isolated anyways but now it’s gotten to a point where we really need to make a concentrated effort to reach out to these people,” McArthur said. Arizona Grantmakers Forum President and CEO Laurie Liles said, “It’s clear that Arizona nonprofits are facing a triple threat from the COVID-19 outbreak: staggering revenue losses from canceled events, workforce shortages as volunteers and paid staff stay home, and dramatically increased demand for their services.” Valley of the Sun United Way is working with local foundations, businesses and others to create the new United for the Valley COVID-19 Fund, which will be directed to the county’s most pressing needs.

At age 9, Gilbert drummer is a rock star BY MONIQUE SELEEN GSN Contributor

A

t just 9 years old, Gilbert resident Recker Eans has taken his love and talent for drumming to a level way beyond his years. He belongs to a band, The Twits, that he helped create and has performed with heavy metal groups, including Pennywise and Authority Zero. After being discovered through his Instagram account, Recker was asked to become the lead drummer for the band Silence the Voice, whose other members are all in their twenties. “I was born to play the drums,” said Recker. His parents, Justin and Laura Eans, said they knew he was destined to be a drummer from very early on. “He was always tapping a rhythm,” said Laura. “We took him to a concert when he was little and he was using straws like drumsticks while listening to the music.” On his 5th birthday, Recker asked her for a drum set and shortly after began taking lessons. His parents stumbled across the School of Rock in Gilbert, Justin recalled. “I was just driving around one day, saw the school and decided to go in,” he said. Justin said he was told his son was too young. “I asked if Recker could at least audition and after they heard him play, saw that he had a good attention span and was capable of learning, they decided to let him in,” said Justin. “He was the youngest student they ever had at the time.” Since enrolling at The School of Rock, Recker has also learned how to play bass and acoustic guitar and receives vocal lessons. Through the School of Rock, he met

Recker also makes time for a rehearsal with Silence the Voice once a week and attends the School of Rock three to four days a week. Recker is a fourth-grader at Coronado Elementary School and has been part of their Chinese Immersion Program since kindergarten. Like any student, he has homework and projects to complete and tests to study for. “He misses a lot of school for performances or media opportunities,” said his mother. “Thankfully, his teachers have been understanding and he’s still able to keep up academically.”

Virus abruptly reshaping Gilbert housing market BY PAUL MARYNIAK GSN Executive Editor

T

he abrupt economic downtown created by the COVID-19 pandemic is doing something to Gilbert’s housing market that hasn’t occurred for months – driving up the inventory of homes for sale. But with unemployment rising in the wake of the coronavirus, that likely won’t not be great news from anyone’s standpoint as sellers may not find as strong an appetite to buy a home as there had been only a matter of weeks ago. Fears of close physical contact with strangers shared by sellers and buyers – combined with potential buyers’ concerns for their own financial health – are throwing water, at least for a while, on what had been one of the nation’s hottest housing markets, experts say. The abruptness of the reversal in the market’s fortunes has been as stunning as that of the overall economic downtown, one expert noted. “The speed of change is as high as we have ever seen,” remarked the Cromford Report, which closely studies the Valley’s housing market. Until businesses started closing as the result of social-distancing directives over the last two weeks, the housing market in Gilbert and most of the Valley posed a steadily rosier picture for sellers and a spiraling grimmer outlook for buyers. Home values continued to increase while available homes – particularly those around $250,000 to $300,000 – were nonexistent in some ZIP codes, including some in Gilbert. But now, a different picture is emerging. The early warning signs that the COVID-19 pandemic would impact the housing market came during the first week of March, when Cromford predicted

that high-dollar house sales would ebb. It said in early March that while transactions for homes at prices of $1 million or more had increased in February by 56 percent over February 2019, the trend was likely to hit a wall. “With the recent negative developments in the markets for stocks and commodities, we would anticipate the demand for homes over $1,000,000 to be less impressive when we look at numbers for the next few months,” it said. Meanwhile, buyers of more modest means found greater frustration as the month began: data for February showed closings on homes up to $250,000 were down almost 19 percent from February 2019. Sales of homes between $250,000 and $500,000 increased last month by 26.5 percent over February 2019 while closings on homes between $500,000 and $1 million were up 26.5 percent, Cromford said. The bottom line, it added: “The supply

situation is even more extreme than last month. Rapidly rising prices have done little to dampen demand.” Conversely, it said, “sellers are still gaining negotiation power in 14 out of 17” communities – including Gilbert. But what a difference a pandemic makes. Cromford last week was far more pessimistic about the Phoenix metro housing market overall – even as it reported that the available housing stock suddenly began increasing. For those who are still in the market, it said, the inventory of homes for sale is loosening quickly – with the overall number of available houses increasing by 27 percent Valley-wide in four weeks over the same period a year ago. In Gilbert, inventory shot up 20 percent in a week, although Cromford noted: “Of course, we were starting from an excruciatingly low inventory of active listings between $150,000 and $300,000, so it is not hard to see a high percentage

increase from such an abnormally low base.” While Zillow, the Cromford Report and other analysts stressed it’s far too early to assess even a medium-term impact of the virus on home inventory and sales, they said all signs point to a cool-down. Zillow noted an abrupt increase in mortgage rates and noted Bank of America’s downgrading of some major holmebuilders – “suggesting the bank believes COVID-19 will harm consumer sentiment and slow home building.” If that happens, it could put the brakes on a a frenzy of home construction in the Valley that saw record numbers of building permits being issued for single-family homes in Maricopa and Pinal counties. Concern over foreclosures also began to mount last week in the wake of record unemployment claims. Zillow Economist Jeff Tucker said, “The big question at the moment is to what de-

gree measures being taken by local, state and national legislators will help limit the number of foreclosures in the months ahead.” Among the factors driving the inventory increase is the virtual collapse of the tourism and hospitality industry – which has pretty much wrecked, at least for now, vacation rentals, Cromford said. Homeowners who only last month were enjoying the additional money they were making through Airbnb are quickly deciding it might be a better idea to put that same house up for sale before things get any worse, Cromford indicated. Moreover, it noted, “A huge amount of wealth has been destroyed on the stock market in the last month as the indexes return to 2016 levels. This leaves cash in short supply and some owners may need to turn fixed assets in liquid assets at short notice.” Social distancing also is playing a role, the report said, explaining: “Few normal buyers are willing to make an offer without viewing a property, though some investors may be

tempted. …Buying and selling, as well as construction are likely to drop sharply, especially if a close-down is ordered by government, as it has in several states. “In fact, I am surprised that showings remain as high as they do. Some people are clearly not taking the pandemic seriously enough, which is a big mistake that will cause the virus to spread more quickly and incur a higher mortality rate.” Gilbert’s increase in homes for sale was the second highest among 17 Valley cities in mid-March, Cromford noted, behind only Avondale’s 46 percent. Chandler and Mesa weren’t far behind, prompting Cromford to observe that the Southeast Valley was showing a particularly strong inventory increase. Cromford and Zillow stressed that homeowners, for now, don’t have to worry that the rapid changes are affecting home values – which have hit almost unprecedented levels over the past year. “During the outbreak, there is little reason to suppose that house values will be significantly affected, up or down,” Cromford theorized, stressing it was hard to predict what will happen because the virus itself is unpredictable.

“We will not know where we stand until the virus is peaked and the economy is well on the road to recovery,” it said. But, it added, “sales volumes will inevitably collapse for a while until the outbreak dies down. It will not even be possible to calculate meaningful home price numbers if there are too few closed sales to measure effectively. That volume of sales activity will depend on the duration of lockdowns – especially if they increase in severity. “Real estate activity will be increasingly limited, causing volumes to drop,” Cromford observed. “How far and fast they drop in Arizona will depend on decisions made at the state and county government levels.” “It is possible that sales will cease closing if title companies and/or county recorder offices are temporarily closed,” it added, warning: “The impact of COVID-19 on the housing market has been relatively mild so far, but it is likely to become more dramatic over the next few months.” The virus hit just as inventory inched up after months of shrinking. At the beginning of March, Cromford noted, “New listings are still arriving

more slowly than normal and year-todate we have experienced a shortfall of 10 percent compared to 2019. Supply continues to fall quickly across most of the market.” The report had noted prices “have not risen nearly enough to have any effect so far” on demand. Now, it said, “the housing market has reacted to what is happening” as “a powerful upward trend transformed into a sharp downward trend.” At the same time, however, Cromford cautioned against any firm predictions, saying, “any predictions are practically worthless” given uncertainties about the virus’ spread. “If we knew what the real extent of the virus was, we could get a better handle,” it noted. “Without a massive testing program, the whole country is flying blind.”

Gilbert Little Leagues postpone season until May BY ZACH ALVIRA GSN Sports Editor

T

he coronavirus outbreak has impacted sports at every level, including Little League baseball and softball leagues across Gilbert and the rest of the East Valley. Little League International announced play would be suspended until at least May 11. In Gilbert, the impact of the postponement is being felt across all three of the town’s leagues. Dennis Larson, a longtime board member in the Gilbert National Little League, expected to see some complaints from parents but none have come across his email. “I’ve gotten zero complaints, and I normally see all of those come through,” Larson said. “I saw some people criticize Little League International because they announced it would be postponed before schools were even closed. But now, I haven’t heard anything.” Larson became involved with Gilbert National eight years ago when his son, now a junior at Mesquite High School, played. Since then, he has served as president. His family is feeling the impact of school closures, as high school athletics have been put on pause. Still, he can’t help but feel for the players in Gilbert National who are in their last season of eligibility for the Little League World Series. “We don’t know how everything is going to shake out yet,” Larson said. “We are typically wrapping up our regular season in mid-May. I feel bad for those kids who are in their last year.” Disappointment and overall anguish for players spread across the East Valley. Phil Cardis, the president of the Red Mountain Little League in Mesa, said this was apparent in those involved in his league. “There were some mixed reactions, but definitely some disappointment,” Cardis said. “A lot of the kids were excited about the opportunity to play. We have a lot of

Smith has coached his son, Karson, in Chandler National for 6 years now. The duo started in the league together when Karson was 5 years old, playing other sports along the way. Ashley Jacobson, a parent in the Ahwatukee Little League, said the postponement of the league was disappointing for her three sons, Carter, 11, Lucas, 8, and Miles, 3. They’ve all gone through several changes over the last couple of weeks with schools shutting down and now baseball being postponed. While it’s been hard on all of them, it’s been more difficult for Carter, who is in his last season. “They’re kind of taking things day-byday, I know they miss playing ball,” Jacobson said. “Being able to sit and watch kids play sports is one of our favorite things to do this time of year. I understand why they did it, but it is still a little disappointing.” Several members of the Ahwatukee Little League felt the same way about the postponement early on. But after Ahwatukee Little League officials announced a family member of one of its players had tested positive for COVID-19, those feelings may have changed. “I think this gives another reason that we made a good decision on postponing the league,” said Ray Ng, the president of Ahwatukee Little League. “We want to make sure the community knows this is close to home and it’s not just stuff we read on the news. We should take this seriously for everybody’s safety.”
