ow is an extraordinary moment. A moment when the barbaric, chillingly casual killing of George Floyd on a public street closely followed the killing of Breonna Taylor in her own home during a botched execution of a no-knock warrant, the vigilante killing of jogger Ahmaud Arbery and the attempted weaponizing of the police by an entitled, rule violating dog walker in New York City’s Central Park have belatedly created a national consensus that black lives do indeed matter. A moment when history will judge whether our core morality rose to confront the long simmering racial justice issues as the world impatiently waits and watches. A moment that erases any disingenuous or conveniently oblivious claims of “I don’t know” or “I am not aware.” The question is can we meet this most extraordinary of moments. Pasadena is not immune or insulated from national movements or trends; we echo and mirror them. For many Pasadenans, the recent events in Minneapolis, Louisville, Georgia and New York City triggered painful personal memories of their own experiences. To that point, I applaud the local protesters who have been peacefully exercising their most cherished of American rights. One event I must note is the protest organized by the Pasadena National Association for the Advancement of Colored People, National Day Laborer Organizing Network, faith leaders, students and other leaders last Tuesday, June 2, which began at First AME Church led to a program at City Hall. I was honored to participate in that historic, peaceful event. Additionally, I applaud the fine men and women of the Pasadena Police Department who have displayed calm professionalism and an understanding of this moment during the last two weeks and particularly during last week’s protest. I must acknowledge Chief John Perez who set a welcome tone as he personally directed traffic for an extended period outside First AME Church at the start of the community vigil last Tuesday. Problems create opportunities. Opportunities to do better, to be better; opportunities to genuinely ask where do we go from here. Can we meet this moment?
In a glass half full of spirit, I view this as a win-win opportunity. When everyone in our community is protected and served by the police, everyone, including the police, is safer. When the police are held to standards of justice similar to those imposed on residents, police are less likely to be vilified and endangered by those feeling aggrieved and vengeful. I offer four starting points, admittedly not exhaustive, suggestions to move us forward and meet the moment: 1. Civilian Oversight. Justice demands accountability and transparency that sends a symbolic and substantive message to all. 2. Budget and Resource Review. The mission of our Police Department is to serve and protect the community by safeguarding lives and property. As we engage in an honest, likely emotional public conversation of how to best fulfill that mission, I hope that we can view this challenge with fresh, enlightened eyes that see what we can do and can be done. The core question is how to best deploy our city’s finite resources to achieve this mission. 3. Interaction. Develop additional ways that our police officers can interact with the community in non-confrontational settings that remind both groups that good people exist on both sides of the badge. 4. Ongoing Review Process. We must impose self-discipline by establishing an ongoing review process to completely address what the heat of the moment may miss. In the warp speed of today that recognizes where our nation collectively was just two weeks ago today before George Floyd became a household name and movement symbol, we must allow our decisions of the moment to have the flexibility to adapt to additional information and solutions. Our collective five-second attention span cannot be allowed to undermine desperately needed justice as we soon move on to the next shiny object. We have an opportunity to be on the right side of history. Let us meet this moment and ensure that our actions match our words. n Pasadena City Council member John J. Kennedy represents District 3. POLICE PORN PARAMOUNT NETWORK PULLS PLUG ON ‘COPS’
L
ocked in the house for the past three months, the average worried but bored American has been forced to watch TV for daily doses of sometimes informative, humorous, even elucidating programming, but more often mind-numbing or truly offensive “entertainment” content of every imaginable form. Up to and after the death of George Floyd at the hands of former Minneapolis police officer Derek Chauvin, who killed Floyd by planting his knee on the neck of the laid out and handcuffed African-American man for nearly nine minutes, ratings for two perennially popular but utterly repulsive TV shows — “Live P.D.” on A&E, and “Cops” distributed by Paramount Network, owned by ViacomCBS and featured on a number of stations offered on our local Spectrum cable provider’s daily content menu — were through the roof. Both shows routinely portray violent, degrading and inhumane treatment of African Americans and other people of color who cross paths with law enforcement agencies from around the country, police officers essentially treating dirt-poor black “suspects” like garbage, like subhuman beings. Not so much with “Live P.D.,” but on “Cops” too many scenes end with the swarming of a single man, throwing the often shirtless or shoeless suspect to the ground facedown, punching his head while barking orders to “stop resisting,” then from behind putting their knees on his head, neck, back and legs — often finally tasering the man to make him submit to handcuffing. And what is accomplished by all this? The discovery of a dime bag of weed in an empty cigarette pack, in bassackward places in the South where marijuana for any type of use is still illegal, or small amounts of cocaine and crystal meth, or a knife, or maybe a gun. Yes, that’s usually all they get. Most importantly, though, these “Cops,” apparently by any means necessary, get their man, who by the time they’re finished beating him up is a battered wreck, unable to say anything, let alone something incriminating or even remotely exculpating. In Pasadena, this may sound all too familiar to PW readers. The abovementioned scenario is much like what happened in an incident involving Altadena’s Chris Ballew in November 2017. Ballew, 21 at the time, was pulled over in his late-model Mercedes with tinted windows by two Pasadena officers, and then thrown to the ground on his stomach with his face slammed into the asphalt and his head punched by a cop sitting on top of him. Ballew was then beaten from behind with a metal night stick by one of the two Pasadena cops who assaulted him. Ballew suffered a broken leg and numerous other injuries before being arrested. Only he had neither weapons nor drugs in his possession. His crime: driving with tinted windows, and apparently having the temerity to ask why he was being pulled over. It wasn’t until cell phone footage from an anonymous person became public that charges against Ballew were dropped and the city, the department and the two cops were sued in federal court, where the case is still wending its way through the system. The two officers who did this are still with the department, despite repeated calls for them to be fired. Variety reported Friday that A&E would not air new episodes of “Live P.D.,” which has been on TV for four years and is the network’s top-rated show. As for “Cops,” which started on FOX 1989, Paramount Network finally canceled the show Tuesday, the day after it was to premiere its Season 33, according to The New York Times. Paramount seems to be aware of the very negative images — the cop porn — they have been distributing around the country. As Variety reported, “Paramount Network owner ViacomCBS made headlines earlier this week when on (June 1) the company’s cable networks went dark for eight minutes and 46 seconds — the amount of time that the Minneapolis police officer kept his knee on Floyd’s neck, killing him in the process.” It’s nice to see these two networks doing at least something good with respect to what happened to Mr. Floyd — that is something other than further widening the social and cultural fissures between minorities and law enforcement that they have helped create through their selectively deceptive “reality TV” programming. It would have been nice if they had pulled the plug on “Cops” on Thursday, not Tuesday, so this column, which I started writing Saturday night, might claim some part of this victory. IN THE WAKE GEORGE FLOYD’S DEATH, PASADENA POLICE CHIEF JOHN PEREZ REFLECTS ON POLICE TACTICS AND THE POSSIBILITY OF A CIVILIAN OVERSIGHT COMMISSION BY MATT RODRIGUEZ
P
asadena Police Chief John Perez said he was appalled when he saw the cell phone camera images of George Floyd’s death and the tactics used by the Minneapolis police officers involved in the horrifying incident. Prior to becoming chief, Perez worked in several different units such as Community Relations, S.W.A.T. and Internal Affairs. Taking control of the Pasadena Police Department in 2018, the 54-year-old, married father of two has tried to reform the PPD through training in implicit bias and de-escalation techniques in potentially violent situations, as well as community integration of officers. But Perez, who has spent his entire law enforcement career in Pasadena, is more than a police officer; he’s also a scholar, over the years going to school at night and earning three degrees: a bachelor’s in criminal justice, a master’s in behavior science and a doctorate in public administration. Perez recently spoke with Pasadena Weekly about Floyd and how policing may change, drawing on past lessons learned from the community fallout over the officer involvedshooting death of Kendrec McDade in 2012. In that case, two officers responding to a report of an armed robbery chased the unarmed 19-year-old through a Northwest Pasadena neighborhood believing McDade may have had a gun before shooting him several times. When you first saw that video of George Floyd’s death, what was your reaction? Awful. Completely awful. I mean, first of all, you think about police officers on the scene, and as a chief, your heart goes out to them to try and do things right every day. When I saw that [video], there was nothing about that. I just felt horrible about what was happening to Mr. Floyd. I looked at the tactics and thought, you know what? That’s not what we prepare for. Officers standing around and not jumping in. And what would have been best is if they thought Mr. Floyd broke the law and needed to be arrested. Then you arrest him and get him out of there. You don’t sit there and just put your knee on top of somebody like you caught a big fish. It’s horrible to see how it was handled, how it happened, and to see a death behind it, Mr. Floyd. It just hurts, man. How did policing change after the Kendrec McDade shooting? The realization for the police officers on trying to vet information, when you’re responding to a call and someone’s telling you that people are armed and trying to understand whether that’s factual. We’ve learned a lot about vetting information from the dispatch center out to the police officer. Even then, nothing’s a guarantee. The type of training, I know of the last couple of years and that started back after Mr. McDade, we got really into immersive training. Immersive training puts officers in very stressful controlled trainings, but it improves your decision-making, so you have a better advantage to make quality decisions under stress in a fraction of a moment, and that’s what you want. Over the last couple of years, we’ve reduced our 30-day review, enhancing our body-worn camera usage for training, the use-of-force de-escalation. We brought in implicit bias [training]. “Why did you stop me?” Communication teaching to help officers use better communication in stressful environments — I think all that has helped us to produce a police officer that can make quality decisions under stress. People think that if you train officers a certain way, they’ll be no more violence in the community. I’m not sure that we’ll ever see that. I do know that over the last couple of years we’ve put in our immersive training in the use-of-force and deescalation training and we’ve seen a 50 percent decline in the use of force since we started in 2018 to now. Those are tremendous numbers. And not only that, we’ve reduced the use of strikes and kicks, which are dangerous to people. It’s not always about tasing somebody or doing all that. I think training our people and giving them better options and equipment is the best we could do. And connecting them with the community. At our community dialogue sessions that we were doing, we brought in our young officers to the community, and we bring them to (the City Council’s Public Safety Committee) and to the council and introduce them to all the new officers. We had never really done that before. I think as we do it, we have a better connection between our young people and I think they feel more connected and know that they have

something that they owe to the community. Everybody has their contributions. Do you support having a civilian oversight commission for the police? I support having an oversight committee; whatever one the city decides is best for us. I will make it work. I have a chief’s advisory [board]. It is a very difficult group of people but I believe in them and they believe in me. That keeps me pretty darn busy… Let’s go through a process to answer your question so you have a full picture of my world. The best oversight I have is me. If I’m not doing my job, I will submit my paperwork tomorrow and retire, if I don’t think I’m making the proper change for the community that’s important. Second step is my city manager. I’ve known him for many years and he is not one to sidestep real issues or (avoid) going after real change. He will hold me accountable — that’s internal. After that, I have the external public. I have the chief’s advisory board. It’s not formal, but I think we get some things done with them. We’re at the table now talking about the useof-force language in our policy, and that’s important. What other chief is doing that with a chief’s advisory? I don’t know. Then you have the Public Safety Committee. I crafted every month a chief report, so they get all the information they need, to ask all the questions that they could. I share with them our use-of-force numbers, our complaint numbers, our hiring numbers, our crime numbers, how we’re changing the department on our professional development, internal development and training. Everything is put in that report… If the next step is creating a police commission, then I’m open to that, obviously. But I would have to say you have to eliminate the Public Safety Committee because you have two large oversight public processes on the same issue. It would be very problematic for a police chief trying to get out all that staff work and trying to really have these conflicting issues. One might believe one thing and another believes another, and they’re going to have internal fighting at some point. Do you believe there is going to be a positive change after George Floyd’s death? I think the positive changes have already been happening. I can’t point to Minneapolis to ask what that chief is doing. There are 18,000 police departments across this great country of ours, a great country. I can’t say what Pasadena, Maryland does. I can’t tell you what Pasadena, Texas does. I can only tell you what Pasadena, California does. And for us to see introduction of our officers into the community, hiring from the community, a drop in our use of force, a 50 percent decline of use of certain striking kicks, a closer connection with the community, a public safety committee oversight, chief’s advisory oversight, the immersive training that we’re teaching our officers on implicit bias, de-escalation, getting involved to stop bad conduct. All these things are happening right here in our town. So change is happening. But when we see it in Minneapolis, I don’t know if the chief has provided immersive training for his department. I don’t know if he’s been doing implicit bias training with his department. I don’t know if he’s looking at ways to decrease the use of force. I’m not criticizing him or any other chief across this country. We all have our dynamic in our own towns. I see the change happening. I see it every day. I see that we’re rewiring our police department. Not quickly enough, not fast enough and not with enough wires to do it perfectly. But I see it every day. n

‘YOU NEED TO DO MORE’ CRITICS TAKE CITY TO TASK OVER LIMITED AND CUMBERSOME RENTAL ASSISTANCE PROGRAM BY KEVIN UHRICH
A
handful of the city’s most financially destitute tenants will soon have the means to pay at least some of the back rent they have come to owe their landlords during the COVID-19 lockdown. A total of $1 million in Community Development Block Grants provided by the Coronavirus Aid Relief and Economic Security (CARES) Act will be distributed in the form of $4,500 separate grants (or no more than three months rent) to 220 tenants based not on first come first served but a point system that targets those most in need. In the opinion of some people, however, the program is far from enough to forestall economic catastrophe for thousands of renters who took advantage of the City Council’s rent moratorium and must pay back landlords for those six months of rent. Councilwoman Margaret McAustin wanted to make sure the complex process was not too cumbersome for the average working class family. Councilman Steve Madison was somewhat disappointed the program was not more inclusive. “I was sort of hoping to see a category here for city or school district employees,” Madison said. “Let’s say you’re a custodian for the school district and you work hard and maybe you work two jobs, you might not fit the income requirement, did you give any thought (to that)?” City Housing Officer Bill Huang said he didn’t, but critics of the plan have, and said as much in their correspondence with the council on this brewing issue. “The Pasadena City Council has once again demonstrated that landlords come first. This proposal for the Emergency Rental Assistance Program will benefit very few tenants while bailing out landlords and providing a fig leaf for the city’s displacement and gentrification crisis,” wrote Matthew Sorrenti. Councilman Victor Gordo recused himself from the discussion because he owns rental property. Councilman Gene Masuda did not recuse himself, declaring he owns no rental property in Pasadena, contrary to public perception. “The council rightly acknowledges that a wave of evictions against tenants who cannot afford to pay back-rent after the COVID-19 emergency is on the horizon. However, their pitiful solution offers no shelter in the storm,” Sorrenti wrote. The payout is in response to a rental moratorium imposed by the council, which allows those affected by COVID-19 to defer six months of rental payments — money which must be repaid after the crisis lifts. The separate grants would go directly to the landlord, not the tenant. To qualify for a grant, an applicant must have: resided in the city of Pasadena; notified their landlord according to the city’s eviction moratorium of the inability to pay rent due to the COVID-19 pandemic; a current residential lease agreement; a total household income for the next 12 months that does not exceed low income limits based on the number of persons living in the household. In other words, the tenant’s
annual gross income cannot exceed 80 percent of the area median income. The money will be allocated based on a a 30 point system in which points are awarded for continuous tenancy in Pasadena for a minimum of five years - 10 points; having at least one minor 17 years or younger in the household - 8 points; having only one adult income in the household - 6 points; having a household with four or more persons - 4 points; and having at least one senior or disabled person in the household - 2 points. While some expressed thanks for the funding in correspondence filed with the city clerk’s office in relation to a hearing Monday on the grant program, others were not so kind to local policymakers. “The proposal reflects a landlord-first approach that dominates this discourse,” wrote Ryan Bell, a former council candidate for Madison’s District 6 seat. . “Here’s a better idea. Do what the Pasadena Tenants Union has been demanding: Forgive back rents for tenants who have a COVID-19 reason for their inability to pay. Then put landlords through this ridiculous gauntlet of means testing to see if they qualify for assistance. Better still, pass a Tenant Opportunity to Purchase Act (TOPA) for the city of Pasadena,” Bell wrote. Said Allison Hill of the Pasadena Tenants Union: “As representatives of a tenant majority city, you need to do more. You cannot merely represent your own landlord class. We have vacant units in the city. We have units in the city that are for shortterm, vacation rentals that could be part of permanent housing stock. We should be looking at policies to reduce current rents, bring in more aggressive rent control than the state, and push for vacancy de-control (repeal of Costa Hawkins) to keep tenancies in Pasadena stable beyond the pandemic and economic fallout. Together, we can do more.” Unlike some of the others who wrote, longtime homeless advocate Anthony Manousos commended the City Council for the program, which will help those who are income-qualified to stay in their apartments. “This is an excellent way to prevent homelessness. It is much harder and more expensive to re-house someone experiencing homelessness than it is to prevent them from becoming homeless in the first place,” Manousos wrote. “During this COVID- 19 crisis the city needs to do all it can to help low-income residents to stay housed.” n

• On Monday, New Zealand announced that it had effectively eradicated the coronavirus, for now. Officials announced no new cases and no active cases and would reopen its economy, returning the country to a pre-pandemic normal. The country of five million entered a strict lockdown in late March and has now become one of a few countries to eliminate the virus. • The drive-thru COVID-19 testing facilities at the Rose Bowl have now been moved to local clinics. Since April, about 9,000 local residents and essential workers have been tested at the iconic
football stadium. The city still offers testing at ChapCare’s Kathryn Barger Health Center at 1595 N. Lake Ave., by appointment only from 7 a.m. to 7 p.m., Monday through Friday. The announcement marks the end of the longest economic expansion — 128 months — according to records dating
back to 1854. Most economists expect this recession to last only a few months but nonetheless see a deep impact. • In addition to the reopening of the economy and other recreational areas, Pasadena health offficals now allow religious ceremonies to continue, according to an announcement made on May 27. The city falls in line with a similar LA County order. fter nearly three months of either being closed or making ends meet with take out and delivery service as part of the battle against COVID-19, Pasadena restaurant owners have joined their colleagues in Los Angeles and other neighboring cities in reopening their dine-in services on a modified basis. Much as the notice to close local dine-in restaurant operations on March 16 was given without any warning, longtime Pasadena restaurateur Jack Huang said permission by the city to reopen also came unexpectedly, only this time it was a welcome surprise. “We were basically told overnight to close... and at that time it was for only two weeks,” Huang said. “We were kind of waiting for phase 1 at 25 percent (capacity), and then phase 2 at 50 percent, but that never happened, and then they said you can open at 60 percent. I always wondered who does the calculation for 25, then 50 then 60 percent.” During a meeting with City Manager Steve Mermell in midMarch, “One lady said, 'Really, two weeks?' And Steve said, to be honest, I'm looking at the end of April, then the end of May. Even back in late May they were saying maybe the Fourth of July,” Huang recalled. “But all the numbers have dropped, the hospital, the death rate. Then (it was reported) that the death rate may be inflated. “You want us to believe in science and data. The data doesn't support this kind of a shutdown,” … said Huang, owner of the restaurants Sorriso and Barcelona, located on the south side of Colorado Boulevard between Fair Oaks and Raymond Avenues, and Ix Tapa, at the northwest corner of Arroyo Parkway and Colorado, all in trendy Old Pasadena. 'A FINE LINE' On May 29, the LA County Department of Public Health gave the OK to area restaurants to open at 60 percent capacity and established a strict set of protocols aimed at maximizing cleanliness and limiting the spread of the novel coronavirus. That day, officials in Pasadena, which like Long Beach, Vernon and Berkeley has its own health department, gave local restaurants, as well as hairstylists, the go ahead to also reopen. As this was happening, people around the county were demonstrating in the streets over the death of George Floyd at the hands of police in Minneapolis. Floyd's killing sparked outrage in cities and communities around the country, including Pasadena and Altadena, where residents had taken to the streets in mostly peaceful protests against this latest racial injustice. One such march in Floyd's honor was in Old Pasadena just two days after restaurants were given permission to reopen, beginning a week of similar protests in the city, Altadena, and even Glendale on Sunday afternoon. There, thousands of people marched with signs along Wilson Avenue — through that city's own dining and entertainment district — and stopped traffic along the way, all under the watchful eyes of pairs of Glendale police motorcycle

officers guiding the march along the way. Throughout last week, Old Pasadena looked as though it had just been hit by an earthquake, with well over a dozen businesses in Old Pas, the mid-city district and the Playhouse District boarding up their doors and windows. In Old Pasadena alone those businesses included the Rusnak luxury auto dealership, Ralph's market, Crate & Barrel, Nike, Vince, the Sunglasses Hut, across the street Kabuki, Tiffany's, Apple and other businesses further east, including shops in The Exchange, Romantix, Pottery Barn, and across the street from there the 35er bar and other small shops with large front windows. A drive along Brand Boulevard in Glendale after Sunday's march showed merchants in that city also boarded up windows and glass doors last week, either for protection or simply because they were closed due to coronavirus. Among the Pasadena restaurants champing at the bit to get back to business is Alexander's Steakhouse, at the corner of Marengo Avenue and Colorado Boulevard, which reopened June 5. “We have taken every measure to amplify our longstanding health and safety measures in accordance with the county, state, OSHA and CDC safety mandates,” wrote Alexander's spokeswoman Marilyn Skinner. “We will continue to offer takeout, delivery and our online butcher shop. We are excited to greet long-standing and new guests through (mask hidden) smiles.”
When the reopening announcement was made, the county issued protocols to guide restaurants and diners in adjusting to this latest development. These protocols include measures such as prioritizing outdoor seating and curbside pickup, maintaining physical distancing within establishments, screening employees and customers for COVID-19 symptoms, the continued closure of bar areas, mandatory face coverings for customers who are not eating, and a limited dine-in capacity — no more than 60 percent for the next three weeks. Requirements for compliance are much the same in Pasadena. They are: • Employees and customers will be screened for symptoms, including cough and fever. Patrons feeling unwell should not eat at a restaurant. • Outdoor seating and curbside pickup are prioritized. • Reservations are encouraged. • Customers will be asked to wait for their table in their cars or outside the restaurant to prevent crowds from gathering. • Diners must wear cloth face coverings when not eating. • Diners can be seated at the bar if modifications are made, such as Plexiglass or other physical barriers. Pasadena has also reopened hair salons, the city's dog park and the extremely popular disc

The rules for hair salons and barbers are: • Physical distancing measures will be in place. • Employees and customers will be screened for symptoms, including cough and fever. Clients feeling unwell should reschedule their appointment. • Everyone, including clients, must wear cloth face coverings while in the salon or barbershop, and clients are encouraged to wear face coverings with earloops to ensure the face covering does not interfere with hair service. • Magazines, coffee and other amenities will not be available. • Clients are encouraged to use credit cards and contactless payment systems. If electronic or card payment is not possible, customers should come with exact cash payment or check, if available. • Stylists may only serve one client at a time. Personal grooming services that are still prohibited are: • Nail salons • Spa services, including massage, facials and waxing • Body art facilities Los Angeles County remains the epicenter of the coronavirus pandemic in California, with hundreds of new cases still being reported daily. As of Monday, June 8, the total number of cases in the county was 63,844, with 2,645 deaths. According to its online COVID-19 dashboard, the city of Pasa-
dena reported 996 cases with 84 deaths. LA County Supervisor Janice Hahn said the county is walking “a fine line” in allowing restaurants to open for dine-in service. “We are threading the needle between keeping the public safe and allowing our economy to reopen,” Hahn said. ON THE BORDERS Monique King and her husband Paul Rosenbluh, owners of Fox's Restaurant in Altadena and Cindy's Diner in Eagle Rock, are doing what they must to make their restaurants safe. “At Fox’s we have a larger space with two dining rooms [and more flexibility]. At Cindy’s we have booths and we have a counter… I researched what we could do with fixed tables. We installed Plexiglass in between each of the booths,” said King. “We’re doing what we need to do to provide a safe environment for our employees and our guests in this new reality,” King said. “Paul and I are lifers. Thirty years each of commitment and passion. We are in it for the long haul. Fox’s and Cindy’s will prevail.” Andrew Binder, a fourth-generation owner and managing partner at Philippe’s, downtown LA's legendary French dip spot, recalls an experience much like Huang's. “We reacted in a better fashion than when the initial ordinance to stop dine-in happened,” he said. “We had a six-hour notice.” Binder has prepared Philippe’s for reopening by reconfiguring the dining area, adding wooden stations to create separation between customers, and spacing out the dining room by using smaller tables. “Because we do have such a large restaurant, we’re expecting to be able to work at the restricted capacity,” he said. “If that doesn’t work, we’re looking at maybe utilizing our parking lot.” Despite the ability to immediately restart dine-in service, Binder said Philippe’s was planning to wait until Monday, June 8, to see how other restaurants treat this new development. “We want to see how the trend goes,” Binder told the Downtown News, a sister publication of the Pasadena Weekly. “We didn’t want to rush and wanted to be 100 percent certain in our rollout of this.” In other cities, proprietors seem a little more enthused. In Arcadia, for instance, the webmaster at Matt Denny's Ale House, a popular restaurant and nightclub with live entertainment, has been working overtime in providing updates and progress reports on the politics involved with reopening. They opened June 4, and “We are busy cleaning, stocking the kitchen and creating a great and fresh tap list to get ready for you,” the site states, pleading with customers for patience in explaining how seating will be limited to maintain social distances, that masks will be worn and extreme sanitation will be top priority — all while the patio is under construction. L.A. AL FRESCO Sonoratown, the lauded downtown LA taquería, responded to the announcement with an Instagram post saying it “will not be reopening the dining room at this time,” and will continue offering take-out. Victor Delgado, who founded the Tijuanastyle taqueria, Tacos 1986, called the restric-
tions “limiting.” “I felt there were still guidelines that needed to be shared with us, because you’ve seen some restaurants not even going to dine-in because the restrictions are so limiting,” Delgado said. “Opening a dining room for 30 people instead of 60 people who you can seat, sometimes it just doesn’t make any sense. Every time someone dines, they want you to clean, disinfect and leave it untouched for like 10 minutes, then someone can sit down. For us, we’re going to wait and see if there’s any more clarification on the guidelines we need to follow. For now, we’re going to hold out and wait.” There are several risks that go along with opening the restaurant as well, he said. “I think the risk is that you don’t want the city to come in and fine you, or close you down for not following the health department rules,” Delgado said. “So, until it’s very clear about how it’s going to be done, I don’t want to risk that. I don’t want anyone to come in and fine us, so I would rather wait till we have that so we can train staff accordingly to follow those rules and regulations. If there’s more specific guidelines on standing-room restaurants and patios, then I’ll reconsider it.” Other Los Angeles restaurateurs have pointed to the health and financial risks involved with reopening — an expensive process that, if a second wave of the novel coronavirus should hit, would compound the financial losses they have already endured. Some restaurants may wish to proceed with reopening but lack the space to accommodate physical distancing requirements. In response, Councilman Mike Bonin of the 11th District advanced a proposal called “L.A. Al Fresco” — a phrase that refers to dining outside in the open air — that Mayor Eric Garcetti has supported and launched. L.A. Al Fresco allows restaurants to apply for a permit that allows them to serve dine-in customers outdoors, on sidewalks and in parking lots. Soon, L.A. Al Fresco may be expanded to include partial or fully closed streets. “We are cutting red tape and making it easier for restaurants to use and share outside spaces,” Bonin said. “This will protect the health and safety of restaurant employees and customers by making it easier to accommodate physical distancing.” The temporary Al Fresco permits will be valid for 90 days, after which restaurants can reapply, reported The Argonaut, another sister publication of PW. THINK ON YOUR FEET The whirlwind over the past few months have been challenging for many business sectors, but there’s no question that restaurants have taken a particularly hard thumping. When asked how he plans to manage this new challenge of reopening, Binder had this to say: “It’s the same as these last months. Just roll with the punches and think on your feet.” “We're back in business but our hands are tied behind us. I'm still behind three months rent. Who's going to pick that up?” asked Huang of Pasadena. Still, in spite of the hardships, Huang has managed to keep his sense of humor. “I tell people we are only at 50 percent capacity so you have to spend twice as much to make it up,” he said with a laugh. n 06.11.20 | PASADENA WEEKLY 9

COOKING UP COMMUNITY COMMITMENT AT ALTADENA'S UEDF FISH & CHIPS BY FRIER MCCOLLISTER
I
t was the vinyl banner announcing “Halal Fried Chicken” on the corner of Calaveras Street and Lake Avenue in Altadena that hooked me. It could have said, “Anything Fried Chicken” and I would still be impelled to investigate. That said, “halal” indicates that the advertised chicken is butchered and prepared according to Islamic prescriptive standards, similar to the “kosher” specifications of Jewish dietary law. The plot thickens as I discover the halal fried chicken purveyor is in fact UEDF Fish & Chips, a small take-out operation that shares the corner building with a tax preparation/ real estate/ notary business, as well as the Masjid Al-Taqua mosque. UEDF? I smell a story here… and fried chicken. On Friday May 29, the LA County Department of Public Health suddenly announces restaurants are allowed to resume “dine-in” service, following strict social-distancing guidelines. Protests in Minneapolis over the death of George Floyd turn violent and spark protests over the weekend in cities across the country. In Los Angeles, instances of rioting and looting ensue and a 6 p.m. curfew is imposed. But you probably already know all that. It is then purely by good fortune, destiny and my love of fried chicken that I stroll into UEDF Fish & Chips on “Black-out Tuesday” as my phone alerts me to the evening’s impending curfew. On meeting the owner, Abdul Muhammad, 79, he assures me that “UEDF” does not refer to a defunct coalition of progressive Ethiopian political parties (as Google suggests) but in fact stands for “United Economic Development Fund.” This still does not explain why I’m about to order halal fried chicken at a fish and chips stand in Altadena. UEDF Fish & Chips has been operating from this location for 25 years and is the most public face of a local nonprofit organization founded by Muhammad, a tax accountant and his wife, Dr. Regina C. Grimes, 78, a real estate broker. The couple bought the building in 1998 in part to facilitate the move of the mosque, which had been located on Fair Oaks Avenue in Pasadena since 1975. They are long-time members of the mosque and Muhammad sits on its board of directors. As we chat in the bustling office he shares with his wife, Muhammad explains that UEDF was formed with the mission “to bring economic empowerment to our local African-American community, including affordable housing, a credit union, and revenue-sharing funds.“ A successful serial entrepreneur, he goes on to explain the challenges that the local African-American community has faced in raising start-up capital for new businesses. “We’ve been working on it for many years. It’s difficult… [but] it’s coming together now.” The UEDF has also maintained a local food bank, supported free health clinics and senior meal programs in other parts of Los Angeles, and until recently had a community center just up the block that hosted community events and live jazz. The food operation began as a snack shop catering to the students at Eliot Middle School across the street. But soon there was literally other fish to fry…. And halal chicken. That’s why I’m here! The fish and chips can be ordered with a choice of catfish, red snapper, or whiting and comes with coleslaw and a slice of wheat bread as well as “chips” of the crinkle-cut variety. Portions start at two pieces for $5.25 and run to six pieces for $10. Likewise, the chicken starts at two pieces for $5.80, runs up to five pieces for $9.80 and also comes with fries and coleslaw. Hushpuppies — fried balls of

seasoned corn meal dough — are available for $1.25 each or three for $3.50, and yes get three! If you haven’t surmised this yet, the fish and chips are not prepared British pub-style. For that, go to Lucky Baldwin’s (or Fox’s up the block). This is Southernstyle cornmeal coated fried fish and battered chicken. Side dishes include yams, greens, potato salad, green beans, black-eyed peas, and salad priced at $3 for a small portion or $5 for a large container. The menu also includes a “Lamb Burger” ($5.50), a “Halal Burger” ($4.50) and a “Halal Hot Dog” ($2). But come for the fish and chips… and the fried chicken… and definitely the hushpuppies! “I’ve always worked for community involvement… [over time] you know what the community needs to grow and develop,” Muhammad says. A resident of Altadena for more than 40 years, Muhammad first arrived in Los Angeles from rural Arkansas when he was 15. We discuss the history of the generational middle-class African-American neighborhoods in Pasadena and Altadena. He notes that there was a demographic shift in the 1950s, with the African-American community moving from below Del Mar Boulevard northward, toward Washington Boulevard by 1960 or so, and that Pasadena and Altadena have always been distinct from the other larger African-American neighborhoods in Los Angeles. Reflecting on the nationwide protests and ensuing curfews, Muhammad offers a sage perspective. “I can understand the protesters… you have to be able to understand oppressed people. It’s the nature of human beings.” But, he says, “Violence is not the solution. Knowledge and understanding; that’s the solution.” Muhammad has spent his life and career providing support and care to his local community, and so to our greater community, and to the very spirit of community that now seems to provide a beacon guiding us out of this dark, prevailing storm. UEDF Fish & Chips is the work of a purposeful lifetime dedicated to community engagement. It helps point the way forward, for all of us. And the chicken is pretty good too… but don’t forget the hushpuppies! POST SCRIPT: Fox’s Diner in Altadena and Cindy’s Diner in Eagle Rock (The New Normal Part 1, PW March 26) are among the first local restaurants to resume dine-in service. I just had breakfast at Fox’s. It was literally life-changing.

SUECO THE CHILD FINDS FAME ON SPOTIFY, TIKTOK AND YOUTUBE WITH HIS HIT SONG ‘FAST’ BY MATT RODRIGUEZ
W
hen William Schultz, more commonly known by his stage name Sueco the Child, was growing up in Pasadena, people told him that he could not become famous through music. “Growing up [people] thought making it out of Pasadena and becoming famous through any type of music was impossible,” says Sueco, who derives his stage name from the Spanish translation of “Swedish.” “Anyone can make this happen,” Sueco says. “It doesn’t matter where you are. It doesn’t matter if you have no connections. It doesn’t matter about anything. You just have to try… It’s just about willpower.” Sueco signed with Atlantic Records in 2019, two months after his hit song “Fast” went viral on the social media platform TikTok. His breakout song garnered the attention of the entire world as it currently has 84 million streams on Spotify, and the music video has 13 million views on YouTube. “My whole life, I was making music and I always wanted to pursue music as a career, but I never knew how,” said Sueco. The aqua blue-haired rapper’s love for music first began when he was a child, but grew even deeper when his mother was diagnosed with stage 3 breast cancer while he was attending Blair Middle School. Sueco struggled to cope with his mother’s diagnosis, and he first turned to drugs and delinquency to release his emotions. “While she was sick, I was just [messing] around,” he said. “I was doing stupid [stuff] with my homies — that’s how I got through it. I stopped caring. I was smoking weed. I was popping Molly. I was doing stupid [stuff].” Sueco admits he struggled to find other ways to cope as he was very close to his mother. While his father worked as a truck driver, Sueco was alone with his mother and would watch over her. “It was hard getting through those times, while she was around, because I was also taking care of her,” he said. “It was pretty much just me and my mom at the house because I was an only child.” In need of another way to release his emotions, Sueco turned to music. He began to listen to hardcore rock bands such as A Day to Remember and Bring Me the Horizon. The intense, aggressive and powerful lyrics and sounds from these bands gave him an outlet for his anger. “At that point that was a way for me to let out my anger that I was feeling towards the world,” he said. “I was just pissed off and angry. It was a way for me to let out things that I couldn’t tell that I needed to get out.” When his mother passed away while he was in high school, Sueco again turned to music to help him grieve. Now 15 years old, Sueco turned to the soothing sounds of the electronic dance music artist Blackmill to calm his soul after his mother had passed. He described the EDM artist’s music as peaceful and a type of sound that let him know that “everything was going to be alright”. “I remember I was able to just listen to that and go into this space of healing,” Sueco said. Even though music helped him grieve the diagnosis and death of his mother, it was not enough. Sueco’s depression consumed his mind and everyone around him noticed. “I was terribly depressed,” he said. “Everyone at school knew what was going on. The teachers, everyone knew I was terribly depressed.” Sueco’s teachers took notice and tried to help him. One of his teachers enrolled him in an exchange program in Spain without his knowledge — all he had to do was buy a plane ticket. He spent a month in Spain exploring the country and opening his eyes to different cultures. “That was one of the first things that opened my eyes — the world is bigger than what I previously thought,” he said. “The world is so massive and that was one of the things that helped me grow as a person. I kind of stepped out of my shell and got over a little bit of the depression.” The change of environment helped shape his worldview. He realized that he no longer needed drugs to escape and go on adventures. He carried this feeling into his senior year when he joined the jazz band and choir. He also began to follow his passions in hardcore music and began to rap.
“I was doing all this because it was like a way for me to express myself and do things instead of sitting on my ass and wasting away; which is how I was feeling on the inside,” said Sueco, who was 17 years old at this time. “I needed something to help me.” Sueco’s work in music earned him an acceptance letter from the prestigious school Berklee College of Music, where legendary record producer Quincy Jones attended. Unfortunately, Sueco could not afford the tuition and attended Cal State, Northridge (CSUN) for two years before dropping out. He ended his college career shortly after he traveled to Puerto Rico, where he realized he wanted to pursue his lifelong dream of music. “I just had this life revelation,” he said. “I needed to make music. I was going to be miserable if I did anything else.” With no connections to the music industry in California, Sueco moved to Nashville, Tennessee, where one of his friends worked as an audio engineer. Working out of a makeshift studio in the front of his house, Sueco made ends meet recording music for local rappers. However, he soon found himself evicted because of the different types of people coming in and out of the house. He then moved back home into his dad’s backhouse and worked for a music studio making beats. Unsatisfied with the job, he decided to cut ties with the studio and try to make it on his own. “I realized these [people] aren’t going to do anything to help me,” said Sueco. “They’re not going to help me. I mean sure, I’ve been able to be in a studio, but nothing happened. So I left them.” He decided to bet on himself. In the summer of 2018, with the help of his friend Lamont Holt, the two spread their music through beat videos on social media. The trend went viral as the duo made beats out of random objects such as eggs, or even making beats while blindfolded. Through his viral fame, Sueco gained more and more popularity. “It’s just been steps… and none of them have been traditional steps, because I never knew anyone in the music industry,” Sueco said. From there, Sueco released his music on the music-sharing platform, Soundcloud, where he posted his most popular track so far, “Fast.” Throughout his whole life, all Sueco wanted to be was a musician. Now that he has it, he does not want to let go. “If you really want it,” said Sueco, “It doesn’t matter the obstacles, it’s going to happen.” n 06.11.20 | PASADENA WEEKLY 11
