FORTUNA FAVET FORTIBUS
By way of background, during my 12-year tenure on the Pasadena City Council I was the biggest champion of the Pasadena Police Department. During a time of budget reductions I insisted that our department be maintained at full strength, that our officers were among the highest paid in our region and also ensured that our police sergeants were treated similarly. I made sure that the weapons training facility in Eaton Canyon, under the watchful eye of our late Range master Jack Preston, was kept open so that our officers could maintain the highest standards in lethal force training. And when my constituents objected to the noise from gunfire I secured federal funding to install a sound baffling system so that the weapons training could continue unabated. My legacy on the council lives on in this very meeting that you are having today (June 4). I led the move for the establishment of the Public Safety Committee and served as its first chairperson (filling the position that my dear friend John Kennedy now holds) precisely because I believed then, and still do now, that public safety should be our highest priority as elected public officials. As a practicing attorney in Pasadena for 40 years, I am aware of the painful examples of police misconduct that have unfortunately occurred over the years in the Crown City. Some of these examples have even reached to the command staff of the Pasadena Police Department. Our current chief of police, John Perez, is doing an outstanding job providing much needed sound leadership to our Police Department. There’s a photograph of him actually directing traffic for the protest that took place Tuesday afternoon at City Hall and he was quoted as saying: “Nobody’s going to hijack this event, and take this right, this constitutional right, to make the change they want to see in policing. There is no police officer who has not seen that video, and there is no one who is not bothered by what we see. That’s not what we stand for, that is not our culture.” The question of whether or not to finally establish civilian oversight of the Pasadena Police Department is going to be a real test of your political fortitude. I know what it means to have the support of the Pasadena Police Officers Association. Along with the firefighters union, they are the largest single campaign 06.11.20 | PASADENAWEEKLY.COM | GREATER PASADENA’S FREE NEWS AND ENTERTAINMENT WEEKLY

contributors in local elections. Their support can make or break a candidate. I know this well, because I had their support each time that I got elected to the City Council. None of you want to incur their wrath if you are ever planning on running for political office again. “Fortuna Favet Fortibus” in English means “Fortune favors the brave.” If there was ever a time in your political careers to rise to the occasion and be brave, this is that time. This will not be easy for you to do. But when the history of the current era in our city’s political history, and indeed our nation, is recorded you will be remembered for what you do today, tomorrow, and next week on the question of finally establishing civilian oversight of the Pasadena Police Department. ~WILLIAM PAPARIAN FORMER MAYOR AND COUNCIL MEMBER FORMER CHAIR OF THE PASADENA PUBLIC SAFETY COMMITTEE
‘GREAT LEADERSHIP’
“If we let our desire to prematurely get back to normal, we can only get ourselves right back in the same hole we were in a few weeks ago,” reports Dr. Anthony Fauci. From our president we hear get back to work, open schools. It’s the governors’ decision, except when he decides to write an executive order to force meat plants to open, even though many deaths exist and workers are not safe. I thought
governors were in charge. I see this isn’t about the health and safety of the people you serve, it’s about YOU! What’s a few more lost lives compared to an improved economy, thus your re-election. I do not know about you and the sycophants who follow your every wish, and yes, our attorney general who threatened the governors who want to do what is right, but it’s apparent this coronavirus is a serious disease. Besides a lasting respiratory disorder, it creates devastating mental health problems. It can also affect your heart, liver, kidney and endocrine system. Surviving the possibility of death is just one obstacle. Next is the possible long-term damage. Great leadership! So, who are you going to listen to? Our expert health officials who only care about your health and safety, or our president and his followers who have turned out to be incompetent and liars. We have a president who 85 percent of Americans do not trust or believe is honest, and he is running to be re-elected.? ~DR. RICHARD A. FRENCH PASADENA

A STEP INTO GRAY HOW TO SOLVE AMERICA’S ADDICTION EPIDEMIC
M
edically Assisted Treatment, or MAT, is the practice of treating substance abuse by using medication. Ideally, it would be part of an overall treatment plan that involved counseling and life skills education, but that is becoming less and less important. More often than not, the dispensing of medications is the totality of an individual’s treatment. Other behavioral reformation actions are encouraged but are not required. This point is controversial and has been debated, leaving the addiction recovery field divided. First, let’s evaluate the effectiveness of MAT. The most popular MAT medications are methadone and suboxone. Methadone is an opiate, and suboxone is a synthetic opioid. They are usually started at the beginning of an individual’s treatment to help them get through the withdrawal process, as these drugs ease symptoms. It’s important to note that even those who do not support the long-term use of these drugs agree that they can be beneficial in the early stages of recovery. What many do not agree with is continuing this medication once an individual is safely through withdrawal. These drugs were initially used to mitigate withdrawal
symptoms and were tapered off after a few days until the person was completely drug-free. Now, people are rarely taken off these medications, even after many years. Treatment modalities differ when it comes to MAT. Some are long-term programs that get individuals stable on their maintenance doses while providing counseling and introducing life skills. Others are medical detox centers. The totality of treatment is taking someone off whatever substance they are addicted to and transitioning them over to some form of MAT. The thinking is individuals will no longer have cravings or be tempted to engage in risky behavior to get their drug of choice. So, they can now go on with their lives no longer burdened by their addiction. But have they conquered it? Addiction is complex, and there is more to it than just getting the individual to abstain from drug use. There are usually underlying issues that motivate behavior, causing them to use drugs as an avoidance mechanism. Before the introduction of MAT, substance abuse was handled with different types of counseling and other practices that focused on managing the behavioral aspect of addiction. Though many view
these practices as outdated, they had enough success to be the gold standard of addiction treatment for decades. Now, these practices weren’t perfect, but they touched on something that MAT fails to address; an individual’s responsibility. Responsibility tends to be the most significant factor that has changed in addiction treatment. Traditional treatment drove home the point that the individual was responsible for their actions. Many of the therapeutic processes involved repairing broken relationships and finding ways to acknowledge wrongdoings of the past. It also found the individual to be the cause of bad decisions, relapse and their addiction. Many of those in favor of MAT feel those suffering from substance abuse are not responsible for their condition. They believe that genetics and chemical imbalances are the cause of an individual’s choice to use drugs. But this becomes confusing when the person is held accountable for some decisions and not others. How can it be that people aren’t responsible for their decisions to use drugs, but are for virtually everything else? The only way this works is if they’re responsible for nothing.
And people on each side of this argument have taken a similar black and white stance. So, who is right? Being responsible for nothing is how most people wound up in bad shape on drugs. So, this likely isn’t an excellent approach to treatment. But blaming a person for everything doesn’t have a positive result either. Addiction treatment would ideally give the person back layers of responsibility until they can successfully manage their lives independently and without the use of drugs and alcohol. Given the current state of addiction in America, I think it’s safe to say that no one is doing this correctly. Substance abuse is such a complicated condition; it will be nearly impossible to handle it with such black and white thinking. The addiction recovery community needs to put its differences aside and start working together. They may find that a real solution lies somewhere in the middle. It’s time for everyone to stop taking a stand and start making a step into the gray. n Joseph Kertis is an experienced healthcare professional specializing in substance abuse and addiction recovery. HELP ON THE WAY
CITY AND PCF CREATE COVID-19 SMALL BUSINESS DISASTER RELIEF FUND BY KEVIN UHRICH
I
n response to the novel coronavirus crisis, which has caused the shuttering of millions of small business around the country and left those remaining at risk of closing, the city has entered into an agreement with the Pasadena Community Foundation (PCF) to allocate $500,000 in the form of up to $10,000 in grants to help struggling businesses stay open. City Council members approved the program, but after extended discussion on whether the council should oversee distribution of the grants, the proposal was sent back to staff to find a way for the council to ensure better transparency on how the money is allocated. A brief kerfuffle sparked by City Council member Steve Madison’s desire for council oversight of those receiving the funds, an idea supported by Council member Victor Gordo, resulted in Council member Margaret McAustin calling Madison’s suggestion “an insult” to PCF President and CEO Jennifer DeVoll, who was presnt online during the council’s weekly Zoom meeting. It also caused Council member Gene Masuda to vote against the plan. “I was against the motion the way it was presented, yet I was in favor to accept the staff’s recommendation and not to add an extra step for the council to view and approve the list of businesses receiving the funds,” Masuda told Eddie Rivera of the news website Pasadena Now. “No matter what, I am pleased that businesses will receive needed funds to help their openings.” While thankful for the extra money through the COVID-19 Small Business Disaster Relief Fund, which will be administered by the PCF, with checks distributed by the Pasadena Chamber of Commerce, Chamber President and CEO Paul Little wished it could have been more. “While it is not the $1 million originally requested, the $500,000 being considered could save 50 locally owned storefront small businesses throughout our city,” Little, a former Pasadena City Council member, wrote to the council. “I appreciate very much the city of Pasadena stepping up to provide meaningful and impactful financial support for your local small business community. The funds are much needed and very welcome.” After making the initial allocation, the city will help promote private philanthropy with a dedicated match of $250,000 for other funds raised through the PCF and the Chamber of Commerce, said Eric Duyshart, the city’s economic development manager. National research, states the city staff report prepared on the grant program, indicates the need for support is “urgent and immediate.” Nearly 7.5 million, or one-quarter of the nation’s small businesses, are at risk of closing over the next three months. “In a survey conducted by Harvard researchers these statistics were confirmed, projecting that if the crisis lasts for six months 38 percent of small businesses will close,” states the city staff report. The survey, according to the report, also found that small business owners are having the least success accessing federal relief funding. While 78 percent of survey respondents applied for federal relief associated with COVID-19, only 48 percent received funding. The smallest businesses had the least success, the report states. “Half of the businesses that received funding through the Paycheck Protection Program (PPP) or Economic Injury Disaster Loan Program (EIDL) programs disclosed their funding amount was less than $8,000. The survey found that most small business owners report the CARES Act/PPP or EIDL funding is not enough to sustain them,” the report states. “Most cited a need for an additional $10,000. In a separate survey conducted by a small business support service, Hello Alice, the results found that most small businesses who responded were in danger of closing,” and said they would close for lack of $10,000. The program is modeled after similar coronavirus relief programs initiated in a number of other cities. The city of Monterey, for instance, contributed $1 million to Monterey Community Foundation’s Small Business Relief Fund, offering grants of up to $25,000. 6 PASADENA WEEKLY | 06.18.20
The city of Santa Clara has committed $800,000 to create a Small Business Assistance Grant Program, already awarding 110 grants of $5,000 or $10,000. The Silicon Valley Central Chamber of Commerce recently launched a GoFundMe campaign to help raise additional funding for a grant program. The city of Gresham, Oregon has awarded $380,000 in grants of $2,000 to $10,000 to small businesses. In the Pasadena program, eligibility requirements include being locally and independently owned, located in Pasadena, and in good standing with the city and state. Another is having no lawsuits pending against the city. Applicants must not have received $10,000 or more from either the SBA Paycheck Protection Program (PPP) or the SBA Economic Injury Disaster Loan (EIDL) or other SBA, government or other grant source related to COVID-19. They must also have demonstrated a strong track record of business operations under the current ownership, $3 million or less in annual gross revenue, experienced at least a 25 percent decline in revenues due to COVID-19 between Jan. 1 and April 30, and demonstrated a strong track record of business operations under current ownership. Applicants must also demonstrate the dedication and wherewithal to remain open for a period of 12 months after receipt of the relief funds, states the city report. Lifelong resident and business owner Erica Gutierrez lauded the city and PCF for creating and administering the fund, respectively, but said it needs to be inclusive. In collaboration with the city, PCF and the chamber will develop criteria and appoint a selection committee, the majority of whose members will be Pasadena residents. “I urge you to consider and add the following requirements to the agreement with PCF: 1. Ensure that there is racial diversity on the selection committee through the inclusion of Black and Brown community leaders and members 2. Give priority to Black and Brown Pasadena residents that own businesses in the Fair Oaks/Orange Grove specific plan areas and other similar low-income areas that are consistently underrepresented in economic opportunities due to systemic racism and lack of intentional diversity 3. Give priority to small businesses that offer unique services and/or products and whose closure would significantly impact the diversity and 4. Change full-time employee requirement to 1-20 (from 2 to 20),” Gutierrez wrote. Much like Little, Gutierrez also wanted more money, writing, “Please also consider providing grants larger than $10,000 to help cover costs related to COVID-19 requirements and strategic changes to increase likelihood of longterm success.” n

PASADENA CITY COUNCIL RESISTS CALLS TO DEFUND POLICE BY MATT RODRIGUEZ
J
ust as officials in many cities around the nation have done, the Pasadena City Council entertained requests to defund the police during its Monday meeting. “I think that word ‘defund’ means a lot of different things to different people,” said Pasadena NAACP President Allen Edson. “For me, the idea is to reduce the police budget.” The slogan “Defund the Police” has dominated the national scene in the wake of the police brutality caught on tape following the May 25 death of George Floyd at the hands of a Minneaoplis police officer. “It think it’s not a great choice of words,” said Pasadena John Perez Mayor Terry Tornek. “It means a lot of different things to a lot of people. Some people in the extreme literally mean reducing police budgets by 95 percent, and then there are others that are saying we should be reallocating.” While the slogan may sound drastic, many believe that cities should divert funds from police departments to other social services, such as mental health, education and employment services. Edson hopes that some of the police budget would help with the unemployment occurring due to COVID-19 and believes that when more people are working the number of crimes will naturally come down. During public comments, members of the ACLU asked the council to reconsider funds directed toward the police. “The ACLU of Southern California supports the call of many local civil society organizations, organizers, activists and community members in the city of Pasadena to reject the current proposed budget, and calling for the City Council to shift funding from the Pasadena Police Department,” ACLU senior staff attorney Mohammad Tajsar wrote for public comment. “We also join the calls of other community members calling for a 20 percent reduction of the Police Department’s budget into social services and the public health department.” Activist Kris Ockershauser called into question why the PPD received funding for a helicopter while the city Health Department esperienced a reduction in fundng. “For starters, redirect the recently approved $420,000 for upgrading police helicopter surveillance technology of its cameras,” Ockershauser wrote. “The Health Department has been cut by more than $400,000 in the midst of a pandemic. Give the money to them.” The Pasadena Police Department’s budget for 2020 was nearly $89 million, about 10 percent of the city’s approximately $870 million budget. “We spend less money as a percentage of our budget on police than a lot of other cities,” said Tornek. “In spite of the fact that we have a city that requires a substantial police presence because we have a lot of special events that are Rose Bowl related.” PPD’s budget pales in comparison to the budget for the Los Angeles Police Department, which is $1.8 billion, and the even larger New York City Police Department Budget of nearly $6 billion. Even with these calls from some citizens and even Los Angeles City Mayor Eric Garcetti to cut $150 million from the LAPD, Pasadena looks to increase the budget for its police force. In the proposed budget for the coming year, the city looks to increase its police budget. Of the nearly $879 million budget for 2021, $92 million would go to the police. While the overall amount of money going to the police has increased, the percentage of funds has stayed roughly the same at about 10 percent. While the council approved the budget later in the meeting, it came with a stipulation that the staff could return and review the police budget. n
BY KEVIN UHRICH
I
f anyone thought civilian oversight of Pasadena police was going to happen overnight, think again. In fact, the first public unveiling of any plans for a citizen review board won’t happen until mid-August — 60 days. By then, the City Council will have had an opportunity to hear from the public and review whatever its Public Safety Committee (PSC) comes up with before finally getting those ideas before the full council for adoption. Calls for citizen review have taken off in recent weeks with the May 25 killing of George Floyd at the hands of Minneapolis police and the ensuing protests there and in major cities around the country. Further fanning those flames of discontent has been the officer-involved shooting death of Rayshard Brooks at a Wendy’s restaurant in Atlanta on Friday, June 12. The PSC is headed by Councilman John Kennedy, a former civilian deputy police chief in Richmond, Virginia, under the leadership of former police Chief Jerry Oliver, who took over as chief in that city in 1995. A few years prior to that in Pasadena, Oliver opposed plans for civilian oversight being developed by members of the city’s Human Relations Commission. Instead, he proposed a civilian police academy in which community members could learn what it’s like to be a police officer. In recent times, both Mayor Terry Tornek and Councilman Victor Gordo, who will be facing each other in a race for the mayor’s seat in November, have both said publicly that they oppose scrutiny of police by people who are not elected officials. Over the past several years, Kennedy has become a strong advocate for citizen oversight of police. At the last meeting of the PSC on June 10, the committee reviewed oversight models first examined in 2016, the last time the proposal came to the committee’s attention. Last week, the committee voted unanimously to take a look at a police oversight model and return in 60 days on that particular item for council consideration, “but made no decision on what that would look like,” said Kennedy. “We will be engaging the community with regard to the leaps and bounds of oversight,” said Tornek at Monday’s City Council meeting. “The city last reviewed various models for police oversight in 2016. The committee did not make a commitment to a particular model for oversight, nor did it make a recommendation for a model… But, because of the tremendous interest and demand being made on this issue of police oversight, the committee felt strongly that we should have a short time frame to at least come back with a recommendation for the council to take action or not take action, or to engage in discussion. I think we need to engage in positive motion on this issue with a short time frame,” said Tornek. “I think we need at least 60 days to make sure we hear from the diversity of our community, horizontally and vertically,” said Kennedy. Some of a number of people who made remarks to the council online said they are pleased that the council is taking action on this issue. “It is imperative that we listen and hear the recommendations being made and that we take the necessary steps to ensure the safety and well-being of our Black community. As someone who works hand in hand with local youth, families, and the various nonprofits, I clearly hear the need and demand for the formation of a Citizens Oversight Committee,” wrote Christy Zamani. “I find this to be a small step in the right direction, and a best practice for any conscious, inclusive community that believes in equity and justice.” “I applaud the Public Safety Committee’s decision to revisit civilian oversight of the Pasadena Police Department and its intention to engage experts to assist members in making their recommendations to the full council,” wrote Sonja Bemdt. “The time for a civilian oversight commission and appointment of an inspector general over the Police Department is now.” n

WHY CELLPHONE VIDEOS OF BLACK PEOPLE’S DEATHS SHOULD BE CONSIDERED SACRED, LIKE LYNCHING PHOTOGRAPHS
BY ALISSA V. RICHARDSON
A
s Ahmaud Arbery fell to the ground, the sound of the gunshot that took his life echoed loudly throughout his Georgia neighborhood. I rewound the video of his killing. Each time I viewed it, I was drawn first to the young black jogger’s seemingly carefree stride, which was halted by two white men in a white pickup truck. Then I peered at Gregory McMichael, 64, and his son Travis, 34, who confronted Arbery in their suburban community. I knew that the McMichaels told authorities that they suspected Arbery of robbing a nearby home in the neighborhood. They were performing a citizen’s arrest, they said. The video shows Arbery jogging down the street and the McMichaels blocking his path with their vehicle. First, a scuffle. Then, gunshots at point-blank range from Travis McMichael’s weapon . My eyes traveled to the towering trees onscreen, which might have been the last things that Arbery saw. How many of those same trees, I wondered, had witnessed similar lynchings? And how many of those lynchings had been photographed, to offer a final blow of humiliation to the dying? A Series of Modern Lynchings It may be jarring to see that word — lynching — used to describe Arbery’s Feb. 23, 2020 killing. But many black people have shared with me that his death — followed in rapid succession by Breonna Taylor’s and now George Floyd’s officer-involved murders — hearkens back to a long tradition of killing black people without repercussion. Perhaps even more traumatizing is the ease with which some of these deaths can be viewed online. In my new book, “Bearing Witness While Black: African Americans, Smartphones and the New Protest #Journalism,” I call for Americans to stop viewing footage of black people dying so casually. Instead, cellphone videos of vigilante violence and fatal police encounters should be viewed like lynching photographs – with solemn reserve and careful circulation. To understand this shift in viewing context, I believe it is useful to explore how people became so comfortable viewing black people’s dying moments in the first place. Images of Black People’s Deaths Pervasive Every major era of domestic terror against African Americans — slavery, lynching and police brutality — has an accompanying iconic photograph. The most familiar image of slavery is the 1863 picture of “Whipped Peter,” whose back bears an intricate cross-section of scars. Famous images of lynchings include the 1930 photograph of the mob who murdered Thomas Shipp and Abram Smith in Marion, Indiana. A wild-eyed white man appears at the bottom of the frame, pointing upward to the black men’s hanged bodies. The image inspired Abel Meeropol to write the poem “Strange Fruit,” which was later turned into a song that blues singer Billie Holiday sang around the world. Twenty-five years later, the 1955 photos of Emmett Till’s maimed body became a new generation’s cultural touchstone. The 14-year-old black boy was beaten, shot and thrown into a local river by white men after a white woman accused him of whistling at her. She later admitted that she lied. Throughout the 1900s, and until today, police brutality against black people has been immortalized by the media too. Americans have watched government officials open firehoses on young civil rights protesters, unleash German shepherds and wield billy clubs against peaceful marchers, and shoot and tase today’s black men, women and children —first on the televised evening news, and, eventually, on cellphones that could distribute the footage online. When I conducted the interviews for my book, many black people told me that they carry this historical reel of violence against their ancestors in their heads. That’s why, for 8 PASADENA WEEKLY | 06.18.20
them, watching modern versions of these hate crimes is too painful to bear. Still, there are other groups of black people who believe that the videos do serve a purpose, to educate the masses about race relations in the U.S. I believe these tragic videos can serve both purposes, but it will take effort. Reviving the ‘Shadow Archive’ In the early 1900s, when the news of a lynching was fresh, some of the nation’s first civil rights organizations circulated any available images of the lynching widely, to raise awareness of the atrocity. They did this by publishing the images in black magazines and newspapers. After that image reached peak circulation, it was typically removed from public view and placed into a “shadow archive,” within a newsroom, library or museum. Reducing the circulation of the image was intended to make the public’s gaze more somber and respectful. The National Association for the Advancement of Colored People, known popularly as the NAACP, often used this technique. In 1916, for example, the group published a horrific photograph of Jesse Washington, a 17-year-old boy who was hanged and burned in Waco, Texas, in its flagship magazine, “The Crisis.” Memberships in the civil rights organization skyrocketed as a result. Blacks and whites wanted to know how to help. The NAACP used the money to push for anti-lynching legislation. It purchased a series of costly full-page ads in The New York Times to lobby leading politicians. Though the NAACP endures today, neither its website nor its Instagram page bears casual images of lynching victims. Even when the organization issued a statement about the Arbery killing, it refrained from reposting the chilling video within its missive. That restraint shows a degree of respect that not all news outlets and social media users have used. A Curious Double Standard Critics of the shadow archive may argue that once a photograph reaches the internet, it is very difficult to pull back from future news reports. This is, however, simply not true. Images of white people’s deaths are removed from news coverage all the time. It is difficult to find online, for example, imagery from any of the numerous mass shootings that have affected scores of white victims. Those murdered in the Sandy Hook Elementary School shooting of 2012, or at the Las Vegas music festival of 2017, are most often remembered in endearing portraits instead. In my view, cellphone videos of black people being killed should be given this same consideration. Just as past generations of activists used these images briefly — and only in the context of social justice efforts — so, too, should today’s imagery retreat from view quickly. The suspects in Arbery’s killing have been arrested. The Minneapolis police officers involved in Floyd’s death have been fired and placed under investigation. The videos of their deaths have served the purpose of attracting public outrage. To me, airing the tragic footage on TV, in auto-play videos on websites and social media is no longer serving its social justice purpose, and is now simply exploitative. Likening the fatal footage of Ahmaud Arbery and George Floyd to lynching photographs invites us to treat them more thoughtfully. We can respect these images. We can handle them with care. In the quiet, final frames, we can share their last moments with them, if we choose to. We do not let them die alone. We do not let them disappear into the hush of knowing trees. n Allissa V. STORY BY FRIER MCCOLLISTER | PHOTOS BY LUIS CHAVEZ
ou have to come to Perry’s to get a Perry’s sandwich!” So sayeth Perry Bennett, the energetic and affable 50-year-old owner, operator, chef and mastermind behind Perry’s Joint, a neighborhood fixture on Lincoln Avenue since 2004. That’s sixteen years. How is it that a manically roving local lunch hound like me had missed it all these years? It’s true that I rarely find my way up Pasadena’s north Lincoln spur and the café itself is located in a handsome but unassuming complex of shops on the west side of the street that tends to blur on a drive-by. I owe my “discovery” of Perry’s Joint solely to Kat Hong’s recently posted list of African American-owned restaurants on theinfatuation.com, which was expanded by Jenn Harris and published in the LA Times Food Section on June 7. On my first visit, hoping to avoid the lunch rush, I arrive around 3 p.m. and join a lengthening line of folks out the front door. Apparently, it’s still lunch and still a rush at Perry’s. Perusing the menu of sandwiches and hot dogs posted over the front counter, I reflexively order a “Chicago Dog” priced at $5. I can’t help it. I’m from Chicago. To us, a “Chicago Dog” is the only dog. To us, there is only one way to serve a hot dog and you can only get one in Chicago. Nonetheless, Perry's has “New York” and “Detroit” versions, various chili-dog takes and an “American” that
features both mustard and — ahem — ketchup. Regardless, for me, if Perry's can pass the “Chicago Dog” test, I’m all in. The tomatoes, onion and pickle are fresh, the dog has snap and the dusting of celery salt seals the deal for relative authenticity. I’m coming back! The next day, I’m in line again with a larger order to actually try the sandwiches. While I’m waiting, I quiz a couple of my fellow patrons. Like me, Carolyn B. is here for the first time. How did she get here? “I have a dear friend who used to be with the Police Department. I asked him about Perry’s Joint, and he said, ‘It’s excellent!’” (Whatever one’s opinion may be of the police these days, in my experience they do know where to go for a sandwich.) Another customer, Karen M., has been a regular for 10 years, since high school. Just up the block from John Muir High School, the students have always been a reliable customer base at Perry’s Joint and they figure prominently in Perry’s story, as we will soon discover. The menu offers both “Perry’s Straight Ahead Sandwiches” as well as “Perry’s Fusion Sandwiches.” The “Straight Ahead” options are priced at $8.25 or $5.50 for half. The more exotic “Fusion” varieties are $9 and $9.75 and tend to feature various combinations of roast beef, pastrami and turkey. By the way, pre-lockdown Perry’s

Joint also featured live jazz music and the sandwich names are inspired by jazz artists and culture. I order a “Veggie Combo” from the first list and a “Tuna Simone” and “The Guru” from the “Fusion” list. “The Guru” features hot pastrami and turkey with lettuce, tomato, and pepperoncini. According to Perry it’s a popular favorite but here’s an off-menu pro-tip: ask for the “Chef’s Special.” Sources tell me it’s a secret combination of “The Hip Bird” and the “Chicken Mingus” and is Chef Perry’s personal favorite. All of the sandwiches are fresh, made to order and generously portioned. Despite its lengthy tenure on Lincoln, Perry’s Joint originated in San Francisco in 1993, when Bennett was all of 23 years old. Inspired by the entrepreneurial spirit of his father, Thomas Bennett, 83, who still owns and operates Miyako’s Ice Cream in the Fillmore District, Perry Bennett was out to set an example. The crack epidemic had taken hold in the city and among some of his friends. “There wasn’t a lot of light… I needed people to have a different experience in coming to a black business. Also, I wanted the young black people to see — I needed them to see — something different on a couple different levels. Community first.” The move to Pasadena came in the wake of San Francisco’s tide of gentrification and rising rents. Bennett's wife Melanie, 48, had a best friend who lived in Altadena and the area appealed to the young couple. With their two children Perry Morrel and Hannah (now 18 and 16, respectively) they settled in Pasadena just three blocks from the café’s present location. The late real estate developer and community activist Jaylene Moseley was instrumental in helping Bennett establish the new restaurant locally. She had just built the business complex, where Perry’s Joint resides on Lincoln, with the direct intention of
community redevelopment in the neighborhood north of John Muir High School. As Bennett explains, “She’s a big reason why I’m talking to you now. Without her this wouldn’t be possible… I knew the community needed something like this. I felt it was right. Jaylene made me a deal I couldn’t refuse. By the grace of God and Jaylene. She believed in me.” So Bennett pays it forward. In 2010, he established a college scholarship fund for students at John Muir High School, where he dedicates a single day’s gross revenue from Perry’s Joint to a particular deserving student. It began when Perry ran into a student he knew buying large amounts of candy at Smart & Final. The student — aptly named Destiny — explained that he had just been accepted to UC Berkeley but needed to raise money for his tuition by selling candy at the high school. “I said, ‘I like your hustle. Come see me on Monday. I’m going to raise money for you. When I gave him a check, [I said] ‘This isn’t for free. When you get in a position, I need you to come back and find a kid to support too.’ He said, ‘Mr. Bennett, I will not let you down!’” Despite this semester’s interruption by the pandemic lockdown, Bennett has his student picked (she doesn’t know yet) and he will likely conduct the one-day fundraiser as usual on the first Saturday in August. Mark your calendars folks! “It’s my part, [with] everything that goes on in our society being black, some want to protest or change policy. My part is to be an example and have an impact on these kids. That’s my contribution. That’s my part. It’s ongoing.” Do you' need a better reason to go out and get a great sandwich? Make it a Chef’s Special (from a very special chef). Like Bennett says, “Community first.”

• ARTS & CULTURE • TRIPLE TREAT MULTI-TALENTED KELVIN HARRISON JR. IS HITTING ‘THE HIGH NOTE’ OF HIS CAREER BY CHRISTINA FUOCO-KARASINSKI
W
hen Kelvin Harrison Jr. was growing up in New Orleans, he dreamed of starring on a Disney TV show. That way, he could blend his talents of acting and singing. “I always thought to myself that I could be like Hannah Montana and have the best of both worlds,” Harrison says with a laugh. “I get to have a sitcom, sing, do an album and tour.” He says his latest project, the film “The High Note,” is a “beautiful combination of the two.” Set in the LA music scene, “The High Note” is the story of Grace Davis (Tracee Ellis Ross), a superstar who must choose between playing it safe or listening to her heart in a life-changing decision. Maggie (Dakota Johnson) is Davis’ overworked personal assistant who’s stuck running errands but aspires to be a music producer. Things come to a head when Davis’ long-time manager (Ice Cube) presents the singer with a choice that could alter the course of her career. Harrison plays aspiring musician David Cliff, who befriends Maggie. The movie, which was set to debut in theaters, instead premiered as video on demand on May 29. The soundtrack, on Republic Records, includes a handful of songs by Harrison, like the pivotal “Let’s Stay Together.” “We were worried,” he says. “Would the movie come out? Would it be shelved? Would it go through the Netflix shuffle? Instead, we’re doing the proper release and found the ‘new normal’ style.” Working with Ross — the daughter of Diana Ross — was “wonderful,” he says. First and foremost, she was “so much fun.” “She’s a big personality,” he says. “It just adds to the energy that’s always in the room. If you’re feeling down or nervous or scared, Tracee has a way of just brightening up the room and the day. We really needed her expertise and wisdom for this movie.” Harrison, who appeared in “Ender’s Game” and “12 Years a Slave,” says “The High Note” is an important film to him. “I really wanted to be in a space where I got to play a romantic lead in a movie,” he says. “That was exciting, especially being a person of color who gets the girl at the end. We don’t get the girl. I thought the elements were fascinating. The music industry felt honest and brought back some of the magic to Hollywood and LA — the artistry behind it all. I love the story of following a dream and persevering despite our own blocks and insecurities. It’s up to us to create the universe we want to live in.” Harrison did that. He grew up in a family of musicians, all of whom went to the NOLA School of Music in New Orleans. His father trained with Ellis Marsalis and grew up with Harry Connick Jr. “He introduced me to Ellis, and I went to NOLA,” he says. “Jason Marsalis was one of my teachers. I met Wynton. I also worked with Delfeayo. I recorded tracks with him for a kids’ album when I was about 12 to 15.” At the time, Harrison didn’t grasp what he had. “I’d come home from school and say, ‘Mr. Marsalis told me to do this,’” he recalls with a laugh. “It was such a beautiful experience that a lot of people wish they had.” For a bit, he put his music aside to act. In 2019, Harrison gained wider recognition for his critically acclaimed portrayals of Luce Edgar in “Luce” and Tyler Williams in “Waves,” for which he received nominations for the Best Male Lead at the Independent Spirit Awards for the former and the Rising Star Award at the British Academy Film Awards for the latter. His next film is “The Trial of the Chicago 7,” the story of seven people on trial 12 PASADENA WEEKLY | 06.18.20

stemming from various charges surrounding the uprising at the 1968 Democratic National Convention in Chicago. Later this year, he’ll join season two of HBO’s “Euphoria.” “That’s going to be my thing for the next few years,” he says. Harrison enjoys the variety of films he has released. It keeps him excited and on his toes. “The language we learn from different genres helps the other genres,” he says. “I can understand fear and apply that or neurosis in a character’s head and put it in a drama and blend it really well with comedy to figure out how to drive those funnier moments. Trying different things ultimately helps you become a more well-rounded human performer. It gives us a variety of tools in our bag.” Harrison has been keeping busy during the quarantine — reading books by James Baldwin and Maya Angelou, as well as “Alvin Ailey: A Life in Dance” and “Sister Outsider.” He’s also perfected his go-to dish: lemony salmon with garlic roasted potatoes and spinach. He serves it with a side dish of white macaroni and cheese and broccolini. “It’s a lot of food, but I like to eat,” he says with a chuckle. As for “The High Note,” he hopes it’s the treat that everyone needs during the pandemic. “What’s so beautiful about Tracee’s character is she’s a woman who knows what she has to offer, and he’s not interested in anyone telling her she can’t,” Harrison says. “It’s what David needed to learn and what Maggie saw and learned from Grace as well. They learned not to get in the way of their own opportunity. I hope people who see this film learn not to give up until they get what they want. I absolutely believe that.” n
