In 1933, the German Reichstag adopted the Enabling Act, which effectively granted Adolf Hitler dictatorial powers. Fast forward to COMMUNITY these past years when our own GOP has mostly by default or non-action effectively granted our president and senate dictatorial powers. They’ve used their dictatorial power to give tax dollars to the super-rich, deny Medi-Cal to uninsured people in the GOP-controlled states and now to give one or more trillions to corporations, where many CEOs earn millions each year in salaries and perks. Do you agree that US tax dollars should go to cruise companies that are mostly owned (on paper) by foreign companies? The cruise companies can then avoid paying all of the US taxes. The only way to change our US history is to vote, vote, vote out of office this dictatorial president and senate. Voting by mail should replace voting at the polls in its entirety. The two institutions that can definitely be trusted are the county Board of Elections and the United States Postal Service. The money saved by eliminating the need for poll workers could be used to offer free postage on the envelopes used to vote by mail. The person voting would also have more time to consider what they are voting for and would not be confined to the hours of the polling place. It would also prevent unwanted entry to schools and churches from anyone trying to harm someone. In addition, the voter would not be harassed by someone trying to place unsolicited campaign literature into their hand. The additional revenue would boost the Postal Service and perhaps keep it afloat until we as a country are able to vote online. Voting by mail would solve the registered voter problem and guarantee safe passage of the ballots to the county Board of Elections. ~JOE BIALEK CLEVELAND, OHIO

we’re out of salmon and beef choices. I ignored their whining for one day, but it continued into the night, and now at 6 a.m. they are victorious. In a few minutes I’ll brave the sprinkling rain outside, take my life in my hands, and walk to the grocery store for their precious favorites. Never mind that the governor has demanded we stay in place, or that I have a scant one-hour window at the big chain store to make this purchase. Seniors are allowed in from 7-8 a.m., and it’s do or die time. Bad choice of words. There’s a bag of dry food, kitty treats and other cans on the kitchen counter, but that means absolutely nothing to these two furballs. Fifteenpound Ziggy and five-pound Sammy are rescues and food is their opiate. I am their dealer. At the store, the line wraps around the parking lot to the street. No way to maintain the six feet of separation mandated in social distancing — we’d all be in the next town, or at least in the middle of the nearby eight-lane highway. People are masked, gloved, silent. It

might not be the end of the world, but it feels like it. I am too late for a basket or cart. I’ll just have to run in like a crazy person when the doors finally open, grab the right cans and wait in another long line to pay. Others will stand around me with mega packs of toilet paper (maybe), eggs (possibly), meat and pasta. I’ll just pathetically clutch these tins holding shreds of salmon and beef because the beasts don’t like pâté style. But the final joke will be on the cats. Their special delivery will be delayed because I’m including some junk food to get me through the next few days. Chips, cookies and chocolates. While they slurp their salmon, I’ll crunch my chips. CAN BIDEN ‘FLOAT LIKE A BUTTERFLY AND STING LIKE A BEE’ TO DEFEAT TRUMP?

I

t is patently obvious to anyone who can fog a mirror that President Donald Trump is very sick puppy. His actions in the face of the SARS2-COVID19 pandemic are a most outrageous demonstration of failure in time of crisis. Trump has cut and run. Yet, despite his flagrant dereliction of duty and gross maleficence in office, public opinion polls show that Trump trails closely behind Joe Biden, his probable opponent in the November election. Why is this so? Biden’s Strategy Throughout history, successful strategists of conflict often utilize a policy of refraining from engagement while one’s opponent is inflicting self-damage. Just stand back and watch the suicide. In modern culture this “rope-a-dope” approach was made famous by boxing great Muhammad Ali as he reclaimed his World Heavyweight title in 1974, defeating George Foreman. For seven rounds Ali simply held his extremely long arms very close to his chest while Foreman landed one ineffective blow after another on Ali’s well-defended body. By the eighth round Foreman was exhausted. Ali opened up and scored a knockout. Foreman and Trump share a common attribute. Both are stupid. However, can Biden show the grace and style in the political arena that Ali showed in the ring? Can Biden do his part of the job? Can he “float like a butterfly and sting like a bee.” Crying Out for Change The Republican strategy for re-election is premised on the assumption that the electorate contains significant fraction of zombies, almost 40 percent, who will support any far-right screwball like Trump. Unfortunately, the Democratic Party establishment seems to think that progressive voters should mirror Trump’s ultra-right zombies from stage left and support the presumptive Democratic nominee with comparable zeal. This faulty logic clouds the Biden camp. On March 3, California Democrats cast their primary presidential election ballots. The winner was Bernie Sanders, a self-described democratic socialist. In 2016 and 2020 Sanders presented his democratic socialist philosophy as a series of specific proposals including: 1. Increasing the minimum wage to $15 per hour. 2. Establishing universal tuition-free higher education at public universities and colleges. 3. Financing Medicare for All through an expanded Social Security system. 4. Opposing unfair free trade agreements that caused widespread hardship by deporting thousands of American jobs. 5. Stimulating the economy and simultaneously addressing climate change with Green New Deal construction projects. 6. Ending the abomination of the death penalty. In 2016 the Democratic establishment sensed the pulse of the voters and incorporated much of Sanders’ vision into its national platform — a quest to unite diverse Democrats in opposition to Trump. However, the 2016 Democratic presidential nominee opposed her party’s platform. The 2016 Democratic candidate ran against the values of the Democratic Party. The candidate ridiculed working class people whose jobs were lost to free trade. She called them “deplorables.” The apology offered after her “mis-speak” rang hollow. The Democrat’s 2016 post-election analysis blamed their loss on foreign election interference by the government of Russia. This excuse ignored that our government had intervened in dozens of elections in other countries in recent decades — the most flagrant examples being the CIA overthrow of the legally elected governments of Iran in 1952, Guatemala in 1954 and the Dominican Republic in 1963. So, what goes around comes around. Reconciling a Dilemma The Democrats are about to go into their nominating convention. Their presumptive nominee, Joe Biden, lost the California primary to Sanders. A plurality of California delegates to the National Convention in Milwaukee will be Sanders supporters. Will Biden make a magnanimous gesture to acknowledge the California reality? The California delegation to the Democratic National Convention will convene its organizational meeting on June 28. At this meeting they will elect a chair of the largely pro-Sanders California delegation. Sanders, while having most of the delegates, does not have a majority. Biden, who essentially has the presidential nomination locked up, needs to inspire a display of party unity. One important gesture Biden could make toward party unity would be to endorse a Sanders supporter for California Democratic Convention Delegation Chair. An ideal choice would be Congressman Ro Khanna from the Silicon Valley. Then, at the August Democratic National Convention, Sanders’ California supporters would feel rewarded for their hard work. The chair of their delegation could be Khanna, a supporter of Bernie. This, combined with a platform similar to that of 2016, could be the unifying move that ends the most corrupt administration in American history. n Robert M. GORDO SEEKS INDEPENDENT AUDITOR/INSPECTOR GENERAL TO OVERSEE POLICE AND CITY GOVERNMENT; TORNEK SAYS COMMUNITY OVERSIGHT OF POLICE IS ‘INEVITABLE AND APPROPRIATE’ BY KEVIN UHRICH

ess than a week after the Pasadena City Council voted to begin the process of deciding whether to appoint a citizen panel to oversee police, mayoral candidate Councilman Victor Gordo has proposed the creation of an independent auditor/inspector general’s office to oversee police, as well as other city departments and the City Council. “I continue to believe that oversight is the responsibility of elected officials who are directly accountable to the people of Pasadena. While I remain open to the ideas and models brought forth by others, I strongly believe that we need an Independent Auditor/Inspector General Office with oversight review powers not only over the Police Department but also over our city departments, city staff, and even the City Council. All should be subject to the same ethical standards and scrutiny. I know that we all have significant opinions, and I’m committed to listening to all of us across our city,” Gordo wrote in a column appearing on the online news site Pasadena Now. “I know that with our community voices coming together, Pasadena can serve as a model for reform that holds its elected representatives accountable for improving, overseeing and ensuring there is accountability in policing and all levels of city governance.” Other than the police chief’s advisory board, the only group currently overseeing police budgets, activity and conduct is the council’s Public Safety Committee (PSC), headed by Councilman John Kennedy and comprised of three other council members, including Mayor Terry Tornek. The PSC was scheduled to meet Wednesday to open discussions on police reform. The committee is expected to report back to the full council on Aug. 10. Tornek, who is running for re-election against Gordo in the November election, has also advocated leaving oversight to elected officials. But now, in the wake of the social unrest sparked by the officer-involved deaths of George Floyd in Minneapolis, Rayshard Brooks in Atlanta, and numerous others in the past few years, Tornek said he welcomes appointed people performing in an oversight function. “It’s clear to me now that no matter how hard we try there remains a certain mistrust in authority in general, but in the Police Department in particular in certain segments of our community, and the only way we are going to mitigate that is if there is a feeling

that when there is a problem there will be intervention by people other than insiders, and further that there is a kind of ongoing scrutiny of the way police operations work,” Tornek said. In his column, Gordo explained his desire to create a separate city office to keep an eye on police. “As a community, we must take concrete action so that the death of George Floyd is not in vain, but results in real and lasting change. We need change that not only improves law enforcement in Pasadena, but also addresses the larger racial, social and economic inequalities in our nation and in our community,” Gordo wrote. “Policing is one of the most important and sensitive subjects in all municipalities, as it involves public safety and the potential use of force, even deadly, against the very residents sought to be protected,” he went on. In a second interview Tuesday, Tornek said he always thought community oversight would be a good idea. “The problem is all of the models that we looked at, when you actually drilled down and saw how they are working, most of them don’t seem to be working that well,” Tornek said. “My fear was, in an effort to satisfy a yearning to deliver civilian oversight we would not be delivering genuine reform; we would just be shifting that level of dissatisfaction from one arena to another. I supported John (Kennedy’s) call for some sort of body, but the problem was we hadn’t found a model the I really thought was beneficial. “The difference now is the world has turned. We absolutely have to respond to the fundamental problem, which is we don’t have the trust of all the segments of the community and portions of Black and minority communities, that they are not getting a fair shot, and they are not. So we have to satisfy that fundamental hole in the fabric. We need to do something to address that need, even if it’s not perfect. We need to address that issue and the only way to do that is with some form of civilian oversight.” In an interview Tuesday, Gordo acknowledged his proposal “needs fleshing out,” which he is doing by talking with people about his idea. Although most of the conversation with PW was off the record, Gordo did say, “That’s the framework for right right now. I know what I want. I just want it to be complete.” n

CITY HALL COVID SCARE

uring a press conference Tuesday afternoon about a fatal officer-involved shooting in early May, Pasadena Police Chief John Perez announced that the entire police command staff and Pasadena Fire Chief Bryan Frieders are selfisolating after a member of Perez’s staff exhibited signs of a fever. “Yesterday there was a group, including myself, that was involved in media interviews,” said Pasadena spokeswoman Lisa Derderian, who is also self-isolating. “One of them this morning woke up with a temperature. As a result, out of an abundance of caution we are isolating at home until the [test] results come back. Based on advice from our health officer, we’ll determine the next course of action if necessary.” All told, nine city officials — seven from the police command staff, Frieders and Derderian — were asked to self-isolate as they await the results of the COVID-19 test. In a related matter, Pasadena Public Health Director Dr. Ying-Ying Goh has

joined the list of Southern California public health officials receiving death threats. In the past three weeks, officials from LA County and Orange County announced that they too have received death threats after enacting public health orders, with Orange County Public Health Officer Dr. Nichole Quick resigning amid death threats. Derderian said that Goh understands that this is “misdirected anger” and that she has full support from the community and city management staff. “She has a large number of supporters throughout the city external and internal,” said Derderian. “Her job is to protect the public and it is based on science and data. It is never acceptable to take out those aggressions on the public health officer or the staff.” Regarding the shooting, during the press conference police offered video evidence in connection with the May 8 death of Lloyd Nelson Jr. on Corson Streeet near Allen Avenue. Nelson opened fire on an officer following a chase and was killed in the exchange. Perez said the offficer had no choice. n

BIRTH OF A MOVEMENT

SCHIFF AND CHU SIGN ON TO GEORGE FLOYD JUSTICE IN POLICING ACT BY LYDIA YOU

F

ollowing weeks of nationwide protests and galvanized support for radical police reform resulting from the deaths of George Floyd, Breonna Taylor, and Ahmaud Arbery, Congressional Black Caucus Chair Karen Bass, Sens. Corey Booker and Kamala Harris, and House Judiciary Committee Chair Jerrold Nadler introduced the Justice in Policing Act of 2020, since renamed the George Floyd Justice in Policing Act, with local Reps. Adam Schiff and Judy Chu among the 230 House cosponsors. “We can and must do better for those suffocating on our city streets, whether under the knee of a racist cop, or from a system of justice that has perpetuated inequality and injustice,” said Schiff, whose district includes portions of Pasadena, on an appearance on Good Day LA. “The world is witnessing the birth of a new movement in our country. Today we unveil the Justice in Policing Act, which will establish a bold transformative vision of policing in America,” said Rep. Karen Bass, who’s spearheading the bill and whose district includes West Los Angeles, Mar Vista, Culver City and Palms, in a press conference on June 8. The act is a first-of-its-kind, comprehensive plan to hold police accountable through a series of sweeping reforms, which call to “establish a national standard for the operation of police departments, mandate data collection on police encounters, reprogram existing funds to invest in transformative community-based policing programs, and streamline federal law to prosecute excessive force and establish independent prosecutors for police investigations,” according to press materials released with the legislation. The bill seeks to address police brutality through a number of concrete steps. Among the most salient are provisions that ban chokeholds and no-knock warrants at a federal level, and require that deadly force only be used as a last resort following a conscious effort to employ de-escalation techniques first. These reforms have been a top fighting point for activists, who have called for bans on unnecessarily violent, and sometimes lethal, policing tactics. Furthermore, the bill hopes to enact lasting change in the policing system by increasing accountability and developing training to end racial profiling and discrimination. The bill will require all federal law enforcement to use body and dashboard cameras and collect data on investigatory activities. The bill will also establish a National Police Misconduct Registry to prevent officers from moving from office to office without consequence. Beyond the police, the legislation also recognizes the importance of supporting and funding community-based programs that are working to change the culture of their local police departments. The bill has already garnered significant support among Democrats, with over 200 cosponsors in the House and Senate. “Reforming policing is in the best interest of all Americans,” said Harris, “We know this is an issue that is not just at the federal level, but at the state and local level as well.” Indeed, while the bill is only able to directly influence policing at the federal level, it pushes local law enforcement to adopt similar measures through incentivized funding. “We also need allies in state and local government to step up, implement reforms, and realign priorities. There’s a true crisis in American law enforcement right now. Through these reforms, we can not only restore confidence, but ensure policing

actually works to protect communities of color and all Americans,” said Chu, who also represents Pasadena. However, the bill was introduced on Monday, June 8 with no Republican cosponsors, although House Majority Leader Steny Hoyer reassured that “there’s time for bipartisan cooperation on this bill”, especially after a number of hearings and markup sessions. Republicans cite concerns about the bill being too overreaching, instead advocating that states and localities make their own policies. Last Wednesday, Senate Republicans unveiled the Justice Act, which would discourage, but not ban, police departments from using choke-holds and no-knock warrants. Nonetheless, there’s no denying that the recent deaths of George Floyd, Breonna Taylor, and Ahmaud Arbery have electrified the nation and incited fierce cries for swift and sweeping reform. “Now the movement for police accountability has become a rainbow movement, reflecting the wonderful diversity of our nation and our world,” said Bass, referring to the unprecedented numbers of non-black people marching for the Black Lives Matter movement. Lake Ave. has temporarily closed after an employee tested positive for coronavirus. According to the Facebook post by franchise owner and operator Ingrid Kuo, one kitchen staff member was infected. “We apologize for the inconvenience and hope to serve you all again soon,” Kuo wrote on Facebook. • After Orange County Public Health Officer Dr.

Nichole Quick resigned amid death threats, the LA County Department of Public Health revealed that it has been receiving death threats since March. According to a written statement by Public Health Director Barbara Ferrer, threats of violence and death have been sent through emails, public posting and letters. • The Rose Bowl parking lot will be turned into a drive-in movie theater starting on July 2. Every Thursday through Sunday, Tribeca Enterprises IMAX and AT&T will show a curated series of films throughout the entire summer. We called the place “The Sushi Boats” or just “The Boats.” The long oval counter harbored a narrow canal where plattered “boats” floated past, offering a variety of nigiri, sashimi and maki roll options, each item priced according to the colored pattern of its serving tray. I had learned to find a chair just downstream of the chef’s notch so as to have a first pick of the freshest cargo. Beyond the nautical charm, the appeal of walking in, finding a seat at the counter and immediately snagging items from the boats afforded a singularly satisfying experience that could only be had at “The Boats.” No more. And likely never again. A’Float Sushi was among the very first wave of restaurant closures in town that includes Dupar’s, Soup Plantation, Café Verdi and Sushi Ichi. Unfortunately, the list is now longer and will continue to grow. But then there is the curious case of Hummus Labs. “It was too easy to [just] open a restaurant, when 70 percent fail in the first year. I decided to do it in the middle of a pandemic…” says Joseph Badaro, 34, who exudes a remarkably sunny confidence given the fact that indeed, he opened Hummus Labs — his first restaurant — on April 1 , a mere two weeks following the lockdown order. How and why? “I spotted the place around Oct. 20. I was having brunch with my wife at Europane randomly, saw the ‘For Lease’ sign [and] called immediately because I had wanted to be in Pasadena for quite some time… Signed the lease Nov. 1.” The landlord gave him a three-month rent waiver for improvements and he hired a contractor, who initially promised to finish the renovations in two weeks, which then slowly became two and a half months. Permitting with the city advanced at its usual mysterious pace, although not without some prodding from Badaro. After resubmitting his mildly corrected plan to the city Health Department, completing finishing touches with his sluggish snail-paced contractor, and a final health inspection walk-through it was March 20, a full week following the initial lockdown order. He then brought in a crew of six and spent a full day scouring the space from top to bottom. Despite popular associations with the first day of April, Badaro chose April 1 to open because it was also the date he started his successful catering business — Badaro Cuisine — in 2013, after a stint as an executive at a boutique accounting firm. Not faced with a hard pivot to take-out and conceived as a “fast-casual” operation, Badaro didn’t even bother with buying tables for the space. “It was easy to accept ‘the new normal,’” Badaro says. Staffed solely by Badaro and his charming wife Leal, 32, he still had to make rent. His landlord refused to grant any concessions except to extend the rent due date to the 15th of each month without penalty. As a new business with no record of payroll, the Badaros weren’t eligible for the PPP and SBA loans being offered to businesses facing the realities of lockdown. Also, with a small kitchen and no staff, the relief programs like Frontline Foods and Power of 10 (PW 4/29) — meant to restart restaurants in order to feed frontline workers — were not well-suited to his operation. A Go Fund Me campaign was started premised on buying prepaid meals. 8 PASADENA WEEKLY | 06.25.20

A friend reached out with a larger donation and a modest program of outreach to Huntington Hospital garnered attention from ABC 7 television news. A generous standing donation from a Pittsburgh based nonprofit — Focus North America — enables Hummus Labs to initiate frontline feeding outreach at Badaro’s discretion. “My goal is to do one a week.” The FaceBook group SGV Eats also proved to be critical in sustaining Hummus Labs in its first two months of operation. “In all honesty, I don’t know where I would be without them. It was a blessing.” A burgeoning group platform for enthusiastic local foodies, the positive attention from SGV Eats signals that Badaro is up to something good in the kitchen. Born and raised in Temple City by his parents, who immigrated from Lebanon, Badaro is fluent in Arabic and traveled to Lebanon regularly growing up. He met Leal — his wife of five years — in Beirut, while on vacation. “She was gorgeous and I was drunk…” he explains. In fact, it was Leal — a successful television broadcaster in the Middle East — who convinced Badaro to start his catering business, which allowed him to focus on his love of cooking and food. “I had my mom, who was my inspiration and my recipe book. I figured why not give it a shot? … That’s how I started in the kitchen. I loved to be in there with her. I started doing baklava for her at age 12.” Stay tuned for his baklava at Hummus Labs. He plans to add it to the menu as business picks up. The current menu at Hummus Labs is focused on grilled kabob preparations and Badaro’s lively and inventive calibrations of hummus, labneh, and baba ganoush. Chicken and beef kafta (seasoned ground beef molded over a skewer) go for $12.95. Filet mignon and a grilled salmon plate are priced at $15.95. I suggest considering the kabob combo which includes chicken, kafta and filet kabob portions on a bed of rice, a full “fatoush” salad (add feta and Kalamata olives for $2), and a “hummus-bar party pack” with a choice of pita chips or bread for $44.95. The Combo easily feeds two hungry adults with leftovers for a full lunch or, in our case, supper for two wayward, scavenging teens. The kabob preps were seasoned and grilled perfectly with the filet presenting a light pink, juicy center even after my 10-minute commute home. What’s the name of this place again? Hummus Labs? Both an art and a science, hummus is where the action is. The regular menu offerings include: garlic hummus; cilantro jalapeno; and roasted tomato habanero plus “Chef’s Choice.” The latter tends to be available on weekends only. Past iterations have included miso ginger with toasted sesame and red beet dill. This past weekend, Badaro was crafting a garlic dill labneh to pair with grilled lambchops that he was offering as a weekend special for pre-orders. The small refrigerated case (currently empty) at the front counter was originally intended as a hummus and dip array, where customers could request tastes of the selections like a gelato bar. Trust me, they’re all excellent and of a higher order than most of us understand. This is fresh, supremely creamy hummus seasoned with care and complexity. Badaro is unequivocal about his dedication to his ancestral culture and cuisine. “In our culture, in Lebanese culture — I don’t know if you know any Lebanese people — food is our life.” When some doors close, others open. Lucky for us, we now have access to the art, science and Lebanese vitality of Hummus Labs.” ­


BACK FROM THE BRINK BUSINESSES AND GOVERNMENT FACE UNCERTAIN FUTURES DUE TO CHANGES FORCED BY COVID-19

BY KEVIN UHRICH Like years past, we looked forward to working with the Pasadena Museum of History on celebrating the anniversary of Pasadena's incorporation as a city in 1886. But, like every business since the onset of COVID-19, the museum was closed, its staff sent home and events canceled, including the annual “Happy Birthday, Pasadena!” celebration. Undaunted, executives with the Pasadena Weekly decided to solider on, but instead of simply focusing on events of the past, decided to look at how the past can inform the future. Following are the fruits of those efforts. —Kevin Uhrich

efore it became the City Council in 1992, Pasadena’s top governing board called itself the Board of City Directors, a name rightly indicating city officials would function much as leaders of a major corporation might — making decisions without public scrutiny and answering to few, practices that some came to call “The Pasadena Way.” Throughout the city's early years, many city directors were businessmen who became proud members of the Tournament of Roses, as well as trade groups, such as the chamber of commerce. Beginning at the time of Pasadena’s incorporation as a city in 1886, the relationships that local politicians and business people shared with civic and social associations played key roles in the creation of the Rose Parade in 1890, and through the 1920s some of the most notable landmarks in the country. They also led to Pasadena gaining a reputation as a prosperous, business friendly community. Most of these organizations have evolved and changed over the years, and for the most part they have stood the test of time, with those remaining staying active to varying degrees in civic affairs. But then along came COVID-19. Since February, the novel coronavirus has killed more than 121,000 Americans and shuttered millions of small businesses across the country. And Pasadena has been no exception, with hundreds of restaurants and retailers taking a beating over the past four months. “Until there is some kind of control (of the novel coronavirus), our behavior is going to change,” says Pasadena Chamber of Commerce President and CEO Paul Little. In the meantime, says Little, “We’re going to get used to wearing masks in public, and we will get used to not mingling with people we don’t know, and at the office… who knows? A year from now it will be interesting to see what has changed and what hasn’t.”

Credit Earned When it comes to connections with the city’s elected and appointed “powers that be,” perhaps no one in the city’s modern era better exemplifies this once strong relationship than Little, a three-term City Council member from Pasadena’s District 2. Like most people, Little, whose background is in pubic relations and current link to local business something of throwback to decades past, and his staff have been forced to work from their homes. There they've used their time to lobby City Hall contacts, inform the media and members about the dreadful circumstances facing the local economy, and alert clients and others to federal, state and local economic relief opportunities. Last week, Little saw some of those efforts pay off, with the council going into partnership with the nonprofit Pasadena Community Foundation (PCF) and the chamber in allocating and distributing, respectively, $500,000 to local small businesses in the form of grants up to $10,000. The PCF will also be allocated another $250,000 from the city, which will be used to match with private donors. Little was quick to point out, “It’s not inexpensive to operate a business in Pasadena,” adding that he actually wanted $1 million for the program. While the two men have had their differences on certain issues, Mayor Terry Tornek jumped at the opportunity to laud Little for the financial relief plan passed by the council last week. “He really stepped up, and was really a tireless advocate for the plan,” Tornek says of Little. “The inspiration and the genesis of that came from him. You have to give credit where credit is due.” Part of the Job Although most council members over the past few decades have not been business people, Little is not the only council member to also serve as a leader of Pasadena’s business community. Far from it. Amos G. Throop, for instance, Pasadena’s third mayor in 1888, was a staunch abolitionist prior to the Civil War and as a businessman helped rebuild Chicago after that city’s Great Fire in 1871. In Pasadena, Throop started the Unitarian Universalist Church. He also founded Throop University, Throop Polytechnic Institute, and Throop College of Technology, better known since 1920 as the California Institute of Technology, Caltech. Theodore Lukens, known as the Father of Forestry and Pasadena’s fourth mayor, was a real estate investor and in 1888 a charter member of the recently organized Board of Trade, an early day chamber of commerce. Pasadena’s 10th mayor, Horace M. Dobbins was from Philadelphia and served in 1900. He was a businessman who created an elevated cycling route from the Green Hotel through the city’s southern end which eventually became what is now the Pasadena Freeway. Decades later, few were as civically involved as Pasadena’s “Boy Mayor,” WarCONTINUED ON PAGE 10

ren Dorn. A Pasadena native who taught school and worked as a Realtor, Dorn was elected to the Board of City Directors in 1949. In 1956, Dorn not only became the city’s youngest mayor at age 37, but he also won a seat on the county Board of Supervisors, which he held until 1972, according to his obituary in the Los Angeles Times. According to the website ourcampaigns.com, Dorn was also a member of the Salvation Army, the Pasadena Elks, the Pasadena Rotary Club, the Pasadena Chamber of Commerce and the Tournament of Roses. “I don’t think there ever stopped being a relationship with business in town,” Tornek said, pointing out that he once owned his own firm, just as other modern-day council members have business experience in their backgrounds. But, the mayor maintains, “The city can’t be run like a business. They are vastly different.” However, Tornek said, “That doesn’t mean good business practices are irrelevant to city government. I think the relationship between the city and businesses has always been solid.” Times Change According to former Mayor Bill Paparian, “The Pasadena Way” was synonymous with political leaders conducting city business behind closed doors, without the public's involvement. “By the time I joined the Board of Directors in 1987, the Pasadena Way had evolved into a more sophisticated form. The luncheons gave way to private meetings after staff reports, and agenda packets were dropped off to Directors’ homes the Friday evening before a public meeting early the following week. Because the Board of Directors consisted of seven members, these meetings involved only three Directors so as not to trigger the Brown Act’s public notice requirements,” Paparian wrote. The Ralph M. Brown Act is the state's open meeting law, enacted in 1953. “The three would forge a consensus on each item, and one of them would call to find a fourth vote for a majority, thus settling the matter before the public had a clue,” Paparian wrote in a column for Colorado Boulevard, a local weekly newspaper. It was on a motion by Paparian in 1992 that the Board of City Directors became the City Council. At that time, the council consisted of two social activists, a retired architect, a retired teacher (former Mayor Jess Hughston, an ardent Tournament booster), one businessman and two lawyers (Paparian being one). Today, Paparian fears televised internet Zoom meetings of the council prompted by threats posed by COVID-19 will give way to less attention being paid by the public and similar behavior to that of the current council’s predecessors. “Using the coronavirus emergency to suspend the rules, City Hall leadership has reverted to those old corporate mentality ways, seizing control of the public agenda and shutting out our city’s elected representatives from even routine business,” Paparian wrote. Tornek disputes that. In fact, he said, if anything the public appears to be more engaged than ever. “Because of this confluence of the pandemic and the social justice demands that are being generated by the shootings (of African Americans by police)… I think there are more people engaged in city government and paying attention to city government. Even though they can’t necessarily go to the (council) chamber, the number of people sending in comments on the council meetings and the committee meetings is probably higher than ever,” says Tornek. The pandemic has forced the council since March to meet online, using Zoom. Still, “I think there is tremendous engagement. It’s just taken a different form,” says Tornek. “It’s depersonalized, which is not great, and it’s awkward. It’s not the same as in person. I don’t particularly like it, but I think particularly younger people are quite comfortable operating in virtual space, and that combined with the in-person demonstration activity has made them quite engaged… Obviously we will be meeting in person again, but I think some aspects of this will continue.” Regarding the city’s business community, “The future is undefined,” says Little. “I think everybody’s behavior as individuals will determine which way it is going. How comfortable will be people be going back to restaurants? How comfortable will they be anywhere there is a crowd? How comfortable are they going to the store? I have no idea... The question is how many small businesses will be left. It’s going to be a very different landscape.” n 10 PASADENA WEEKLY | 06.25.20

SOME PASADENA SCHOOL OFFICIALS WANT STUDENTS TO INTERACT WITH TEACHERS WHILE MORE STUDIES ARE MOVED ONLINE

very new school year comes with new kids, new challenges and new rules — especially now. Along with every other school district in the country, Pasadena Unified School District must now plan for the future of education during the coronavirus pandemic. “Things are not going to look anywhere near the way they looked prior to school closure,” said PUSD Director of Curriculum Helen Chan Hill. “We are all planning for some kind of online component.” The California Department of Education provided four instructional models districts could use for the upcoming school year. Two of the options include a “blended” or a mixture of both distance learning and in-person learning and the other two are in-person learning. PUSD made a proposal that was presented to the numerous leadership communities in the city. While Vice President of the Board of Education Scott Phelps wants to get students back into school safely, he really wants to help foster connections between students and teachers after some parents raised their concerns. “We have to have more interacting between teachers and students,” said Phelps. Hill and her staff have accounted for many options for reopening Pasadena’s schools. “The proposal encompasses three different things essentially,” said Hill. “One is options should we come back in person. One is options should we be 100 percent remote. The majority are options for blended.” According to a survey conducted by PUSD, most families support whatever plan the district decides to choose no matter if it’s in person, virtual or blended. Hill says that PUSD prefers the blended model but the Board of Education will not choose an option until today, June 25. In order to reopen schools PUSD has to ensure schools minimize the risk of transmission from students, faculty and staff. As outlined in the “Stronger Together” guidebook released by the California Department of Education, schools must maintain social distancing protocols, such as sitting and staying 6 feet away from each other, and everyone must wear a face covering. According to the document, “at a minimum, face coverings should be worn” while waiting to enter the school campus, while on school grounds, while leaving school and while on a school bus. Just as with the face covering, physical distancing will be extended to school buses as well. School districts must create a seating plan for busses that maintain a six-foot distance between each passenger. One sample options are to “seat one student to a bench on both sides of the bus, skipping every other row.” The state Department of Education also suggests to seat students from the rear to the front to avoid students walking past each other. Also when returning students home, they recommend seating them in the order in which they are dropped off. Schools must also ensure there are enough handwashing and hand sanitizing stations as well as enough cleaning supplies. Surfaces such as desks, tables, chairs, seats on the bus and keyboards must be disinfected between uses while items such as door handles, handrails, drinking fountains and playground equipment should be disinfected daily. According to the document, in order to avoid the risk of asthma “programs should aim to select disinfectant products on the EPA List N with asthma-safer ingredients.” In addition to the hygienic and sanitizing standards, parents and other visitors will have limited access to campuses. All these measurements outlined by the state are to keep students, faculty and staff safe while also providing students a place to learn, be it virtually or in person. “Safety is always the number one priority for any human being,” said Phelps. n

THE VALUE OF COMMUNITY LOOKING FORWARD, LOCAL THEATERS RECOMMIT TO COMMUNITY AND DIVERSITY

asadena has been a culturally oriented community since its incorporation in June 1886, and has long supported a symphony and several dance and theatrical venues. But future prospects are not clear for theater — which incorporates dance, literary, musical and visual arts within its collaborative form — or other performing arts entities. Due to the coronavirus pandemic, local theaters such as A Noise Within (anoisewithin.org), Boston Court (bostoncourtpasadena.org), Parson’s Nose Theater (parsonsnose.org) and Pasadena Playhouse (pasadenaplayhouse.org) have been closed since March, as have Antaeus Theatre Company (antaeus.org) in Glendale and Sierra Madre Playhouse (sierramadreplayhouse. org) in Sierra Madre. Last week, in what seems a likely signal for the overall Southland theater community, the Center Theatre Group (which includes the Ahmanson Theatre, Mark Taper Forum, and the Kirk Douglas Theatre) pushed the opening of its 54th season to April 2021. “Right now, planning for anything is like trying to nail Jello to a wall,” says Boston Court Pasadena Artistic Director Jessica Kubzansky, quoting BC’s managing director. While discussing the future of theater in greater Pasadena with Kubzansky and A Noise Within Director of Cultural Programming Jonathan Muñoz-Proulx, community and diversity were recurring themes. Pasadena Playhouse Producing Artistic Director Danny Feldman was unavailable for an interview, but in the past he has spoken eloquently with the PW about how “community was built into the DNA” of the historic Playhouse’s physical structure and programming. That broad community factors into decisions about Playhouse offerings. One of the first community theaters in the country, California’s state theater has pivoted to the virtual sphere to offer allages, online theater classes that blend artistic education with community outreach. Parson’s Nose Theater, meanwhile, is streaming Radio Theater episodes online, and Sierra Madre Playhouse has moved virtual staged readings for its Off the Page series online. For local theaters to survive and remain viable to audiences in the future, such flexibility is as vital as connecting with other arts and community organizations, and identifying what MuñozProulx calls “opportunities of overlap” between missions. “Speaking for A Noise Within, our goal is to create experiences and use performing arts to engage with all communities and have all voices onstage and really celebrate the diversity of the community that we live in,”Muñoz-Proulx says, after explaining how the company’s Noise Now program has been collaborating with organizations such as Griot Theatre, LA Opera and Latino Theater Company for a year and a half to build larger relationships with underrepresented communities. “Now I hope there’s a real moment for theaters to recommit, or commit for the first time, to programming with a community as opposed to for a community. While we are experts in telling stories with theater, we are not experts in every story. It’s important that we have those relationships with our community so that our work is inclusive of all of those folks.” The question of how to be better community partners has been taken up for some time by A Noise Within, Boston Court and Pasadena Playhouse. In March, Boston Court became a voting center, and hopes to do so again in November. Recent productions at the three theaters have told immigrant stories, refreshed classics with modern perspectives, or mined history for unknown episodes. Is commitment to such productions riskier in our present economy, or more necessary in the wake of George Floyd’s murder and ongoing social justice demonstrations?a “It’s more imperative than ever,” Kubzansky says. “There’s such a profound conversation happening right now about dismantling the white supremacist system that we all live in and operate inside of. One [piece] of that has to be to reinterrogate classics from that lens. … I also think that it will probably be more important than ever to elevate new work that can become the next classic that is much more responsive to our actual world.” Theaters need to understand they “have a platform,” Muñoz-Proulx says: “We’re recognizing that we can use our email list and our virtual streaming platform to not only invite donations to black-led organizations but also focus the attention fully on them, even if it’s not a collaboration. So I hope that moving forward, larger institutions especially can embrace what I think is a responsibility, let alone an opportunity, to use privilege to share power, to share the platform in a way that doesn’t have to benefit us. I think it’s important to acknowledge that we have privilege and we have power, and there are folks who don’t and should.” How productions will be presented remains the dominant question, given uncertainty about when various phases of LA County’s recovery will commence. Per Kubzansky, Boston Court is planning “parking lot programming,” hopefully for this fall — musical and theatrical offerings in BC’s parking lot “with people in socially distanced circles, wearing masks, with an outdoor stage” — consistent, she emphasizes, with all health regulations and guidance. “We’re not going rogue.” As people continue to turn to art for inspiration, solace and companionship, local theaters are determining how to meet their varying needs. Virtual programming is all but certain to remain, though not as a substitute. “Listen, theater is essentially a live art form,” Kubzansky says. “All of us are trying our best to really reinvent the art form. Theater is about saving the world one story at a time, essentially. So our profound need for stories is not changing. The only question is, what is the story delivery method? We have all felt the huge challenge of being present virtually for things that are happening and how different it feels from being present actually, and I am so grateful that we are living in the era of technology because that is better than nothing.
