THE BLUE CODE OF SILENCE OFFICERS AT THE SCENE, DO YOUR DUTY — INTERVENE

A

n LAPD officer makes like a young Mike Tyson and on video wails away on a non-resisting homeless man. In Minneapolis, the world is shocked by the video of former Minneapolis cop Derek Chauvin choking the life out of a handcuffed and compliant George Floyd. In Buffalo, an officer kicks and beats a suspect, also non-resistant and compliant. In each case, other officers at the scene either stood by and did nothing or, as in Minneapolis, piled on a near lifeless Floyd. In Buffalo, it got even worse. One officer, repulsed by the kicking and beating of a suspect, intervened. She was then assaulted by the thug officer, terminated, and her pension contested by the department. These three recent horror stories sparked mass protests. But this behavior is so routine among cops that it’s been canonized as the code of blue silence. Now what if cops not only knew that they’d be prosecuted for wanton acts of violence against unarmed young Blacks and Hispanics, but they’d also be targeted for potential prosecution if they stood around and did nothing, or worse, joined in the abuse? This would be a major game changer in rooting out abusive cops. The problem is most big city police departments do not have any written policy requiring officers to intervene and report other officers who commit misconduct. That includes the LAPD. How departments that do have a facsimile of such a policy enforce it is another matter. Legislators in Michigan now propose a law that formally requires any officer who witnesses excessive force by another officer to intervene. The LAPD should follow Michigan’s lead on this. We hammer murderous cops who commit blatant abusive acts up to and including the slaying of unarmed citizens. But they couldn’t exist in any department without other officers and administrators who look the other way. Chauvin is a textbook example of this. He had a hideous record of assaults, dubious shootings and a stack of abuse complaints filed against him. It would stretch belief to think that other officers who worked with him didn’t know about his behavior and record. Yet, not one of them stepped forward to blow the whistle on him. Actually, this is so routine that it would have been a shock if an officer had broken ranks and yelled foul. Here’s how deep, prevalent and terrifying the blue code of silence is in police culture. In a study commissioned by the International Association of Police Chiefs in 2016, the National Institute of Ethics surveyed hundreds of officers in 21 states, with nearly 80 percent saying a code of silence exists. More than half said it didn’t bother them, almost half admitted that the code was strongest when excessive force was used, and half said they witnessed misconduct by another officer but kept their mouths shut. Why? Because, in many cases, they were told to keep quiet by other officers, and in even more cases by department higher-ups. They also said they were scared they would be ostracized, disciplined or fired if they didn’t keep silent. A significant number of them said they wanted to speak out about the abusive acts of fellow officers but were pressured by “uninvolved officers” to keep quiet. However, there is not or never has been any need for them to quake at that prospect. Courts have sided with officers in the few times that they have broken ranks and called out other officers to higher-ups. In one case, an appeals court in California reminded police officers in a ruling on the issue that it’s the legal and professional duty of an officer to report misconduct by another officer. It’s a protected constitutional right and that any form of retaliation against the officer for speaking out is illegal. The problem is that few police departments pound this point home to rank and file officers, and the blue code of silence allows rogue cops to keep getting away with abusive acts. When cops finally do their duty and intervene, it will be a giant step toward ridding departments of officers who behave like Derek Chauvin. n

hite people only, please. If you’re Black, read no further. Black people already know what I’m about to say, and worse, they have been saying it for decades. This is not about Jim Crow water fountains, peanut galleries, or lunch counters. This is about nonhooded, “benign” white supremacy and privilege. So… not Jim Crow, but crow nonetheless. I assert that it’s way past due for whites to “eat crow.” And if you’re not familiar with the phrase, Wikipedia says: “Eating crow is a colloquial idiom, used in some Englishspeaking countries, that means humiliation by admitting having been proven wrong after taking a strong position.” What have we, dear white reader, been wrong about? That Black people could end racism without our partnership? That racism was over with the election of Barack Obama? That enrolling your kids in an exclusive private school has nothing to do with perpetuating racism? It is time to eat and digest Jane and Jim Crow and what that has meant to our friends and relatives and their ancestors. We have criminally neglected to step up and condemn the damage done by slavery, apologize and make actual amends like reparations. We broke our word. And while we’re at it, how about including the 500-plus first people nations in the reckoning of karmic scales and perpetually broken treaties? I’m yelling UNMUTE YOURSELF to white people, and not just on Zoom meetings. If this comes across as scolding, so be it. If you’re triggered by this column or by recent events, feel the feelings of what you are experiencing and see if you can pull up your big girl and boy panties and get on with it. Our Black sisters and brothers have been, and continue to be, literally triggered — as in, shot at. Maybe you being triggered and breathing through it will give you entry to a new realm of empathy. Now that I think of it, I’ve never heard a person of color (POC) use the phrase “I’m triggered” as an excuse for not witnessing degradation and cruelty. Consider that avoiding feelings of discomfort is often white privilege in disguise, something we should at least put on pause. If someone tells you they are not a racist, that’s often shallow and unexamined; if they’ve lived in a bubble their

entire life… maybe. I am racist. I am not proud of that. And at the same time, I am anti-racist. I am not “woke,” because I know that being true to other people regardless of who they are is not a done deal. I am willing to call myself “awakening” and plan to awaken more every day until I die. I assert that we live in a de facto apartheid country — it’s a reality and in many places accepted or encouraged, even though it is not the law. For a long time, South Africa was de jure apartheid, as it was codified into their laws. Next time you’re on a flight (when will that happen?), you can see de facto segregation at play in first class. It’s almost always cis white men with an occasional cis white woman with them. There are always exceptions, of course, and people who are of color or single white women are exceptional: they stand out. I have mostly lived in communities that are not majority white. So far, I love Altadena the best; it’s so integrated that no one really “sticks out.” We have neighborhoods all over this country where if you are Black or Brown, you stick out. Similarly, white people can stick out, too. I stuck out like a sore white thumb in the MacArthur Parkadjacent neighborhood I lived in for 14 years. After a few months of death threats, “We’re going to kill you, blondie,” I left when the Brown and Black drug dealers threatened to kill my dogs. That was my limit. And who were the customers of the drug dealers? White professional men whose patronage perpetuated the dangerous conditions of my neighborhood. I know I’m a dreamer, but really, wouldn’t it be a great way to begin reparations by providing free tuition to colleges and universities for students of color? How about examining the most dominating supremacy of all: male supremacy? Youth supremacy? We have dismantling of all forms supremacy to do. We can look at Scandinavian countries for inspiration. F

ormer California Gov. Jerry Brown sounded alarms on “global horrors” to come with climate change, the possibility of nuclear war, and the bungling of the COVID-19 crisis during a group discussion broadcast Sunday morning on Zoom via All Saints Episcopal Church in Pasadena. The program was also a tribute to Brown’s remarkable life of public service, first as a trustee with the LA Community College District, then as California secretary of state, then as governor from 1975 to 1983. Brown also ran for president three times, served as mayor of Oakland and as state attorney general, and became governor again, like the first time serving two four-year terms. During the discussion, hosted by All Saints Rector Mike Kinman and Senior Associate Rector Sally Howard, and including longtime Los Angeles Times journalist Jim Newton, author of the recently released “Man of Tomorrow: The Relentless Life of Jerry Brown,” Brown pondered a question posed by Kinman on what inspired his five decades of public service. Brown, son of former Democratic Gov. Edmund G. “Pat” Brown, was raised in Catholic schools and studied as a Jesuit seminarian in the late 1950s. Not surprisingly, he responded that much of his reason for serving in public office involved the satisfaction of helping others and working for the public good. “But a lot of what draws people to politics is the excitement, the notoriety, the glory, or the fields of combat, combat not just as a sporting event, with real conflicts and issues, which are very important to people and politicians. But the sacrifice, I did not ever think of it as a sacrifice. “Maybe looking back I’ll see it as a sacrifice, since so much of my time was devoted to news and talking about this problem and that problem, all of which passed along, as all things in life do. But, if you want to say public service is a sacrifice, the answer is no. Public service is fun. Public service is exciting, and it can be important.” At 82, a fit and mindful Brown was more than able to keep up with the quickly paced questions and observations posed by the three panelists, once even clearly recalling standing as a little boy with his father as the elder Brown was sworn in as district attorney of San Francisco in 1944. Sunday’s discussion, which focused on Brown’s role in shaping policies and opinions in the realms of climate change, nuclear proliferation and criminal justice reform, at times featured the former governor leading the local religious leaders on questions of moral imperatives and interpreting the Bible’s teaching on how best to live in a finite material world. “One of the ideas of the Jesuits is to be contemplative in action. Now, that’s easier said than done, because they are contradictory... Then you get back to action, you’ve got to deal with the Legislature, you have to deal with reporters’ questions, you’ve got to raise money from rich people, from labor unions, from property developers, from oil companies. How do the two fit together? I would say that is still a matter of inquiry... That level of frenetic activity has a life all its own, and it has a buzz and an attraction that is inconsistent with a quiet, contemplative presence.” When asked how he perceived Brown integrating his contemplative and action sides, Newton said he saw them come together in climate change “and in the sense of a humility that is enforced by contemplating the real laws of nature and the place humanity has within that contemplation.” Regarding climate change, in which during Brown’s time in office California became a leader in innovative ways to reduce carbon output, the state was put on a track to be carbon neutral by 2045, with plans to put 5 million plug-in cars on the road by 2030, extending cap and trade to 2030, and helping the Under2 Coalition, as Kinman pointed out. “How do we move the needle on this when it is so clear we are moving in the opposite direction?” Kinman asked. “The environment, the rules of nature, that is something we have to adjust to... These are absolutes. There is a moral absolute. Whatever that might be, there is an absolute that so much carbon is going to produce so much heat, produce so much negative change. So that’s what got me interested particularly in the environment.” Recalling a friend once quoting St. Paul, Brown said “God is not mocked. The ecology is not mocked. If you abuse the ecology, you abuse it at your expense, which is what we are doing. “California, we definitely led the way. No one in the Western Hemisphere did as much as California,” Brown said.

“Yes, we are on track in what we are doing ,” Brown said. But, “we have to do so much more.” Brown pointed out these goals were ambitious, saying “we can’t get there without massive reductions in carbon emissions, and we can’t get there without negative emissions, which means carbon sequestration, (for) which we have no economical means of any scale. So we need massive technology breakthroughs, we need massive social and political change, and we need (support) at the national and international levels, and we are not getting it. “We are not on track,” he reasoned. “So California, yes, we have an edge here. But relative to the challenge, as much as we are doing, we have to do so much more, and we can’t do it unless others do it too... So we’re all in it together, so that’s the beauty and maybe the horror of the climate threat. It’s something that will only be solved by everyone together in solidarity doing what they need to do, starting with the president and the Congress of the United States,” as well China, a major carbon emitter, Brown said. Brown sounded another alarm, this time about the possibility of nuclear war. Kinman pointed out that Brown is friends with former Secretary of Defense William Perry, who believes the chances of nuclear war occurring are greater now than they were at the time of the Cold War. “At the same time (that we are dealing with “the global horror we are headed for” if climate change isn’t stopped), we — the US government, Congress — are building and voting for billions of dollars of nuclear weapons, and we already have thousands of missiles, and they are on alert, controlled by systems that have been shown to be defective in the past, so that risk is mounting and it’s virtually unmentioned. It’s time to wake up, folks, whether you are in Pasadena or anywhere else. “Clergy has a big role here. There’s a lot of work here,” Brown said. The COVID-19 crisis is another instructive example of collective denial . “So what happens? You have a few cases but its community spread and you’ve got to stop it, but we couldn’t, there’s no national leadership, and the response was slow. … It takes political will, of which we have almost zero at this moment in time, relative to the COVID challenge, the nuclear challenge, and I’ll even go one more relative to criminal justice. “All that stuff, I’m glad we’re here in church because we have to do some heavy praying,” Brown said. Newton has authored biographies on US Supreme Court Chief Justice and former California Gov. Earl Warren and President Dwight Eisenhower. The book on Warren was published 14 years ago. Newton said his biography of Warren, before Brown California’s longest serving governor, allowed him to write a history of California from 1900 to 1950, because in 1953 Warren left office to serve of the Supreme Court. “And so my California story sort of ended when he left,” Newton told Pasadena Now. “When I set out to do a book a few years ago I was really interested in bringing that history to the present, covering the latter half of the 20th century and interested in finding the right way to tell that story, and of course the right way to tell that story was through the story of Jerry Brown,” the veteran journalist said during the panel’s introduction. “No person has been more influential, and so to my delight after some conversations he agreed to spend a lot of time with me and we talked for years really about history.” “What was that like? ‘A REALLY GOOD START’ NDLON AND NAACP INTRODUCE A NEW BILL OF RIGHTS FOR PASADENA BY MATT RODRIGUEZ

A

s the conversation on defunding police continues on a national scale, activists in Pasadena have submitted their own “Bill of Rights” for public consideration. The National Day Laborer Organizing Network, NDLON, along with the NAACP Pasadena Branch, created the bill after several cities across the country — including Minneapolis, the city where George Floyd died at the hands of police, San Francisco and Los Angeles — started looking for ways to reform their police departments after instances of brutality made national news. “I hope that the (Pasadena) City Council and the political leaders of the city engage in a debate that is inclusive and in the hopes that it changes the culture of policing in our city,” said NDLON Co-Executive Director Pablo Alvarado. The bill includes 12 action items ranging from establishing a civilian oversight commission, demilitarizing the police force and cutting the police budget by 20 percent. Alvarado hopes that the bill will compel the city to reevaluate policing practices and hopefully change them for the better. While Alvarado believes Pasadena Chief of Police John Perez is a good person, he also knows that the department that Perez now controls has a history of violence that must be addressed. “I believe the problem is that there are some deep-seated institutional practices that halt change,” Alvarado said. “The chief is a very decent man who is leading an institution that must go through radical transformations for it to be responsible.” Alvarado and the bill refer to the instances of police brutality in the past few years, such as the beating of Christopher Bellew in late 2017 and the officer-involved shooting death of 19-year-old Kendrec McDade in 2012, among others. “If we look at the community Bill of Rights as an equality statement,” said Perez, “the mass community change and everything we’re doing, as they say, requires a new paradigm… The good things we do in our community is a collective effort by everybody.” Some items on the list, such as the reduction of use of force and the disbanding of the Special Enforcement Section known as the “gang unit,” have already been addressed by Perez. Additionally, the bill calls for the Police Department to ban the use of a carotid restraint, which was used in the death of Floyd on May 25. PPD banned the use of the restraint on June 7. Across the city, acording to Perez, PPD’s use of force has been reduced by 50 percent. During the restructuring of the PPD earlier this year, Perez eliminated the Special Enforcement Section. The chief hopes people recognize the efforts that he and his department are making in order to reform the PPD. “Nobody is paying attention to the fact that we eliminated the Special Enforcement Section,” said Perez. “We replaced it with a new community relations section and neighborhood services section that is about quality of life, chronic

community issues, crime issues and expanding access to opportunity. These are all things we’re already doing but it’s just not getting a lot of attention.” Even though there are items that Pasadena Mayor Terry Tornek does not agree with, he believes that the bill is a great place to begin the conversation. “I think it’s a really good start,” said Tornek. “I’ve called them (NDLON and the NAACP) and congratulated them on being so ambitious and staking out a whole bunch of issues for discussion. I think it is a great addition to the public dialogue that’s now under way.” One of the items that Tornek does not support is the 20 percent cut of the police budget. According to Alvarado, the cut helps fund other human services, so hopefully, if there is a mental health emergency a social worker and not an armed police officer will be responding. “We are going to do a thorough budget review to see how the spending is aligned with our overall budgetary process in terms of how much we spend on human services as opposed to police,” Tornek said. “I don’t support just lopping 20 percent off of the police budget or reducing the force by 20 percent. “ One of the items calls for the creation of a civilian oversight commission that works with an independent auditor to monitor the actions of the police department. While Tornek and Perez support the creation of a civilian oversight committee, Tornek believes the additional auditor, as proposed by Councilman Victor Gordo, his opponent in the November mayor’s election, would create redundancies and confusion. “I think they are incompatible and it would create confusion,” Tornek said of the plan. Gordo intoduced his idea for an auditor general or an inspector general to oversee police as well as other city departments, including the City Council, in a recent column published in the online news site Pasadena Now. “If what they mean is that the civilian oversight commission would have staff support, [then] I agree with that,” said Tornelk, who like Gordo once opposed having civilian oversight, opting for elected offficials on the council, acting as the Public Safety Committee, to oversee police. “They have to have resources to be able to call on. But I think trying to impose a police auditor and an independent civilian oversight commission won’t work,” Tornek said. Tornek imposed a deadline for the Public Safety Committee to send any proposed changes to the city council by August 10. “I think we are very fortunate to have this chief in place at this time,” Tornek said of Perez, who worked his way up through the ranks since the mid-1980s to finally become chief in 2018. “He has the respect and admiration of the people inside the department and the public. Anyone that’s worked with him knows how sincere he is.” n

There have been over 13,000 cases reported in the SGV with Pasadena recording the second-most cases at 1,306. • Bars in Los Angeles County were forced to close again as the region passed 100,000 coronavirus cases. Officials recorded 2,903 cases and 22 deaths in a single day, the largest spike since the beginning of the pandemic in the United States. In addition to the closed bars, LA County has closed all beaches for the Fourth of July weekend. • Pasadena health officials have seen a dramatic increase in coronavirus cases in younger populations, according to Pasadena Star-News. In the past two weeks, cases among those 40 and younger have spiked

about 35 percent. The increase is seen amongst minors younger than 18 and adults between 18-40. According to the city Health Department, there were 118 cases among 18 to 40-year-olds. • Los Angeles County health officials announced that hospitals may be overwhelmed with the spike of coronavirus cases. According to LA County Director of Health Services Christina Ghaly, hospitalizations could be four or five times the amount seen in late March and early April. hen Americans think of journalists attacked, arrested or imprisoned while doing their job, they think of it happening in distant lands — in places like Russia, Syria, Afghanistan, El Salvador and Mexico. Freedom of speech and freedom of the press are so ingrained in the American consciousness, citizens may have been lulled into thinking that these acts of intimidation couldn’t possibly happen on American soil. And then they did. On May 29, police in Minnesota arrested CNN journalist Omar Jimenez, who was covering the Minneapolis protests, leading him and two crew members away in handcuffs. This wasn’t a one-off. • In Los Angeles, an officer shoved a photojournalist to the ground after she showed her credentials. • Protesters attacked and chased a FOX News reporter near the White House. • According to Los Angeles Times reporter Molly Hennessey-Fiske, she

and roughly a dozen other members of the press had identified themselves to the Minnesota State Police, who nonetheless “fired tear gun canisters on us at point blank range.” • An officer aimed and fired a pepper ball at a Louisville reporter on live television. Between May 29 and May 31, there were more than 100 reported incidents of journalists being “injured, assaulted or harassed by either protesters or police officers.” “A spokesperson for the US Press Freedom Tracker, run by the Freedom of the Press Foundation, said that they “are in the process of documenting at least 100 different incidents of aggression against the media over the weekend,” Deadline.com reported. “The numbers may go higher as incidents are reported from Sunday evening. Of the more than 60 assaults on journalists they have tracked, 10 include damage to news equipment.” These reports are shocking and chilling, compounded by the fact that CONTINUED ON PAGE 10

Americans rarely see this happen on American soil — whether on the news, on fictional TV shows or in movies. I’ve studied the image of the journalist in popular culture for more than 30 years, documenting how the public forms its impressions of journalism through movies, television and novels. For almost a century, popular culture has perpetuated the notion that only journalists working in foreign countries were in danger. We saw this in World War II films like “Berlin Correspondent” and “Comrade X,” in which foreign correspondents escaped brushes with death to inform the public. There’s the journalist blown up while covering a nuclear submarine disaster in “The Bedford Incident,” and the photojournalist who commits suicide as Indonesian police close in on her in “The Year of Living Dangerously.” In “Under Fire,” journalists are shot in Nicaragua by hostile troops, while in “Salvador,” one photojournalist is killed while covering an aerial raid, and Salvadoran troops torture another. Then there are the journalists who barely escape death but leave their sources behind to suffer at the hands of the Khmer Rouge in “The Killing Fields.” Real-life examples of journalists killed around the world give credence to these images, and Americans such as Wall Street Journal reporter Daniel Pearl and video reporter James Foley were killed while covering stories for the American news media in Pakistan and Syria, respectively. In films set in America, journalists do find themselves in trouble. In “The Turning Point” and “The Parallax View,” investigative reporters are killed, while in “The Pelican Brief” and “State of Play” journalists narrowly escape death. But these domestic journalists weren’t killed by law enforcement or the military but by sinister people in the government, or as a result of business cabals or organized crime. Television, meanwhile, is saturated with images of cops as heroes. American studies scholar Jerome de Groot has written about how novels, movies and television shows offer “powerful models and paradigms” for understanding our shared past. So it can be confusing and disturbing to see images that upend preconceived notions about American journalists — that overseas, they might be exposed, but here in America, they’ll be protected by the law. The illusion has been shattered. As Dan Shelley, executive director of the 8 PASADENA WEEKLY | 07.02.20

Radio Television Digital News Association explained, the police “started deliberately attacking journalists who were clearly identifiable and identifying themselves as journalists. … To be a journalist in the Twin Cities last night, particularly in Minneapolis, if you were just arrested, you were lucky.” Some have blamed President Donald Trump’s broadsides against “fake news” and his rhetoric castigating the media as the “enemies of the people.” “While there is no way of knowing the motivation of every single attack against the media, how can one not question if Trump’s constant assaults on the press play a role in the disrespect and disregard toward the media? When the leader of the free world disrespects the press, why should we expect citizens to respect them?” wrote Tom Jones at Poynter.org. “For years, we’ve warned there would come a day when Trump’s words would move beyond rhetoric and carry over into real-world violence. The past few days have seen those fears come to fruition,” Jones wrote. Others say many media outlets have ceded their role as serious news gatherers in favor of stoking sensationalism and division for profit, which has led to plummeting trust. And though Trump has been notably virulent in his attacks on the news media, past presidents — including Barack Obama — haven’t always been champions of freedom of the press. Like Trump, Obama wanted to control the narrative, and during his two terms he used the 1917 Espionage Act to crack down on journalists and their sources by prosecuting more leakers and whistleblowers than all previous administrations combined. “Under the cover of the Espionage Act and other laws, the administration has secretly obtained the emails and phone records of various reporters, and declared one of them — James Rosen of Fox News — a potential “co-conspirator” with his government source. Another reporter, James Risen of the New York Times, faced a jail sentence unless he revealed a government source (which he refused to do),” wrote Peter Maass at The Intercept. No matter the cause, I won’t be surprised if the movies catch up to the current moment, and films start to feature besieged journalists on American soil. Their biggest threat won’t be a foreign power or a corporation or a mobster. F

ood Trucks. That was my idea. I’m predicting a surging new wave of them soon. I had spotted out the Ramirez Taco Truck near my house, often parked on East Hammond Street, just east of Fire Station 36, and figured I’d start out there. Besides, they were also parked in my personal taco district, which is to say the square-mile precinct examined in my ongoing masterwork, The Northwest Pasadena Taco Survey. A personal project started several years ago, the survey endeavors to track how many different places serve tacos in my neighborhood. (Coming into this year and prior to the pandemic lockdown, the number stood at a whopping 30.) As I waited for my order of three tacos — birria, al pastor, and pollo ($1.75 each) — I quizzed the ebullient Adriana Zavala while the matriarch of the operation, Blanca Ramirez, whipped up my tacos. Adriana revealed that they had deployed the truck only seven months before. Prior to that, for the last five years they ran the taqueria counter inside the Ramirez Carniceria, a small grocery store on Lincoln Avenue, just north of Orange Grove Boulevard. She also allowed that Vero’s — a small restaurant of long standing specializing in mariscos — was leaving its location two doors down on Lincoln. I knew both places well from prior research. That said, I already knew that Vero’s had opened a second location in the space formerly occupied by Tonny’s on Orange Grove, just west of Lake Avenue. A subsequent drive-by on Lincoln confirmed that the original Vero’s had closed on May 31. I opted to enjoy my tacos on the grassy bank of trees next to the truck as I mulled over the thickening plot and my next moves. According to Blanca and Adriana, the small strip of buildings on Lincoln was sold nearly a year ago. The unrelated owner of the grocery decided to close the store immediately

and gave the Ramirez family and their taqueria all of two weeks’ notice to vacate. Luis Ramirez, Blanca’s son and the family scion, adroitly engineered the purchase and permitting of the food truck, which launched in November. The truck tends to change location four to five times a day, although their locations are always on the perimeter of Robinson Park. Lunch hours tend to find them at the location on Hammond near the firehouse, or just around the corner on Fair Oaks Avenue. Asked how business was faring, Adriana replied, “Now slow, very slow. I hope in one more month it’s better…” Having sampled dozens and dozens of tacos in the neighborhood over the years, I can say I’ve never really met a bad taco. However, two qualities always stand out: care and attention. The lack of either or both renders an otherwise good taco simply mediocre. I’m happy to say that Blanca Ramirez makes a great taco. Her veggie quesadilla ($5.95, $7 with meat) met with the approval of quesadilla expert Tsing Miller, 18, of Van Nuys, who commented, “The flavor profile was like a veggie pizza. The rice and beans were very nice… a good meal!” Rife with broccoli, zucchini and oozing Monterrey Jack cheese, it’s a lovely choice if birria de rez (served daily) is not your thing. Care and attention. Blanca Ramirez serves both. Now I have to get the rest of the story. Onward to Vero’s! “Twenty-three and a half years!” Jose Dominguez beams, proclaiming the length of Vero’s tenure on Lincoln and Orange Grove. I’m sitting with Dominguez in the new dining room of Vero’s, located in the space long occupied by Tonny’s, a Mexican restaurant that trended toward juices and health food in addition to more traditional entrée items (including tacos). Dominguez is able to provide a bit more detail over the shakeup on his erstwhile Lincoln strip. Apparently a real estate developer purchased the block of stores last June with the

ultimate intention of razing the buildings and constructing a row of townhouses. Gentrification anyone? The owner of the grocery housing the Ramirez taqueria left immediately, sending the Ramirez’s to their truck. Dominguez was determined to stay for as long as he could but started looking for a second outlet. The owners of Tonny’s were open to selling. “This was the first place that was available,” he says. Dominguez opened the new location on Nov. 15 with the intention of operating both restaurants. He received notice in April (in the midst of the lockdown) from the Lincoln developers to vacate by the end of June. The old place was smaller, dimly lit and the walls were festooned with portraits and historical photos of the Mexican revolutionaries Zapata and Pancho Villa. The pictures have been remounted at the new sunnier Vero’s and the effect is now more of a loving tribute than an obsessive shrine. “For me, they are my heroes,” says Dominguez. With the dinner rush advancing, I vow to return in the morning to resume our conversation. Easier said than done. Vero’s had just opened for dine-in service the previous week. When I arrive for what will be my third dine-in meal since quarantine, there are already two other couples in the dining room, where tables have been cordoned and spaced for social distance. Jose is consumed at the stoves as his delightful daughter Celeste, 18, greets me with a no-contact temperature check — my first — before seating me in the back. There’s also a covered open-air patio space with ceiling fans in back for additional table seating. It’s just Jose in the kitchen and Celeste out front as the breakfast rush begins. The menu features an interesting amalgam of Tonny’s popular juices and botanicos (elaborate fresh fruit salads) and Vero’s seafood specialties. The breakfast entrees include the usual specials as well as a list of Mexican-inspired desayuno plates, all priced at $10.50. There are also weekday $1 taco specials, as advertised on banners outside. Notably, from Tonny’s former menu there is a page of 15 different fresh fruit and vegetable juice combinations, each with individual health prescriptions in English and

Spanish. I order a banana and pineapple juice ($4.95) and huevos con nopales (eggs with cactus) because why the hell not? After Celeste hurries the order in, I look at the health prescription for my juice combo: “Rich in vitamins and very nutritious. Prevents constipation.” Duly noted! A note on dining-in: Be patient and kind to overtaxed staff and responsible to your own concerns. Vero’s is going beyond the standard guidelines to insure safety for their guests and staff. With temperature checks and an outdoor patio with ventilation, Vero’s affords a reliably safe environment for dining in. That said, cases are still on the rise in Pasadena and everyone needs to exercise caution. The appearance of six paramedics from Station 33 taking up a large table on the back patio would seem to affirm both Vero’s relative safety as well as the quality of the food. My eggs were excellent and though the nopales may not have been cut from a fresh paddle, they were perfectly done to my taste with the look and texture of well sautéed string beans. Subtly seasoned with a hint of heat, I didn’t bother asking for salt, pepper or hot sauce. The juice had been whipped with milk and reminded me of a Cuban batido. In all, a thoroughly satisfying desayuno experience, though by the time I had paid my tab there was a line out the door and Jose was again too busy slinging away at the stoves to continue our conversation. Returning later in the afternoon, I join Jose and Celeste — soon to start studying child development at CSUN — in the now placid dining room. Having managed a tricky transition in the middle of a pandemic, Jose Dominguez exudes a sense of grateful relief. ”I’m so happy with my customers. I’m so proud of what we have!” While the rest of us have been adapting to “the new normal” since March, the Ramirez and Dominguez families have been challenged with changes for a full year. They exemplify the patient resilience that we all need to summon these days. You can’t find them on Lincoln Avenue anymore, but thankfully they’re still in the neighborhood. Love thy neighbor and their tacos! ­

TRIBECA MOVES SCREEN CLASSICS TO DRIVE-INS AND THE ROSE BOWL BY CONNOR DZIAWURA

A

s local economies attempt to return to some semblance of normalcy amid the COVID-19 pandemic, the film industry continues to take a hit, with theaters remaining closed, numerous tent pole summer blockbusters pushed back, and major film festivals attempting to compensate with alternate programming. Tribeca Enterprises, behind Manhattan’s annual Tribeca Film Festival, is one such organization that has been looking to find new ways to connect with moviegoers. That includes a multi-state drive-in series. The Tribeca Drive-In will bring classic films, comedy acts and more to venues around the country all summer, including the Rose Bowl, every Thursday through Sunday, from July 2 to July 26. “I think from the minute we all were told get back to your house in lockdown, we tried to figure out ways that we could engage the community, which is really the basis of Tribeca’s existence,” explains film and television producer Paula Weinstein, Tribeca Enterprises’ executive vice president, referring to the festival’s revitalization efforts in New York after 9/11. Weinstein says Tribeca’s long-running drive-in movie program is a favorite aspect of her job. After deciding to expand it, Tribeca organizers brainstormed new locations, partnerships and films while also figuring out ways to ensure social distancing and sanitation. Weinstein says programming is different, in that the focus is now on beloved movies and classics as opposed to the festival’s usual discovery model. “Festivals like Tribeca are mostly independent films, so we thought, ‘OK, this is a wider audience. So, what do you go to a drive-in to see? Fan favorites.’ And that’s what we did,” Weinstein explains, noting that a large part of curation went into refreshing audiences on previous entries in current franchises, exposing younger audiences to classics, and just choosing films that people may have never seen on the big screen. The schedule is extensive. Fourth of July will celebrate “The Wizard of Oz,” “Apollo 13” and “Field of Dreams.” Some Sundays will include sports movies, like “Space Jam” and “Creed” (July 5) as well as “Friday Night Lights” (July 19). Early-afternoon films for kids include “Inside Out” (July 11), “Spy Kids” (July 12) and “The Lego Movie” (July 25). High school comedies “Mean Girls” and “Superbad” will be shown on July 17. The N.W.A. biopic “Straight Outta Compton” will hit the screen July 18. “Meet the Parents” and its sequel “Meet the Fockers” will play July 23. Ladies’ Night, July 24, will feature “Girls Trip” and “Bridesmaids.” Spike Lee’s “Inside Man” and “Do the Right Thing” will screen July 25. Other classics include “The Goonies” (July 18), “Pee-wee’s Big Adventure” and “Beetlejuice” (July 26), while some modern hits include “John Wick” and “The Dark Knight” (July 16) as well as “Wonder Woman” (July 19). The new romantic comedy “Palm Springs,” starring Andy Samberg, Cristin Milioti and J.K. Simmons, will also screen, on July 9. Planners also looked for anniversaries, a major one being the 45th year of Steven Spielberg’s “Jaws,” which Weinstein calls “the ultimate summer scary great movie.” That will screen July 2 but is sold out. “Apollo 13” is also celebrating 25 years. While Weinstein wouldn’t reveal any details, some filmmakers and others are slated to introduce movies. Upcoming film teasers are planned, too. “We all have very good relationships with the studios, and the studios have been great because it’s very clear we cannot wait for the movie theaters to open and for everybody to be able to go back to see a movie,” Weinstein says. “We’re not in competition with that. We are supportive of that. And, it also I think gives the studios a chance to know that people are out there experiencing movies together in a safe way.” Films aside, Tribeca has partnered with Comedy Dynamics to host four standup shows at the Rose Bowl the weekend of July 9 through July 12: Dave Helem, Ester

Steinberg, Daniel Webb and Erica Rhodes. The shows will be taped for a wider release down the road, which Weinstein says “should be a fun experience.” Tribeca will also support the community. According to a press release, a portion of ticket proceeds will be donated to Black Lives Matter. Additionally, essential workers will be offered complimentary access and reserved parking the first night at each venue. “It’s our way of saying thank you,” Weinstein says, adding that the events will employ hundreds of people at each site and look to partner with local food trucks on concessions. “This is, in our minds, also an economic development revitalization plan, just the way it was when Jane (Rosenthal) and Bob (De Niro) started the festival.” As event partners, Tribeca announced AT&T will provide other on-site entertainment, like photo ops, film trivia and giveaways, while IMAX will lead on the technology front with its Digital Re-Mastering process, technological support and equipment for venues, and film curation assistance. “The hope is that the audience comes and has a wonderful time, and that the essential workers and the people in Pasadena and the local other areas around find enjoyment, employment, putting some people back to work or helping them restart their businesses in some way — if we can help, that’s what we want to do,” Weinstein says. “That will give us great joy.” n The Rose Bowl is located at 1001 Rose Bowl Drive, Pasadena. D

irector Leslie Woodhead’s 89-minute documentary “Ella Fitzgerald: Just One of Those Things” illuminates the life and career of beloved jazz queen Ella Fitzgerald with an abundance of musical clips demonstrating her flawless tone and rhythmic command. As British soul artist Laura Mvula marvels, “She could solo with her voice to the same level, with the same ease, that a trumpeter could.” Would that more of Fitzgerald’s contemporaries and band mates were still alive to share their 10 cents’ worth, but her broad and lasting influence is effectively captured by Mvula’s wide-eyed admiration as she shares childhood memories of listening to the jazz legend’s recordings with her mother and aunts. “I was always looking for heroes, icons that looked like me — a black woman that was really black,” Mvula says onscreen. “She made it seem like anything is possible.” That fervent admiration’s substantiated by concert scenes of Fitzgerald excavating profound emotion from Great American Songbook classics with taste and literal sweat. (A particularly wrenching snippet is of her recording of “A House is Not a Home,” played behind an archival interview with a lonely Fitzgerald saying she wants to spend more time at home.) Recordings of her scatting and swinging hard alongside bop giants offer breathtaking examples of her technical finesse. Woodhead effectively deploys archival photos and film footage to set Fitzgerald’s story against the backdrop of the Jazz Age 1920s, the Depression, World War II, and the civil rights movement. Sometimes gritty episodes of poverty and racism during Fitzgerald’s early years intensified her fierce determination to move forward and suc-

ceed, and help explain the relentless international touring schedule she maintained well into her 70s — a schedule that ultimately ground down some men in her band. Fitzgerald’s musician son Ray Brown Jr. tactfully skirts the costs of that career paid by him as well as his mother as he shares family memories and insights into her creative drive.
