Glen Lakes Golf Course reopens Council gives 90-day notice to begin sales process

After more than 50 years as a golf course, Glendale City Council has made a final decision on the future of Glen Lakes Golf Course during its Nov. 27 workshop, which had the course re-open Dec. 1, as staff begins researching the possible sale of the land. Councilmembers are expected to vote at their Dec. 11 meeting to issue a 90-day notice to cancel the city’s contract with the course manager, Golf Maintenance Solutions 5W LLC (GMS). The course re-opened at 7 a.m. Dec. 1 out of interim facilities. The course will be available for play from 7 a.m. to 5 p.m. daily. GMS was awarded a $429,500 management contract in July to manage the course through June 30, 2019, but council can cancel the contract with a 90-day written notice. The 52-year-old course at 5450 W. Northern Ave. sits on 44.6 acres of cityowned land. The nine-hole, executivelength golf course opened in 1966 and is a Par 33, totaling 2,403 yards. The city initially purchased the course for $1.1 million in 1979 and has operated it through a series of qualified golf course management firms since then. A handful of residents were present with signs saying, “Save Glen Lakes,” and “Kiss Your Grass Goodbye” among other statements in support of saving the course. see

Council approves General Plan Amendment for former Thunderbird land BY DARRELL JACKSON The Glendale Star Editor

It was quite the week for the former Thunderbird School of Global Management property as Glendale City Council unanimously approved a General Plan Amendment to the property as the first step in redeveloping it. Mike Withey of Withey Morris, who represents the land owner, Arizona State University, reiterated that this is the first step in a long process for ASU’s plan for future development of the property at 15240 N. 59th Ave. “We have worked a long time with staff and are all excited to be here with staff recommendation for full approval of this General Plan Amendment,” Withey said. “We are excited to take this first step towards redevelopment, but this is just the first step.” This General Plan Amendment for the approximately 158 acres, which amends the land use designation of 110 acres from corporate commerce center (CCC) and 48 acres of educa-

tion to approximately 85 acres to CCC and 72 acres to medium-high density residential, which would allow eight dwellings per acre. “The applicant held several neighborhood meetings and discussed with residents in the area but most questions they had cannot be answered until a rezoning application is presented,” Special Projects Executive Officer Tabitha Perry said. “That rezoning will be presented at a later date after more public meetings are held.” City staff and representatives of ASU said the previous General Plan, which would allow the incorporation of commercial, higher intensity uses on the vacant land adjacent to the existing singlefamily subdivision, would not now be appropriate for the site, which led to the changes which were approved. “Everyone knows this site was part of the Thunderbird School of Global Management and all the property was already zoned in 2008,” Withey said. “That zoning allowed for commercial, retail, hotel, apartments and single-fam-

ily housing and the point is the property is already zoned and some was quite intense. Nothing changing that tonight and any setbacks or height limitation from 2008 are not changing, just the general plan.” Withey added that two questions that residents had during the earlier meetings, he could answer during the Nov. 27 meeting. “Two questions we can answer tonight are, one, could we somehow keep an educational component and Arizona Christian University will take over the campus,” Whitey said. “Second, we have, through negotiations, a permanent solution to where the YMCA will be entitled to the land and will be staying there.” Local residents were still skeptical of the process and urged council to delay the vote. “Put yourself in our place. If you owned an average home and someone put a two- to three-story building on the north and south side of your property, how would you feel about it,” local resident Byron Rush said. Others claimed there was no transparency in the process. “I have been to every meeting and the same issues of home density has been stated and our big issue is eight homes per acre,” local resident Gary Livingston said. “During the planning

commission meeting, I asked what their credential for approval was and they could not tell me. I believe council should not approve this amendment until full transparency with what ASU has in store for this land.” Whitey was quick to point out that anything for the land is still in the early process and no final decision has been made. “We will have tons of discussion and letters and open houses for residents to have an opportunity for lots of dialogue,” Whitey said. “We will be able to answer all those questions at that time.” Sahuaro Councilmember Ray Malnar, in whose district the property lies, said he will be representing the residents in every aspect of the process. “I will be your advocate and do not believe tonight we are making a choice to approve that is changing anything that will affect your neighborhood today,” Malnar said. Mayor Jerry Weiers added that with the approval, residents will still have the chance to have their voices heard. “Tonight’s approval doesn’t change anything and does not take (residents) out of the picture,” Weiers said. “Stay involved and talk to everyone. This doesn’t close any doors and it allows you the opportunity to discuss and ask all the questions you may have.”

Opinion Now in effect: new vehicle registration fee for public safety Beginning Dec. 1, Arizona motorists expecting vehicle registration renewals will see a new Public Safety Fee. The fee was established by state law to support public safety and Highway Patrol operations. The fee goes into effect for registrations due in January which can be paid as early as Dec. 1, and immediately for newly registered vehicles. The fee will be collected during the vehicle-registration process administered by the Arizona Department of Transportation Motor Vehicle Division. Arizona statute established the method for collecting the fee and sets the process for determining the amount based on a formula designed to support Highway Patrol operations. Highway Patrol operations — among the most visible functions of the Arizona Department of Public Safety — include response to collisions on Arizona highways, enforcing state laws designed to keep the motoring public safe, arresting impaired drivers, assisting motorists in distress, air-rescue operations and patrolling more than 6,800 miles of highways. Most motorists will pay $32 per vehicle, per year. Street-legal golf carts and primarily off-highway vehicles will pay $5.

Citizens lose

For the citizens of Glendale, please remember that anyone in the planning and zoning department does not and will not keep their word regarding the building of any size infill projects. The specific issue regarding the project is the density and as ASU submitted, they want eight (homes) per acre when the surrounding neighborhood is three to five per acre. Also, the city has approved the project even though the General Plan was approved by the voters in 2016 and that

the city had to update the plan to reflect the state legislation that clearly shows that the neighborhood preservation had to be used for any new project. It states that the neighborhood and revitalization element is meant to guide the development of new neighborhoods and retain and enhance the character of existing neighborhoods. Therefore, the planning and zoning department did not use this mandated policy as stated by state legislators, and, of course, did not let any of us know the criteria by which they all voted for approval. In fact, the planning commissioners who voted for the amendment could not or would not let me know in one of the two meetings what the criteria was to approve the amendment by ASU.

Our interface with the city, Tabitha Perry, Special Projects Executive Officer, and the planning and zoning liaison engineer for the planning and zoning commissioners, Dave Williams, have stated that they know the neighborhood citizens are disturbed and disappointed, so I hope to see the report on how this approval was obtained when, in fact, it is against state mandated policy that all involved seem to shy away from, telling us what constituted this approval. Who runs the city and how is it that we the citizens seem to get the short side of any project? Workshop presentation During the presentation, staff started with original estimates for capital investment needed to restore the course at between $5.1 million to $7.6 million. “That original estimate was what is needed for design costs, demolition and construction of a clubhouse, pro shop, maintenance facility, course restroom, irrigation systems and other needs at the course,” Field Operations Director Michelle Woytenko said. “After staff redesigned a smaller clubhouse, repairing the current restroom and golf cart storage with no kitchen or food service, the new number is $1.525 million.” Original estimates on capital investment that would be required by the city to get the course up to standards include $2.125 to $2.975 million for design and construction of a new pro shop and clubhouse, $800,000 to replace the irrigation system, and $750,000 for a new maintenance facility among the highest costs. pro shop with no food kitchen or food service and the new number is $1.525 million for the clubhouse.” Within the new estimates of $2.125 to $2.975 million costs, Woytenko said there was a large wiggle room when it comes to the costs. “A third of the total is the clubhouse and pro shop and I am not very comfortable with the $1.5 million estimate,” Woytenko said. “I think those numbers may be a little low and if we move forward with these numbers, we may have to come back for more funding in the future.” Also, if council had agreed to continue to run the golf course, Assistant City Manager Duensing said the city would have to borrow funds for the project. “If the course was to remain, the city would have to find the money, which would add to the debt service,” Duensing said. “If we financed the project, we would have to recoup $550,819 of original estimates to $274,664 in the new lower estimates from user fees for the course based on staff estimates.” Course numbers GMS took over operation of the course in March after Thom Harrison of Arizona Golf Ventures was removed as operator. Arizona Golf Ventures had managed the course since 2012 and recently notified the city it was facing difficult times. For fiscal year 2018-19, GMS budgeted for a net loss of $251,635, which the city is required to cover at the end of the fiscal year. Since GMS took over, it has made improvements to the course and has

shown increase of 2 percent in play over the time. In presenting council the options of continuing to own and maintain the course beyond the end of the year, Duensing showed the estimates of revenue versus expenses each month through June 2019. “I based my numbers on the 2 percent increase in rounds against the 12 percent lower expenses that GMS has done since July,” Duensing said. In staff numbers, the course has shown revenue of $15,646 in July, $16,224 in August and $8,700 in September based on rounds played on the course. Even with the increased play and lower reported expenses, the course was costing the city more than $80,000. “We got actual numbers from GMS for July through September on revenues and expenses and they still had a net loss of $88,126,” Duensing said. Through November, GMS has also cut budgeted expenses by 12 percent, which has lowered the projected net loss to the city down to approximately $183,115. “That is still what the cost to the city is at the end of the fiscal year,” Duensing said. The reports showed that the course only had a projected profit in three months out of the year with an estimated $10,919 in January, $9,628 in February and $58 in March. Every other month showed a net loss to the city, ranging from an estimated loss of $3,646 in April 2019 to a high of $36,943 (actual loss) in September this year. see

Staff estimates presented Nov. 27 said the difference in cost to the city was projected to be small. “What would the cost to the city be with golf for 90 days as opposed to no golf for 90 days, and the short answer is it would be a little better off with golf,” Duensing said. “Based on estimates from staff, the city would be better off by around $5,200 with golf for 90 days.” The 90-day estimates were based on the written cancellation of the contract with GMS that is required in the original contract to run the course. Along with the capital investments needed at the course, staff reported

that should council decide to save the course, the costs would increase each fiscal year. “The original issue in October was is the annual cost that the city would have to incur to keep Glen Lakes as a golf course,” Duensing said. “For fiscal year 2018-19, our revised estimate is that it will cost the city $402,980.” Duensing said that for fiscal years 2019-20 and 2020-21, costs would increase. “Moving forward, the difference between the revised estimates for the next two fiscal years is it would cost the city an estimated $665,829 each year,” Duensing said. “Those numbers include the estimates on the increased rounds of golf, those numbers are included in that number.” Mayor Jerry Weiers asked Duensing, how close he thought the estimates were for keeping the course open long-term. “That is somewhat of a loaded question,” Duensing said. “I would say they are exactly right, but it is difficult to say. If we maintain the course,

there would be a big effort to increase play out there. But to generate an additional $665,829, we are looking at an additional 33,000 rounds to make the course self-sustaining.” Residents continue efforts The Save Glen Lakes group that has been fighting the closure of the course still believe they can save the course, posting a request on social media they were, “ACTIVELY SEEKING A PRIVATE OWNER TO RUN GLEN LAKES AS A GOLF COURSE. The solution to keeping Glen Lakes is find someone to BUY the golf course. Supporters are actively looking for a buyer for the course. Do you know of a potential buyer, are you a realtor that can help?” Many said they will continue to fight to save the course. Discussion with numerous councilmembers said they would listen to residents. “I am willing to listen if they can come up with hard money to have someone purchase the course,” Sahuaro Councilmember Ray Malnar said. “Of course, if we were to agree

to sell it to someone, it would have to have a caveat that it remain a golf course for a number of years.” Other councilmembers said they will listen, but believe it is time to think of every resident of Glendale. “We are charged with looking at what is best for the entire city of Glendale, not just the residents surrounding the course,” Yucca Councilmember Joyce Clark said. “Do we want to spend that kind of capital to rescue a golf course that, arguably, will never pay for itself and can we afford to do that.” Clark added that while the final decision is difficult, she did not believe the city should continue to subsidize the course. “I think about O’Neil pool that closed five years ago and you have probably a minimum 5,000 kids that now have no place to recreate in that area,” Clark said. “I have been on the fence during this entire process and I come back to it is a matter of competing interest and I hate to see one part of the city fighting with other parts of the city and that has been characterized in this.”

Council gives consensus on proposed lobbying ordinance BY DARRELL JACKSON The Glendale Star Editor

A council item of special interest brought forth by Yucca Councilmember Joyce Clark aimed at more transparency for public officials, hit a snag during the Nov. 27 council workshop to discuss the proposed ordinance. The ordinance, which is based on a similar ordinance the city of Phoenix has, says “each lobbyist must disclose to each city official with whom the lobbyist communicates that he or she is acting in the capacity of a lobbyist.” Should a lobbyist discuss an issue with a city official, that lobbyist would be required have registered with the city and produce a quarterly report. Those reports would have to list any expenditures including anything over twenty-five dollars itemized separately and any event expenditures also be reported. “I felt this is designed to prevent special interests from controlling the

political process,” Clark said. “It ensures ethical behavior on lawmakers and political official and enhances public confidence in our government.” Clark added that is does not prevent lobbyist from communicating with staff on proposed legislation, but it would restrict practices such as giving elected officials sporting event tickets, paying for meals or other entertainment events. “These practices, rightly or wrongly, have contributed to public perception that gifts and favors can buy access to legislature and sometimes it can affect their votes on issues,” Clark said. it just doesn’t create a very business friendly environment.” Sahuaro Councilmember Ray Malnar questioned what would be required to be reported by any lobbyist. “Seems a little arduous to require reporting everything a lobbyist talks to a councilmember,” Malnar said. “I get transparency, but I don’t know anywhere else that requirement for a lobbyist to report a phone call or meeting.” Malnar then asked City Attorney Michael Bailey about a specific situation, “if I lobbyist who contacts me over the phone or meets me somewhere, see

After council gave consensus to move forward with that, Malnar wanted to clarify his stance days later. “Some of the things suggested, I just couldn’t agree with,” Malnar said via a phone call. “My problem is with tracking of every action that a lobbyist does with every official. Both Councilmembers Turner and (Ocotillo Councilmember Jaime) Aldama both seemed to

We moved forward with the registering and a check in list at the council office.”

Home Depot helps veteran refurbish home BY CAROLYN DRYER The Glendale Star Executive Editor

Nov. 29, the Home Depot Foundation partnered with Phoenix-based nonprofit Hands On Greater Phoenix to transform the exterior home of Jonathan Larkin, a U.S. Marine Corps veteran who served four years in Iraq. After he was discharged in 2007, Larkin continued to serve his country by running for elected office in the Arizona State House of Representatives, where he served from 2012-2016. Following his time in office, Larkin became temporarily unemployed and a vehicle collided into his living room, causing great financial burden and extensive damage to the home. Larkin said last week that when he left the Legislature, he was still going to school to earn his bachelor’s degree at DeVry, and decided to devote his time to school and “rolled that into a master’s program.” He had some funds

He said he was having coffee with another Marine friend and mentioned the city of Glendale had an issue with code compliance “after nine years.” His friend worked with Veterans Community Connections, Larkin said, and they had worked on several outreach projects together. The friend called around and found a program that could offer Larkin some relief and get his home into compliance. Working with Hands On Greater Phoenix, Team Depot’s associate-led volunteer force showed up at Larkin’s house Nov. 29 with approximately 20 volunteers, who completed the work on the home on their day off. For the first time ever, instead of their traditional orange Home Depot gear, they were outfitted in military green T-shirts to see

Team Depot site supervisor Billy Parker said early on Nov. 29 at the site he was the person who contacted Larkin and learned of his plight and how Larkin did not have the funds to bring his home into compliance. Parker then contacted Steve Woodhams from Hands On Greater Phoenix and they came to Larkin’s home to assess what Larkin needed. “He said he wanted landscape rock and turf,” Parker said. “But we wanted to do more — painting and fixing the plumbing. We’re doing artificial turf; there’s no sprinkler system that works; it’s beyond repair.” The 20 volunteers on site are from the same Home Depot District 130 in Phoenix and Glendale, Parker said. “We do primarily veteran projects to give back to those who gave so much to us,” Parker said. Mark Southard, who works in the lumber department of a Home Depot in Scottsdale, was using a hoe to tear grassroots out of the yard. Southard, who grew up in Glendale and attended Alhambra High School, said, “I have family members who are veterans. In my term, it’s giving back.”

His wife is a thirdgeneration native of Glendale. When all the work was done later in the day, a new lawn was covered with landscape rock with a rectangular turf feature set off by a circle of brick pavers. The house had a new coat of paint and a sign stood in the middle to let people know Team Depot had completed another volunteer project. Larkin walked along the sidewalk later that day and said, “I think Arizona has a lot of great programs for veterans. I just hope this inspires other veterans to

reach out. We’re here for one another. I had no idea this was going to happen — just having coffee with a friend.”

On Nov. 10, during Veterans Day weekend, the Military & Veterans Affairs Committee held a flag-raising ceremony to pay tribute to those who have served and are serving in the U.S armed services. Attendees created a human chain to carry (hand-over-hand) the American flag to the newly installed flag pole at Arrowhead Point at Thunderbird Conservation Park. The flag is now permanently

displayed as a point of pride for residents and visitors alike. The event had a great turn out and will be remembered as a special day in Glendale for years to come. This flag is important because it symbolizes our cityâ&#x20AC;&#x2122;s respect and support for all who choose to fight for our freedom. It is now a pinnacle point of our city that reminds visitors and residents the pride we take in our country. The Glendale Chamber will be responsible for maintaining the flag and making sure that it waves proudly atop Arrowhead Point for all to see.

Arizona Christian University athletics aims for success with move to Glendale BY DARRELL JACKSON The Glendale Star Editor

As Arizona Christian University prepares to take over the former Thunderbird School of Global Management at its new home, one added aspect that is expected to improve the school is getting athletic programs on campus. “Right now, it is tough for our teams to find practice times because we don’t have the space for the teams,” ACU Athletic Director Jeff Rutter said. “For example, we currently play our home football games at Shadow Mountain High School, and we have some great partnerships, but we can get bumped pretty easily and it is a big puzzle to find

the space and time for our teams.” Rutter, who has been with ACU for seven years, the past five as AD, has overseen the growth of the athletics program from 12 to 14 teams when he started to 25 after the school adds wrestling, men’s volleyball, women’s beach volleyball and e-sports in 2018-19. “I came from Azusa Pacific University and ACU President (Len) Munsil has a vision for ACU is to grow in size,” Rutter said. “(Munsil) wants the university to have an impact on the community and he believes athletics is a big part of that and that got me excited to come here.” Athletics has nearly doubled in size over the past five years, with lim-

Certain sports are also played in the National Christian College Athletic Association (NCCAA). Currently, men’s sports include baseball, basketball, cross country, golf, soccer, tennis, track and field and football; while women’s sports include acrobatics and tumbling, basketball, cross country, golf, soccer, softball, swimming, tennis, track and field and volleyball. “Early on, the search for coaches was tough on the university,” Rutter said. “When I got here, even with approximately 12 programs, it was tough to get strong coaches to come here, but that has changed.” The first team was the 2007-08 men’s soccer team, which finished

The football team won the Central States Football League championship in 2015 and again in 2016, before joining the Golden State Athletic Conference last season. Among the biggest successes in the program have been men’s basketball, football, and tennis which have advanced to postseason play. “Men’s basketball has had a couple of sweet 16 appearances and our tennis program consistently gets to the national tournament, and football has been a tremendous accomplishment with a couple conference titles and being on the national picture consistently,” Rutter said. “We expect to do well in our leagues and the benchmark is when we get to the national playoffs and advance.” West Valley recruiting Rutter pointed to the university and the success it has had in recruiting in state and believes the West Valley is a great place to start. see

Each year, the Manistee Justice Court hears thousands of eviction actions. The scope of an eviction action is generally quite narrow and usually involves a disagreement about whether or not the rent was paid. When this type of disagreement arises, the first thing I ask for is a valid receipt of payment. Frequently, as a receipt, I am provided with only a stub from a money order, unfortunately this does not prove that payment was made. It only proves where the money order was purchased. The tenant is usually disappointed when I tell them that this does not prove that the rent was paid or who it was paid to. A valid receipt shows several things, such as who the rent was paid to, how much the payment was for, the date it was paid and the signature of the person who

What is a valid receipt? received it. A cancelled check is a perfect receipt or a written receipt that includes all of the necessary information. Even a photocopy of a money order signed and dated by the manager will work. Many property management companies use computer programs that allow tenants to pay online. When you make a payment online, be sure to go online the next day and make sure it was credited properly. If it was not credited, contact your manager immediately. There is no need to wait several weeks into the eviction process to come to court to point out that there was an error giving the manager a chance to fix it. If the property manager does not want to give you the proper credit, that is where the courts come into play. Bring everything to court that you have to include a checking

A mistake that clarified the ‘myth-take’ Here is a true story I think you will enjoy by an unknown author about Christmas. Read and enjoy. Each December, I vowed to make Christmas a calm and peaceful experience. I had cut back on nonessential obligations - extensive card writing, endless baking, decorating, and even overspending. Yet still, I found myself exhausted, unable to appreciate the precious family moments, and of course, the true meaning of Christmas. My son, Nicholas, was in kindergarten that year. It was an exciting season for a six-year-old. For weeks, he’d been memorizing songs for his school’s ‘Winter Pageant.’ I didn’t have the heart to tell him I’d be working the night of the production. Unwilling to miss his shining moment, I spoke with his teacher. She assured me there would be a dress rehearsal the morning of the presentation. All parents unable to attend that evening were welcome to come then. Fortunately, Nicholas seemed happy with the compromise. So, the morning of dress rehearsal, I filed in and found a spot on the cafeteria

floor and sat down. Around the room, I saw several other parents quietly scampering to their seats. As I waited, the students were led into the room. Each class, accompanied by their teacher, sat cross-legged on the floor. Then, each group, one by one, rose to perform their song. Because the public-school system had long stopped referring to the holiday as ‘Christmas,’ I didn’t expect anything other than fun, songs of reindeer, Santa Claus, snowflakes and good cheer. So, when my son’s class rose to sing, ‘Christmas Love,’ I was slightly taken aback by its bold title. Nicholas was aglow, as were all his classmates, adorned in fuzzy mittens, red sweaters, and bright snowcaps upon their heads. Those in the front row- center stage, held up large letters, one by one, to spell out the title of the song. As the class would sing ‘C is for Christmas,’ a child would hold up the letter C. Then, ‘H is for Happy,’ and so on, until each child holding up their letter had presented the complete message, ‘Christmas Love.’ The performance was going smoothly, until suddenly, we noticed her. There was

The audience of 1st through 6th graders snickered at this little one’s mistake. She had no idea they were laughing at her, so she stood tall, proudly holding her ‘W’. Although many teachers tried to shush the children, the laughter continued until the last letter was raised. Then we all saw it together. A hush came over the audience and eyes began to widen. In that instant, we understood the reason we were there, why we celebrated Christmas in the first place, why even in the chaos, there was a purpose for our festivities. For when the last letter was held high, the message read loud and clear: ‘C H R I S T W A S L O V E.’

Do you know what? I believe, Christ still is love. There are two issues in life we must all settle. Who we are and what we do. Don’t confuse who you are with what you do. Once you know who you are by knowing Whose you are, then are you ready for what you do. Notice Christ was and is love. Love is who He is, not what He does. Because He is, He does. He doesn’t have to muster up some pretend because “it is the right thing to do” love. He doesn’t have to pray for love. He doesn’t need to become an actor to love. He loves simply because He is love. Our humanistic culture may try to suppress Christmas, repress Christmas, express Christmas, but the real power of Christmas is when you confess Christmas. Christ was love, God’s love, coming again and again, saying one thing. “For God so loved the world (you and me) that He gave…” Christ was Christmas. God clarified something without saying a thing. Alignment of access point on Orangewood Avenue with one of the driveways to the north is required. A 35 feet half street right-of-way shall be dedicated along 89th Avenue in addition to half street improvements. All required dedication of right-of-way shall be made before building permits are issued for any development on the property. A Phase I Assessment shall be required for dedications. All power lines adjacent to the site under 69KV shall be placed underground. At the beginning phase of development, Planning’s Design Review application, the property owner/developer shall coordinate with the Peoria Unified School District regarding the Adequate School Facility Form in hopes of fostering a partnership to assist with the school district’s needs. Development shall comply with the City’s Engineering Design and Construction Standards or as modified by the appropriate department. Development of the site is subject to Design Review approval as depicted in Section 3.600 of the City’s Zoning Ordinance. SECTION 3. The City of Glendale Zoning Map is amended by this ordinance to reflect the change in districts referred to and the property described in Section 1 above. SECTION 4. WHEREAS, the property is tax deeded and can be purchased from the Maricopa County Treasurer for nominal value by making an offer; and

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:

WHEREAS, based on the County’s procedure, if the City’s offer is accepted, the County will transfer the property by issuing a Quit-Claim Deed.

SECTION 1. That the City is hereby accepting an easement for the location of a storm water monitoring station pursuant to the Non-Exclusive Storm Water Monitoring Easement, which is attached as Exhibit 1. Upon the execution of the Easement by the District, the City will have legal title to an easement for the purpose of constructing, and operating, repairing, maintaining the City’s stormwater monitoring facilities on the District’s property. SECTION 2. That the Council hereby authorizes and instructs the City Manager to accept and execute the Non-Exclusive Storm Water Monitoring SECTION 3. R18-171 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE GLENDALE POLICE DEPARTMENT AND THE CITY OF SURPRISE POLICE DEPARTMENT FOR PARTICIPATION IN THE NATIONAL INTEGRATED BALLISTIC INFORMATION NETWORK FOR THE PURPOSE OF ENHANCING THE EFFORTS TO COMBAT, LINK, AND SOLVE VIOLENT CRIME INVOLVING FIREARMS. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. That it is deemed in the best interest of the City of Glendale and the citizens that the memorandum of understanding between the Glendale Police Department and the City of Surprise Police Department for participation in the National Integrated Ballistic Information Network to enhance the efforts to combat, link, and solve violent crimes involving firearms be entered into, which memorandum is now on file in the office of the City Clerk of the City of Glendale.
