Residents of the Sonorita Community Overlay got the changes to the zoning text amendment they had been seeking when Glendale City Council unanimously approved the changes during its Dec. 11 meeting. “This zoning text amendment will allow existing homes to remain in this community and potentially allow their property owners to expand their homes,” Glendale planning administrator David Williams said. “Presently, the existing homes are in a light industrial zone and considered non-conforming and tonight’s change allows current home owners to expand their homes if they wish.” The Sonorita Community, which is bound by Grand, 59th and Maryland avenues, is currently zoned light industrial, which does not allow residential properties in the community to apply see

OATH FROM 14 of the seven elected councilmembers will be sworn into office and formally entrusted with the powers and responsibilities that are outlined in the Glendale City Charter.” Aldama was sworn in by Glendale City Court Judge Manuel Delgado for his second term on the council. “It is such an honor and privilege and I am humbled to stand before our great citizens,” Aldama said. “To my Ocotillo constituents, the privilege you have bestowed upon me the past four years and in the future, I do not take for granted.” Aldama also thanked his wife of more than 30 years, Monica, who was present with him during the installation. “I want to thank my wife, I love you and thank you for your continued support as well as my immediate family,” Aldama said. “Without my wife’s support, I would not be here today.” Tolmachoff, who was sworn in by Glendale City Court Presiding Judge Elizabeth R. Finn, also was honored to earn her second term in office. “I want to thank the residents of Cholla

District and all those who supported me and have allowed me the privilege of another term on the council,” Tolmachoff said. “I also have to thank my husband, Andy, and it is hard to believe that four years ago, I stood here wondering what I had gotten into.” She then pointed to success she and the council have had over the past four years and was ready for another term in office. “Over the past four years I have learned what a special place Glendale is and that is the people who love this city and get involved,” Tolmachoff said. “While I wondered four years ago what I had gotten into, this time I am excited about the future and Glendale is now thriving and we have a council that works well together and we are moving forward.” Turner, who was sworn in by former Maricopa County Court Justice Quentin Tolby, also thanked everyone, including his supporters. “Like four years ago, tonight is a special night and I want to thank the voters in my district and all the volunteers who supported me and have given me the chance to be in this position,” Turner said.

Glendale Community College welcomes $34,000 grant Glendale Community College (GCC) and Glendale Public Library (GPL) received a grant for $34,310 from the Arizona State Library Archives & Public Records and the United States Institute of Museum and Library Services. The funds will support the Senior Tech Academy, a joint effort to provide free computer literacy workshops to senior citizens. Workshops are equipped to accommodate the unique vision, hearing, and memory needs of older adult learners. Computer literacy workshops will teach basic computer skills and how to use the internet to connect socially and engage in online learning. The overall goal of the program is to increase the quality of life of senior citizens. GCC and GPL held a Grant Check Presentation Ceremony Dec. 13 in the Dr. John F. Prince Library on the campus of Glendale Community College. The event marked the opening of the Senior Tech Academy Glendale Community College president Teresa Leyba Ruiz welcomed those gathered, and introduced presenters. Representatives from the Office of the Secretary of State are Holly Henley, Arizona State Librarian, and Darron Moffatt, Communications Director, together presented a $34,310 ceremonial check. Accepting the check were Senior Tech Academy project managers Dede Elrobeh and Marlene Jacobson.

in accordance with specific standards within the Sonorita community. The Sonorita neighborhood was exempt from federal Community Development Block Grant funding for rehabilitation activities. Yucca Councilmember Joyce Clark asked if a homeowner wished to change their property to industrial, could that person sell to a business owner. “If a home owner were to sell their property, would they sell it as a residence or could they sell it as a light-industrial or commercial,” Clark asked. “The zoning runs with the land, so if they sold the land to a new owner, they can continue to use it as a singlefamily use,” Williams said. “But if they changed it to light-industrial, they could use it as that, but they could not change it back to single family.” “I am happy to see this happen and respect the efforts Councilmember Aldama has done on this for four years,” Barrel Councilmember Bart Turner said. “When it became detrimental to residents, he stepped in and this provided home owners the relief they need.”

Process begins for sale of Glen Lakes BY DARRELL JACKSON The Glendale Star Staff Writer
Glen Lakes is on its last drive after councilmembers approved the process to begin the sale of the 44.66 acres of land during their Dec. 11 meeting. “With the buildings having been declared unsafe and red-tagged, they cannot be entered into, and staff has given us direction to begin the sale of the land,” Assistant City Manager Tom Duensing said. Barrel Councilmember Bart Turner and citizens tried one last time to sway other councilmembers during the meeting by giving options for the future of the land to remain a golf course. “I had the opportunity to go down and talk to players golfing there and they all complimented the management company that the course is in great shape,” resident Jim Brewer said. “There have been many different ideas to keep Glen Lakes open and boost revenue through sponsorships, advertisement and other ways.” Council voted 5-2 Dec. 11 to eventually close the course and sell at least part of the land. Ocotillo Councilmember
Jamie Aldama and Turner voted against selling the land. In early November, the course was closed when a building inspector said the buildings were unsafe to occupy. The course was reopened Dec. 1 with a temporary trailer serving as the pro shop. The course, on the northeast corner of 55th and Northern avenues, will remain open for at least another 90 days, but staff intends the final day to be March 24. “I am a resident of the Barrel district for over 40 years and have been a big supporter of saving Glen Lakes Golf Course,” Phil Erickson said. “This has been part of the city heritage for over 50 years and now the city wants to sell it for housing, but the citizens have been clear they want to save it as a golf course.” Residents pointed to online petitions with thousands of signatures in favor of keeping the course open, as well as recent volunteer work to improve signage and painting around the course. “A lot of projects out there have been small band aids, and that is probably true, but if you put enough band aids on a sore you will cover it up,” Erickson
said. “Golfers say the appearance of the course has improved and rounds of play have started to increase with the golf management team that is in there now.” Golf Maintenance Solutions (GMS) took over operations of the course in March and has made improvements to the course, but after numerous workshops, council decided against keeping the course. Turner was quick to ask if any possible person or company that may want to purchase the course could have the opportunity to review any needed repairs that are needed. “With the building having been declared unsafe, if there may be an interested party who wishes to purchase for moving forward for use as a golf course, could they inspect any damages even though the buildings have been red-tagged?” Turner asked. Building official Stephen Dudley said any prospective buyer could inspect the building as long as they toured with a licensed contractor. Staff is expected to begin the process of putting the land up for sale within the next few weeks.
City Council passes new fire codes BY DARRELL JACKSON The Glendale Star Staff Writer
Glendale City Council unanimously passed the new fire codes Dec. 11. The new codes focus on new laws around food trucks, emergency sprinkler systems and also will restrict the punishment for single offenses. “This will adopt the international fire codes and sprinkler ordinance,” Glendale Fire Marshal Chuck Jenkins said. “We are currently using the 2009 international fire codes and staff has recommended adopting the updated codes with safer practices and ordinances.” This is the first time in nine years Glendale has updated its fire codes and the new codes use the 2018 International Fire Code as a structure and includes amendments, additions and deletions made by city staff and
Glendale’s Business Council Committee, which includes three councilmembers. The city’s fire code will now ensure buildings constructed meet minimum standards for safety and public health. As food trucks have become more prominent, the new fire code requires food trucks to be inspected by any city or town’s fire department in the state once a year before opening operations. It also would not require food trucks to obtain any special permit not required for other mobile vending vehicles. Under the new codes, each violation is now a Class 1 misdemeanor, which can be penalized by a $2,500 fine or six months in jail. Under the previous code, each day of a violation was considered a separate offense and the city’s business committee felt this was too strict and eliminated that provision.
The new law also requires all medical care buildings to be equipped with automatic sprinklers throughout the entire building, but allows them to be installed up to a year after written notification by city officials. The new law also expands the language to include canopies that are used “exclusively for shade purposes,” and aims to lessen the burden on property owners in the city by not requiring sprinkler systems be installed on outdoor canopies as long as they are under 5,000 square feet in size. Council said the new law would also requires all properties and structures which want to be annexed into the city must pass an investigation and evaluation by city staff for annexation to be completed. The drafted fire code refers procedures of appeals processes to the city’s building code.

As a single mother in need, Sulma Magana had always dreamed of having her own home and thanks to Habitat for Humanity and Kurt and Brenda Warner, she and her two daughters now have one. During a ceremony Dec. 13, they were presented the keys to their new home in Glendale with one added surprise. “Okay, here are your keys and we lied a little bit,” Brenda Warner said. As the family walked into their new home, they found it fully furnished from couches, televisions, bedroom furniture, computer and food and clean-

ing supplies donated by Aaron’s. “There is not much I can say,” Magna said. “This is so overwhelming and I am just so emotional right now.” The Warners, Habitat for Humanity Central Arizona, FSL Real Estate, Aaron’s Inc., U-Haul and Brooklyn Bedding all partnered to get the new home fully furnished. “This family is our newest partner family, and we call them partners because Habitat does not give away homes, our families work for them and pay a zero percent mortgage,” Habitat for Humanity Central Arizona CEO Jason Barlow said. “Habitat believes everyone deserves a decent place to live and we have some of the greatest partners with Kurt and Brenda Warner and everyone else who volunteers with us on these projects.” Brenda Warner said she knows the struggles of being a single mother, as she was a single mother of two before meeting Kurt years ago and now does everything she can to help other single mothers. “I remember being a person that needs and now I get to be a person that gives,” Brenda said. “To look in
the eye of these single moms and tell them I have been where you are. Now I am not saying there is a Kurt Warner for you somewhere, but you get to start over here. This is a do over. I remember just asking God to have somebody put money in my mailbox to make ends meet. They get to start fresh. I love that.” She added that having done this for numerous families, it never gets old. “No little girl ever dreams of being a single mom, but then it happens and you have to do it,” Brenda said. “It is all about love, nobody dreams of this for their lives, but I want (Sulma) to know that she rocks!” Kurt Warner was quick to echo his wife’s sentiments. “They can step into a new life for themselves,” Kurt said. “They don’t have to worry about any of those burdens now. It’s just about building memories. To give kids a place to grow up, in a place they can call home. We remember our days where we were searching for the same thing.” The Magana home represents the 48th time the Warner’s have presented a new home to a family and the 23rd time in Arizona. The Warners said it is an honor for them to be able to do this for families in need. “We believe we get to do this and are still shocked that after all these years that we are able to, hopefully, make a difference in this community and this world,” Brenda said. “When I met Kurt, I was a single mom thinking what is next and things were not going well or how I thought things should go.” The Warners mentioned they remember the joy of their first home together. “When we first got together and got our first home, we had no furniture and pulled out a blanket and slept on the floor, but it was one of the best nights because we knew we had our own place to make our memories,” Kurt said. “That is what makes this so exciting and we know the hard work of these mothers and we know the hard work mom has put in to get to this point and we are happy to help see

TOYS FROM 6 fundraisers and raffles and other ways to raise money to support this and other areas, such as the 100 Club and Special Olympics,” Spychalski said. “It is amazing to see the kids and parents and how happy they are when the troopers come in and give them the bears to show they care and for them to come out and hand out bears at Christmas time, it is a special time every year I have done this.” The troopers went room to room handing out small teddy bears dressed with DPS trooper shirts to parents. “It is a good feeling just to see the smile on the parents’ faces and know we are warming their days just a little,” Williams said. “To know we are able to give the parents a little something is a heartwarming feeling and I enjoy doing this.” The teddy bears are given to new mothers for their infants and delivered to them at Abrazo Arrowhead Campus during the annual tradition. “It is just an amazing feeling to see the parents get the bears from our trooper every year and it makes me feel pretty good to be part of this every year I have been involved for over a decade,” Spychalski said. Arizona Troopers started the Christmas Bear program more than 23 years ago, providing stuffed teddy bears to both children and adults at their bedside. The program has handed out 2,150 bears every year and has done this at hospitals throughout the state each year. The Christmas Bear Program, sponsored by the Arizona Trooper Association, is in its 23rd year and the program continues to exemplify the outstanding dedication of the Department of Public

Smaller crowds give thumbs down to final weekend of Glendale Glitters BY DARRELL JACKSON The Glendale Star Staff Writer
As Glendale Glitters celebrated its 25th Anniversary with the final weekend, crowds questioned the future of the city-sponsored special events and if they should continue or if the city should end having any special events. “I have come to this every year for about nine years and the only question I have is, what is the point of this year’s event?” Peoria resident Joanne Wilson said. “Where are all the vendors, food and people this year and why does it not feel like the holidays?” Two years after the city made major changes with fewer tents and merchants in Murphy Park, citizens asked why the event continued. “There were obvious changes and improvements to the area; yes there were a lot less tents and vendors in the main part of the event, but there was absolutely no feeling this year,” said
Glendale resident Juan Gomez, who was attending with his two grandchildren. “But, it doesn’t have any feeling and the kids have said it is just not fun.” After two years of work trying to ensure the success of the downtown area with a major plan for changing the economic vision for the area, which included the possible elimination of the city’s major holiday events, City Manager Kevin Phelps announced Nov. 2 his recommendations. The event, which used to be every weekend from Thanksgiving until the first of the year, was reduced to two weekends this year after merchants questioned the city possibly ending the event entirely. “We will continue to propose funding for the events, but we will not be increasing our funding level,” Phelps said in November. “We will not make any changes and we expect the 2019-20 events season to look the same as the

2018-19 season.” Citizens were nearly unanimous when discussing the events while walking around Dec. 15. “I have been coming for years, and this was just a waste of my family’s time, honestly,” Glendale’s Robert Gomez said with his wife and two children looking at the 1.5 million lights. Approximately 15 to 20 vendors were intertwined with bounce houses and five or six food vendors while the local businesses appeared to have fewer people inside during the event. “We have been here about 15 minutes and my kids are already saying they want to leave,” Gomez said. “It is kind of depressing to bring my family here and they don’t even want to stay.” City staff estimated the opening weekend of Nov. 24-25 attendance was approximately 77,000 after reporting last year’s four weekends had an estimated 250,000 people, but many wondered who they counted. “I came opening weekend and if they say that many people were here, maybe they were counting everyone within a five-mile radius because it wasn’t crowded to me,” Peoria resident William Bowers said Dec. 15. “I am not sure what they counted because that first weekend, there was not that many more people than are here right now.” Phelps has stated that the events cost the city over a million dollars but get little in return and he had hoped to change that, but announced he would keep the events budget the same for 2019. “The city budgets approximately $1 million per year to support the downtown area,” Phelps said in November. “This includes the special events, such as Glendale Glitters, Glitter and Glow and the Chocolate Affaire, as well as
the downtown manager and increased security and street sweeping.” In return for the money spent downtown, the city collects an estimated annual gross sales tax of $403,000, which is 0.003 percent of the total collected by the city. Nearly $60,000 of the $403,000 comes during special events. In comparison, the city invested $10,000 in the Westgate Entertainment District, which was for the fireworks during the Fourth of July event, and spent nothing at Arrowhead Towne Center. In return, Arrowhead Towne Center contributed 13 percent of the city’s total annual sales tax and Westgate contributed 10 percent. As the closing night of the 25th Anniversary of Glendale Glitters wound down, citizens wondered what the future of the events would become after the lackluster event ended for 2018. “I just don’t know what the point of this was this year,” Glendale resident Geneva Juarez said. “This is supposed to put people in the Christmas spirit but tonight had absolutely no feeling. My children actually said tonight made them feel a little less happy about the holidays and I am not sure I will return if it is staying this way. Maybe Glitters should end with this 25th year because it was just not fun.” The lone voice in favor of the events continuing was even less enthusiastic about the events. “The lights were nice and bright, but I can see better lights on homes in my neighborhood,” said Surprise resident Jill Williams, who brought her three children. “We love the lights, but they are just lights and are not anything special, so we probably will not return next year.”

Registration started for dual language program
Registration for Glendale Elementary School District’s Dual Language Immersion Program (DLIP) in kindergarten and first grade for the 2019-2020 school year is underway. Interested parents can register kindergarten and first grade-aged children into the DLIP now at Horizon and William C. Jack schools. Should there be an excess of interest, a lottery will be held to determine which students will enter the program. The program will accept Kindergarten and first grade students residing within GESD boundaries as well as students residing outside-district boundaries. GESD’s Dual Language Immersion Program is a free enrichment program designed for high academic

Glendale Elementary School District has found a way to provide each student with a 1 to 1 tech and online access, and that’s helping students learn and teachers see where their students need help. “The need for digital resources is growing exponentially. The goals of the Dual Language Immersion Program are to provide students with an opportunity to develop high levels of proficiency in a second language; gain awareness and appreciation for diverse cultures; and acquire multitasking abilities, higher-order thinking and problem-solving skills while meeting grade level academic standards. Coyote Ridge Social Emotional Learning Specialist Lloyd Sirkin was honored by Macy's department store for his advocacy of Make-AWish Foundation. Sirkin has raised funds for the program through the store’s Believe program. Recently they watched Lloyd present to Coyote Ridge students about the importance of empathy. Macy’s representatives were so touched by the presentation that they decided to do something about it. On National Believe Day, Dec. 7, Lloyd presented all the Santa letters he collected at the school during the campaign. What he didn't know was that, in his honor, Macy’s was going to present Coyote Ridge with a $3000 donation to recognize the efforts he and the children have put into making wishes come true for kids with life threatening illnesses.

Glendale man finds siblings on genetic testing site BY CAROLYN DRYER The Glendale Star Editor
It has been a tumultuous year for Marty Gasiorowski. He and his wife, Tammy, have traveled through the Internet and across the country, seeking answers about his biological parents. The couple had originally started their search in 2006, before 23andMe was available, in Utica, N.Y., near Binghamton, where Marty grew up. He said he got a “little information,” but not enough to make calls or further inquiries. But earlier this year, Marty decided to go on 23andMe, a genetic testing site. It was mainly to obtain medical history in case Marty and Tammy, or their son, Martin James Gasiorowski II, could use it in any future medical issues. What they discovered, however, was more than they could ever had hoped for. Marty was adopted as a 7-week-old infant in Utica, N.Y., and he said he “never knew much of anything about my birth parents.” “The parents that adopted me were
great,” he said, “and I don’t remember a time where I didn’t know that I was adopted. However, there was always something missing. I never understood why people would want to join the family business, or why siblings would be excited to play on the same sports team or in the same band.” After high school in Binghamton, N.Y., Marty attended Syracuse University on an Air Force ROTC scholarship, then was stationed at Eglin Air Force Base in Fort Walton Beach, Fla., where he met his wife and where their son was born. After leaving the Air Force, the family moved to Arizona, where they have remained. Marty’s interest in finding his biological family was prompted by a book he read earlier this year: “A Brief History of Everyone Who Ever Lived” by Adam Rutherford. The book tells how easy it is to get a DNA test to learn about one’s ancestry and medical history using internet sites such as 23andMe. see

SIBLINGS FROM 10 “It piqued my interest,” Marty said, “especially for the medical history that I never knew. I didn’t really expect it to find any of my birth family.” What a surprise awaited him when he read the report from 23andMe. “I was amazed that it said, ‘This person is probably your cousin.’ I contacted him through the 23andMe app in April 2018, and learned that he is actually my nephew, Doug. He lives in Virginia, but he and his family had a vacation planned for May (the very next month after we connected) that included Arizona. Tammy and I drove to Lake Powell and met Doug and his family there. So, they were the first from our new family that we met. It was so exciting. Doug looks a lot like our son.” There was more to come. Doug connected Marty with half-sister Billie, who lives in Louisiana, as does her daughter, Kara, Doug’s sister. Marty told Billie and her family about living in Fort Walton Beach for a time, they said they were going on vacation to Fort Walton Beach in June. So, Marty and Tammy decided
they would meet there, and they had a get-together with them and Tammy’s side of the family that lives there. “We learned that Billie had also grown up in Binghamton and was also adopted by her step-father, although raised by her birth mother,” Marty said. Billie was a Realtor in years past, and she told him she had listings on the road where his parents lived at one time. More research followed. Marty and Billie learned they were two of at least eight siblings (one has died), ranging in age from 39 to 78. “And I now have 16 new nieces and nephews,” Marty said. “I had to put together a spreadsheet to keep track of everyone.” They learned their father, Clyde Phipps, died in 1996. But he was apparently an excellent jazz keyboard player who played with Bing Crosby, Benny Goodman, Dizzy Gillespie and others. “He definitely got around, as he was married four times, and fathered the eight children with six different women,” Marty said. “He was originally from see

Binghamton, and my two eldest siblings, Dean and Judy, grew up there. “I connected with my half-sister, Natha, on social media in July 2018 and learned she was visiting in Arizona at that time, so Tammy, Martin and I took a quick trip the next day to meet her. A month later, in August, I had a business trip to North Carolina, where I met another half-sister, Judy. My nephew, Doug, drove down from Virginia to meet us for dinner as well. In September, we took a trip to Alaska (where my father lived the last part of his life) to meet my two half-brothers, Dean and George, as well as several nieces and a nephew. “The timing was perfect, as Natha was there, as well as Dean’s daughter, Sarah.

We also had the pleasure of meeting Natha’s daughters, Meghan and Christa, and Dean’s son, Mitchell, who all live in
Alaska.” Marty has one more half-sister, Debbie, in Louisiana, who he has not met. “I hope to meet her early in 2019,” Marty said. “We are also planning a big family reunion in 2019, where, hopefully, everyone can get together in the same place.” But there’s more. “All of this so far is on my father’s side of the family. I hadn’t learned anything about my mother’s side of the family, so I submitted my DNA sample to ancestry.com,” Marty said. A potential close relative in Vermont was cited in the report Marty received. He contacted the person and learned he was Uncle Pat, Marty’s mother’s younger brother, and he had three children. Unfortunately, he also learned his birth mother, Marianne, died at the age of 30, when Marty was 9 years old. Another uncle was also deceased, but he had two children. On a business trip to Montreal in October, Marty and Tammy took a side trip to Vermont, where they met Uncle Pat, Aunt Florence, a cousin, Brian, and his family. “I hope to meet my other new cousins
in the near future,” Marty said. “It has been life-changing learning about and getting to know this big ‘new’ family and recognizing similar family traits. I definitely feel more complete and feel a great connection to my newly found family.” Marty knows of other people who have gone on 23andMe, who have had different experiences; some not so pleasant. Marty said one of the people he worked with found out his biological father was his parents’ next door neighbor. He said other adopted friends have told him they don’t want to know their biological parents. But, as Marty said, in the words of a country song, “Life Changes,” and he and Tammy have adopted those words as their motto. They have their Glendale home up for sale now, and they’re moving back to the Fort Walton area to be close to Tammy’s family. Their son is attending a graduate school in Kent, England, and strangely enough, Marty and Tammy have no family in Arizona. But, the way things are going, that could change in the future.

Arts & Entertainment Porchlight Family Media launches ‘Greenhorn Tales’
Porchlight Family Media, the network which produces the audio drama industry podcast, “Audio Theatre Central,” has launched its first audio drama series. The pilot episode for the new audio sitcom, “Greenhorn Tales,” was released on Dec. 9. About the premise of this comedy series: “Greenhorn Tales” is an audio drama about two young guys, Cam and Nick, living in the small community of Bristol. They share an apartment and are desperately trying to be adults, but are not quite succeeding. They are complete greenhorns at adult life. The pilot episode titled, “Moving, Motorcycles and Marching Bands,” which was written by Christopher Green, producer of “Shadows and Daylight,” gives an introduction to the series regulars and sets up the rest of the show with the back story of the two lead characters’ move from their parents’ homes. The
episode features a cameo from the ubertalented Duane Riffenburgh, writer and actor for several seasons of “Jonathan Par” and one of the producers of the “Creation Adventure Family” series of programs. Do not pass a stopped school bus Last week I was driving on 85th Avenue, just north of Peoria Avenue. There was a school bus stopped in the roadway in front of an apartment complex to let some children off. The school bus had its red stop signs on the side of the bus extended and had red flashing lights. Additionally, the driver was helping a special needs child on the sidewalk. I was quite surprised (and disappointed) when the vehicle in front of me kept driving and did not make any effort at all to stop for the school bus as he should have. I thought maybe the driver was from another state and not familiar with the Arizona law for school buses. So, I thought I would share with everyone what the law requires everyone to do when you approach a school bus that is stopped and has its stop signs extended. The law (ARS 28–857) specifically states that drivers will come to a complete stop and wait until the stop signs are closed. I know that sometimes, it may feel like the bus is stopped for a very long time. But I can assure you the driver is doing everything that she or he can do to get you on your way, but their priority is the safety of the children. I am sure if it was your

A few days after seeing this, I read in the newspaper about new penalties in Prince Edward Island, Canada for not stopping properly for a school bus. The new penalty was put into place due to numerous complaints of vehicles nearly hitting school children that were getting on or off the bus. The new fine in Canada includes 12 demerits, a suspension of your driver’s license for three months, and a fine of approximately $3,500 (US dollars). Keep in mind, all traffic fines can be completely avoided by simply obeying the traffic laws.

When she learned about an educational opportunity with eighth-graders at Glendale’s Desert Mirage Elementary School, hospital laboratory director Michelle Martin couldn’t pass it up. Martin, who works in the lab at Abrazo Central Campus, arranged for her staff to visit the classroom and for students to visit the hospital lab. The eighth-grade STEAM curriculum at Desert Mirage Elementary, part of the Pendergast School District, focuses on medicine and health. STEAM students study science, technology, engineering, art and math to build a strong foundation for academics. Abrazo Central Campus microbiology manager Jessica Brown and lead med tech Michelle Dent visited the classroom three times over three weeks to teach about things such as microbes in the human body, hand hygiene and how antibiotics work.

During the first week, Brown and Dent explained basic microbiology terms, and talked about flu and other communicable diseases. To show how germs multiply, hand and cheek swabs from a few of the students were put on plates to incubate. Swabs were also obtained from common surfaces to show how easily germs can be passed from most surfaces. A week later, they returned with the plates showing what organisms grew and talked about “good” and “bad” bacteria. In addition, some brands and patterns are becoming rare as time goes on. • Vintage and antique porcelain signs: There continues to be a demand for these across generations, including with Millennials. Whether used to advertise a product or as a public transportation sign, porcelain signs are a fun, colorful throw-back in time. • Vintage and antique bicycles: All age groups show interest in these, and Hoyer says some 1980 BMX bicycles are more desirable than antique bicycles. Lady Mountain Lions aim for playoff run now and in future BY DARRELL JACKSON The Glendale Star Staff Writer
After the Mountain Ridge girls basketball team finished with a losing record for the fourth straight season, changes were made from the top with Jaime Carreon taking over her 39th team in 19 years in the West Valley. “This is my first year at Mountain Ridge and I am excited about the opportunity,” Carreon said. “I hope to give the girls the best possible basketball experience this season.” The Mountain Lions lost three girls to graduation and return nine players to a squad that won only nine games last season. They have started the new season winning six of their first nine games after dropping five of their first six to open last year. “We have a great group of girls this year and they really seem to get along really well,” Carreon said. “We have some uncertainty in the past, so to be able to put some consistency in place will be crucial for us this season.”

Carreon said the team has expectations of making the playoffs this season and building toward a strong future for the program.
“Our expectation is to make the state tournament and set a standard of doing it consistently,” Carreon said. “High school basketball is about the student athlete, and the opportunity it provides. It should be able to create a good atmosphere that these kids can look back on with pride.” She added that communication will be the key to her team’s growth during the season. “The girls need to play as a group of five on the court, with constant communication, discipline and a defensive focus,” Carreon said. “It will be a successful season for us if the girls enjoyed themselves, and grew as people. We mainly want them to be proud of what they did here.” Playing in the 6A Desert Valley, the Mountain Lions face a tough task against some of the top teams in the state, including Phoenix Sandra Day O’Connor, Phoenix Pinnacle and Phoenix Chaparral. But if they can improve over the first few months, they can make a run at the playoffs this season.
Mountain Ridge Boys build for successful season After losing 23 games last season, the Mountain Ridge boys’ basketball team entered the 2018-19 season with new goals. “I’m going on my eighth season as varsity head coach at Mountain Ridge. I was an assistant at St. Mary’s for 10 years,” Eli Lopez said. “I was head varsity coach at Barry Goldwater for two years, as well as an assistant coach at Arizona State University one year.” As head coach, Lopez said his goal is to improve on every aspect of the game. “We will do a little bit of everything,” Lopez said. “We will try to take advantage of playing a fast pace, up and down game, but will focus on executing in the half court as well.” While they lost five seniors to graduation, the Mountain Lions return seven players who had playing experience last season and Lopez said that added experience will help this year. “Last year we moved up two freshmen and five sophomore to varsity,” Lopez said. “They played a lot of minutes for us and gained some great playing experience last year.” Returning seniors Trask Morgan and Joe Nunez will lead a team that has only three seniors on the roster. “We want to provide pressure on the offense and force our opponents to play out of
their normal structure offense,” Lopez said. “That is our goal each game as our program philosophy is to play as a team and not as individuals. Play as hard and smart as possible and be mentally and physically prepared.” Twin sophomoresAustin andAiden Clayton return to the team this year; however, they had limited playing time last season but have the ability to have an impact in each game. “Even though we have most everyone returning, we are still young and need to improve, mostly on playing mentally and physically tougher and making the right decision more consistently,” Lopez said. With the season underway, the team has already improved on last season’s win total starting this year with six wins in its first eight games. “As a team, we need to continue to get better as the season goes on. We will need to play extremely hard and smart each game,” Lopez said. “We will need to be more aggressive as the season goes on and we expect to beat the teams that we are capable of beating and putting ourselves in a position where we have an opportunity to play in the state tournament.” Playing in the 6A Desert Valley Section, the Mountain Lions face a tough task with some of the top teams in the state, Scottsdale Chaparral, Peoria Liberty and Phoenix Pinnacle in the same division.

As football ends at the JC level, are other sports on the chopping block?
Little did people know that after Maricopa County Community College District announced in February it would be eliminating football at four schools, exactly how many dominoes would fall or that they were killing the sport in Arizona. That noise you hear are the final football dominoes falling after Arizona Western and Eastern Arizona both recently announced their football programs have also now ended. Pima announced in the summer they would end their football program this season to end all junior college football opportunities in Arizona. “Sports is a ‘carrot’ for our youth and I don’t know about everyone else, but I wasn’t thinking long-term as an 18- to 19-year-old and needed that carrot,” Glendale Community College defensive line coach Kelley Epley said after the Gauchos’ final game. “Sports is a fantastic avenue to higher education and sometimes we need the two or three more years in our life to mature and realize what is really important in our lives for the long term.” Epley was quick to point to himself as a success story for junior college athletics. “I now have a Bachelor’s of Science in Business from ASU, a Post-Bac in Education from Ottawa University and a Master’s Degree in Educational Leadership from Northern Arizona University,” Epley said. “Yet, I would be considered a ‘drop-out’ according to the one-year study the ‘Committee-Group’ did that the MCCCD Board keeps referencing for ending football.” Citing financial concerns, the Maricopa County Community College District will eliminate its football programs following the 2018 season. MCCCD says its four football programs comprise 20 percent of the district’s total athletic budget and more than 50 percent of related insurance costs. The district said no other sports will be impacted. One of the biggest concerns from the district was about insurance costs for the district, which they say football has resulted in the largest number of claims due to the types of injuries that players sustain. District provides insurance for all of its nearly 200,000 students with a premium of about $900,000 a year. There were about 400 junior college football players in Maricopa County during the 2018 season – approximately 2 percent of the entire student body, but officials with MCCCD claim that football accounted for what the district says is about 30 percent of the annual insurance costs. But former GCC head football coach Joe Kersting said the district forgot one important aspect that has not been announced. “No one has responded to why football is not affordable in Maricopa County,” Kersting recently tweeted. “Football players pay over $1.7 million per year in tuition alone, while four football programs cost less than $1 million (including scholarships and insurance).” District officials said the state’s decision to eliminate funding to the community colleges several years ago played a role in the decision. They also looked at national trends, pointing to 530 member colleges in the National Junior College Athletic Association; only 65 offer football. One issue that many have questions about has been MCCCD officials saying football makes up 20 percent of the district’s total athletic budget and
is responsible for more than 50 percent of insurance costs. They also say that ongoing costs to maintain the football programs could top $20 million, including needed capital improvements and associated expenses. “The entire report is a sham because kids don’t get full rides. A couple do because of fundraising efforts programs earn themselves, but the school might cover 80 fee waivers a semester during any given year. It costs $1,300 a semester and fee waivers are only $325,” Epley said. “The rest, including the very few full rides granted, are covered by the student, financial aid or the fundraising funds each program collects themselves. Colleges aren’t losing money, they are making money if you add in the tuition and how could tuition not be included? That is just an insult to the public. The entire report was an insult to common sense.” He added that stats from the original report to end football were skewered in favor of ending the sport. “The entire report was an insult to

Under their report, I am a failed student, according to the study.” As the season ends, players have been scrambling to get college offers but most may be left out. “Some will still go to college, but even those kids won’t see the process all the way through. At least with junior college football, they would have had to get through almost half their college requirements and even if they don’t play anywhere else after,” Epley said. “With junior college football, most would have been halfway to a degree, so it’s a lot easier to finish something when you’re already halfway through it and that’s what happened to me in my collegiate career.” see

Getting and giving this Christmas
Wow, do I remember Christmas as a child. While many do not get celebrate Christmas the way I did, I was one of those fortunate ones. With much hard work, determination, the blessing of God, my parents experienced the American dream in the 1950’s. Christmas for me and my family was giving on steroids. The tree, the decorations, the love, the Christian upbringing (there’s nothing like a Christmas Eve service at a large Anglican or Episcopalian church) and the giving of gifts, made Christmas amazing. What I remember most was all the presents under the tree. When I look at my grandchildren now on Christmas, I see myself back then. “Dude, it’s a gift harvest….to the attack!” The message I understood at that age was, “It’s like my birthday…no…it’s even better than my birthday…it’s Christmas…it’s my birthday on steroids.” All those gifts to me, whether
they be one or many, were all for me. Christmas became a better birthday for me than my birthday. Another crucial aspect of my Christmas’ was that I wasn’t forgotten. My parents remembered me. My relatives remembered me. When someone special missed giving me my present for Christmas, I would feel hurt, “They didn’t remember me.” I imagine what is most hurtful to many who don’t have a Christmas adventure like I had, was not the presents. It was that it seemed to them like no one remembers them. I don’t apologize for the Christmas I’ve experienced. I didn’t earn it, I didn’t deserve it, I didn’t work for it, I just received it. I wish everyone could experience Christmas the way I did. When I became a real Christian at the age of 24, I began to understand Christmas. Firstly, I realized it’s not my birthday. All of that giving was

not about me, it was about Christ. Giving was what I needed to focus on, not getting. I just posted a Face Book message saying: “If getting gifts is the center of your Christmas, Jesus never will be. Dude, it’s not your birthday.” I got the first sentence from Pastor Ashley Wooldridge. Aha. Secondly, I realized God didn’t forget. God remembered all the promises He made to His people. Promises made seven hundred years before they were fulfilled. Promises such as in Isaiah 7:14, “Therefore the Lord Himself will give you a sign: Behold, a virgin will be with child and bear a son,
and she will call His name Immanuel, which means God with us.” Another promise in Micah 5:2, “And you, Bethlehem, land of Judah, are by no means least among the leaders of Judah; For out of you shall come forth a ruler, who will shepherd My people Israel.” Here is a writing titled “God Didn’t Forget” by Craig Lounsbrough. “The beauty of Christmas is that God didn’t forget. Not now. Not ever. Despite man’s incessant proclivity to forget God, God never forgot man. Despite man’s demands for a faith that excluded God, God never forgot. Christmas is God remembering. Christmas is God’s refusal to forget. Christmas is God’s declaration that He will never forget. Christmas was God deliberately placing Himself squarely in the middle of humanity when that very see

Having talked to numerous high-ranking officials at MCCCD, they have said they believe the district is going to eliminate all sports in the not too distant future. So it looks like MCCCD is putting more dominoes up to knock down as numerous people have said that come March 2019, an announcement

“All they have said in the past nine months is that the other sports are safe,” Epley said. “I am hearing from sources on multiple campuses that an email will go out next February or March saying that all sports in the MCCCD district are being eliminated. Why wouldn’t they lie about this after they have been lying all along anyway? They originally said that the elimination football would be revisited after the 2018 season and then they eliminated it two months later.” Having been accused myself by MCCCD Communications director Matt Hasson, who claimed that I misquoted him in a previous article and that I had actually quoted someone else, mistakenly attributed the quote to Hasson. When proof came out that I was correct on television, and I actually still have the recording of the quote, I have yet to receive an apology from anyone at MCCCD, which I was never seeking. “How does Hasson still have his job
as the Director of Media Relations for the MCCCD after last year disparaging football players,” Epley said. “He vehemently denied this and stated ‘I would never say something like that,’ then a video shown on the television that shows him saying exactly what you quoted him saying. He is either a liar (my pick) or not qualified to hold the position he currently holds. Bottom line is how can a Director of Media Relations for the largest Community College District in America do his job if he can’t remember what he says to the Media?” How far will the lies continue to all athletes at the community college level? What can they do to stop the madness? Maybe its time for someone to take a stand and tell the board, enough is enough because having seen the way they have twisted everything, it is finally time for an independent entity to get to the truth.

WHEREAS, the purchase of land for improvements at the property is in the public interest for the City of Glendale.
WHEREAS, City Council Workshops were held on October 23, 2018; November 13, 2018; and November 27, 2018 to discuss the condition of the course infrastructure, and projected operating deficits public.

This Code shall be known as the Glendale Fire Code, may be cited as such and will be referred to herein as “this Code”. Section 104.10 is hereby amended to read as follows: 104.10 Investigations. The fire department shall have the authority to investigate or cause to be investigated the cause, origin and circumstances of any fire, explosion or other hazardous condition occurring in the jurisdiction involving loss of life or injury to persons or destruction or damage to property. If it appears that such incident is of suspicious origin, they are authorized to take charge of all physical evidence relating to the cause of the incident and are authorized to pursue the investigation to its conclusion. Information that could be related to trade secrets or processes shall not be made part of the public record unless directed by a court of law. Section 104.12 is hereby added to read as follows: 104.12 Fees. The Fire Chief is authorized to establish and collect, with the approval of the City Council, any amount established by resolution or pursuant to the Code of the City of Glendale Section 2-3, fees for any or all inspections or operational services authorized by the Code of the City of Glendale or the Glendale Fire Code. Permit and inspection fees and other operational fees of the Fire Department may be determined by the Fire Chief or his or her designee and established by resolution of the City Council or pursuant to Glendale City Code Sec. 2-3. Section 105.1.4 is hereby added to read as follows: 105.1.4 Operating without a permit. Any person, company, firm, corporation or entity operating in violation of Section 105.6 or 105.7 shall be subject to triple the permit fees, as established by council resolution. Section 105.7.15 is hereby added to read as follows: 105.7.15 Fire department breathing air system. A construction permit is required to install a fire department breathing air system. Section 105.7.16 is hereby added to read as follows: 105.7.16 Security gates. A construction permit is required for the installation or modification of security gates across fire apparatus access roads and at pedestrian gates within gated communities and where required by the Fire Code Official. SECTION 105.6.30 IS HEREBY DELETED AND REPLACED WITH THE FOLLOWS: 105.6.30 MOBILE FOOD UNIT. MOBILE FOOD UNITS SHALL NOT BE REQUIRED TO OBTAIN A SPECIAL PERMIT THAT IS NOT REQUIRED FOR OTHER MOBILE VENDING BUSINESSES. MOBILE FOOD UNITS ARE REQUIRED TO BE INSPECTED BY A CITY OR TOWN FIRE DEPARTMENT BEFORE OPERATION. EXCEPTION: IF THE MOBILE FOOD VENDOR PROVIDES EVIDENCE THAT THE MOBILE FOOD UNIT PASSED A FIRE INSPECTION BY ANOTHER CITY OR TOWN FIRE DEPARTMENT IN THIS STATE WITHIN THE PRECEDING TWELVE MONTHS. APPEALS OF ORDERS, DECISIONS OR DETERMINATIONS MADE BY THE FIRE CODE OFFICIAL RELATIVE TO THE APPLICATION AND INTERPRETATION OF THIS CODE, SHALL FALL UNDER THE APPEALS PROCESS ADOPTED IN THE INTERNATIONAL BUILDING CODE AND AS ESTABLISHED BY CITY COUNCIL. Section 110.4109.3 is hereby amended to read as follows: 110.4109.3 Violation penalties. Persons who shall violate a provision of this Code or shall fail to comply with any of the requirements thereof or who shall erect, install, alter, repair or do work in violation of the approved construction documents or directive of the Fire Code Official, or of a permit or certificate used under provisions of this Code, shall be a Class 1 misdemeanor and punished as Class 1 misdemeanor under state law. Each day any violation of any provision of this Code or of any ordinance shall continue shall constitute a separate offense. Section 112.4111.4 is hereby amended to read as follows: 112.4111.4 Failure to comply. Any person who shall continue any work after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be assessed a fee in accordance with the fees established by council resolution for operating without a permit. Section 113.6 is hereby added to read as follows: 113.6 Inspection fees. The Fire Code Official or his or her designee shall charge an inspection fee for each fire code compliance inspection. The fee amount shall be in accordance with the fee schedule established by council resolution. Section 503.1 is hereby amended to read as follows: 503.1 Where required. Fire apparatus access roads shall be provided and maintained in accordance with Sections 503.1.1 through 503.1.6. Section 503.1.1 is hereby amended to read as follows: 503.1.1 Buildings and facilities. Approved fire apparatus access roads shall be provided for every facility, building or portion of a building hereafter constructed or moved into or within the jurisdiction. The fire apparatus access road shall comply with the requirements of this section and shall extend to within 150 feet (45,720 mm) of all portions of the facility and all portions of the exterior wall of the first story and to the center of the furthest room on the second floor of the building as measured by an approved route. Exception: The Fire Code Official is authorized to modify the dimension of 150 feet (45,720 mm) where: 1. The building is equipped throughout with an approved automatic sprinkler system installed in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.1.3. 2. Fire apparatus access roads cannot be installed due to location on property, topography, waterways, non-negotiable grades or other similar conditions, and an approved alternative means of fire protection is provided. Section 503.1.4 is hereby added to read as follows: 503.1.4 Aerial fire apparatus access roads. Where required. Buildings or portions of buildings or facilities exceeding 30 feet (9,144 mm) in height above the lowest level of fire department vehicle access shall be provided with approved fire apparatus access roads capable of accommodating fire department aerial apparatus. Overhead utility and power lines shall not be located within the aerial fire apparatus access roadway. Section 503.1.5 is hereby added to read as follows: 503.1.5 Aerial fire apparatus access roads. Width. Fire apparatus access roads shall have a minimum unobstructed width of 26 feet (7,925 mm) in the immediate vicinity of any building or portion of building more than 30 feet (9,144 mm) in height. Section 503.1.6 is hereby added to read as follows: 503.1.6 Aerial fire apparatus access roads. Proximity to buildings. At least one of the required access routes meeting this condition shall be located within a minimum of 15 feet (4,572 mm) and a maximum of 30 feet (9,144 mm) from the building, and shall be positioned parallel to one entire side of the building. Section 503.2.5 is hereby amended by adding the following:
Dead-end fire apparatus access roads located between buildings shall have a 10-foot (3,048 mm) setback from the edge of the access road to the structures on each side of the road. Section 503.4 is hereby amended to read as follows: 503.4 Obstruction of fire apparatus access roads. Fire apparatus access roads shall not be obstructed in any manner, including the parking of vehicles. For the purposes of this section, parking is defined as stopped vehicles with no licensed driver occupying the driver’s position. The minimum widths and clearances established in Section 503 shall be maintained at all times. The person in possession of the premises shall be responsible to ensure that fire apparatus access roadways are unobstructed at all times. Section 503.6 is hereby amended by adding the following: Gates across fire apparatus access roads at gated community main entrances and where required by the Fire Code Official shall be electric and shall be provided with approved preemption controls, a Knox key switch and a manual release. Manual or electric gates at location other than the main entrance to gated communities shall be equipped with a Knox key switch and manual release or a Knox lock as applicable. Section 505.3 is hereby added to read as follows: 505.3 Graphic directories. Approved illuminated, all weather graphic directories shall be provided at all driveway entrances for every multiple dwelling development, mobile home park and commercial developments as required by the Fire Code Official. Such directories shall conform to the Glendale Fire Department standard for graphic directories. Section 507.5.1 is hereby amended to read as follows: 507.5.1 Where required. Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction is more than 150 feet (45,720 mm) from a hydrant on a fire apparatus access road, as measured by an approved route around the exterior of the facility or building, on-site fire hydrants and mains capable of supplying the required flow shall be provided where required by the Fire Code Official. Section 511 is hereby added to read as follows: Section 511 Fire Department Breathing Air System 511.1 Fire department breathing air system. A fire department breathing air system shall be provided in all buildings as follows and shall be designed and installed in accordance with nationally recognized standards and shall be approved by the Fire Code Official: 1. In buildings with an occupied floor located more than 75 feet (22,860 mm) above the lowest level of fire department vehicle access. 2. In buildings with a basement that is more than 2 floors below grade with an area greater than 10,000 square feet (929 m 2 ). 3. In underground buildings with an area greater than 10,000 square feet (929 mï¿1/21/21/21/2) that are more than 30 feet (9,144 mm) below grade. 511.1.1 Permit. Permits shall be required as set forth in Section 105.7. Section 605.11 is hereby added to read as follows: 605.11 Electrical service shut off access. Where electrical service shut off controls are located inside a building, a door providing direct access from the exterior to the room containing shut off controls shall be provided. Section 806.1.1 is hereby amended to read as follows: 806.1.1 Restricted occupancies. Natural cut trees shall be prohibited in Group A, E, I-1, I-2, I-3, I-4, M, R-1, R-2, R-3 and R-4 occupancies. Exceptions: 1. Trees shall be allowed in Groups A, E, M, R-1, R-2 and R-3 protected by an approved automatic sprinkler system installed in accordance with Section 903.3.1.1, 903.3.1.2 or 903.3.1.3. 2. Trees shall be allowed within dwelling units in Group R-2 occupancies. Section 901.4.2 is hereby amended by adding the following: Non-required systems providing partial protection shall not be recognized for exceptions or reductions permitted by other requirements of this Code or the current edition of the International Building Code adopted by the City of Glendale. Non-required systems providing complete protection that take advantage of any exception or reduction permitted by other requirements of this Code or the current edition of the International Building Code adopted by the City of Glendale shall become required systems. SECTION 903.2.13 IS HEREBY ADDED TO READ AS FOLLOWS: 903.2.13 NEW BUILDINGS WITH UNKNOWN OCCUPANCY TYPE OR HAZARD CLASSIFICATION. IN NEW BUILDINGS CONSTRUCTED WITH AN INTERIOR CEILING/DECK HEIGHT EXCEEDING 20 FEET AND THE OCCUPANCY OR HAZARD CLASSIFICATION IS UNKNOWN, THE MINIMUM FIRE SPRINKLER DESIGN DENSITY CRITERIA SHALL BE .495/2000 SQUARE FEET. Section 903.3.5 is hereby amended to read as follows: 903.3.5 Water supplies. Water supplies for automatic sprinkler systems shall comply with this section and the standards referenced in section 903.3.1. Additionally, the water data for hydraulic calculations shall be based upon 90 percent of the available water supply as determined by flow test information. The potable water supply shall be protected against backflow in accordance with this section and the current edition of the Uniform Plumbing Code adopted by the City of Glendale. Backflow prevention devices shall be listed for use with fire protection systems and shall be approved by the Fire Code Official. Section 903.3.8 is hereby added to read as follows: 903.3.8 Access to fire sprinkler risers. Fire sprinkler risers shall be installed indoors and an exterior door leading directly into the room containing the fire sprinkler riser and shut off controls shall be provided. Exception: An exterior door is not required when an approved alternate and accessible method of controlling the sprinkler water supply from the outside of the structure is provided. Section 904.11.6.4 is hereby added to read as follows: 904.11.6.4 Existing automatic fire extinguishing systems. Where changes in cooking media, positioning of cooking equipment or replacement of cooking equipment occur in commercial cooking systems, the automatic fire extinguishing system shall be required to comply with current code and the applicable provisions of Sections 904.12 through 904.12.5.3. SECTION 1103.5.3 IS HEREBY AMENDED TO READ AS FOLLOWS: 1103.5.3 GROUP I-2, CONDITION 2. IN ADDITION TO THE REQUIREMENTS OF SECTION 1103.5.2, EXISTING BUILDINGS OF GROUP I-2, CONDITION 2 OCCUPANCY SHALL BE EQUIPPED THROUGHOUT WITH AN APPROVED AUTOMATIC FIRE SPRINKLER SYSTEM IN ACCORDANCE WITH SECTION 903.3.1.1. THE AUTOMATIC FIRE SPRINKLER SYSTEM SHALL BE INSTALLED WITHIN 12 MONTHS OF WRITTEN NOTIFICATION. EXAMPLE: GROUP I-2, CONDITION 2 OCCUPANCIES INCLUDE: FACILITIES THAT PROVIDE NURSING AND MEDICAL CARE AND COULD PROVIDE EMERGENCY CARE, SURGERY, OBSTETRICS, OR INPATIENT STABILIZATION UNITS FOR PSYCHIATRIC OR DETOXIFICATION, INCLUDING, BUT NOT LIMITED TO HOSPITALS. Section 1410.3 is hereby added to read as follows: 1410.3 Access road signs. During construction, approved signs shall be located to direct emergency responders in and through construction sites. Section 2404.13 is hereby amended to read as follows: 2404.13 Fire protection equipment. Fire hose lines, water supplies and other auxiliary fire equipment shall be maintained at the site in such numbers and sizes as required by the Fire Code Official. Where the installation of tents and membrane structures are permanent; an approved automatic fire sprinkler system shall be required in accordance with Section 903.2 and the current edition of the International Building Code adopted by the City of Glendale. Section 3204.3.1.1.3 is hereby amended by adding the following: Storage of flammable cryogenic fluids in stationary containers outside of buildings is prohibited within the limits established by the Zoning Ordinance of the City of Glendale, Arizona. Section 3404.2.9.6.1 is hereby amended to read as follows: 3404.2.9.6.1 Locations where above-ground tanks are prohibited. Storage of Class I and II liquids in above-ground tanks outside of buildings is prohibited within the limits established by the Zoning Ordinance of the City of Glendale, Arizona. Section 3406.2.4.4 is hereby amended to read as follows: 3406.2.4.4 Locations where above-ground tanks are prohibited. The storage of Class I and II liquids in above-ground tanks is prohibited within the limits established by the Zoning Ordinance of the City of Glendale, Arizona. Section 3804.2 is hereby amended to read as follows: 3804.2 Maximum capacity within established limits. Within the limits established by law restricting the storage of liquefied petroleum gas for the protection of heavily populated or congested areas, the aggregate capacity of any one installation (permanent or temporary) shall not exceed a water capacity of 2,000 gallons (7570 L). Such limits are hereby established by the Zoning Ordinance of the City of Glendale, Arizona. Exception: In particular installations, this capacity limit shall be determined by the Fire Code Official, after consideration of special features such as topographical conditions, nature of occupancy, and proximity to buildings, capacity of proposed containers,

That Glendale City Code Chapter 16, Article III is hereby deleted in its entirety and a new Article III is hereby adopted and shall read as follows: CITY CODE, CHAPTER 16, ARTICLE III Sec. 16-51. - Definitions. (a) Terms defined in other codes; where words, terms and phrases not defined in this Code and are defined in other currently adopted Codes, such words, terms and phrases shall have the meaning ascribed to them in those codes. (b) In addition, the following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: Approval: Refers to approval by the Fire Code Official as the result of an official code interpretation or code modification request or pursuant to investigation and tests or by reason of accepted principles or tests by national authorities, technical or scientific organizations. Approved: Acceptable to the Fire Code Official. This Code: Refers to the current adopted International Fire Code, amendments and ordinances. Sec. 16-52. - General sprinkler system requirements. In addition to the requirements of this Code, an approved automatic sprinkler system shall be required as follows: (a) Throughout the entire building of all newly constructed commercial and residential structures. Exceptions: 1. Where specifically omitted or otherwise not required in accordance with this Code. 2. In one- and two-family dwellings and townhomes regulated by the International Residential Code AND IN ACCORDANCE WITH STATE LAW. (b) Applicants PROPERTIES AND/OR STRUCTURES FOR ANNEXATION SHALL COMPLY WITH THE INVESTIGATION AND EVALUATION PROCESS PER THE 2018 IEBC. Where the resulting score indicates the property does not comply with any or all mandatory fire safety [MFS}, mandatory means of egress [MME], and mandatory general safety [MGS], an approved AFES shall be required. Throughout all structures hereafter moved into or within the jurisdiction that do not comply with fire apparatus access and water supply requirements in accordance with this Code. c. Existing structures that are modified, expanded, remodeled, renovated or change occupancy classification, shall be required to be provided with automatic fire sprinkler protection when required by the current adopted International Existing Building Code. If automatic fire sprinkler protection is required, the installation of the automatic fire sprinkler system shall comply with this Code. Sec. 16-53. - Permissible sprinkler omissions. (a) Sprinkler systems shall be designed on the basis of complete coverage with no unprotected areas. However, sprinkler coverage may be omitted from certain areas where the application of water may constitute a serious life or fire hazard. Additionally, sprinkler coverage may be permitted to be omitted as provided for in NFPA 13, 13R and 13D with the approval of the Fire Code Official. (b) Unless the use of the facility otherwise requires; automatic fire sprinklers shall not be required in the following areas: − Detached non-combustible Group U carports and garages OCCUPANCIES that do not exceed 5,000 square feet (465 m2). − Detached non-combustible canopies that do not exceed 5,000 square feet (465 m2) and used exclusively as vehicle washing facilities or vehicle fuel dispensing stations EXCLUSIVELY FOR SHADE PURPOSES. − Shade canopies that do not exceed 5,000 square feet (465 m2) located not closer that 10 feet (1,524 mm) to any building, property line or other shade canopies and used for shading vehicles for sale at dealerships, playground equipment, outdoor dining areas without cooking and other areas as approved by the Fire Code Official. − Exterior roofs, overhangs or canopies of type I, II or III construction with no combustible storage beneath or those designed solely as pedestrian shade. − Detached special use buildings or structures , without an occupancy classification that do not exceed 1500 square feet, and when approved by the Fire Code Official. that do not exceed 600 square feet (56 m2) as approved by the Fire Code Official. Note: For the purpose of this section, “detached” is defined as “a separate single-story building or structure, without a basement or crawl space and located an approved distance from other structures.” (c) In addition to any automatic sprinkler system required by this Code, other approved automatic fire protection systems may be installed to protect special hazards. These additional systems shall not substitute for the required automatic sprinkler system without approval of the Fire Code Official. SECTION 3. That the provisions of this ordinance become effective July 1, 2018 provisions of this ordinance shall become effective thirty (30) days after passage by the Glendale City Council.
