he sound of parents clapping, a baseball hitting a glove and the crack of a metal bat are often heard in Ahwatukee during the spring with Little League in full swing. For many kids, it’s just the start of their journey with America’s greatest pastime. Many will go on to play in high school, a select few beyond that. But for now, the main focus remains on the current season. Those who are of age, gener-

ally 12 to 13 years old, may have a bigger task at hand as they aim to not only make All-Stars but become the first Ahwatukee Little League team to reach South Williamsport and the Little League World Series since 2006. Even back then, making a run of that caliber was a daunting task. Yet, like then, it is possible. “When you talk about the journey to get there, it could’ve easily gone the other way,” Tom Kingery said. “There’re only eight teams in the entire Little League sys-

Home prices hit $1M average in Ahwatukee ZIP code BY PAUL MARYNIAK AFN Executive Editor

I

n yet another sign of the relentless increase in housing prices, the Valley’s top market analyst said the average price of a listed home in Ahwatukee ZIP code 85048 exceeds $1 million, putting it among 28 Valley postal zones with seven-figure home list price averages. “If rising house prices scare you, then the best place not to look is the average price for active listings,” the Cromford Report wrote. “Unless you are made of stern stuff, you should look away now.” Cromford Report then proceeded to list the average home

price in 85048 as $1,139,210 – double the $575,854 of the average home list price in that ZIP code three years ago this month. That puts 85048 in 20th place among those 28 ZIP codes, where the Paradise Valley ZIP of 85253 is the highest with an average home price of $7.2 million and the lowest is the Windsong area of Phoenix with just over $1 million. That list of what Cromford Report calls “eye-watering numbers” also includes four other Phoenix ZIPs, all of Carefree, Wickenburg and Cave Creek; seven ZIP codes in Scottsdale, two each in Gilbert and Mesa, the Gold Canyon ZIP in Apache

Junction and one each in South Tempe and Glendale. To understand the significance of that, Cromford provides this stunning fact: Just three years ago, average list prices topping $1 million existed in only seven Valley ZIP codes. Of course, the Cromford Report stresses, that doesn’t mean all the homes for sale in 85048 are priced in the seven-figure range. Indeed, at AFN’s deadline, only four of the 23 listings in 85048 were in the seven-figure range of between $1.02 million and $2.5 million with two more close to $1 million and six more priced between $800,000 and

Ahwatukee family mourns teen fatal shooting victim BY PAUL MARYNIAK AFN Executive Editor

A

n Ahwatukee mother and her four children are mourning the loss of her second-oldest child who was gunned down in the street within a block of their home late afternoon March 7. Anthony Covarrubias, 18, was found shot in the middle of East Dry Creek Road, near 44th Street and Ray Road around 6:30 p.m., Phoenix Police said, and was taken to the hospital where he died. It was the third homicide in Ahwatukee this year and the second unsolved killing. Police said they have no suspects and are asking anyone with information to call 480-WITNESS – of 480-TESTIGO for Spanish speakers. Also unsolved is the Jan. 1 shooting death of 23-yearold Eduardo Roman Castillo in an apartment at the Village at Lakewood complex on South Lakewood Parkway. A third homicide in Ahwatukee involved the Jan. 5 shooting death of Monique Kistner, 60, whose 33-yearold son Robert Kistner has been charged with murder and is in jail in lieu of a $500,000 bond. Lisa Carillo, the 20-year-old brother of Anthony Covarrubias, said that as her family struggles for answers – they said police have not told them much – they also are trying to raise money to bury him. The family has lived in Ahwatukee for seven years but “nobody knew him by his first name,” she said. “Everybody in the neighborhood called him Chubzz because he was chubby,” she said of her brother. “He was the man of the house. He was always making jokes and going around helping others. He could do anything. He was a strong kid. He didn’t have to go like this.” “Mom is a single mom. She raised all five of us on her own. Anything that my mom needed, he would go out of his way to do – hustle for money to make sure he had something if we needed something. He was the man of the house that took care of everybody. He was overprotective of everybody.” She said her brother had loved music since he was little and also liked to go fishing. “He loved everything,” she added. “He played basketball. He helped out at church. He did everything. He was a strong kid.” Anthony had attended Mountain Pointe High School, but dropped out after his sophomore year a couple

Ahwatukee woman appointed to local constable vacancy AFN NEWS STAFF

he Maricopa County Board of Supervisors last week appointed an Ahwatukee Realtor and military veteran as the new constable for the Kyrene Justice Court – a job she’s also running to fill after her appointment ends in January. Bridget Bellavigna was selected from a pool of three applicants for a job that has seen two others in the position since it was last on the ballot in November 2018. Specifically, she replaces another Ahwatukee resident, Ben Halloran, a 27-year law enforcement veteran who resigned at the end of last year for personal reasons. Halloran was appointed in April 2019 after the elected constable, Kent Rini of Tempe, resigned after less than a month on the job. Rini had received several warnings about his actions on the job, some related to an apparent drinking problem, and was facing dismissal. tem in the United States who get to go. It’s very difficult. It takes hard work, and you have to have a team that really fits together. But beyond that, you have to have luck and things have to fall your way. “Things fell our way and we played great.” Tom was the manager and head coach for the 2006 team that made it to the big show. Along with assistant Rich Camarillo, he coached the Ahwatukee AllStar team through in-state competition and then regionals in California. The team had to go through the likes of Chandler National, a perennial power in the East Valley brewing talented players such as current Los Angeles Dodgers outfielder Cody Bellinger. But make no mistake, Ahwatukee has produced its fair share of talent – and some were on the 2006 Little League roster. “Even back then you could tell some of these guys … there was something special about them not only as players but as human beings,” said Sam Kingery, one of Tom’s twins on the team. “Growing up in Ahwatukee and playing together for so long, we were able to see that in each other,” he recalled. “I think it’s the coolest thing to see your friends be successful and it’s pretty amazing to see some of them on TV whether it be in college or they’re professional. I think it’s an extremely talent-

ed and nice group of guys we had.” Sam still remembers the team’s run to South Williamsport with great detail. He cherishes having the opportunity to share that with his father and twin brother, Scott. But beyond the familial connection, he also remembers bonding with the players while on the road. They often crowded each other’s hotel rooms when

out of town for regional play. They became close and many remained in contact after they exited the World Series in pool play. Georgia, which went on to win the World Series, had the head-to-head advantage over the Ahwatukee team to advance. Sam and Scott went on to play baseball at Mountain Pointe, where they helped lead the Pride to a title in 2011.

From there, Scott went to the University of Arizona and the Phillies. Sam went to NAU and took a sales position in Chicago. He is now back home in the Valley preparing to apply to a physical therapy program. Shaun Chase, the hero for the team in regionals against California, went on to have a good career at Desert Vista before going off to Oregon. Ryan Modi, who also went to Desert Vista, continued his career at Paradise Valley College before heading to Kansas Wesleyan University. Other players went on to play golf in college. Some focused on a career outside of baseball and have become successful. “It’s super cool to look back on it and see those years following that,” Scott said. “Not a lot of people from that team ended up playing baseball in college, but it was a good group of guys and it’s cool to see what everyone did after that. That was such a big moment in life and to see the route everyone took after it is great to see.” Looking back, Sam and Scott believe their experience in trying to make it to the Little League World Series prepared them for what was to come in their lives with baseball. Most notably, it was the West Region championship at Al Houghton Stadium in San Bernardino, California, where the team beat Northern California 11-3 behind the bat of a then 13-year-old Chase.

The game was televised on ESPN – a first for the players and coaches of the team. It was also played in front of over 9,000 live spectators, another first and one that resulted in some nerves for the players. “I don’t know if there were any of us that weren’t a little bit nervous,” Sam said. “But having everyone feeling the same way calmed you a little bit. But it was incredible. I don’t think I’ve played in front of that many people since then. “I think going back to that day, the opening ceremonies were incredible. There were so many people of all ages there to see us play. It’s a crazy feeling.” There are times when Sam and Scott still reminisce about the 2006 run with friends from the team, those they played against and their family. It was a time in their lives where nothing else mattered. Their main focus was baseball. Scott often visits Mountain Pointe’s baseball program to talk with the team. He and a few others have also taken batting practice on the field during the lockout that was finally resolved on March

10. There are also times where he sees Little Leaguers practicing at local parks in Ahwatukee or near his home in Scottsdale. He can give countless amounts of advice to current Little League players about how to improve their form at the plate or at their respective position. But the one thing he always remembered from his and Sam’s days was the fun of the game. At the time, neither of them played it with the idea to make it a career. Scott admits that didn’t happen until his sophomore season at the University of Arizona. He just played for fun and the pure love he had for it. Enjoying every moment is the best advice he believes he can give to Little Leaguers in Ahwatukee chasing glory just like he, Sam and Tom had 16 years ago. “Where we got to as a team, it had to do with a lot of luck,” Scott said. “We were a good team in Arizona, but there are a lot of other really good teams out there. “For kids starting now, I would just tell them to enjoy it. Little League is the simplest and most fun form of the game. You

Lakes judge drives stake through tax on rich BY HOWARD FISCHER Capitol Media Services

T

he judge who is responsible for ensuring the resurrection of Ahwatukee Lakes Golf Course has permanently blocked the state from imposing a voter-approved surcharge on the wealthy to help fund education. Maricopa County Superior Court Judge John Hannah said there is no legal way for the funds that Proposition 208 would raise to be spent. That’s because the revenues, estimated originally at more than $800 million a year, would result in exceeding the constitutional cap on educational spending. Hannah in 2018 issued the historic verdict following a non-jury trial that declared the owner of the golf course was required to restore it. Another judge in 2020 then imposed sanctions after finding ALCR had violated Hannah’s order, The Lakes Course is currently being restored under the supervision of a special master.

And Hannah rejected a plea from Invest in Arizona, the group that put the measure on the 2020 ballot, to keep the law in place in case there is some time in the future when the additional dollars would not bust that expenditure cap. Hannah acknowledged that Invest in Arizona might be able to make those arguments to the Arizona Supreme Court. But it was the Supreme Court which, having upheld the right of voters to impose the levy, then directed Hannah to determine whether the money can legally be spent. Hannah said the justices effectively tied his hands by directing him to issue an all-or-nothing order instead of deciding that only some parts of the initiative were unconstitutional but others were legal and “severable.’’ That precluded him from concluding that the money can be collected, that some of it likely was legally spendable, and that voters or lawmakers should be given a chance to find a way to legally spend the rest of it.

And the judge made it clear he was not pleased by the constraints. “The logic of (the Supreme Court ruling) entirely relieves the legislature of any political responsibility to accommodate the policy decisions the electorate makes by initiative,’’ Hannah wrote. At the heart of the battle is the 2020 initiative designed to hire more teachers and improve pay for educators and other support staff. Approved narrowly by voters, it sought to impose a 3.5% surcharge on the taxable income of individuals greater than $250,000 a year; the figure is $500,000 for married couples filing jointly. Earlier this year the Supreme Court said there is nothing inherently illegal about voters imposing a new tax, pointing out they have the same right to craft legislation as lawmakers. And they rejected a contention that a voter-approved tax requires a two-thirds margin of approval. But they also said the measure needs

to live within the limits of a 1980 voterapproved constitutional amendment that puts an aggregate spending cap on education. That figure is recalculated annually to account for inflation and growth. The court said the tax cannot legally be imposed if the proceeds cannot be spent. Only thing is, the justices said they could not immediately determine whether there is a way to collect the money and actually use it. That sent the case to Hannah. Hannah acknowledged that the Legislature can waive that spending cap. In fact, he noted, that’s precisely what happened earlier this year when lawmakers voted to allow the spending of money collected from a Proposition 301, a 0.6cent sales tax for education, to be used in classrooms this school year. But the judge said that, based on the constraints he was given by the Supreme Court, he can’t declare Proposition 208

Tempe Union High School District Governing Board member last week became one of Tempe’s new City Council members. Berdetta Hodge, currently in her second term on the board, placed third among three women who won outright in that city’s council elections, beating out four other candidates running for three seats on the seven-member body. Hodge said she will continue to serve on the school board until her second term expires in 2024. She is allowed to hold both positions under state law because it only forbids someone from holding two paying elective positions. School board posts pay nothing. In unofficial results for the citywide council races, Hodge garnered 18% of the vote, behind two others, newcomer Arlene Chin, with 21%, and incumbent Jennifer Adams, with 20%. Demand is down a little but seems to be extremely resilient and although it is lower than last year, it remains very strong by historic standards. “A change may happen,” it added. “Right now there is no change to report.” “In Arizona, we have a history of building more and more homes until there is a very obvious reason to stop,” it continued. “There will come a time, and nobody knows exactly when it will be, when we have built enough shelter for the population and demand sinks below supply. A

hwatukee freelance writer Lauren Topor Reichert has self-published an illustrated children’s book about a difficult topic – physical disability – from the perspective of a happy-golucky dog. She released “Sprinkle the Dog” March 9 to coincide with National Disability Awareness Month.

“We’re in such a time when representation really matters,” Topor Reichert said. “I thought it would be important to tell this tale through Sprinkle and her family so if a child had a disability they’d be able to relate to it.” Sprinkle is based on her own dog, Karma, a terrier mix that will be 12 in April. She was diagnosed at age 7 with intervertebral disc disease, a spinal degeneration

know what it meant or where it came from, but the voice was as clear and distinct as my son’s or husband’s, and it wouldn’t go away. After several months, I sat down with my journal and asked the voice some questions. She responded that her name was Zoe Wilkes and she had a story she needed to tell. I’m what’s called a “pantser” in the writing world. That means I don’t sit down to write with an outline or a plan. Instead, I write by the seat of my pants and let the story unfold however it will. It turns out, this story was about a girl who works hard to keep herself and siblings fed and safe from their abusive mother. There are some similarities between my own childhood and my main character’s life, but this book is fiction, not memoir. You reference poverty and child abuse. “Between Safe and Real” is a work of fiction, but like all fiction, it was inspired by things I actually experienced. Like Zoe’s family, we lived in poverty and experienced food and housing insecurity. My mother was also violent and unstable

like Zoe’s mother. I know now that my mother likely had a specific mental illness and she used drugs and alcohol to self-medicate because we were too poor for her to seek help. It’s a tragedy that because mental healthcare is so inaccessible, parents who need it end up endangering and hurting their kids. One of the most challenging things about publishing “Between Safe and Real” was making the decision to say out loud that I am a survivor of child abuse and childhood trauma, and that yes, I drew from my childhood as I wrote this book. To those who had relatively happy childhoods, this may not seem like such a scary thing to admit, but it is. When a child is abused, they’re brainwashed into believing they’re somehow to blame or that they deserve what happens to them because they’re bad, unworthy, or unlovable. They’re also often told never to talk about what happens because it would break up the family. Just as Zoe was afraid she and her siblings would be split up if she ever told

anyone what happened, I was terrified I’d be separated from my little brother and I’d no longer be able to protect him. I’m in my forties now and I know nobody can hurt or threaten me anymore, but that brainwashing is tenacious. Even now, I worry that people will hear I’m a survivor and think I must have done something to deserve it. I worry that people will think this book isn’t a real book because I drew on my childhood. I worry that people will look at me and see only who I was raised to believe I was, not who I actually am. It would have been easy for me to write this book and then never say a word one way or the other about my own childhood, but that would feel inauthentic to me. I wrote this book to help kids in violent homes, and I believe the most good I can do is show them it won’t always be so painful and scary. They will come to the other side of childhood and they can be strong and successful. Like Zoe, like me, they can make it. They’re good enough. They’re worthy of love and safety, and they never deserve to be hurt. Why did you become a writer?

I always dreamed of being a writer, but it wasn’t until I was 12 that I realized with hard work, I could actually be one. Before then, I thought being a writer was something only rich, smart people did. It was for people who had a lot of really intelligent things to say and who deserved to be listened to. In my mind, I was small, poor, stupid, and I wasn’t worthy of raising my hand in English class, forget about being a writer. All that changed when I read a book called “Lightning” by Dean Koontz. In it, a little girl who lived a whole childhood of abuse and trauma grew up to live her dream and be an author. It was the first time I ever saw someone like me on the page and it was the first time I understood that just like all the bad things Laura lived through didn’t make her bad or unworthy, all the bad things I was living didn’t mean I was bad or unworthy either. I wrote my first novel that year. 100 handwritten pages I stuck in a yellow three-ring binder and still have today. You speak regularly to writers groups. About what? I’ll talk about anything the group wants

to talk about. I’ve done talks about how to vet agents and write query letters; how to dig into the darkness of your personal experiences to create authenticity in your writing; guided writing prompts and critique sessions; and my journey from aspiring author to traditionally published author. I’ve been active in writers groups for years, so low hanging fruit is your own group. Beyond that, social media is filled with writers, many of whom have groups of their own. Writers groups frequently look for guest speakers and I’ve had people I met on social media ask if I’d be willing to speak with their group. It’s kind of a Field of Dreams thing. If you’re interested in speaking and make that interest public, the opportunities will come.

Do you plan to specialize in kidlit? Absolutely. Young adult and upper middle grade have a stranglehold on my heart. More than anything, I want kids who feel unworthy, invisible, and alone to see themselves in a book and feel seen and worthy, maybe for the first time in their lives.

that causes painful mobility issues. It affects about 2% of dogs; some, like terriers and dachshunds, are more susceptible. “We’ve had a really fortunate run,” Topor Reichert noted. “After she had her X-rays and her scans, the vet essentially told us if she would continue expressing pain and symptoms of IVDD that surgery would come into play. She rallied, and her symptoms dissipated. We started her on a joint supplement that she takes daily and she lives an energetic life.” The idea for “Sprinkle the Dog” just popped into her head in the middle of the night, Topor Reichert recalled. “I jumped out of bed and started writing and everything flowed,” she said. “I’ve never had a process in writing that unfolded in that way.”

She wrote the story in late 2020 during the pandemic when she was thinking about what she wanted to do next and decided she wanted to pursue more creative outlets. “I sat on it for about a year-and-a-half before I asked my cousin to do the illustrations,” she remarked. Illustrator Isabel Topor, who graduated from high school in May 2021, had always been interested in the arts and is currently pursuing an arts career, Topor Reichert noted. “I was so impressed with how well she was able to put the emotions into the characters,” she said. “You see Sprinkle looking sad or the family looking happy or the vet pondering. That’s all her. She nailed it.” Although Topor Reichert doesn’t have

children of her own, she said, there are many small children in her extended family and among her friends. None are disabled, but she said she hopes the book will be a conversation starter for kids with disabilities or to help kids understand what it might be like to feel different from the group. “We go through Sprinkle feeling different and not like she quite fits in with the other dogs,” Topor Reichert explained. “We have a doctor visit where she’s learning about her disability. We have her recovery and returning to the dog park where she meets her friends.” Topor Reichert moved to Arizona in 2009 from a small town in rural Oregon to attend Arizona State University. “I probably had some lecture classes that were bigger than the entire population of my

hometown,” she laughed. After graduating in 2013, she said, “I dipped my toe into the office environment and quickly learned it was not for me.” She started freelancing, doing everything from writing for websites and magazines to copywriting and brand writing. She’s also a photographer. However, Topor Reichert – whose taste in reading runs to darker, dystopian adult works – never imagined she’d write a book for children. “Ever since I was a kid I always told myself I’m going to be a writer,” she noted. “I never thought I’d write a children’s book. This boutique adds sparkle for dress-up occasions BY GERI KOEPPEL AFN Contributor

hen Stacy Eyre and her younger daughter, Arianna, 16, started looking for homecoming dance dresses in 2021, the selection wasn’t what they were expecting. Shopping with her older daughter, Kyara, 21, when they lived in the Chicago suburbs, was different. They’d make a day of it, hitting the boutiques and having lunch. “My oldest, when she would go shopping for dresses, there seemed to be options,” Eyre said. “When my youngest got into high school, we thought we’d have the same experience because Phoenix is a fairly large city, and we found there wasn’t a lot geared toward that.” So Eyre, of Ahwatukee, started her own business. Primrose Boutique opened March 5 at 4929 E. Chandler Blvd., at the corner of South 48th Street, selling an eye-popping selection of fancy formal gowns and cocktail dresses. “When girls go to these dances, they want to feel special—especially prom,” Eyre noted, adding that many of the dresses are appropriate for adults as well. Most of the long gowns for prom or homecoming run about $280 to $700; cocktail dresses are $250 to $350. “We researched a little bit of what was in the area and talked to people who had

Her daughters helped choose the inventory, and her husband, Blake Eyre, built everything in the space, including the decorative wrought iron dress racks. Eyre and her family moved to Ahwatukee from the Chicago area in the summer of 2020 because they were “kind of over the cold,” she said. Her husband runs a wildlife removal service in Illinois and Eyre helped him run his business, but had no experience in retail. She studied fashion merchandising when she was younger, but then worked as a hair stylist and eventually as a registered nurse. With prom season on the horizon, Eyre urges people to shop early to ensure they get their first choice. condominium association if they want to do something else, like convert it to apartments. And that requires the owners of the other 20% to sell. What it also means, however, is that a developer who wants to convert the units to apartments can obtain the voting rights of the 80% and tell the owners of the other 20% they have to sell – and go live somewhere else. “These are people’s homes," Weninger said. And he said the requirement to pay the owners an appraised value does little good for people who are retired and on fixed incomes and won’t find a comparable property in the same neighborhood. That was underlined by a parade of witnesses from several condos being targeted who asked members of the Senate Commerce Committee this past week for help. “I want to tell you how distressed I am about the current law that allows some big money developer to come in and force me out of my home," said Ellen Marginson. She told lawmakers she and her husband bought the condo 12 years ago and retired just last year. “We will never be able to purchase another home in this economy," Marginson said. “Are we supposed to go back to work to qualify and afford a home in an economy that sees day-to-day prices rising every single minute?" Anthea Harrison, 82, told of living alone on a fixed income after her husband passed away. “My intention is to live out the rest of my life in my current home," she said. “If forced to move, I would find myself in a very difficult situation," Harrison

And Cheryl Desimone told of purchasing a condo after her divorce. “It was instilled throughout my life that you purchase a home or condo so that you have ownership," she said. And now her daughter has leukemia. “So the last thing I want to do is worry about losing my home," Desimone said. Only thing is, each and every condo purchaser signed documents agreeing to live by the conditions, covenants and restrictions of the association. And in each case, those documents referred to the existing Arizona law that spells out that 80% rule. It is that contract, Markle said, that remains enforceable. And it is that contract, he told lawmakers, they are powerless to void or alter. But Jill Evans, who told of buying her condo directly from the builder in 2007, said this was hardly clear. She said the document she signed did have a statutory reference to ARS 33-

That’s the section about the 80% rule to terminate a condo project. “My husband and I did not review the law prior to purchase," Evans conceded. “We assumed state law was there to protect us as homeowners," she said. “We didn’t realize it was going to protect a company that would force us to sell our home." But Greg Patterson, lobbyist for Rockwell Properties which has bought up condo projects in Arizona, said that’s an oversimplification. “One of the rights that is part of the bundle of rights that owners have is the right of an orderly termination," he told lawmakers. He said it’s no different than laws on everything from corporations to marriages, where the legislature makes laws on how they can be formed as well as how they can be dissolved. And Patterson said that’s important because condos are not forever and owners may want to sell. “Real property becomes obsolete, can deteriorate," he said. “In a hundred years, these are not going to be condominiums anymore." Charles Markle, an attorney for Rockwell, told lawmakers the 2021 partial collapse of the Champlain Towers South in Surfside, a suburb or Miami, which killed 98, shows what can happen in situations where condo owners lose interest in paying major assessments for improvements. Markle said that’s why Arizona law allows for the condo project to be dissolved -- and sold off for whatever reason -- once 80% of the owners conclude it no longer makes sense. But Sen. Michelle Ugenti-Rita, R-Scottsdale, said that isn’t the case here. Instead, she said, it’s a single entity coming in and making enough offers to enough owners to allow it to force out the ones who aren’t interested in selling. “I think that the spirit of the 80%20%, people thought individual ownership," she said, not one entity controlling that 80%. All that leaves the question of what, if anything, lawmakers can do. While Markle contends the contracts are beyond legislative reach, Ken Behringer, the legislature’s general counsel, said lawmakers are free to amend the law to impose a different vote requirement to terminate a project -- say 100%. More to the point, Behringer said that

law could be applied to any condo where a single entity has not yet acquired 80% of the units. Weninger said it’s simple: Condos are a creation of the Legislature, meaning lawmakers can alter the rules under which they have to operate. Sen. J.D. Mesnard, R-Chandler, said another option would be to leave the 80% requirement in place but alter the law so that each owner gets only one vote, no matter how many units any person or entity owns. But Markle, whose client has about $450 million in pending deals in Arizona, said it doesn’t matter how you phrase it. He said those CC&Rs are binding, enforceable and unalterable by state law. Markle also said it’s not like people are getting thrown out into the street. The law requires the owners of the remaining 20% to be paid market value plus 5%, along with another 5% for relocation costs. And he said each side has the option to pick an appraiser, with the differences ironed out in arbitration. At the hearing this past week, several lawmakers questioned whether they should get involved in what essentially is a contract dispute. “The problem here is that people have purchased condos and did not understand what they had entered into," said Sen. Tyler Pace, R-Mesa. He also noted that, had condo owners acted earlier, they may have been able to avoid this situation. That’s because Arizona law allows the CC&Rs to be amended with the vote of just 67% of the owners. That could have altered the percentage of votes required to dissolve the condo association or also avoid situations where one entity could simply buy up the majority and force out the others. But that, Pace noted, wasn’t done when they had the votes. And now they are at the Capitol asking for lawmakers to intercede. He was not sympathetic. “That was the agreement that they entered," Pace said. “Whether they were aware of it or not, it was disclosed in their contract, the statutes were cited in their contract." The measure, which already has been approved by the House, faces an uncertain future when it now goes to the full Senate.

If the Central Bank stays on course and indicates that it plans to raise rates more times this year, despite what’s happening in Ukraine, that could end up having some knock-on effects and hurting people down the line, especially as homes and gas prices get more expensive. “For most buyers who are seeing home prices continue to rise, they’re also looking at higher mortgage payments,” says George Ratiu, manager of economic research at Realtor.com. “That’s creating a very challenging environment for firsttime homebuyers.” So what exactly is the correlation between Fed rates and mortgage rates? Let’s take a look. The federal funds rate – the target interest rate set by the Fed – has remained near zero since the start of the coronavirus pandemic in March 2020. This was intended to spur economic growth at a time when the country shut down, and when layoffs and corporate closures were rampant. But in the past two years, the economy has greatly accelerated, employment has increased – and just about everything has gotten more expensive. Fed Chair Jerome Powell has said he wants to bring rates up to a more “neutral” rate of about 2.5%. This would

Fed hike of rates spells bad news for homebuyers AFN NEWS SERVICES

A

s spring’s peak homebuying season approaches, those deciding to take the plunge may be in for some serious sticker shock when they discover just how much their money will – or rather, won’t – get them. But it’s not just high home prices and bidding wars that are putting pressure on potential homebuyers. Mortgage interest rates are rising from the record lows at the beginning of last year, sticking buyers with higher monthly payments and substantially decreasing their buying power. All this comes as the Federal Reserve is expected to raise interest rates next week and to give its outlook for the rest of the year. This has the potential to send mortgage rates even higher than the 3.85% that Freddie Mac reported as the average last week for 30-year, fixed-rate loans. Economists are reading the tea leaves to predict what will happen at next week’s meeting and whether the Fed will raise rates as planned. What the Fed says and does could tame inflation, which is its main goal. However, if rates are raised too high, too soon, that could not only reduce inflation but plunge the country into a recession and upend the stock market—or

likely happen slowly over the next several months, in order not to shock the economy. While mortgage rates aren’t directly affected by the Federal Reserve’s shortterm interest rates, they are very much influenced by them. The Fed sets short-term rates, which the market uses to determine longerterm rates for things like the yield on 10-year U.S. Treasury bonds. This can impact mortgage rates. So when the Fed raises its rates, it often, but not always, sends mortgage rates higher. “Higher rates and higher prices are going to make buying a house more expensive,” says Rocke Andrews, a mortgage broker at Lending Arizona in Tucson. “Homebuyers are going to be having to settle for less or a lower amount than they may have looked at in the past.” It’s important to remember that although mortgage rates are rising, things are beginning to edge closer to what a “normal” housing market used to look like in the past. Before the pandemic, the rate for a 30-year fixed-rate mortgage was about 3.7%, close to what it is now. “Anyone who has seen interest rates under 3% for the last year is going to be shocked at 4% or above,” says Ratiu. “But at the same time, rates have been well below 5% for a decade.”

Lawmakers aim at fairer vehicle license tax BY HOWARD FISCHER Capitol Media Services

G

ot a good deal on that new car? Arizona lawmakers are moving to give you a break on the tax you pay, not just when you first get the vehicle but every year. Without dissent, the state Senate on Thursday gave preliminary approval to changing the formula used by the Department of Transportation in computing the annual vehicle license tax. Right now, the tax is $2.80 for every $100 of value. But here’s the thing: It’s based on 60% of the manufacturer’s suggested retail price. So it doesn’t matter how good a deal you got. And, based on a study by Cox Automotive, there is a history of car buyers getting deals. That organization found that in 2019 the average sales price for all vehicles sold nationwide was $30,858. More to the point, Cox found that was about 5.7% below the MSRP. Sen. Michelle Ugenti-Rita, R-Scottsdale, said that makes the state’s use of the MSRP is unfair. “For decades, taxpayers have been getting screwed,’’ she told Capitol Media Services. “They have been paying tax on a ficti-

tious, made-up, higher than what they paid for the car,’’ Ugenti-Rita said. “And it’s an inflated, bloated number.” So on Thursday she got the Senate to give preliminary approval for her SB 1148. It spells out that ADOT has to compute the levy based on what you actually paid. The difference can be significant. Consider a Toyota 4-Runner with an MSRP of $38,520. Using the current ADOT formula, that translates out to a first-year vehicle license tax of $647.14. But if you managed to haggle a $30,000 price tag, under SB 1148 that knocks that first-year fee down to $504. And the savings don’t stop.

The vehicle license tax in subsequent years also is based on that MSRP, reduced each year by 16.25%. So, using the same example of that 4-Runner, existing law puts the secondyear VLT at $541.98. But for the sharp negotiator, the fee under SB 1148 would be $435.67. That annual calculation is repeated year after year, with that savings difference continuing as long as you own that car or truck. But that raises a question: What happens when people have to pay more than the MSRP to get the vehicle they want? That’s not idle speculation. Edmunds reports that the shortage of key components, such as the computer chips now prevalent everywhere in cars and trucks, is limiting supply. That, in turn, is allowing some dealerships to actually demand more than that sticker price. And in a lot of cases. That Edmunds report found that a whopping 82.2% of all new vehicle purchases nationwide in January were above MSRP, compared with just 2.8% a year earlier and 0.3% at the same time in 2020. At the top of that list was Cadillac which had an average markup of $4,048, followed by Land Rover at $2,655 and Kia where buyers paid an average of $2,289 over the sticker.

So, to deal with that, Ugenti-Rita tacked on an amendment when the measure came up for debate on Thursday. Her measure now says the tax is based on the actual sales price or the MSRP, “whichever is less.’’ “This makes it either/or which protects in a situation like right now where there’s more instances of people paying more, above MSRP,’’ she said. But Ugenti-Rita said she believes that’s just a temporary situation. “When the economy hopefully settles out and corrects, and people get back to haggling for car prices and pay much less than the inflated amount, their tax will be based off of what they actually paid,’’ she said. “And that’s fair.’’ There is a cost to all this to the state, and not just in the reduced VLT collection. Right now ADOT uses a service that provides info on each vehicle’s MSRP. Legislative budget staffers said changing the system to the actual sales price would now require the agency to get information on each individual transaction before assessing the fee. That legislative staff report said ADOT has estimated a one-time $100,000 cost to do the necessary programming, plus annual administrative costs of about $687,000. The measure needs a final roll-call vote before going to the House.

Corporation Commission needs a better vision BY REP. MITZI EPSTEIN AFN Guest Writer

W

hen the Salt River Project (SRP) decides to expand their power plant capacity, customers pay for it. SRP has requested permission to expand its gas-fired power plant in Coolidge to generate more electricity by burning more methane, “natural gas.” Customers could be on the hook to pay $830 million or more. It is financially risky and harmful for public health. Methane, which is leaked into the atmosphere during extraction and processing, is a greenhouse gas that is 25 times more potent than carbon dioxide at trapping heat in the atmosphere. The Arizona Corporation Commission (ACC) should reject the expansion plan, and thereby prioritize the health and safety of Arizonans and our planet. SRP has provided reliable electricity for gen-

We heard nothing like that from Wendy Rogers as she campaigned during the last election. We are not sure how any educated person could think in such a way, especially someone who served in our military. I am a grandmother too, and it is heart breaking that someone representing the state of Arizona is so full of hatred and disdain for others not like her. None of us had anything to do with where we were born or the color of our skin. It is abhorrent to my husband and I that anyone would presume that they are better than another person based upon the

In September 2021, SRP proposed an expansion of its Coolidge Generating Station to add 16 new gas turbines to its current 12. This expansion would harm people in surrounding communities, especially those living near the plant, such as in Randolph, a historically African American community. It would perpetuate environmental racism by disproportionately impacting people of color. Beyond the local area, it would exacerbate the climate crisis, and raise costs for unknowing customers. The area in which the plant would be expanded already suffers serious air pollution and has significant groundwater constraints. The expansion project would require more water. Residents

would experience an increase in air pollution and that could exacerbate public health issues like asthma, COPD, and other respiratory diseases. Randolph residents who live near the plant have been outspoken about their experiences with noise, light, and pollution from the current plant. These problems will get worse with the expansion. Despite the increasing urgency of the climate crisis, expansion projects like this one continue to force reliance on outdated energy methods that produce significant emissions and contribute to global warming. Solar plus storage is a much better option. SRP has made good steps toward adding renewables to its energy portfolio, but this methane expansion would be a step backward – if the ACC approves it. SRP board members and staff agreed

that solar technology to generate electricity is cost-effective, but their worry is about battery technology. The answer seems obvious: make a better plan for batteries and storage. Planning for the future should be about the best vision we can imagine, not a limited scope based only on what we know now. SRP seems to be relying on the technology they know, even though that technology could harm public health. Further, that old technology will cost nearly a billion dollars that customers must pay in their monthly bills. The ACC should listen to the community of Randolph and the many Arizonans who have called up on them to reject the expansion proposal, and choose the best vision for a healthy future. Pride baseball embracing underdog role

t’s not often a program the caliber of Mountain Pointe’s is looked at as an underdog when the baseball season rolls around. The Pride have produced countless college baseball players and several others who have made it to the big leagues. They have talent every year. But in the last two years especially, they’ve been written off as a team on a rebuild. Much of that stemmed from losing current Cleveland Indian Carson Tucker and Arizona State slugger Ethan Long to graduation in 2020. And while still very young with just five seniors on the roster this season, the Pride still plan to make an impact on the diamond. But they’re doing it quietly. “People hear Mountain Pointe, and they automatically think, ‘Oh, it’s Mountain Pointe. They don’t have the same team they had a couple years ago,” senior infielder Carlos Vega said. “I love that. I love

It’s a common occurrence for them to come out to the field for practice and see it being occupied by big leaguers taking batting practice during the offseason. Especially this year with the players and MLB owners not being able to agree on a collective bargaining agreement until March 10, pro ball players utilized the field for a longer duration. Scott Kingery, along with many others. Tucker and Kingery have also taken time to speak with the Mountain Pointe players on a few occasions at practices. Some current Pride players have even gone as far as playing in the field while the big leaguers are at the plate. “We just want to be as good as them,” senior pitcher Jesse Kaphing said. “We work as hard as we can just like they did to win and get to that point. It’s really fun to see them work on their craft and see how serious they take it.” Kaphing has stepped into an ace role on the mound for Mountain Pointe this season. On March 9 against Highland, he pitched a complete game in the Pride’s 6-2 victory over the Hawks. Pincus said having a pitcher of his caliber with the ability to go the distance takes pressure off some of the younger players in the bullpen. And his ability to limit an opposing offense opens it up for players like Vega and junior CaliforniaBerkeley Commit Carter Bailey. Vega, a Cochise College signee, is leading the team this season with a .435 batting average and 6 RBI. Bailey has a .280

average with 5 RBI to start the season. Aside from some of its senior leaders, Bailey has seen himself step up into that role with the junior class and those below him, which includes a talented group of underclassmen led by sophomore shortstop Cole Rogers. Like Vega, Bailey enjoys the underdog role Mountain Pointe has had the last couple of seasons. He sees it as an opportunity to step up and lead his team to shock others. Despite a 3-5 start to the season as of Friday, March 12, all three players remain confident they’ll find their footing and make a run to the postseason. It won’t come easy with a tough schedule ahead, but they feel their chemistry as a team on and off the field is stronger than in the past. They believe that will help them in the long run as the season progresses. “Every practice we are getting food or just hanging out,” Bailey said. “We just continue to build that chemistry. We’re a big Christian group so we pray to God a lot. We just need to continue to have the same mindset we have, and we will be successful from there.”

had top-notch facilities. Desert Vista was no different. A wall behind the home bleachers at the stadium was repainted a solid navy with the team’s new identity, ‘Vista Boys,’ in bold white letters. The same moniker is on shirts and warmups the players and coaches have this season. New caps were also ordered for the team. One has the classic ‘DV’ logo with the letters intertwined together. Another has a simple ‘V.’ “We want to play with some swag this year,” senior infielder Joey Gentile said. “We’ve been so traditional the whole time I’ve been at DV. We want to be more comfortable. We’re the Vista Boys, not just Desert Vista baseball.” The changes to the program have been welcomed by players such as Gentile and Brady Thomas, two of the team’s top seniors. A new team mantra, new team identity and new uniforms are all ways Herrera believes he can make this a new era for Desert Vista baseball. “We knew it was time for a change, it’s a swagger thing,” Thomas said. “We play

with more confidence knowing we aren’t the same as last year.” The season started off rocky, with the Thunder dropping two games to Mountain View and 5A Canyon View. But those two were followed by three straight wins against two of 4A’s best in Mesquite and Salpointe Catholic, as well as a tie with Mountain Ridge — one of the favorites to contend with Hamilton for the 6A title. The Thunder went on to win four straight games in the Bob Everett Classic before falling to Mesquite. Just two weeks into the new season and they’ve already surpassed their win total from last season. “A lot of the games that we’ve won this year, I look back and think that we may not have won that last year,” Thomas said. “I think we would’ve given up some runs and not be able to come away with the win. But not this year.” The players have bought into Herrera’s mindset and coaching style. “We went from rolling over a lot last year and now we are attacking teams,” Gentile said, adding: “It really has to do with the coaching and positivity that they have brought. We are really realizing our capabilities.”

Antique cookbook yields a pineapple surprise

couldn’t pass up a cookbook called “May I Have That Recipe?” Through the years of rescuing recipes and documenting many of your kitchen memories, I must have used that phrase 100 times. This cookbook was a real find. I was visiting Casa Grande and stumbled upon it while wandering through antique stores in the downtown historic district. The entire cookbook was hand-written and hand illustrated. In the introduction, author Nellie Edge tells the story of how so many people would ask her for her recipes that she began keeping a file with multiple copies of each dish. It didn’t take much of an aha moment to realize she practically had her cookbook done! I loved the flavor of this carrot pineapple bread. Ingredients: • 2 and 3/4 cups all purpose flour • 1 teaspoon salt • 1 teaspoon soda • 2 teaspoons cinnamon • 3 large eggs • 1 cup granulated sugar • 1/2 cup brown sugar • 1 tablespoon vanilla • 1 cup vegetable oil • 2 cups carrots, finely grated • 1 (20 oz) can crushed pineapple with syrup, divided. (save half for Cream Cheese Spread) • 1 cup chopped walnuts Directions: Prepare 2 bread loaf pans ( 81/2 x 41/2 X 21/2 inch) by greasing and flouring bottom and sides. In a medium bowl, mix together flour, salt, soda and cinnamon. In a mixing bowl, beat together eggs, sugars, vanilla and oil until well-combined. Stir in grated carrots, pineapple and walnuts. Stir in flour mixture until just moistened. Do not over mix. Spread evenly in both loaf pans. Bake at 350 degrees for 55 minutes or until toothpick comes up clean. Cool in pans for 10 minutes. Run knife around the edges and remove to cool on a rack. Serve with Pineapple Cream Cheese Spread.

I’ve included my own recipe for a tasty glaze to go over the loaf to keep it moist and add real finishing touch. This bread serves up wonderfully with the pineapple cream cheese spread. If you make it, you know what folks may ask: “May I have that recipe?” ■ Glaze Ingredients: • 1 stick (8 tablespoons) unsalted butter • 1 cup granulated sugar • 1 cup buttermilk, store bought or homemade. (For homemade: 1 cup milk mixed with 3 tablespoons of lemon juice or vinegar. Stir and let sit for 15 minutes to thicken. • 1/2 teaspoon baking soda Directions: In a medium pot, combine butter, sugar and buttermilk. Stir to dissolve sugar then bring mixture to a boil. When mixture comes to a boil, immediately add 1/2 teaspoon baking soda and stir once. The mixture will foam. While still foamy, pour half of mixture over each loaf of Carrot Pineapple Bread. Pineapple Cream Cheese Spread Ingredients: • 8 ounces cream cheese, room temperature • 10 oz crushed pineapple (remainder of the can used for bread batter) Directions: Whip together cream cheese and crushed pineapple until light and creamy. Spread over slices of Carrot Pineapple Bread

Born to Napoleon "Nap" Menard and Marcella McGinty, the middle of three children. She is survived by her husband of 65 years, Milton, sons Peter (Boston) Perry (Detroit) and Paul (Phoenix), brother Larry (Meridian, ID) and sister Yvonne (Stockton, CA) as well as 11 grandchildren and a great grandson. She was preceded in death by her oldest son, Pat in 2019. Carolyn attended St Patrick's elementary school and Notre Dame High School in San Jose. She graduated from San Jose State University earning a teacher's degree. She later taught school at Thomas P. Ryan Elementary School in San Jose as well at Esco/a Maria Jmmacu/ata in San Paulo, Brazil from 1979 through 1981.
