L E T T E R S E-bikes Editor: Various city and Los Angeles County officials should promptly recognize and address that the E-bikes now customarily ridden along the beach bike path are dangerous. Too many times to count I see 250 pound E-bikes traveling at 20 mph or more by many clueless riders of all ages. The excessive speeds and weights of most E-bikes carry a lot of force to be reckoned with. I’m a 63-year-old cyclist and ride the Santa Monica, Manhattan, Hermosa and Redondo Beach paths very frequently. At some point (if not already), someone, some child, is going to get seriously injured by one of these E-bikers. Undoubtedly, it will lead to a law suit against the individual, the city and county. I don’t know how to solve the problem. I guess E-bikes could be outlawed on the path. It is what should be judged, a motorized vehicle. Or maybe beach cities deploy many more police officers to curtail and ticket offenders (big time), which is now negligible at best. The great bike path we have by the shore and utilized by many is

now getting more and more dangerous. Let’s not have a severely maimed toddler on our hands. Ted Lux Playa del Rey Main Street Editor: I had the great fortune to come of age during the sixties at the nexus of psychedelia and respect for earth science, the latter frequently identified as “tree hugging.” One dream (or vision, or epiphany, it’s difficult to choose the best word here so I’ll stick with “dream”) I remember was a cartoon where I stood weeping with shoulders hunched and head bowed while Mother Earth, her comforting arm around my shoulders said, “Don’t be sad for me, I’ve made it through a great number of extinctions.” This cartoon came to mind as I got involved in last spring’s Santa Monica efforts to rescue lower Main Street from pandemic collateral damage. “What can be done to avoid economic collapse when COVID-19 mitigations like social distancing erode the customer base from

which this business district draws its life blood?” That was the issue. I clasped onto turning Main Street into an open walkaround traffic-free strip of pavement where restaurants could serve outdoor diners spaced far enough from one another and the passersby who enjoy a wide social space, one with access to attractive and sometimes quirky small businesses — that was the solution. A powerful parklet cohort promoted outdoor dining but timidly restricted it to converting some street parking into table and chair corrals, a plan that was already enjoying some limited success around the city. I reacted strongly against the al fresco parklets our planners chose as the model for last spring’s $190,000 ‘experimental’ rescue program — repainting the street’s markings to provide two through lanes of vehicle and two of bike traffic with rows of cement “K-rails” on each side to protect curbside patrons from traffic hazards. It was obvious to me that when patrons in the parklets were spaced out with contagion reducing margins

between them, not many people could be served. Reducing customer capacity reduces revenue and destroys the efficiency of service to an economically unsustainable level. “How stupid is it to design a piazza where passing cyclists can sneeze into your table’s guacamole bowl as you breath engine exhaust and get blasted by noise?” I thought. “And look at how the K-rails paint the various storefronts as struggling survivors in a ravaged construction zone.” I knew that personal urban transportation systems had a huge impact on how people and businesses interact, and on the consequent quality of life. Frugal living in New York City while a teenage employee at the World’s Fair commuting to Flushing from Manhattan’s Lower East Side was excellent exposure to the alternative my previous suburban life provided — life where your car was your ticket to freedom. A summer spent touring Western Europe on a motorcycle and some years sailing in Mexican waters visiting coastal villages and towns exposed me to numerous piazza and town

square models where outdoor dining and social activities were well established. So why couldn’t this happen on Main Street with our generally pleasant climate and a huge nearby potential customer base of COVID deprived people yearning for a pleasant experience? Unfortunately, it is love of the personal automobile and fear that either depriving us of the freedom it offers or the peril of urban traffic invading the nearby residential neighborhoods that is too powerful a force to oppose. Pogo Possum was right when he said, “We have met the enemy and he is us.” At the upcoming City Council’s June 8 meeting, a budget for a few experimental weekends of “Open Street” traffic closings on Main will be considered. Interested people may email the city clerk their thoughts about this. Your email will be posted along with the official agenda and some of the council members will actually read it before they vote. By Kamala Kirk The increasing number of COVID-19 cases in India have overwhelmed the country’s healthcare system and devastated its vulnerable population. The undeclared lockdown has also halted all production and economic activities in the country, leaving many people without a chance to earn income and on the verge of starvation. Recently, GO Campaign alongside GO ambassadors Lily Collins, Ewan McGregor and Robert Pattinson has announced that they are in the midst of raising funds to provide direct relief to people in India during the current coronavirus crisis. “India is facing a devastating second wave of COVID-19 and their healthcare system does not have enough resources to care for everybody,” Collins said. “They are in dire need of protective equipment, oxygen, medicine and food to save lives. I have such beautiful memories of my time in India and the country will always hold such a special place in my heart. Please join me and my friends at GO Campaign to bring immediate relief to families there today.” Pattinson added, “Think of GO as a really meaningful investment fund – they take your dollars and invest them in children, in a diverse portfolio, for maximum

We’ve already wired funds to one of our partners in Dharavi, one of Asia’s largest slums, and as soon as more donations come in, we will wire more funds to help feed and protect more children and families across India.” The Covid Relief Fund will provide assistance by supplying PPE, medicine, oximeters, emergency food to families in need, daily health checks, homeschool for children and

access to vaccinations. Fifer said that no donation amount is too small – the more funds they take in, the more they can send out. “That dollar amount could be the difference between a family who gets food and PPE protection and a family who does not,” Fifer said. “In other words, it could mean life or death. And if someone can’t donate, it’s just as helpful to spread the word to others so more people can join our campaign.” GO Campaign is a Santa Monica-based organization that is dedicated to improving the lives of orphans and vulnerable children around the world by partnering with local heroes to deliver location solutions. Over

the past eight years, GO Campaign has partnered with various grassroots organizations such as Red Brigade, Dharavi Diary, and Bal Ashram Trust to provide support to India. In 2020, the organization enlisted a new generation of young activists in Hollywood including Nikki Reed, Abigail Cowan and others to raise awareness for GO’s mission – both locally in Los Angeles and around the world. GO Campaign has set a goal of raising a quarter of a million dollars from small individual grassroots donors within the next two weeks. “We’re very fortunate to live in beautiful Santa Monica, which has fared relatively well during the pandemic, and this is a great chance to give back to an equally beautiful place but one which is being ravaged by COVID far more than we ever were or could imagine,” Fifer shared. “India is a very spiritual country and the people there will not forget the kindness and support that you are showing to them now. By Annika Tomlin Danny Trejo is well known as an actor, but quickly he is gaining notoriety for collaboration with producer Ash Shah — Trejo’s Tacos. “I was on set with Danny seven or eight years ago (filming ‘Bad Ass’) and we were talking about food and the idea came up of opening a Mexican restaurant,” Shah said. “We kicked it around for a year and a half after that. We finally opened up our first one in March 2016, which was Trejo’s Tacos.” Serving 11 types of tacos, 12 kinds of burritos and various other Mexican-style meals ranging from steak asada bowls to mushroom asada burritos, Trejo’s Tacos has a variety of food for any dietary preference. The chain has grown to eight dine-in and takeout locations, including in Hollywood, La Brea, the Los Angeles Farmers Market, as well as ghost kitchens in the Westside, Pasadena, Miami and Chicago. “We just opened (a new Trejo’s Tacos) in Santa Monica (on May 6),” Shah said. “That’s our newest location right by the Third Street Promenade.”

Shah and Trejo are looking to open a location in the states that surround California. On April 17, the smallest location opened in the southeast corner of Banc of California Stadium, just in time for LAFC’s home opener against Austin FC. Early last year, Shah and Trejo’s publicist, Larry Fink, approached the duo about opening a location within the stadium. “Danny is a big fan of LAFC, and I think (the staff of Banc of California Stadium) wanted to bring in some local brands into the stadium,” Shah said. “I didn’t even know there was an available space. “That was last year before the pandemic and then because of the pandemic everything shut down. This (location) would have been open last year had it not been for the pandemic.” The venue location’s food and drink include chicken and steak tacos, chips salsa or guacamole, beer and margaritas. “Because of the nature of the stadium and how the games run, it’s a very small menu,” Shah said. “We really only have an hour before the game starts to serve

the fans and then 15 minutes at half time. Everything is only like a four-item menu and it’s pretty divine to feed as many people as we possibly can quickly.” Shah said that the “No. 1 seller probably by a longshot” is the steak asada taco served with verde slaw, citrus marinade and pepita pesto. By Kamala Kirk Alley Mills Bean was not only the beloved TV mom on “The Wonder Years” for seven years, but she is also a 30-year resident of Venice and has seen the community go through major changes over the years. She and her late husband, actor Orson Bean, tirelessly dedicated their time and efforts to keep the spirit of Venice alive, and were both recipients of the prestigious Spirit of Venice Award, which recognizes people that are actively involved in the community and serve as inspirational role models. “One of the things I have always loved about Venice is its diversity,” Alley said. “When I first moved here, there were people from all different backgrounds and walks of life. As developers rushed in, it became less and less affordable. The unique character of Venice was disappearing at a rapid pace. Longtime community members were being displaced. At the same time, the drug cartels that had been dissipating began expanding and dealing more hardcore drugs like Meth and Fentanyl. I love Venice and the people so much, and Orson did too. I’ve been involved in many different projects and causes over the years, bringing neighbors together and taking a stand against oversized developments and other issues that have negative ramifications on our community and its residents.” As crime rates have soared in Venice (up 187% this year), Bean has seen many close friends and neighbors move away. Tired of losing sleep for years over the ongoing issues around her including the homeless crisis (5,700 souls died on the streets of LA in 2020) and worsening drug problems, Bean knew it was time to take action and be part of the solution. She decided to run for Venice Neighborhood Council (VNC) and is currently a candidate for the position of At-Large Community Officer. “I’m running on a slate called 1Venice and our major focus is

Uniting that body into a strong voice that fights for our rights with the city is a daunting challenge though, exactly because we are so diverse and creative. It’s a crucial moment for us and we really need to unite more than ever, given our homeless crisis and because we

are in the process of developing a brand-new Local Coastal Program that could change Venice forever. It’s a crucial moment for us. Even though Orson would always say to me, ‘Not now, Sweetheart’, I know that he would agree that now is the time. It can’t be put off any longer.” Among the many possible solutions for the homeless situation in Venice, Bean supports the idea of more

cost-effective and immediate innovative housing and shelter possibilities to be shared all over CD11 and the entire county. “LA voted on billions of dollars’ worth of supportive housing when Proposition HHH was approved, but the situation has gotten so much worse now,” Alley pointed out. “There are a lot of much less expensive housing options than the permanent supportive housing that the city is trying to push

onto this 3-square mile community. One unit in the Reese Davidson Permanent Supportive Housing Project, proposed in Venice for example, would cost approximately $750,000 if you include the parking. A tiny home costs as little as $17,000. The developer’s fee alone, (a whopping 1.7 million dollars) could house one thousand people NOW! Implementing other innovative housing options would allow that extra money to be used for desperately needed mental health services and help get people back on their feet, off of drugs, and give them a chance in life. Another thing that I feel is important is to mend our tattered relationships with our city council and the city.” Helping the homeless has always important to Bean. Since the ‘70s, she has been involved with Union Rescue Mission, the oldest nonprofit rescue organization in Los Angeles. “The organization’s president and CEO, Reverend Andy Bales, runs an amazing program and helps a lot of people, including women and children,” Alley said. “He’s a dear human being and I trust him with my life. Right after college when I moved to LA, I lived a block from Skid Row and worked in the Union Rescue Mission’s soup kitchen helping to feed people. I’ve walked the streets with Andy and spent Thanksgiving washing people’s feet – it was one of the most amazing experiences I’ve ever had. I could feel the sadness caused by the situation that everybody was in, but when I looked into their eyes and talked to them, I felt this love for them and could sense their desire for wanting to get their lives back on track. Love goes a long way.” During Bean’s 13-year run on the CBS soap opera, “The Bold and the Beautiful”, the cast and crew filmed multiple episodes on Skid Row, even taking home a Daytime Emmy Award for one of the homeless storylines. “Many of us got very involved with the people we met down on Skid Row,” Alley said. “We

created a café on the show which my character was part of, and the actors that were running the coffee shop were actually people that were living on Skid Row. We’d have these awesome parties with them, then I would drive people home. I got to know everybody.” Another goal of Alley’s is to unite the different neighborhoods of Venice, which she said are separated despite having the same common issues. “It used to be that the VNC had a representative from each neighborhood and that’s what I think it needs to get back to,” Alley said. “I’ve tried really hard to form a coalition of people from all the different neighborhoods. We’ve got to hang onto the history of Venice and what makes it so unique and vibrant. It’s in danger of losing that vibrancy if we don’t fight, and the only way that we can fight is by joining together to have a strong voice. My greatest desire is to be a unifier.” When asked what Orson would think about her running for VNC, Alley said, “He was always really proud of me and I know he would be laughing right now, but he’d be proud. Orson really had the spirit of Venice and everybody loved him. Since he died, I’ve gotten so many letters and emails from people about him. I feel like he’s here all the time with me, I have not felt him leave yet and I hope he never does.” Orson’s incredible impact on the Venice community and local theater scene continues to live on in his memory. A veteran comedian, film and stage actor who performed on Broadway for almost 30 years, he appeared on “Dr. Quinn”, “Desperate Housewives”, “Modern Family”, “Being John Malkovich”, “Equalizer 2”, and more than 100 other roles. He and Alley were longtime company members of Venice’s Pacific Resident Theater (PRT) and appeared in many productions together over the years, including “A Christmas Carol”, which ran every Christmas for over 15 years. Alley became involved with PRT after she met Orson in the early ‘90s when he was starring in a play called “The Seagull.” “Orson loved to perform and we enjoyed doing play after play together,” Alley said. “It became part of our lives and we knew how lucky we were that we loved to work together.”

On February 7, 2020, Orson died after being struck by two cars while crossing the street to PRT where Alley was working at the time. After his death, Councilmember Mike Bonin named Pisani Place “Orson Bean Way”. James’ Beach in Venice, Orson and Alley’s favorite spot, named their Mai Tai after Orson. On the one year-anniversary of Orson’s death, PRT hosted a Zoom event and more than 800 people were in attendance to share their stories and favorite memories about Orson. “Shortly after Orson died, COVID happened. Gratefully that allowed me to just sit at home in my garden every day,” Alley shared. “I just talked to God and Orson, and I didn’t feel guilty about not doing anything else. I’ve never been through grief like this before. It’s still a very new time to me and I’ve just been taking it day by day since he passed away. We were joined at the hip and were always together. I keep the scarf that Orson was wearing on the day he died in my room. But at least I know that he was so happy during the last week of his life – he had no regrets. He’s probably up there telling jokes to everyone in heaven.” Alley has participated in several plays to help raise funds for PRT including Truman Capote’s “A Christmas Memory”. She also recently signed on to do a movie where she plays the mother of a boy who commits suicide. “I’ll probably keep acting because I love it, and when you’re working on the right project, it’s an amazing way to tell a story and reach a lot of people,” Alley said. Giving back was very important to Orson, who was known for his extreme generosity and willingness to help others, and it’s a philosophy that Alley continues to live by every day. “Orson taught me the value of giving things away,” Alley shared. “He was always helping others, whether it was someone living in their car or putting someone through school. He had a very tough childhood but he had so much love in his heart. He fought his entire life to love and not be hampered by the fear that kind of childhood trauma induces. His goal was to be happy and he believed it came from generosity. He wanted to be free, and he made it! My goal is to be as free as Orson was before I go to join him.”

By Bridgette M. Redman When everyone knows you and how to find you, you don’t have to put your address on the Internet. Emma Gray has had her art gallery and energy studio in Santa Monica since 2012. A five-car garage off an alley with a beautiful view, she gives space to artists who share her vision of art and commitment to exploring energy. The name of the gallery? Five Car Garage. The garage is on the same property as Gray’s residence and she needed to take measures to separate the two. When people want to come to the gallery, she has them email her at info@ emmagrayhq.com. “There is no address in the alley, so people would come to my house,” Gray said. “So I send them a map and they come. People now know where I am and when. If they’re coming to the beach, they text me. It’s easy. I’m hiding in plain sight. I have more of an international presence than I do here.” Gray came to Santa Monica from New York in 2003. She was pregnant, craving nature and, post 9-11, didn’t want to raise a family in New York. She arrived and was smitten with the area. Then, while walking around, she found a home near Sunset Park that had a large garage. “The guy that owned this house worked in the music business and he spent all his money on cars,” Gray said. “He and his next door neighbor built five-car garages and got permits for it back in the

When I saw the house, I said — this is a gallery.” It gave her the opportunity to work from home while her children were growing up and her then-husband was on call 24/7. Now that the children are teenagers, Gray is considering opening a second space in town after the pandemic is over. The garage is north facing, which allows for open-air, natural light exhibits. It is also large

enough that she is able to host performances of music, dance and theater. “I walk around a lot,” Gray said. “I walk the beach and I think the quality of air and the light here by the beach is different than in town. It is one of the things that is special.”

Gallery pairs with a meditation studio

Gray also built a meditation studio off the garage where she teaches and practices different forms of healing and meditation. It is that work which helps her determine which artists she is going to feature. “I have this wide range of artists from across the gamut of painting, sculpture, ceramics, video and performance,” Gray said. “What connects them is their similar interests to mine, which would be energy — and some of them are interested in consciousness, not all of them. There is an energy that connects. I like a wide range of expression — I love video, sound and performance. I’ve done all of those things in the garage.” While she had to cancel a lot of the planned consciousness workshops during the pandemic,

she took her meditation and Tuesday night breathwork online and continued to see private clients online. The gallery itself was able to continue exhibiting. “I have so much fresh air and open air, it’s been pretty well attended all year,” Gray said. “People feel very safe there. I don’t have crowds of people. I’ve done very well during the pandemic with people coming there.” She said they were able to have a performance with Suné Woods who did movement work. They limited it to 15 people who stood outside the garage with their masks on six feet apart. “She created her movement work inside the garage and alley,” Gray said. “I told the neighbors and she did it for 30 minutes. It was stunning. We videoed it, thank God, it was so beautiful.”

May features two-person exhibition

From now until May 30, Gray is exhibiting two artists’ work in the Five Car Garage. Their works are very different but complement each other nicely. Raychael Stine is displaying paintings in her exhibition entitled “Hedon Eden”, and David McDonald is

showing his sculptures in a solo exhibition. Starting June 5, Gray will be showing Anja Salonen’s solo exhibition, “World as Lover, World as Self.” Stine and Mcdonald have done two-person shows at the Five Car Garage before, a previous one being “Visions and Structures” in September 2019. An associate professor of art and art history at the University of New Mexico, Stine is an abstract painter who often paints a frame within the canvas. “There is this real feeling of stepping into another world with her,” Gray said. “It’s a true portal. The vision is very much aligned with the abstract space which I’m interested in with meditation.” Gray described her Stine as a strong, muscular painter, one who uses thick brush strokes to create compelling canvasses. “(Her paintings) are very much about sensuality and spring, and it brings an ecstatic growth and joy,” Gray said. “The colors are wild. I think she particularly at this moment is feeling that emotion — post-pandemic, but also in her life. She is having great awakenings. That is the energy she is conducting that

Salonen, the other artist whose work will be on display in June, is a figurative painter and a mystic. Both she and Gray are Reiki masters. “She has a strong musical background,” Gray said, adding that Salonen’s band performed at the Garage nearly two years ago. “I’m looking forward to a very strong, young painter.” Gray said that when she went to art school, she was taught to think of artist careers in the realm of 100 years. She sees too much art today “churn and burn,” and said she is really about helping her artists build a life and a career that is sustainable over a long period of time. “And you don’t have to compromise your ethics or soul in order to do it, because there is a lot of that compromise in the art world and it can feel very competitive and difficult financially,” Gray said. “The energy of the artists and people I work with, that’s what really counts.” emmagrayhq.com

people love so much.” McDonald is the abbot of the Dharma Zen Center in Los Angeles. A former Guggenheim Fellow and an artist in residence at 18th Street Gallery, he is showing a series of his sculptures. He has taught at the University of Southern California, California State University Long Beach, UCLA and New Roads High School. “He and his monks have come in and done meditation in the studio before,” Gray said. The sculptures on display are small ones — about the size of a hand or a little bit bigger, but highly detailed. “He kind of oscillates between a very minimal Zen-like approach and a kind of wild one,” Gray said. “He battles it out with each sculpture. His colors will be perfect with Raychael’s pink, pale blues and pastel ice cream colors. One of the things I like about having artwork like that is…there is something very sacred about something small. It’s very intimate. When you go to smell a flower, you come up close. He’s very small and intimate. These are qualities we’ve all lacked and missed, and

JERK DU SOLEIL I’m a guy in my senior year of college. I cannot figure out how my roommate gets all the women he does. He’s a huge jerk to everyone, including women – the typical “bad boy.” He breaks any rule or law he can, doesn’t care who he hurts, and makes very little effort with women, yet all my female friends go for him. A good friend (sleeping over, as it got really late) even left my bed in the middle of the night to get into his! Why?!! — Nice Guy Women – especially in their 20s – will blather on about how they want a nice, reliable guy. Then they find one and immediately despise him for how nice and reliable he is: like how he always calls when he says he will – usually to the minute! – and there’s never that recorded voice on the line first, “Will you accept a collect call from prison?” Reading between the lines of your email, you seem to have the same question cognitive scientist Scott Barry Kaufman asked: Basically, do you have to be a jerk to get the girl? To answer that, Kaufman explored bad boys’ appeal. He observes that bad boys tend to have big helpings of “dark triad” personality traits. Dark triad sounds like the name for three ne’er-do-well superheroes, but it’s actually the term for three malevolent personality traits with some ugly similarities: Machiavellianism, psychopathy, and narcissism. Machiavellianism, named for 16thcentury Italian political adviser (aka tyrant whisperer) Niccolo Machiavelli, plays out in ruthless scheming, callousness, and self-interest. Psychopathy shows itself in callous detachment, poor impulse control, and a lack of empathy and remorse. Narcissism is reflected in egotism, an extra-large sense of entitlement, a lack of empathy, and “grandiosity”: an inflated sense of one’s greatness in contrast with all the rest of the human worms. This is quite the personality poison pack, yet – in research mirroring your experience – evolutionary psychologist Peter K. Jonason found that dark triad traits were correlated with having more sex partners (as well as more of a desire for hookups). Obviously, the dark triad traits themselves – essentially heartless, exploitative user-ishness – make exactly no one in their right mind go, “Wow, where do I sign up for somebody with all that?!” However, Kaufman observes that dark triad “bad boys tend to have lots of positive traits that come along for the ride

(with) the badness,” such as confidence, assertiveness, and fearlessness, along with creativity, humor, charisma, and high energy – “all things women find attractive.” I think two types of women are particularly drawn to bad boys: hookuperellas – women who just want casual sex – and “sensationseeking” excitement junkies. Sensation seeking is a personality trait that psychologist Marvin Zuckerman finds plays out in a craving for novel, varied, intense sensations and experiences and a willingness to take risks to get them. There’s a clue in all of this for the dismayed nice guy who can’t understand why women seem to fall out of the trees into bed with the jerk. Even women who aren’t danger-and-excitement junkies are drawn to men who are a consistent source of “novel” experiences: that is, who never stop surprising them (though playfully rather than evilly!). Also, consider that what drives away women isn’t so much being a nice guy but an overly nice guy: a guy who comes off needy, tentative and desperate to be wanted. Now, maybe you feel needy, tentative and desperate – at least to some degree. (Who doesn’t?!) The thing is there’s no mandate for you to act the way you feel. That said, I explain in “Unf*ckology” that “fake it till you make it” is actually a bust, because you typically succumb to “cognitive overload”: you have so many things to remember (to come off confident, surprising, fun, etc.) that you end up getting overwhelmed and falling apart. I instead advise that you “impersonate your way” into the new confident you: basically, borrow a confident, easygoing, fun guy’s persona – meaning, secretly “be” him (like an actor playing a role) when, say, talking to a new woman in a coffee shop. Do this repeatedly, and you should see that women treat you very differently. There are sure to be some hiccups, but you should eventually feel ready to do this confident, easygoing thing as you: a nice guy who’s trained himself into having the good parts of bad-boy mojo. By the way, you should have an easier time with the ladies as you approach your 30s because many women will have been jerkburned at least once and learned their lesson. They want a guy who can hold their attention for hours with his wit and good nature – as opposed to the dude who seems destined to hold off the cops for hours by shouting demands from inside the 7-Eleven.

Eviction moratorium expiration looms and one-in-four California renters aren’t sure they can pay rent The eviction moratorium has kept struggling renters housed during the pandemic. But what will happen when landlords are able to resume evictions for non-payment of rent after June 2021? According to the U.S. Census Bureau Household Pulse Survey, during March 17 – March 29, 2021 in California: • 16% of households were behind on rent payments; • 6% of households felt they were very likely to be evicted from their current housing in the next two months; • 22% of households felt they were somewhat likely to be evicted from their current housing in the next two months; • 14% of households had no confidence in their ability to make next month’s rental payment; and • 11% of households had only a slight confidence in their ability to make next month’s rental payment. With roughly one-in-four renters lacking confidence in their ability to pay next month’s rent and one-in-three believing

they may be evicted in the coming months, the stability of the rental market is rapidly crumbling. When the moratorium ends, the evictions will begin The eviction moratorium is currently scheduled to expire on June 30, 2021. Without further extensions of the moratorium, many renters will soon find themselves homeless. As revealed in the Census survey, some renters are simply unsure about whether they will have housing in the coming months. The three main sources contributing to eviction uncertainty are: • federal and local government policies; • the course of the economic recovery; and • individual landlord discretion. With government policies, the question remains whether the administration will extend the moratorium. In the event it gets extended (for the fourth time) on a federal level, the question then becomes: for how long?

In California, the governor signed Senate Bill (SB) 91 into law early this year, extending the statewide eviction moratorium to June 2021 and providing assistance for landlords with $2.6 billion in federal stimulus funds. For the economic category, the deciding factor is when jobs will return for renters. Without a reliable source of income, tenants cannot pay. The lack of renter confidence stems from the 1.7 million Californians still jobless — and millions more nationwide — as a result of the 2020 recession. Finally, when the moratorium is up, it’s entirely up to landlords to choose how to respond. They may evict the tenant and demand repayment of rent (unlikely to be successful with a jobless tenant), or they may choose to work with tenants to find mutually beneficial solutions, such as setting up repayment plans. In California, SB 91 assists landlords who agree to waive 20% of unpaid rent for incomequalifying tenants by reimbursing 80% of the unpaid rent owed between April 1, 2020 and March 31, 2021. This program is a positive step in helping landlords keep

tenants housed and continue to cover costs, but it is not a full solution. As the expiration of the eviction moratorium looms closer for renters who do not qualify or whose landlords choose not to participate in the program, so too does the threat of eviction. Whether landlords and tenants will work out payment plans for back-rent owed or whether landlords will evict from missed payments remains unknown. Either way, expect to see evictions — and vacancies — rise following the moratorium’s expiration. Although some categories leading to eviction remain murky, one thing is clear: renters regaining access to jobs is imperative for these renters to maintain payments and, on a broader scale, for the real estate market to recover.
