It’s Back to the Future for Ballona Restoration Effort By Gary Walker

A report nearly 15 years in the making, the final environmental analysis for the Ballona Wetlands Restoration Project released Dec. 20 favors an ambitious reconfiguration of the state ecological reserve in Playa del Rey. The leading option would remove nearly two miles of concrete levees along Ballona Creek to create a more naturally curving channel connected to the marsh plain, with lower ground elevation north of the creek to allow for coastal flooding of a saltwater marsh area. It also calls for new trails and bike paths, public parking and other visitor serving educational features. Each of these elements remains controversial among local wetlands advocates, however. Advocates say the roughly $180-million project would reverse ecological damage caused by dumping the sediment dredged to create Marina del Rey, flood control efficiency and the thriving of invasive species due to urbanization and neglect. Opponents say bringing heavy construction equipment into the wetlands will destroy the fragile and still valuable ecosystem that has emerged in Ballona’s current state. “We will not let our wildlife — the

Before any new work could begin the state must first obtain permits from the U.S. Army Corps of Engineers, which is conducting its own environmental analysis of the project, as well as the California Coastal Commission and the Los Angeles Regional Water Quality Control Board.

A heavy plume of thick, dark smoke rose above Marina del Rey Harbor last Friday when a 35-foot power boat caught fire while docked at Burton Chace Park. Marina del Rey Sheriff’s Station responded to the blaze at around 2 p.m., with Harbor Patrol deputies, and Los Angeles County Lifeguards and county firefighters hosing down the flames from a patrol boat. “You could see a plume of smoke from our station, which is not too far away,” said Sgt. Vincent Ursini of the Marina del Rey Sheriff’s Station. It took crews between 20 and 30 minutes to extinguish the fire, he said. Three men were injured during the blaze. One had third-degree burns, one had minor burns to the hand and wrist, and another was treated for smoke inhalation, said

Save Greens in Mar Vista and Grace Medical in West L.A. were among two dozen Los Angeles area pot shops raided by California Bureau of Cannabis Control agents this month, part of a broader 18-month effort to crack down on unlicensed cannabis retailers. Agents arrived at Save Greens (11221 Venice Blvd.) at just before 3 p.m. on Dec. 12 to serve a search warrant and ended up arresting six employees on suspicion of various misdemeanor charges, bureau spokesman Alex Traverso said. Democratic presidential debate put the eyes of the world on LMU, though local issues took a back seat

The seven Democratic frontrunners greet the crowd in LMU’s Gersten Pavilion at the start of Thursday’s presidential debate By Kellie Chudzinski and Joe Piasecki Six million television viewers and eight million others on livestreaming devices tuned in last Thursday to watch the seven Democratic frontrunners attack Donald Trump — and at times each other — during an animated presidential primary debate hosted by PBS NewsHour and Politico at Loyola Marymount University’s Gersten Pavilion arena. Former Vice President Joe Biden, Sen. Bernie Sanders, Sen. Elizabeth Warren, South Bend Mayor Pete Buttigieg, Sen. Amy Klobuchar, entrepreneur Andrew Yang and businessman Tom Steyer sparred for three hours on a range of overlapping topics that included impeachment, health care, education and student debt, foreign policy, the economy, racial equity, immigration, climate change and campaign financing. The most-discussed moments of the evening included a pair of attacks on Buttigieg, thought to be gaining momentum among Midwestern voters ahead of the Feb. 3 caucuses in Iowa. Warren accused Buttigieg of “selling” his time to moneyed interests at a private Napa Valley “wine cave” fundraiser,

saying “Billionaires in wine caves should not pick the next president of the United States.” Buttigieg shot back by calling Warren out for transferring big-money fundraiser proceeds from her Senate race to her presidential campaign coffers, admonishing that “This is the problem with issuing purity tests you cannot yourself pass.” Klobuchar, eager to speak throughout the night, needled Buttigieg for previously criticizing his opponents’ Washington experience with a poke in the eye about his failed campaigns for higher office. He countered that winning reelection by a landslide “as a gay dude in Mike Pence’s Indiana” was no small feat. When things got heated, “everyone got excited and I got into it,” said Venice High School sophomore Isaac Ng, who attended a PBS NewsHour watch party on campus for local students. Biden, who is leading in the polls, kept himself out of the fray of personal attacks except to spar with Sanders that the former VP’s plan to add a public option to Obamacare was more feasible than the Vermont senator’s promise of Medicare for all.

Yang spoke more than in previous debates and earned applause for bringing broader economic context to a question about being the only non-white candidate on stage, and Steyer repeatedly emphasized his commitment to making climate change the White House’s top priority. To have the eyes of the world witness a healthy debate on the LMU campus was “an incredible honor,” said Provost Thomas Poon. LOCAL ISSUES TAKE A BACK SEAT Next door at LMU’s Burns Recreation Center, hundreds of reporters stationed across two floors watched the action on television screens while awaiting the opportunity to grill candidates in the spin room after closing statements. But the first interview subjects to arrive were California Gov. Gavin Newsom and Los Angeles Mayor Eric Garcetti, who fielded questions mostly about what candidates hadn’t discussed on stage. What else did voters in California, the state with the largest share of primary delegates, need to hear? “Homeless issues, obviously, weren’t brought up. Housing issues, which are becoming a bigger concern across the

country. Affordability defined writ large, not just on the issue of housing,” Newsom told The Argonaut. “We talked about [affordability] in terms of education. We talked about it tangentially around childcare. But we didn’t get into, I think, fundamentally some of the deeper issues — particularly, again, the cost of living, notably housing, and the issue we’re dealing with in California disproportionate to any other state in America, and that’s the issue of homelessness.” Housing and homelessness “was absolutely missing” from the debate, Garcetti lamented. “There are people dying literally on the streets of the city while we’re having this debate, and we’re not talking about it. That’s the only thing I was disappointed in tonight. … [Homelessness] is in red and blue states and cities. It is a crisis in which we need a champion.” Garcetti , who also lamented the absence of minority candidates —particularly Latino voices — said he had requested that debate moderators include a question about housing policy in homelessness and has discussed the issue privately with most of the Democratic presidential candidates.

Bernie Sanders’ post-debate presidential campaign rally on Venice Beach — more than 14,000 packed onto the boardwalk a block behind the Venice Sign, according to a fire marshal’s estimate. The energy felt more like a rock concert than a political speaking engagement, with firebrand New York progressive Rep. Alexandria Ocasio-Cortez and surprise appearances by public intellectual Cornel West and actor Tim Robbins (a Venice local) whipping up the crowd to make the case for not just a political campaign, but an expansive new progressive agenda in American politics. And if 78-year-old Sanders is the architect of that movement, 30-year-old Ocasio-Cortez — greeted with chants of “AOC! AOC!” — is taking the reins as its spokeswoman. “One of the things that makes this campaign different is that we know we can’t go back to the way things were before. Voter Suppression’s Under-Reported Targets: The Disabled By Gary Walker

About 36 hours before the fanfare of the Democratic presidential debates, Loyola Marymount University’s new Playa Vista Campus hosted a panel of elections experts digging into concerns about voter suppression ahead of the 2020 Presidential Election. Voter suppression tactics such as gerrymandering and voter ID laws are known to target low-income, minority and young voters, but one of the leading populations of concern — and one that gets little press coverage — is people with disabilities. People with some sort of disability accounted for 19% of likely voters in an October 2018 poll by the Coelho Center at Loyola Law School. More likely voters with disabilities identified as Republicans (45%) than Democrats (39%), but were more likely to vote Democratic on a generic congressional ballot. They were also more likely to be low-income renters and more likely to push for congressional action on issues related to Social Security, Medicare and overall health care policy. On election day in 2016, an analysis by the Government Accountability Office found that almost two-thirds of 137 inspected polling places that had at least one impediment to disabled voters, including steep wheelchair ramps and voting booths that were not wheelchair accessible.

State officials in Georgia have invoked the Americans with Disabilities Act to close down polling places in majority AfricanAmerican neighborhoods deemed not compliant with ADA regulations, said former CNN anchor Carol Costello, who hosted the university’s “Breaking Barriers to Voting: An Ongoing Advocacy” panel. News reporting halted plans for those closures. “Clearly the intent was not only to disenfranchise disabled voters but also African-American voters who lived in and around that area,” said Kathay Feng, national redistricting director for the advocacy group Common Cause. Loyola Law School Dean Michael Waterstone said the right to vote is “preservative” of all other rights, civil and political, “but the reality is we still have challenges.” In California, elections officials review state databases to confirm the residency and attempt to contact voters who have not participated in several election cycles before considering removal from voter registration lists. “My framework was always to allow any eligible voter to register easily, allow registered voters an easy way to cast a ballot, and we want to have all votes counted as they are cast,” said former California Secretary of State Debra Bowen.

GHOUL, INTERRUPTED A good friend’s mom just died. Out of nowhere he told me that his mom never liked me very much. Frankly, the feeling was mutual, but I of course never said anything. While I don’t want to start a fight or anything, I’m bothered that he told me this. How should I let him know? — Irritated When somebody talks trash about you, it’s natural to want to respond. Unfortunately, sending this woman a “we need to talk” text will require a mediator with a Ouija board. It does seem pretty rotten that your friend suddenly let his mom’s opinions of you off-leash. However, consider that keeping a secret — having information of interest to another person that you need to keep barricaded in a closet in your head — is mentally and even physically stressful. Research increasingly finds that the body and mind are co-workers. (Action leads to emotion and emotion to action.) In secret-keeping, holding back information causes psychological tension, which brings on physical tension — which can make keeping the secret both figuratively and literally a pain in the neck. Research on secrecy by psychologist Michael Slepian suggests that it isn’t concealing information but having a goal of concealing information that

stresses us out. Unlike many other goals (the kind you can complete and check off on your to-do list) the goal to keep a secret has no endpoint. This turns keeping a secret into a sort of zombie goal, a goal that won’t die — or, in researcher terms, “an outstanding intention.” This makes it more accessible in memory to the point where the mind tends to wander to it. And this mental reflux has some psychological costs: “The frequency of mind-wandering to secrets predicts lower well-being,” explains the Slepian team. “Thus, what seems to be harmful about secrecy is not having to conceal a secret but having to live with it and having it return to one’s thoughts.” Other research, exploring willpower, finds that stress and “aversive” (feelbad) emotions like sadness diminish our ability for self-control. So, your friend, under the emotional stress of grieving his mom, maybe lacked the energy he normally had to keep his mom’s feelings stowed in the, uh, overhead compartment. Obviously, you’d prefer to un-know this info. However, if this guy generally isn’t unkind or insensitive, you might want to let this go — especially considering the advantage you have over a lady who’s now living on somebody’s mantel: “I will come find you and reduce you to ash! Oh. Wait.”

KEEPIN’ IT REVEALED I’m a 32-year-old woman, dating again after a five-year relationship. I’ve got some issues I’m working on. (I can get a little needy.) I’m getting all kinds of advice, from “be you!” to “play hard to get!” I guess acting unavailable works, but shouldn’t somebody like me for me, not because I’m out of reach? — Sincere At fancy supermarkets, they try to sell you smoked salmon with a tiny sample on a cracker; they don’t slap you across the face with a giant fish: “LOVE MEEEEEE!” In dating there’s being a bit scarce, and there’s being somebody else. Scarce is good when you’re getting to know a person, leaving them wanting more as opposed to less. Somebody else? Not so good. What does it mean to “be yourself”? It basically means not being emotionally manicured, being “authentic.” Clinical psychologist Lawrence Josephs and his colleagues explain romantic “authenticity” as a willingness to risk being emotionally vulnerable and a companion unwillingness to “act deceitfully” even when being honest comes with some costs. They, not surprisingly, find that being authentic in these ways leads to

“better relational outcomes.” If you aren’t yourself, somebody might be attracted to your fake front and then be bummed out and not really into you when it eventually falls off. Additionally, the researchers’ findings “suggest that individuals engaging in ‘being yourself’ dating behavior are generally preferred as dating partners over more gameplaying individuals.” In fact, they find that men who are authentic seem to have a “special antipathy” toward “more game-playing” women. But let’s say there are some things about you that are authentically not so great. Like, say you’re “a little needy.” You can tell somebody you tend to be needy. That’s kind of brave and may lead somebody to admire your honesty. Of course, you should also get cracking on becoming more secure. (You might also tell a potential partner that you’re working on it, which emotionally healthy partners are likely to respect and admire.) The important thing is doing what it takes to not act all needypants, like by using diversionary tactics —say, by repeatedly texting your BFF when you’re dying to text some new guy. Her phone goes off in a meeting. Her boss: “Why does some woman keep sending you pix of her boobs?”

Stories of Diaspora An exhibit of young artists from L.A. and Mexico speaks to the immigrant experience By Christina Campodonico

Oaxaca and Los Angeles are 2,000 miles apart, but stories of migration have made these cities inseparable. That’s the idea behind the Annenberg Community Beach House’s “Memories of Diaspora: Narratives of Los Angeles” exhibit, which places artwork by first-generation Los Angeles artists alongside works created in Oaxaca. Participating local artists are affiliated with Art Division, a nonprofit based in the Rampart District that offers visual arts programming to young adults

who’ve aged out of youth-serving art programs. The exhibit sprang out of Art Division’s ongoing collaborations and exchanges with artists in Oaxaca. Art Division hosts artists from Oaxaca to teach workshops and sends students to teach or take classes in Oaxaca as well, which creates “a rapport between the artist and the students,” explains Art Division Assistant Director Dagmar Brown. A recent Art Division trip found more Oaxacan artists tackling immigration in their work — particularly “that trip from Oaxaca all

the way to the border,” says Brown. “At least one member of their family will make that trip in their lifetime.” Immigration is also a common theme among Art Division students. “They may not have done that trip,” says Brown, “but maybe their parents have crossed the border in the past. There’s a memory of immigration, of crossing from one place to the next.” In “Memories of Diaspora,” for example, one print depicts a truck piled high with mattresses, suggesting a life on the move. Another shows a little girl blowing Monarch butterflies into the air as if they were kisses. A skeleton, holding a flower to its mouth as if it were a telephone receiver, takes them in as if they were sounds waves traversing great distances. The monarchs are a fitting symbol for migration, too, as portions of the species make the long trek between the U.S. and Mexico

NEW LAW REQUIRES CITIES TO INCENTIVIZE ADUs With California’s housing shortage at a crisis level in 2019, legislators are coming up with new and creative ways to bolster inventory. Beginning in 2020, local governments will be required to incentivize and promote accessory dwelling units (ADUs) for very low-, low- and moderate-income households. Also known as casitas or granny flats, ADUs are secondary housing units located on a single family residential (SFR) lot. The ADUs incentivized under the new law will need to be available at a rent equal to 30% of the income available to each of these income classes. Just how local governments will incentivize ADUs is largely up to individual agencies. But given that upfront costs for construction, permitting and planning are often unsurmountable obstacles for homeowners, any financial incentive is beneficial. These incentives need to be included in a local government’s housing element, which is the identification and analysis of an area’s housing needs, goals, finances and objectives for the development of more housing. This change, enacted by AB 671, also requires California’s Department of Housing and Community Development to create and post a list on its website of state grants and financial incentives for: operation, administration expenses related to planning and construction.

ADUs: a (small) part of the puzzle California is second-to-last in the nation for the number of housing units per resident. As high-tier housing is more profitable to builders than low-tier housing, the shortage is concentrated in low-tier housing. In fact, California is short 1.4 million affordable rental housing units, according to the California Housing Partnership. The solution to California’s housing crisis is ultimately more housing. How to get more housing is what legislators have attempted to address in recent years with an array of new affordable housing laws. Incentivizing homeowners to build and rent ADUs to low-income households is one approach favored by legislators. It can essentially double the number of units available on a single SFR lot, but in practice the result is limited. Realistically, the ADU potential is for a few thousand more units a year, at best. For example, in San Diego, 213 ADU permits were issued during 2018. The much greater potential for more building is in multi-family units, which numbered 5,700 in San Diego during 2018. More construction is needed of all residential types everywhere in California. AB 671 is a positive step toward increasing affordable ADUs, but the impact will be limited. New legislation needs to focus on requiring local governments to re-zone for denser housing

near jobs and amenities. Changing zoning to allow for the construction of more multifamily properties in city centers will bring rents and prices down and stimulate housing market growth. Change the law — amend zoning laws to promote multi-family construction Our proposal: Reform zoning regulations to allow for more mixed-use and multifamily housing developments. Why: California is home to 12% of the U.S. population but only 10% of the U.S. housing stock, according to the U.S. Census. Though the disparity seems relatively small, it translates to hundreds of thousands of missing units needed to meet demand from homeowners and renters. Strict zoning regulations that limit the amount and type of construction are a significant hindrance to resolving this housing shortage. In California, zoning restrictions result in: • reduced construction, especially residential; • failure to meet high demand for housing; • inflated prices of new and resale homes; • an unstable housing market as home prices rise and incomes are unable to support the housing needs of a growing population. Allowing for more residential construction will help meet excess demand and organically keep rents from escalating beyond the reach of long-term

neighborhood residents. Additionally, more residents moving to the area is a boon to local businesses, local tax revenues and commercial startups. The solution to the inventory shortage is progressive zoning reform to pave the way for increased construction. Zoning amendments need to include: • higher density and height parameters to allow for larger multi-unit properties; • more residential zones in urban areas; and • expansion of mixed-use zoning to promote residential development in close proximity to commercial and retail properties. Changing zoning ordinances to allow for the construction of high-rise residential properties in city centers will bring both rents and prices down. These changes will further facilitate economic growth as residents are able to live where they work, and gain access to a wide array of services and amenities. THIS WEEK’S QUESTION WAS ANSWERED BY
