Glendale Police Dept. commander makes history Ferguson’s former interim police chief, Andre Anderson, featured in inaugural exhibit at National Law Enforcement Museum By DAPHNE DORSEY Policing PartnershiP
The service and work of Andre Anderson, who served as Ferguson, Mo.’s interim police chief and first African American to lead that department, will be chronicled in a special exhibit at the New National Law Enforcement Museum in Washington, D.C. Anderson is a commander with the Glendale Police Department. In July 2015, he took a six-month leave of absence from Glendale to serve as Ferguson’s interim police chief and continued to work as a consultant for the department several months after his return to Arizona. The suburban St. Louis community was thrust into the international spotlight following the August 2014 shooting death of 18-year-old Michael Brown, an unarmed black teen by then-Ferguson Police Officer Darren Wilson. That event, coupled with the grand jury’s decision several months later not to indict Wilson, resulted in months of civil unrest and animosity toward the Ferguson Police Department. The new museum on the National
Mall held a special dedication ceremony Oct. 11, before opening its doors to the public Oct. 13. The facility features a worldclass collection of more than 20,000 artifacts that depicts American law enforcement through community relationships, historic events, educational interactive exhibits and pop culture. Anderson donated his Ferguson police chief’s uniform for the museum’s History Time Capsule exhibit, which will highlight his work and experiences there. “I am elated to be considered a part of this history and feel blessed to be a part of something that makes your parents proud,” Anderson said. “The work the community allowed me to do in Ferguson can never be underscored, because so many people there strived very hard to achieve unity.” During his tenure in Ferguson, Anderson worked with the U.S Justice Department to reach a settlement agreement with the city, implemented several community policing and community engagement programs and increased the hiring and promotion of qualified minorities within

It is important that the board maintain public and community confidence to retain support from the community. 5. How will you make yourself accessible to your constituents? As a board member, I will continue to attend district and school related athletic events, performing arts celebrations, ceremonies, and graduations. I am available on the district website through email and social media. I meet with teachers and all employee groups at least twice a year during the superintendent’s visits, and I am available by phone or text. 6. Do you have any children attending the school district you are running in? At present, I have no children in the district, but my two sons graduated from Sunnyslope High School and were very well prepared for college and subsequently, career success.

Glendale man loses $13K power soccer chair in house fire By CARY HINES AssistAnt Editor On July 6, Mica Dalley got a call from Dalen Soto. He was frantic. His house was on fire. The 35-year-old Glendale man has muscular atrophy, a form of muscular dystrophy he was born with. “I tell people, it’s like if your nose itches, you can feel that you have to scratch it, but you can’t, you have no control over your muscles,” said Dalley, United Healthcare case manager for Soto. “He’s bed bound.” Soto lives with a woman and her family who cares for him. He met the woman at his former residence, an assisted-living facility, where she worked. When the facility closed around 2012, Soto lived with family members for the next year and a half, but the two stayed in touch. “When his circumstances changed where it was no longer the best for everyone, for them all to be living together, they all went their separate ways,
and that’s when Dalen came to live with me and my family,” she said. She said they just marked five years of living together. “Which I think is incredible, because they are not blood related and the care he requires is immense,” Dalley said. The home that burned down, near 68th Avenue and Windsor, was a rental and the family didn’t have renters insurance. “I guess it was just nothing I’d ever looked into,” Soto’s caregiver said. “Nobody ever said, ‘Hey, you need renters insurance.’ It’s one of those things that if you didn’t look into it, you’re not educated in what the rules and regulations and how everything works.” They lost everything in the fire, including Soto’s new $13,000 power soccer wheelchair. He spent about three years saving up for the chair, throwing every dime he had into his own Gofundme account. He only had the chair about 90 days. He got it before soccer season started, so he

hadn’t even had a chance to use it yet. “So he had just gotten this incredible chair made and it was in the fire,” Dalley said. Soto said he was heartbroken. “Because I’d been saving for about three years, maybe longer, been planning on trying to get a power soccer chair when it came out,” Soto said. The chair was custom made by Power Soccer Shop in Minnesota.

“Because his needs are so significant, for example, he has to have a special seat because it has to be weighted, he can’t hold his own head up, he has to be strapped into his chair, so he has to have a certain headpiece, and his feet have to have custom-made footplates,” Dalley said. Soto plays wheelchair soccer at Ability360 in Phoenix. “It’s an amazing, huge sports complex,” Dalley said. “They have this en-
tire sports complex for people who are disabled, particularly those in wheelchairs.” Soto has been playing power soccer for about 10 years. “I’m not bad,” he said. He practices at Ability360 Tuesdays and Fridays. According to its mission statement, Ability360 offers and promotes programs designed to empower people with disabilities to take personal
responsibility so that they may achieve or continue independent lifestyles within the community. Soto currently plays on Ability360’s Football Club power soccer team. He’s lucky No. 7. “I enjoy being competitive,” Soto said. “Being able to have camaraderie with my teammates. It just gives me something to look forward to to stay active.” Soto has been playing power soccer in his everyday wheelchair that he modified with a guard. It doesn’t have the bells and whistles that a power soccer chair has and it’s not as responsive. “(The power soccer chair) just gives the person that is playing the extra advantage, more equal opportunity to compete on a competitive level,” Soto said. The soccer chair was in the heart of the fire, as it was stored in Soto’s bedroom, where the blaze began. Dalley described the chair as a “charred skeleton.” The frame has been determined to be structurally sound, but the electrical system “is completely shot,” Dalley said, so it’s being sent back to Minnesota to be evaluated. “They do think that parts of the chair are salvageable,” Dalley said. Dalley set up a Gofundme account to help with the repairs. Anyone wishing to donate can do so at Gofundme.com/ dalen039s-power-soccerchair. “Mica has just gone above and beyond to give any sort of help she can, more than she is required by United Healthcare for sure,” Soto’s caretaker said. She said Dalley was one of the first to arrive the day of the fire. “She was there, right away. Once she got called, she was there on scene offering any sort of help, whatever she could do and continues to offer help,” his caretaker said. Soto said it means a lot to him, and the feeling appears to be mutual. “Dalen is really exceptional. He’s kind of this bright light for me,” Dalley said. “The job has been really tough and it’s pretty new to me, so he’s been this warmth, this bright light.”

Goin’ batty: Trick or Treat for the homeless By CAROLYN DRYER Editor
Want to pick a bat off a tree or a wreath and treat a homeless person? If individuals stop by Hunt Real Estate ERA in north Glendale near Arrowhead, they can select a paper bat with the treat of their choice and donate it on the spot or take a dozen or more bats and create a list of treats to take back later. The treats go into a box and United Way will put it in a bag with other treats to be delivered to homeless people in the Valley. Kathy Flinn, office manager for Hunt, came up with the idea to create Halloween trees and wreaths with paper bats pinned to the branches. On each bat is the name of an item to be donated: • socks • sunglasses • hand sanitizer • antibiotic ointment • shampoo •toothbrushes • toothpaste • feminine hygiene products • sunscreen • lip balm • Band-aids • water bottle • conditioner

St. Vincent de Paul building: package-in-a-bow deal or down-at-the-heel deal? From the time City Council sold the St. Vincent de Paul building in downtown Glendale to C Plus D Industry in September, questions have arisen about the deal. We wish to offer insight into why the City Council sold the property at this time and at this price. In 2008, the city purchased the building and a nearby parking lot for $735,000 with the goal of redevelopment. For 10 years, it sat vacant, slowly continuing to deteriorate. At the time of purchase, no one on City Council expected to recoup the purchase price and innately acknowledged that the city would have to incentivize any resale of the building. Whenever the city enters into a real estate transaction, the council considers the advantages and disadvantages to the city and its taxpayers. In this case, the advantages were significant. According to a Facility Management Group analysis submitted to the city in October 2017, “It is a building that requires complete restoration.
Everything but the roof structure, exterior walls and floor slab will need to be replaced.” The Facility Management Group analysis offered an estimate of $1,225,000 to renovate the 7,000-square-foot building. It went on to report that an estimated $1,750,000 would be required to tear the building down and build a new 7,000-square-foot building. In a report prepared by Lisa Amos, Glendale’s Real Estate Program Manager, dated June 15, 2018, “If this building were in good condition and had parking, at $40 per square foot, it could list for $280,000.” But it’s not in good condition, it is 60 years old, requires a complete renovation and has no parking. Amos, in her report, states that, “demolition was estimated at $5 per square foot = $35,000.” Her conclusions presented three possibilities. The city could renovate the building, construct a new building, or demolish and sell the land, accepting a nominal sales
Arterberry needed at MCCCD Conditions at the Maricopa Community Colleges have deteriorated in a few short years under the current Governing Board leadership. Look at the recent news headlines in AZFamily.com and on television from Sept. 25. College accreditation could be in jeopardy because current board members have prioritized personal politics and their worldview over what’s good for the community and the students. I recently read AZFamily’s article about the Higher Learning Commission complaint and the corroborating evidence provided in the attachments. The evidence was alarming, and I concluded these elected officials have no business running an educational institution. Only one of the incumbents is running again for the Community College Board. Her years of expertise before joining the College Governing Board had been as a career politician. Her claim of lowering property taxes is false. The total property taxes that I pay for the Maricopa Community Colleges, which she voted for, have gone up every year for the last four years since she has been a member of the Governing Board. These are some of the reasons I am voting for the incumbent’s opponent, Stan Arterberry. The Maricopa Community Colleges Governing Board is a non-partisan position, and it is supposed to stay that way. That means one’s personal politics should have no place when one is acting as a member of a governing board.

price “as is” without any parking. The options to renovate or build would have resulted in a significant loss to the city. Even though these reports were not official real estate appraisals, they were sound and prepared by professionals who understand commercial real estate in Glendale. Therefore, City Council chose to sell a 60-year-old building requiring total renovation, with no dedicated parking, for what was determined to be its true commercial value. The sales price was the value of the land less the cost to demolish the building. Keep in mind the city is not selling its parking lot, which was part of the original 2008 $735,000 purchase price. What
did the city accomplish with this sale? It avoided renovation at a price of $1.2 million; it avoided tearing down the building and constructing new at a cost of $1.7 million; and it avoided demolition costs of $35,000. However, the greatest benefit for our taxpayers was that the prospective owner agreed in writing to renovate the dilapidated building by obtaining a Certificate of Occupancy within six months, which ensures the building is properly renovated to code. They plan to move their existing manufacturing and retail furniture business into the building. This transaction creates a very desirable development in downtown and will produce sales taxes in
perpetuity. Current city estimates are that C Plus D Industry will increases sales taxes collected from this one project in downtown Glendale by 10 percent. An added benefit is that the city will also start to collect property taxes. All of these benefits come at no additional cost to the taxpayer. In a recent news story, several downtown owners said they would have liked to buy the building for $25,000. Keep in mind the true cost of the building is not just $25,000. It is the sales price plus the cost of the renovation. The real investment by C Plus D Industry is estimated to be between $375,000 and $525,000. The city’s estimate to renovate is over $1 million. That’s at city cost. C Plus D Industry expects its renovation expense to be between $350,000 and $500,000. It will not be subjected to city costs to renovate and (the owners) can also contribute sweat equity, which may reduce their costs significantly. I had an opportunity to meet Arterberry at a “meet the candidates” event recently. He has many years of experience in college leadership. Arterberry got a second chance in his life because of attending a community college. He values the role they had in his personal success story. He had a long and successful career in higher education for more than 30 years. He was a professor, a dean, a college president and a chancellor through his career. He retired in 2008 and decided to run for this community college Governing Board position because he wanted to give back to the community he lives in. Arterberry has the experience to do a great job. And he is not a politician. He understands the role community colleges have in preparing a skilled workforce in Maricopa. His focus is about students and finding ways to contribute to their success at the community college. I encourage you to vote for Arterberry. Things to consider before voting, part 2: In response to the Oct. 4 issue of The Glendale Star editorial letter by Ken Wixon, I do appreciate the fact that you were not hateful in your opinion of Debbie Lesko’s article. I do differ, not only in your opinion, but what you stated were the facts. 1. Your statement that military has not made state safer.
I feel safer just knowing we have world class pilots based at Luke and Davis Monthon air force bases. I also feel safer knowing that the National Guard has been called to the border when needed. I could go on about the other five Arizona bases and the safety they add to the nation, but I am limited for words allowed. 2. Your objection to her claim that health plans are creating more freedom and choice of healthcare. Said Obama care coming down in premiums? Even if that did happen, it wouldn’t come close to being what premiums were before they doubled this year. Leaving millions without healthcare? Democrats have already priced out a large percentage because of increases. I am sure you have heard doing the same thing over and over again expecting a different reaction is the definition of insanity. Single-payer health care will lead us into socialism. 3. Your objection to safer communities? Yes, you do read about shootings. What you don’t read is the times a gun has stopped a crime. I think it is better to stop a crime anytime. No to Prop. 126 forgets about supermajority All this opposition to Proposition 126 rests on the argument that taxes will be raised willy-nilly. Those opposed forget to remind that in order to raise taxes in Arizona requires a two-thirds vote of each
of “transparency.” During the 10 years, from 2008 to 2018, anyone could have approached the city and made an offer on the property. None were received. They may have thought about it but they never took that first major step of contacting the city with a written offer. Such an offer to purchase the property would have included a commitment toward making a significant investment to renovate the building, resulting in a tax revenue producing business downtown. C Plus D Industry took that chance by making an offer that could have been rejected. They were the first to try. Finally, city land sales, according to the state’s open meeting law is an appropriate subject for discussion in City Council executive sessions. There was no special treatment for the buyer. The property was sold for what it was worth. It was simply a business opportunity brought to the city that senior management and City Council concluded was a good deal for Glendale’s citizens.
house, the so-called supermajority. The supermajority argument could probably be used when lowering taxes if it was argued that it meant it would raise taxes for someone else. Either way, it’s a tough bar to raising taxes. In October 2001, a well-respected organization, the Arizona State University Morrison Institute for Public Policy, published a study, “Five Shoes Waiting to Drop on Arizona’s Future.” One of those shoes is titled the “The Revenue Sieve.” The study said too many exemptions and too narrow a tax base hamper Arizona’s ability to raise revenues efficiently. At one time, Arizona earned plaudits for the “balance” of its system. In short, Arizona’s tax system is old and full of leaks and no longer has a balanced and efficient tax structure. The 2001 study reported Arizona loses $1 billion a year in revenue from the exemption of services from sales taxes. It could be more in 2018. Some are justifiable exemptions (such as for business services) but many are not. It’s apparent that Arizona’s political leaders ignored the 2001 report since Arizona’s budget problems persist while our politicos pretend to solve them. Voting for Proposition 126 could hamper government’s ability to raise revenue, hopefully in thoughtful, fair and balanced ways, to meet its obligations. Vote no seems to keep those options open. Council delays proposed annexation By DARRELL JACKSON STAFF WRITER
During a heated discussion during the Oct. 9 council meeting, councilmembers unanimously agreed to table the possible annexation of nearly 17 acres for a project titled Lincoln Logistics, with the project being brought to a Nov. 13 workshop before possible final approval. The property is surrounded by agriculture — a former dairy which is no longer in use — as well as four homes on the property proposed to be annexed into the city of Glendale. “This 17 acres is along the Loop 303 near Sarival Avenue and Glendale Avenue,” Planning Administrator David Williams said. “Staff is recommending approval of this annexation after the city brought in nearly 55 acres in March 2016 for a nearby landbearing investment for the Sabre Business Park that was approved in 2014 that was about 109 acres.” Vice Mayor Lauren Tolmachoff questioned a project that did not have a business plan on paper. “We had a public hearing only with no information approximately 30 days ago and there is not a lot of information and I want to know is this considered developed or undeveloped land?” Tolmachoff asked. Williams said the land
is currently zoned agricultural, but four homes on the property would also be annexed into the city limits. Tolmachoff wanted to know if the land had gone through the appropriate city reports. “For developed parcels, which these four homes would be under, there is a municipal service fee and I wonder if this annexation is subject to the municipal service fee,” Tolmachoff questioned during the meeting. Williams was unable to answer the question about the service fee. “That may be important to know if the land owner is paying that fee,” Tolmachoff said. “Also, with land that was (previously) used for farming or a nursery, that land could create environmental issues. Do we have protocol if there are environmental issues that we are annexing into Glendale before we vote on doing that?” Williams said the property had a phase 1 environmental assessment and it showed no obvious contamination on the land and it was done by the property owners. The annexation is for a proposed 1-million-squarefoot building (or possibly two buildings) for Lincoln Logistics, but has been based only on discussions with the land owner and developer of the possible project. “The property owner
has a project schedule, but they have built in enough time if council wants to delay this annexation,” Williams said. “I spoke to them and expressed all the concerns over the proposal and they expressed no concerns on a continuance of this. We have some time and can bring specifics back to council at a future workshop.” The Sabre Business Park, which was annexed in the past without an official business plan on paper, has not been developed and consists of five parcels that would total 147 acres. Council updated and amended its annexation policy after that annexation approval. “I know that a policy was developed that any property annexed into the city required staff to do an infrastructure assessment of property to determine what fees would be assessed to property owners to bring any such property up to city codes,” Yucca Councilmember Joyce Clark said. “Has staff done any assessment on this property, because it contains four homes that would also be annexed?” Williams said staff did an analysis of the property via discussion with the land owners and proposed developer when it comes to roadway infrastructure and all costs would be up to them and not the city. “I will say I am pleased we are exercising additional rigor on this annexation
than we have been doing,” Barrel Councilmember Bart Turner said. “I am also pleased to hear a phase 1 environmental study has been done, but I would like to see it.” Council is expected to hear an update on the plan proposal at the Nov. 13 workshop with a proposed vote on the annexation at the Nov. 13 council meeting.

Fear Farm features 6 haunted attractions By Cary Hines AssistAnt Editor
What’s better than one haunted house this Halloween season? Try six. Fear Farm, which opened 19 years ago with nothing more than a corn maze on 99th Avenue between McDowell and Thomas roads in Phoenix, now offers six different haunted attractions. The newest attraction, “Fallout,” is built out of shipping containers, or conexes. “That was kind of his brainchild,” Fear Farm General Manager Zack Busse said, referring to his father, Robert, Fear Farm’s owner/creator. “We wanted to do something out of those conexes. So it’s sort of like a post-apocalyptic Mad Maxtype show. The world resorted to chemical warfare and it didn’t work out so well for all the people that live in it, so now, that’s sort of like a compound of mutants and people mutating from radiation.” Zack said the team is always brainstorming ideas for new attractions. “There’s a lot of us that work on the

show, so we all come up with different ideas and pitch them to each other. We love movies and pop culture and video games and comics and things like that, so we pull a lot of inspiration from all those things,” he said. Robert said new attractions take six to seven months to construct, and even during that time, the team is tossing around ideas for the next season. “As we’re building, we think of new ideas for what we want to do the next
year,” Robert said. The Phoenix Haunted Hayride is another fairly new attraction, this year being its third. “That’s sort of dark carnival themed,” Zack said. “It’s all clowns, loosely based on a circus that came to town and never left and pushed all the normal people out and the clowns stayed there and took over their houses and made them their own dwellings and now they scare people.” He said Fear Farm used to have a giant
clown maze, which, after nine years, was torn down to make room for “Fallout.” “We brought all the clowns over to the hayride rather than get rid of them,” he said. “Undead” features zombies, and “Bunker Area-X” is based on an alien crash that turned the investigators into mutants. “Legends of the Witch” is a turn-ofthe-century Spanish Village with a cult that worships goats and witches, Zack said. “So you’ll see kind of Spanish lore in there,” he said. And last but not least is “Slaughterhouse,” a Fear Farm staple that is loosely based on the Texas Chainsaw Massacre. Fear Farm doesn’t have a minimum age for attendees, Zack said. Fear Farm is the largest of the 13th Floor properties. “Five years ago, when 13th Floor partnered with us, they brought a whole structure and a culture, a way of doing things that maybe we hadn’t thought of before,” Zack said. “So we redeveloped, redesigned our performance team. A lot of it was an all-new cast and I kind of took over the training portion of all that.” He said the actors “love it, live it and breathe it.” “I always tell the kids when we’re hiring, ‘This isn’t just a 30-day temporary job. Some of these people become your new family.’ We see each other throughout the year, all year long, and they make lasting relationships out here rather than just working for 30 nights and then never seeing them again,” Zack said. Fear Farm employs between 170 and 190 haunters. A local makeup artist team turns the humans into monsters. “They’ve been working with us for quite a few years, so they have a lot of experience,” Zack said. Zack has a lot of experience, as well, having been with Fear Farm from the tender age of 10. He’s been the general manager for about five years, but he got his start as a little haunter, unbeknownst to his father. “We just had a corn maze at the very beginning and my parents didn’t want me to go through and act because I was only 10,” he said. So he conspired with the older haunters, asking them to drag him into the corn while he went through the maze with an unsuspecting group of patrons. “So I would go in and be friendly with the actors and tell them, ‘I’m Robert’s son, I’m Robert’s son, I’m going to come through with people and I want you to pretend like you’re killing me, like drag me through the corn or whatnot.’ So I’d go up to the front and find groups of people and tell them, ‘I got separated from my parents and I’m lost and I’m scared and I don’t want to go back in by myself.’ So these groups would let me go through with them and then the actors would come and grab me and drag me off into the corn,” Zack said. When asked if he knew about his son’s antics, Robert replied, “Not in the beginning,” while shaking his head. Zack said that’s how he got his start and then moved his way through the ranks. “And here I am now,” he said. Robert said Fear Farm has been a labor of love. “Like Zack has alluded to, he’s been

Fear Farm: It’s not just for Halloween Fear Farm still has the corn maze it started with 19 years ago, but it’s not open to the public during the Halloween season. “Because of the way the hayride is set up, it goes on the outer perimeter of the old corn maze, so it’s still there on the inside of the hayride, but we don’t open it except for special events,” Fear Farm General Manager Zack Busse said. One of those special events is happening right after Halloween. “After Halloween night, we’re open the following weekend two nights for a special event, and we call it “Blood Harvest,” he said. “And we release all of our scariest characters into the corn maze to roam around and chase you all night. So you buy a ticket and come through and get lost in the maze all night.” He said this will be the third year Fear Farm has offered the Blood Harvest event. It is scheduled for 7 to 11 p.m. Nov. 1 and 2. The scares don’t stop there as Fear Farm puts on a Christmas Krampus show, as well as a zombie apocalypse attraction in the spring when guests get to shoot laser guns at zombies. “It’s pretty fun,” he said.

Glendale has added something new to its annual Halloween event this year that will be a surprise to everyone — even the organizers. The ninth annual Neighborhood Halloween Event, planned for 6 to 9 p.m. Oct. 26 at Foothills Recreation & Aquatics Center, will have a petting zoo, but which animals will be in attendance is anyone’s guess. “To be honest, I have no idea,” Glendale Recreation Coordinator Darren Skousen said while laughing. “They give you the opportunity to pick animals, but I just said they can select them for us.” Arizona Inflatables will provide the animals, as well as the ever-popular inflatables. “Kids always like inflatable slides and jump houses and things like that,” Skousen said. He said this year’s event will feature five inflatables, which include two obstacle courses, a slide, a bounce house and a football toss. Admission to the event is $4 per child; the petting zoo costs an additional $1. Skousen estimates around 400 children will attend this year’s event. “Last year, we had around 350 kiddos,” he said. “We had, I think, a total of about 800 people in the building when you include the parents and grandparents.” He said parents like the event because it’s a safe place for their children to celebrate Halloween. “We have tons of staff and volunteers that are here for the night,” he said. “It’s a safe alternative to being out trick-or-treating.” He said the event has always been held the Friday before Halloween so as not to compete with all the other events taking place the Saturday before the holiday. “The thought process behind it was with all the other organizations, the local churches and things like that, they normally do theirs on Saturdays, so Friday seemed like the smart day to put it on,” he said. Skousen said he enjoys the event as he’s a huge Halloween fan. “I just like Halloween in general,” he said. “I think it’s a really fun holiday. Our staff dresses up. It’s really cool to see the kids smiling and the families coming together for a cool event.” Skousen doesn’t normally get a chance to dress up for the event because it’s such a long day with setting up and decorating; however, that might change this year. “I really like to get dressed up, but I don’t normally dress up for the event,” he said. “I’m here for like 20 hours that day, but maybe this year, I’ll change before the event gets started.” Who knows? Maybe the petting zoo won’t be the only surprise at this year’s Neighborhood Halloween Event. Foothills Recreation & Aquatics Center is at 5600 W. Union Hills Drive. Tickets will be sold at the door.

Searchers find Glendale man’s body on Mt. Hood
The body of missing Glendale resident and Arizona State University student David Yaghmourian, who had been missing for three days, was found Oct. 11 on Mount Hood in Oregon. A spokesperson for the Clackamas County Sheriff’s Office said the family, who was staying at nearby Timberline Lodge, was notified that a hiker found the body and confirmed it was Yaghmourian.
Yaghmourian, 30, had been missing since Oct. 8, the final day of his hike on Mount Hood, according to a Clackamas County spokesperson. He was last seen at the eastern junction of the Timberline Trail along the Pacific Crest Trail. According to the spokesperson, search parties had been searching near where he was last seen along areas with an elevation of 5,000 to 7,500 feet.
After officials were alerted, rescue teams found Yaghmourian’s body approximately a mile and a half northeast and uphill from the Timberline Lodge. The location was not being searched as it was nearly 1,000 feet higher than where Yaghmourian was last seen. T h e C l ack am as C o u n t y Sheriff ’s spokesperson said Yaghmourian had apparently tried to build a shelter, but
conditions at night in the area where he was found were “extremely cold and rainy.” Yaghmourian injured his leg and had stopped to rest before returning to Timberline Lodge, while a friend, who he was hiking with, continued to the lodge. The friend waited at the lodge, but Yaghmourian never arrived. Officials said the lodge cannot be seen from where Yaghmourian’s body was found.

Oh deer! Drive safely during deer season By MICHELLE DONATI-GRAYMAN Media Relations aaa aRizona During deer season, which generally runs from October through December, there is a dramatic increase in the movement of the deer population, especially in the high country. As a result, more deervehicle collisions occur in that period than any other time of year. While any animal on the road can be dangerous, according to the Insurance
Institute of Highway Safety, there are more than 1.5 million deer-vehicle collisions each year, resulting in 150 human deaths and tens of thousands of injuries. In Arizona, between 2013 and 2017, AAA Insurance policyholders had 725 animal-related auto claims. AAA’s tips to avoid an animal collision • Keeping your eyes moving back and forth. Continuously sweep your eyes across the road for signs of animals. While the most likely accident is caused by an animal dart-
ing in front of you, one might also run into the side of your car. • Being especially attentive in early morning and evening. Many animals, especially deer, are most active during prime commuting hours — roughly 5 to 8 a.m. and 5 to 8 p.m. • At night, using high beams when there’s no oncoming traffic. Your brights can help you spot animals sooner. The light reflecting off their eyes may also reveal their location. • Slowing down and watch for other deer to
appear. Deer rarely travel alone, so if you see one, there are likely to be one or more nearby. • Honking your horn with one long blast. A long blast on your horn may frighten large animals, such as deer, away from your vehicle. The Insurance Information Institute (I.I.I.) advises against relying on devices such as deer whistles and reflectors, which have not been proven to reduce collisions with animals. • Useingbrakes if impact is imminent. If an animal is
in your path, stay in your lane. Swerving away from animals can confuse them so they don’t know which way to run. It can also put you in the path of oncoming vehicles or cause you to crash into objects on the side of the road. • Always wear a seatbelt. According to the I.I.I., the chances of getting injured when hitting an animal are much higher if you don’t have your seatbelt on. • Not going near a wounded animal. A frightened and wounded animal
can be unpredictable. If it’s in the middle of the road and blocking traffic, call the police immediately. • Considering purchasing comprehensive coverage, if you don’t already have it as part of your insurance policy. Comprehensive insurance covers animal collisions, among other things. Although deer and other animals are unpredictable, there are actions you can take to help prevent an accident or reduce the damage from an animal collision.

Annual Touch-a-Truck event set for Oct. 20 at Westgate Entertainment District One of Glendale’s most popular events allows children to discover the curious world of trucks and other vehicles that can usually only be seen from afar. On this day, children (and grown-ups, too) can climb inside, find out how they operate, learn what each one does and maybe honk a horn or two. The Walmart Transportation Toucha-Truck is a free family event, held from 10 a.m. to 1 p.m. Oct. 20 at the Westgate Entertainment District east parking lot, 6770 N. Sunrise Blvd. The vehicles will vary in size and scope, and just some of the types will
be commercial and industrial vehicles such as a tow truck, dump truck, commercial bucket loader, sanitation vehicle, backhoe and an 18-wheeler. In addition, the Glendale Police Bomb Squad truck and robot will be on site, as well as the U.S. Forest Service with a fire vehicle. Find out exactly what a mini backhoe, a skid steer, a motor grader and a wheel loader look like, and exactly what they do on a job site. Along with trucks, special activities are planned for children, including a sand play area, a miniature roadway with toy vehicles called Tiny Tot Driv-
Microgreens class offered at GCC A five-week course titled Organic Gardening: Microgreens will be offered from 6 to 9:30 p.m. Thursdays Nov. 8 through Dec. 6 at Glendale Community College, 6000 W. Olive Ave. The class, taught by Professor Jeffrey Schiller, is a hands-on class where students will grow sprouts and microgreens. Microgreens are certain vegetables and herbs harvested young that can be grown in containers either indoors
or out. Students will also learn about the nutrient value of each microgreen and what is needed to know to be harvest and enjoy the fast-growing, nutritious foods in as few as seven days. Ghosts & Goodies set for Oct. 21 at Westgate Ghosts & Goodies will take place from 3 to 6 p.m. Oct. 21 at Westgate’s Fountain Park. Pirates and pixies, wizards and warlocks of all kinds can participate in costume contests, fill up treat bags with candy and goodies from participating Westgate restaurants and retailers and play games, win prizes and enjoy entertainment. Attendees will receive free treat bags for the candy crawl around the
district. Treat bags are available on a first-come, first-served basis while supplies last. Discount cards from more than 15 participating Westgate businesses will be available to adult trick-or-treaters. The event is free to attend. A Face Your Fears challenge will take place from 3 to 3:30 p.m., when 12 preselected teachers from across the Valley will compete in a series of dares.

Glendale wins Crescordia award for environmental excellence
Arizona Forward celebrated the 38th anniversary of its signature awards program, drawing more than 500 social influencers and innovators representing public and private sector interests. “I’ve attended the Environmental Excellence Awards as an Arizona Forward member for 20 years, and this year’s finalists show how far sustainability has come during that time,” said Lori Singleton, Arizona Forward president and CEO. “Every year, we see a wider range of entries that make our communities healthier, more vibrant and more resilient.” Award categories include: the Governor ’s Award for Arizona’s Fu-
ture; Buildings and Structures; Healthy Communities; Energy and Technology Innovation; and Art, Environmental Education and Communication. The highest award in each category is the coveted Crescordia, a Greek term meaning “To Grow in Harmony.” A total of 14 first-place Crescordia winners and 20 Awards of Distinction were presented this year. Those projects set standards for achieving a balance between the built and natural environment, impacting the state’s physical, technical, social and aesthetic development. Nominations embodied a wide spectrum of public, private, educational and
nonprofit interests. Finalist projects were submitted by both Maricopa and Pima counties, as well as the cities of Chandler, Flagstaff, Glendale, Peoria, Phoenix, Mesa, Tempe, Tolleson and Tucson. The Northern Arizona Forest Fund took The President’s Award, the top honor in the Environmental Excellence Awards presented by Salt River Project, at the Westin Kierland Resort. Jurists also named the Arizona Pure Water Brew Challenge as winner of the Governor’s Award for Arizona’s Future, and two new categories — Sustainability Champion and Waste Reduction — made their debuts. Locally, Glendale and
Peoria received the following awards: • Glendale Desert Food Forest (city of Glendale Water Services Department) — Environmental Education & Communication Part regenerative landscape and part outdoor classroom, the Glendale Desert Food Forest connects residents to the Sonoran Desert’s array of
water-wise edible plants. It includes more than 100 edible plants and involves partners such as the Glendale Public Library, Linking Edible Arizona Forests Network, Maricopa County Master Gardener program and Trees Matter. • Peoria Police Patrol Services Building (Energy Systems Design Inc.) — Energy and Technology Innovation
The city of Peoria’s new Patrol Services Building provides an immediate return on investment through ongoing water and energy reduction while providing a comfortable work environment for Peoria’s officers and staff. The building’s energy costs will be 41 percent less than a typical building, and it is tracking LEED Gold certification.

Local physician receives Patriot Award
The United States Office of the Secretary of Defense recognized Southwest Behavioral & Health Services’ Dr. Wendy Bunn Sept. 28 for contributing to national security and protecting liberty and freedom by supporting employee participation in the United States Army Reserve. The Patriot Award reflects the efforts made to support citizen warriors through a wide range of measures, including flexible schedules, time off prior to and after deployments, caring for families and granting leaves of absence, if needed. “Dr. Bunn took the time to learn about the military as an organization and the specific needs of military service members,” 1st Lt Christopher Colin Wolper said. “Dr. Bunn is an exceptional supervisor willing to make last-minute accommodations for individuals who may need to attend to familial or personal needs prior to work and/or leaving for military service. O18-73 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, REZONING PROPERTY LOCATED AT 8450 WEST GLENDALE AVENUE FROM A-1 (AGRICULTURAL) TO R1-6 PRD AND R1-7 PRD (PLANNED RESIDENTIAL DEVELOPMENT) FOR A DEVELOPMENT PLAN ENTITLED “POSITANO,” AMENDING THE ZONING MAP; PROVIDING FOR AN EFFECTIVE DATE; AND ORDERING THAT A CERTIFIED COPY OF THIS ORDINANCE IS RECORDED. NOTICE OF HEARING NOTICE OF REQUEST FOR QUALIFICATIONS CITY OF GLENDALE NEW ROAD IMPROVEMENTS BALL PARK BOULEVARD / MARYLAND AVENUE Project No. 181901 CONSTRUCTION SERVICES The City of Glendale is seeking a qualified construction manager/general contractor to provide design phase assistance and construction services as the Construction Manager at Risk (CMAR) for a City of Glendale project which will complete the roadway connection from the Glendale Spring Training Complex to the Westgate Shopping Center and State Farm Stadium. Because the scope of this project is still being defined the estimated cost is between $10M to $15M. All qualified firms interested in providing the required services are invited to submit their Statement of Qualifications (SOQ). All SOQ’s must comply with the requirements specified in this Request for Qualifications (RFQ). PROJECT DESCRIPTION The Glendale Spring Training Complex is located on Camelback Road, between 107th Avenue and Ball Park Boulevard. Ball Park Boulevard currently ends just north of the Glendale Spring Training Complex. Construction of the new roadway will start at the end of Ball Park Boulevard and continue northeast, along the east side of the New River, to the proposed new alignment of Maryland Avenue, where the new roadway will continue east to 99th Avenue. The new roadway will be five lanes wide starting at the end of Ball Park Boulevard to the Maryland Avenue alignment and three lanes wide along the Maryland alignment to 99th Avenue. New bridges will be constructed at the Bethany Home Outfall Channel and the Grand Canal drainage ditch in the Maryland Avenue alignment. SCOPE OF WORK The City is seeking a qualified Construction Manager at Risk (CMAR) to provide pre-construction and construction services during the design and construction phases of this project. The City entered into a professional services agreement with an engineering firm for the design of this project. The CMAR will work closely with and be an integral part of the design team during the design phase of this project. The CMAR begins with the firm in an agency support role for pre-construction services. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract. The CMAR will be responsible for construction means and methods. The CMAR will also work closely with the City and design engineering firm during the design and construction phases of this project. PRE-SUBMITTAL CONFERENCE A pre-submittal conference will be held on Thursday, November 1, 2018, at 10:00 a.m., at Glendale City Hall, 5850 W. Glendale Avenue, Suite 315, Glendale, Arizona. At this meeting, staff will discuss the scope of work, technical components, general contract issues and respond to questions from the attendees. Because City staff may not have time to respond to individual inquiries regarding the scope outside of this pre-submittal conference, it is recommended that interested firms send a representative to the pre-submittal conference. Man pays $20 for storage unit, finds historical documents, collectibles When Don Smith decided to pay $20 for an abandoned storage unit in Peoria a few weeks ago, he said he had no idea the contents once belonged to California U.S. Congressman Henry Ellsworth Barbour nearly a century ago. In fact, Smith said he almost passed on bidding, based on how the storage unit looked. “Just like the show ‘Storage Wars,’ there were several people gathered to see what was inside the unit,” Smith, a Scottsdale resident, said. “It didn’t look like much — just a bunch of files and Christmas decorations.” While the bidders weren’t allowed to enter the storage unit, Smith stood by the open door and took a good sniff. “I leaned over and could smell the antiques,” he said. “When I was a kid, my mother would take us antiquing. There’s a smell to it, and I knew there would be some valuable pieces inside.” Now, nearly 200 historical signed letters, documents, multiple letters from the war department, personal letters from congressional leaders, black and white photos, watches, cufflinks, currency and other collectibles once belonging to California U.S. Congressman Henry Ellsworth Barbour will hit the auction block at 6 p.m. Oct. 19 at EJ’s Auction & Consignment, 5880 W. Bell Road, on the northeast corner of 59th Avenue and Bell Road. The notable pieces include two signed letters from Herbert Hoover, White House invitations from President Warren Harding, letters from the war department and an original invitation to the groundbreaking ceremonies of the Golden Gate Bridge, as well as a large collection of Civil War currency. Erik Hoyer, owner and auctioneer of EJ’s Auction & Consignment, said Smith’s initial investment of $20 could realize more than $10,000 at auction. “Congressman Barbour was elected as a Republican to the 66th Congress in 1919 and then served six terms after that to 1933. He was a controversial figure, especially when it came to the preservation of the Roosevelt-Sequoia National

The Glendale Chamber of Commerce will hold its 25th Annual Auction Nov. 2 at Renaissance Glendale Hotel & Spa, 9495 W.
