City seeks input on civic center management By DARRELL JACKSON Staff Writer
Nearly 19 years after opening the doors to Glendale Civic Center, city officials are seeking a change in the management of the city-owned building. City Manager Kevin Phelps, who was founder and managing general partner of Landmark Convention Center, Tacoma, Wash., and had great success in business, is looking to extend that with the civic center. “I think the challenge has been knowing, and I am quick to compare my former occupation to this, when I see the contract in revenue and bottom line performance,” Phelps said during a recent sitdown interview. “I have to continue reminding myself our civic center is a whole different set of dynamics than what I had in Tacoma.” The city has a request for proposal, which is seeking the expertise of industry experts, to re-envision or re-invigorate the use of the city- operated civic center. The city is
seeking proposals from any interested party and is open to alternative uses which could include completely new or complementary uses that are compatible with the downtown area and can demonstrate measurable outcomes that advance the city’s resultsdriven objectives. “Currently, the city has overall responsibility for operating and maintenance, marketing and booking and upkeep of the facility,” Phelps said. “We
then have an independent relationship with a contractor for food and beverage services. The challenge for revenue centers on predominately from food and beverage side of the house and the city gets a percentage of that.” Phelps said when he ran convention centers in Washington, a majority of the profits came from food and beverage sales. “The challenge is that 90 percent of income comes from food and bev-
erage sales,” Phelps said. “Here, there is a different catering company, and they do a fine job, but we get a percentage of sales. What I have learned is clients want everything to be seamlees and integrated in how they interact with a facility. We book events, then send them to a different person for food and beverage and then they come back to us, which is not easy on customers.” The RFP is asking for three objectives for the
new manager of the civic center, including, “increase number of annual days; increase number of visitors or trips to downtown; and create positive economic impact through direct sales tax or ancillary economic impact.” Phelps said that includes numerous different possibilities. “We are asking (to) look at the model, show us how you can come in and convince us how if we enter into an agreement with you how those goals and objectives would be met.
Because they are closely tied together, more events means more people, which leads to more revenue and that is what we want with our civic center,” Phelps said. “What we want to know is should we continue on with city staffing and running the civic center versus having the private sector doing it on our behalf. Let’s stay in our lane for what we are good at and get out of things we are not well suited for, which means

Glendale Civic Center may have a new management company as the city has issued a request for proposal to run the building.
As the public continues to battle to try and save the city owned Glen Lakes Golf Course, prior to the City Council meeting Oct. 23, City Manager Kevin Phelps said he would be recommending to council it begin the process of closing the city owned 52-year-old course. “My recommendation is that we begin the process of closing down the Glen Lakes Golf Course,” City Manager Kevin Phelps said. “My recommendation is that it is not a good use of our funds to allow other park facilities to be stressed by lack of reinvestment and have a pay-to-play nine-hole golf course, when we already have another one less than five miles away that we do not subsidize.”

Originally from Michigan, 59-year-old Komor moved to Arizona in 2005. Presently retired, Komor said with his bachelor of psychology degree, he has worked as a psychologist since 1982 and specialized in obsessive compulsive disorders. He is divorced and has a 24year-old son. At this point in time, why is he seeking the governor ’s office as a write-in? “My son is a big part of why I’m running,” Komor said. “Since I moved to

Arizona, I’ve been involved heavily in photography; such an amazing, beautiful state. I’m interested in protecting our environment. I ended up working with a break-off group, International Panel on Climate Change. “As I got more familiar through research, I discovered something most people don’t know. In the mid ‘20s and ‘30s, there’s
been a slow trajectory of climate change; it is going to grow exponentially.” When asked to further explain, Komor said, “As the ocean’s currents are slowly, less able to move the heat around the planet, there’s large methane storage from melting ice and things like brand new microbes emerging from the soil, and brand new creatures are releasing carbon from the soil. So, we’re headed for a situation we’re not going to be able to control. No actions left to deal with climate change. “What we have to do is develop a project, a method of removing carbon from the atmosphere. That, of course, is a huge undertaking. The first thing is to bring carbon capture technology to the state, retrofit fossil fuel plants with carbon capture
technology.” From Komor’s website: “Based on my work with Vice President Al Gore’s climate team and subsequently a team of senior scientists refining the world’s leading plan for atmospheric carbon removal, I would say we have a little more time probably to the mid-2030s - before the damage to our atmosphere becomes irreparable and climate disasters begin to escalate exponentially beyond our ability to keep up (The International Panel on Climate Change estimates closer to 2040). So, we must elect a leader who knows how to watch over Arizona’s present and its future. I know it’s scary to vote for someone who is not from the political machine, either left or right, but as the saying goes - the most dangerous
choice is not to choose. This campaign may, unfortunately, be your last chance to do your part to repair our atmosphere and give your children back their future. The good news - we CAN repair atmospheric damage NOW!” Komor said other issues do concern him — school safety and education funding, healthcare and migration issues. “But we also have woven into our platform this very important focus on addressing climate change, which we view as an overriding issue,” Komor said. “That’s what is different and unique about our campaign.” Contact Komor at his website: komor4governor. com. Help raise the flag at Thunderbird Conservation Park The Glendale Chamber Military & Veterans Affairs Committee will host a special flag-raising ceremony Nov. 10 at Thunderbird Conservation Park, 22600 N. 59th Ave.. Check-in begins at 7 a.m., and it is strongly encouraged that all who plan to attend register in advance. The community is invited to participate in a human chain to carry (hand over hand) the flag to the newly installed flag pole at Arrowhead Point, where it will be permanently displayed as a point of pride for residents and visitors alike. The event coincides with Veterans Day weekend, and pays tribute to those who have served and are serving in the U.S. armed services. The event is free to attend, but the flag committee is asking for the community’s support to fund the event and the ongoing maintenance of the flag.

Bird may drop e-scooters in Glendale; already in Peoria By DARRELL JACKSON Staff Writer
Peoria has recently been inundated with Birds, but not the kind that are in the sky and questions abound if Glendale could be next. Bird scooters started showing up on sidewalks throughout Peoria in early October, giving residents and visitors a new option to get around town. While it is unknown the exact number of scooters Bird dropped off in Peoria, the company allows visitors to rent electric scooters anywhere using a smartphone. The scooters are dropped off around the city at 7 a.m. and are available until 8 p.m. when they are picked up and charged each night. Users must download the Bird app to their phone and use it to find where a scooter is located and to rent it. When they’re done, they simply lock the scooter and leave it for the next rider wherever they end up. Riders are charged $1
initially, plus 14 cents per minute and the scooters can go up to 15 miles per hour. A scooter goes for about 15 miles on each charge, and are for short trips. They are dock-less, which means you do not have to find a spot to park them, and riders are supposed to leave them along the sidewalks where their trips end. Glendale City Manager Kevin Phelps said Bird has not inquired about coming to Glendale, yet, he would not be opposed to them showing up within city limits. “I was in Baltimore recently and they were all over the place,” Phelps said. “We don’t have an ordinance on them and I would have to see what they would propose, but I am the type of person that believes the more modes of travel, the better.” Across the country, various cities have adopted escooter regulations based on fleet restrictions, which have set caps on the number of e-scooters anywhere from 150 to 3,000 per

I am the right choice for CD8
This election you have a clear choice for Congress. I’m Debbie Lesko and I’m honored and blessed to serve as your current U.S. Congresswoman. Since last December, when I first decided to run for Congress to replace Trent Franks after he resigned, I have hit the ground running. I’ve won three elections, got sworn into office, set up two offices, have helped numerous veterans and other con-
stituents, introduced legislation to secure the border, improve education and protect Social Security and Medicare, have participated in five town halls and have toured schools, businesses and organizations throughout our district … all in the last eight months. I am a good fit for our district, and I have a proven track record in both Congress and during my nine years in the state Legislature of getting things done and
Our ongoing healthcare crisis provides evidence that partisanship is winning in Washington, D.C. Fortunately, there is a path forward if we renew our political courage and borrow ideas from both sides of the debate. Nearly a year ago, we only had “repeal” from the right. Thankfully, Sen. John McCain, calling for true bipartisanship, stalled this legislation, which seemed more like sabotage than solution. It threatened to allow for even higher premiums and loss of coverage for pre-existing conditions, as well as for low-income seniors, children, and people with disabilities. Now, there are renewed calls from the
left to “replace” our healthcare system with a single-payer federal program, a government-run system that was hit with a $32.6 trillion price tag over 10 years, according to a study from a university-based policy center backed by the infamous Koch brothers. As Yogi Berra said, “It’s like déjà vu all over again.” Healthcare reform should focus on stabilizing and strengthening, not repealing and replacing. We need a collaborative approach that addresses the twin pillars of expanded coverage and cost containment. Here are four places to start: 1) Protect the current, most beneficial and popular Affordable Care Act (ACA) provisions:

a highly effective, efficient plan, by allowing people under age 65 to buy into it. This public option is not a handout. It helps people nearing retirement while lowering costs for those in the private insurance markets. And, it strengthens Medicare’s ability to negotiate lower drug prices for its customers as well as better rates with hospitals and medical practitioners. 3) Secure payment of cost-sharing reductions to help stabilize the current healthcare marketplace and encourage insurance companies’ participation. 4) Drive healthcare coverage competition by looking for innovative ways to encourage creative solutions, such as competition between
the private sector and Medicare. As an ER physician and cancer research advocate, I’ve seen firsthand the struggles of the uninsured, as well as the direct, tangible benefits the ACA has brought to real peoples’ lives. It’s too valuable to simply toss aside. That said, it’s a fact that our healthcare system remains in crisis, with both rising costs and deductibles. I believe healthcare is a moral obligation, but make no mistake — it is never “free.” In both the public and private marketplaces, healthier individuals help pay for the less healthy ones. The bottom line is that the healthcare risk pool must be expanded with healthy individuals. A measured, step-
by-step transition to a simpler health insurance system that ensures universal coverage is what we need. The interplay of private insurers and a public system — focused on covering all Americans, bringing down costs and improving patient care — preserves our system’s strengths and protects the free market while offering better choices for consumers.

A loaded gun went to show and tell
A 9-year-old took a loaded handgun to her school last week. Because politicians and the NRA care more about power and money than the safety of our children, we all know nothing will be done. Nothing, except the same ridiculous NRA rebuttal: “We do care about the safety of our children, that’s why we fight for the right of a parent of a 9-year-old to own a gun.” Who in Washington will fight for the right of children to be safe from guns? Yes, we could and should blame the parents of this 9-year-old. Yes, allowing your child to have access to your gun should be criminal. But, we are all to blame. Those of us who hold on to our extreme opinions and are unwilling to create an atmosphere of sensible change are to blame. Those politicians who fill their pockets with NRA money while refusing to do what is right for their own children

Arterberry best choice for MCCCD I was on the screening committee in 1994 at Solano Community College District (SCCD) that moved Stan Arterberry forward to the board for approval. He was hired as superintendent-president (S/P) of SCCD and impressively served in this position for eight years with his main focus on student success. In 2015 he surfaced out of his retirement to become SCCD interim S/P. During his eight-year tenure at SCCD as S/P, he was effective in connecting college employees, community leaders, elected officials, and administrators at Genentech which eventually led to a Biotechnology program at SCCD. Today, thanks to Arterberry for “thinking outside of the box 1994-2002,” SCCD now has a two-year degree program in biotechnology and one of two California community colleges offering a baccalaureate degrees in bio-manufacturing. Fast forward, SCCD had a ribbon-cutting ceremony for its new biotechnology and science building on its Vacaville campus in 2017. Arterberry’s extensive educational experiences at the community college level are impressive. He is accustomed to dealing with pressure and creating specific solutions for various problems at educational institutions which are valuable skills to have as a trustee. GLEN LAKES: Disrepair, costs part of consideration, From 1 Along with Glen Lakes, the city also owns the ninehole course Desert Mirage, near Maryland and 83rd avenues. The city has been subsidizing Glen Lakes, approving more than $527,000 in the past five months to keep the course open. In 2015, council sought city staff to research the possible sale or use of a number of properties — including Glen Lakes — and staff was quick to make a recommendation for closing the golf course. “When we look at Glen Lakes, we don’t see it getting back to a place where it can make money at a regular basis and the business decision is pretty straight up,” Director, Public Facilities, Recreation and Special Events Jim Burke said. Glen Lakes is a 44.6acre site that has operated as a nine-hole executive golf course since opening in 1966, but has been in disrepair for years after neglect by the operators of the course. Glendale purchased the property in 1979 for
approximately $1.2 million and has leased operation and maintenance of the course to several vendors over the years. In May, after more than 500 residents signed a petition to save Glen Lakes that was submitted to councilmembers. Council approved a new operation contract with Golf Maintenance Solutions 5W LLC through June 2019, unless notified by the city within 90 days to cancel the contract early. Golf Maintenance Solutions (GMS) took over operation of the course in March after Thom Harrison of Arizona Golf Ventures was removed as operator. Arizona Golf Ventures had managed the course since 2012 and had notified the city it was facing difficult times and wanted out of the management deal. Golf Maintenance Solutions has managed hundreds of courses around the country and is based out of Carefree. It is a company known for improving courses that are struggling but has not
seen a major increase in traffic at the course. The city paid Golf Maintenance Solutions $28,000 through June 2018, a $25,000 transition and startup cost before paying the company $429,500 through June 2019 to run the course. Previous operator, Arizona Golf Ventures, was paid $5,000 a month to operate the course, with the contract totaling $176,000 before the change in June. Since 2005, Glen Lakes has seen a significant reduction in rounds played. This has resulted in a corresponding reduction in course revenues which offset the course operating and maintenance costs. Additionally, there are concerns over the course infrastructure such as the pro shop, clubhouse, course maintenance facility, course restrooms, and irrigation system. “Look, I love golf and if staff thought it could be self-sustaining and look and be a higher quality course,

Walking around the world asking people to pray By CAROLYN DRYER Editor Patrick Spencer said he flew from his home in Chicago to Lancaster, Calif., and started walking across the country Aug. 29. He is taking the southern route to avoid the colder climes up north. His goal is to walk all the way to Washington, D.C. He walked through the door of The Glendale Star on a Tuesday afternoon and said he was hoping to find an inexpensive hotel to stay in for the night somewhere along Grand Avenue. “I can’t walk on Interstate 10,” he said. “I’m trying to get to Baseline Road, then to Globe.” State law prohibits non-motorized transportation on interstate highways. He has a cell phone and occasionally hits a void with no cell towers. And, he said he tries to find a church or a hotel that will allow him to charge his phone. The reason for his walk, he explained, is to

He stopped at Prince of Peace Church in Sun City West and Quality Inn in Youngtown before arriving in Glendale. “All along the way, people are very kind,” he said. He said Oct. 9 was his 42nd day of walking, “at least 400 miles.” At the rate he is going, he expects to walk another eight months before he arrives in Washington. H e d o e s n ’t e x p e c t much, but he said, “If people truly have a good heart for Christ, they’re going to help me and I’ll help them.” He pays his bills with checks by snail mail, and has a job as a long-distance truck driver that allows him to take time off for his walking mission. Husband arrested for threatening wife with hammer
A woman reportedly recorded multiple threats allegedly made against her by her husband, one of which involved a hammer and a rope. According to a police spokesperson, the woman reported that on Oct.6, officers responded to a domestic violence call near Glendale and 83rd avenues. Officers arrested Louis Gasper Chavez, 38, for assault and threats involving a firearm. The alleged victim, Chavez’s wife, told police of a long history of abuse and threats, some of which she recorded, police said. The police spokesperson said Chavez was seen on a video standing a few feet away from the victim, holding a hammer and rope. He then is allegedly seen raising the hammer three times while making threats against her. He is also reportedly heard telling the victim, “she will end up on a breathing machine.” During his interrogation, Chavez allegedly told
police that, “he had zero recollection of the incident,” the police spokesperson said. Chavez has been charged with aggravated assault. Man arrested for impersonating police officer at school dance
A man was arrested for impersonating a Phoenix police officer after he allegedly tried to detain a teen waiting for a ride after a dance at Independence High School on Sept.29. According to a police spokesperson, multiple students were waiting for a ride home after the homecoming dance when the suspect walked up to one of them and grabbed his hands and placed them behind his back. The spokesperson said Michael Edward Diaz, 20, reportedly identified himself as a Phoenix police officer. He was not wearing a uniform or a badge and reportedly told the boy he was being detained for underage drinking. The alleged victim’s
neighbor soon arrived to pick him up, saw what was happening and called the police. Diaz released the boy, but when the teen tried to get into the car, Diaz reportedly pushed his hand away, not allowing the boy to enter the vehicle. When officers arrived. Diaz identified himself to the officer as being a member of the Phoenix Police Department but refused to give a badge number. Diaz was arrested and charged with aggravated assault and impersonating a peace officer. Murder suspect back in Glendale after fleeing to Texas
A suspect in a Glendale shooting that left one man dead and another wounded has been located in Texas. According to a police spokesperson, Rodolfo Apolinar Cardenas, 39, was arrested Oct. 17 in San Antonio and booked into Maricopa County jail being held in lieu of a $2 million bond
Reasonable and prudent is the standard
The other day, I was presiding at a hearing for a speeding violation. The defendant asked me what the difference was between “speeding” and “speed not reasonable and prudent.” I thought this was a great question and that it would be a perfect topic for an article. In many states, a speeding ticket would read “10 mph over the posted speed limit.” However, in Arizona, it reads, “speed not reasonable and prudent.” I suppose we are splitting hairs, but I think our way is much clearer. In Arizona, the statute for reasonable and prudent speed is 28-701.A. The law is quite lengthy, so I have paraphrased it. It is available online if you would like to read the entire text. A person shall not drive a vehicle on a highway at a speed greater than is reasonable and prudent under the circumstances. A person shall also control his speed to avoid colliding with another vehicle or person. What that means is if you are in a 55-mph zone and a dust storm appears, the reasonable and prudent speed now changes to something slower. Although the sign may say 55 mph, that is no longer

On a citation, there are three speeds the officer will reference: First is the posted speed, second is the actual speed and third is the reasonable and prudent speed at that time. I am sure we would all agree that 55 mph in a 55-mph zone during a dust storm is not reasonable. If the officer writes 55 mph actual speed in a 55-mph zone posted with 15 mph as reasonable and prudent, the officer is simply saying that in his/her opinion, during the storm, you should only be traveling 15 mph in a 55-mph zone. One might also ask, “Can you drive over the posted speed limit in perfect conditions?” The short answer is no. That is because after the engineers designed the road, they considered many factors before deciding that the posted speed
limit is reasonable and prudent.

Investigators said 26year-old Martiniano Sandoval Jr., of Phoenix, was shot during an argument July 8 and later died at a hospital. One other victim was also shot and sustained non-life-threatening injuries, police said. According to a police spokesperson, witnesses reported the two men were arguing and the suspect fled the scene after firing numerous shots. Police had identified Cardenas as the suspect and issued an arrest warrant, but Cardenas fled to Texas after his vehicle was located in Tucson days after the incident. Cardenas faces one count of first-degree murder and two counts of aggravated assault.

Zoo welcomes 1st baby penguins in 3 years By Cary Hines AssistAnt Editor Meet Wall-E and Zero, the newest additions to Wildlife World Zoo’s waddle, or in laymen’s terms, a group of penguins on land, not to be confused with a group of penguins in the water, which is known as a raft. They bring the West Valley zoo’s African blackfooted penguin population to 17 members strong. The brothers were born three days apart. Wall-E, named for the adorable robot in the Disney Pixar 2008 blockbuster “Wall-E,” was born July 23; and Zero, who gets his name from the invisible dog in Tim Burton’s 1993 animated oddity “The Nightmare Before Christmas,” made his debut July 26. They are the first penguins to be born at the zoo in about three years, Penguin Team Lead Sarah Nicodemus said, explaining the eggs showed up shortly after the nests were renovated. “I guess it worked,” she said. The zoo has been home to the endangered species for decades. The penguins were originally housed near the train ride and then moved to their current exhibit on the east side when it was built about 10 years ago. African black-footed penguins are found along the coasts of South Africa where temperatures reach 85-90 degrees in the summer. They pair up and mate for life. They lay two eggs at a time and stagger them about a week apart, but only one typically survives. “In the wild, the success rate is usually one out of
the two,” Nicodemus said. “And that’s just because one has a head start and so it gets more of the nutrients, so when the second one comes, it’s kind of like a survival of the fittest thing.” The babies are completely black when they’re born, and after their first molt, when they lose their down and are in the fledging phase, get gray bellies. At about a year to a year and a half old, they molt again and get their adult plumage — a white belly with gray speckles, a black band across the chest and down each leg, white on each side of the head and a black back. After that, they molt about once a year. They grow to about 2 feet tall and can weigh up to 9 pounds. Wall-E and Zero are fully grown, which happens at about 1 month old. “But at 2 weeks, they were really large,” Nicodemus said. African black-footed penguins don’t have a specific breeding season, Nicodemus said. “They kind of lay eggs whenever they want to,” she said. “However, there are two times of year that they’re more likely to lay eggs, and that’s in March and September.” The eggs containing Wall-E and Zero were laid in late May. The gestation period for an African black-footed penguin is about 40 days and adults can lay up to four eggs per year. Both parents take turns caring for the eggs, even after they hatch, sitting on the baby birds

The Black Moods headlines Apache Lake Music Festival By DARRELL JACKSON Staff Writer
Local band The Black Moods is slowly becoming one of the top rock and roll bands around and is getting the reputation as one of the hardest working bands in music. Since its formation and release of its first album in 2012, The Black Moods has performed at hundreds of dates at festivals, club shows and touring venues. Whether headlining for more than 3,000 fans or performing an acoustic set on a patio overlooking a small group of dedicated fans, the band puts its heart and soul into every performance, serving up a homegrown blend of rock and roll. “We pride ourselves as three guys who play their own instruments and perform real, old fashioned rock and roll,” lead guitarist and singer Josh Kennedy said during a recent phone interview from California where the band is touring. “I like to say we are just an old fashioned rock and
roll band, which this world needs more of.” Kennedy said his love of music came from his father, who played in bands when he was younger, and pointed him towards one of his biggest musical influences. “When I was 13, my dad told me to come check out a band that was playing on the American Music Awards,” Kennedy said. “It was Arizona’s own Gin Blossoms and I was hooked. I actually told my dad I was going to play guitar for them one day.” When he was a teenager, Kennedy said he met Gin Blossoms singer Robin Wilson and actually spent time on tour with the band. “I actually toured with them as stage manager and guitar tech,” Kennedy said. “On my 21st birthday, I got to play guitar with them and that made me realize I could do anything and I knew I wanted to play in a band.” Comprised of Kennedy (lead guitarist/vocalist), Paul Fenix (bassist/back-up vocalist), and Danny “Chi-

co” Diaz (drums), the trio blends various rock ‘n’ roll styles that span from the past four decades to form their own signature sound that resembles what would be the musical offspring of Bad Company and the Foo Fighters. The band independently released its first album in 2014 and recently released

the single, “Bella Donna,” which is getting national radio airplay. “It’s ironic that we are getting a lot of radio airplay nationally, but Arizona radio is not playing us,” Kennedy said. “We have a huge following in Arizona, to where we see some of our fans at other cities, but we just are not getting
much radio airplay in our home state, which if kind of funny.” Kennedy said the band is focused on its live show, which is filled with high energy, infectious guitar solos and attitude that can keep the crowds’ attention for hours. Having received acclaimed praise from fans and critics alike as equal parts natural talent and live performance superstars, the group delivers powerful guitar riffs, melodic bass and pounding drum to old fashioned rock and roll music. Fresh out of the studio with producer Jim Kaufman (Helmet, Megadeth, Disturbed), band has been touring since its debut album was released in April 2014. “Our new single, ‘Bella Donna,’ was produced with the aspect of capturing our live sound on record,” Kennedy said. “We wanted it to sound like our live shows and we actually recorded it in our garage, so it has that garage band feel to it and (Kaufman) pushed me vocally to not worry about
my voice breaking, so it is really raw.” The band will headline the Apache Lake Music Festival, a two-day event showcasing the best bands in Arizona, Oct. 26 and 27, playing the second day, along with five additional upcoming shows in state. “We have a great following in Arizona and blessed to have such a great reaction when we play in our home state,” Kennedy said. “Once people see us live, they may come to our shows not knowing much about us, but they leave singing or buying our merchandise and we pride ourselves on that type of success.” When asked where he sees The Black Moods in the next few years, Kennedy was quick to answer. “Hopefully we will be playing Madison Square Garden because that is on my bucket list,” Kennedy said. “We also want to play overseas, some of my favorite bands are from overseas, because we haven’t played overseas yet and that is also on my list.”

Future stars of baseball shine during 26th season of Arizona Fall League BY DARRELL JACKSON Staff Writer As the 26th season of the Arizona Fall League opens up to showcase the future stars of Major League Baseball, fans are encouraged to attend to see the next generation of players as they shine throughout the Valley. “What makes this league unique is that fans have the opportunity to see the next wave of major league players right before they break,” Director of the Arizona Fall League Steve Cobb said during a recent phone interview. “The players in an average game here, 20 to 25 players, will make the majors in a year to a year and a half, so all these players are the future of baseball.” The league features six teams, with each team allocated prospects from five of the 30 Major League Baseball teams. The teams, Glendale Desert Dogs, Peoria Javelinas, Surprise Saguaros, Mesa Solar Sox, Salt River Rafters and Scottsdale Scorpions play 30 games each with 15 at home and 15 on the road. The Desert Dogs have won the Fall League championship six times (2001, 2004, 2005, 2006, 2007, 2008), and the Javelinas have won five championships (1994, 1997, 2009, 2012, 2017). “The league is sponsored by MLB and we play an allstar game, which will be in Scottsdale on Nov. 17,” Cobb said. “The league is broken into two divisions with the winners playing a championship game at the end of the season with the winners getting championship rings.” Over the past 25 years, the Arizona Fall League has been showcasing young stars of Major League Baseball, including current standouts Mike Trout, Aaron Judge, Bryce Harper and Kris Bryant. “If you come to watch games, all the players are high
level and there could be 40 to 50 in each game that are major league prospects,” Cobb said. “You get to see them up close, and they are players that are the future of the league.” Hundreds of future Major League All-Stars have come through the Fall League since its inception, including Mike Piazza, the first AFL alum to get enshrined in the Baseball Hall of Fame in Cooperstown. There have also been 29 Rookie of the Year Award winners, 17 MVP Award winners (20 total awards, with Albert Pujols winning three) and six Cy Young Award recipients (eight awards, with Roy Halladay and Max Scherzer winning twice each) who put the finishing touches on their minor league development in Arizona over the two and a half decades of the league’s existence. “Players in the Fall League range from Class-A to AA, but they could have up to two years of total major league service time,” Cobb said. “Which means they can have up to 360 days on a major league roster and still play in the Fall League.” Each major league team must assign a minimum of seven of their minor league players to the league, with the normal assignments being four pitchers and three position players. Among the top prospects on this year’s rosters include Dodgers catcher Keibert Ruiz (ranked No. 37 of the top 100 prospects) and Yankees outfielder Estevan Florial (No. 46) with Glendale and Braves outfielder Cristian Pache (No. 55) with Peoria. “There’s a two-pronged mission to the AFL,” Cobb said. “One is for the players to accelerate, and hopefully jump a classification, while the second is for the managers and umpires to develop. For those who aspire to be major league managers, this is a place to gain additional experience. The AFL provides employment opportunity to enhance managers’ and coaches’ skills to better im-

prove and advance.” Glendale is managed by former major league infielder Dave Anderson, who played for 10 seasons with the Los Angeles Dodgers and San Francisco Giants, winning a world series with the Dodgers in 1988. Peoria is managed by Daren Brown, who was interim manager of the Seattle Mariners in 2010, winning 19 of the 50 games he managed. “Managers have had some good success, with Dusty Baker as a good example of a field manager who had not had managerial experience until he had managed here in ’92 for some seasoning,” Cobb said. “Then he became the field manager of the Giants for a decade before joining the Cubs. And he was the National League Manager of the Year three times, 1993, 1997 and 2000, so fans can see future managers, as well.” Tickets to games cost $9 for adults, and $7 for children ages 3 to17 and senior citizens 55 and older. Seats are not assigned. Group tickets for 20 or more are available for $5 apiece. The AFL sells individual season passes ($75 for seniors and $90 for adults) and family passes ($125 for up to six people).

Obituary
100 Years Anniversary Celebration
Russell C. Burner passed away Sept. 3, 2018, at his home in Peoria. Mr. Burner was born on Feb. 13, 1943, in Cleveland to Richard and Ethel Burner. The family moved to Litchfield Park in 1948 and then settled in west Phoenix. Mr. Burner graduated from Carl Hayden High School in 1961. A retired Teamster, he loved hunting, fishing and vacationing in the White Mountains of Arizona with his family, where he met his bride in the summer of 1961. Mr. Burner is survived by his loving wife of 56 years, Linda Marie (Frye); sons Coit (Valerie), Barry (Heather), and Will (Heather); grandchildren Ryan, Morgan, Jackson and Ellie; step-grandson Darien; step-great grandson Karsen; brother and sister-in-law Glenn and Cathey Burner of Louisiana; and many nieces and nephews. In addition to his parents, he was preceded in death by his sister, Ruthe. Family and friends are invited to a celebration of life Russell C. Burner from 2 to 5 p.m. Nov. 4 at Coit’s and Valerie’s home. For more information, call or text Coit at 623-695-3342. great plan for your life, isn’t it time we started believing Him? God doesn’t want something from you. God wants something for you. All God is trying to do is put us in a position to succeed. How? By showing us the right targets to aim at, causing an abundant life, not abundant strife. God not only redeems, God lifts you and aims you at new heights, new realms and new dimensions. So, what do we aim for? What is a better target? Let me give you a hint. When you aim at earth you get nothing. When you aim at heaven, you get earth thrown in. You also get an attitude that attracts real success. Life runs to you, not from you. You see, it’s not the load that breaks you down, it’s the way you carry it. Our takeaway today? Get a target that is best for God, you and those around you. Then aim at that target. Do what you need to do now to get to your next target or you’ll never get there. Here’s another metaphor using a camera saying the same thing as the aiming-at-a-target metaphor. Life is a camera: Focus on what’s important, capture the good times, develop from the negatives. When you take a bad photo, take another shot. Note the focus: It’s vitally important to focus on what’s important. Why? What you focus on is what you become. NOTICE OF HEARING NOTICE OF REQUEST FOR QUALIFICATIONS CITY OF GLENDALE NEW ROAD IMPROVEMENTS BALL PARK BOULEVARD / MARYLAND AVENUE Project No. 181901 CONSTRUCTION SERVICES The City of Glendale is seeking a qualified construction manager/general contractor to provide design phase assistance and construction services as the Construction Manager at Risk (CMAR) for a City of Glendale project which will complete the roadway connection from the Glendale Spring Training Complex to the Westgate Shopping Center and State Farm Stadium. Because the scope of this project is still being defined the estimated cost is between $10M to $15M. All qualified firms interested in providing the required services are invited to submit their Statement of Qualifications (SOQ). All SOQ’s must comply with the requirements specified in this Request for Qualifications (RFQ). PROJECT DESCRIPTION The Glendale Spring Training Complex is located on Camelback Road, between 107th Avenue and Ball Park Boulevard. Ball Park Boulevard currently ends just north of the Glendale Spring Training Complex. Construction of the new roadway will start at the end of Ball Park Boulevard and continue northeast, along the east side of the New River, to the proposed new alignment of Maryland Avenue, where the new roadway will continue east to 99th Avenue. The new roadway will be five lanes wide starting at the end of Ball Park Boulevard to the Maryland Avenue alignment and three lanes wide along the Maryland alignment to 99th Avenue. New bridges will be constructed at the Bethany Home Outfall Channel and the Grand Canal drainage ditch in the Maryland Avenue alignment. SCOPE OF WORK The City is seeking a qualified Construction Manager at Risk (CMAR) to provide pre-construction and construction services during the design and construction phases of this project. The City entered into a professional services agreement with an engineering firm for the design of this project. The CMAR will work closely with and be an integral part of the design team during the design phase of this project. The CMAR begins with the firm in an agency support role for pre-construction services. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract. The CMAR will be responsible for construction means and methods. The CMAR will also work closely with the City and design engineering firm during the design and construction phases of this project. PRE-SUBMITTAL CONFERENCE A pre-submittal conference will be held on Thurs-
day, November 1, 2018, at 10:00 a.m., at Glendale City Hall, 5850 W. Glendale Avenue, Suite 315, Glendale, Arizona. At this meeting, staff will discuss the scope of work, technical components, general contract issues and respond to questions from the attendees. Because City staff may not have time to respond to individual inquiries regarding the scope outside of this pre-submittal conference, it is recommended that interested firms send a representative to the pre-submittal conference. Alaska USA Federal opens Glendale Operations Center
Alaska USA Federal Credit Union celebrated the grand opening of its Glendale Operations Center at 5551 W. Talavi Blvd. Oct. 10. The event included a meet and greet, a ribbon-cutting ceremony, and a presentation from Glendale Mayor Jerry Weiers and President and CEO of Alaska USA Federal Credit Union Geoff Lundfelt. “We are excited to open our new Glendale Operations Center, the largest office building in the area, and we look forward to the future as we step into our role of becoming one of the top employers in the market,” Lundfelt said. The new Operations Center currently houses nearly 200 Alaska USA employees who provide back-office support to ensure
that credit union members have secure, reliable access to the tools, services and support they need to manage their finances. Card services, collections, consumer lending, item processing, a contact center, mortgage operations, personnel offices and regional branch administration will all be housed within the building. The Glendale Operations Center marks Alaska USA Federal Credit Union’s 10th facility in Maricopa County. Alaska USA Federal Credit Union is a member-owned, not-for-profit financial cooperative with $7.6 billion in assets and more than 650,000 members worldwide.
