Glen Lakes gets 90-day reprieve By DARRELL JACKSON Staff Writer
After the city manager recommended closing and selling of the city-owned Glen Lakes Golf Course, councilmembers changed course and gave the course a reprieve of 90 days for review and public input on the future of the land. City Manager Kevin Phelps recommended option three, which would have the city sell the land and develop the site as residential, commercial and a neighborhood park. “If we are going to
start fixing our parks, we have to start somewhere,” Phelps said. “This has been a bit of a challenge because, suffice to say, I play 100 rounds of golf a year. Nobody loves the sport more than I do, but part of my struggle with my recommendation and the notion of closing down the golf course does not come easy.” During the Oct. 23 workshop presentation, Assistant City Manager Tom Duensing gave three options for the future of the land located at 5450 W. Northern Ave. The three options were, one,

continue to operate as a municipal golf course; two, repurpose the site as a regional park, or three, repurpose the site as development and a neighborhood park. “In option three, we would require a component that nine acres be turning into a neighborhood park to serve the community,” Duensing said. “If we do that, we estimate revenue from the sale of the property from $4 to $4.8 million.” Add that to the $429,000 that has been allocated a More GLeN LAKeS oN 2
Review leads to justifying sale of St. Vincent de Paul building Salvation Army needs bell ringers By DARRELL JACKSON Staff Writer
A council workshop presentation aimed at updating councilmembers on city-owned property and assets quickly turned into a justification for the recent sale of the former St. Vincent de Paul building. The original presentation was to show councilmembers all the available properties the city owns and which were available for sale. Nearly 10 years after purchasing the old St. Vincent de Paul building at 7018 N. 57th Ave., and more than four years of being empty, the city approved the sale of the structure Oct. 8 to C+D LLC for $25,000 with the caveat that the new owner pay nearly $500,000 for any and all improvements to the building.
It’s a familiar sound during the holiday season. What many people may not realize is that without volunteers, The Salvation Army Glendale must pay bell ringers, who are not volunteers, $10.50 an hour. That is money that could be going into the bank to help pay for services provided by The Salvation Army to local families in need. So, the call is going out to individuals, service clubs, churches and the business community to answer with a resounding, “Yes, we’ll do it!” Volunteers who want to help
should be willing to work either a four-hour shift or an eight-hour shift any day of the week at any of the 16 locations in the Glendale area that have offered space for bell ringers. The bell ringing begins Nov. 16 and ends Dec. 24. The Salvation Army Glendale Major Clem Leslie said his chapter has been asked to increase its volunteer corps by 50 percent at the 16 Glendale locations. “We’re trying to raise $152,000,” Leslie said. “By helping The Salvation Army, volunteers are helping

Transparency and sale come into question
During the Oct. 23 workshop, the sale again came to the forefront during discussion of selling city property and the eventual creation of an official council policy for selling city assets. Currently, the council discusses the selling of city assets during executive sessions (which was done on the St. Vincent de Paul sale) and several councilmembers believe staff should list every city-owned property to the public. “I think we could be the most transparent by putting a list of parcels on our website. That way, if there are any offers on the properties listed, then we could go into executive session to discuss how to proceed,” Yucca District Councilmember Joyce Clark said. “I would suggest we get them listed on our city website.” While most councilmembers agreed, they also realized the reasons needed for executive sessions for specific discussions. “There is a role for executive session for sale of property, and I think what is incumbent on council to determine if we are interested in selling property and the way we may do that,” Barrel District Councilmember Bart Turner said. “If we are dealing with a large retailer, we may want to do it in executive session so it is low profile and we don’t start a bidding war with another city for that type of business.”

GLEN LAKES: Residents have opportunity to find volunteers or lower-cost contractors, From 1 year for management of the course and the city could see a windfall of nearly $5.5 million that Phelps said would be put into the budget for parks around the city. “Look, I have been here for around 30 months and there are a lot of great things happening, but we are woefully underfunded for our parks system for operating and capital allocation for our parks system,” Phelps said. “Not a little bit, not just some, we are woefully underfunded where we spend per resident is $44.80 and other large cities in the Valley, the next lowest, is 57 percent more per citizen that what Glendale spends.” The purpose of the workshop was originally to gain council consensus on selecting one of the proposed options for staff to move forward with, but the council came up with a fourth option to give residents 90 days to find volunteers or lower-cost contractors to offer their services to improve the course.
Council questions cost estimates
During Duensing’s presentation, he stated staff research estimated costs to improving Glen Lakes at between $5.1 million and $7.6 million based on estimates. Among the issues that need repair include between $2.1 million and $2.9 million to rebuild the pro shop and clubhouse, $800,000 and $1 million for irrigation system, and $750,000 and $1 million for a new maintenance facility. “We are not just a little bit away from fixing this, we have significant issues all across the board that is factored into my decision,” Phelps said. Staff showed pictures of numerous holes in the roof at the pro shop, fences that were falling over, roofs with rotting and crumbling wood and exposed electrical panels among the major issues at the course. Barrel District Councilmember Bart Turner questioned the financial numbers presented for repairing the course. “When I look at the

cost estimates, and some of those number are between $5 and $7 million depending on high and low estimates,” Turner said. “It is my recollection that Grand Canyon University spent $10 million building their golf course and that is an 18-hole, championship course with a new golf course with a new clubhouse.” GCU spent $10 million renovating the former Phoenix Maryvale Golf Course in 2015, rebranding the course as Grand Canyon University Golf Course, which was not in the same shape as Glen Lakes.
“I think we need to be realistic of what our expectations for Glen Lakes would be,” Turner said. “Players are happy with what is there course-wise and it just needs to be well maintained and in good, safe condition with great playability, and that is what we people are looking for.”
Staff says community will donate time, work
Numerous councilmembers said one reason to hold off on making a decision was because they have received information about people and
companies interested in volunteering their time and supplies to assist in saving Glen Lakes. A number of councilmembers said the city should also use the time to host more community meetings on the topic. “I still say we need to have some community meetings on this and allow our (parks and recreation advisory commission) to review this,” Turner said. “This is park and open space and has been in our master plan for years, and once you develop open space, you don’t get it back if you change your mind and want more open
space.” Ocotillo District Councilmember Jamie Aldama and Turner said the issue should be sent back to the parks and recreation advisory commission to review and offer their suggestions after community meetings are held. “We need to respect our board and commission, and we have disrespected them a few times in the past, and we need not do that now,” Turner said. GLEN LAKES: City manager says major work needs to be done as well, From 2 contractors who are willing to offer free or reduced cost repairs, there were questions about those offers. “If members of the community want to step up and save this course, this is their chance to step up now,” Sahuaro District Councilmember Ray Malnar said. “I believe 90 days is substantial to bring these offers forward and see if they are useable and then bring back to council for a decision.” Phelps was quick to reiterate that it is not just repairs that are needed at Glen Lakes, but major work needs to be done, as well. “The issues there are significant, but are they fixable? Yes,” Phelps said. “Are they fixable with a well-intended citizen brigade? No. You have got to get the main part of that building taken care of because what point is there fixing electrical problems when it rains, water pours into the building? There is also considerable dry rot in those buildings.”
Golf round costs declining
Duensing added that golf round costs continue to decline nationally, with rounds decreasing at 11.2 percent over the past

five years to the lowest numbers since 1985. After a high nationwide of more than 500 million rounds played in the United States in 2000, the number of rounds has dropped to approximately 450 million in 2017. For Glen Lakes to break even in operating costs, staff estimated they would raise green fees from the current $17.59 to $20.27, and they would have to have a minimum of 42,492 rounds played a year. Last year, staff said Glen Lakes hosted
14,182 rounds, which means play would have to increase by 200 percent just to break even financially. At Glen Lakes’ height of play, during the year 2005, the course hosted approximately 50,000 rounds, according to Public Facilities, Recreation and Special Events Director Jim Burke, with estimates as high as 60,000 at its peak. “I, like other councilmembers, were waiting to hear this as I grew up just north of the course and played there when
I was young,” Cactus District Councilmember Ian Hugh said. “The numbers are staggering to me. Just to break even, we need an immense increase in golfing after upping the rates, which never happens in business. If more discussion is needed, that is fine, maybe someone will come up with something but I just don’t see it getting better.” Vice Mayor Lauren Tolmachoff was quick to point out she was not in favor of more time and believes they were not mak-
ing the correct decision. “What we are doing I do not think is fiscally sustainable or responsible, and basically, we are subsidizing golf is not fair to the tax base of the city,” Tolmachoff said. “I don’t feel it is fair to subsidize something for about 14,000 people a year that is paid for by the rest of the taxpayers in the city.” Mayor Jerry Weiers also wondered if they delayed their decision, could the city’s other course — Desert Mirage Golf Course — be facing city assistance. “Look, we don’t hate the golf course, it just hasn’t proven itself over time whether the city didn’t invest proper money or it had lousy management and city didn’t inspect it, we are where we are,” Weiers said. “We have another golf course that is barely making it, but they are making it without the city having to put money into it. With the decline in golf course and with Top Golf doing incredibly well, do we want to put more money into something that does not appear to have a long life? We have been on this over a year and we put half a million dollars a year into it to get where we are today and I don’t know why we keep putting this off.”

Family Promise of Greater Phoenix opens Glendale site By DARRELL JACKSON Staff Writer
As Family Promise of Greater Phoenix Executive Director Ted Taylor was preparing for the grand opening of his organization’s newest location in Glendale, he had high hopes for the homeless facility. “Our goal is to rescue 40 to 50 families in the West Valley and the reason for this newest location is that there is a waiting list of over 200 families looking for assistance around the Valley,” Taylor said. Family Promise rescues primarily first-time homeless families from the streets and provides emergency shelter and basic needs in a 60-day program designed to assist them to attain self-sufficiency. “We focus on families because a third of the families that end up on the streets will lose their children because they will be classified as unfit parents,” Taylor said. “We are like a survival shelter and I feel

like the faster we can get into this community, which is where a lot of families come from in the homeless sector.” INCOMPLETE SENTENCE Family Promise, whose original location is in Scottsdale, utilizes resources and referrals to focus on securing employment and affordable housing. The program model is
based on a national model that has been highly successful, with more than 80 families accepted into the program that have moved into sustainable housing. Family Promise partners with more than 30 interfaith congregations across the Valley to provide safe overnight shelter, food and compassion to families in crisis.

“Glendale was our first choice when searching for a new location and when we first met with (Mayor Jerry Weiers) about eight to10 months ago, he told us he was all in,” Taylor said. “He found this location and has been amazing in assisting us.” Weiers was quick to welcome the new facility to the city. “I welcome Family Promise to the City of Glendale with open arms because it’s going to make a positive difference in the lives of our citizens,” Weiers said. “They have a successful model that engages the faith-based community and gives Glendale another tool in the toolbox for breaking the cycle of homelessness.”
Family Promise goal
Family Promise of Greater Phoenix is part of a national program that’s been operating for 26 years and with this new location, the goal is to end the waiting list for homeless families. “Our ultimate goal is to wipe out that waiting list completely,” Taylor said. “We have been rescuing 100 families a year but nobody knows us and now is the time to get known because we believe with our staff we can solve the entire waiting list in the Valley.” Taylor said the Glendale location is not a livein facility, but the first step in the process to getting families off the streets. “When a family shows up here, this is not the actual first step, but they have been screened by phone,” Taylor said. “They have already been screened by phone through police,
schools, hospitals, churches and housing hub.” They are then given a scheduled time to come in when the staff confirms what they have been told about drug use and other things. All subjects are also given a full United States background check to confirm they are not violent criminals or sexual offenders. Once they have been cleared, subjects are transported to a church congregation, where they are cleaned up, clothed, fed and given a separate temporary living facility at the congregation. “They are given either a room or a draped-off area at the congregation, so that the family has their own separate space,” Taylor said. Once they are set up, Taylor said staff works quickly to get the families back on their feet. “Day two, we work fairly quickly to get them work and kids back in school,” Taylor said. “Then, we quickly work to get the families into affordable housing because the average stay in congregation is 43 days, with a maximum of 60 days.” People are transported to and from work by Family Promise, and the congregation knows in advance who will be staying with them. They are fed free of charge at the congregation each night at 6 p.m. by volunteers. “We already have five congregations in this area and are seeking another 12 to make things even better,” Taylor said. “In all, we have about 30 congregations in the hopper right now.” Along with employ-
ment, housing and education, Taylor said Family Promise continues to work with the families for 24 months after they are placed in affordable housing. “After we help move them into affordable housing, we work with them for 24 months after that to make sure they are successful,” Taylor said. “We don’t leave them alone because our belief is that community is a critical component for these families, so we wrap them in the community and make sure they continue to move forward.”
Community concerns
Among the issues homeless facilities have faced from residents is being against having a homeless facility in their neighborhood. Taylor said the City of Glendale has been very supportive with the addition of the facility in the West Valley. “The city, from a human services side of things, has been so supportive of this project,” Taylor said. “When the word homelessness is used, it creates a stigma, which is unfortunate, because families do not end up on the street corners begging for money because they don’t want to be seen.” While Taylor said he has not heard of any complaints from local residents in Glendale, he is quick to ease any fears they may have. “This location is not a live-in facility, this is more the office side of things,” Taylor said. “There are no living facilities on site,

PROMISE: Everyone welcome to visit, From 4 they live at congregations, so instead of this being a site-based shelter, we shuttle them in a 15-passenger van to hosting congregations every night.” As most citizens question homeless facilities, Taylor was quick to point out the way Family Promise is different from other facilities. “The most important thing I would like citizens to know is that these families are just like us, they are normal people who are facing tough situations,” Taylor said. “We have served police officers, nurses, teachers, construction
workers, singers and computer scientists. We are situationally helping them and I want people to know that these people are just like us.” He added that everyone in the community is welcome to stop in and see Family Promise in person. “Everyone is welcome to stop by and meet these people without an appointment and you will fall in love with them,” Taylor said. “These are amazing people who just don’t want a hand out, they want a hand up and get back into the workplace to help their families.”

Correcting misconceptions about St. Vincent de Paul deal I appreciate that two of my fellow City Councilmembers recently took the opportunity to explain their support for the sale of a city owned 7,000-squarefoot building in downtown Glendale for $25,000. I am happy to share with your readers why I opposed that sale, but before I do, I need to correct a few misconceptions. First, the St. Vincent de Paul building has not been sitting empty and deteriorating for 10 years. The city purchased the building from the St. Vincent de Paul Society in 2008 and leased it back to them for the next seven years. Secondly, the building is in good repair. True, the building has been unoccupied for the last three years, but it has been maintained by the city as needed over that time. The building appears to be weather tight, and remains free from vandalism or other damage. Built as retail space, the building has a wide-open floor plan with original roof support posts running down the middle of the space. The two restrooms would need to be modernized to ensure handicapped accessibility. According to a city analysis from
just one year ago, the roof structure, exterior walls, and floor slab do not need to be replaced. Naturally, electrical, plumbing, and HVAC requirements would vary with the intended future use. In short, this building is in no better and no worse condition than most others in our downtown. Lastly, the current interested party, C+D Industry, is not the first or only group to express an interest in purchasing or leasing this building from the city. An adjacent property owner has repeatedly expressed interest in purchasing the building, and had even reached an agreement with the city in 2012, but the city changed its mind. The offer for the building at that time was somewhere north of $400,000. Other recent attempts to activate this building have been made by a micro-brewery and an arts center. No doubt, the fact that twice since 2014 the City Council has stated in open meetings that the building is not for sale has reduced additional inquiries into its availability. Now, to my concerns about the proposal at hand. In addition to the
GueST CoMMenTary
Bart Turner Councilmember Barrel District low $25,000 sale price, the development agreement promises the new owners a $10,000 credit toward building permit, plan review, and inspection fees and a $50,000 matching grant from the city to offset costs necessary to bring the building up to current building code standards. In short, one could say, Glendale taxpayers are paying C+D Industry $35,000 to purchase the building. The building and surrounding property is zoned Pedestrian Retail and is within our newly designated Entertainment District. C+D Industry intends to manufacture outdoor tables and benches from welded steel and reclaimed lumber. You can see their product line at www.cplusdindustry. com. In that this use is not allowed in Pedestrian Retail zoning, the building would most likely need to be rezoned to M-
1 (light industrial). This type of “spot zoning” is generally frowned upon in that it locates conflicting uses adjacent to one another. Other businesses on this block include a hair salon, a restaurant, and attorney’s offices. It has been represented that this new business will add significantly to sales tax revenues the city receives from our downtown. From the C+D Industry website, though, it seems they sell most of their product via the internet or wholesale to designers. Generally speaking, local cities do not receive sales tax revenue from internet and wholesale activity, so tax revenue expectations may need to be adjusted. The sale of the building does not include any dedicated parking. For most retail business, that would not be an issue because there is ample free public parking available throughout our downtown. However, for a business that will need to have heavy steel and lumber delivered by truck this could be a problem. In the development agreement linked to the sale of this building the city agrees to create a loading zone for this business if requested. This would mean the loss of
on-street parking spaces which are currently used by neighboring businesses and their customers. The other major area of concern I have regarding this sale is that the process has not been transparent. Twice in recent years, the Council has said this property was not for sale. Before any discussions were entered into with anyone seeking to purchase the building, the city should have first determined if there was any city need for the building, and if not, declared the property was for sale. Then it should have been advertised for sale with a sign on the building, by listing it with a commercial real estate broker, or by initiating a request-forproposals process. We should have then considered all ideas and offers, and then decided on which was best. I feel the City Council owed it to our citizens to be transparent and to publicly offer the property for sale. The current proposal might have turned out to be the best but unless we go through an open and transparent process the Council is not going to know that, and our citizens are not going to know it, either.

LETTERS: From 6 • Consistently make themselves available to all members of the community and refer concerns to the appropriate district personnel. • Have exhibited confidentiality in appropriate matters and with privileged information. • Continue to represent the district and board to the public in a manner that promotes both interest and respect. • Have demonstrated exemplary attendance at all Governing Board meetings, Governing Board workshops and conferences, and other district and school related events. • They are always wellinformed and prepared for Governing Board meetings and other district business related events. • Bartels and Smith both volunteer at schools in the district. • They demonstrate their advocacy for students, employees, and community members at the state and federal level when appropriate. Their advocacy, whether at the state or local level, is consistently demonstrated in a professional and respectful manner. Again, our participation in the political process is
opportunity to advocate for our families, communities, and in this case, our schools and everyone associated with them. With the current political climate in our country, it is critical we support and vote for those individuals who advocate for the greater good and continue to demonstrate outstanding character. I will vote for Bartels and Smith in the upcoming election and encourage you to support them. Ian Hugh
Do no harm
A Spanish proverb, “Tell me what you brag about and I’ll tell you what you lack” came to mind as Debbie Lesko tried to convince her constituents she a “good fit” for us. I was “blinded by the I’s” (18 Ime-my’s) in her 336-word ego-fest. (She must have been absent the day her grammar teacher taught the limit-your-I’s-lesson.) Actually, Debbie, you are not a good fit for us and we are sickened by your lies regarding Hiral Tiperneni. We want no part of your Trump America with the hateful, dangerous, rhetoric, disregard for the sick and elderly, minority,

You support Trump’s ludicrous wall that is downright silly if it weren’t so scary instead of considering humane, effective immigration reform. You have zero interest in strengthening our healthcare system, yet every intention of destroying our public schools and consequently disadvantaging those at the lower socioeconomic rung you profess to care about, not to mention throwing teachers under the bus. You wrote: “The differences between me and my opponent are clear.” (Boy, I’ll say.) Hiral Tipirneni’s commentary contained 496 words to which she used “I-me-my” twice. She specifically wrote what she intends to do with an intellectual, open mind. She understands the office of Congress is larger than herself and there is no place for the “I-me-my” you cling to because your content is shallow and your character weak. The Hippocratic Oath Tipirneni has sworn reads, “primum non nocere” (first do no harm). Perhaps it’s

Voters have 5 ballot measures to consider on Election Day
By CARY HINES Assistant Editor
In addition to a host of federal, state and legislative races, voters will have five ballot measures to consider on Election Day, which is Nov. 6 this year. Proposition 125 would increase pension funding for corrections officers and elected officials. Every elected official from Legislative Districts within Glendale’s and Peoria’s boundaries, as well as U.S. Rep. Debbie Lesko, R-District 8, are in favor of Proposition 125, according to the 2018 General Election Publicity Pamphlet. Proposition 126 would prohibit new or increased taxes on services such as auto repairs, haircuts and childcare. Proposition 127 would require electric utility companies to increase the portion of their retail energy sales generated from certain types of renewable energy resources, not counting pre-1997 hydropower or nuclear. It would
also mandate they increase their use of energy generated and distributed from customers’ premises. Those in favor of Proposition 127 include Hazel Chandler, Democrat candidate for state representative in District 20, David Garcia, Democrat candidate for governor; and Sandra Kennedy, Democrat candidate for corporation commissioner, according to the publicity pamphlet. Those against Proposition 127 include Glendale Mayor Jerry Weiers; Peoria Mayor Cathy Carlat; Glendale Chamber of Commerce President and CEO Robert Heidt Jr.; Peoria Chamber of Commerce President and CEO Guy Erickson; state Rep. Cesar Chavez, D-District 29; state Sen. Robert Meza, D-District 30; U.S. Rep. Debbie Lesko, R-District 8; state Sen. Rick Gray, R-District 21; and Maricopa County Supervisor for District 4 Clint Hickman, according to the pamphlet. Proposition 305 would expand eligibility for education empowerment scholarship accounts, which
are used to pay for tuition, books, etc. for private or home-based schools. The scholarship amount is equal to 90 percent (100 percent for low-income students) of the allotted funding that otherwise would have gone to the student’s public school district or charter school. Proposition 306 would prohibit candidates who finance their campaigns through the Citizens Clean Elections Commission from transferring any campaign funds to groups that attempt to influence elections. It would also subject the Commission’s rulemaking procedures to the regulatory oversight that applies to other state agencies. To read the full text of each ballot measure, including arguments for and against, go to www.azsos. gov/ and click on “Elections” and then on “2018 Publicity Pamphlet & Town Hall Information,” or for more brief synopses, click on “2018 General Election Candidates and Information” and then on “Ballot Measure.”

Annual Heroes Patriotic Luncheon Nov. 13 Community invited to participate The 16th Annual Heroes Patriotic Luncheon, hosted by the Veterans Medical Leadership Council (VMLC), provides the opportunity to honor and celebrate veterans and military service members who have, and continue to, “stand in the gap” to defend liberty and freedom. The event, chaired by VMLC Council member George Bliss, owner of Bliss Realty & Investments, is open to the community and will be held Nov. 13 at the Arizona Biltmore Resort. The luncheon is being presented by PetSmart and PetSmart Charities. “The VMLC is a non-profit organization composed of veterans who volunteer to help our comrades that have fallen on hard times,” VMLC President Sam Young said. “Through our Returning Warrior program, we are able to provide financial assistance to veterans who
need help with housing, utilities and/or vehicle repair. Thanks to donors who care about our veterans, over the years, we have been fortunate to provide over $1.5 million to assist our heroes in need.” This year’s keynote speaker is Phoenix native Staff Sgt. Kristopher Warren, who served for more than nine years in the U.S. Marine Corps. Post-9/11, Warren’s unit was involved in every major fight to clear out the Republican Guard and ultimately search for Saddam Hussein. To register for the luncheon online, donate or find more information, visit www.arizonavmlc.org. Pow wow to celebrate Native Americans, veterans By Cary Hines AssistAnt Editor Everyone’s invited to the 18th Annual Veterans Day Weekend Traditional Pow Wow Nov. 10 at Arizona State University West. A pow wow is a gathering, a way to share and celebrate, said Jacob Meders, Arizona State University School of Humanities, Arts and Cultural Studies assistant professor. It’s not ceremonial, so it’s open to the public, he said, adding the intertribal event is very social, and is an opportunity to share, tell stories, dance and sing. “Pow wow’s a great time to learn,” said Meders, who is a member of the Mechoopda tribe in northern California. “We’re opening up our culture to people, who we are to the public.” The event has always been held on Veterans Day weekend, said Bobbi Magdaleno, ASU Office of Government and Community Engagement executive director. “The tradition started back in the year 2000 when our student organization started this event as a way to recognize both veterans and Native Americans,” she said. Meders said it’s important to celebrate Native American culture because “You’re on Indian land, it’s still Indian land, we’re still here. There’s a lot of things we know about this land.” The event, which runs from 11 a.m. to 10 p.m. on the Fletcher Library Lawn at the campus at 4701 W. Thunderbird Road,

WHAT: 18th annual Veterans Day Weekend Traditional Pow Wow WHEN: 11 a.m. to 10 p.m. WHERE: Arizona State University West, 4701 W. Thunderbird Road COST: Admission and parking are free INFO: asuevents.asu.edu/west will open with gourd dancing from 11 a.m. to 12:30 p.m., followed by the Pow Wow Grand Entry at 1 p.m. Dancing and
music will continue from 1 to 5 p.m., with a dinner break scheduled from 5 to 6 p.m. Gourd dancing will resume from 6 to 7
p.m. and the Veterans Recognition and Grand Entry is set for 7 to 7:30 p.m. “We see the most activity during the grand entry at 7 p.m. and the veterans recognition,” Magdaleno said. Since the event is on Veterans Day weekend, it competes with other Veterans Day celebrations, but Magdaleno expects around 2,000 people to attend throughout the day, she said. More dancing and music will round out the evening from 7:30 to 10 p.m. New this year is an artists’ demonstration area. “Each year, we try to add a new, exciting component,” Magdaleno said. Funding for the artists’ demo area comes from the West Valley’s only casino. “We’re super stoked because we got funded by Desert Diamond,” Meders said. “We had this idea like, hey it’d be cool if we actually had a demo area. They found out we had this idea and at the last minute, they funded it.” So far, three artists have been confirmed with a possible fourth, Meders said, adding their works range from traditional to contemporary. “We have one who will do aerosol, another will do screen printing, not sure about the third artist, she does a lot of different art, they’re very established,” he said. Teachers of the Future, ASU’s student teachers club, will host a craft area for children. Food, including traditional fry bread, will be available for purchase.

Consider all the evidence A very excited gentleman called me and complained. The judge ruled against him and the evidence at best was a tie and ties goes to the defendant. He said the judge told him a civil traffic case was to be tried to a preponderance and explained the judge puts the evidence on an imaginary scale and the side that places a little more evidence on the scale wins and ties go to the defendant. He said he was charged with running a red light and the officer said the light was red, and he said the light was green; that is all the evidence that was presented.
Lessons from the Bench
Quentin Tolby Retired Judge That is a tie and a tie goes to the defendant. The judge found him responsible and fined him $170. He was angry. I said the judge explained preponderance correctly, but might have left out something in his explanation. The judge must determine the weights of the evidence before he places it on that
imaginary scale. Yes, the officer said the light was red and you said it was green. That sounds equal, but the judge must determine how much weight each person’s testimony should receive. Just a few of the things a judge might be thinking about are the witness’ ability to see, the quality of his/her memory; the witness’ manner while testifying; whether he/she has any motive, bias, or prejudice; and the reasonableness of the testimony. It appeared in your case the judge gave more weight to the officer’s testimony. I once had a case where the testimony of one old man weighed more than six young
men. The young men all told the court the same story verbatim. It seemed like each was reading from the same script and it seemed very unlikely every passenger in the car would have been able to see and be looking at the light and checking the curb line at the same time as they entered the intersection at 45 mph. The one old man said he was sitting at the light and when it turned green, he pulled forward very slowly. I found one man’s testimony carried more weight than the six other men. Lesson: Consider all of the evidence in light of reason, common sense, and experience.”
Police investigate fatal accident involving ATV At approximately 1:44 p.m. Oct. 22, Glendale Police responded to 53rd and Luke avenues regarding reports of an accident involving an all-terrain vehicle (ATV). Witnesses reported that two occupants were ejected from the vehicle and in need of medical attention, police said. Officers said, upon arriving on scene, the ATV was located off of the roadway along with the two adult males who had been ejected. The driver of the ATV, identified as Matthew DePaolo, 30, was found to be suffering from life-threatening injuries and was transported to a local Valley hospital. The passenger, identified as Larry Smith, 54, was pronounced deceased on scene. Police said witnesses reported that DePaolo was test driving the ATV following some engine modifications and lost control causing the ATV to leave the roadway and roll multiple times. Neither occupant was discovered to be wearing a helmet or seat belt, resulting in both of them being ejected, police said. Officers said no evidence indicated that impairment was involved; however, speed is believed to be a factor. At the time of this release, police reported DePaolo is still receiving lifesaving treatment at the hospital.

Domestic violence warrant roundup ends By CAROLYN DRYER Editor It was a busy two days for Glendale police officers as they conducted their annual domestic violence warrant roundup. Every year in October, which is Domestic Violence Awareness Month, officers conduct the warrant roundup. Two officers conduct the door knocks, depending on the warrant, and if they suspect the person named on the warrant may be predisposed to violence, the call could involve additional backup officers. The last day of the roundup was relatively quiet. The search was on for a homeless individual. Detective Rob Anselmo and Adult Probation Officer Frank Sanchez drove to locations in the city where the individual was known to frequent. They stopped in an alley, where the individual’s female friend was looking after two shopping carts piled with blankets and clothing, among other items. When asked where her friend was, the woman pointed to Bonsall Park, saying he left to go to the playground at the park. While making a U-turn to leave the alley, the officers noticed a marked patrol vehicle on the other side of the road near a makeshift homeless shelter in the corner of a vacant lot. Two other police officers, Detective Keith Pledger and Warrant Officer Anthony Cano were walking the perimeter of the garbage-laden lot.
Finding no other individuals, Pledger and Cano agreed to join the original unit and they headed for Bonsall Park. Anselmo responded to a question about homeless individuals and how officers react to complaints in that segment of society. Basically, just like any other complaint. The only problem is it is a little more difficult to find them. “Transient domestic violence is difficult; he (a suspect) looks like everybody else out there,” Anselmo said. The description is pretty much the same: dressed in hand-me-downs, unshaven, long bedraggled hair — and pushing a shopping cart overflowing with various items of clothing, plastic bottles and blankets. Officers made a stop just before pulling into Bonsall Park when they noticed an individual they thought could be the suspect they were seeking. As it turned out, the man was similar in appearance, but provided identification to prove he was not the suspect. Sanchez said the homeless man was very cooperative and Sanchez realized he was severely mentally incapacitated. Sanchez gave him a bottle of water and he and Anselmo headed for Bonsall. About half a dozen homeless individuals were either under the southern ramada or sleeping on the grass south of the small lake at Bonsall. A walk-around was made and officers decided their call was futile and looked on their list of remaining names to check out before they ended the roundup.

Detective Rob Anselmo stands nearby Oct. 24 as Adult Probation Officer Frank Sanchez waits for someone to answer his knock on the door of a home, where a warrant was set to be served for a suspect in a domestic violence complaint.
Warrants would not be necessary if the suspects followed the rules of probation. Sanchez said, “All they have to do is show up to their probation office once a month” to avoid being the subject of a warrant. A couple more stops resulted in no warrants being served and Anselmo and Sanchez returned to the family advocacy center to end their shift. When asked why he chose his line of work, Sanchez said, “As a probation
officer, I’m out on the street helping the community, helping them (individuals in trouble) stay on track, getting resources for them so they can be on their own.” Glendale Police Sgt. Patrick Beumler, family violence supervisor for the Criminal Investigations Special Victims Unit, said, “We had two teams who made 52 attempts, seven arrests, and cleared 12 warrants over both days.” The same procedure will take place next October. In the meantime, the calls come in and officers respond.

Small Business Saturday: How You Can Support Small Business By ALYSIA SHERMAN GRAND CANYON UNIVERSITY GLENDALE CHAMBER OF COMMERCE INTERN
After all the craziness of black Friday comes the excitement of small business Saturday! Small business Saturday is a great way to accomplish two goals: holiday shopping and supporting local businesses! Small business Saturday falls on November 24 this year. Downtown Glendale is full of small businesses that can fulfill all your wish list needs. Grab a few friends, some lunch and a coffee and hit the ground running to accomplish your holiday shopping early! Small businesses depend on the support from local consumers to thrive. They
always have lots of new and exciting sales and product releases going on during the holiday season. A couple of helpful tips for tackling small business Saturday are: pay attention to social media for all the fun promotions, go with a group of people, and have fun! A lot of local shops anticipate this day all year round and have something special planned for new and loyal customers. This is a fun and exciting way to help your local economy. Even better this year Glendale Glitters and small business Saturday happen on the same day. This year you can enjoy the beauty and the essence of the holidays by doing something good for the community you live in.

It is a great time to support the Glendale small businesses by grabbing a cup of warm coffee or hot cocoa and walking around looking at all the beautiful light displays that will be up throughout the holiday season. It is a lot of fun especially for those of you who love a good photo opportunity. I hope you shed some light on your holiday season by enjoying the beauty of Glendale with some friends and family.

Staff is working on a new policy that will show more transparency to the process of selling city-owned property, but councilmembers said more is needed to be done. “That is what I am asking for and that we list property on the internet, which will be good for transparency,” Turner said. “That doesn’t mean we have to take the first offer, but it also is not one way or another. It is about if someone comes to us with an offer on a parcel of land we own, should we do an (request for proposal), list it with a broker or sell by owner? That is a decision we as a council need to discuss.” But other councilmembers were quick to point to protecting the city as well as residents of Glendale. “I would say, keep in mind, the reason

for executive session if you have no idea who you are presenting the offer to,” Vice Mayor Lauren Tolmachoff said. “When we present offers in the public arena, we basically have turned over all our cards face up for everyone to see.” Mayor Jerry Weiers added that while he dislikes being in executive sessions, he now understands what they are for. “When I became mayor, I hated executive sessions because what people think is that we are working behind the scenes making sweetheart deals, and I quickly realized that is not the case,” Weiers said. “We are trying to protect the citizens’ interests and we all tried to do the best we can with the tools we have. I still don’t like executive sessions, but I understand the reason for having them.”

Council discusses St. Vincent de Paul property sale
Discussion quickly turned to the St. Vincent de Paul building sale, with City Manager Kevin Phelps explaining the complexities of the deal. “Since we are talking about property and we may be putting other properties on the market, I want to discuss how property is valued,” Phelps said. “There are three ways you get appraisals on assets that they use when considering fair market value.” Phelps pointed out that banks look at the value of commercial buildings differently than homes by looking at three options — full cost replacement value, comparable market analysis and capitalization rate (cap rate). He said most commercial buildings are valued by finding the cap rate, which uses a mathematical measurement of how much income a property produces, divided by the amount buildings are acquired for. “To get the cap rate, you take the net operating income divided by the acquisition price,” Phelps said. “So for example, if a property like the Bank of America building generates $100,000 income and someone were to buy it for $1.3 million, the cap rate would be 7.7 percent.” Operating income includes what the gross rents received minus property taxes, building insurance, legal services used, management fee (if any), built-in vacancy assumptions and building repair and maintenance. Phelps then used a “Hypothetical example for vacant building in Downtown Somewhere,” which was basically the same as the St. Vincent de Paul sale. “You take a 6,500-square-foot building without a valid occupancy permit, on a side arterial road and nearby shops have had above average vacancies,” Phelps said. To get the value of the building you take the upper range of current market of $6.50 per square foot ($42,250). You then subtract such things as assumed property tax ($6,500); insurance ($3,350); professional services ($500); vacancy rate of 5 percent ($2,275); building repair of 50 cents per square foot ($3,250) to get value of the building at $26,375. “So you take everything into consideration, the owners would be into this building for north of $550,000 before they open the doors,” Phelps said. “So in the case of St. Vincent de Paul, the sale was tied to bringing the building fully up to code and if they went out to a bank appraisal, it would come in less than $300,000. So then it begs the questions, did we charge too much for the land?”

Queen Creek Casteel (8-2) and No. 5 Gilbert Higley (7-3). The 5A semifinals will be held Nov. 16 with the 5A Championship Game 12:30 p.m. Dec. 1 at Arizona State Sun Devil Stadium. In 4A, Peoria (9-1) qualified No. 4 while Glendale Cactus (7-3) qualified No. 7 and will both host first round games. Glendale (9-1) qualified No. 12 and start the playoffs on the road. No. 12 Glendale (9-1) advanced to the playoffs for the first time in 12 years after rebounding from their first

Peoria, but will host No. 10 Tucson Canyon del Oro (7-3) in the first round. If the Cobras win, they will face the winner of No. 2 Scottsdale Saguaro (9-1) versus No. 15 Goodyear Estrella Foothills (6-4) in the quarterfinals Nov. 9 at the higher ranked team’s field. The top five teams in 4A are No. 1 Salpointe Catholic (10-0); No. 2 Scottsdale Saguaro (9-1); No. 3 Desert Edge (7-3); No. 4 Peoria (9-1) and No. 5 Sahuaro (8-2). The semifinals are Nov. 16 with the 4A Championship Game scheduled for Nov. 30 at a site to be determined.
planned to do with any property purchased from the city. “I would contend there is no one user or investor who has the ability to refurbish a building at the estimated it at less than the $80 per square foot, who would have had interest in purchasing it at a higher price to some who may have outside contractors,” Turner said. “The point I and others have been trying to make in the community is, if the opportunity like this where not the risk of losing high-profile or sales tax producing business, the public will be better served in advertising in a better fashion and make it a more public process and possibly more offers.” Phelps said the St. Vincent de Paul building had no certificate of occupancy, no air conditioning, and needed major electrical and building repairs before any business could open. “We had a user who is willing to commit their own capital dollars in a short timeframe,” Phelps said. “They already had capital and don’t need to go to a bank. Maybe we could have found someone else, but with downtown facing major vacancy issues, we had to ask if there was value in bringing something to market sooner rather than later. In my mind, council made the right decision in that deal.” Phelps then added that sales tax income for the downtown area is currently approximately $300,000 per year and staff estimates C+D LLC would bring in $30,000 per year alone. “I think there is a lot of factors that have to come into play, and I get the fact that when citizens see a property sells for $25,000, that it sounds like a bad deal,” Phelps said. “But this one business will increase our collection from the downtown area by 10 percent in one project.” Phelps said the new policy for assets sales, which is still in its infancy, would become the way council would use to consider assets sales in different situations. “Take the BMW and Top Golf locations that were city owned properties,” Phelps said. “We may have been able to get more money for those properties, but with BMW, we knew there was north of a million dollars in sales tax that will come to the city for years.” In reference to Top Golf, Phelps said while the property was not for sale, staff was looking for ways to improve the sports and entertainment district. “The Top Golf site could have accommodated commercial or an apartment complex, but council has decided they wanted to build up the sports and entertainment district,” Phelps said. “Apartments or commercial may not have leveraged the arena and that property was not on the market, but we focused on a user that would fit in that district and Top Golf is perfect.”

Peoria runs over Cactus

By DARRELL JACKSON Staff Writer
The battle for the West Valley between Peoria and Cactus took place for the 40th time Oct. 26 and Peoria used a pounding offense and held off a late Cobra push to hang on for a 37-31 victory at Peoria High School. Juwaun Price took the opening handoff 74 yards for a touchdown and the Panthers never stopped running as price totaled 297 yards and five touchdowns in the win. Malachi Potee added 187 yards on the ground as the Panthers ended with 489 rushing yards as a team. “It really was crazy because we didn’t know that was going to happen on that play,” Price said. “(Head coach Will Babb) called a 32 trap and I went up the middle and I waited for (offensive lineman Jacob) Golden to get in front of me. I was quick to read his block and all I saw was daylight in front of me. It felt good running the ball and knowing we couldn’t be stopped because our offensive line was executing and getting off the ball.” Peoria head coach Will Babb told his team they could do something special in the annual battle against the Cobras. “I told (Price) there has been some very big games by some great backs at this school and I told him, ‘Why not have the biggest game?’” Babb said. “(Potee) was a good football player last year but we were in a one-back set and there were only so many carries and he played great on defense. Truth be told, we moved to this offense to get him involved and to have both of them running the ball for us.” Cactus struggled on offense early, as the Panthers defense forced a threeand-out on the Cobras’ first offensive possession. Two minutes later, Price broke three tackles and rumbled 16 yards and the Panthers were up 13-0 three minutes into the game. Cactus was able to round in the first quarter and rode the back of their own running back, Anthony Flores had runs of nine and 13 yards to the Panthers’ 21-yard line. On a fourth and 11, Flores rolled to his right and caught a short pass

from quarterback Connor Cordts and raced into the end zone to cut the Panthers’ lead to 13-7 after the first quarter. The two teams swapped touchdowns in the second quarter, giving Peoria a 27-19 halftime lead. Cactus (7-3) took the third quarter kickoff and marched to their own 35yard line, but a fumble by Cactus quarterback Cordts was recovered by Peoria’s Gabriel Ocampo, giving the Panthers the ball at the Cactus 30-yard line. The Cobras’ defense was strong, forcing the Panthers to three downs and settling for a 19-yard field goal by Aziz Amirudin. Cactus, trailing 30-19, marched down the field and cut the deficit when Zaach Cullop scored on a 29-yard touchdown run, but missed a two-point conversion and trailed 30-25 early in the third quarter. Peoria (9-1) added one more touchdown in the third quarter and a Price four-yard run with less than two minutes left in the third quarter, put Peoria up 37-25 heading into the fourth quarter. On the first drive of the fourth quarter, Cactus marched down the field, getting to the Peoria 22-yard line when Flores launched a pass to Rylee Williams who came down with the ball. Three plays later, Flores marched five yards up the middle and the Cobras were within six points at 37-31. The Panthers’ defense

then held tough and the rushing game took over, controlling the clock as Peoria held on for the victory. “It’s tough because that’s been the way we played all season as a couple of mistakes end up hurting us,” Cactus head coach Joe Ortiz said. “We haven’t reached our full potential yet, but we have shown some flashes, at the end of the day, we just haven’t done it yet. It’s frustrating, but we’ve still got a second season in the playoffs. Hopefully, we can put it together then.”

Sometimes we lose hope like these people. “I’m not a complete idiot — some parts are just missing.” “I used to have a handle on life, but it broke.” But I have good news for you, being “over the hill” is much better than being under it. Think of it; so far, you have survived 100 percent of your bad days. Even Moses started out as a basket case. Here’s an old quote by Nigerian educator Babatunde Olatunji: “Yesterday is history. Tomorrow is a mystery. And today? Today is a gift. That is why we call it, the present.” When does a better tomorrow begin? Today, of course. How does it begin? It begins with expectancy. Here are three aspects of expectancy from my friend, Pastor Alan Platt of Pretoria, South Africa. Firstly, God meets us at the level of our expectancy of Him. Jesus asked the blind man, “What do you want me to do for you?” Jesus wanted to hear where this man’s expectancy was. The man told Him he wanted to see again. Jesus met him at his

DELPH: From16 level of expectancy. Expectancy moves our mental and emotional stoplight from red to green. Secondly, expectancy is a result of hearing God’s voice, not just good circumstances, providence or positive thinking. If we have a wrong picture of life and God, it lowers our expectancy. At a dark time in Abraham’s life, God offered him two choices. He could stay in Baby-

lon, where he would be a father and grandfather, then disappear into history. Or he could hear God’s voice, get new direction for his future and become the patriarch of a multitude and a new nation. It was Abraham’s choice but God’s power that caused a recovery for Abraham. The past became his past and not his future because of that choice. Lastly, expectancy cre-
ates an environment for provision and the miraculous to happen. Expectancy in the present can create contentment in the future. This truth includes your life after this life. Your decision today to receive Jesus as Lord creates a much better future. But please decide on this side of the hill. Start today for a better tomorrow on earth and in heaven. Veterans of the armed forces were in attendance and they stood at attention when the Uptown Angels sang a medley in tribute to their particular branch of military service. The fourth annual Patriots Ball was underway at the Point Hilton Tapatio Cliffs. “Remembering Those Who Served” was the theme and it was repeated throughout the evening with salutes to those who have gone above and beyond to assist veterans and their families during active duty and in transition to civilian life. Good Evenng Arizona anchor Nicole Crites was master of cermonies. Congresswoman Martha McSally sang the National Anthem, while entertainer Ted Newman sang the evening theme song. Uptown Angels entertained throughout the dinner with songs from decades past, but familiar to most who attended the ball. Presented by Southwest Veterans Foundation, a nonprofit arm of Southwest Veterans Chamber of Commerce, the Patriots Ball was an opportunity to raise funds for veteran scholarships and also to recognize individuals and organizations that support veter-

ans throughout the year. The event also recognized a special veteran, 100-year-old Archie Kelley, a retired U.S. Navy Captain and Pearl Harbor attack survivor. From his biography in the Patriots Ball program: “A Naval Academy graduate, Kelley had been commissioned an ensign in the Navy for less than a year in December 1941 and was assigned to the battleship West Virginia at Pearl Harbor, Hawaii. On the evening of Dec. 6, he played poker with friends and returned to the ship around midnight to be ready for his assignment as Officer of the Deck the next morning. “Just minutes before Kelley’s shift started the next morning, the attack alert was broadcast over the ship’s loudspeakers. ‘Man your battle stations. This is no …..’ The Japanese attack had begun. In his white uniform but with no shoes or hat, Archie ran to his post in damage control at the bottom of the ship. He gave the command to set condition ‘Zed,” which was the order to close the ship’s watertight doors and hatches. The order was carried out before seven torpedoes hit the West Virginia, and that action prevented the ship from rolling over, likely saving hundreds of lives.” Other veterans spotlighted were the Hero Dogs, four-legged veterans who have performed many military missions, including attack, scouting and tracking, sentry and security watches, explosive and ambush detection and search and rescue. In addition to troop support in combat battles, Hero Dogs also support many veterans as they battle traumatic brain injuries, post traumatic stress, amputation and other physical and mental wounds. Buffalo Soldiers of America/Arizona Chapter andBagpiperTed Plambeck formed the Color Guard. Chaz Jackson, pesident of Buffalo Soldiers of America/Arizona, said his chapter was trying to build a monument or memorial for the Buffalo Soldiers, known as the Warriors of the West. triots Shield award, which is presented to the Southwest Veterans Chamber of Commerce corporate partner making outstanding contributions to veteran-owned businesses in Arizona. Delta Diversified has formed partnerships with local communities and organizations that assist veterans in transitioning back to civilian life. Delta also provides generous assistance in training veterans to become electricians. U.S. VETS – Phoenix received the Lincoln award, presented to the veterans’ advocacy group making outstanding contributions to the support of veterans and their families in Arizona. U.S. VETS – Phoenix has helped veterans and their families break the cycle of homelessness and empower veterans to regain self-sufficiency. That service includes transitional housing, permanent housing, specialized support to female veterans, job training and assistance and counseling. Kelly Mills, a Gold Star Wife, was presented with the inaugural Mark Ashby Memorial Service award. Presented to a non-veterans member of the community for outstanding support of veterans and their families, it recognizes the way recipients distinguish themselves through service and programs that have demonstrated tangible results and outcomes. As a veterans outreach coordinator for Congresswoman Krysten Sinema, Mills advocated for service members, veterans and their families. She is now the program manager for the Military and Veterans Success Center at Luke Air Force Base. To learn more about Southwest Veterans Foundation, visit www.southwestveteransfoundation.
