evulsion best describes my reaction to my sister Mary’s news about our cousin. “I heard from Eunice. Her beloved husband, Bob, died unexpectedly.” “Oh, I’m sorry to hear that,” I said. We continued to chat a bit; how Eunice had a good marriage, how she’d stayed in Texas all these years. “What were they doing in Tyler, Texas, anyway? Eunice had always been a California girl.” “Well,” my sister says, “This is the weird part. Eunice said a really joyful part of her life with her late husband was that they raced Chihuahuas together.” “Raced Chihuahuas? That’s disgusting! I thought that they were evangelical Christians. How could good Christians race Chihuahuas? What’s next? Chihuahua fighting?” “I know,” Mary said. “It’s just really hard to imagine.” “Just think how small the jockeys must be. But seriously, this is a case for the animal cruelty people. Just think of those little doggies, shivering while they wait to be let out of the gate,” I said. “I really had a hard time believing it when she said it. Frankly, it took me by surprise.” “I know, I thought that strict Christians are against gambling. Really, I’ve never heard of such a thing. Think of the names of those racing dogs: Shiver-me-Timbers, A Whole Lot of Shakin’ Goin’ On, or Pea Biscuit,” I said. “Maybe it’s a new Texan thing.” “It just struck me as so odd,” Mary said. “Did you ask her where they race? I mean what kind of tracks do they use? Did you get any details?” “No, because, frankly, I was so stunned, I just didn’t know what to say. Remember, Aunt Beatrice loved little dogs so much. She would be appalled if she were alive and knew what Eunice is doing.” I said, “Oh, yes, she’d be extremely disappointed.” We both went into a reverie. The Chihuahuas certainly couldn’t have much stamina so I doubt if they could use Greyhound racetracks. What kind of betting do you do on a Chihuahua? Were there midget trifectas? Pee wee derbies? Did they ever race Yorkies or Mini Dobies? Is there a whole network of secret Chihuahua racetracks, ranging from Tyler, Texas, and possibly reaching into Mexico? Was the Mexican mafia in on it? Did our cousin somehow get involved with something that was dangerous, not only to the dogs but to the people involved? These live animal sport characters can get pretty rough. I said, “I think I should call the Animal Planet people. They do great investigative reporting. The ‘Animal Cops’ show is really good. I’m sure they’d love to bust a Chihuahua racing ring.”

“You don’t suppose they chase a mechanical rabbit around the track like they do for Greyhounds, do you?” Mary wondered. No, I thought. I couldn’t fathom that, since I don’t think the Chihuahua is a natural rabbit predator. Of course, if you get a Chihuahua angry enough, it might chase a rabbit. But a mechanical rabbit would be bigger than most of the racers. Thoughts of those little Chihuahuas, neck in neck, pounding their little paws into the turf, haunches glistening as they went into the home stretch, made me wonder what the heck had gotten into Eunice. The thought of Chihuahuas being pumped with steroids was enough to make me shiver. “Maybe they hook up Snausages, drag them behind a golf cart and chase that around the track,” I said, “But it just all seems so unlike Eunice. She used to be such a nice person. I can’t see her doing something that would have her exploit little dogs.” “Me neither. But I know that’s what she said she and Bob liked to do together. For years, apparently.” “Are you going to talk to her more about it?” “I don’t know,” Mary said. “I want her email address. I think there’s a column here. I just have to interview her about it. But I should probably wait since her husband so recently passed away, don’t you think?” “Yes, that’s probably a good idea. It was interesting talking to her after such a long time. You know, she even has a Texas accent now.” That comment made something click for me. “Do you suppose that you aren’t used to her accent and she might have said that she ‘raised’ Chihuahuas with Bob?” Silence. “That makes more sense, doesn’t it?” Mary asked quietly. “Yes. Although I was sort of warming up to the idea of Chihuahua racing. I can see a whole product line: teeny tiny sweaters with numbers, floral victory collars and itsy-bitsy silks.” So, in a real-life tribute to our dearly departed Gilda Radner’s “Saturday Night Live” character, Emily Litella, I said to my fellow muckraker sister, “Racing vs. raising Chihuahuas. Oh. That’s very different. Never mind.” Please note: I haven’t used my cousins’ real names. While I did embellish this conversation a smidgeon with “poetic license,” we actually did have it. Honestly. Note: I originally wrote this column in 2005, and it quickly became a reader favorite. Pro-union legal reforms which is badly needed after the destructive efforts to cause nothing but pain for our workers. Joe Biden along with a massive build-out of clean energy and an all-out effort to make ‘climate change a top priority, we are assured that he will keep his word while Trump simply lies and deceives. TO CHANGE THINGS FOR THE BETTER COUNCILMAN JOHN KENNEDY ON HIS HOPES FOR FUTURE RELATIONSHIPS BETWEEN POLICE AND COMMUNITY

ith his long career of working with police departments, mainly as deputy chief of police for administrative services in Richmond, Virginia, Councilman John Kennedy continues his service to the community as the public safety committee chairman. In the wake of the Anthony McClain police-involved shooting, he served as the mediator between the police and community, holding a town hall with the Chief of Police John Perez and other command staff via Zoom. In his balanced approach to situations similar to the McClain shooting, he hopes to mend the relationship between the community and the police. How big of a win for Pasadena are the establishment of the police oversight commission and independent auditor? I think we made the right step on the right path. It’s one step in a whole host of steps that must be taken. It’s a good step in the right direction for transparency, for really educating the community about what happens in our police department. We have, in my view, a lot of very fine men and women who work for the police department. It is extremely important to ensure that our men and women are abreast of the very best tactics that exist and doing their job in a community respected manner. As it relates to the oversight, it is a long time coming to fashion a framework that all of the council members could agree on. I think we had some help because of just how bad people perceive certain departments outside of Pasadena. From a community perspective, we want to know as much information as possible and as quickly as possible. I think that’s a good hope because that reduces misinformation when you have official information being put out by the affected department agency, etc. We hope to seek ways to change things for the better. That is at least my goal as one council member. How will this deter police-involved shootings similar to the Anthony McClain? I’m not sure about it deterring similar police shootings because every officerinvolved shooting has a separate set of facts, but the goal is to create greater transparency, to ensure that state-of-the-art training is taking place and then inculcate in our officers that there are a number of set of eyes that will be tasked with looking at conduct. That just increases the amount of transparency that the community has demanded and, in my view, rightly so. It also protects the rights of the police officer who may be engaged not only in an officer-involved shooting but other conduct that is inappropriate in the role of a police officer or a member of the Pasadena Police Department. This doesn’t just cut one way. It cuts to be fair to the community and be fair to the police personnel who may be engaged in some internal or external review of their conduct. You know in your heart when a community member’s life is lost in this manner particularly that he had three young children. They will be without a father. I suspect that the police officer who actually shot Mr. McClain is dealing with the decision that he made. I was not there and many of the critics on both sides were not there when the officer-involved shooting took place.

I think Pasadena is fortunate to have a police chief that has grown up essentially in Pasadena and knows Pasadena inside and out. Someone who’s committed to a lifetime of learning and willing to make tough decisions to make the Pasadena Police Department better. How has your background in policing helped you have a balanced approach to situations? Even before I was deputy chief of police for administrative services in Richmond, Virginia, I had a balanced approach to policing and the community. I favor the community’s perspective oftentimes, because generally, I believe law enforcement in this country has not reached the point where it doesn’t operate with implicit bias. The training academy for the Richmond Police Department fell under my responsibility. I had sworn members of the Richmond Police Department reporting directly to me. I was a civilian deputy police chief, not a sworn deputy police chief, but I was responsible for the training of the men and women of the Richmond Police Department, the finance, budget, property, evidence, planning and all of our community policing outreach programs. I hired a Ph.D. to co-manage the training academy. I believe in sending men and women away to obtain additional training. I would send people to the FBI Academy, the National Fire Academy and the Secret Service. With shootings such as Anthony McClain and Jacob Blake and the deaths of Eric Garner and more recently George Floyd, what emotions come to you when you hear about these deaths? It’s obvious that I’m African American and proudly African American. There seems to be a bias in our country related to negative interactions with African American males. When I have been pulled over as recently as last year or the beginning of this year by a police officer in Los Angeles, it’s my view that part of that was related to that I’m an African American. Whether that’s true or not, that’s my feeling. Police officers have to be trained to deal with two issues at least, and that is are you operating without implicit bias and are you doing anything that gives the person who is being stopped by the impression that you are stopping them for any reason other than what is legally permissible. Every police officer who works for the Pasadena Police Department should conduct themselves in the highest of moral, ethical and legal manner possible, not part of the time but all of the time. As we hire more and more extremely well-educated young men and women in the police department, we will, I believe, get better and better results related to policing. n

What do you think it would take in order for something like the Anthony McClain shooting to happen less often? Unnecessary barriers exist between the police officers and the community. By breaking down those barriers through greater involvement with one another and greater communications. I think it’s extremely important to minimize negative interactions between visitors to Pasadena, residents of Pasadena and the businesspeople of Pasadena with the Pasadena Police Department. My goal is to develop platforms, avenues and opportunities for the Pasadena Police Department to interact with the community—all of the community. That interaction, that communication is one of the ways in which we reduce negative views on either side of the issue. From the community’s perspective, we simply just want the police officers to do their job with aplomb. From the police perspective, I’m hoping that with more interaction, getting out of your cars, engaging people in a positive way, that we’re 09.10.20 | PASADENA WEEKLY 5

oes anything really make sense anymore? Why would a Sichuan hot pot shop open in the dead of summer when the world is recovering from a pandemic lockdown? A banner proclaiming “grand opening!” with a translation in Mandarin is strung across the façade of Chong Qing Yao Mei on a shady patch of West Green Street in the first week of August. What is going on here? In the breezy open courtyard of Chong Qing Yao Mei, where distanced tables have been arranged for outdoor dining, a single-page carry-out menu is procured. The host confirms that, indeed, the restaurant “opened” just two weeks prior. More research is required! Hot pot? I am no aficionado by any means, and it’s been years since I’ve had it. At Chong Qing Yao Mei—as at most hot pot purveyors—there are propane burners set in the center of each table, where a large bowl of flavored broth is heated. Then, depending on your order, a variety of raw ingredients, meat, seafood, tofu and vegetables are brought to the table to be cooked in the boiling broth before being CHONG QING YAO MEI 55 W. in March at the advent of the lockdown and reopened at the end of July. Henry knew nothing of the old menu I had been given. Clearly, I’m just the wrong guy for the job this time. Keep hope alive! Just down the block, Boiling Point Concept has been dishing its own take on hot pot since 2015. A burgeoning chain beginning with a location in Hacienda Heights in 2004, Boiling Point now has 11 locations in SoCal, three in NorCal, five in Washington state, four locations in Canada, and they just opened a new shop in Japan. The “concept” store in Pasadena includes a tea shop next door, Jin The Tea Shop. The Pasadena “concept” also features the use of organic ingredients, higher quality cuts of meat and new soup bases for the menu. At Boiling Point Concept, I have a lovely chat with Elena Song and Peter Yu. Here, there is no outdoor dine-in option. However, the menu features actual individual hot pot preparations. I had been hoping to make some effete distinctions between Chong Qing “Sichuan” hot pot and “Taiwanese” hot pot, which is supposedly the derivation of Boiling Point’s inspiration. However, Elena gently talks me down, explaining that Boiling Point does more of a “fusion” style with Japanese and Thai riffs on the same hot pot concept, though they do have a “Taiwan-style” option. Informally, the Beef “national dish” of Taiwan

is beef noodle soup and this was the initial catalyst for Boiling Point’s menu concept. In fact, Boiling Point prefers to refer to its dishes as “hot soup” as opposed to “hot pot” though the setups and prep are largely the Thai Tomato same. The soups at Boiling Point each come with the requisite assortment of meat and vegetables, according to the dish and the average price is $19. Indeed, the diverse array of styles include Taiwanese spicy, Thai tomato, milk cream curry, Tonkatsu miso and Korean bean paste, among others. Exotic add-ons can be included for an additional charge, like: quail egg ($1.98); crown daisy (3.25) or pork intestine ($4.90). A new choice at Boiling Point Concept are the “BP Fresh Sets.” These are ingredient boxes that can be prepared at home and serve two people. Choose from lamb ($29.65), beef ($28.55) or pork ($27.45). The meat comes frozen with a veggie box, an add-on box and wok noodles and sauce. Just add water! It’s still 98 degrees outside and I’m still the only idiot on Green Street looking for hot pot. Don’t sweat it, if you have a similar urge. I’ve done the legwork for you. No matter the season, on this stretch of Green Street, it’s hot stuff comin’ through! n

andy’s Donuts owner Mark Kelegian considers Pasadena the key to the San Gabriel Valley. “Pasadena has a particularly close place in my heart,” Kelegian said. “I spent a lot of years as a child living in South Pasadena, when Gus’ Barbecue Pit in the 1960s let you go in the back and cook your own steaks, and I’d go to the Rialto Theater as a child.” He also said it’s a great business area, so he opened its fifth location at 230 S. Lake Avenue on September 2. “It’s a city and an area that is very underserved in the donut market,” Kelegian said. “I think Lake Avenue is absolutely the perfect spot, especially when all the businesses around there return. You’ve got Caltech and Pasadena City College, so many neighbors and so forth.” The Pasadena store continues Randy’s Donuts more than 60-year tradition and introduces a new coffee partnership with Jones Coffee Roasters, exclusively at the Pasadena location. “We could try to create our own brand of coffee, but it makes no market sense, there’s no branding, no immediate recognition as a coffee offering,” he said. “So, we took a well-known great brand like Jones Coffee Roasters and we partner up for immediate recognition. Pasadena is our first test market of partnering with a local coffee brand.” At all Randy’s Donuts locations, guests can find more than 60 varieties of classic, deluxe, fancy and premium donuts mostly priced under $2, along with Randy’s Rounds (Randy’s Donuts much larger version of a donut hole), breakfast sandwiches, French Toast donuts and more. “At the end of the day, it’s always about the glaze,” he said. “At our main store, we’ll sell 100,000 a month. It’s crazy. It’s all a testament to our 60 years’ worth of recipes and cooking procedures. “In the donut business, 90% of it is your flour. We have two main bakeries in the world that do donut-related products. We have the largest one make a proprietary blend just for us. Nobody else can have it. It’s really that our cooking procedures. We do everything by hand. That’s why they come out so fluffy and airy. You can eat them the next day and after that.”

Other donut shops, he said, use less-expensive ingredients. “When you go to a donut shop and see a glazed donut that’s yellowy and sugary, it’s not a good sign. Those donuts get hard within a half hour to an hour.” Randy’s Donuts offers catering and delivery and has four other locations in the greater Los Angeles area— Inglewood, Century City, El Segundo and Downey. In mid2019, the company announced plans to franchise the concept domestically and internationally signing deals to bring its donuts to South Korea, the Philippines and the Middle East. Randy’s signature 32-foot novelty architecture donut, also known as the world’s largest donut, sits atop the original Inglewood shop and is a top Los Angeles tourist destination. As Kelegian says, “they come for the photo op but return for the best handmade donuts in the world.” “I like the idea of having a product that I think will stand the test of time,” Kelegian said. “We went into this as a family business for my daughters. My two oldest daughters successfully had their own careers and are working for us now. “I love that to death. Otherwise, I’m in the casino business and a law practice for 20-some years. This is a good family business. It’s something we can keep providing to the public.” n

asadena native Julia Long created Pasadena Walking Tours in 2017 to help locals and visitors discover the fascinating jewels of the Crown City. After starting as a tour guide for DTLA Walking Tours in 2016, which offers guided tours of Downtown Los Angeles and surrounding areas, Long came up with the idea to offer tours around her hometown. “All of the other walking tours that existed were focused on one area—Old Pasadena,” Long said. “I wanted to expand to other parts of the city, all of which are very walkable. We now offer tours in South Pasadena and Monrovia, and we’ll be offering new tours in Altadena in the coming weeks.” In 2019, Pasadena Walking Tours merged with DTLA Walking Tours, and Long continues to conduct research and lead tours for both. She has since expanded the team at Pasadena Walking Tours and many of her guides hail from Pasadena. “Many people who take our tours tend to be locals,” she said. “They really like it when the tour guides know Pasadena well, so it’s been very helpful for us to have people lead the tours who are from around here. One of our guides grew up in South Pasadena and shares stories from when he went to school and worked there, which adds a personal touch to the tours.” Due to COVID-19, Pasadena Walking Tours has shifted from in-person to live virtual tours on Zoom. Tours range anywhere from 90 minutes to two hours and feature Google Maps, photos and videos. During the week, one tour is offered per day, while two tours are offered per day on weekends. Occasionally, in-person tours are available for smaller groups of people from the same household. Long said the response to the virtual tours has been great and they have helped the company expand its global reach. “Our virtual tours invite a wider audience,” she said. “Attendees join us from all across the country, as well as Canada, South America, Europe and other places. We also have some folks, including seniors, that couldn’t physically go on the walking tours, but we’ve become more accessible to them. These days people have more time on their hands and a lot of them want to go on vacation. Our tours help them satisfy that wanderlust as armchair travelers.” One of the most popular tours is Haunted Pasadena, which explores various ghost tales, mysteries, murders, and more. Saloons & Speakeasies covers Prohibition and the city’s history as a “dry” community, while Women Who Shaped Pasadena highlights some of the incredible women throughout history that have contributed to the life and growth of downtown Pasadena. Pasadena Walking Tours offers different tours that cover the city’s history, attractions, and more.

“When Saloons & Speakeasies was offered in-person, we would partner with local bars that we would visit during the tours,” Long shared. “It’s important to form relationships with and support local businesses and companies throughout Pasadena.” Returning in December, the New Year’s in Pasadena tour will showcase the history of the annual Rose Parade and Rose Bowl Game, while providing more information about the festivities and activities that captivate the city and its people on New Year’s Day. “Growing up in Pasadena, I wasn’t aware of the great impact the Rose Parade had on the rest of the world until I lived abroad,” said Long. “People make yearly pilgrimages to come out and be a part of it, and while a lot of people are going to be sad that the parade was canceled this year, I do think we’ll be able to help fill that gap for some people with our virtual tour.” Prior to the pandemic, tours cost $25, but in light of pandemic, the adjusted payments to a donation format that enables people to pay whatever they can afford. In addition, DTLA and Pasadena Walking Tours continue to expand their offerings, with plans to include more nature-focused hiking tours so that attendees can enjoy time outdoors while getting a break from the city. The company will soon partner with local schools to provide a roster of tours that fit into educational curriculums. The plan is to start offering virtual tours so students can enjoy an entertaining and educational experience while learning from home, then eventually pivot back to in-person group tours once it is safe to do so. “It’s something we’ve wanted to do for a while and now we have the opportunity to act on it,” said Long. “Our virtual tours help cut costs in certain areas, like the need for a bus and driver. They are also great for parents that are homeschooling their children and looking for additional learning-based entertainment.” With the DTLA and Pasadena walking tours, none of them are ever the same, as the team is always doing research to improve its content and stay up to date. “What’s been amazing about doing these tours is that all of the constant research and learning the history of different areas has helped me fall in love with the city that I grew up in,” Long said. “It’s also helped me understand and appreciate LA in a way that I didn’t before. I enjoy showing people the city’s extensive, multi-layered history and helping them gain a more positive outlook of LA.” n

asadena Symphony Association will transform its annual Moonlight Sonata Gala into an online experience at 6 p.m. Saturday, September 12. The party will be beamed to guests via a live-streamed special event featuring exclusive performances from Pasadena Symphony and POPS artists. The event also includes a live auction, Fund the Future paddle raise for music education, and a digital dance floor. Festivities for the Moonlight Sonata Virtual Event will open at noon Thursday, September 10, with a dedicated gala website offering interactive content, including a special menu from restaurant partner Parkway Grill and messages from surprise guests. The lineup of special guests has been released. ‘SEPARATED: INSIDE AN AMERICAN TRAGEDY’ JACOB SOBOROFF’S BOOK SHOWS WHY TRUMP’S POLICY IS RELEVANT

dd Jacob Soboroff’s “Separated: Inside an American Tragedy” to the library of essential reading about the administration of the 45th president of the United States. Published in early July, the book tracks the discovery and development of the Trump administration’s infamous family separation policy. Soboroff, whose investigative reporting on this issue earned him a Walter Cronkite Award last year, will discuss “Separated” with ACLU senior counsel Ahilan Arulanantham for a virtual Vroman’s Live event on Tuesday, September 15. In August, Soboroff and fellow NBC News correspondent Julia Ainsley broke a story rooted in the one shared in his book: namely, that 11 senior advisers and cabinet members convened in the White House Situation Room in May 2018 and voted by a show of hands to separate migrant children from their parents at the U.S.-Mexico border. That the policy was implemented is not news; as “Separated” documents, by early 2017 it was already in motion on the ground despite steadfast administration denials that any such policy existed. But that newly reported episode further illuminates the character of leading officials depicted in “Separated” and the complex machinations that resulted in at least 5,400 migrant children being systemically separated from their parents—a process bluntly labeled “torture” by Physicians for Human Rights. The story “Separated” tells is massive in scope; in its later pages, a government official confides that the administration’s family separation policy caused “the greatest human rights catastrophe in my lifetime” within the United States. Soboroff scales it to human size by grounding his clear-eyed, sometimes self-deprecating reporting in two parallel tracks: his personal journey of discovery of what was happening, and the wrenching experience of a father and son, Juan and 14-year-old José, who had sought asylum here from death threats in Petén, Guatemala. That brings narrative clarity and some dramatic tension to coverage of policy deliberations and agency politics. Soboroff, with a growing sense of responsibility to the traumatized children he has seen in detention centers, crisscrosses the country (as well as Mexico and Greenland) as he digs into some of the reasons migrants are fleeing Central America. That includes climate change, which is drying up farms and destabilizing the region with “extreme poverty and malnutrition,” thus creating opportunity “for drug cartels moving narcotics from South and Central America through Mexico and into the United States, with many farmers in the region finding the drug trade more lucrative than their work in unreliable fields.” President Donald Trump loudly opposed foreign aid even when it sustained farmers and kept migrants at home, so in 2019 the administration defunded programs that had been helping to mitigate the effects of climate change—thereby fueling the very fire they claimed to want to stamp out. Such short-sighted compartmentalization is emblematic of the administration’s overall approach to policy making here, a source of continual frustration to officials charged with carrying out conflicting orders. Those who made an intolerable situation worse when they had the power to

make it better take their lumps. More than once Soboroff catches then Department of Homeland Security Secretary Kirstjen Nielsen in a lie, and his observations of DHS spokeswoman Katie Waldman—future wife of Stephen Miller, architect of Trump’s immigration policies—are eyeopening. (Confronting her about a 2019 DHS inspector general report, he asks if she had known that the CBP had planned to separate more than 26,000 children from families, “five times more children than it had ultimately been able to before the president backed down.” Waldman’s response: “We had to prepare for all contingencies.”) Excerpted emails and documents show how different IT systems used by Border Patrol, CBP and ICE could not communicate with one another—a direct cause of children being misplaced in the system as their parents were deported. Soboroff identifies career officials who labored valiantly to sound alarms and subvert disaster, only to be repeatedly stymied by political appointees. Commander Jonathan White at the DHS, who led a “herculean” effort to reunite families (and has a priceless showdown with Waldman), warned colleagues that, in Soboroff’s words, “whoever had decided to start separating these children, and wherever it was happening along the border, a lack of planning for its repercussions was breaking the system used by the federal government to safely care for children.” Jim De La Cruz, an Office of Refugee Resettlement senior field specialist, kept an informal list of names that later became vital to connecting children with parents — in defiance of a call by administration officials seeking political cover to “get rid of the list.” How many nonpartisan career officials—public servants more deeply versed than anyone else in how to make government gears function without jamming—remain at the DHS, ICE and ORR is an open question. What official safeguards remain in place to prevent denial of civil rights and constitutional protections? Currently, migrants requesting asylum at the border are detained in Mexico, in far more dangerous situations than those chronicled in “Separated.” As America girds itself for another presidential election, a revelation in the epilogue—that as recently as March 2019 Trump voiced his desire to resume family separations, and that it was not a cabinet member but his wife who opposed him—serves as a red-flag reminder of why this story of systemic family separations is still relevant. n
