I want to say thank you to you and Frier McCollister for the informative and complementary article about the new normal in the restaurant business in the THROUGH Pasadena/Altadena/Eagle Rock area. This is an unprecedented time in world history, and people are looking for comfort, honesty, and guidance. Frier’s article provides all of that in a very approachable, conversational voice. He is a great writer with the rare talent to make you feel like he’s sitting in front of you having a conversation with a friend. I am Armando, the waiter from Fox’s, and I’ve had many spirited conversations with Frier and Sandra when they have eaten dinners with us. I really appreciate and enjoy his excitement about food, restaurants and restaurant culture. A good restaurant experience is not only about the food, but also about a feeling and a vibe. Paul and Monique’s mission, as I understand it, is giving new life and vibrancy to long standing, established neighborhood haunts. It’s about food, comfort, and a sense of belonging. Frier also positively conveyed that in his piece. The one correction I would like to make is that Frier mistook my surname. My name is Armando Ortega, not Armando Ortiz. We have an incompetent, conman for a president who lives in his own fantasy. How can you explain such uneven behavior? The President of the United States who demands loyalty above common sense. TOO SOON ON OPENING THE CITY FOR BUSINESS, LET’S NOT ALLOW THOSE WITH LOUD VOICES BUT FEW FACTS PUSH US INTO MAKING BAD CHOICES
L
ife in Pasadena has been turned upside down by the COVID-19 pandemic. I must express my heartfelt sympathy to those who have lost loved ones and my profound gratitude to those who have worked so hard to keep us all going. Like the rest of the state, Pasadena has shut down everything but essential businesses and directed everyone to practice social distancing. We took these extraordinary steps to limit deaths and to avoid overwhelming our medical system. With widespread cooperation from our residents and effective work by city staff, we have been successful to date. The economic impacts of these measures have been devastating for many people and we all yearn for them to end soon. Unsurprisingly there are loud voices demanding that the restrictions and their attendant economic hardships can no longer be tolerated and that it is time to loosen the rules, allow more people to go back to work and resume other aspects of their normal lives. Unhappily, the best available scientific advice advocates maintaining the current strictures until certain benchmarks regarding reductions in cases, expanded testing and the availability of therapeutic drugs have been achieved. Of course, there is controversy regarding the accuracy of the tests and the efficacy of existing drugs. Then there is the matter of Pasadena’s unique role in all of this. Some assume that since we have our own Health Department that we should exercise more control over our own destiny. We should decide which stores are truly “essential” and which potentially crowd-gathering attractions should remain open. Pasadena should be leading the way in decisionmaking instead of moving in lock-step with the rest of LA County. I disagree. Our Public Health Department has been working hard to manage the nursing home hotspots and pursuing vital tracking and tracing of infected people. Our Public Health Officer does have some authority. However, our resources are limited and we are relying on the same science as others in the region. The disease is not limited by municipal boundaries and I believe that Pasadena’s elected officials and city staff must rely on science and experts. Also, is the case with all disasters, we must act in concert with LA County and the state of California. Where Pasadena has shown significant leadership is in providing assistance to those most in need. We have allocated substantial resources to feeding the hungry and helping the homeless. We have installed a 250-bed surge medical facility in our Convention Center and we have provided $11 million-plus in rebates to all of our power customers. This pandemic experience is new to all of us, although the 1918 version does offer some guidance. So, we will undoubtedly make some missteps in our efforts to keep our residents safe. We may even be overly cautious in the way that we manage the reopening of normal commerce, education and recreation. Be assured that we will strive to do the best possible job of keeping everyone informed as to the basis of decisions as well as what the rules are. However, we cannot allow those armed not with facts, but with loud voices to push us into bad choices. So please, continue to ask questions, make your opinions known and reach your own conclusions; but allow us to act as best we can on your behalf and realize that Pasadena is not an island, but rather a special piece of a larger urban ecosystem that is confronting an international crisis. ASIAN AMERICANS RECORD AND REPORT INCIDENTS OF RACIST COVID-19 ATTACKS BY JANA J. MONJI
B
efore the local and statewide stay-at-home mandates were announced in March, the rise of anti-Asian sentiment was already apparent, even in Pasadena. But, said Manjusha Kulkarni, executive director of the Asian Pacific Policy and Planning Council (A3PCON), “I never imagined it would get this bad.” In early February, Asian Americans were riding high on a wave of Hollywood optimism. The momentum of 2018’s “Crazy Rich Asians” was followed by the success of last year’s “The Farewell” and quadruple-Oscar win by the South Korean “Parasite” production team at this year’s Academy Awards ceremony. But before even a week had passed since the historic Oscar wins, LAUSD had cause for concern: A 16-year-old boy was physically attacked by fellow classmates in the San Fernando Valley because he was Asian American. A3PCON, a coalition of more than 40 community-based organizations that serve and represent the 1.5 million Asian Americans and Pacific Islanders living in Los Angeles County, hosted a news conference addressing the situation. Pasadena resident Tzi Ma, who plays the father of the lead character in Disney’s “Mulan,” was at the world premiere of Disney’s live-action “Mulan” the weekend of the Oscars, but by late March the splashy gala became one of the many COVID-19 cancellations. Instead, Ma had to settle for the low-key opening of Alan Yang’s “Tigertail” on Netflix, plus some political activism. Ma’s celebrity status didn’t insulate him from growing anti-Asian sentiment. Strolling toward the elevators in the underground parking of the Arroyo Parkway Whole Foods, Ma noticed a stranger driving a car slowing. “I thought he was being courteous and was going to stop for me to cross,” he recalled. “That didn’t happen. He continued to roll along slowly and I noticed that he was rolling down the window. He stopped right in front of me. The car was perpendicular to me and he looked me straight in the eye. He said, ‘You should be quarantined,’ and took off.” Having grown up in New York, Ma considers himself street smart. “I’m very alert when I’m outside, but that was my one time when I let my guard down. I’m in Pasadena. I was at home. I’m at my neighborhood grocery store. I just went cold. My world got turned upside down all of a sudden.” As a result, instead of promoting “Mulan,” Ma made waves online by speaking out about this incident and joined the IW Group campaign, Wash the Hate (wasthehate. com). “Mulan” gave Democratic Pasadena Congresswoman Judy Chu’s office an unexpected unpleasant surprise. The Mulan poster at a bus stop on Colorado Boulevard, just around the corner from Chu’s office, was defaced, spray painted with a white mask across the face of the film’s namesake character and the word “toxic.” According to Kulkarni, Pasadena resident Tanny Jiraprapasuke was verbally attacked by another commuter who ranted on about Chinese people while on the 6 PASADENA WEEKLY | 04.30.20

Initially, Jiraprapasuke, who was interviewed by CNN’s Anderson Cooper, didn’t understand the man was directing his comments to her because, after all, she isn’t Chinese; she’s Thai American. Things escalated nationwide, leading Chu, chairwoman of the Congressional Asian Pacific American Caucus, to make a statement three weeks ago. She’s appeared on MSNBC since then to talk about “at least 1,000 hate crime incidents being reported against Asian Americans once the pandemic arrived in the US. Originally Chu drew her information from three websites, but now there are three more. Attempts are being made to consolidate information, but what is clear is that anti-Asian sentiments have risen. Kulkarni said, “We’re in a 1939-1940 scenario. We can see across the horizon that we might be in a situation not unlike Japanese Americans faced.” Japanese Americans and other Asians were part of what was called “The Yellow Peril” prior to the bombing of Pearl Harbor. When the US eventually entered World War II, the Santa Anita Park racetrack served as a detention center for Japanese American internees. Internees were forced to sell many things, including some of the camellias that make up the camellia forest in Descanso Gardens. During those times, some Chinese and Korean Americans indicated their ethnicity by wearing signs or flags. In our modern era, a few entrepreneurial souls have already brought this to the age of slogan T-shirts, using companies like Redbubble to sell designs that declare the wearer is not Chinese. It hasn’t helped that the White House has gone against the advice of medical organizations and called COVID-19 the “Chinese virus.” Chu said she is disappointed with how the White House has handled the situation. Kulkarni, whose organization is one of the resources that Chu relies upon, noted that her organization has teamed up with the Chinese for Affirmative Action (CAA) and the San Francisco State University’s Asian American Studies Department for the launch of the Stop AAPI Hate Reporting Center. Reports can be made in Vietnamese, Khmer, Hindi, English and Chinese (traditional and simplified). Their weekly reports are not in real time, but the trend has been that AAPI women are harassed at twice the rate of men. What Kulkarni finds most disturbing is that despite the shelter-inplace policies, these incidents continue to occur — at grocery stores ,pharmacies and big box retailers outlets. Both Kulkarni and Chu felt that everyone can be involved in making public spaces safer. Chu suggested the IHollaback.org brochure “Show Up: Your Guide to Bystander Intervention,” which cites five possible strategies: to distract, to delegate, to delay and ask if the person who was harassed is OK, to directly address the person if it is safe, and to document. Hollaback! is a global organization focusing on ending harassment through developing different strategies and opening up public conversations. Both Kulkarni and Chu feel it is extremely important to make a record of each incident — record and report. Under normal circumstances, Chu would be “very very deep into organizing for what was supposed to be a vast array of activities” for Asian American Pacific Islander Heritage Month in May. All those events have been canceled. Instead, Chu is coordinating calls with Asian Pacific Islander groups addressing these hate crime issues. Said Kulkarni: “We should be as concerned about the spread of racism as the spread of the disease.” She wants Asian Americans to be ready as a community, “and take this very, very seriously.” n

PW ARTS GARCETTI SPEAKS WITH MEASURED OPTIMISM IN STATE OF THE CITY ADDRESS BY DANNY KAREL
mid a herculean civic effort to combat the novel coronavirus, Los Angeles Mayor Eric Garcetti delivered his annual State of the City address to a nearly vacant City Hall on April 19. The mayor offered a sobering assessment of present circumstances but framed this challenging time as a unique opportunity to orient the city toward a better, more just future. However, he was clear that the interim will be painful. He began by referencing the 2008 recession. “Until now, it was the biggest economic blow of our lifetime, and it hurt,” he said. “But there’s no way to sugarcoat this. This is bigger, and it will hurt more.” Heading into the crisis, the city’s reserve funds had reached an all-time high, said the mayor, but so far the city has had to draw more than $70 million from both reserve and special funds to fight the pandemic. At the same time, tax revenues have plummeted. Hotel reservations have collapsed, and airport traffic has fallen by 95%. In his proposed budget for the 2020 fiscal year, Garcetti explained that he had drawn a “red line” around certain essential services, namely those related to health and safety, but that cuts would be delivered almost everywhere else. This would also include a hiring freeze in city government, and the equivalent of a 10% reduction in pay for all civilian city workers, who will be asked to take 26 furlough days. To replace lost revenue, Garcetti called on the federal government to loosen restrictions on emergency funds. “Help bail out America’s cities,” he said. “Just as you bailed out the banks.” To frame his recovery plans and expectations, Garcetti asked four critical questions. The first was the most pressing: How will we make it through? He cited recently enacted emergency protections, such as eviction moratoriums and rent freezes, as well as the requirement to wear masks in public, and the ongoing collaboration between local labs and universities to develop large-scale virus testing and tracing capabilities. He also mentioned financial relief measures like the Angeleno Card initiative, which offers prefunded debit cards to low-income residents regardless of immigration status. However, despite these steps, society will not be able to reconvene immediately, noted the mayor. “It may be months, my friends, before we safely gather in large groups,” he said. “It may be a year or more before a vaccine or medicine frees us from periodically returning to Safer at Home.” Garcetti was clear that we are in the “first battle” of this fight, and without a vaccine, a second wave of COVID-19 is all but certain. For many Angelenos, the second question was equally urgent: When can we begin to
leave our homes? Garcetti explained the five “key elements” which determine the timeline: the ability to test for the virus and immunity-determining antibodies on a wide scale; the development of real-time dynamic monitoring to determine where cases are clustered; an improved system of tracking and tracing to keep t he virus from spreading; building and maintaining robust hospital capacity; and the development of COVID-19 treatments and a vaccine. He also proposed the formation of a ”Cares Core,” a coalition of government and health agencies, backed by federal funding, which would expedite these steps and guide the city through recovery. The third question addressed the City of Angels’ pain: When we do go back, what damage will have been done? At the time of the address, unemployment levels had already surpassed those reached during the worst days of the Great Recession, the mayor said. At least 600 Angelenos had died as a result of COVID-19, and nearly 3,4000 had been hospitalized. Garcetti acknowledged that The Safer at Home ordinance had helped “flatten this curve, but, to be clear, the numbers are still going up.” He called the current situation a “collective trauma,” one that will leave “none of us unmarked.” His final question looked to the future: When we do return, who do we want to be? While the virus has radically disrupted our daily lives, Garcetti also observed how it has created unique opportunities to address other issues that plague the city, such as air pollution and homelessness. He mentioned LA’s crystal blue sky, an unexpected but welcome development of the Safer at Home order. “We won that sky by saving each other from a disease,” he said, adding that managing to keep those skies blue through environmental initiatives would save even more lives from asthma, cancer, and “climate catastrophes.” He also pointed to the countywide effort to house thousands of homeless Angelenos in hotel and motel rooms to prevent the spread of COVID-19. “Once those fellow Angelenos come inside, they must not return to the streets,” he said, adding later that the spirit of service, which moves much of the city today, should “move our economic recovery and our commitment to heal an unjust world” in the future. Garcetti’s final remarks addressed the surreal nature and pain of the moment, but also recalled the resilient spirit of Los Angeles. “Our city is under attack, our daily life is unrecognizable, we are bowed, and we are worn down; we are grieving our dead,” he said. “But we are not broken, nor will we ever be.” n

n April 17, Rick Cole announced his resignation as Santa Monica’s City Manager. City Attorney Lane Dilg has been appointed as his interim replacement through a unanimous vote by the city council. Citing the city’s immediate need to deal with a projected $300 million shortfall over the next 26 months, Cole’s resignation letter asserts he stepped down “to facilitate the restructuring that must take place” for staff reductions at every level of the city’s workforce. “The global pandemic has drastically changed our prospects,” wrote Cole in his letter posted to the city of Santa Monica’s website. “All this has forced us to consider dire and immediate budget reductions. … Never one to turn my back on a challenge, I was prepared to persevere in the face of this daunting battle and lead our organization through this crisis. … On reflection, however, there comes a time to recognize one’s limits. … The capable staff that remain will carry on the mission and pursue the vision of a city that works for everyone.” Shared here is The Planning Report’s weekend conversation with Cole in which he elaborates on the navigational challenges 21st-century cities now face — including the sacrifices that remain as the challenges of COVID-19 grow in magnitude. You were quoted in the LA Times story on your departure as City Manager of Santa Monica that, “If I have to be the scapegoat for this, if I have to be the teller of bad news, I am prepared to do that, because that’s my job under the charter. That’s what you hired me to do.” How will courageous leaders be able to navigate the coming crippling impacts to local government budgets? Rick Cole: First, those crippling impacts are already here. Santa Monica will fall $72 million short of our revenue estimates this fiscal year, with no time to make it up. Our Chief Financial Officer’s best projection was a $154 million shortfall in the new fiscal year starting July 1. That’s a 38 percent hit. No amount of state or federal aid can solve that gap — and they have their own problems. While Santa Monica’s drop is greater because our sales, business and hotel revenues were stronger than most cities, all cites were already struggling with pension obligations. More than a quarter of LA County cities asked for tax increases in the March election. Many of them fell short. Long Beach won by just 16 votes out of 100,000 cast. This pandemic exponentially compounds the existing crisis in local government finance. Second, this is a time when we actually need an expanded and more dynamic role for local government. For years, we’ve seen ourselves as the provider of a set of legacy services: police, fire, libraries, parks, land use planning etc. We forgot that all those services were actually invented to respond to the challenge of industrializing America a century ago. We continue to provide them without adequately re-examining their fit for the world we live in today. If we were starting from scratch today, we would design a government that looked more like the iPhone than the rotary phone. But of course we can’t start from scratch — we have tens of thousands of dedicated people in public service trying to use rotary phone government to meet 21st century needs. So, what does that mean for courageous leaders? I think it means doing what courageous leaders did a century ago. In the face of the disorder, disease, illiteracy and land use chaos of America’s cities, the Progressive Era ushered in a period of historic reform, innovation and institutional change. It sure wasn’t easy then. It sure won’t be easy now. But I can’t believe we are any less far-sighted or courageous than the leaders of 100 years ago. What does 21st century government look like — besides an iPhone? First, it is focused not around providing services, but around producing outcomes. Let’s take homelessness. The 20th century response would be to create a Homelessness Department to battle homelessness, just like we created fire departments to battle fires. But here’s what we learned from history about fires. It’s not because firefighters got really good at responding to fires that today we have only a fraction of the fires we did 100 years ago. It’s because we got really good at preventing them — with 8 PASADENA WEEKLY | 04.16.20
rigorous building codes that require sprinklers and firewalls enforced with annual inspections. It also helps that people no longer smoke in bed. A couple of years ago, we had exactly 47 structure fires in Santa Monica. That’s less than one a week. That’s a spectacular public policy success. But it came from mobilizing intelligent, long-term preventative strategies while continuing to have top-notch response capability for the few fires that still break out. We need to apply that lesson to homelessness and get really smart about preventing it, not only responding to it. Second, we can learn from the private sector without copying the private sector. People who say government can — or should — be run like a business are delusional. But market competition has produced some valuable lessons from the best companies — and those are the ones we should pay attention to. First, the supreme value of talent. Our human resources model in Santa Monica is embedded in a charter adopted in 1947. Back then, the criteria for being a clerk typist was how fast you could type. A 21st century government focuses more on attracting people with potential, not screening for credentials — and develops them to be nimble, creative, independent thinkers to collaborate with the community, nonprofits and the private sector to solve problems. We need to be smarter about using data to measure and improve our performance just as businesses use metrics to sharpen their competitive edge. Another best practice is the smart use of technology. Every day in Santa Monica we encountered homeless people in the course of our duties. At dawn, a public works crew might encounter someone sleeping in the park. Later, a fire engine or police car might be summoned because that person is now sleeping on a sidewalk. Meanwhile, our homeless outreach team might make contact. Later, they might be sleeping in our library, which is against the rules. But none of those contacts was known or shared across our departments. We partnered with a start-up out of the Digital Health Lab at USC to develop a phone app that could securely record those encounters with appropriate privacy constraints. It also links our data with the system social service agencies use to share information on their clients. So a police officer could text a social worker about a client that missed their last appointment. That’s what I mean by the comparison to the iPhone. Will this crisis hasten or delay a shift to 21st century government? Well, that’s in our hands. As Cassius told Brutus in another memorable crisis, if we don’t act, “the fault is not in our stars, but in ourselves.” As Rahm Emmanuel famously said, “never let a good crisis go to waste.” That is not an invitation to opportunism — that is a call to be equal to the challenge. We are hunkered down in our homes now. But when we emerge from them, we can’t hunker down in obsolete formulas of outmoded government bureaucracy. No one knows when or how this will end, but it will end. Our job in the public sector is to lay the foundation for a more equitable, more sustainable and more resilient life in the cities of the future. For the last five thousand years, despite periodic plagues and pestilences, cities have been the source of our civilization and extraordinary economic progress. I heard recently that it took 400 years for the population of Europe to recover from the Black Plague. Yet because of that catastrophic disruption of feudal stagnation, the plague opened the path to the Renaissance. I’m not saying the plague created the Renaissance. I’m saying visionaries seized the opportunity for change. They created vibrant new ways of living as the old ways were dying. In just eight years, Los Angeles will welcome the world with the Olympics. We won’t be able to hide our problems away for two weeks. We will have to use this time to solve them. Let’s remember and act on the words of Lincoln: “The dogmas of the quiet past are inadequate to the stormy present. The occasion is piled high with difficulty and we must rise with the occasion. nemployment. As a freelance writer with a background in theatrical production, the process of filing a claim for unemployment compensation is no mystery to me. That said, my most recent attempt to certify for my first payment on-line resulted in two hours of cursing as the site repeatedly crashed and I ended up filing by phone… and I’m still waiting for confirmation that any payment was made… while I wait for various checks that should be “in the mail.” Our new normal, indeed. As I have already suggested, no, I’m not exploring the world of local take-out and delivery options lately, much as I — and some of you readers — might like. What I have been doing is attempting to find a thread of hope and direction for the shuttered independent restaurants in our area as we all look to the uncertain future. As originally reported by Farley Elliott in Eater-LA on April 16, a new chef-driven nonprofit program based in Washington DC — The Power of 10 Initiative — is branching out to Los Angeles and is now focused on reactivating one particular restaurant here in Arcadia: Sushi Kiyosuzu. The Power of 10 Initiative was quickly put together in March by DC-based Chef Erik Bruner-Yang, 34, whose restaurants Maketto and ABC Pony, along with Chef Peter Prime’s Cane became the first restaurants in a pilot program to test the program. Essentially designed to raise funds in order to activate
shuttered restaurants and re-employ staffs, the program is loosely inspired by the activity of Chef Jose Andre’s nonprofit World Central Kitchen. The idea is that with every $10,000 raised, a single restaurant will be enabled to employ 10 fulltime staff members, while preparing 1,000 meals a week. The prepped meals will then be distributed locally to nonprofit partners servicing food insecurity as well as front-line workers at hospitals. A minimum of four weeks of funding is allocated for each individual restaurant activation. To date, the program has raised over $200,000 and has successfully activated a total of six restaurants in the Washington, DC area. How is it that their first non-local expansion is happening at a small family-owned sushi restaurant in Arcadia? “The Internet,” says Chef Erik by phone from .C. “Instagram… this guy David Wang reached out to me… (and said) ‘I really want to launch Power of 10 in Arcadia, where I live’, and he started doing all the logistical groundwork… Things moved very quickly. We have a donor who has a nonprofit called Creative Class based out of LA. (They) wanted to make a large donation to Power of 10 and I asked for them to earmark it for whenever we launched in LA.” Arcadia resident Wang, 25, shares a mutual friend with Olympic-medalist figure skater Mirai Nagasu, 27, whose parents — father Kiyoyto, 63 and mother Ikuko, 59 — have owned and operated Sushi Kiyosuzu on Baldwin Avenue in Arcadia for

'Anything to Help' MIJARES, NOW CELEBRATING 100 YEARS, CONTINUES TRADITION OF GIVING BACK DURING CRIPPLING PANDEMIC BY MATT RODRIGUEZ

t was supposed to a year of celebration for the family-owned restaurant, Mijares. “It was a total disappointment as this was supposed to be our centennial,” said manager Tom Recendez, grandson of Jesucita Mijares, the legendary and inspirational namesake of the restaurant. 10 PASADENA WEEKLY | 04.30.20
nearly 20 years. Mirai virtually grew up at the restaurant, that is when she wasn’t training with The Pasadena Figure Skating Club. “We couldn’t afford a babysitter!” she explains by phone. When the lockdown came, her parents struggled to successfully maintain the business with take-out orders, but it also took some persuasion by Mirai to convince them to try the Power of 10 model. “They had never done 100 meals a day… it took a lot of persuading.” When asked about the relative sustainability of the take-out model for restaurants in general, Bruner-Yang replies,”The sustainable part isn’t really the question. You really don’t have a choice… unless you want to completely lose your business. At this point you either lose your business or you put yourself in a situation where you do takeout and delivery and pray for the best. I think what’s great about the Power of 10 Initiative is that it gives the business owner options and is a classic model of ‘trickle-up’ economics.” As Mirai twisted her parents’ arms from Boston, where she is quarantining, Wang had his virtual boots on the ground in Arcadia lining up nonprofit partners to receive the meals that would soon be generated from the restaurant. The self-described “foodie” turned local activist quickly established links with the Asian Youth Center in San Gabriel, Foothill Unity Center, and Methodist Hospital of Arcadia. “We’re delivering everyday for now. Tuesday through Friday for lunch. For Methodist we were delivering to them on weekends… for lunch and dinner.” He goes on to explain that the program scaled down for Sushi Kiyosuzu given its kitchen size and capacity so that a total of 500 meals are prepped
and delivered each week with 5 full-time employees. The menu? “We started out with a Teriyaki Chicken bowl with veggies and today we’re doing a salted, grilled salmon … Pork Katsu will also be worked into the rotation.” Is The Power of 10 Initiative a positive game changer for local independent restaurants? Is it effectively sustainable? As Bruner-Yang suggests, “The scalability is about fundraising…” One of my readers familiar with the subject — my girlfriend from her bunker in the living room — sent me an email asking, “If I had $100 to support — particularly — my local restaurants, why, instead of buying $100 food/takeout, would I make a $100 online donation to The Power of 10 Initiative?” Answer: Because activated restaurants are enabled to substantively re-employ their staff full-time for at least four weeks, while servicing communities in need. That said, I maintain a bit of healthy skepticism over crowdfunding efforts right now, in so far as the “crowd” is largely unemployed and experimenting at home with new takes on rice and beans. It also might be more compelling if my donation could be more specifically earmarked locally for restaurants in my area. On that note, Mirai Nagasu is back, “It’s really important to see my community coming together… it’s about being connected to community.” Above all, this much is true. Will Mom and Pop Nagasu and Sushi Kiyosuzu spur the first wave of revitalization for our local restaurants? Sponsor a meal now or a thousand if you can. With the Power of 10 Initiative, it’s all in the numbers.
“If you’re asking me how it has affected us — horribly. We’ve had to let so many of our employees go. We’re probably making about one-tenth of what we normally make,” Recendez said. Since the pandemic started, Mijares has laid off most of his staff, many of whom have been at the restaurant for decades, leaving the business with only 10 employees. “Luckily we’re a family-owned restaurant and we stick together and we make it work,” said Recendez. “It’s my sisters, my niece, my aunts and myself. We’re down to a staff of nine, 10 if you include the guy that cleans outside. We do the best we can. ... We don’t have corporate backing like the major chain restaurants. We are just a mom and pop restaurant that just happens to be in the city of Pasadena for 100 years… We are trying to continue on.” Originally, the restaurant planned to donate all of their proceeds during one day of every month to
local nonprofits, in celebration of their centennial. But due to the pandemic, they had to suspend the project. However, even with dwindling profits, the restaurant's owners still find ways to give back to the community that has supported them throughout the decades. “We are doing a lot for the first responders for Huntington Hospital, which is located just one block away. We have an account for first responders. They are able to call and order and we will give them their food as long as they present they’re a first responder for Huntington Hospital.” Recendez has gone so far as to feed the Caltrans workers that sweep the streets near the restaurant, sometimes providing meals for free. “Anything to help the community, for the people that are here. We are here to help as much as we can… I just want people to be happy, as if they were coming in here to dine,” said Recendez.

LOCAL WORKING MUSICIANS TALK ABOUT LOSING ALL THEIR GIGS, TRYING TO STAY CONNECTED IN ISOLATION, FOCUSING ON CREATIVITY, AND WHAT MIGHT LIE AHEAD

e’re all hurting during these shutdown days, in some way. Musicians, accustomed to stringing together various gigs to earn a living, saw months of work vanish almost overnight, and there’s still no certainty as to when or if work will return or how they will survive. In a cultural community like Pasadena, that affects not just those individuals and their families but also a chunk of the local economy that depends on their creative labors — restaurants, bars, theaters, coffeehouses, instrument and gear repair shops, studios, sound engineers, producers, costume designers, hat makers, merchandise manufacturers, to name just a few. The Pasadena Weekly talked with several local working musicians: Angel Town Combo lead vocalist Liela Avila, a Pasadena resident who also regularly plays restaurants and casual gigs with her own group; drummer Mark San Filippo, a lifelong San Gabriel resident who plays regularly with about 15 bands, including Angel Town Combo, Big Butter Jazz Band, the Richard Glazer Quartet, Tom Kinney & the Hi-Seas; Gwendolyn Sanford, who along with her husband Brandon Jay composes music for cable TV and online streaming shows (“American Princess,” “Orange is the New Black,” “Weeds”) in addition to recording their own music at their home studio in Altadena; Covina-based singer-songwriter and guitarist Rick Shea, a longtime fixture of the Southland’s acoustic and Americana scene; and Eagle Rock resident Will Wadsworth, bandleader and songwriter for Eagle Rock Gospel Singers. All expressed empathy for people suffering with the coronavirus, and support for Safer at Home measures needed to “flatten the curve” and defeat this beast of a virus. Amid substantial unease about work and finances, they tried to sound philosophical, even hopeful about the massive changes transforming our community. PASADENA WEEKLY: How are you adjusting to the shutdown, personally and professionally? Liela Avila: Professionally, I’m used to gigging four to five nights a week, so since this has all happened I’m home. It’s been a bit of a struggle financially but I’m focusing on creating. Mark San Filippo: I play in about 15 bands; some would play once a month and some only a few times a year, but I was playing four, five nights a week, for the past 10 years, at least. I’ve lost all of that work. I’m hopeful that it’s going to return at some point, but it’s going to be a long time. I’m trying to work on things I can control like songwriting over Zoom with [bassist] Gabe Davis and Maria de la Vega. I’m in a somewhat better scenario than a lot of my colleagues because I also work at the Geffen Playhouse in Westwood, which has managed to stay afloat for the time being. Also, my wife and I own a for-profit arts education company, Los Angeles Arts Group (laartsgroup.com); contracts go through the school year and we don’t know what’s going to happen. But a lot of our full-time musician colleagues, the only way they’re managing to pay their bills now is through remote teaching — that’s probably less than a quarter of what they’re used to making. Most musicians have to hustle four or five things simultaneously to make a living: teaching, performing live, doing studio work, copy editing,
licensing music. A lot of that is gone. Gwendolyn Sanford: In many ways things haven’t changed for me, because I work from home and I work in my studio all day. But the forced isolation makes it interesting because the kids are home and I’ve got a second job now as a teacher and a full-time parent. So it reduces my time as a musician and songwriter, and makes me work a little faster to get the lyrics or idea down on paper. Will Wadsworth: I personally feel really blessed because I have a job [teaching high school in East LA] where I can work from home. I can’t speak for immediate members of my band; I do know that there is real financial struggle happening right now, because a lot of them are full-time artists and musicians and don’t have the luxury of being able to work from home. So there are some issues with what’s going on with the economy right now with respect to job opportunities, and social distancing doesn’t really allow for certain jobs to be done. So my heart is really going out to my band members. PW: Are you doing online concerts? Gwendolyn: I honestly haven’t had the time, having our kids home 24 hours a day. We have a pretty good schedule going for them, which allows Brandon and I to take turns in the studio; I get about three hours a day. I’m not in a performing mood right now, so I’m writing songs. I’m sure I’ll be in a performing mood as soon as all these songs are done [laughs] and recorded. There’s always a season for how these things go. Rick Shea: I started doing those Facebook Live performances on Saturdays at 5 o’clock; there’s been a bigger response than I expected, with people saying they’re looking forward to it, so I’ve continued it. I did one earlier because a pretty fair number of people in Ireland, the UK and Europe have been listening and it’s really late for them when I play at 5; they end up listening the next day, it’s archived there. … Everybody’s just figuring everything out. But if this continues the way it seems it’s going to, I think we’re in this for a bit of a long haul. I’ll be more than happy to continue doing these. PW: How are you responding to the shutdown creatively? Liela Avila: I’m focusing more on my songwriting. I feel like I have the time to sit down and finish a lot of the unfinished work that I haven’t had time to do because I was gigging. My husband is an engineer/producer and we have a little home studio set up, so it’s pretty convenient to just have him engineer a session and get a track done. We can finish a whole song in a day. Gwendolyn: There have been a few opportunities to submit [music] for [TV] shows that are coming in the future; they’re trying to prepare but nobody really knows when production will start. I was actually supposed to jump on a plane on March 11 to go to New York to do our “Romy and Michele: The Musical” workshop back East. That all got canceled so it gives us a little more time to work with that material, perhaps write a new song for that. But again, we don’t know when that’s going to get picked up because that’s a live theater show. CONTINUED ON PAGE 12

Rick Shea: I had already tracked six or eight songs with [drummer] Shawn Nourse over at his studio, and had Dave Hall come play bass on them. So I already had all of that to work with, and I’m trying to make a new album. I’ve even written a couple new songs. I’m playing the song here to a click track and then sending it to Shawn and having him [drum] to that, and then the same thing with Dave Hall. I sent some tracks to Dave Jackson, he’s playing some accordion, and I sent some to Jim Shirey and he’s been playing some fiddle. Trying to figure out this working remotely thing. PW: How have you seen music helping people get through this? Liela Avila: It’s bringing people together. I think people are starting to realize family and friends and music, all these things that bring us joy, that those are the real things in life — not materialism, not money; those things don’t really matter at a certain point. I think music has been bringing people together and kind of shining a light on how we’re all in this together. Rick Shea: The online performances have been wonderful and amazing; a lot of people that I’m familiar with, like Richard Thompson and David Grissom, I hadn’t noticed doing that before. As far as adjusting and making some money, I know some other people are recording the way I am, some people had been giving lessons and have moved those online like Brian Whelan and people at the Fret House. It seems like people at home are spending more time listening to music, which I’m always happy to see. Will Wadsworth: More fan interaction is happening with the livestreaming of performances and the displaying of work online in a variety of ways. I think there’ll be some silver lining to be seen as far as artists and audiences go.
PW: How do you think this experience is affecting people’s relationship with music? Are people responding differently to your music in the framework of the pandemic? Liela Avila: When I sing jazz, so much relies on communicating with music; it’s so much harder to not be in the same room with someone when you’re making that music. You’re missing this whole part of it. … It’s tough not being able to connect with people on any kind of level except through the internet. Mark San Filippo: I’m taking advantage of the technology that we’re able to use. But we’re not performing in front of a live audience, so there’s no spark of that magic that happens when you play live. Will Wadsworth: Some of the music that we just finished has ended up being pretty timely, as it’s really about overcoming tragedy, overcoming obstacles, getting up off of the floor after you’ve been knocked down and fighting back into a good place. And obviously we’re a gospel group so it’s calling out to a higher power. Things get highlighted whenever there’s trial and tribulation to be dealt with. PW: What are your thoughts about how the music scene might reshape itself postpandemic? Liela Avila: I do a lot of restaurant gigs, and I’m not too sure, once this all is over, if those gigs are still gonna be there. I’ve kind of accepted that I might need to change what I do, as far as making money from music. I’m switching gears and focusing more on songwriting. I enjoy being home with my family; I have a 1-year-old daughter and it’s really hard every night to be at a gig, I don’t get to say goodnight to her. So it’s nice being home. Mark San Filippo: Once venues reopen, there are likely to be different types of rules that go into effect. I don’t know if we’re going to see things go back to the way they were for a long time, in terms of just being able to gather with your band friends and set up at a venue and invite all your friends to come out and perform. I think [bands being able to rehearse together] is more likely to happen first, before we’re able to perform in public arenas, because everybody’s waiting on the testing process to get caught up. I don’t know if rehearsal studios are

going to be the best places to go, depending on the numbers; those places are filthy. Gwendolyn Sanford: Maybe we’ll have a gathering of 10, do a parlor scene, speakeasy-style. As far as larger venues, maybe places that have seats will stagger their seats to make people feel comfortable; I don’t know, we’re such a culture of maximum occupancy. I’d be into songwriter circles where we’re engaged with each other, and really listening to each person as they play, one at a time — a video song circle. Rick Shea: Honestly, I think everything’s going to be different; I don’t see this being over any time soon. I hate to be the voice of doom and gloom, but if this goes on for a long time it will be a while before people feel comfortable again being in a crowd. But I’m also hopeful. If there’s a vaccine or something else for this, people would go back a lot quicker. But if it takes until next year the way that some reports are saying ... I’m not sure a lot of the venues will be able to survive until then. It might be starting over in a lot of ways. Will Wadsworth: That really is the question. I hope that live music thrives more than ever before. I think people are going to be really hungry to go out and see live music, and be around people; maybe not immediately but eventually, I think there will be a real desire for people to be in community in person with artists and performers on stages and with audiences. That desire might be stronger than ever when we come out of this. Right now people are sharpening their social media skills and figuring out how to create more content from home. That’s really valuable, and we need to know how to do more of that and keep creating and moving forward. Let the limitation be something that really promotes creativity. PW: How do you keep your hope alive? Liela Avila: I just take it one day at a time. My husband and I were just talking about this the other day — about how no matter what happens, somehow it always works out. As musicians, we’re used to this lifestyle of living from one paycheck to the next and letting the music just take you. So far we’ve been provided for and it always works out. So I just keep the hope alive. There’s really no other alternative for me. Music is what I’ve done my entire life, so
this is just what I will continue to do and I will figure out how to make it work. It’s hard to say how much will change after all of this is done, or how much time it will take for things to feel normal again — or if they should. Growth always comes from these very uncomfortable periods. Rick Shea: I have to be sort of optimistic even when it feels like it might be naïve. [Laughs] I know I may not sound like it sometimes, but I can’t walk around with a dark cloud over me all the time. I keep real busy. I’ve been as busy or maybe even busier than I’ve been since this all started. Will Wadsworth: I’m looking at these limitations and this suffering and this distancing and this loneliness and cabin fever that we’re experiencing right now as an opportunity. It’s an opportunity to really dive into yourself, in some ways, to take personal inventory; to be reacquainted with yourself and the divine. To dive into the literature and the books you’ve been setting aside. To dive into the music and the movies you’ve been setting aside. I think we’re going to see a lot of great art come out of this. We’re going to see communities and people bond together more often, because whenever tragedy happens, one of the byproducts is people leaning on each other more. … As Mr. Rogers said, Look for the helpers; what can we do to be one of the helpers?
