F

or the past decade plus, I’ve written about topics with a basic understanding of the subject matter. Whether it be elections, social media or cultural issues, I’ve always had some formidable grasp of the topic. There is an origin, a clear conflict, and a potential resolution. Say whatever you want about unemployment or student loan debt, there are clear pathways to figure out how it occurs and how our capitalistic system can work to fix it. We may not agree, but we can agree it exists. You cannot say the same for bitcoin and cryptocurrency. For about a decade now Wall Street and even Matt Damon have been pushing the idea of magical money that people own in a way that has some logistical boundaries, but in the end turns the brain to mush while trying to comprehend it. And considering that this is a potential future for our economy, there’s a sense that if the Biden administration and world governments don’t get their heads around

this, we will find a small minority of billionaires controlling Wall Street — but in the way about which conspiracy theorists have been crying into the wilderness for decades now. A basic definition from Investopedia reads reasonable, if ambiguous: “A cryptocurrency is a digital or virtual currency that is secured by cryptography, which makes it nearly impossible to counterfeit or double-spend. Many cryptocurrencies are decentralized networks based on blockchain technology — a distributed ledger enforced by a disparate network of computers. A defining feature of cryptocurrencies is that they are generally not issued by any central authority, rendering them theoretically immune to government interference or manipulation.” Yet, why is it so expensive to trade? Who is regulating it? What in the heck can I buy with it? While there appear to be some definitive definitions, when I read about its recent Wall Street crash, my head

starts spinning. MarketWatch explains what happened last week in such convoluted terms, I’m just going to leave it here and hope you have a Ph.D. in linguistics or nuclear physics: “It has been a bloodbath week, as some called it, for the crypto market. Stablecoin USDTerra, or UST USTUSD, -3.48%, once among the top 10 largest cryptocurrency by market cap, lost its 1 to 1 peg against the U.S. dollar, falling to as low as 6 cents on Friday, according to CoinDesk data. LUNA LUNAUSD, 0.00%, another cryptocurrency backing UST, fell nearly to zero from over $80 in early May, with its market capitalization shrinking by more than $40 billion from early April.” (“How a bitcoin market ‘in extreme fear’ compares with the past, and what to expect next,” by Frances Yue, May 14, 2022.) All of the above words are in English, but how in the world does something drop $40 billion and not

I had started with $1,000 and earned nine times my investment, but after getting wasted and developing a crush on my card dealer, I stayed too long and lost what was never really mine. This is the story of cryptocurrency. MarketWatch went on to claim, “It marks ‘the largest wealth destruction event in the short history of the crypto markets,’ since bitcoin was created in 2009, crypto trading firm QCP Capital wrote in a Friday note . . . More than $400 billion has been wiped out from the crypto market during the past seven days, according to CoinGecko.” The cryptocurrency machine is fighting back on its most recent collapse. “It’s a pattern. Back when we look at what happened in 2014, the crash happened and there’s a big

panic. People say, oh, crypto is dead. It’s not coming back. But of course, it has come back,” Mike Belshe, founder and chief executive at crypto infrastructure provider BitGo, told MarketWatch. What needs to be understood is that the real fear isn’t that billions of fake dollars were lost. That’s like being scared for Hollywood when a wannabe star like Tara Reid never makes it. No real loss. What needs to be regulated is this reliance on a fake currency as a way to build the world’s economy. With real life billionaires like Elon Musk owning massive shares of this make-believe money, the concern is that if it becomes legitimized, people around the world will start to spend money they don’t have in an attempt to create wealth that isn’t real. America was built on tangible items like the automobile. We don’t need the Emperor’s New Currency to be the wave of the future.

JUNE 7 ELECTION SPOTLIGHT Several Ventura County offices will be on the ballot

by Alex Wilson n unusual feature of Ventura County’s June 7 primary election this year is the number of competitive races for countywide offices. Turnover is typically infrequent for the positions of Assessor, Auditor- Controller, County Clerk and Recorder, District Attorney, Sheriff and Treasurer-Tax Collector. The only incumbent running unopposed this year is Auditor-Controller Jeffery Burgh, while the other five countywide races have more than one candidate on the campaign trail. The sheriff and DA races were covered in the May 5 Ventura County Reporter. This week we’re taking a look at the Assessor, County Clerk and Recorder and Treasurer-Tax Collector races. As with all the countywide positions, any candidate who receives over 50% of the vote on June 7 will automatically win. In races with more than two candidates, if nobody tops 50%, there will be a runoff in November between the top two.

Ventura County’s current Assessor Dan Goodwin was first elected in 1998, and served six four-year terms before announcing his retirement in February. The assessor oversees a staff that decides the value of taxable property, and those figures are used to determine the amount owners must pay. Assessed property includes not only homes and commercial buildings, but other valuable property such as farmland and boats. Property owners who disagree with the values set by the assessor’s office can appeal. Chief Deputy Assessor Keith Taylor is running against Bradley Coburn, who’s hoping voters agree someone not currently working in the assessor’s office deserves a chance to serve. “The bottom line is we need an advocate for residents in that office. We don’t need someone who is beholden to the political players in Ventura and beholden to just looking for maximum increases in the tax coffers,” Coburn said. Coburn said he expects property values to fall in coming years and will work to reduce taxable valuations quickly when that happens. “We’ll likely see a decline in values fairly soon. So when that happens, it’s my belief that we need an assessor who’s going to be proactively using their powers .

County Clerk and Recorder Michelle Ascencion . . to reduce the values and reduce the hardship on homeowners.” Coburn said he works in a senior policy position for a government-sponsored entity, which has helped prepare him for the assessor job, but is unable to disclose the name of his employer. For both Coburn and Taylor, it’s their first time running for elected office. Taylor said his experience is what makes him the best person for the assessor job. He’s worked in the Ventura County assessor’s office since 2018. Prior to that, he worked at the Santa Barbara County assessor’s office, where he said he became an expert on the assessment of oil and gas mineral rights and even rocket launch facilities at Vandenberg Air Force Base. “I enjoy the work,” Taylor said. “I’ve been a public servant for a long time and I think I have the knowledge and ability to continue on assessing the properties in Ventura County with the fairness and impartiality that property assessments need.” www.bradleycoburn.com www.taylorforassessor.com

The position of County Clerk and Recorder has several important duties including running elections, keeping vital records like birth and death certificates and performing weddings at the county government center. The current officeholder, Mark Lunn, is retiring. Three candidates are vying for the job: Jeff Hargleroad, Michelle Ascencion and Bruce Boyer. Hargleroad said his experience for the job includes 30 years as a senior executive at major corporations including Verizon, Sony Pictures and Universal Studios. He explained that customer service is a critical role of the job and he has the necessary experience. “I have run multi-million dollar customer experiences. I was in charge of the studio tour for example,” he said. “For me, I’m looking to bring that private-sector experience to the government sector.” Bruce Boyer tried to run for Ventura County Sheriff in 2018 but was not allowed on the ballot because Lunn

determined Boyer lacked the law enforcement experience and training required by state law. But that setback did not prevent the army veteran and security business owner from running for Lunn’s position this year. Boyer said election integrity is his main issue, and he’s heard about ballots showing up at homes for people who have moved away or have even died. Boyer also said he fears fictional people are voting. “I’ll tell you how that happens. That is slam-dunk easy and it’s terrifying. You can register Felix the Cat, and I’ve done it. I just didn’t mail it in,” Boyer said. “How much cheating is going on? I don’t know. But the door is off the hinges.” Ascencion was the elected city clerk for the city of Oxnard between 2016 and 2020 and previously worked as city clerk in Port Hueneme, she said. In December 2020, Ascencion was recruited by Lunn to become the county’s Assistant County Clerk-Recorder – experience that she said makes her the best candidate for the job. “Professionally, it’s the natural progression of my career. Moving up in responsibility and authority.” Ascencion said she’s confident in the election process and does not believe fraud is widespread, stating that state law includes many safeguards to ensure every voter is verified and that their votes count. “I think if people had a better understanding of all the measures we take, that they would feel a bit more confident and secure that the elections are being conducted completely free and fair,” she said. “And when fraud is attempted, and people try, we investigate, and are able to catch them.”

The office also operates the county treasury, which has $12 billion dollars flowing through it annually, and manages a $3.5 billion investment pool that also includes funds for schools and other government agencies. The race for Treasurer-Tax Collector pits Sue Horgan, a former Ojai mayor who currently works as assistant treasurer-tax collector, against Ron Speakman, an elected member of Camarillo’s Pleasant Valley School District board of trustees. “I threw my hat in the ring because I believe that the elected offices should be held primarily by people who are taxpayer advocates and not system employees,” Speakman said. He noted that he’s worked as a certified public accountant and financial advisor for more than 35 years, and served on the school board for 24 years, helping oversee the district budget and school bond proceeds. “I think my qualifications are right on point for the position,” Speakman said. Horgan said she’s held the number two job in the Treasurer-Tax Collector’s office for five years under Steven Hintz who is retiring, and has successfully handled all aspects of the operation. “I know this work. I know the office,” she said. “We basically are the financial backbone of the County of Ventura.” Horgan said she’s ready to take on the role managing a staff of about 37 people. “My top goal is to safeguard the taxpayer’s money,” said Horgan, adding that her second goal is providing the best customer service possible.

“More days, more ways” New Voter’s Choice Act model aims to increase voter turnout by Alex Wilson

raditional neighborhood polling places are officially a relic of the past in Ventura County. Assistant Registrar of Voters Miranda Nobriga said a big shift in how voters cast ballots is nearing completion. “For the June 7 election we’re transitioning to the Voter’s Choice Act model of voting, which means we are moving away from neighborhood polling places,” Nobriga said. “Previously we had close to 400 polling places and now we will have 51 vote centers located throughout the county. Voters are not assigned to a specific location.” Under the new system, all registered voters were sent vote-by-mail ballots May 9, which can be turned in using a variety of methods. Ballots can be dropped in the mail and do not require postage. Ballots can also be placed in one of 38 official drop boxes available 24 hours a day at

locations including the county government center and all the city halls across the county. People who still want to cast ballots in-person also have options. In-person voting at the Elections Division at the county government center started May 9, the same day that the ballots were mailed out. On May 28, 10 vote centers will open, one in each of the county’s 10 cities. Then on June 4, the rest of the vote centers will open, bringing the total to 51. People who want to vote in-person are asked to bring the ballot that was mailed to them, but election workers at the vote centers will also be able to help people vote even if they fail to bring their ballot. Nobriga said increasing voter turnout is the main goal of the new system. “The whole model behind the Voter’s Choice Act is more days, more ways,” she said. While it’s the first election to be in full compliance with the Voter’s Choice Act, the shift away from traditional neighborhood polling places has been happening over the course of the last few elections, Nobriga said.

Many years ago, people were only allowed to cast mail-in-ballots, previously called absentee ballots, for specific reasons such as a planned vacation or medical issues that prevented people from getting to the polls. But as those restrictions were eased, more and more voters chose to vote by mail for the sake of convenience, or so they could have more time looking over their ballot than they would have spent inside a polling booth. Prior to the pandemic, more than 50% of Ventura County voters were receiving mail-in ballots, and polling places started to become a lot quieter. The last election that followed the old model was the March 2020 primary election, which happened just before pandemic-related social distancing requirements made traditional polling places problematic. Even though the county did not fully transition to the Voter’s Choice Act for the November 2020 presidential election, some aspects of the law were incorporated, such as mailing ballots to all voters whether or not they requested it. Nobriga said the transition to new voting methods has gone smoothly overall. “We have not heard many com-

plaints about moving from polling places to vote centers,” she said. Nobriga said county officials also want to reassure voters about election integrity, since more people are expressing fears about their vote counting than in years past. According to Nobriga, numerous safeguards are in place to prevent people from voting more than once, and people who are caught casting ballots fraudulently are investigated and prosecuted. She also noted that election officials will make accommodations

for people who have concerns and want a better look at how the system works. “There is a lot of talk about voter fraud. We invite those people who are not familiar with the voting process to come in and observe,” she said. Videos educate, celebrate 11th Annual Public Works Week by David Goldstein and Sheena Kennedy

W

ater use is the most frequent way most people interact with government. Every time someone turns on a tap, they are depending on government regulators to keep the water supply safe. Except for those with wells, using water also depends on public agencies providing water pressure through a vast underground infrastructure of pumps, pipes and storage facilities. Similarly, every time water flows down a drain, whether through a sink or a toilet or even runoff water flowing into a storm drain, people are depending on public agencies to manage an efficient and safe system handling consequences of the flow. Use of roads is another commonly overlooked point of interface between the public and public works agencies. Planning, engineering, construction, inspection and maintenance are some of the inputs necessary so roads can enable economic 8—

sustainability, emergency response and the movement of people and products. Road construction requires massive resources, and maintenance of roads avoids the generation of enormous waste. The workers behind these environmentally monumental public works projects explain how they use tools and equipment in a series of videos posted last week to the Ventura County Public Works website in celebration of National Public Works Week, May 16-21. Hundreds of classrooms throughout Ventura County will view these new educational videos as part of a public education campaign, initiated in 1960 by the American Public Works Association, to call attention to the importance of public works in community life. Ventura County’s online 11th annual celebration of Public Works Week includes a video featuring “A Day in the Life of a Laboratory Technician.” Shane Dass, laboratory manager, and Karla Gutierrez, laboratory technician for the Water and Sanitation Department, explain how

they make media, dispense to tubes for fermentation, and run tests to calculate quantities of various materials in water samples. Lab Technician Eric Dean is shown at a reservoir, collecting and testing water samples for chlorine, nitrogen and bacteria. Aspiring chemists will be especially interested to see how he adds a chemical reagent to samples and uses colorimetric detection to make determinations. Another video, “A Day in the Life of a Water/Wastewater Worker,” explains the design, construction and maintenance of water and sewer utility systems throughout Ventura County. Customer Service and Metering Supervisor Joe Valdivia facilitates billing and leak detection by testing water meters for accuracy. Gary Nunez, at a water reclamation facility, narrates as crews use 48 bolts to replace each side of a sixfoot section of 16-inch-wide pipe for reclaimed water in a nine-foot trench, secured with a shoring box. Wastewater Service Worker Chris Lewsadder demonstrates septic tank

effluent pumping to a lift station and uses a video device to check septic systems for leaks, preventing wastewater from percolating into aquifers or flowing to natural areas. In a video produced by the Public Works Roads and Transportation Department, staff demonstrate how technicians inspect streets for wear, showing sampling methods and a mobile rater application. They measure “alligator cracking, block cracking, distortions, long and trans cracking, patch and utility cut patch, rutting/depression, raveling and weathering.” Information uploaded to a Street Saver program is assessed by an engineer who develops a deterioration curve to evaluate pavement performance and create a multi-year pavement plan so the Ventura County Board of Supervisors can decide which roadways to repair first every year. Another video shows how crews remove vegetation and sediment to clear flood control channels and facilitate water flow during a storm. A video I helped create explains

the reasons for new programs to recycle food waste. Many public works projects depend on private companies contracting with public agencies to provide services, while public works staff serve planning, management, public education, monitoring and reporting roles. Three local theater companies see women taking the helm as artistic director

Angela DeCicco has taken the reins at The Elite in Oxnard, Jessi May Stevenson at Santa Paula Theater Center, and Tracey Williams Sutton at the Ojai Art Center Theater. “It’s an honor,” says Sutton, although she adds that it’s a shame that the appointment of women to positions of leadership in local theater is newsworthy. Indeed, it’s a first for the theaters. “Why shouldn’t it be women? It’s great!” “I love this trend of elevating women to positions of power. An eye for “transportive theater”

DeCicco graduated from the California Institute of the Arts after

determined to keep going.” In 2021, she was asked to step in as artistic director. DeCicco’s goal is to create “transportive theater . . . thought-provoking and soul-searching plays that make you think.” She explains that as the world was just beginning to emerge from lockdown, she saw that “a very small window was opening and everyone was hungry.” That is, theater folks were anxious to get back to doing what they love. DeCicco put out a call to her fellow theater creatives. “Bring what’s in your heart. What you’ve always wanted to do,” she said. The result was a powerful lineup for the 2022 season, which included Picasso at the Lapin Agile, penned by comedian and actor Steve Martin; the one-woman show The Belle

of Amherst, starring Anna Kotula, that played for two weekends in March; and ‘Night Mother, which is on stage even now, through May 22. More provocative productions are in store for this summer, and also in the works is a special month-long Día de Los Muertos community event called The Latin Experience. “I want audiences to be sucked in,” DeCicco explains. If recent productions like the wonderful Eleemosynary, Severance Play and Andronicus are any indication, great, not-to-be-missed things lie ahead at The Elite.

Elevating new voices

Coincidentally, 2021 was also the year that Stevenson took the helm at Santa Paula Theater Center (SPTC). Officially named artistic director in November 2021, Stevenson fol-

An award-winning actor with an MFA in theater from the University of California at Irvine who worked with The American Repertory Theater in Boston, Stevenson had already become a fixture at SPTC as an actor and director. She recently starred in SPTC’s critically acclaimed production of Rapture, Blister, Burn and directed Things I Know to Be True, which ran through March. Stevenson explains that her goal is to elevate exciting new voices and bring in a new generation of theatergoers to join the many who have loved and supported SPTC through the years. “I read hundreds of plays,” Stevenson explains, looking for outstanding works that resonate. She says that could include everything from Conor McPherson’s adaptation of Chekhov’s Uncle Vanya to a new work by the award-winning Sarah Ruhl to “the sexy and exciting” The Roommate by Jen Silverman, which opens on May 20. Whatever unfolds on the SPTC stage, Stevenson promises that 2022 is “going to be our most exciting year yet.”

“Feel-good theater”

that she has “always, always been in theater since childhood.” Her parents were theater professionals, and it was her father who advised her to get a master’s degree so that the door would be open for her to teach theater at the high school and college level. In May 2021, another door swung open unexpectedly when Ojai ACT’s Herb Hemming came to her and said, “We could really use you.” Sutton answered the call and, before she knew it, she was artistic director of her beloved Ojai ACT and putting together the 2022 season. The inaugural show was the wonderful Vanya and Sonia and Masha and Spike by Christopher Durang, featuring Sutton as the unforgettable Masha. The show was a hit when it opened in January and heralded a hopeful new beginning for the theater and a formidable debut of its new artistic director. Sutton’s vision is to bring “feelgood theater” to a public that is weary from the past few tumultuous years; plays, she says, that make us “laugh and enjoy together.” True to her word, Sutton has ushered in some delightful productions. Ojai ACT followed up the Chekhov satire with March’s Southern-fried comedy/drama Steel Magnolias and the uproarious one-act collection All in the Timing (which just closed). Keep an eye out for The Music Man this summer.

“To unflinchingly feel”

DeCicco, Stevenson and Sutton all possess incredible passion for theater and a deep love for their own theaters in particular. While they each have a different vision, they all hold the belief that theater has the power not only to entertain, but to heal. As Stevenson wrote in her notes accompanying Things I Know to Be True: “As we are coming off a very harrowing two years, I feel we need the meditation of storytelling more than ever. And live theater, not only does this, but also creates a space where it’s appropriate and encouraged to unflinchingly feel. When we reflect on those feelings, in all their complexity, we feel less alone. “Theater brings people together as a community. And while we breathe in sync to the wonder of the story unfolding before us, it subtly injects the works with insight and sympathy. This is powerful. This is soft. he Santa Paula Art Museum is the perfect place to lose yourself in the beauty and power of art. On view now through July 10 are two concurrent exhibits, Fieldnotes by Lynn Hanson and A Narrative by John Robertson. Highly personal and equally powerful, the exhibits span 30 years of the artists’ work. They couldn’t be more different, yet the exhibits give the viewer the sense of being in the company of kindred spirits. It is not surprising that the artists are a married couple. “Hanson and Robertson are a generous and down-to-earth pair who share a deep-rooted love for art and nature. As artists, their styles, subject matter and methods are delightfully different; their works recall each other in only the subtlest of ways,” explains Julie Cluster, Santa Paula Art Museum director of media marketing. Hanson’s work is deeply rooted in nature. As the exhibition notes explain, “Lynn’s subject matter carries an undercurrent of longing: gray painted seascapes; drawings of native wildlife on vintage maps; stark images of discarded rope, wrack and bramble.” “Everything is from nature,” Hanson says. “Every morning I go to the canyons and the beach and take thousands of photos. Without that I wouldn’t have any interest in creating art.” A Narrative is “a biographical collection of drawings, paintings, assemblages, and videos from Robertson’s three decades as a self-taught artist with a dogged daily practice.” Robert-

son explains that he had no interest in becoming an artist until a trip to the Getty Villa changed the course of his life. “I heard that they had just bought Van Gogh’s “Irises” for $50 million dollars. .R. Ford opened his now-iconic steakhouse with business partner Sam Book in Downtown Ventura almost exactly 25 years ago, on May 21, 1997. The restaurant will be holding a celebration for its quarter century of success this weekend – Saturday, May 21, 2022 – with live music all day, plus drink specials and giveaways. The event will also support local nonprofit Music and Art for Youth. Ford shared some thoughts with the Ventura County Reporter on his career as a restaurateur, the unique items Winchester’s offers, being a part of the revitalization of Downtown Ventura and more.

Did you have a background in restaurant ownership or management before you opened Winchester’s?

What inspired you to open Winchester’s?

I have been in the restaurant business all of my working life. My first job in high school was as a busboy. I waited and bartended my way through

UCSB, and had my first manager role at a dinner house in Goleta called The Elegant Farmer at age 22. That restaurant was bought by Mike Lonigan, who owned all of the Sizzler franchises in Ventura County. He invited my general manager at the time and myself to join the Sizzler team and we trained at the Ventura location on Main Street while they renovated the Goleta space. That was my introduction to Ventura. I left there in 1986, bartended at several Santa Barbara area restaurants before meeting my current business partner, Sam Book, in 1988. At the time, he owned and operated a pair of Mexican seafood restaurants called Pescados. I joined him there, and we opened the third Pescados in Santa Monica in 1989. It was a half block off of the Third Street Promenade just at the time that area was being discovered. It unfortunately fell to a fire started by one of our neighbors in 1991. Not being an “L.A. guy” and not liking living down there, I chose to go back to Santa Barbara as opposed to rebuilding. Sam and I opened The King’s Tavern, a British pub on State Street, in 1992 and enjoyed tremendous success.

When they signed the deal that brought the Century 10 movie theaters, we recognized that as a key turning point in the revitalization of downtown and moved to purchase our current location. Clones vs. Seeds If you want to get started on growing cannabis at home, we highly recommend that you start with clones rather than seeds due to several benefits such as: Starting with clones guarantees that the gender of the plant is female. Growing clones is way easier than starting with a seed and are far less delicate than seeds. Rooted clones are easier to nurture and have a lesser chance of dying than newly sprouted seedlings.
