eith Freitas started out his new job as Ventura County Director of Airports in November by apologizing for a communication breakdown that left many people fearful that giant Amazon cargo jets could soon be charting a course to land at Camarillo Airport. A process was launched in early 2021 by the previous airport director, Kip Turner, to update the airport’s 2011 master plan and consider the possibility of allowing commercial airline service or cargo jets at the county-owned airport. That helped unfounded rumors fly that Amazon wanted to use Camarillo Airport to support the massive distribution center the company was in the process of building just a few miles away in Oxnard. Despite denials from Amazon officials and Turner about that possibility, the rumors persisted. Turner also stirred controversy by suggesting a 1976 joint powers agreement between Camarillo city officials and county government limiting the size of airplanes allowed to

use the airport needed to be updated to comply with current Federal Aviation Administration regulations, and remain eligible for federal grants. That position drew a harsh response from Camarillo city leaders who insisted the agreement was still valid and enforceable. City officials funded a survey showing most residents were opposed to any expansion of the airport’s uses. Controversies surrounding the airport led to Turner’s resignation, and Freitas was hired partly because he had a strong track record of involving the public at airports he had previously led in Northern California, county government officials said. Freitas returned to the city council at their July 13 meeting to tell them he’s committed to reaching the same destination they desire, with no major changes to the airport’s current operation as a general aviation airport. “I started by apologizing how the airport department interacted with the community and the council members. We had started a master plan, we stopped the master plan. There were a lot of concerns and questions about noise, rumors about Amazon and 737s and things like that,” Freitas told the council.

Freitas said instead of revising the master plan, which would have a 20-year horizon, the department has instead received permission from the FAA to conduct a less extensive airport layout plan (ALP) update with a shorter time frame of around seven years. The ALP will have a narrower scope than a master plan update and will be focused on things like runway maintenance instead of the possibility of significant changes to the airport’s uses. “We don’t look at things like airline service, air freight, touching the length of the runway, any of those things,” Freitas said at the meeting. The ALP process is expected to start in September and last 12 to 15 months, and Freitas promised there will be ample opportunities for public engagement. He said having a current ALP in place is a requirement of the FAA to receive grants for airport improvements, which are generally funded by the federal government. After Freitas made his presentation, Councilmember Tony Trembley said he was pleased with the new approach taken by the airport department under Freitas’s leadership. “You have provided a breath of fresh air, so I really want to

compliment you for this process,” said Trembley. Following the meeting, Freitas told the Ventura County Reporter that another thing the department is planning to address is a noise study for which officials are seeking nearly $800,000 in federal grants. “[The study would be] where we look at noise impacts currently and in the future and implement anything that can help us mitigate noise for the community,” he said, adding that the next big capital project they hope to accomplish is a resurfacing of the runway which could happen around 2025 if federal grants for the project are approved. Freitas also pledged to do a better job on communications than was done by the airport department in the past. Airport officials are in the process of hiring a new spokesper-

son to improve transparency, he said. “The failure of the airport in the past was lack of communications and letting folks know what was happening. We’re not going to let that happen again.” Camarillo Mayor Shawn Mulchay told the Ventura County Reporter after the meeting that he’s happy with the new course being charted by the airport department. “They’ve listened to our concerns and objections as to the course of the airport master plan that they were pursuing. And with the change of leadership at the department of airports with Keith Freitas now at the helm, I think our relationship has definitely mended,” the mayor said. “They intend to be fully compliant with the 1976 joint powers agreement between the city of Camarillo and the county. That’s music to our ears.”

“Avocados grow better with chips”: Mulch benefits include water savings by David Goldstein

Avocados grow better with chips.” That was the humorous informal title of a study more formally titled “Use of Yard Trimmings and Compost on Citrus and Avocado.” The 25th anniversary of the two-year study’s implementation recently passed, but the study has gained new relevance today as farmers and gardeners look for tools to keep trees alive while meeting water conservation goals. The team of scientists conducting the two-year study included Drs. Ben Faber and Jim Downer, who are still Ventura-based University of California Cooperative Extension Farm Advisors and still recommend the use of mulch and compost in both farming and gardening. At the time of the study, farmers and gardeners already knew compost builds soil structure and promotes plant health, while mulch suppresses weeds, moderates soil temperature, prevents erosion, and reduces evaporation. However, the study systematically examined the effects of

grass and other vegetative matter, converted by microorganisms into the texture of soil; gardeners and farmers usually use it as an amendment, working it into the existing dirt to help plants grow. In contrast, mulch is generally made from woody plant material, reduced to a uniform small size by a grinder. Mulch is designed to slowly decompose after placement on top of soil. Rather than promoting growth, the main purposes of mulch are to reduce erosion, suppress weed growth, moderate soil temperature and save water by retaining soil moisture. Like compost, mulch also eventually recycles nutrients back into the soil, but it takes longer and serves other purposes first. However, if much mulch mixes into soil before degrading, it can deplete nitrogen and reduce plant growth. While compost is worked into soil, generally at a ratio of 70% topsoil to 30% compost, mulch is meant to be placed on top of dirt. The recommended depth for mulch generally varies from one inch for cosmetic purposes to three inches for moderation of soil temperature to six inches

Each location also had control groups of trees with no application of organics. The organic treatments suppressed Phytophthora root rot and were associated with increased root growth, improved plant nutrition, weed suppression and water savings. The study’s recommendations include “trees should be mulched with 1/3 to 1 cubic yard of yard trimmings two or three times during the first eight years after planting” to enhance root development and fight plant disease. The water-saving benefits of mulch also resulted in a warning: “Moisture concentrations in mulched soils must be monitored to prevent overwatering.” While addition of organic matter was highly recommended for use around avocado trees, it was recommended for commercial citrus groves only in areas of sandy soil without sufficient organic matter, because “in sandy soil, mulches can improve soil nutrition and moisture-holding capacity.” In areas with other soil types, the cost of applying mulch to citrus trees was less likely to be justified by the value of the water savings or other benefits. For your own garden, the first decision regarding addition of organic matter might be whether to add a surface mulch or incorporate a compost. Compost is made from decomposed plants, 8—

for suppression of weeds between tree rows in an orchard. As mulch compacts and decomposes, periodically add more to maintain the desired thickness. But most experts recommend keeping mulch away from actual contact with the stems or trunks of the plants or trees. Mulch piled up against plants or trees can cause crown/trunk rot. You can buy mulch locally at many of the same locations where you can buy compost: garden stores, home improvement stores, some equipment rental yards, and from processors of yard trimmings and other organic material. This latter category of companies making and selling both mulch and compost includes Agromin’s sites at Ormond Beach (they also sell from their office location in Oxnard), Peach Hill near Moorpark and American Soils near Simi Valley. Sometimes you can get lucky and receive free mulch from public, private or utility tree trimming crews working in your area. If you see tree trimmers feeding branches into a grinder, shooting mulch into the back of a truck, you can approach cautiously and ask them to dump their load on your front yard. It saves them a trip to the compost or mulch processing site. NEWS In Brief VLT acquires Mariano Rancho Preserve Vast areas of open hillsides near Ventura will be preserved forever by the Ventura Land Trust, but it’s still too early to lace up the hiking boots. Charity officials have announced the acquisition of the 1,645-acre property now known as Mariano Rancho Preserve. The property stretches all the way from Grant Park above downtown to the top of the mountain famous for Ventura’s landmark “Two Trees.” Executive Director Melissa Baffa said they were honored to receive $7.2 million, which was included in the recently passed state budget, to help fund the purchase. “The preservation and restoration of this land will be a tremendous gift to the wildlife that depend on these habitats. It is thrilling to make this kind of multi-generational impact on a region,” Baffa said in a news release. A two-to-three year planning process addressing issues including long-term conservation, trails and parking areas will be completed before the preserve is opened to the public. Ventura County firefighters battling wildfires will get some much needed aerial support thanks to Southern California Edison. The utility company is spending $18 million to provide four fire-suppression helicopters to the Ventura County Fire Department, the Los Angeles County Fire department and the Orange County Fire Authority. It’s the second year for the so-called Quick Reaction Force, which dropped nearly three million gallons of water and fire retardant on more than 50 wildfires in 2021, officials said. One of the helicopters will be staged at Camarillo Airport. “Having these helicopters available last summer helped immediately in protecting homes and businesses across the region from wildfire,” Ventura County Fire Chief Dustin Gardner said in a news release. “With another long fire season already upon us, I am grateful they’re here to join the fight.”

National park visitors help local businesses, study finds

Channel Islands National Park officials say businesses like restaurants, hotels and gift shops benefited greatly from visitor spending in 2021. An analysis by the National Park Service and U.S. Geological Survey showed 310,000 park visitors spent $21.3 million in communities near the park. Nationwide, the benefit of national parks to the U.S. economy was $42.5 billion, according to the study. Channel Islands National Park Superintendent Ethan McKinley said he’s proud of the park’s financial impact. “National parks are a vital part of our nation’s economy, especially for park gateway communities like Ventura, where travelers from across the globe find a place to sleep and eat, buy a ticket to the islands, book an experience with an authorized outfitter and guide and make use of other local services that help drive a vibrant tourism and outdoor recreation industry,” McKinley said in a news release. egardless of how many seats you obtain for the Ventura Music Festival, don’t expect to use them … much. Not, at least, if you plan to see Adaawe (July 27), We Banjo 3 (July 29) or Veronica Swift (Aug. 6), all of whom are perfectly fine with audiences who get up and move — as in dance, gyrate or simply flail about — to their music. And that’s probably true with all performers set to appear at the 27th festival, running July 27-31 and August 5-7. Most take place at the Ventura College Performing Arts Center, save for Adaawe, the global soul fusion ensemble of women percussionists and singers who present a festival-opening free concert July 27 at Mission Park. “Audiences should expect to bring their dancing shoes — and smile,” says Joselyn Wilkinson, founder of Adaawe, which has performed worldwide in its 20-year history. Her fellow VMF performers offer similar advice. “We are a band that enjoys movement,” says We Banjo 3’s David Howley, lead singer and guitarist for the Irish folk-bluegrass-Americana quartet that has performed for, among others, President Barack Obama. “Irish music at its core is dance music, and we love it when people are out there dancing like nobody’s watching.” And Veronica Swift, the young jazz singing star who embraces multiple genres in her repertoire, has a simple message for her audience: “Get ready to be rocked.”

ance was canceled by the coronavirus pandemic. “We’ve done a lot of videos and some livestream over the past two years,” says Wilkinson, “but our sweet spot and passion is connecting with live audiences and bringing them into our circle through our music.” That music is rooted in traditional women’s African folk songs that Wilkinson discovered while studying at the University of Ghana and UCLA’s school of World Arts and Cultures. “The idea of women coming together as they work to lift each other up through singing, to inspire the community, really moved me,” she says. “They have traditional songs they sing in the moonlight, and they often improvise the lyrics to keep them fresh. Music from the Black and African diaspora reflects a joy and creativity that is incredibly powerful.” Wilkinson was thus inspired to launch Adaawe, “international women of the drum and voice,” with “the goal of forming that kind of collective, taking our cue from those strong women in the villages. We call it global soul, to embrace the universality of rhythm and joy in song.” Having studied African drum and song, Adaawe’s members — hailing from four countries on three continents — play, compose and arrange music embracing a variety of traditions including gospel, folk, reggae and American funk to produce their own joyful genre in which audiences worldwide have delighted (including those viewing Adaawe’s collaboration with LeAnn Rimes in the 2022 Tournament of Roses Parade’s opening number). “We fully embrace and honor many forms of traditional music with which we’ve been blessed,” says Wilkinson. “And we don’t shy away from truth, but we also strive to uplift and bring people together.”

Adaawe’s members, all now based in the greater Los Angeles area, are each involved in independent projects as jazz singers, actors, modern dance choreographers and more, a range of diverse artistic gifts that benefit the ensemble. “We see ourselves as family,” says Wilkinson, who lives in Westchester where she also plays and performs folk, jazz and soul with her husband Don Barrozo. “And people really respond, which is very gratifying. “In today’s world people have become more polarized and separate, and we want to show them that there is more that brings us together than keeps us apart, if we take the time to look for it. Music can illustrate that because, like love, it is a universal language.”

We Banjo 3: “A constant adventure”

Diversity is also what audiences can expect from We Banjo 3, a quartet of two pairs of brothers from County Kerry who may speak with a brogue but whose repertoire embraces everything from traditional Irish folk to American rock and soul. “We have ties to many different sounds, but it’s all roots of the same tree,” says David Howley, who played in an Irish rock band before joining WB3 and sometimes plays his electric guitar at 3 a.m. at home in County Kerry. “I myself like to travel between Irish and American folk, and mix it up with other influences — you know, let yourself flow musically, take it all in, let it become part of your personality.” That thinking influences all members of the decade-old ensemble, including David’s brother Martin and brothers Enda and Fergal Scahill, all top-notch banjoists who incorporate mandolin, viola, guitar and percussion into their music. “The beauty of what we do musically is [that] there is an ever-changing feel,” says Howley. “The group started as three banjo players, then pulled more toward bluegrass and Americana, as well to traditional Irish music. Now our show is a diverse range, from old blues to new things we wrote ourselves.” WB3’s forthcoming album, much of it prepared during the pandemic, reflects that diversity. “One day we said, ‘Why don’t we do what we want to do?’ And it was like a lightning bolt,” smiles Howley, a native of Galway who lived in Nashville for several years before returning to Ireland. “As an Irish artist, it’s fun to wonder about what doing American music our way would sound like.” Part of that creativity can be traced to the pandemic, “which has pushed musicians to think in new ways,” says Howley. “You can’t hold on to any-

thing too tightly because everything changes, so make the best of whatever you can. In our case, we started early on doing high-production livestream concerts to bring the live concert feel into people’s homes. That kept us in touch with our audience, which is important because we are used to looking at people when we play. “And we feel lucky our audiences are so supportive and communicative and really excited for us, which helps us to be excited and maintain our enthusiasm. So it’s a constant adventure, with no opportunity to be bored.” Indeed, no one should be bored, or sitting still, when WB3 perform on July 29. “When do you get the opportunity to dance around like no one’s watching?” grins Howley, “You should

take it. At weddings, I’m a nightmare on the dance floor — but I have a great time.”

Veronica Swift: “Transgenre” music

While many musicians performed via livestream during the pandemic, Veronica Swift took a different approach, choosing to step back and reflect on her musical life and direction that started in childhood. “Virtual performing is not the arena for me,” says the 28-year-old singer-musician-composer. “I need the live audience. So I looked back on my 20 years of singing and performing jazz to make sure I told the story I wanted to tell, so I could give my full self to my audience. Because since my dad’s passing [in 2016], my relationship with jazz has changed. Now I want to play all kinds of music for all kinds of people.” That change is evident in Swift’s newest collection, This Bitter Earth, in which she addresses social ills (including racism and sexism) in a unique interpretation of tunes like “You’ve Got to Be Carefully Taught” (from South Pacific), “How Lovely to Be a Woman” (from Bye Bye Birdie) and “He Hit Me and It Felt Like a Kiss” (a 1960s Crystals hit). W

hile the city sleeps, or does whatever it does behind closed doors, life plays out in the lobby of a New York City high-rise apartment building. This is Kenneth Lonergan’s Lobby Hero, onstage at The Elite Theatre Company in Oxnard through Aug. 7. Jeff the security guard, played by promising newcomer Gabriel Tejeda-Benitez, is working the graveyard shift. It is a quiet night until it isn’t, when the conflicts and contradictions that lie at the very heart of being human draw Jeff out from behind his desk and into the fray. In Lonergan’s beautifully written play, issues of racism, sexism, policing and injustice rumble beneath the surface until they take on an urgency that shakes up the lives of its four characters. In his signature style, Lonergan deftly intertwines humor and pathos until his characters, as well as the audience, are faced with questions that must be asked yet have no clear answers. Questions about loyalty, truth, trust and a whole mess of other things because being human is messy. Watching the tension build in such a benign setting only adds to the work’s power. It all begins when Jeff’s older and wiser supervisor William (the wonderful Herb Hall) presents a difficult problem, an impossible choice, that ultimately pulls Jeff out of his slacker stupor. Then into their night walk two police officers, the cocky veteran Bill (Bill Walthall) and the wide-eyed rookie Dawn (Rosie Gordon). Each cop carries their own secrets, shame and valor. Watching the four characters wrestle with their own individual demons and values, and then use them against one another, is a thing of beauty. The actors are a joy to watch. Bill Walthall, a longtime member of the Elite, is in top form. The captivating Rosie Gordon imbues Dawn with a morality that is often at odds with her ambitions. It is clear that the gifted director Cate Caplin has brought out the best in each actor. The marvelous crew includes set designer Shen Heckel, whose lobby is utterly authentic. The delineation between lobby and street is

also very nicely done. The set building team of Heckel, Angela DeCicco, Kimberly Pendergast, Pam Hogarth, Bill Walthall, Laura Comstock, Sheryl Jo Bedal and Joy Gee deserve a nod, too. As sound designer, Walthall deftly employs elevator dings, automatic door swooshes, and city noises to augment the action. (A shout-out for playing such a great song at the end.) The light design by Marc Rosenthal, Personal Creations and Pat Lawler helps evoke the chill of the night and the warmth of the lobby. Costumer Michael Mullin deserves kudos for outfitting the actors in highly realistic uniforms. Alone in the middle of the night, two old-timers and two newbies prove that there is more than one way to see the truth. Or is there? Jeff’s final act may be the best thing any of us can do. One thing everyone really should do is see Lobby Hero. Laced with humor and filled with moments that are sure to spark debate and reflection, Elite Theatre’s inspired production is not to be missed. jai, a foodie destination for decades, has been experiencing a mini-renaissance of late, with a slew of new restaurants throwing open their doors and delighting diners and critics alike. It is notable, therefore, that Ojai Beverage Company has continued to hold its own. When it first came on the scene in 2007, it was a bit ahead of the curve, with a great liquor store (top-shelf and hard-to-find items with knowledgeable staff), lots of craft brews on tap and a “casual gourmet” menu that predated most of Ventura County’s other gastropubs. OBC today is no longer the trendy spot, but it really doesn’t need to be — because the upscale bar food that it helped popularize in the area . . . and that it continues to serve . . . is every bit as good as it was when pub grub was first in vogue. When my husband and I dined at OBC recently, it was the first time in probably five years, and I was curious to see how it had held up. Coming in from the July heat, the air-conditioned dining room was very inviting . . . and, naturally, fully occupied. We had no trouble finding seats on the spacious, and much warmer, side room. Our server, Jonathan, came to our rescue immediately, pulling down the blinds and seating us at a table right beneath the fan — and I swear the temperature dropped about 10 degrees right then and there. Jonathan was equally on the spot with the taps list. He cheerfully guided us through the many brews and their various qualities, and let us taste about four different options before we decided on our pints (a smooth and rich American brown ale and a wonderfully crisp cider). Pretty soon, our ice-cold beverages were cooling us from the inside out, and the summer swelter was beginning to abate. The menu was much as I remembered: burgers 16 —

and sandwiches, some fancy salads, the famous fish tacos (a personal favorite) and lots of appetizers. We decided on pretzel sticks to start, with the Ensalada Helene and the B-Real Chicken Sandwich for our main dishes. The pretzels came out shortly after our beers and the pairing couldn’t have been more perfect. Three large, soft, fresh pretzels, each hitting that sweet spot between tender and chewy, were served with a homemade mustard and chipotle aioli — both divine. Our meal was off to a great start! In the blink of an eye, the rest of our food arrived, and both the salad and sandwich were as good as those fabulous pretzels. The Ensalada Helene included peppery arugula topped with roasted beets, several slices of thinly shaved tri tip (which practically melted in the mouth), dollops of goat cheese and caramelized onions. A wonderful dressing made with balsamic vinegar and walnut oil brought it all together beautifully. If you’re looking for something on the lighter side that will still stick to your ribs, this salad with its mix of textures and flavor profiles makes a fine choice. The chicken sandwich was heartier, but delicious in its own way. It featured a tender and juicy chicken breast, coated with blackened seasoning and grilled. Additional heat came from chipotle aioli, while Swiss cheese and bacon introduced creamy, smoky and crispy elements. A little onion, lettuce and tomato, all inside a ciabatta roll…fantastic and filling. A heap of piping-hot and super-crispy “blackened” French fries (unseasoned and truffle versions are also available) kept the culinary party going. All told, a simple but simply delicious meal from an old favorite that still knows how to serve up flavorful pub grub. Trends come and go, dining concepts shift, and creative chefs will always try to find something new to distinguish themselves. But there will always be a place for eateries that transcend the fads by sticking to what they do best: great food and stellar service. Both continue to make Ojai Beverage Company a reliable standout.
