aily news headlines of vape-related lung injuries and deaths are bringing the entire country to action on finding ways to stop youth vaping. On Dec. 4, the Centers for Disease Control (CDC) reported 2,291 cases of hospitalized e-cigarette, or vaping, product use associated lung injury (EVALI) from 50 states, the District of Columbia and 2 U.S. territories (Puerto Rico and U.S. Virgin Islands). The number of confirmed deaths has climbed to 48 in 25 states and the District of Columbia. While it actively investigates growing health concerns, the CDC released a health advisory strongly cautioning people to refrain from vaping products, advising youth and young adults not to use e-cigarette or vaping products at all. As the county of Ventura’s health officer, I am deeply concerned about the rising number of teens using flavored e-cigarettes. According to the CDC’s National Youth Tobacco Survey, there was a 78 percent surge in e-cigarette use among high school students from 2017 to 2018. Youth use of tobacco products in any form is unsafe. If cigarette smoking continues at the current rate among youth in this country, 5.6 million of today’s Americans younger than 18 will die early from a smoking-related illness. That’s about one in every 13 Americans aged 17 years or younger who are alive today. Teens who vape are three times more likely to smoke cigarettes within a year. Most kids don’t realize that flavored e-cigarettes are high in nicotine. Sweet flavors mask the harsh taste of tobacco, making it easier for kids to smoke. Tobacco Free California’s FlavorsHookKids.org reports that teens are seven times more likely to vape nicotine than adults, and four out of five kids who vape nicotine use flavors. As long as tobacco products are allowed to be flavored, they will
continue to entice our kids to become the next generation of tobacco addicts. In a recent California Healthy Kids Survey, one in 10 seventh graders, one in five ninth graders and one in three 11th graders in Ventura County say they have vaped. Further, 60 percent of ninth-grade students said they feel obtaining vapes is easy. It is a common misconception among youth that e-cigarette vapor is safer to inhale. However, the vapor that causes the plume is an aerosol, not a vapor. This aerosol contains toxins and ultrafine particles with varying levels of toxicants and heavy metals that are emitted in the air and into the lungs. Early research shows that using e-cigarettes can lead to lung disease, upper respiratory issues, increased blood pressure, nausea and more. Vaping is an ENDS, an electronic NICOTINE delivery system, which implies it is delivering nicotine to the brain. Nicotine is a powerful, moodaltering substance that is extremely toxic and addictive. When taken in high doses, it is a poison, and two-three drops of pure nicotine can kill a person. It can disrupt the growth of brain circuits that control attention, learning and susceptibility to addiction, increase risk of psychiatric disorders, cognitive impairment and attention deficit. Other chemicals found in e-cigarettes include propylene glycol (which is found in antifreeze), rubidium (found in fireworks) and ethylbenzene (found in pesticides and paint). Local jurisdictions in Ventura County are making positive strides toward reducing access to vaping and flavored tobacco products to minors. The city of Ventura is considering adopting a tobacco retail license ordinance, and the Ventura County Board of Supervisors recently voted to prepare an emergency ordinance that would place a moratorium on new vape and tobacco stores while the county prepares a licensing program as well. These programs could add restrictions that limit
youth access to vaping products and place a ban on flavored tobacco products, which would go a long way in deterring minors away from flavored tobacco and tobacco addiction. We need to raise awareness about the risks of youth smoking and vaping through all social media, community outreach and radio and print media. Ventura County Action on Smoking and Health is a local coalition that is working on educating the public and sharing information on what we all can do to combat this vaping epidemic. I urge parents and educators to watch out for warning signs that teens could be vaping, including personality shifts, depression, irritability and increased thirst. Look for opportunities to open a discussion with youth, ask open-ended questions and be ready with the facts and dangers of vaping. Visit SmokeFreeVC.org for more information and educational links. he kingdom of Ira the African lion is growing, thanks to donations of over $550,000 from over 100 donors and Moorpark College. “We are thankful to the community and all those who contributed to help give Ira a new home,” said Mara Rodriguez, a staff member at America’s Teaching Zoo at Moorpark College. “Ira’s Kingdom is just one of many facility improvements for our wildlife that we hope to make in the years to come.” The Exotic Animal Training and Management Program (EATM) began at Moorpark College in 1972 with one animal, a wolf named Kiska. It grew over the years and today is home to over 130 animals, housed on the five-acre campus overlooking the college. EATM alumni work with animals all over the world. Animals come to
the zoo through donations and on loan from research centers and major zoos around the world as part of the breeding program. Ira’s Kingdom is the first in a long-term plan to expand habitats for all the animals. Efforts are now beginning to build a new habitat for the zoo’s Bengal tigers, which will be called Rajah’s Retreat. Zoo’s public hours are Saturday and Sunday, 11 a.m.–5 p.m. Kids under 2 are free. Ojai school board president indicted Thayne Whipple among eight indicted in campaign finance case

jai Unified School District Board President Thayne Whipple says he’s shocked to face indictment in a high-profile federal campaign finance case involving over $3,500,000 in illegal contributions allegedly benefiting Hillary Clinton’s failed presidential campaign. “The allegations came as a complete surprise to me. I have contributed to political candidates, nothing more and nothing less,” Whipple said in a prepared statement, while declining to
answer questions. A 64-page grand jury indictment unsealed last week names Whipple and seven co-defendants: Ahmad “Andy” Khawaja, George Nader, Roy Boulos, Rudy Dekermenjian, Mohammad “Moe” Diab, Rani El-Saadi and Stevan Hill. Prosecutors say Whipple donated money funneled by Khawaja, a Los Angeles business executive and associate of Whipple’s, to avoid exceeding contribution limits, and lied to the FBI. Khawaja funds both Democrats and Republicans, and contributed $1,000,000 to President Trump’s inaugural committee. Whipple is a relatively minor player in the complex, 53-count indictment. Co-defendants Khawaja and Nader allegedly made excessive contributions to gain influence with Clinton and an unidentified foreign government. Whipple says he’s hopeful the case will resolve in his favor. “I have to trust as the facts are presented my name will be cleared,” said Whipple. “My perception is that the courts are being used for political reasons, and unfortunately I have become a victim of that.” ♦

There is no mandatory spraying program required by my office, or by the state,” said Ed Williams, Ventura County Agricultural Commissioner. He was responding to questions from the VCReporter regarding statements from local commercial growers that they felt spraying for the Asian citrus psyllid (ACP) which carries bacteria that causes the Huanglongbing (HLB) disease was mandated to protect citrus growing operations. Williams also said his office does “not treat any properties for ACP in Ventura County,” and “homeowners have the ability to opt out” of the spraying program administered by the California Department of Food and Agriculture. There is a local voluntary organization, the Ventura County ACP/ HLB Task Force, that has a recommended spraying program involving up to three “annual treatments” in designated zones across the county.
“These treatments are the best way to prevent any ACP that have the HLB disease from spreading the HLB to healthy citrus trees,” Williams said. Some growers may believe spraying is mandatory because there are requirements established by the California Secretary of Food and Agriculture for fruit that is being moved “from one ACP quarantine zone to another” en route to market and packing houses. That fruit must be treated before harvest, or the grower must “complete a field cleaning process to remove any ACP.” According to Williams packing houses can process citrus grown organically, without the spraying for ACP, or those growers that are not spraying can conduct the field cleaning process to meet the requirements. Williams also pointed out that “avocado treatments are generally required by foreign trade partners who do not want any pests that we may have in California moved to their countries. We certify shipments sent to these foreign countries based on their requirements.” ♦

Local tree lover finds alternative to either artificial or cut Christmas tree by David Goldstein
I
rene Garcia, of Simi Valley, loves Christmas traditions but needed an environmentally conscious solution to her annual tree dilemma. Should she buy a cut tree or an artificial one? Artificial trees are reusable, but they are made of petroleum, and since they are usually made overseas, shipping them here also contributes to their carbon footprint. Real trees are good for sequestering carbon and they are usually grown like a crop on land considered unsuitable for other uses but they also have a carbon footprint, due to the energy required to plant, tend, harvest and transport them. Eventually, Garcia came up with an alternative providing the benefits of both reusable and cut trees. She bought a baby pine tree in a pot. It grew, and she transplanted it into a larger pot. Eventually, it became too large, and she thought she had created a disposal problem. Cutting a tree for firewood is always an option, but burning releases back into the air the carbon captured by a tree’s growth. Plus, Garcia had recently read The Hidden Life of Trees and, she told me by email, she “just couldn’t harm” a tree. Instead, her September email to me asked, “Do you know of a place that will welcome this soon-to-be orphan?” I wrote back to her, “Somewhere, someone wants your pine. You can list it free in Craigslist, or on LetGo, or OfferUp or Freecycle. You could probably sell it as a Christmas tree in December.” Recently, Garcia followed up with me, giving me permission to use her story for this column and happily reporting her “free stuff” listing on Craigslist resulted in “four requests within a few hours.” She chose one lucky person, and now her tree has a new home. For those considering environmental factors when deciding between a cut tree and an artificial one, internet research may provide different answers depending on which websites,
from which sources, are consulted. The National Christmas Tree Association touts the benefits of cut trees. Unsurprisingly, its website realchristmastree.org reveals that its board of directors is “comprised of Christmas tree growers and retailers.” The American Christmas Tree Association, in contrast, released a report last year concluding it takes only five Christmas reuses to pass an environmental “break even” point, where manufactured trees become environmentally preferable to purchasing a real tree each year. Although the association’s report was conducted by an independent consulting agency focusing on sustainability, and it was “reviewed” by academics from prestigious institutions — including the Program Director of Sustainability at Harvard University’s Division of Continuing Education — it was commissioned by the association, so the association’s affiliations may be relevant. Its website says the American Christmas Tree Association “is a non-profit organization whose mission is to help families choose the best Christmas tree for them, and to support the many wellloved Christmas traditions around Christmas trees year-round.” An email to the association’s media contact address, asking specifically whether the ACTA
is “funded more by those who are affiliated with the ‘artificial’ tree industry or the ‘natural’ tree industry,” yielded an honest and prompt response. Executive Director Jami Warner wrote, “ACTA’s members are retailers and manufacturers of Christmas trees.” Local tree farms, such as the Hagle Tree Farm at 3442 Somis Road, offer a local alternative, bypassing the carbon impacts of bringing a tree from Oregon, where most local trees originate. For $50, customers are invited to cut and bring home any tree grown on the farm. The Mupu Tree Farm, with a retail site on Ojai Road near Santa Paula, provides another alternative. Despite the name of the business, the owners, Michael and Karen Karayan, do not grow any trees either at the retail site or elsewhere. They own a farm, but it is dedicated to growing food. Instead, their trees come from a certified Socially and Environmentally Responsible Farm (SERF) in Oregon. SERF audits, conducted in Oregon by the Oregon Department of Agriculture, and in Washington by the Washington Department of Agriculture, certify best practices in five areas: biodiversity, soil and water resources, integrated pest management, health and safety and consumer and community relations. oday, Naomi and Sabrina Marrufo are living with their daughter in a Santa Paula apartment. They each work two part time jobs, and have a car. Sounds unremarkable, but about a year ago they found themselves on the street and separated from their daughter. The Marrufos had been living in a room in a rented house, paying their rent directly to the house’s tenant. But that person was not paying the Marrufos’ rent to the homeowner, instead taking the rent under the table. Eventually the tenant was evicted and, without warning, the Marrufos were facing their first night on the street — through no fault of their own. That is when they came to Spirit of Santa Paula (SSP) for help. “They had been paying their rent . . . they found themselves on the street, this is a very common situation,“ explained Kay Wilson-Bolton, director of Spirit of Santa Paula. The organization provides services to those in need and has been operating a drop-in center at WilsonBolton’s real estate office, an emergency shelter at an area church, and providing hot meals out of a separate kitchen. SSP has access to grant funding for emergency rent help through the United Way Emergency Food and Shelter Program, but the program has specific rules. To receive assistance, those facing homelessness must have received a three-day notice, not have received rental assistance in the past year and be able to provide a W9 form from the landlord. “We receive about 10 requests a week for rental assistance . . . half from [people] renting a room, we can’t help them,” said Wilson-Bolton, because there is no rental contract and the landlord won’t provide a W9 form. “Things fall apart when a lot of us don’t do the right thing.” With the Marrufos facing homelessness, Child Protective Services got involved. The couple was separated from their daughter and told that they had to meet several requirements over the next year in order to get custody back. “Their story is why I do this,” Wilson-Bolton said. “It’s a matter of loving them, caring about them and knowing who to bring around them; being their mother, their friend, their aunt, wrapped into one. That is what it takes to get this done.” A year later, the Marrufos have their daughter
back — and a home. Sabrina shared their story at the dedication of the new SSPmanaged shelter being called Harvard. “We wanted something catchy, and when they [are rehomed] we will say they graduated from Harvard,” said Wilson-Bolton with a smile.
RICHARD’S HOUSE AND NAOMI’S KITCHEN
On Christmas Eve in 2008, Wilson-Bolton in her role as chaplain with the Ventura County Fire Department responded to a call about a homeless man found dead at a Santa Paula church. The man’s name was Richard. “I have lived for 43 years in Santa Paula and didn’t know we had homeless people. That [night] was the beginning of my journey,” she said. Two weeks after Richard’s death, Wilson-Bolton and other local residents served a free hot meal to 47 needy people in Santa Paula. “I’ll never forget watching them walk toward us; we wondered if anybody would come. That was the progression of our understanding and our sympathy.” The sleeping room area of the shelter is called “Richard’s House” in honor of his memory. The shelter was dedicated on Friday, Dec. 7, 2019, to a standing-room-only crowd in a building that previously housed a bar. “It was stunning. I was not expecting to see [the] interest. With so much in the news, homelessness and addiction . . . so many sad things are affecting families in some way. It’s hard to find someone who is not affected by these issues.” While SSP has been serving the community since 2002, the opening of Richard’s House is allowing the organization to consolidate many services at one location. The shelter’s kitchen is named Naomi’s Kitchen, for local Santa Paula resident Naomi Pitcairn, who recently bought the building in foreclosure and gave it to the organization for 30 years rent free. “We wanted to honor the people who made it possible.” Wilson-Bolton said that there has been a shift since she has been working with homeless people. “I think the public is getting kinder.” She said when she started this work 11 years ago, she would hear “nothing but ‘tell them to get a job.’ Those days are kind of over.” Over the past week, with the last rain storm looming, the community came together to temporarily open a shelter at the Methodist Church because the opening of Richard’s House was delayed a few days due to inspection issues. The shelter hosted guests overnight for the first time on Sunday, Dec. 8, officially adding 49 beds to the current 110 available in other shelters around the county. “We are very kind but very firm,” Wilson-Bolton said regarding rules and procedures at the shelter. All guests have to sign the rules, and “if they don’t like them they can find somewhere else to go.” The emphasis is on making the shelter safe for everyone. Rules include no smoking and having “a good attitude . . . and they can’t get down to their skivvies when they go to bed.” She explained sometimes people think they are in a hotel room, but the large group room does not allow for much privacy. The shelter is staffed by both paid employees and volunteers. Wilson-Bolton is a volunteer. “I’m here

Some of the volunteers and employees are former recipients of our services.” On Sunday afternoon, before the first night at the new shelter, final preparations were underway. A local man had donated 10 military grade bunkbeds and Wilson-Bolton was heading out to buy mattresses. “Moving into a new site is like moving into a new house: It is exciting but you’re wondering where all your stuff is. And I’m trying not to make everyone crazy with my desire for organization.” WilsonBolton chuckled. “I try to make it fun. I can’t stand disorganization, but we pull it together because we have to and people depend on us.” Along with the nightly shelter, laundry services are available every Friday and a hot meal for anyone in need is served every Wednesday at the First Presbyterian Church. “On a normal night we serve 600 meals.” During Thanksgiving this year, over 1,000 people were served. SSP partners with local food pantries and is involved with food rescue, collecting 40,000 pounds of food monthly that would otherwise be discarded. The organization also works closely with Ventura County Behavioral Health. SSP is part of the countywide coordinated entry continuum of care, all geared toward finding housing and services for those in need.
RAINBOW OF SERVICES
“Just building units to put people in is not going to [solve homelessness],” Wilson-Bolton said, noting that “a rainbow of services” is needed and taxpayers need to understand the current costs of not properly funding effective efforts. “In 2018, three individuals cost the Ventura County healthcare system $7 million dollars. One of those people went to the emergency room 182 times in one year.” In her view, if that $7 million was used to house and provide $500 per month in managed care to those same three people, “we could house them for 114 years. Why wouldn’t taxpayers look at this problem differently?” She said sometimes she hears a “myth” that when you provide services to the homeless it will draw people from elsewhere. “It’s a story people love to tell. Well, it’s a myth and I can prove it,” she said, recalling that last year at emergency shelter locations, there was a high of 32 people and a low of 7. “They are not coming in droves.” Wilson-Bolton told one story of a homeless man who made his way to Santa Paula from Lancaster to be near the Todd Road jail when his girlfriend was released. “He was gone in two days. We gotta be nice about this . . . provide grace to people in a tight space. I don’t want to just provide shelter, I want to help give them a normal life. You can’t shelter your way out of homelessness.” Part of the rainbow of services has to include treatment for mental illness. She noted that it’s probably a two-way street between mental illness and homelessness — each leading to and contributing to the other. Those working to rehouse the homeless have to be able to determine proper care, whether the person can work or if they have an illness that prevents them from working. As for obstacles to housing everyone, “Money is number one . . . two is the process.” She credited help from Mark Lorenzen, chief with the Ventura
A story of rehoming the homeless County Fire Department, for helping SSP move through the permitting process for the new shelter. The new building had a lot of work done after a structure fire in 2013. So the heating, air conditioning, electrical and kitchen upgrades had already been done. Shelters need to be staffed as well. There are three SSP team members at the shelter each night, scheduled to sleep in shifts. “But you don’t really sleep. One eye open all the time,” Wilson-Bolton explained. “Either folks have bad habits, or are unhappy. They don’t want to be in the shelter but are grateful they are. There are many complex personality issues in the room at the same time. Our goal is just to love them, stay with them, encourage them and when they fall, get them back up.” SSP connects those who need greater support with agencies in the county that do the “heavy lifting” and rehousing. “In the past two years I’ve seen an attitude change in my own community,” said WilsonBolton. “Half appreciate what we do, half don’t’ understand it, don’t think it necessary. You wouldn’t believe the calls I get in a week. Mothers with a baby in a room in a hotel, the boyfriend who has left and they don’t have any money. Just a sign of the times, I’m afraid. The need is huge.” Wilson-Bolton works in real estate and is a property manager. “A $100 rent increase can make the difference on whether [tenants] can pay utilities . . . and everything begins to fall.” She said she doesn’t believe that folks are choosing homelessness. “In this country, when so many are prospering, a train is pulling in the opposite direction, pulling with it people into poverty.” A one-day count in January 2019 found 1,669 homeless people in Ventura County, a 28.5 percent increase from 2018. 2017 health records in the county show that over 14,000 people who received care met the federal definition of homeless, with over 4,400 being literally homeless. Wilson-Bolton pointed to the Marrufo family’s story of moving out of homelessness. “There is no fairy dust, no magic wand . . . just one at a time. Slow work takes time.” ♦

he lives here,” said Sadarangani. “The moment he talked to me, I saw that being here and yet not too far from L.A., it kind of sets it apart from the already overcrowded market that exists in L.A.” Besides, he believes that people from the biz enjoy coming to Ojai. Its small-town charm nestled in the mountains appeals to film and industry professionals who enjoy getting out of the city. This is the short film fest’s second year, but Sadarangani acknowledges it’s really the first year of a full-scale production that features 39 films over two and a half days. Each film is organized by category: values, power, identity, choice, self and perception. The films will include such luminaries as Marissa Tomei, Minnie Driver, Katie Holmes, Jane Lynch, Kate Mulgrew and Marcia Cross. They are produced all over the world, including Portugal, Spain, Italy, Mexico, India, Australia, Israel, Sierra Leone and the U.S. They also include such themes as science fiction, comedy, drama, documentaries, animation and especially diversity and inclusion. Sadarangani is thoughtful about his presentation. He believes his film selections are about more than just entertainment. “It’s such an organic process looking at films and seeing how they could fit,” he said. “But when I see films from my point of view, I look at the overall message and story and try to touch upon various viewpoints of people wanting to express what they are experiencing.” Highlights include such films as Bebaak (directed by Shazia Iqbal; India) about an Indian Muslim woman seeking a college scholarship; Finding Phoebe (Sadé Clacken Joseph; U.S.), whose 17-year-old protagonist navigates modern life in West Baltimore; Tree #3 (Omer BenShachar, U.S.), in which a bit player in a middle school drama production stages a rebellion; Judas Collar (Alison James, Australia), a live action short following a camel fitted with a tracking device; and Black Hat (Sarah Smith, U.S.), about a Hasidic man living a double life. It’s not easy to capture a thread of life’s rich tapestry in a 20-minute film. For the directors that have mastered this art, the festival is a rare opportunity to showcase their work. And who knows? So far, Mullin’s strategy has paid off, from a sold-out show featuring Baby Bash to a concert by GRAMMYwinner Lila Downs to Oxnard’s first film festival and a Day of the Dead celebration. Despite the constant threat of closure, the venue has remained active and popular — and operating in the black. “By end of the year, I expect to have more than $100,000 saved and there will be more than $115,000 left over in the city’s set-aside subsidy for the PACC,” Mullin attests. “Meaning we can kickstart Jan. 1 without any interruption to service and with enough funding to support operations.” In September, Mullin submitted to Oxnard City Council a proposal for operating the PACC, detailing its successful summer of programming as well as relationships with .Paak, Sterling and Lazer. The city has yet to respond, and the situation is getting desperate. “The last city council meeting of the year is on Dec. 17,” Mullin says. “I’m about to lay off 50 employees. I don’t want to do that. ho goes to a steakhouse for the pork chops? Or the fish? Guess. Yes, I like good steak, too, and Holdren’s Steaks and Seafood in Newbury Park offers an enticing assortment of sirloins, filet mignons, ribeyes, porterhouses and more that keep steakhounds coming back. But my go-to entree at this popular dining room is the pork chop — specifically, the thick, grilled-to-order jalapeno and pepperjack-crusted pork chop ($27), covered in a zingy but not overpowering brandy peppercorn sauce (a sauce good enough to order by itself, come to think of it). Add a sprig of rosemary, a healthy serving of grilled vegetables and a simple but fresh green salad to start, and I am happy, happy. I’ve ordered the “JPC” probably every other time we’ve visited Holdren’s, which has been fairly regularly in recent years. Besides the food, Holdren’s is one of an all-too-few number of restaurants that does not overwhelm you with bright lights, loud music and a wait staff less interested in serving you than with getting you in and out ASAP so the next tip-payers can be seated. Rather, Holdren’s keeps the lights low, the music (ranging from oldies rock to pop standards) in the background, the TV volume off and the service attentive but not rushed. And don’t be surprised if the staff greets you on your next visit with a hearty, “Welcome back.” On our most recent trip, waiter Steven, who’d served us several times before but was busy serving others this evening, came by to greet us with a smile, a “Great to see you again,” a “Happy Birthday” for my wife, and a reminder to let him know if there was anything else we needed. (Not that Scott, our more-than-competent waiter

by amy alkon Sure, Socrates said at his trial, “The unexamined life is not worth living.” This reflected his love of the pursuit of wisdom, not a desire to be under constant surveillance by his roommate and get random texts like “No sandals on the couch, dude!” Consider why your roommate might take issue with living in a two-person police state. Privacy, as explained by legal scholar Alan Westin, involves people’s right to choose what information about themselves gets released to others. Our longing for privacy comes out of our evolved concern for protecting our reputation — others’ perception of the sort of person we are. This became vital when ancestral humans started living cooperatively, improving their chances for survival by sharing food, work, and defense against the elements and murderous strangers. Having a rotten reputation could get a person booted from their band and made to go it alone — not a good thing at a time when “getting dinner” meant outracing and bludgeoning a rodent. Our reputation has a guard dog, and it’s an emotion that gets a bad rap: shame. Contrary to popular belief, shame is not “unhealthy” or “toxic.” Cross-cultural research by evolutionary psychologist Daniel Sznycer suggests that shame is actu-
ally a social status management tool that helps us avoid being downgraded by others. Sznycer and his colleagues explain that the desire to avoid the feelbad of shame motivates us to “conceal damaging information” about ourselves and often deters us from behaving in icky, dishonest, or unfair ways so we preserve our social standing. The need to guard our reputation makes us behave differently when we have an audience. Knowing we are on camera removes a measure of freedom from us — freedom to relax
