A doctor’s note indicating the person suffers from an applicable medical condition is required to be in hand at the vaccination appointment. County officials emphasized that the note need not report the specific condition in order to maintain privacy. In Brief More farmworker vaccinations On March 5, 600 farmworkers received a coronavirus vaccine through a mobile vaccine clinic program that is part of a partnership between Dignity Health and Ventura County Public Health. The clinic took place at Reiter Affiliated Davis Ranch in Oxnard.

ublic lands and certain waterways in Ventura County are one step closer to being given federal safeguards after the U.S. House of Representatives passed the Central Coast Heritage Protection Act (H.R. 973) last month. “One of the best things about living on the Central Coast is our access to beautiful public lands, like the Carrizo Plain National Monument and Los Padres National Forest,” said Rep. Salud Carbajal (D-Dist. 24) in a statement. He urged the Senate to move quickly in sending “this crucial bill to President Biden to sign into law,” citing the importance of protecting these places for future generations and “to bolster our local economy.” Carbajal authored the bill that designates 290,000 acres of public land in the Los Padres National Forest and Carrizo Plain National Monument as wilderness. The Matilija, Sespe and Chumash Wilderness areas in Ventura County will be expanded under the act, and parts of Sespe Creek, Piru Creek and Matilija Creek will be listed as Wild and Scenic Rivers, affording these areas the highest form of federal protection available. A wilderness designation prohibits any new development but continues to allow existing access such as hiking,

camping, bird watching, horseback riding, kayaking, hunting, fishing, mountain biking and scenic driving. Areas in the Los Padres National Forest and Carrizo Plain have been under recent threats to new oil leasing, mining and logging, including a pending project for Pine Mountain. The act would also create two scenic areas of 34,500 acres and 159 miles of wild and scenic rivers. The areas slated for enhanced protections contain important cultural resources and are habitat for at least 468 species of wildlife and approximately 2,000 species of native plants, with the Carrizo Plain hosting one of the largest concentrations of threatened and endangered species in the U.S. along with populations of tule elk and pronghorn antelope. “The areas that will be protected under this bill are home to some of the most unique plants, animals, and entire ecosystems in California,” said Bryant Baker, conservation director with Los Padres ForestWatch, a Santa Barbara-based nonprofit organization working to protect the area’s national forest and other public land. “They deserve the strongest protections possible.” The act was part of a comprehensive package of bills that will protect over 1.5 million acres in nine states

and the U.S. Virgin Islands. The package formalizes a program called the Outdoor Recreation Legacy Partnership, which will provide grants for outdoor recreational opportunities in urban and low-income communities across the country. “With outdoor recreation often privatized, the Central Coast Heritage Act is a step in the right direction in protecting open spaces and securing everybody’s right to the outdoors,” said Rebeca Garcia, Santa Maria Policy Advocate with Central Coast Alliance United for a Sustainable Economy (CAUSE). “Accessible outdoor spaces are a crucial contributor to improving the overall health of our working class and immigrant families. Communities of color are also often most at risk to unsafe living conditions, and this act will ensure our communities have clean air and water from Los Padres National Forest and the Carrizo Plain National Monument.” The Act passed in the House with a vote of 227-200. Clinic to vaccinate 1,000 educators postponed A vaccine clinic to be held at St. John’s Regional Medical Center on March 6 aimed at vaccinating 1,000 educators as schools prepare to reopen was postponed. The postponement was announced in a written statement on March 5. Officials did not respond by press deadline regarding why it needed to be postponed. Community colleges opt-in for spring sports The Ventura County Community College District (VCCCD) has announced that after opting out of the first part of the spring sports season due to the ongoing COVID-19 pandemic, the district is opting in for the second part of the California Community College Athletic Association spring season. The district received input from athletic directors, coaches and staff at the three local campuses it oversees: Moorpark, Oxnard and Ventura. Baseball and softball will take place at all three campuses. Moorpark College will also have beach volleyball and track and field; and Ventura College will offer beach volleyball, men’s golf, women’s swimming and diving, tennis and track and field. All athletes will be required to follow the guidelines of the California Department of Public Health and VCCCD Healthy Return to Campus protocols that include a self assessment each day and a mandatory temperature check. Travel for competition will be restricted to certain areas. Decisions regarding the fall season will be made in April.

District attorney fines Island Packers On March 8 the Ventura County District Attorney (VCDA) announced a settlement with Island Packers in an environmental violation case related to an incident in April 2020 which resulted in paint chip debris being released into harbor waters. The release occurred on April 29, 2020 when the vessel Islander was undergoing maintenance in the Ventura Harbor. The boat’s deck was being sanded without containment measures in place, which allowed paint debris to be released into the water. Island Packers operates large commercial vessels used to transport visitors to the Channel Islands National Marine Park and Marine Sanctuary. The settlement includes payments of $2,500 that includes a $500 civil penalty and a $5,000 payment to the Ventura County Harbor Master that will be used to fund equipment for oil spill response along with a drone that will be used to conduct aerial surveillance for safety operations at the harbor. According to the VCDA the company took immediate measures to ensure a similar release does not occur again and fully cooperated with the investigation. New trail access at Lake Piru A parking lot and restroom are now open as of March 1 at the Pothole Trailhead at Lake Piru, offering increased access to the Los Padres National Forest. Paired with the opening of the Juan Fernandez Boat Launch Area, hikers can avoid a threemile walk that was previously required to get to the trailhead. From there hikers can travel into the Sespe Wilderness on a 4.7-mile hike passing a spring and a 19th century homestead cabin. Also accessed through the new area is the Agua Blanca Trail that connects to Devil’s Gateway. Lake Piru Recreation Area has a day use fee of $14 per vehicle. Masks and social distancing are required. Controversy at Camarillo Springs Golf course deal sparks concerns, opposition by Kimberly Rivers

ocal Chumash members have expressed opposition to the plans being proposed for a smaller golf course and 254-unit senior residential project at the site of the current Camarillo Springs Golf Course. Julie Tumamait-Stenslie, Chumash leader and elder with the Ventureño-Barbareño Band of Mission Indians, said the existence of cultural resources in the area presents a strong case for the project to not be approved. According to Tumamait-Stenslie, artifacts were uncovered by then-developers in the 1980s. At that time, the Los Angeles Times reported on development that unearthed stone bowls and obsidian rock pieces (“Destruction of artifacts angers Indian activists: Accidental clearing in Camarillo halts work on 1,000-unit housing tract,” by Thomas Omestad, March 3, 1986). “Where are those artifacts today?” Tumamait-Stenslie asked. She’s concerned that the planned increase of homes, parks and walking trails will lead to cultural resource sites in the project area being found by the general public and disturbed. According to the Cultural Resources Assessment conducted by Rincon

Consultants for Cadence Environmental Consultants, “Ms. Tumamait-Stenslie provided information relating to the presence of three tribal cultural resources in the vicinity of the project site, including one buried resource.” Details of the resources, including the type and location, are kept confidential in accordance with state law. The assessment notes her “concerns regarding the project, including that the project site is highly sensitive for Native American resources, that housing in the area may increase foot traffic and possible looting, and other concerns related to flooding and wildfires.” As part of that survey a field assessment on site was conducted, which “identified prehistoric cultural resources within the southeast and southwest portions of the project site.” The local Indigenous people, some of whom descend from those who lived in the area where the project is proposed, are not the only ones opposing the plan. Local residents have organized into a group, Oppose Camarillo Springs Building, with about 650 members, according to the group’s spokesperson Brian Morris. That group opposes

the building of the homes, and has concerns that promises of a new golf course are unenforceable. Morris said the first issue that will come before the Camarillo City Council is a rezoning of the land being considered for the new homes. Currently it is part of the existing 18-hole course. Reusable glass bottles are gone, but alternatives have advantages

tan Wilson, of Ventura, recently wrote to me, “I don’t understand why we can’t just go back to reusable glass bottles. As a teenager I worked as a stock boy in a grocery store. I don’t remember there being any bottled water back then, but beer and sodas came in glass bottles that were delivered in wooden cases. When a shipment came in, the empty bottles, brought back by customers directly to the store, were put into the cases to be returned to the distributor in the same truck that delivered the full ones. The bottles were washed and refilled. The same thing with milk.” What happened to reusable glass bottles? Labor and transportation costs rose, styles of bottles diversified, the cost to manufacture single-use bottles dropped and inexpensive plastic gained market share. Eventually, bottle washing facilities became too spread apart to justify either the economic or the environmental costs of trucking empty bottles between collection sites, washing facilities, bottling plants and distribution centers. Glass can be beautiful, and perhaps because glass is derived from domestically sourced sand, soda ash and limestone, it 6— — March 11, 2021

seems more natural than petroleum-based plastic bottles. Understandably, many people, like Wilson, miss reusable glass bottles. The final lot of reusable Coke bottles to roll off an assembly line in the United States, manufactured in Winona, Minnesota, were sold online in 2012 for $20 each, with the last bottle fetching $2,000 at auction, according to an October 10, 2012 article in the Huffington Post. It is hard to imagine the last petroleum-based bottle’s economic value will similarly reflect such nostalgic affection. The Glass Packaging Institute, a glass industry trade group, boasts on its website, “Glass is 100 percent recyclable and can be recycled endlessly without loss in quality or purity.” According to the U.S. EPA, using 2018 data, 33.1 percent of all glass food and beverage containers are recycled, and the recycling rate is over 63 percent in states like California with deposit laws for bottles. Glass has a lot going for it, but plastic is lightweight and unbreakable, and the transition from reusable glass to single-use glass and eventually to plastic for most beverages has not been entirely bad for the environment.

A 2019 study by the Oregon Department of Environmental Quality called into question some widely held assumptions about the lifecycle environmental costs of glass versus other packaging. Commenting on the study in Sierra, the national magazine of the Sierra Club, Edward Humes, in a June 26, 2019 article, noted the study considered each packaging option’s “overall harm when it comes to climate, water conservation, ecotoxicity, eutrophication, smog, acidification, or other forms of pollution and depletion.” Even some difficult-to-recycle containers have lower impacts than regular recyclable containers. For example, milk in an aseptic box scores better than milk in glass, partly because far more milk can be transported per truck when milk is packaged in stackable rectangles, and also because milk in aseptic packaging does not have to be refrigerated. However, as Scott DeFife, president of the Glass Packaging Institute, pointed out to me by email, a flaw of lifecycle analysis studies is that they “do not take into account the impact of mismanaged waste.” Plastic litter, transported by wind and water, poses environmental problems.

Every container has environmental impacts, so Stan Wilson’s original thought is correct. At least reusable bottles reduce the number of containers manufactured. The major modern success in bottle reuse, however, takes a different track. Some people carry with them, or keep at work, bottles they re-fill with filtered water, or just with good old-fashioned tap water. Drinking water delivered by pipe has fewer impacts than drinking a product made from water and trucked to your local supermarket. Drinking it from a refillable container or a reusable cup makes it an even better choice. “Not criminal in nature” Are the mentally ill being funneled into the justice system? by Kimberly Rivers kimberly@vcreporter.com

W

ithin two minutes of police officers arriving at the scene at about 1 a.m. on Oct. 4, 2020, in Camarillo, Austin Manzano, 24, had been shot. As he told the 911 operator, that is exactly what he wanted to happen. Manzano said he wanted to end it all, and that he had a loaded gun and would start shooting people. Manzano died at the hospital two weeks later. The gun Manzano was holding and pointed at police officers was fake. Both officers involved at the scene were certified in crisis intervention techniques. Before 6 a.m. on July 5, 2019, calls began coming in about a man walking erratically in traffic in the area between Casitas Springs and Oak View on Highway 33. One witness described his actions as “wanting to commit suicide by my car.” A second witness said the man “was looking for someone to kill him.” When deputies arrived, Joshua Ortiz, 21, didn’t have a shirt on. When one deputy parked his car, Ortiz approached and then attacked the officer as he was exiting his vehicle. The officer could not unholster his taser, and was put in a choke hold by Ortiz, who threw the officer to the ground and began beating him. The officer was able to unholster his gun and shot Ortiz in the chest. Ortiz was pronounced dead at 6:27 a.m at the scene by paramedics. An autopsy did not find any drugs in Ortiz’s system, and his alcohol blood level was .03%, well below the legal limit for driving. Ortiz was homeless in 2018-19 and had been in jail most of 2019. His family members reported that he had mental illness and believed he was Jesus Christ. According to the Ventura County District Attorney’s report on Ortiz’s death, he was recently in custody in the Ventura County Jail and underwent a mental health assessment after he was seen talking to himself. That report stated he had “paranoid ideation” and “altered thought processes.” On June 27, 2019 it was recommended that he enter an outpatient medical program and was released on July 4, the day before he was shot and killed. These two tragic incidents altered the lives of those killed, their families and the officers involved. Law enforcement officials are keenly aware of the scrutiny they are under when it comes to shooting deaths. All departments in Ventura County participate in the Crisis Intervention Team (CIT) program. About 90% of law enforcement officers in the county have completed the training, which focuses on de-escalation and diverting individuals with mental illness away from the criminal justice system. And yet, according to some advocates for the mentally ill, the county seems more apt to put people in jail, further criminalizing the mentally ill rather than working to ensure they get proper evaluations and treatment.

“Victims of our own success”

“In a way we become victims of our own success,” said Mark Stadler, CIT program administrator, who estimates that law enforcement officers spend about a quarter of every day dealing with mental health-related incidents. “A lot of the time we are the default crisis team. We are busy all the time and of course have our own staffing issues. We’re responding to stuff everyday.” Stadler spent decades as a police officer before coming back after retirement to oversee the CIT program, which is run out of the Camarillo office of the Ventura County Sheriff’s Office, overseen by Captain Shane Matthews. He explained that the program is unique in the state in that every law enforcement agency in the county is part of the CIT, creating a unified approach to incidents involving individuals with mental health-related issues that bring them in contact with law enforcement. Stadler said the program focuses on teaching responders the “signs and symptoms of mental illness” and about the available resources. The training includes role playing and use of force options. Mental health professionals do a lot of the teaching in an effort to ensure the mental health perspective is a focus. “Intervention techniques” for various scenarios, including “suicide by cop,” are covered. In response to the shooting death of Manzano last October in Camarillo, Stadler said, “Yes, that was a difficult circumstance . . . he was saying he has a gun and will start killing innocent people. There is no way we can’t send people to that call. We are not really in control [in that type of situation]. The suspect is dictating our response.” Stadler acknowledged the inquiries regarding less lethal approaches to disabling a person who is clearly in a mental health crisis while committing a crime. He pointed to elected officials, including President Joe Biden, suggesting that officers shoot someone in the leg or use tasers in these circumstances. “We’d like to taz them, but you have to get within about 20 feet. That is a major risk for an officer with an unstable person.” And despite what is depicted in television and film, shooting someone accurately in a leg or other less lethal spot on the body is challenging. Officers may miss. “We are responsible for every bullet we fire. If we shoot and miss,” perhaps hitting an innocent person, “we own that.” 8— — March 11, 2021

The public can request a CIT-trained officer when calling 911 when they believe a person is in the midst of a mental health crisis. Stadler says that information changes the whole mindset of everyone from the call-taker to the dispatcher to the officer being deployed. While officers don’t engage in any diagnosing or counseling, the CIT program is designed to “avoid sending them to jail...and finding the right place for each person. We have to evaluate each individual case,” said Stadler.

She says the county sends an “inconsistent message,” on one hand saying “we have to be very careful when we involuntarily hospitalize someone . . . but it’s not a problem to take away their rights to commit them to a jail.” She stressed that no one involved wants to take away anyone’s rights, but that the menally ill have a right to treatment. “We have to be very careful when we involuntarily hospitalize someone, but we have to understand the reality of the illness,” she explained. “Many people do not believe they are sick. The county is abdicating it’s responsibility . . . They don’t want to involuntarily commit them to a therapeutic setting, but they will subject them to the involuntary commitment with jail.” According to Haffner, in jail the mentally ill sometimes wait for months to be charged. “They can’t participate in their own defense, because they are not competent to stand trial. It’s insanity.”

A look at the numbers

There are a total of 36 public inpatient psychiatric beds in Ventura County and, Haffner noted, few step-down options for those transitioning out of those beds. “There is no place for them to go.” The county recently added six chairs to a crisis stabilization unit that provides short term care and observation to a person in crisis. Even so, in a recent study released by the California Hospital Association (1), Ventura County should have a minimum of 427 adult inpatient acute care beds. County administrators and government officials are quick to point to various programs and partnerships they have to help people. They also say the law ties their hands in terms of forcing treatment and that adding beds is expensive. Right now, about 130 Ventura County residents are being cared for in facilities outside of the county, costing about $3.4 million dollars — a contract rate with those facilities that increases each year, and is covered in part by taxpayer dollars. The distance also strains families who now have to travel to visit patients. In the 12 months from July 1, 2019 to June 30, 2020, law enforcement agencies in Ventura County, including the Ventura County Sheriff’s Office and all cities with autonomous police departments, responded to 3,634 calls that were categorized as involving a person with a mental health issue. The information was provided in response to a Public Records Act (PRA) request from the Ventura County Reporter. But these numbers are likely to be low. “There is really no way to capture all the calls that involve persons who are in crisis,” said Jerry Thurston, a management analyst with the Ventura Police Department (VPD) responding to the PRA request. He explained that the VPD does not record a “call type of 5150,” referring to the California Penal Code section that applies to “the authority to place a person on a mental health hold for 72 hours when they are a danger to them self or others or incapacitated to the degree they are unable to care for them self.” The department does have “a call type of MIDD – Mental Health, Developmentally Disabled person involved. While some of these incidents involve individuals who are placed on 5150 holds, not all of the incidents require a hold. Also, some incidents we respond to are not reported to us as MIDD involved, but could be anything from a check-the-wellbeing, a fight, a disturbance, juvenile problem, suspicious circumstances or a host of other call types.” During that 12-month period, VPD responded to 1,139 calls charted as an MIDD and 422 reported as a 5150. The average length of time a VPD officer spent on those calls was about two hours (MIDD) and five hours and 42 mins (5150). Based on those averages, the VPD alone spent over 4,500 hours in one year on calls involving people with mental health issues. Oxnard Police Department (OPD) reported 375 calls that resulted in a 5150 hold during that same period. Beth Ward, records and property manager for the OPD, explained that calls involving people with mental health issues can start as a “disturbing subject, suicidal subject, family dispute, behavioral issue, agency assist,” when they are called to help the fire department or Emergency Medical Services. She said not all of those calls become 5150 holds, so the number of incidents that involve mental health-related issues is higher. “It is important to note that mental health situations are not criminal in nature,” said Ward via email to the VCReporter.

“He’s not in a mental state to say ‘please help me’”

Nearly a dozen of those reported calls involving a person with mental illness can probably be attributed to a single person. It’s likely they are not the only person suffering from mental illness who has more than one encounter with law enforcement. “Jeffrey” (not his real name) is 25. When he was a teen, he lived with his parents in Thousand Oaks. He had his first psychotic break when he went away to college in 2015. He was a Division II athlete with a 3.8 grade point average. “His whole life changed,” said his mother, “Stephanie.” “He moved home, we got him all the help we could. He was stabilized and he went back to college. It was hard, he got a DUI, it wasn’t perfect but it was manageable.” In early 2020 he went off his medications. He was in a psychiatric ward for a short time “and then he never came home. He went to the streets.” As of March 2021 Jeffrey’s been homeless for a year, and between February 2020 and February 2021, he’s been arrested 11 times, mostly in Ventura County. Stephanie says she’s been told he got involved “with a rough group of people near Crooked Palm Road in Ventura. They basically took everything from him”: his car, his credit cards and ID, his phone and money. In order to be admitted to a homeless shelter, he needs to have a social worker. Without a phone, Jeffrey can’t call a social worker — a situation Stephanie sees as a vicious cycle. And, because her son is an adult, county officials say they are unable to give Stephanie information, even though she is his next of kin. “Every crisis team can clearly see he’s mentally ill and they directly tell us this makes no sense, the law has to change,” said Stephanie. “I know I’m not alone . . . We are one of hundreds of families. If someone can be arrested 11 times something is lacking. It is heart wrenching.” Stephanie said she’s learned how to browse police records of arrests to glean tidbits of information about her son’s whereabouts. Recently he was arrested for trespassing, another time for sleeping with a kitchen knife. “If I slept on the streets I might sleep with a knife too.” She’s been told he’s addicted to drugs. “It’s a form of self medication,” she says, not convinced he fits the typical frame of an addict. “Why can’t someone get help before we get to this point?” Stephanie is frustrated with the Ventura County Public Defender who convinced her son to sign an agreement to pay an $800 fine for trespassing. Yes, it let him avoid jail time, but “he has no money to pay it.” And when he fails to pay, a warrant will be issued for his arrest. The pandemic has exacerbated the problems with an already flawed system.

“Obviously due to COVID that’s been everyone’s excuse,” said Stephanie, who noted that many of the programs in the county “closed down their services for months.” County officials with Ventura County Behavioral Health (VCBH) told her he may be better off in jail, explaining that, “If he was in jail we can help him.” But due to COVID, mental health professionals who would normally do assessments weren’t allowed to see Jeffrey — either when he was in the hospital or jail. “Every time it’s a roadblock,” Stephanie continued. “It’s happened again and again and there’s no help.” Stephanie was near tears as she described the responses she received from behavioral health staff suggesting that Jeffrey call them or find resources online. “He’s not in a mental state to say ‘please help me’. He’s psychotic. He’s lost 100 pounds. He eats out of trash cans.” She tried to give his health records with medical proof of his mental illness diagnosis to the court but said no one will talk with her. She can’t appear in court to help him. In the meantime, Jeffrey has been found in Thousand Oaks, Santa Barbara and Compton. Stephanie thinks he’s in the riverbottom sometimes, or on public buses. “Half the time he can’t sit still. I’ve been told being on the bus and walking around is soothing. He’s had trespassing arrests for being on railroads.” “It’s really hard,” she continued. “He hasn’t had a phone for over a year. It’s not like I can text him and say, ‘I love you kiddo.’” She said it’s been a while since he’s showed up, desperate and in need of a shower and clean clothes. In February 2020 he was arrested three times. “That is somewhat proof of life. Because of COVID it’s gotten to the point where I’ve started to have hope that maybe he’s in jail. Maybe he’s had dinner tonight. I never thought I’d be excited my son is in jail.” She has written letters to the Ventura County Board of Supervisors, spoken at a BHAB meeting and to VCBH officials. They say that he doesn’t meet the requirements of being either a danger to himself or others or being “gravely disabled.” Gravely disabled means that a person is unable to take care of themselves due to a diagnosable mental disorder. This includes not being able to feed or clothe themselves or seek adequate shelter. According to Haffner, “Because we lack the infrastructure to actually care for and treat people with serious mental illness, the bar is higher for the gravely disabled in Ventura County. He’s not gravely disabled.’ Do they have to find him freezing and half naked and unable to move on the street before they could offer services?” Stephanie said she did receive a phone call from Dr. John Schipper, division chief of adult services with VCBH. “He reprimanded me for speaking out in public. He said I’m jeopardizing my son’s future. I’m trying to save my son . . . Postpartum women get help. Those with depression can access help. [Jeffrey] is not going to make it if he doesn’t get help.”

On Feb. 22 BHAB voted to submit a report (2) to the Ventura County Board of Supervisors that aims to address several barriers to providing proper treatment to severely mentally ill residents of Ventura County. The report approved last month is the second attempt by the BHAB to submit the document to the supervisors. The first time, in April 2020, Ventura County Counsel blocked it because the county’s attorneys said the report contained comments and recommendations related to legislation which was beyond the scope of BHAB. “We know that’s not true because we’ve done it before,” said Jerry Harris, BHAB chair, during the Feb. 22 meeting. He also cited provisions in the Ventura County Administrative Code that allow boards and commissions to comment on and make recommendations to the supervisors and it does not exclude commenting on legislative matters. The supervisors oversee the Ventura County Health Care Agency, which includes the Behavioral Health Department. “This is precisely what our role should be,” said Claudia Armann, BHAB member. The BHAB approved a motion that included a provision that if county counsel

hen the Thomas Fire struck in 2017, Lisa Casoni and Heather Stobo, the owners of Ojai’s Porch Gallery, and Emily Burson, founder of School Nutrition Plus, Southern California’s premier school catering company, evacuated to Santa Ynez. There the three found more than sanctuary; they found inspiration. “The place where we stayed served hot chocolate and chocolates in the afternoon as a treat for the guests. We thought that was so comforting,” Casoni recalled. By the third day in exile, “we started talking about legacy losses in Ojai — what would we miss the most if we came back and the whole town was gone or part of the town was gone. Of course, Beatrice Wood is a huge historic legacy in Ojai.” They recalled that Wood, who lived to be 105 years old, famously said that she owed her longevity to “chocolate, art books and young men.” That incredible joy and comfort they found, coupled with the desire to celebrate and create legacy, inspired them to launch Beato Chocolates in the aftermath of the Thomas Fire. “For us, the whole beauty to this was how we could incorporate this legacy of a woman with a new business that had a component

that she was actually interested in, [namely] chocolate.” In addition that business, whose name comes from the sobriquet Wood was affectionately known by, and which she used to sign much of her pottery, would give part of its proceeds to the Beatrice Wood Center for the Arts to help support its programs. Casoni, Stobo and Burson started with two chocolate sculptures — a moon face and a horse — that are created using Beato’s original pottery molds. Even the packaging is a nod to Beato and helps tell the story of “this very eccentric, interesting woman. The artwork on the box is a very famous drawing that Beato did for a magazine she started with Marcel Duchamp called The Blind Man,” Casoni explained. Next came the company’s tagline, “AntiEstablished in Ojai,” a wink to Beato and her fellow anti-establishment artists of the Dada Movement. In 2020, the company introduced its first chocolate bar, “Happy Valley,” flavored with orange oil and Ojai “Pixie Dust.” Then came “I Shock Myself,” featuring coffee and cacao nibs from Ojai’s own Bonito Coffee Roaster. “Menage a Trois” has toffee and sea salt, and “Pinching Spaniards” has roasted Marcona almonds and smoked paprika. All three bars are 72% dark chocolate. Soon to be

available are “The Pussy Between Us,” Beato Chocolate’s only milk chocolate bar, and the pretzelfilled “Bored at a Cocktail Party.” The names of the bars are inspired by a title of a Beato artwork or piece of writing, or something else that was meaningful to her. The Beato Chocolate bar packaging features different Beato artwork and a bit of history about the artist. Even the way the bars break apart is a salute to the Mama of Dada. As Casoni explained, “It’s not like these perfect squares that most chocolate bars have and that’s very Dada. We don’t want it to be linear … We want you to break it off unevenly because we want you to have that spirit of the Dada. We want you to think about that being anti-establishment. It’s just like having that whole experience of it.” What started quite literally with a spark continues to grow organically. For Casoni and her partners, it’s all about celebrating Beato’s legacy while building a legacy of their own that feels meaningful. It also happens to be delicious. The report is titled “LPS Reform Workgroup Report” and lays out eight main recommendations. LPS refers to the Lanterman-Petris-Short Act of California, which was signed into law by Governor Ronald Reagan in 1967. The LPS Act aimed to end and prevent long-term involuntary commitments and ensure all people suffering from mental illness received timely evaluation and treatment. Judicial review of any involuntary holds is part of the act to safeguard individual rights. The state legislature has so far failed to update the LPS Act since it was approved, meaning the understanding about the nature of severe mental illness and modern treatments has greatly outpaced the laws designed to address it. The report approved by BHAB is modeled after a report issued in Los Angeles County that was sent to and adopted by the Los Angeles County Board of Supervisors and includes recommendations to increase the number of inpatient beds and step-down services, and create innovative approaches to ensure emergency room beds are not taken up by psychiatric patients. Ventura County has also declined to adopt an aspect of the LPS Act that allows an individual to be held up to 30 days to be stabilized during an acute mental health crisis. Members of the BHAB say this longer hold period is desperately needed to ensure the county is providing the help people need. Harris said the goal of the report’s recommendations is to “reduce or eliminate suffering” of the mentally ill and their families. “It is the humanitarian response.” 1. When we get the mixes back, we tweak them again. “All of the stuff was written without the three of us being together. It’s bass, drums and guitars. There aren’t a ton of overdubs on it. It’s quite simplistic in that way.” Of the 15 songs, Ash predicts the band will choose the best 10 and release those tracks. “How we’re going to put it out has yet to be determined — maybe a track a week or two weeks or put the whole thing out. I don’t know,” Ash says. “We’ll probably do vinyl as well. That seems to be really picking up these days.” Ash has lived in Ventura County since 2000, about 10 miles “up the road from the ocean.” He’s spent the pandemic enjoying his motorcycles, riding up to the mountains to get away from the pandemic storm. “The bikes sort me out,” Ash says. “It’s my yoga, if you like. I’ve been riding since I was 12. That has kept me going this whole time. It’s the one thing you can do and stay solitary. When this really hit, about last April or May, everybody was staying in. I was going on the bike, filling up at gas stations in the middle of nowhere.” Still, he came down with COVID-19. He says he believes he picked it up at a motorcycle shop in Oxnard, and realized he had it May 15. “I was down for the count for 15 days,” Ash says. “I think, subconsciously, I wanted to get it out of the way. Now I have the antibodies for it.” Ash says he’s looking forward to hearing the reaction to Ashes and Diamonds’ music. They hope to play live once the pandemic restrictions are lifted and to have the tracks placed in film and television. “A few tracks are custom made for that,” he says. “It happens by accident that way. First-time parents live in terror that they’re getting it wrong (like that they aren’t spending enough time reading “Hooked on Phonics” to their kid in the womb), when they could really just leave their kid in the woods and say, “Come back when you’re 20.” Okay, so the woods thing is a bit of an exaggeration. However, psychologist and twins researcher Nancy Segal explains that while “most parents believe they significantly shape their children’s behaviors ... we now know that genetic effects are pervasive.” In fact, “Most behaviors have a 50% genetic influence.” The power of genes in shaping our personality and choices is especially apparent in identical twins who were separated at birth and raised apart. Segal studied two of these identical twins: Oskar, who grew up Catholic in Nazi Germany and was an enthusiastic member of the Hitler Youth, and his brother, Jack, who was raised as a Jew in the Caribbean and spent time on an Israeli kibbutz. When Segal and her colleagues brought them together as adults, each showed up at the Minneapolis airport in a white sports jacket over a two-pocket blue shirt with epaulets and had wire-rimmed glasses and

a mustache. Among their many shared quirks, each read magazines from back to front, wrapped tape around pens for a better grip, kept rubber bands around their wrists, and — because each is germophobic — flushed toilets before use as well as after. As Segal emphasizes, a child’s “environment,” including parenting, “contributes only modestly” to the sort of person they become. Focusing on this might help. Perhaps if you remove any “shoulda, coulda” blame you place on yourself, you can set aside some of your anger, show compassion for your daughter, and be loving and supportive despite your dismay at her choices. It’s possible your grandkids have a chance. If you come at this more lovingly than adversarially, they just might end up spending more time with Grandpa than the bad dad you probably suspect is a few infant crying jags away from putting grain alcohol in the sippy cup. And yet Petropavlovsk-Kamchatsky has long had a thriving tourist industry. More so before the pandemic, but even now, outsiders have come to paraglide, hunt for bears, and marvel at the scenery.
