Via email on March 16, Tiana Bonn, operations assistant with Westside Habitats LLC, the Santa Monica-based company that owns Harbor Villas, stated that the tree trimming was scheduled “after winds caused some of the heavy branches to be compromised...We did make sure wildlife was not disturbed during the tree trimming and the arborist was able to confirm this for us.” Residents contacted the California Department of Fish and Wildlife (CDFW). The crew had already cut down a large segment of the tree, including one limb measuring over a foot that was part of the main trunk, by the time a CDFW warden arrived. The warden confirmed that birds were actively nesting in the tree and work should cease. No more of the tree was cut. According to the warden, in order to reduce disturbance to the nests, crews agreed to use a handsaw to cut up the smaller limbs that lay on the ground for transport to the dumpster for removal. A chainsaw would only be used on the larger trunk pieces that were cut, and all at one time. Lt. Kory Collins, a patrol lieutenant with the CDFW authorized to speak with the press, confirmed that the state received a report of a tree being cut down with “great blue herons nesting.” Collins noted that California Fish and

Game Code Section 3503 prohibits anyone from “needlessly destroying the nest of any bird when it has eggs or baby birds in it.” He clarified that the law applies to all species of birds; raptors are protected under a different section. Collins explained that while tree trimming is a necessary part of maintenance and protecting public safety, the state recommends it be done later in the year when there are no baby birds in the nests. In the event that a tree poses a risk to public safety or property, the state can issue a permit to cut down a tree with active nests, but Collins said that would be considered an “extreme circumstance” and is not the case with the tree at Harbor Villas. Collins also said the state has no jurisdiction once the nesting season is over. “Come July or August . . . What can we do to stop it?” said John

n Friday, March 12 in a special meeting that included a very short closed session, the Ventura County Supervisors announced Tiffany N. North as the new Ventura County Counsel. On Friday, North said she was “extremely honored” and was “ready to earn your trust.” She said she plans to try and meet with staff members in her new office before her start date to hear what they are “passionate about” and “what drives that office.” North replaces Leroy Smith, who announced his retirement in October 2020. She comes from serving 16 years with the County of Riverside’s County Counsel’s office, most recently as the Assistant County Counsel.

Some residents expressed concern that the tree was a protected species. Collins confirmed that state law does protect two types of cypress trees, the Santa Cruz cypress and the Bhutan cypress tree, from removal. As of press deadline, however, a state biologist had not been directed to confirm the species of the tree at the Harbor Villas apartment complex. On April 21, 2021 North will start a four-year term leading the three divisions and 37 employees in the County Counsel’s office. Her previous position in Riverside was assisting in overseeing a staff of 84 deputy attorneys and staff members in four different offices across Riverside County with an operating budget of about $16 million. Riverside County has 2.3 million residents. County Counsel serves as the legal advisor to the Board of Supervisors and is responsible to them
and to the public for ensuring county government performs statutory duties correctly and in compliance with all applicable laws. North will be the chief legal advisor on civil matters to the supervisors, the County Executive Office and all county agencies and departments. The County Counsel also handles defense and prosecution of all civil matters the county engages in when outside counsel is not hired, which is generally the exception rather than the norm. All special districts and county-related independent agencies, such as the Air Pollution Control District, are overseen by the Board of Supervisors. Duties of County
Counsel include representing Ventura County Children and Family services in juvenile dependency trials, appeals and providing legal oversight to the Public Guardian in conservatorship hearings and trials. The Ventura County Counsel’s office has a fiscal year 2020-21 budget of $4.4 million. North will earn a salary of $287,929.33 and will receive the board-approved county benefits including health, pension and a car allowance. North received her law degree from University of San Diego School of Law, the same law school that Smith attended. She was admitted to practice law in California in 2003. March 18, 2021 — —7

The pandemic, masks, hand sanitizer, Black Lives Matter, protests over the Junipero Serra statue in front of Ventura City Hall, closures, the business of living moving outside, online or indoors but with a whole host of safety precautions . . . all on top of a contentious election year. he term “legend” is often bandied about, especially in the music world, but there is no doubt that it applies to 78-year-old Taj Mahal, who continues to explore blues and its variations well into his golden years. “I just want to be able to make the music that I’m hearing come to me — and that’s what I did,” said Mahal. “When I say, ‘I did,’ I’m not coming from the ego. The music comes from somewhere. You’re just the conduit it comes through. You’re there to receive the gift.” With that thought in mind, Mahal is livestreaming a series of weekend concerts from his hometown in Berkeley, and as usual, it will feature a variety of musicians from multicultural backgrounds. The series began on March 13 (and featured Mahal with the Phantom Blues Band). It continues through the weekends of March 20 and March 27, streamed live from the UC Theatre in Berkeley. Mahal has spent a lifetime using the blues to expand and redefine for new generations the sound and scope of the blues. “The blues is bigger than most people think,” he explained. “You could hear Mozart play the blues. It might be more like a lament. It might be more melancholy. But I’m going to tell you: the blues is in there.” Mahal was born in Harlem in 1942 to a musical family. His early success included performing with Ry Cooder, Otis Redding, the Temptations, and Martha and the Vandellas, as well as working with blues legends such as Muddy Waters and Howlin’ Wolf. Over the decades, he has immersed himself in African roots, Latin, reggae, Caribbean, calypso, Cajun, and even Hawaiian music. From the 1960s forward, he has consistently produced a host of albums and soundtracks. As a result he
