Newsom shared the news via a video on Facebook. The order is in effect through May 31, 2020. The order includes protections related to keeping critical utilities for those burdened by the pandemic.

60-DAY GRACE PERIOD FOR DRIVER LICENSES AND REGISTRATIONS Gov. Newsom has implemented a 60-day grace period on the enforcement of expired driver licenses and vehicle registrations in order to reduce the demand for in-person services at offices of the Department of Motor Vehicles. In a video statement on March 16, Newsom said the grace period will be extended if needed.

NEWSOM SIGNS ORDER TO PROTECT CASH-STRAPPED RENTERS On March 16, Gov. Gavin Newsom signed an order designed to “waive civil code” require-

The Division of Juvenile Justice “is committed to continuing education programs for youth and limiting the impact our COVID-19 response has on positive rehabilitative programming,” said an official with the California Department of Corrections on March 16, responding via email to the VCReporter. “We are actively adhering to social distancing and hygiene guidelines for classrooms and throughout the institution so that we may continue our overall mission of youth healing and community restoration.” Local employees of the high school at the facility in Camarillo are required to report to work.

CLOSED SCHOOLS TRYING TO CREATE ONLINE LEARNING All public school districts in Ventura County are closed and have the option of providing tools and programs for online learning options for students. One issue they have to grapple with, however, is potential legal action if they are unable to ensure equity to all students. Anything that is provided must be available “to every single one of them,” said Stan Mantooth, Ventura County Superintendent of Schools. He said state and federal laws related

to special needs children can “leave [the district] open to claims of discrimination . . . particularly with special needs students.” Mantooth said Gov. Newsom “gave us some really good cover by allowing us to not follow all the state regulations related to providing online learning,” right now and those steps have “let us off the hook, if not for the federal government.” According to Mantooth, the federal government has not provided “good guidance” about how to proceed with providing online learning, and that everything a district does must comply with the Individualized Education Program (IEP) for special needs students. “The best thing would be for the [federal government] to do the same as the state,” he said, and allow districts leeway to meet students needs. “We are being cautious; some districts have received letters from their legal counsel.” Mantooth clarified that while a parent of a special needs student could waive the requirements, “that would not forestall a class action by a legal entity,” and he emphasized that some districts in the county are moving forward with creating online learning options. ♦

n Tuesday, March 17, Dr. Robert Levin, health officer with Ventura County Public Health, issued an order requiring all people over the age of 75 to shelter in their place of residence and that certain businesses close or operate by delivery, take-out or drivethrough only. The order states, “Violation of any provision of this order constitutes a threat to public health.” The order is in effect beginning 12:01 a.m. on March 18, 2020, through 11:59 p.m. on April 10, 2020, unless extended or rescinded by Levin. Levin’s order states, “All permanent food facilities, as defined by Health and Safety Code § 113849, may only prepare and offer food that is provided to customers via delivery service, via pick-up for takeout dining, and via drive-thru.” Businesses that are ordered to close completely include “bars and nightclubs that do not serve food . . . movie theaters, live performance venues, bowling alleys, and arcades…gyms and fitness centers

and aquatic centers…wineries, breweries and tap rooms that provide tastings.” The order clarifies, “bars and nightclubs that offer food to consumers may remain open only for purposes of continuing to prepare and offer food to consumers via delivery service, via pick-up or via drive-thru.” “Permanent food facilities that provide and offer food to consumers for pick up must require patrons or groups of patrons who are ordering food and beverages to be and remain at least six (6) feet apart from each other while inside the facility.”

SHELTER IN PLACE ORDER All people aged 75 or older — “or equal to or older than 70 years of age with an active or unstable comorbity” (over 70 with health issues) — are “ordered to shelter at their place of residence.” If they are using shared or outdoor spaces, “they must at all times as reasonably possible maintain physical distancing of at least six feet from any other person.” Exceptions are allowed “to seek medical care, nutrition, or to perform essential work in health-

care or government.”

COUNTY HOSPITAL SURGE CAPACITY Dr. John Fankhauser, CEO of Ventura County Medical Center (VCMC), said that whether the county has enough beds for treating patients with the virus “depends on how well our county controls this outbreak. We have as a county implemented measures early, like social distancing measures of closing schools.” He added that Ventura County has acted quickly compared to the South Bay and King County. “Some of those measures may help us with flattening the curve and if that is the case, we may not be overwhelmed.” VCMC has 16 isolation beds, and Santa Paula Hospital has four. County health officials have reported there are 80 total in the county. Fankhauser is a medical doctor and was in Liberia during the 201415 Ebola outbreak. For the first three months of the emergency, he worked at the ELWA hospital in Monrovia, which was the first center responding to the outbreak. He managed care for Ebola patients for three

months, then set up an Ebola survivors hospital. “Each of our hospitals is developing a surge plan for increasing capacity,” Fankhauser said. Steps include shifting some anesthesiologists from surgery to manage patients on ventilators. VCMC is also looking to increase nursing staff and move nurses from other settings to patient care in the hospital. “EMS and public health have been coordinating that effort countywide for each hospital . . . [determining their] surge capacity,” said Fankhauser.

SHOULDN’T WE TEST EVERYONE? “Many who want to get tested are not people who should get tested . . . In order to be reliable, to perceive [the results] as helpful, you have to do [the testing] in a population that has appropriate symptoms and significant exposure.” Fankhauser said. In areas that are seeing a successful stemming of the spread, such as South Korea, many people were tested — but they were people who met the criteria. “They had very accessible testing. I don’t think that translates to everyone getting tested. In our county we have been fortu-

nate [in being] able to test hospitalized patients very early.” Fankhauser acknowledged the insufficient access to testing. “I think that is a national problem.” He emphasized that the county laboratory is equipped to test, and that Quest Diagnostics is also involved and can handle up to 20,000 tests a day at its San Juan Capistrano lab. “That goes a long way to helping us. We are looking at ways to access more testing supplies so we can expand testing.” Five drive-through testing centers are slated to be active by the end of the week: one in Ventura, two in Oxnard, one in Fillmore and one in Moorpark with a drive-up center in Camarillo. A seventh drive-through site is planned for Thousand Oaks. Patients will be evaluated and the test conducted in their cars. “Public health measures are critical. People who are ill need to isolate themselves . . . . if you have symptoms reach out to your doctor . . . County hunkering down during pandemic

ounty officials have declared an emergency; most cities have done the same. Schools are closed and toilet paper shelves are bare. Social media is humming with information from the World Health Organization, the U.S. Centers for Disease Control (CDC) and all manner of health experts. While aspects of this emergency may appear similar to the recent fires in the area, the nature of a pandemic is different. It really requires a faith and trust in our local officials in a unique way.

ARE WE PREPARED? At a Camarillo press conference in February, Dr. Robert Levin, health officer with Ventura County Public Health (VCPH) said that “all hospitals” were prepared to receive patients. Of the 1,292 hospital beds in Ventura County, only 80 of them are capable of properly quarantining patients being treated for COVID19, reported Ashley Bautista, public information officer for the county of Ventura. Called isolation or infectious disease beds, they ensure the patient with the virus does not infect the rest of the hospital. Special cleaning protocols also apply between patients in the rooms. “We anticipate more cases and increased community spread as more cases are reported in neighboring counties and throughout the state,” said Dr. Robert Levin, health officer with Ventura County Public Health. “Please do not call 911 to request testing for COVID-19 and please do not go to our emergency rooms unless you are seriously ill and require emergency care. If you have respiratory illness and want to know if you should be tested for COVID-19, it is best to call your health care provider or, if you don’t have a provider, call 2-1-1 for help finding a clinician near you. Our healthcare providers are prepared to see more cases, but we must all do our part to slow the spread of COVID-19 in order to minimize strain on our healthcare system and other service providers,” “Although there is still no person to person transmission in our County, my first priority is to protect the public health of our residents by taking proactive measures,” said

Levin in a written statement. “We encourage community members and organizations to do their part to help slow the spread of this virus. Our local healthcare system is well prepared to treat more cases should the need arise, particularly among vulnerable populations that require significant clinical care.” On March 15, Bautista stated in an email to the VCReporter, “drivethru testing is being conducted throughout the county.” Levin was unable to respond by press deadline to questions about whether 80 isolation beds were enough and whether the county would be able to prepare more beds for treatment if needed. Bautista said she didn’t have any information about federal resources coming to Ventura County, including the high-throughput tests and personnel mentioned at a weekend press conference at the White House.

COMMUNITY IMPACT While as of press deadline (Wed., March 18, 11 a.m.) there is just one confirmed case, and nine presumed positive (initial tests are positive and awaiting CDC confirmation) cases — all related to travel exposure — health officials, state and local leaders are following the protocols for stopping the spread of the virus by closing schools, and asking the public to self-isolate and practice social distancing, or staying a minimum of six feet away from others. Got toilet paper? You’ve seen it in national news and Ventura County is not immune to the empty shelves that toilet paper once occupied. Man-

agers of local stores emphasize that there are no actual shortages of anything, it’s just that people are buying much more than normal, and they can’t restock the shelves fast enough. On March 15, California Gov. Gavin Newsom strongly urged bars, wineries and nightclubs to close and for restaurants to cut their capacity in half. Local businesses are adapting to the situation. The Refill Shoppe (www.therefillshoppe.com ) in downtown Ventura is temporarily closing to the public, but is set up now to receive web and phone orders for “touchfree pickup,” or shipping directly to the customer.. Majestic Oak Vineyard (www. majesticoakvineyard.com ) has shut their tasting room but will be offering local deliveries and scheduled pick-ups. MadeWest Brewing (madewest.com) has closed both taprooms (in Ventura, on Donlon Street and the Ventura Pier) and is offering next-day, door-to-door delivery service, with ordering available online. The brewing company will also offer limited pickup hours. Some yoga teachers are offering videos online while therapy protocols are allowing video conferencingstyle online sessions. Most restaurants are equipped for take-out orders but not all of them offer delivery. Thus, some are adapting by using third-party delivery services (many were already available through GrubHub) while curbside pickup and drive-through options are becoming more popular. Fresh and Fabulous (www. myfreshandfabulous.com) in downtown Oxnard is providing drive-

through delivery to your car, and Otani’s (www.otanis-seafood.com) in Oxnard already has online ordering set up on its website. With a phone app you can schedule a pickup or delivery. Waterside (www.watersidechannelislands.com) at Channel Island Harbor states on its website that it is following all of the cleaning protocols and, “If you can’t come to us, we will come to you.” By March 23, a third-party delivery service will be set up for select menu items, including the weekend brunch menu on Friday, Saturday and Sunday. During select hours, curbside pickup will be available. Native Pizza (www.nativepizza. com) in midtown Ventura has gone to delivery only with no extra charge and online ordering is already set up. Ventura Sandwich Company (www.venturasandwichcompany. com) is feeding kids for free with a regular sandwich purchase and offering discounts to healthcare workers. A great way to support local businesses even if you can’t get to them now is to buy a gift certificate to be enjoyed when things get back to normal.

For our vendors, the Marketplace is a major source of revenue.” Refunds will be provided to vendors who have already paid for booth space. TRYING TO GET TESTED IN VENTURA COUNTY Information and understanding around who should be tested for the novel coronavirus is varied and moving fast among the public. VCPH is clear on the protocol for getting tested. But according to many, their experiences of trying to get tested do not match with what officials say should be taking place. Tami Brown and Jimmy Lee Durbin Jr., both in their late 40s, recently moved to Ventura from Boise. They travelled back to Idaho and then to San Francisco, where they visited friends and family from March 9 to March 14th. “Being on the road, we did not know about the docking of the cruise ship and the people quarantined there at the time,” said Durbin. He was referring to the Grand Princess cruise ship that came into San

Francisco and which the public would later learn had a large number of passengers infected with the novel coronavirus. “But knowing we were up and down the docks and all the piers from Pier 1 to Pier 33 and

HOW DOES IT SPREAD AND WHAT IS COVID-19?

E

xperts are still learning about the novel coronavirus called SARS-CoV. It is just one of many viruses in the corona family, which includes many viruses that cause colds. This is called “novel” because no one on Earth has had it before, and so everyone can get it. The virus can cause a respiratory illness called COVID-19. Some who get the virus may experience no symptoms; others may have mild to severe runny noses, sore throats, coughing and fever. Severe cases are often characterized by difficulty breathing and can lead to death. The virus can be spread between people, or when a person touches a surface with the virus on it, and then touches their face. Primarily it is spreading when people are in close contact with one another — six feet or less — usually through drops in the air produced when an infected person coughs or sneezes and those drops fall into the mouth or nose of another person. Those infected are most contagious when their symptoms are strongest, although it is possible, but less likely, for a person with the virus to infect someone when they exhibit no symptoms. Regular and thorough hand washing and social distancing are being recommended to help stop the spread.

WATCH FOR SYMPTOMS AND EMERGENCY WARNING SIGNS Officials in the county are asking people to call their doctor first if they have any symptoms. If you are in distress, go to the hospital emergency room. • Pay attention for potential COVID-19 symptoms including, fever, cough and shortness of breath. If you feel like you are developing symptoms, call your doctor.

• If you develop emergency warning signs for COVID-19 get medical attention immediately. In adults, emergency warning signs include: • Difficulty breathing or shortness of breath • Persistent pain or pressure in the chest • New confusion or inability to arouse • Bluish lips or face ■ This list is not all inclusive.

O

n Sunday, March 15, Gov. Gavin Newsom may have only strongly suggested the closure of all bars, wineries, brew pubs and nightclubs to slow down the spread of the coronavirus, but his suggestion was taken seriously by many in Ventura County. The effects of Newsom’s request are being felt across the county, as entertainment venues large and small — offering everything from live music to comedy to DJs and theater — have gone on a hiatus. Nightlife, for the time being, is canceled.

THE SOUND OF SILENCE Bigger venues such as the Bank of America Performing Arts Center in Thousand Oaks and the Ventura Theater had already seen musical acts canceling shows left and right. With the California Department of Public Health calling for a ban on mass gatherings larger than 250 people, the capacities of both facilities made continued operation untenable. Last week, some smaller venues held out hope that they could let the music play. Staff thoroughly scrubbed surfaces while ticket sales were reduced to create that all-important six foot distance between individuals. But when the U.S. Centers for Disease Control and Prevention on March 15 recommended that no gatherings of 50 or more people take place for the next eight weeks, California responded swiftly suggesting a ban that has caused nearly every entertainment venue to close — from bars to comedy clubs to theaters. Discovery Ventura was preparing to shut down even before the a ban was suggested — a choice the venue didn’t take lightly. “There is a substantial ripple effect caused by closing,” a representative from Discovery Ventura told the VCReporter via email on March 13, citing the loss of income for staff and independent artists and costs borne by fans coming from out of town, who may have booked local hotels. “Closing multiple weeks in a row is devastating to our employees and the business. We hold close to an optimistic outcome, but are prepared for an extended closure.” Discovery operates a restaurant and a bowling alley as well as a stage, so it’s not just concerts that are raising concerns. Bowling comes with its own health hazards: “Bowling balls/shoes, shows, tables, chairs, railings, door handles, etc., there’s seemingly an endless number of ways the contagion can be transferred,” the rep said. “Any

risk at this point is not worth a penny in profit.” To that end, the facility is undergoing a rigorous and thorough cleaning that goes “above the requirements of county health department and the CPDH recommendations . . . in a way that provides no room for doubt that we are a safe place to relax and have fun.” Something similar is underway at Levity Live Comedy Club in Oxnard. “We are strictly following the recommendations and professional advice of state and local public health departments and the Centers for Disease Control and Prevention,” Levity Live stated on its website. While the space next to Copper Blues at The Collection in Riverpark undergoes a thorough cleaning, all shows are canceled throughout March. In the meantime, fans are encouraged to look for online programming via the club’s social media sites. Bob Schetter, organizer and host (with fiancee, Marilyn Owen) of the Camarillo Cafe concert series, made the tough decision to cancel its March lineup before Newsom’s suggestion. “We’ve had as little as 10 and as many as 86 [audience members],” Schetter said on March 13. Shows take place at the Camarillo Community Center and include a mix of Americana, rock, blues, R&B, world and jazz artists. Currently, tickets are only available for purchase at the door (something Schetter hopes to address in the future) so it’s hard to determine just how big a crowd will be. On the afternoon of Friday, March 13, Schetter decided to reschedule the highly anticipated March 21 concert featuring soul artist Missy Andersen. It is hoped that Andersen will return to Ventura County in June. “We don’t know the full effect,” Schetter said. “The safest thing is just to not have an event. That’s respectful to our patrons and our community . . . We’re not sure if we’re going to close for April as well.” Most venues are issuing refunds, and tickets purchased for postponed events will still be good for the new date. Ticket holders should contact the venue directly for more information.

THE CURTAIN FALLS ON LOCAL THEATRE Broadway went dark on March 12, and local stages are following suit. Wit at The Elite, You’re a Good Man, Charlie Brown at Simi Valley Cultural Arts Center and Romeo and Juliet at Moorpark College have all had to shorten their runs. Others, such as Young Artists Ensemble’s Farmageddon and

the Undercover Crop, were canceled before opening night at the Hillcrest Center for the Arts (which is closing altogether through April 20). Rubicon Theatre Company in Ventura is delaying the opening of Almost, Maine until April 11. As of last week, Ojai Art Center Theater (Ojai ACT) was optimistic that it could keep its production of Vanya and Sonia and Masha and Spike on schedule. “We’re taking it one week at a time before we close the whole thing down,” Teri Mettala, the art center’s director, said by phone on March 13. “The actors are invested in continuing. We didn’t think it was a high risk. No one in Ojai has tested positive.” Before the March 20 opening, the center was sterilizing and sanitizing, and the plan was to limit ticket sales to 60, to keep plenty of distance between patrons in the 128-person theater. Truthfully, however, Mettala wasn’t sure if people would come out. “It’s crazy, isn’t it? You don’t know what the line is between panicking and being unsafe,” Mettala said. “There’s just so much unknown — we don’t know how to deal with this or what’s going to happen.” “If it looks like it’s getting worse next week, we’ll reassess,” Mettala said in conclusion. And that’s exactly what happened: Vanya and Sonia and Masha and Spike has been postponed, with a projected opening sometime in the fall. As with the concerts, ticket holders are encouraged to contact theater box offices directly for refunds and information on future dates.

ith everyone on tender hooks about COVD-19, social distancing or hibernating at home, H.C. Seafood (which has no indoor seating but plenty of picnic benches for outdoor dining) with its robust to-go clientele may provide some seafood solace during these challenging times. An old friend has been bugging me to try this seafood shack in the Channel Islands Harbor for some time. I thought I’d check it out at long last — but not before perusing some reviews on Yelp. They were a mixed bag, but everyone raved about the grilled shrimp. It’s a popular spot with locals who enjoy picking out their own crab or lobster. Tucked away in a far corner of Oxnard’s once-vibrant Fisherman’s Village, the plain entrance is fronted by aging wooden picnic tables with faded metal umbrellas. The bricks used in the patio were salvaged from the original sugar beet factory built by Henry T. Oxnard when it was torn down in 1963. Naturally, we ordered the grilled shrimp (a dollar more if they are shelled!) and the Maine lobster (grilled, also a dollar more than if it’s steamed). The man behind the counter was kinda grumpy but the folks tending to the crabs, prawns and lobsters in the tanks were extremely nice. The shrimp order included 20 shrimp piled high on a paper plate (grab your own napkins and plastic utensils) with a generous mix of grilled onions, bell peppers and carrots. All were nicely flavored with some proprietary spice; they stood up to the online reviews. The lobster, however, was very disappointing — small, tough and not the sweet Maine lobster one expects. The two lobster halves and claws were accompanied by a toasted and
