n March 23, the county of Ventura issued a statement seeking dona tions of “new, unused personal protective equipment to assist health care providers, health care facilities and first responders responding to the novel coronavirus (COVID-19).” “This crisis is real and is going to hit us like no other infectious disease crisis has hit this community,” said Dr. John Fankhauser, CEO of Ventura County Medical Center, who oversees the Ventura location and Santa Paula Hospital. He also emphasized the need for community compliance with the existing social-distancing and stay-at-home orders to help protect the community. “We are urging the community to make donations of personal protective gear so that we can protect the health and vitality of our frontline first responders,” said Mike Powers, Ventura County CEO, in the written statement. “We are facing an unprecedented public health emergency, and the increasing demands of our health care system is contributing to shortages in personal protective supplies.” Items requested are surgical masks, N95 masks, procedure masks, isolation gowns, medical goggles, Dacron™ culture swabs and Tyvek® suits. Items donated will be distributed to area hospitals, first responders and essential medical facilities. n light of the impact of the novel coronavirus on area nonprofit organizations, the Ventura County Community Foundation in coordination with the County of Ventura, Amgen Foundation, Southeast Ventura County YMCA, Give An Hour and the Economic Development Collaborative has launched the Rapid Response Fund to support nonprofit organizations addressing the needs of individuals and families with food and housing support, childcare, wage
replacement, mental health care and more. While public health officials are working diligently to prepare for and respond to COVID-19, VCCF’s Rapid Response Fund makes financial support available to those organizations experiencing financial hardship as a result of restrictions brought on by concerns over the coronavirus. FIRST COVID-19 DEATH IN COUNTY REPORTED

entura County Public Health announced on March 22 that a person in their 70s who tested positive for novel coronavirus and had COVID-19 died. The person had underlying health conditions. This is the first death in the county attributed to the virus and resulting illness. As of press deadline (Wednesday, March 25, 11 a.m.), Ventura County Public Health is reporting 39 positive cases in Ventura County. Six of those people are being treated for their symptoms in hospitals; the remainder are well enough to be isolated at home.
EVICTIONS HALTED IN MOST CITIES, VENTURA AND COUNTY CONSIDERING ACTION Camarillo, Ojai, Oxnard, Moorpark, Simi Valley and Thousand Oaks have all halted evictions within their city limits in the wake of novel coronavirus. Megan Lorenzen, assistant city attorney for the city of Ventura, said their office has drafted two ordinances that the Ventura City Council will consider on Monday, March 30. One places a moratorium on only residential evictions, and the other halts both residential and commercial evictions. The ordinances will be posted by Friday, March 27, on the city’s website. “Given current state, county and local executive COVID-19 related emergency executive orders, evictions realistically can’t proceed for practical as well as feasibility issues, independent of local moratoriums,” said Brad Conners, city manager for Port Hueneme. He said pending state legislation, Assembly Bill 2887 “will supersede all local moratoriums anyhow…There will be no evictions in Port Hueneme.” On March 24, Ventura County supervisors heard a report and status of eviction moratoriums in the county and indicated to staff their desire to move forward with considering a halt on evictions in the unincorporated area with emphasis on ensuring renters understand they are still required to pay rent. James Mason, city manager for Santa Paula, said the city council would be considering a moratorium at their April 1 meeting and David Rowlands, city manager for Fillmore, reported that the Fillmore City Council approved an eviction moratorium on March 24. If evictions are halted, renters are still required to pay their rent. But
if renters are unable to do so due to their place of work closing, sickness or other impacts to their income related to the virus, the eviction moratoriums prevent them from losing their housing. All unpaid rent would come due at a later date.
SECURED TAX PAYMENTS DUE APRIL 10 Annual deadlines for secured property taxes have not been changed. The Ventura County Treasurer-Tax Collector does not have the authority to extend the timeline for property tax payments. The second installment of 2019-2020 Annual Secured property tax bill was due on Feb. 1, 2020 and will be delinquent on April 10, and penalties will be assessed. All county offices are closed due to orders related to COVID-19 public health protections. Tax payments can be made online at prop-tax.countyofventura.org/ using a credit care. Processing fees will apply. “FLUSHABLE” WIPES GO IN THE TRASH Some people may be using hand or surface wipes as a way to sanitize, but water officials remind the public that those wipes should never be flushed down the toilet as they become a hazard and can block pipes. Even wipes labelled as “flushable” do not disintegrate in the same way as toilet paper and therefore should be put in the trash.

n Monday, three proposals for clinical trials related to combatting novel coronavirus and COVID-19 were sent to the Institutional Review Board for approval by a Ventura-based genetic sequencing research lab and a clinical trial company. “When this virus came on in China, what I paid attention to mostly is that a lot of doctors were dying and that it was spread from asymptomatic carriers — those with no symptoms were still spreading it,” said Dr. Sabine Hazan, a medical doctor board-certified in gastroenterology, internal medicine and hepatology. She has participated in over 150 clinical trials including the first prescription for postpartum depression. Hazan is the CEO and founder of Ventura Clinical Trials and Progenabiome, the company sponsoring the COVID-19 clinical trials. “Women are on the forefront . . . stepping up to try and save humanity is part of who we are as women, protectors. One of the big problems is being heard.” She said a group of 5,000 female doctors around the world are communicating, tracking data and laying out the pathway to stopping this virus. As the pandemic approached Ventura County last month she began sounding the alarm to protect “those on the front lines,” especially doctors, nurses and health providers at the highest risk of being exposed to the virus which she says poses new dangers as it mutates.
“IT’S TIME TO KILL THIS VIRUS” In December 2019, Hazan saw the data coming in from China about the virus and the disease —COVID-19 — it caused. “It is extremely dangerous, with a high infection rate.” “Successive mutations change both the virulence and transmission of this virus, making it difficult to create a worldwide efficacious vaccine,” explained Hazan. “That’s why we’re expanding our clinical trials to focus urgently on a prophylaxis and treatment protocol for COVID-19.” Everyday she’s thinking about the “doctors on the front line. It needs to be created really quickly, we will submit [a proposal] to the FDA as soon as the IRB approves it.” Her approach for prevention, however, is not based on a vaccine. Her other trials lay out a plan to test “out of the box” methods of treatment. She can’t say much about the trials now, as they are confidential and she’s not sure when the FDA will respond. “The FDA is slammed right now, I don’t know when we will get an answer.”
What she can say now is that her approach to combatting COVID-19 incorporates various aspects of the pandemic she saw unfolding. Data from China and Italy included startling numbers of doctors getting infected and dying. “Fifteen percent of physicians in Italy are infected. 3.5 percent of them are dying.” She also sees a need for treatment that doesn’t depend on existing prescription drugs, which are becoming hard to get and have side effects. The drug Plaquenil (chloroquine), approved for treating malaria and lupus, is getting harder to get as it is commandeered for treating COVID-19 — despite a lack of peerreviewed evidence that it works. When she knew she’d be submitting protocols for clinical trials related to COVID-19, Hazan started making sure her Ventura lab and team would be ready. That meant keeping everything clean and protected. “Look at what others are doing! In Taiwan… the mortality rate was so low, they basically isolated everyone.” She has ensured that her lab will be an isolated area, and her staff will keep themselves isolated. She has made sure her staff has hazmat suits, goggles and plenty of N95 masks. “Protection is number one…It is part of the oath, first do no harm, ensuring the surrounding area is safe and clean, then we go from there.”
UNDERSTAND THE MICROBIOME Her expertise in the microbiome within the human body directed her approach to the coronavirus. She thinks success in combatting it will be found by “looking at the microbiome in people that are infected.” “What can I do right now to help humanity? Understand the microbiome of those who survive versus those who die.” In Hazan’s view, the microbiome in our bodies is key to fighting off illness, including those caused by viruses. Aspects of the novel coronavirus’s structure make it a good fit for the human digestive system and researchers are finding evidence of the virus in fecal matter of those infected, including in the first positive case in the U.S. (1) “We are all bacteria…those that come from our moms, we pass to our kids. The process of disease creation involves bacteria,” Hazan said. She’s involved in research that aims to understand the imbalance of the bacteria in patients with Parkinson’s disease, Alzheimers, Crohn’s and others. Her work over the last year and a half taught her to look at the sequencing of viruses and bacteria. “This virus and it’s ability to mutate makes it difficult to treat. Therefore containment is number one
and staying at home is the priority. If you believe you have an emergency first call your doctors, avoid going to the hospital.”
FIRST, LISTEN TO THE DOCTORS “Doctors are dying on the front lines. Five doctors in Italy died. University of Washington pathologist: dead from coronavirus. Unless you put doctors in the government level that understand this and talk to the leaders, we are going to lose against the virus. This virus is smart and it has mutated from one country to another.” “The physicians and scientists need to be heard by the community,” Hazan continued. “They need to be listened to by the hospitals, the businesses… because we are in a position that we know what we are talking about.” She pointed out many top administrators at local hospitals are not always medical doctors. “Like on an airplane, you put on your mask first then your child. Same thing here. Doctors need to be protected…I was an early hawk last month in urging a pre-emptive war against COVID-19,” said Hazan. “I saw the dangers when I looked at the changing sequencing of this virus from China to Italy. It’s important to keep looking at the sequencing as the virus mutates, We must also not look back at what could have been done, but we must move forward with a strong plan to keep the front line providers and the patients of the community safe.” The protocols being recommended by the Centers for Disease Control (CDC) and other authorities call for strict protective measures.

If they came in contact with 25 people and those 25 people then go out and each comes in contact with 25 people, that is 625 infections. If that first infected person practiced social distancing and stayed home except for, say, a grocery store run, maybe they only infected the checkout person and someone they walked past. That is 623 fewer people infected. That is how you reduce the R0. Right now COVID-19 has an R0 of 1.4-3.9. The regular seasonal flu strain has an R0 of .9-2.1. The influenza strain that caused the 1918 pandemic was very similar to COVID-19 at 1.42.8. Getting that number lower is what bends the curve. Hazan said that even the process at a drive-through testing site does not protect either the public or the tester. The nurse who swabs one person might get droplets of the virus on their sleeve and/or mask. When the nurse swabs another person, that person could be exposed. “Anyone who is feeling ill should call their doctor, only in an emergency do you need to see them. If you have a symptom that’s been chronic, not a good time to go. Acute symptoms, call first, then manage and see what they want you to do,” advised Hazan. “Stay home, let the virus go out of your sys-

On March 23 at 4:38 p.m., the Ventura County Sheriff Office issued an “extreme” Emergency Alert emphasizing the “Stay Well at Home Order.” That’s because “asymptomatic people are the carriers. We need to assume that everybody is positive. Because we do not know. We need to start thinking like that,” said Hazan. She pointed to the R0 of the virus as important for the public to understand when considering the orders to stay home and self-isolate. “R0” (pronounced “R nought”) is the ratio of how many infections one person will cause under certain circumstances. written statement obtained by the VCReporter dated Sunday, March 22, from Community Memorial Hospital (CMH) to staff confirms a total of three doctors have tested positive for COVID-19. One had been reported to the public last week. “Three of our physicians have been identified as being tested positive for COVID-19 and are staying home,” the email message states. “Many of our meetings have been postponed, practicing social distancing, or are being conducted virtually. Invites to the meetings will be sent out by the Medical Staff Office and the invitation will clarify if the meeting can be attended virtually.” On Monday, March 23, Dr. Robert Levin, health officer
with Ventura County Public Health (VCPH), confirmed that he was aware of the two additional doctors that tested positive. One had been reported to public health last week. Levin said that when a person tests positive, information reported to VCPH includes occupation and those with whom the person has recently been in contact. Based on national, state and county recommendations, all meetings that need to take place should be “changed” to take place “over the phone.” He emphasized the importance of people staying home. Levin also confirmed that there are issues locally with obtaining enough protective gear for all hospital staff. Right now there is a “problem” obtaining “all the gowns that we need.” One CMH medical provider who asked to remain anonymous said that more

nsuring our pets are healthy is essential to our own well being and that could be why veterinary care is listed as an essential activity under the stay-at-home orders issued locally and at the state level. Traveling to and from necessary veterinary appointments is an allowed activity and many veterinary offices are remaining open to meet the demand, while implementing safety protocols to minimize risk of transmission. “We are asking clients to wait out in the lobby, taking pets in without the owner to keep the sixfoot distance,” said JoAnn Tambouris, veterinary assistant at Ventura Veterinary Hospital in Ventura. “We are all wearing gloves and masks” She said that the hospital is busy, but not experiencing a rush on pet medicines or foods. One pet owner opted to wait in her car, “she was scared,”
said Tambouris. Staff was happy to collect and deliver her pet, creating a sort of drive-up service. Tambouris also said that the office is trying to limit appointments to necessary care only, to reduce traffic in and out. Matilija Veterinary Hospital in Ojai is also open and last week began limiting the number of people in the waiting room to two, with staff only handling pets. Matilija also put down some colorful tape on the floor in front of the counter with a sign asking people to wait behind it. Ohana Pet Hospital in Ventura has asked some clients to wear a mask and is providing options for people who might be feeling sick — or even testing positive for the coronavirus — but still needing urgent care. Options include scheduling a dropoff appointment or asking a friend to bring in the pet. Ohana’s website notes that while there is no evidence of transmission of novel coronavirus between pets and people, the Centers for Disease Control (CDC) is recommending that anyone with a confirmed case of COVID-19 have someone else take care of their pets. The CDC statement says that if a person tests positive, “You should restrict contact with pets and other animals while you are sick with COVID-19, just like you would around other people . . . If you are sick with COVID-19, avoid contact with your pet, including petting, snuggling, being kissed or licked, and sharing food.” ♦

V for Ventura, victory . . . but not virus

T
his week I was supposed to be in New York. I had the best seats in the house to see the Broadway Musical Jagged Little Pill and was due to speak at a Beatles Convention. Not anymore. It’s Monday in downtown Ventura. Or maybe Tuesday. Possibly Wednesday. Lately all the days seem so similar in Week Two of this strange Season of Pandemonium. I have my radio playing some soothing music — Itzhak Perlman on the fiddle and the Boston Symphony Orchestra doing Tchaikovsky’s Violin concerto in D major, Op. 5, or maybe Op. 4 — I can never tell the difference. In the confines of my home office, all is well, and if I should need a touch of reality I can always tune into Lance Orozco on NPR’s KCLU radio, who ever so efficiently brings the travails of the outside world into my controlled environment. As we all know only too well, life on the outside is a Big Medical Mess. And maybe getting messier. And the stock market: Let’s not even go there! This pandemic disruption has forced every one of us to re-arrange our lives like never before. I’ve never experienced anything like this rampant fear of the unknown. As a child, growing up
in London during World War II, we all knew that Adolph Hitler and his Luftwaffe were trying to bomb the hell out of us. But at least we knew the enemy — and we had bomb shelters in our backyards and British guns shooting the V-1 bombs down. Now here we are, 70-plus years later, it’s March 2020 and life has turned sour and uncertain for everyone from Ojai to Oshkosh to Obereggen (in Italy). The entire world has gone slightly mad as the coronavirus lurks everywhere. Including in Ventura County. In this era where phrases like “social distancing” and “shelter in space” have suddenly become part of our lingo, I would like to offer one man’s take on this unwelcome intruder. It’s a whole new normal and unfortunately there’s no light at the end of the tunnel. Yet. Here are a few personal observations about life in our own backyard. Ten days or so ago, my children (one in Ventura and one in Seattle) called to anxiously warn me of the dangers of COVID-19, which sounds a lot less ominous than any label with the word “virus” attached. They declared that I had better beware because I fell in the highest risk category — the “elderly.” At first I was outraged to be labeled thus . . . and at first assumed they were deluded. Then I checked my passport —
and discovered that they were right. Sort of. Because I don’t feel elderly. First, I ran to the local liquor store, ignoring the Corona beer — and opting instead for a six-pack of Guinness. Over a pint or two, I began to contemplate the future under lockdowns. If one is to survive (particularly as a member of that risky age bracket), then I would declare that the most perfect place to be at a time like this is Ventura. During the escalating crisis, and these uncertain times, while grocery stores have been crowded with shoppers — from Costco in Oxnard to the Trader Joe’s I like to frequent on Mills Road — they all behave so immaculately; even as others furiously overload their carts with such necessities as pasta and toilet rolls! The world may be going slightly crackers, but in Ventura they have (at least from my vantage point) kept their cool! To prove my point, just cast your eyes south to Los Angeles. Friends who have the misfortune to live there say life has become insane. Trips to the supermarkets have become an ordeal, with furious/frantic shoppers literally wrestling each other to grab goods. The result is empty food shelves. And gun stores are selling out of ammo! Maybe someone plans a revolution next week! We are so fortunate to be in Ventura, where people (most of us any-
way) appear to be practicing isolation, quarantine, home lock-up, call it what you will, in such a civilized manner. On our less-crowded streets, it also seems so much easier to remain eight feet away from anyone. On bike lanes, cyclists practice gentlemanly conduct — whereas on Seattle’s Burke-Gilman Trail, your life is often in peril as cyclists pedal so furiously, as if they are prepping either for the Tour De France or the end of the world! In our town you can easily find pleasant walks, particularly along the mostly uncrowded beachfront, scenic footpaths and the Promenade that runs alongside the Pacific, past the pier and the Crowne Plaza. On that route the scenery is absolutely stunning. Crashing waves, surfers and the awesome splendor of the Pacific Ocean, framed by the distant Channel Islands — sometimes sharply etched on the horizon, other times shrouded by clouds. Or try Marina Park for more scenic splendor and uncrowded beaches. We even have our spectacular botanical gardens and its two mile trail high atop City Hall. And have you looked out at Ojai lately, and the splendor of the Topa Topas capped with picture-postcardfresh white snow? I am a social kind of guy, but these days our lives have been severely
discombobulated. Ventura Music Festival, the Museum of Ventura County, New West Symphony, Rubicon Theatre, Focus on the Masters Artist Spotlight series: All canceled. However, this week I was able attend a service at my local synagogue in a novel way. Temple Beth Torah, like all other places of worship, is shuttered. But via my home computer and a conference system called Zoom, I participated in the Shabbat service with Rabbi Lisa Hochberg-Miller and guitar strumming by cantor Robin Faigin. Not quite the same as being there — but a worthwhile alternative and an important emotional coming together without the risk of contagion. I have lived in Ventura for 40 years and as most longtime residents will attest, there’s been nothing like this in our lifetime. So, the bottom line: If I’m going to be trapped for two weeks or two months or even longer, then in my opinion Ventura is a great place in which to be incarcerated.
