Main Street to get pedestrian zone

O
n Monday, May 18, the Ventura City Council approved an emergency ordinance which includes changes to how projects are approved in the city and a plan for five blocks of Main Street — from Figueroa to Fir streets — to be closed to vehicular traffic, making room for downtown restaurants to create outdoor dining areas and retail shops to offer outdoor shopping options. “The Downtown Ventura Partners (DVP) worked closely with restaurant owners and other business owners to make sure there is support,” said Christy Weir, Ventura City Councilmember speaking with the VCReporter on Sunday before the vote. DVP proposed the idea, prepared the schematics and plans and conducted a survey of downtown businesses. She said no one would want the council to “make a decision for the public and have businesses hate it.” She said DVP proposed this idea and will be the applicant for the special event permit required for the road closure and will also sponsor “some of the costs” associated with the application and preparation of the street. The city will move ahead to have everything in place when the county is authorized to move into phase three of the reopening plan — when larger gatherings and dining in is allowed. “Nothing will happen until that phase
is enacted,” said Weir. When restaurants are allowed to open, she said some individuals may not be comfortable eating inside restaurants, and some of the downtown restaurants are quite small. This creates an opportunity for restaurants to get back on their feet sooner. “The goal is to be ready with the permits, the funding, the plans, so that if the governor says [restaurants can fully open] in two to three weeks, we’re not starting from scratch right then.” When that occurs, Main Street will be prepared with k-rails and other blockades where appropriate, but still allow traffic on cross streets. Under the current plan, bicycles will be permitted near the center, and pedestrians will be allowed on the sidewalks. Dining will take place in the parking spaces lining the street. The closure will be authorized for one month to determine if it’s working. Weir said the overwhelming majority of comments received in advance of the vote were positive, noting that people like “the whole concept of dining outside with no noise.” She said the limited outdoor dining on Main Street now is “great, but we also have motorcycles rev their engines, the exhaust. People are excited . . . It will be a more peaceful atmosphere, less fumes, less noise.” According to Weir, one major objection relates to loss of parking. But she pointed out that only 150 of over 2,000 public parking spaces in the downtown area will be lost with this plan.

“We are not losing a large percentage of the parking,” said Weir, adding that “people have been asking the downtown to consider making Main Street pedestrian [only].” She recalled similar endeavors in other cities in the 1970s and 1980s which were unsuccessful due to the size and expense of the projects. “They were poorly designed,” she said. With this plan, Ventura gets to try it out and see how it goes, without a major investment. A potential benefit includes encouraging alternative transporta-

tion, like biking and taking the bus. Developing sites for additional bike parking is part of the plan.
Development process streamlined
The council’s action also included plans to “streamline” the development review and approval process, something staff said is needed in light of negative impacts to businesses from closures. Some discussions took place prior to the pandemic, with the city hiring a consultant to suggest ways to improve efficiency in the process. The main changes include allowing more projects to be approved through an administrative review, rather than review committees. The planning director can designate the “highest hearing body” that will review and ultimately authorize projects, based on the project type. In the past, a project would move between agencies (the fire department, building safety, etc.) when it had already been approved by other departments, creating an inefficient workflow. The staff report prepared by City Manager Alex McIntyre and Estelle Bussa, economic development manager, recommends this change, claiming it will reduce staff hours spent processing project applications. The staff report cites the current “economic situation” and a need to find a “solution that can be implemented quickly . . . The City has to accelerate the progress in order to support the econom-
ic recovery from the impacts of COVID-19.” The approved changes include a new notice requirement that properties within at least 300 feet of the project site will be notified about proposed development, and all appeals of director approvals will go directly to the city council instead of through the planning commission. The changes will be in effect for one year. “The temporary solution is not perfect, but provides the tools to immediately benefit applicants, staff and the public during the recovery,” states the staff report. “The intent is that lessons learned during this 1-year period will inform our future discussions for a specific set of process regulations.” Monday’s action also directed staff to change a zoning code that will change the rules around a council member seeking a review of a project. Council authorized staff to draft the change that still allows a council member to bring a project before the entire council for review, but that council member will be precluded from voting on the matter. Greg Diaz, City Attorney said the changes will be reviewed by the planning commission and brought back to the council for a final vote in about 60 to 70 days. hile owners of local beauty salons hope Ventura County can move into the next stage of reopening that will include their businesses, some are expressing frustration and pointing to an apparent lack of understanding at the state and local level of the industry’s licensing requirements around cleanliness and public safety. “I feel a lot of sadness and frustration. I have a business that can adhere to public health standards and protocol and unfortunately [we are] grouped in phase three,” said Jonra Cross, owner of Frenchies Modern Nail Care that was slated to open on March 30 in Ventura Harbor Village. “Day care is open. People are touching. We really need to rally for individual consideration” for the beauty industry. Ventura County Public Health is preparing a letter to the state seeking individual attention for certain business sectors to be allowed to move toward reopening. “The perception [is] that nail care is nonessential. But foot and nail care is important and not everyone can bend over to cut their own toenails,” Cross said. Even while closed she is getting calls from potential customers who need help. “It’s heartbreaking from a lot of different perspectives . . . We are not able to help people who can’t care for
their own feet right now,” said Cross. “And from the business perspective it’s heartbreaking as well. There is nothing we can do to survive if we can’t have an opportunity to do the right thing and also generate revenue.” Cross’ sentiments are echoed by
protocols they already had in place as reasons nail and hair salons should be in a different category, and note that their knowledge will enable them to take additional measures to keep clients and staff even safer. Social distancing, for example, is achieved by managing appointments. “We are willing and ready to meet all CDC, state and local requirements . . . We already had very serious written protocols in place,” said Cross. For example, prior to the pandemic, all instruments used at Frenchies went through a three-stage cleaning process (soap and water,
don’t have one of their own. For The Ivy Mae, Gaston has invested in a UV sterilization machine for hair brushes. “Everyone will have their own capes and combs. We will resterilize everything in between each customer.” All stylists will use gloves and masks, and the salon will have masks for customers that don’t have the behind-the-ear type needed during haircuts and shampooing. Gaston is also shopping for face shields, anticipating that they will be required. Both salons will close their waiting rooms and have clients wait in their cars. Gaston says she expects other changes that may not be so obvious. “I’m just preparing [the stylists] for it looking very different and suggesting they tell their clients there won’t be much talking. It’s hard to talk wearing masks . . . No more mimosas and no more wine.”

In March we had no idea what stage three was . . . It’s disappointing that stylists are put into phase three when we are trained in keeping people healthy and safe. Then I’m walking down the street and see a long line to get coffee, not everyone is wearing masks. It’s a little frustrating.” Both Cross and Gaston point to

Additional protocols will now include a hand sanitizing station outside the nail salon, and customers have always been asked to wash their hands immediately upon entering. It literally saved us,” said Aaron. The Gastons credit the WEV loan’s simple process and quick turnaround with easing not just the financial impacts but the stress of the business being shut. “At the very beginning no one was mentioning mortgage relief. We have three loans on that building — construction loan, SBA [Small Business Administration] mortgage and a traditional mortgage,” said Gaston. Their SBA loan payments have been
deferred to the “back end” of their mortgage. “Without the WEV loan we’d be in a bit of trouble now. But we are in a position to be able to pay that back pretty quickly.” Gaston says that while they are in fairly good shape in the wake of the pandemic, the next few months will determine a lot. “We were getting ready to open,” said Frenchies owner Cross. She had received a small business loan from the SBA to fund construction and inventory. A full-time manager came onto the payroll on Feb. 3., with 12 employees hired after that. “Ninety percent of that loan was already gone for our build out.” As a result of stay-at-home orders, Frenchies couldn’t open as planned on March 30. Being a new business and missing eligibility dates, Frenchies didn’t qualify for available funding. In addition, Cross’ initial SBA loan hadn’t been fully dispersed, so she couldn’t apply for SBA funding made available in response to the pandemic. She applied to her bank for the initial SBA loan for a full disbursement of funds, but that request was denied. The business doesn’t qualify for an Economic Injury Disaster Loan, which required employees to be hired by Jan. 31, 2020. “In our case . . . as a service business we are not allowed to open and have no ability to sell online. We are trying to figure out how to work together [with local officials] over the next couple months to survive.” Cross has reached out to local and state officials seeking individual review for the health and safety protocols at the nail salon. “We are ready and willing to do what is needed” to comply with all requirements, Cross said. As of press deadline she hadn’t yet received a response.

A drone flyover of the Moorpark Wastewater Recovery Facility includes explanations of how the sewer system works and enhances additional material on the VCpublicworks.org website with tips on what to avoid flushing down drains. For example, during this time of a pandemic, many people are using hand sanitizing wipes. Wipes may clog your toilet, and wipes are causing problems at pump stations and in other sewer infrastructure. Shutting down systems for clean-outs is labor intensive and adds to the cost of providing wastewater treatment. A transportation department presentation shows people how to take advantage of public transportation options.
Public transportation, including bus service, is considered an “essential service” during the pandemic, so buses are still running with riders observing social distancing rules and other safety precautions. A segment about the Token Transit app explains how to pay in advance, online, for bus rides. Rather than handling money, when using this app, you display your phone screen to the bus driver to show you paid your fare. Another segment explains how to use the Google Transit app in Google maps to plan a route using public transportation. One program featured in the virtual Public Works Week especially exemplifies this year’s theme, “Embracing Change — A Better Way, Every Day.” VCPWA Connect! is a year-round online portal for obtaining public ser-
vices. It uses newer methods, including crowdsourced data, geocoding, GIS mapping and other online tools to provide traditional public services every day. To use this program, go to vcpublicworks.org and click the “Report a Concern” tab. On the landing page is an entry space for identifying issues, with pre-filled options available for some of the most common problems, including illegal dumping, sewage spills, water waste, excessive runoff and waste collection and recycling services issues. To complete the online form, some subjects require identifying information, such as the name and email address of the person registering the concern. All geographic-specific concerns require identification of the incident location, whether by address or by
dragging a virtual pin onto a provided map. Users can choose, however, whether they want their concern to be public or private. The default is “public,” but clicking on the black box around the word “public” switches it to “private.” Before registering a concern about a pothole, downed stop sign, illegally dumped material or other issue, check the map. If there is already a circle in the area of your report, click on the circle to see if your issue has already been reported and resolved. For all you avid movie fans, welcome to the new norm. Yes, movies are being released, but you’ll have to cross distributors and viewing platforms to find them. The name of the game is streaming. Most of them probably won’t be in theaters. Some of them, however, might be released simultaneously in both theaters and as video on demand. Amazon Prime, Disney+ and Netflix have their own summer lineups. And some, we know not yet where they’ll be shown. Everything listed here is currently on the schedule, but dates and formats, as always, are subject to change. It’s going to be a busy summer, so we’re here to help you find some of your favorites. It’s like a scavenger hunt, except way more expensive.

Remember The Big Sick? This is a reunion between Kumail Nanjiani and director Michael Showalter. Kristin Scott Thomas and Sharon Horgan are military spouses who form a choir while their husbands are stationed in Afghanistan. A little 4/4 harmony to soothe their loneliness. Don’t laugh. It got rave reviews at the Toronto Film Festival. Nobody does comedy/melodrama like the Brits — and it’s directed by Peter Cattaneo, of The Full Monty fame.

Director Boaz Yakin’s film of love breakups is a work of gender fluidity as two artists chronicle the beginning and the end of their romantic relationship. A slew of dancers get to try on both their male and female sides as they switch roles. You may need to take notes to keep track.

Director Spike Lee is back with his latest about four Vietnam War veterans — Delroy Lindo, Clarke Peters, Norm Lewis and Isiah Whitlock Jr. — who return to Vietnam to find the remains of their squad leader, Chadwick Boseman. The King of Staten Island
What’s a summer without a Judd Apatow comedy? Saturday Night Live cast member Pete Davidson recalls his Staten Island childhood. Drugs. Sex. Dreams of being a tattoo artist. Also starring Marisa Tomei. Good cast. Hopefully with a little reality mixed in for grit and depth. And with an R rating, you can bet it’s not for little ears.

Director Kenneth Branagh seems fixated on classic books. His latest film stars Judi Dench and Josh Gad in the adaptation of the fantasy book series about a young criminal who kidnaps a fairy and ransoms her to an evil pixie in exchange for his father.
