Executive Summary The EU-funded project WINN (European Platform Driving KnoWledge to INNovation in Freight Logistics) aims to establish a broad collaboration framework built upon main stakeholders operating at European level, national and regional triple helix networks that include public bodies, companies, and research centres of excellence in logistics operating in different countries in Europe. This will be the basis to constitute the European Technology Platform (ETP) on Logistics. WINN is the tool to support the development and coordination of the ETP on Logistics. The new ETP will be led by industry, and will constitute a discussion platform of industry and authorities where joint financial and business plans and eventually legislative actions to support research may be established. The European Technology Platform on Logistics, which was given the name Alliance for Logistics Innovation through Collaboration in Europe (ALICE), was launched on 11 June 2013 in Brussels. The Steering Group (SG) was appointed, and the terms of reference were approved by the SG. In addition, the SG determined the research and innovation areas (i.e. the scope of the ETP). The new platform is established to develop a comprehensive strategy for research and innovation in the area of logistics and supply chain management in Europe, and for deployment of results. The platform will support the new EU Programme for research and innovation Horizon 2020.

Introduction The European Technology Platform on Logistics, which was given the name Alliance for Logistics Innovation through Collaboration in Europe (ALICE), was launched on 11 June 2013 in Brussels. The Platform is set-up to develop a comprehensive strategy for research and innovation of logistics and supply chain management in Europe, and deployment of the results. The platform will support the new EU Programme for research and innovation Horizon 2020. Logistics (including the supply chain concept) is as a key enabling sector for the European economy. It contributes not only to the economy in terms of value added or GDP; its impact on the quality of the EU manufacturing sector is substantial, determining the competitiveness of Europe vis-Ă -vis other world regions. It is estimated that costs for logistics account for 10-15% of the final costs of finished goods. A 10% to 30% improvement in efficiency in the EU logistics sector would potentially equal a â‚Ź100-300 billion cost relief for the European industry. In 2012, six of the global top-10 countries in logistics performance are from the EU. European transport and research policies increasingly recognise the importance of logistics for the economy and the sustainability of transport. ALICE is based on the recognition of the need for an overarching view on logistics and supply chain planning and control, in which shippers and logistics service providers closely collaborate to reach efficient logistics and supply chain operations. Transport efficiency and sustainability is influenced by many decisions made by many actors, in particular shippers. Therefore an integrated view on the supply chain is indispensable. The ambition of the new platform is to contribute to a 30% improvement of end to end logistics performance by 2030. ALICE aims to accelerate the deployment of more competitive and sustainable approaches for supply chain management.

Grant Agreement N째 314743 Logistics innovation for a more sustainable and competitive industry VISION, MISSION AND OBJECTIVES An overarching advanced logistics and supply chain concept, implemented as ALICE (see Figure 1), may significantly contribute to a sustainable intelligent transport system, by making it more efficient, cost-effective, safe, reliable and competitive, in such a way that other sectors and the European economy as a whole will benefit from this.

The mission of the new ETP is to bring together all stakeholders, including but not limited to, shippers, logistics service providers, transport companies, terminal operators, infrastructure providers, support industry, and research providers to build consensus on future research and innovation priorities within the frame of next European R&D Programmes, including the HORIZON 2020. This will enable to: 1) Be a voice for the European logistics and supply chain industry and research community at the European, national and regional levels. 2) Foster innovation in logistics and supply chains, in order to make possible the growth of the European economy through competitive and sustainable logistics 3) Provide a strategic vision for the European logistics sector with respect to innovation, research, development, deployment and implementation. 4) Define common strategies and roadmaps to achieve the vision building on current Strategic Research Agendas (SRAs) and Implementation Roadmaps. 5) Raise the profile and understanding of new logistics technologies and business processes. 6) Stimulate and accelerate the exploitation of research results and innovation in the domain of logistics. 7) Contribute to improving coordination between the European, national, regional, public and private R&D and innovation activities in logistics. 8) Enhance the networking and clustering of R&D capacities of Europe. The objective of ALICE is to make logistics 50 % more efficient in terms of competitiveness and sustainability by 2020. By pursuing this goal, ALICE will contribute to a reconciliation of economic prosperity and environmental sustainability, in which companies flourish and Europe becomes synonymous with a highly attractive business and social climate. The logistics and supply chain industry may play a key role in helping achieve these goals, since a sound logistics system is basic to many aspects of both industry and private life. The overall objective of ALICE can be displayed along economic environmental and social dimensions: 1) Economic: a more efficient, cost-effective and responsive logistics 2) Environmental: reduction of Greenhouse emissions, better use of energy and scarcely available natural resources, waste reduction and materials and products recycling. 3) Social: improvement of external safety and labor conditions, increasing supply chain safety and security. STRUCTURE OF THE NEW PLATFORM The general organisation structure of ALICE is presented in Figure 2. Steering Group Responsibilities: The Steering Group is ALICE decision making body deciding the strategy, work programs and the main areas of activity of ALICE. The Steering Group proposes research and innovation challenges to the Commission as input for the HORIZON 2020. The Steering Group elects the Chair and two Vice-Chairs of ALICE and the Steering Group. They also elect the members of the ALICE Executive Group. Working rules: The Steering Group meets 2-3 times per year or otherwise as required by the Chair of the Steering Group. Steering Group decisions will be taken by consensus wherever possible. Each Member of the Steering Group has one vote and decisions will be taken on the basis of a two thirds majority of votes in case consensus cannot be achieved.

Composition: The Steering Group consists of around 20 senior decision-makers from Industry (associations, big companies and SMEs), Universities or Research institutions, and three representatives from the Mirror Group. The industry representatives must constitute at least 2/3 of the total Steering Group members. Shippers and logistics service providers are the primary group of companies addressed. They should come from the following areas, among others: •

Manufacturing and base industry.

It is desirable that Steering Group members are also active in the governing bodies of other European Logistics-related Associations and Platforms including: ELA, ESC, ELUPEG, CSCMP, SCC, CLECAT, ERTRAC, ERRAC, WATERBORNE, IRU, ECR, UIRR. Participation: The election of a member as part of the Steering Group can be proposed by any ALICE member. The Steering Group members will approve it by a two-third majority. They will be appointed for a 2-year period and can be reappointed by a two-third majority of the Steering Group members. Executive Group Responsibilities: The Executive Group is in charge of ensuring timely and successful delivery and fulfillment of ALICE mission. It is responsible for the internal coordination and day-to-day decision making and management. The Executive Group activities include: •
Developing the activities requested by the Steering Group (Development of Strategic Research and Innovation Agendas, implementations actions, etc.) with the support of the Secretariat and the Working Groups.

Representing ALICE in public events and consultation bodies. This function maybe delegated to the Secretariat on a case-by-case basis.
•
Liaise with national and European funding and policy making bodies (e.g. sector, government, public) and other relevant bodies and agencies (e.g. ERA)
•
Link with any other European and national institutions and other technology platforms
•
Connecting the strategy to tactical activities through the defined Working Groups.
•
Defining the Information and Communication Strategy of ALICE
•
Approval of new ALICE members.
Working rules: The Executive Group members meet either face-to-face or virtually at least 3-4 times a year. Composition: The Executive Group consists of the ALICE Chair and two Vice-Chairs, and the Chairs of the defined Working Groups. Participation: The Executive Group members will be appointed by the Steering Group members for a 2-year period and can be reappointed by the Steering Group.

Mirror Group Responsibilities: •
To provide information and advice on a periodic voluntary basis to the Steering Group on policies and programs in the Member States, and the Regions that are relevant to realizing the goals and deliverables of the technology platform.

To promote an enhanced co-operation and co-ordination among Member States, Regions and European activities.
•
To act as the body representing collectively and individually the interests and views of the Member States; and regions.
•
To act as the body to allow discussion on integration and establishment of synergies between innovation policies at European, national and regional level in logistics and supply chain management.
•
To provide responses to the recommendations and actions of the Steering Group and to ensure proper dissemination of ALICE at member states regional level.
Working rules: The Mirror Group members meet once a year. Recommendations made by the Mirror Group through its representatives will be the result of a consensus. Composition: The Mirror Group is composed of two sub-groups: •
Member States sub-group. It is made up of representatives of all Member States, candidate members and associate members on senior or director level, nominated by the appropriate government body responsible for logistics research. Coordination and integration of national programs is an important role for technology platforms and all Member States are expected to take an active role and to be represented in the General Assembly. To allow close cooperation with Member States, Transport Program Committee will be the initial contact point between Member States and ALICE; and
•
The national and regional platforms and logistics clusters sub-group. These networks and clusters are an important source of innovation practices and initiatives that can be shared across Europe. Moreover, they constitute a good asset to reach a broader audience to disseminate ALICE work and results.

General Assembly Responsibilities: The General Assembly gathers all the ALICE members and it is a general discussion forum. It discusses and assesses ALICE past, present and future activities and formulates recommendations to the Steering Group, therefore ensuring a shared vision of all the logistics stakeholders. They could propose changes and give inputs to the platform strategy, activity plans and key deliverables through appropriate channels established by the Steering Group. Working rules: • General Assembly meets 1-2 times a year. • General Assembly members have access to the relevant working papers through the collaborative work space and information e-mails, and they should contribute to the deliverables of ALICE through the Working Groups. The General Assembly adopts its decisions by a majority of at least 2/3 of the attending members.
Grant Agreement N° 314743 Logistics innovation for a more sustainable and competitive industry Composition: ALICE membership is open to any representative of an interested legally established organization – including an industrial or commercial company, trade association, research institute, university, trade union, or a non-governmental or other stakeholder that supports the strengthening of research, development and innovation efforts in the Logistics sector in Europe. The only requirement is to actively participate in the Working Groups or Mirror Group and meet the rules established in these Terms of Reference. Any potential member should send a membership request to the Secretariat, including their expertise and potential contribution to ALICE (through participation in Working Groups) as well as an estimate of resources to allocate to the ALICE work. New members should be approved by the Executive Group. The Steering Group and the General Assembly should be informed about the new membership. Participation: Members should be compliant with the decisions of the Steering Group and the General Assembly and active participants in the Working Groups of their interest. Working Groups Responsibilities: The Working Groups are responsible for the preparation of the documents of ALICE, such as Strategic Research and Innovation Agendas and Research and Innovation Roadmaps identifying research gaps to be proposed to the Steering Group as potential input for the HORIZON 2020. Working Groups are approved by the Steering Group. The initial Working Groups are: 1) Sustainable, Safe and Secure Supply Chains. 2) Corridors, Hubs and Synchromodality. 3) Information Systems for Interconnected Logistics 4) Supply Chain Coordination and Collaboration 5) Urban logistics Working rules: Workshops are organized on regular basis, with the possibility to invite external experts. Composition: The Working Groups consist of experts coming from the ALICE members. The Working Groups are managed and chaired by Working Group Chairs, selected by the Steering Group members. Participation: Participation in a Working Group is open to any ALICE member that has proven expertise in the field. Secretariat Responsibilities: The Secretariat delivers technical and administrative support to ALICE activities and its groups. The Secretariat is responsible for: • Providing organizational, secretarial and operational support to the Steering Group, Executive Group, Working Groups, Mirror Group and General Assembly as required: organizing meetings; preparing agendas and minutes; receiving, publishing and distributing documents. • Preparing working documents for the different groups within ALICE. • Processing new membership requests. • Implementing the Information and Communication strategy defined by the Executive Group, by acting as the Information and communication centre for ALICE. This includes the launch and maintenance of a dedicated website. • Providing IT support to ALICE allowing the platform and its bodies to make efficient use of electronic communication, information exchange and document handling. • Handling financial matters pertaining to the operations of the platform. Working rules: The Secretariat works under the direction of the Executive Group and will directly report to it.

Meantime, European Platform Driving Knowledge to INNovation in Freight Logistics, WINN project funded by the European Commission will support the establishment of ALICE and its activities until the end of the project in March 2015.
Figure 2 - Structure of ALICE OPERATING PRINCIPLES ALICE will operate using the five principles of good governance: 1) Openness: ALICE will be open to any interested organization that supports the strengthening of research, development and innovation efforts in the Logistics sector in Europe, the only requirement being active participation in the Working Groups of interest. 2) Participation: As above, all organisations wishing to be associated with ALICE must participate actively in the Working Groups of its interest. 3) Accountability: Roles and responsibilities of any group of ALICE must be clearly defined. 4) Effectiveness: Clear objectives for ALICE, and the criteria related with the impact of the different activities will be established. 5) Coherence: Actions and initiatives must be aligned with, and cascade from, ALICE mission, vision, general objectives and the objectives of the Research Agenda. COST AND FUNDING Given the essential bottom-up character of ETPs, the European Commission will not fund recurrent cost such as ETP secretariats. ETPs should rely on self-organisation and financing. However, ETPs will be able to apply for EU funding for specific activities such as the development of technology roadmaps, fostering collaboration between ETPs to address crosssectoral challenges and networking events for stakeholders by responding to competitive calls for support actions.

Additionally, ALICE expects to raise public and private funds so as to cover the coordination and secretariat expenses needed to achieve the objectives of the platform. A system of membership fees may be set up and approved at the Steering Group in order to support Platform activities. All ALICE members should pay the fee to become full member. PARTICIPATION BENEFITS 1) Define industry research and innovation needs and challenges in logistics and supply chain management. 2) Assist the European Commission to define EU co-funded programs, starting with HORIZON 2020, to implement these innovations needs and to meet competitiveness and sustainability targets. 3) Access a network for interdisciplinary collaborative research involving industry, academia and public institutions. 4) Be at the forefront of industry innovation development and implementation. 5) Have a role in developing regulatory requirements needed for innovation implementation.

Scope of the ALICE The scope of ALICE has been determined by the SB. The scope of the new platform is the connection between modes and industry (which are also reflected in other ETPS) for optimised logistics and supply chain management. ALICE will target the logistics related items in HORIZON 2020 (EC, 2011), and is in favour of using the most efficient combination of transport modes. 1) Developing and applying new concepts of freight transport and logistics; 2) Contribution to low carbon supply chains; 3) Transport usage more energy efficient; 4) Achieving virtually CO2-free city logistics in major urban centres by 2030; 5) 30% of road freight transport over 300 kilometres should shift to rail and waterborne transport. The following specific topics will be further developed by ALICE. 1) Sustainable, safe and secure supply chains; 2) Corridors, hubs and synchromodality; 3) Information systems for interconnected logistics; 4) Supply chain coordination and collaboration; 5) Urban logistics. ALICE will not focus on the following topics: general logistics policy applications; building of transportation infrastructure or vehicle manufacturing; optimization for uni-modal transport (which has been addressed by modal ETPs, such as rail, road, waterborne, air, construction); and manufacturing and specifics on industry sectors (which have been addressed by ETPs on food, textile, chemical, forest, steel and manufacturing).

Conclusions ALICE (Alliance for Logistics Innovation through Collaboration in Europe) - a new ETP under the category Transport, is supported by the European Commission. ALICE was officially launched on 11-06-2013 in Brussels. ALICE is an initiative of the industry and research sector, and will focus on logistics and supply chain management to meet European competitiveness and sustainability targets. ALICE will support inclusion of logistics related issues in the Horizon 2020 Programme of the European Commission, . The Steering Board (SG) of ALICE was appointed, and the Terms of Reference were approved by the SG. In addition, the research and innovation areas (i.e. the scope of ALICE) were determined by the SG.
