Executive Summary This report, FP7 WINN Project Deliverable 2.2 “Initial Mapping of the European, National and Regional networks/platforms”, has been prepared by the team at CNC-LOGISTICA with contributions from DINALOG and ILIM and the review from DINALOG and ENIDE. WINN (European Platform Driving KnoWledge to INNovation in Freight Logistics) aims to establish a broad collaboration framework built upon main stakeholders operating at European level (CO-Tree, EIRAC heritage), national and regional triple helix networks that include public bodies, companies, and excellence research centres in logistics operating in different countries in Europe. This will be the basis to constitute the European Technology Platform (ETP) on Logistics. This ETP will be led by industry being WINN the tool to support ETP developments and coordination initiatives. The ETP will constitute a discussion forum of both industry and authorities where common financial and business plans and eventually legislative actions to support the research may be agreed. The objective of this task is to preliminarily map main regional clusters, national and European networks (EU-27) operating in the field of Logistics. This will help achieve the WP2’s main objective, i.e., to build a collaboration framework between already established networks in freight logistics operating in different areas and in different geographical levels. At the same time, these organizations are key elements of the Logistics community and essential stakeholders to achieve the success of planned European Technology Platform on Logistics.. The task delivers a fiche including main information per network: Contact person, objectives, target group of companies and associates, services provided, research agendas (if any) and best practices (if they have) turning knowledge research into innovation. In order to achieve this, several sources of information have been used: search on the Internet, the European Regions Research and Innovation Network –ERRIN, National Representatives for Transport and the consortium partners contact networks. At the moment, 65 Regional Clusters from 15 different countries belonging to the EU-27 group have been identified. One of those clusters operates in two neighboring countries. 19 out of 65 are from Germany. The Regional Clusters included in the mapping have been contacted and invited to collaborate with the project and the ETP. They have also been asked to provide some missing information to complete the information of the fiches. From the total, 19 Clusters from seven countries that have been contacted have already replied. They are mainly from Germany (6 of them). Also, the project has identified four national platforms for Logistics. Three of them are coordinated by project’s consortium partners. The remaining one has already been contacted. Furthermore, the team has preliminarily distinguished 18 European Associations operating in the field of Logistics. These Associations will be further contacted in order to get their support and collaboration with the future European Technology Platform on Logistics. The number of members of the cluster and the number of projects in which each cluster has participated are two indicators that have been preliminarily defined in order to evaluate the relative importance of the Regional Clusters and their experience and commitment with Research and Innovation in Logistics, respectively. Finally, a comparative table has been defined showing the alignment of the clusters activities and projects with each of the five topics (plus Urban Logistics) defined in the ETP outline.

Method
The method used for this deliverable is as follows: With regard to the scope of this Deliverable, the main targets were Regional Clusters, National Platforms and European Associations and other type of organizations operating in the field of innovation in Logistics within the EU-27 region. With regard to the Regional Clusters, four main sources of information were used so as to maximize their covering: 1) Search on the internet. In this case, the search was made on the European Cluster Observatory [1], TCI Directory [2] and EnLoCC [3]- the European network of logistics competence centres- websites 2) The Transport Working Group at the European Regions Research and Innovation Network ERRIN – Association. This Working group is coordinated by Aragon, the region where CNCLOGISTICA is based. Through them, the Workgroup members were asked to identify in their regions clusters working on Logistics to whom send a letter asking for collaboration for the planned ETP on Logistics. 3) The National Representatives for Transport, who were contacted through the Transport Program Committee. 4) The contact networks of project’s consortium partners. Additionally, the regional clusters from three FP7-Regions of Knowledge projects were identified as very relevant, given their focus on Regional Research Agendas related to logistics: Intraregio, Log4Green and SoCool@EU. It is worth mentioning that two of the WINN’s consortium partners are also participating in SoCool@EU: CNC-LOGISTICA –through ZLC (one of its partners and a third party of the project)- and DINALOG. In terms of clusters identified through the Internet, the rationale used to consider them relevant for this mapping and thus for contacting them was according to a minimum of information available (in English) about them related to logistics. The main point was that logistics is at the core of their objectives. In some cases, the information on their websites was only partly available in English. With regard to National Networks/Platforms, the sources of information were 1) Search on the internet. 2) the knowledge or contact networks of the consortium partners. In terms of the European and International Associations they have been defined based on the previous knowledge of the consortium partners. It has been stated in the Project Proposal that they would be part of the Project Steering Board and are one of the key stakeholders of the ETP.

Results
From the mentioned sources, the following results have been obtained so far:
Regional Clusters At the moment, 65 Regional Clusters have been identified. It is worth mentioning that most of them lack a published Strategic Research Agenda, Projects or Best Practices turning knowledge research into innovation on their websites. For that reason, they have been contacted and invited to collaborate with the project. They have also been asked to provide this necessary information in order to complete the information of the fiches.

We have included the Regional clusters from SoCool@EU given the existing relationship and knowledge about them because two of WINN partners are participating directly or indirectly in this project. The countries of origin of those clusters are 15 out of the 27 that make up the EU-27. Germany is the best represented country with more than a quarter of the total number of clusters identified. From the clusters contacted, 19 have answered, mainly from Germany (6). This figure includes three partners or third parties collaborating with the SoCOOL@EU project. Table 1 shows clusters contacted and clusters that have answered showing interest in cooperating with the establishment of the ETP.

Further follow-up is being carried out for them in order to clarify their questions and be more specific about the Project objectives and the ways they can cooperate with it. However, it can be considered that all the replies have been positive in one way or another. From those, only one has asked to contact her later next year due to lack of resources now.

From that list, EIRAC is actively participating in the project through its heir Co-TREE, who is a consortium partner. The rest of these Associations will be further contacted in order to get their support for the future European Technology Platform on Logistics through the Project Steering Board (PSB), as it is mentioned in the Project Proposal.
Preliminary Rankings Even though the gathered information until now is not enough and it is expected that in the next few weeks more information about those clusters will continue to flow, two indicators have been preliminarily considered in order to give an idea about the importance of some clusters compared to others and hence, which of those organizations are key for the planned ETP on Logistics. One of those indicators is the size of the clusters regarding number of members. Next Table shows the ten clusters with the greatest number of members: Table 4. The second indicator is the number of R&D or Innovation projects related to Transport and Logistics in which the clusters have been involved. It is noticeable that half of the list corresponds to Germany-based clusters. Also, a cluster related to technology, CERF is the one with the greatest number of projects. However, the second one

Effizienzcluster has become clearly even more important, because it is very diversified and it is one of the clusters that have replied. Even more, they clearly see the advantages of such an initiative like our project and are very willing to collaborate with it.
Alignment of clusters with proposed five topics The clusters analyzed develop a series of activities and collaborate in projects at the Regional, National and the European level. However, it is worth mentioning that the amount of information available related to their activities and projects were uneven. One reason was that the information available on their website is mostly in local languages and only some of them have fully bilingual information (i.e. in English). Yet, it was possible to build a table with the information and classify their activities, projects and best practices according to the five topics plus Urban logistics. The following table shows the results of this classification. This is a qualitative classification only. i.e, it does not take into account the intensity the clusters work is related to each of the topics. More details are available on Appendix 4.

It can be observed that Physical infrastructure and Information Infrastructures are the topics in which most of the clusters are working on. Design for Logistics is the third most represented by the activities or projects.

Conclusions
From the results above it is clear that some more coverage is still needed. This is an initial Mapping and some players can be still missing. For this reason, this list can be still modified in the next few months, before this task’s deadline. One of the difficulties for the information gathering on the Internet is that most of the information published on the Regional clusters’ websites are only in the local language or partly in English at best. In this respect, the replies to our contacts with this information or the support given by the National Representatives for Transport in the next weeks will be essential in order to have a better overview of the current state of the Regional Clusters related to Logistics. It is also expected that this feedback help us increase the geographical coverage to most of the EU-27 countries and to discover some missing clusters in countries already represented in this report. Additionally a further follow-up is being carried out with those clusters from which have not received any answer yet. It is expected to receive more replies once these holidays have passed.
Grant Agreement N° 314743 Logistics innovation for a more sustainable and competitive industry However, the preliminary results show that a few countries represent the majority of the clusters identified so far and at the same time their number of members, activities and projects in which they are involved reflect an intense activity in Logistics. Even though the numbers can vary according to new information, the members and projects rankings suggest us which of the clusters identified should be followed-up more closely. This is a task to be carried out in the rest of the period for this task. On the other hand, the number of National Platforms identified so far is low and probably there are several more in Europe that we are missing. However, it worth mentioning that almost all of them have been identified through the consortium partners networks. It is expected this number will grow once we get feedback from other sources or contacts established, such as the National Representatives for Transport. Finally, the European Associations will be contacted after the holidays. At this time some of them have been already contacted and some others are in the contact networks of several of the consortium partners. Together, all these elements will represent the starting point of the planned European Technology Platform in Logistics.

The SpediGo Polish Group Cluster is a joint undertaking of Sawa Logistics Sp. z o.o., acting as the Coordinator, transport companies, business-related entities, and R&D centers. It is a pan-regional cooperation initiative comprising enterprises mainly from the Masovian, Łódź and Subcarpathian provinces. The purpose of the activity is to consolidate the competitive position of transport companies by supporting cooperation between the companies themselves as well as between enterprises and business environment institutions, including science centres. This aim will be achieved by consolidating cooperation between companies providing transport services and between enterprises, business environment institutions and science centres. The first prerequisite is to capture raw data regarding the identity, position and status (temperature, humidity, shock etc) of the goods, packaging, load units and vehicles in real time, communicating it to an appropriate location and register it in databases. Risk: As industries move towards longer supply chains (e.g. due to outsourcing) and face increasingly uncertain demand as well as supply, the issues of risk management and risk sharing along the supply chain (or demand network) become important. Logistics and supply chain risk management can include a number of issues according to: the ‘logistics’ unit of analysis, the type of risk/uncertainty and the stages of the risk management process. We are coordinators of WINN, a European Project funded by the European Commission under the 7th Framework Programme for Research, which was launched in October 2012. The Project's main goal is the establishment of a European Technology Platform (ETP) on Logistics with the mission of creating a consensus on future research and innovation priorities and bringing together the different stakeholders in the logistic sector
