It is with great pleasure that I share with you the stories of events and accomplishments you will read in this report. The Learning Center for the Deaf has much to be proud of as it celebrates 40 years of teaching and learning. Congressman Edward Markey, during his recent visit to our school, spoke of the importance of people working together as he vowed to partner with our students to ensure equal access for all deaf and hard of hearing people. It was in the spirit of partnership that May-lin Eu, elementary teacher, and I joined a delegation of deaf leaders from throughout Massachusetts on a recent trip to China. The highlight of this trip was the establishment of a sister school relationship with the Bo Ai School for the Deaf, a bilingual school for deaf children in Jiujiang, China. We are excited by all that this partnership has to offer and look forward to the opportunity to host members of the Bo Ai School next year. Back home, the building that will house our new early childhood center and library/media center nears completion. We are now working on plans for the additional elementary school space that will become available in our Marie Philip building once the preschool and kindergarten move into their new home. I hope you will have the opportunity to visit our Framingham campus this spring and tour the new facility. Finally, I am proud to announce that The Learning Center for the Deaf is now the only school for the deaf in the nation to be fully accredited by three prestigious organizations – The New England Association of Schools and Colleges, the Conference of Educational Administrators of Schools and Programs for the Deaf, and the Council on Accreditation. It was through the dedication and hard work of all members of our school community that this achievement was made possible. We are grateful not only to our current team of talented faculty and staff, but to all those who went before them, as well as to our parents, students, and the Board of Directors. On behalf of all members of our community, I want to extend a special thanks to our donors, whose support throughout the years has made it possible for us to create a nationally recognized school for deaf and hard of hearing children in which language and communication provide the keys to building competence, character and community.

TLC’s plan is to integrate cross-cultural learning across all academic levels, from kindergarten through high school.
On October 11, 2010, TLC Executive Director Judy Vreeland and Principal He Ming of the Bo Ai School for the Deaf in Jiujiang, China, signed a document and a historic partnership was born. Like siblings, the two sister schools have much in common: both are private schools for the deaf, both are bilingual schools, both share a commitment to academic success, and both are empowered by the vision that “Deaf people can do anything but hear!” The Signing Ceremony included a full day of activities. The morning began with a welcome ceremony that included dance performances by students of all grade levels. From traditional child’s ballet to break dancing to the latest hip-hop moves, the students performed with joy, pride and humor delighting the Massachusetts delegation. continued on next page 1

tary teacher May-lin Eu left for a 2-week journey to China with eight leaders of the Deaf community. An elementary teacher at TLC since 1996, May-Lin Eu had never traveled to China. The trip presented an opportunity to learn more about her own heritage as well as take a leadership role in planning this cross-cultural collaboration. Eu described her role as a “golden opportunity to learn more about China and to begin sharing and applying my knowledge of the Chinese culture, history and educational models in my work at TLC.”
An Invitation to China In 2009, Dr. Lytle and Kevin Nolan from Children’s Hospital who also works with Partners in Excellence (PIE) visited TLC to discuss the possibility of TLC representatives joining a delegation of Deaf leaders from Massachusetts on a journey to China. PIE is a U.S. based organization that works to establish multi-cultural partnerships designed to improve education, employment, economic development, participation, and access to society for deaf and hard of hearing people around the world. A major goal of the trip would be to establish a sister school relationship with The Learning Center and the Bo Ai School for the Deaf in Jiujiang, China. The schools appeared to be a good match. The Bo Ai School is a bilingual school (Chinese Sign Language and Chinese) and like its TLC sister emphasizes the importance of language and communication in enabling a child to reach his/her potential. Recognizing that the Bo Ai School’s shared commitment to a bilingual/bicultural model of education represented a profound opportunity for collaboration between the two schools, Vreeland agreed that The Learning Center would join the delegation. On October 1, 2010 Vreeland and elemen-
Using Skype, May-lin was able to talk with her students and share with them some of the Chinese Sign Language (CSL) words and expressions she was learning. Many of her TLC students held the common misconception that sign language is universal. Chinese Sign Language is its own language distinct from American Sign Language (ASL), thus communication required a finely coordinated and skilled interpreting team. Someone would interpret from ASL to CSL and from CSL to ASL. Interpreters were also needed to translate from spoken Chinese to CSL, from CSL to ASL, and from ASL to spoken English.

The Bo Ai School Founded by deaf leader He Shenghua, The Bo Ai School recently celebrated its 10th anniversary. Principal He Ming continues the work of his father who died in 2008. Located in Jiujiang, the school is situated in a rural region located on the southern shores of the Yangtze River in northwest Jiangxi Province and approximately 1,000 miles from Beijing. Since its founding, the school has
quadrupled in size and now has over 120 students. Bo Ai follows the “regular” Chinese academic curriculum and standards. After graduation from Bo Ai, qualifying students can take an entrance exam for a high school program in Nanjing, 90 miles away. Many aspire to take the college entrance examination. Students at Bo Ai live in dormitories with 10 children to a room. Meals are served communally with each student responsible for cleaning his or her own meal trays and utensils. While communicating to the students presented many linguistic challenges, in many ways Vreeland and Eu felt at home. Like their TLC peers, Bo Ai students were curious and eager to share and to learn. They openly engaged their visitors in games that broke down whatever barriers language differences presented. Looking to the Future TLC’s plan is to integrate cross-cultural learning across all academic levels, from kindergarten through high school, with age appropriate curriculum that Vreeland says will “allow students to learn about and embrace what unites the Deaf community across international boundaries, as well as shared differences by virtue of where we live and the diverse richness of our respective cultures.” In addition to facilitating email exchanges between faculty and students of both schools, Partners in Excellence is currently working on plans to bring Principal He Ming and some faculty from Bo Ai to TLC in 2011.

40 Years: Realizing the Dream On September 16, 1970 Warren Schwab and a team of creative and energetic colleagues waited expectantly for the first students to arrive. Over the summer, they had moved into classrooms rented from St. Stephen’s School in Framingham. “We had no idea if anyone would show up. One of the first to arrive was Paul Bratica. On that first day we started with 12 students but by the end of the year, we grew to 19,” reflects Schwab. (A TLC graduate, Bratica has worked at the school for 25 years.)

When The Learning Center for Deaf Children* opened its doors for the first time, its founders knew they were charting new territory for deaf education in Massachusetts. What they did not realize then was that they were laying the groundwork for what would one day become a model for excellence in deaf education across the nation and beyond. Teachers Derm Keohane and Maureen O’Donnell, (photos next page) curriculum consultant Carol Stern, and the late, Wayne Farrell, also a teacher, all shared Schwab’s frustration with the state of deaf education, and consequently, with the program options available to deaf children. At the time, there were only four schools for the deaf in Massachusetts and none of them used sign language. The emphasis was solely on lip-reading and oral communication. TLC offered an alternative: a dynamic, child-centered approach in an open classroom where teachers communicated using a variant of sign language accompanied by spoken English. “For many students, TLC was a ‘last chance.’ They had struggled at oral schools and lagged significantly behind their hearing peers,” explained Schwab. The new school took flight and enrollment doubled the following year. In 1972, TLC purchased the former Prindeville Estate in Framingham from the Marist religious order. Today the 14-acre campus encompasses 17 buildings, serving over 200 students. A campus in Randolph offers an early childhood and elementary school program for families in Southeastern Massachusetts.
and psychological challenges. The building of a major athletic center in 1991 provided not only the facilities for developing a highly regarded sports program, but also provided a venue for the Massachusetts Deaf community to gather for events and workshops.
Warren Schwab, a former banker turned deaf educator, was in part motivated by his son David’s learning and communication needs. When David was 6, Schwab learned of a federal program to train teachers of the deaf. He was accepted in to the program and thus began an extraordinary career. Tragically, David died at age 19, while on a camping trip.
Today, advancement in computer technology is presenting new challenges and opportunities such as distance learning and communication across cultural and language barriers around the world. The recent establishment of a sister school in China further opens the door to broaden students’ experience and understanding of the world.
A member of TLC’s Board of Directors, Schwab has retired to Florida where he lives with his wife Jodi Cort (above photo with Warren at TLC Gala 2010) who worked at TLC for 29 years. Schwab’s early vision that language and communication would provide the keys for deaf children to succeed continues to be a source of inspiration for teachers and staff. “It was Warren’s vision and activism that brought the dream to fruition,” says Michael Bello, Executive Director Emeritus.
In 2010 the New England Association of Schools and Colleges, The Conference of Educational Administrators of Schools and Programs for the Deaf, and the Council on Accreditation all granted full accreditation to The Learning Center for the Deaf. Of the many successes in the school’s history, these accreditations underscore that the vision has indeed been realized. Reflecting on the significance of being the only deaf school in the country to hold all three accreditations, Schwab said: “I am so impressed with The Learning Center being recognized with these three prestigious accreditations. It is a tremendous tribute to the dedication and commitment of the entire TLC community, its teachers, staff, students, parents, alumni and Board.”
Rooted in Schwab’s vision, The Learning Center’s success is largely a result of the dedication of its leadership, faculty and staff and their openness to innovation and change. In the 1980s TLC made a commitment to become a bilingual school where American Sign Language and English are the languages of instruction. In 1987, TLC opened Walden House, now Walden School, a year-round residential treatment program for deaf students facing severe social, emotional 4

Representative Markey and TLC: “A Team Forever” On Thursday, October 21, Rep. Edward J. Markey, the author of the sweeping 21st Century Communications and Video Accessibility Act, visited TLC’s Framingham campus. After touring the school, he addressed students and faculty about this new bill, which President Obama signed into law on October 8. Rep. Markey explained how this new legislation will affect students directly on a day-to-day basis and how they will benefit from the improvements in access to technology that will result from the new law. The law enables Americans with disabilities to use a wide range of devices and services needed in the digital era, including smart phones for accessing the Internet, closed captioning for online video, audio descriptions of television programming, audible emergency alerts and other technologies. The bill also mandates that TV remote controls have an “ON/OFF” button to simplify access to closed-captioning. Markey, who has a long established commitment to accessibility for those who are deaf or hard of hearing, told the students, “We are going to be partners. We are a team forever!” The Learning Center will honor Representative Markey at its annual gala on May 1st at the Boston/Newton Marriot.

November, 2010 Dear TLC Community, The Learning Center for the Deaf is pleased to announce that Judy Vreeland will become the school’s new President and Executive Director, and Peter Bailey will become the new Associate Executive Director, effective immediately. The school’s Board of Directors appointed Judy and Peter to these positions after a unanimous vote of support. After consulting with key stakeholders - students, parents, administrators, faculty and staff, as well as working with a highly regarded consulting firm and understanding current leadership trends within deaf education, we feel strongly that we have chosen the most qualified persons for the job, and we are certain that the rest of the school also enthusiastically supports this decision. We feel very fortunate to have someone with Judy’s vision, administrative and leadership skills in this key position. With over 30 years of experience in Deaf education and special education services, she has a clear vision of how TLC can continue to be a national leader in educating deaf and hard of hearing children. Judy holds degrees in deaf education and mental health counseling with deaf persons and has an advanced certificate in leadership from the Carroll School of Management at Boston College. She served as a counselor and program supervisor at The Learning Center before becoming the director of Walden School, a program that grew from 6 to 30 students and gained national recognition under her leadership. In 2007 she became the Associate Executive Director and has served as the Interim Executive Director since July of this year. Peter has a Masters Degree in organizational management and leadership from Springfield College and has served as TLC’s Interim Associate Executive Director since July 2010. He is now into his 4th year at TLC, beginning as Director of Career & Technology Education before becoming Director of Student Life, at which time he supervised 4 programs - after-school, athletics, CTE and the residential programs. Prior to coming to TLC, Peter held leadership positions at Maryland School for the Deaf, Delaware School for the Deaf, American School for the Deaf, Texas School for the Deaf, and Communication Service for the Deaf. Peter has recently been elected to a 3-year term as a board member of the Conference of Educational Administrators of Schools and Programs for the Deaf (CEASD). Mike Bello, who has served as the Executive Director for the past 16 years, has already transitioned to a new role, as Executive Director Emeritus. He is now working more closely with the Development Office in external relations, including donors and foundations. He will build on TLC’s national reputation for excellence in deaf education and work to ensure the success of our institutional advancement efforts. Please join me in offering a heartfelt welcome to both Judy and Peter in their new positions. On May 20, 2010, The Learning Center for the Deaf held its most successful gala in the school’s history. Over 400 guests attended the event that honored two men of distinction, Gallaudet University’s new President, T. Alan Hurwitz and TLC’s past Board Chair Robert P. Badavas. Mike Dowling, principal sports reporter for WCVB-TV’s NewsCenter 5, served as emcee for the evening as well as auctioneer. The Gala raised more than $175,000 for the Badavas Family Parent Infant Center to be housed in the new Early Childhood Center scheduled to open in 2011. Dr. T. John Pirone ’79-93 John serves on the Board of Directors of The Learning Center for the Deaf and was a member of the Massachusetts Delegation to China. He is currently Board President of the Disability Policy Consortium, and is enrolled in a doctoral program at Northeastern University in International Higher Education. John is on the faculty at Holy Cross and Emerson College. He and Wendy Trafton (top right photo) were married on September 11, 2010.

Sarah lives in Dedham and works at Work Community Independence in Waltham. Her daughter, Stella Marie Ciulla attends TLC’s Parent Infant Program.
Jeffrey Mansfield, ‘04 After graduating from Princeton University in 2008, cum laude, with a degree in architecture, Jeffrey spent a few months working and traveling in New Zealand. He then spent a year working with HHF Architekten in Basel Switzerland, which included collaborations with the Chinese artist Ai Weiwei. He recently resumed his studies at the Graduate School of Design at Harvard University as a candidate for a Masters in Architecture.
Julie Procacini, ‘04 Julie graduated from Salem State College with a Bachelor of Science in early childhood education in 2009. She works at the Beverly School for the Deaf.
Ashley Thompson, ‘05 Ashley is a first-year middle school teacher at TLC. She earned a B.A. in Education from Gallaudet University where she majored in Elementary Education. She lives in Somerville, MA and anticipates completing her MAT in Bilingual Deaf Education from Gallaudet University in May 2011.
Benjamin A. Lovell ‘09 Ben attends Massasoit Community College and is enrolled in the Child Care Certificate Program. He works as a volunteer at The Bridge Center (formally “Handi Kids”) in Bridgewater, MA. 10

Homecoming TLC hosted the New England Schools for the Deaf (NESD) Soccer Tournament and Homecoming on October 15 & 16. Drenching rains and blustery winds did not keep players nor fans from having a great time. TLC’s soccer team’s bid to win its 8th straight championship ended in a double-overtime loss when American School for the Deaf won in a shoot-out, 2 to 1. Update: Building for Learning
The Learning Center wishes to recognize the lead donors to the capital campaign — Building for Learning. To date $820,000 has been raised toward the new building which will house the Early Childhood Center and Library/Media Center on the Framingham campus. Please watch for announcement about our opening celebration scheduled for Spring 2011. Students of all ages have had a birds-eye view of the many steps involved in constructing a new building. They have witnessed first-hand the demolition of the old “Barn,” the digging of the foundation, the construction of the outer framework that will be the new Early Childhood Center and Library in Spring 2011. On December 3, 2010, pre-school and kindergarten students had the opportunity to tour the site (next page). Wearing yellow hard hats and carrying copies of the floor plan, they had a guided tour of what will soon be their new school. The new facility will bring the entire Early Childhood Program (Parent Infant Program, Preschool, and Kindergarten) under one roof and provide much-needed space for occupational and physical therapy rooms, a nurse’s office, and a Parent Resource Center. The lower floor will house a Library and Media Center, nearly double the size of the former library. The Media Center will have teleconferencing capacity, equipped for long distance learning, and provide space for conferences, workshops and ASL classes.
