Legislative & Regulatory Updates TNLA Urges Gov. Abbott To Support Rural Broadband TNLA joined a list of agriculture organizations to urge Gov. Abbott to require the Public Utility Commission (PUC) to make the necessary investments to the Texas Universal Service Fund (USF). The USF provides the funding to maintain telecommunications and broadband infrastructure into rural Texas. Existing infrastructure supported by the fund currently provides service to schools, homes, and businesses through rural cooperatives and regional providers. Without additional funding to the USF, customers in these parts of the state will see dramatic increases in bills and the impact disproportionally affects areas of our state already struggling with adequate internet speeds. TNLA continues to support the development and maintenance of internet infrastructure for rural Texas to provide for business needs across our industry, including precision agriculture implements. Labor Briefing at TNLA EXPO Highlights Effort for H-2B Cap Relief Laurie Flanagan, co-chair of the national H-2B Workforce Coalition, delivered remarks at the TNLA Labor Briefing on Saturday at EXPO. In addition to explaining the political situation facing our industry in the pursuit of H-2B cap relief, she urged green industry employers to get engaged in supporting HR 3897 by Rep. Cuellar which would create permanent cap relief through a returning worker exemption. TNLA members can visit the Texas Legislative Action Center and send a message to their congressional official in support of this bill. SB 14 Added by Governor Abbott To the Special Session Governor Abbott added SB 14, which preempts cities and counties from creating employment mandates, to the call for the second special session. The Texas Senate has already passed the bill out of their chamber and sent it to the Texas House. The House is still without a quorum at the moment, but TNLA is already working to ensure SB 14 has the votes it needs to get out of the House should a quorum be achieved. This bill is critically important to overcome the patchwork of municipal regulations that seek to regulate all types of employment benefits. You can visit the TNLA Legislative Action Center and send a message to your Texas House member urging them to support this bill by signing on as a cosponsor.

Objective: Using plant characteristics, participants will be able to correctly choose a plant based on these characteristics. APPLICATION: Using available plants have participants determine either (1) a given plant’s characteristics based on the choices below or (2) choose a plant when give chosen characteristics from below. Landscape horticulture is the science and art of cultivating ornamental plants. It is design principles that guide the choice, placement and care of the plants used for aesthetic effect. The plant’s characteristics determine how the designer will use them. The following are the basic characteristics off all plants. Is the plant herbaceous or woody? Herbaceous: has little or no woody stem tissue formation during a single growing season Woody: has woody parts, specifically supportive structures such as stems. Category includes trees (single stem) and shrubs (multiple upright stems). Is the plant an annual, biennial or perennial? Annual: plant that normally completes its life cycle during one growing season Biennial: completes its life cycle during a period of two growing seasons Perennial: plant that grows year after year Is the plant deciduous or evergreen? Texas Outdoor Lighting Illuminates the Alamo Again
Texas Outdoor Lighting, a local veteran-owned, award-winning outdoor lighting company, shared their renewed project modernizing the lights at the Alamo, the historical Texas mission and fortress. This project is an extension of Texas Outdoor Lighting’s previous work on the monument. In July 2011, the company designed and installed the LED lighting system on the Alamo and has maintained the property ever since. With this new undertaking, the lighting designers will be updating the older LED fixtures in the Calvary Courtyard. They updated this area with newer, brighter, better LED fixtures to properly show off this beautiful courtyard and highlighting the new bronze sculptures that are on site. The new fixtures create a much more vibrant lighting scene for this courtyard, as the Alamo once again begins to host events there after dark. “In the past 10 years, LED technology has advanced tremendously, as have our design and install methods,” said Joel Mayor, owner and lighting designer of Texas Outdoor Lighting. “We used much smaller, but brighter fixtures and new design methods to create an even more dramatic, safe and secure scene.” In light of the economic hardships after being shut down for the last year due to the pandemic, Texas Outdoor Lighting donated the new lighting system to The Alamo, working with Lumien Lighting, their lighting manufacturer and partner, to make the project possible. “We are thrilled to be working with a veteran-owned, Texas-based company like Texas Outdoor Lighting to enhance the lighting in the Cavalry Courtyard,” said Alamo Trust Executive Director Kate Rogers. “They did a tremendous job when they were tasked with lighting this space in 2011, and we are looking forward to how the advances in LED technology since then will help improve the visitor experience in the courtyard. The lighting will continue to be vibrant without being distracting or out of place with the reverent tone of the overall site.” About Texas Indoor Lighting Texas Outdoor Lighting was founded in 2007 by Joel and Beth Mayor.
