2020 STATE BOARD OF DIRECTORS NOMINATIONS The Texas Nursery & Landscape Association (TNLA) is pleased to announce the call for nominations for the 2020 State Board of Directors. The Call for Nominations is now open and seeking candidates for the positions of: State Region Directors: Region V State Director Region VII State Director State Business Category: Landscape Director Supplier Director Service on the Board of Directors of TNLA in an officer position is a chance to help drive the decisions of the association and shape the future of the industry. The opportunity to work with other leaders in the association allows you to be part of the decision making process on the state level, driving the strategic goals of the organization. A WORD FROM THE STATE Legislative & Regulatory Hear it straight from the State Office

THE FARM WORKFORCE MODERNIZATION ACT (FWMA) OF 2019 REFORMS H-2A PROGRAM The FWMA has passed the U.S. House and will advance to the U.S. Senate for consideration. This bill would streamline the petition and recruiting process for employers in the H-2A program, as well as give more certainty to future wage increases. The bill also grants extended visas to workers and legal status to undocumented employees in certain circumstances. While the effort is designed to control costs and improve workforce conditions, there are outstanding concerns with the language and TNLA urges the Senate to improve the bill as it moves forward.

CONGRESS EXTENDS H-2B CAP RELIEF FOR FY 2020 – IN A SENSE Thank you to the many TNLA members who used the Legislative Action Center to send communications to their congressmen this week. We were successful in having the additional visa discretionary language included in the funding package for the Department of Homeland Security. Unfortunately, this means it is discretionary instead of the “shall” language that was included in the House version of the bill. Therefore, green industry members should be prepared to lobby their elected officials in Congress and the President’s administration on releasing the additional 69,000 visas as soon as possible.

OVERTIME RULE SET FOR JANUARY 1, 2020 Employers should be aware of the changes going into effect for the coming year regarding employee overtime thresholds. The new rule will raise the salary threshold to $684 a week ($35,568 annualized) from $455 a week ($23,660 annualized). You can find out more information in this article.
