The following steps should be taken when installing fabric and decorative materials:

In order to control weeds, it is recommended that fabric be placed bellow decorative materials (such as mulch, pine chips, pine straw, rock, etc ) rather than plastic Fabric keeps the weeds down, but also allows the ground to breathe and accept oxygen Once an appropriate layer of fabric is placed decorative materials can be spread directly on the fabric

Roll out and cut the fabric so that it fits the bed. Use fabric knives and/or scissors for cutting the fabric The fabric can dull cutting tools, so it’s recommended to have several on hand

INSTALLNG FABRIC AND DECORATIVE MATERIALS
Objective: Participants will be able to correctly install fabric in beds between the ground and decorative material. Will be able to understand the importance of using fabric over plastic. APPLICATION: Rope off an area (either inside or outside) to represent a bed. Use random objects within this bed to represent plants. Have participants practice measuring the bed, placing fabric (use newspapers or rolls of butcher paper), and spreading out a layer of decorative material (packing peanuts can be used for this). Have participants rate themselves and others based on the following steps.
The width of the bed should be measured in order to select the proper size roll of fabric.
Slice the fabric and slide it under and around plants that are in the bed Cut out enough fabric to allow for plant growth
Spread desired decorative material on the fabric at an even depth (commonly 2 – 3 inches). To keep the material from getting underneath the fabric don’t throw it onto the fabric Finally, even out the material along the foundation to create a straight line

On behalf of the TNLA representing our members across the state, Ryan Skrobarczyk TNLA's Director of Legislative & Regulatory Affairs was nominated and appointed by the Texas Water Development Board to the Texas Water Conservation Advisory Council (WCAC) Sarah Riggins, TNLA's Director of Industry Education and Certifications will serve as an alternate TNLA will fill the position in a 6-year term representing Horticulture and Landscape Irrigation.
In an effort to identify key TNLA members to advocate for and defend the industry to policymakers, TNLA will launch the TNLA Advocacy Action Team in the coming weeks. Volunteers on this team will commit for a multiyear period to directly engage via phone calls, virtual meetings, and inperson events with state and federal policymakers on our most vital priorities. ADVOCACY REPORT
The WCAC is the state's main stakeholder group that develops Best Management Practices (BMP) for cities, industries, and agriculture on water conservation. In addition, this council prepares a biannual report to the Texas Legislature on priorities for water conservation.
U.S. businesses use the H-2B program to employ foreign workers for temporary nonagricultural jobs. Currently, Congress has set the H-2B cap at 66,000 per fiscal year, with 33,000 for workers who begin employment in the first half of the fiscal year (Oct. 1March 31) and 33,000 (plus any unused numbers from the first half of the fiscal year) for workers who begin employment in the second half of the fiscal year (April 1 Sept. 30). U S Citizenship and Immigration Services has received enough petitions to reach the congressionally mandated cap on H 2B visas for temporary nonagricultural workers for the first half of fiscal year (FY) 2023. Sept. 12, 2022 was the final receipt date for new cap-subject H-2B worker petitions requesting an employment start date before April 1, 2023 USCIS will reject new cap-subject H2B petitions received after Sept. 12, 2022 that request an employment start date before April 1, 2023.
