About the OECD

Innovative New Publications With the introduction of the OECD Factbook, we have set a new standard in how to present sometimes difﬁcult-to-understand economic and social data. This groundbreaking publication presents more than 100 indicators covering all major topics addressed by the OECD. For each indicator covered, clear deﬁnitions aid understanding of the data, commentary suggest how the data can be used, time-series tables with links to Excel™ spreadsheets provide usable data, and interesting graphics show key messages contained in the data. This model is now being used for other OECD publications, including some in the At-a-Glance series. What is the OECD? The Organisation for Economic Co-operation and Development (OECD) groups 30 member countries in a unique forum to discuss, develop and ﬁne-tune economic and social policies. The OECD’s work includes efforts to foster prosperity and ﬁght poverty through economic growth, ﬁnancial stability, trade and investment, technology, innovation, entrepreneurship and development co-operation. It is helping to foster sustainable development, ensuring that economic and social development are not achieved at the expense of rampant environmental degradation. Other aims include creating jobs for everyone, social equity and achieving clean and effective governance. The OECD provides a setting where governments can compare policy experiences, seek answers to common problems, identify good practice and work to co-ordinate domestic and international policies. It is a forum where peer pressure can act as a powerful incentive to improve policy and implement “soft law” – non-binding instruments such as the OECD Guidelines for Multinational Enterprises – and can on occasion lead to formal agreements or treaties. OECD StatLinks What are StatLinks? OECD StatLinks are an electronic publishing solution that enables links between tables and graphs in publications, whether they are in print or e-book format, and the underlying data in Microsoft Excel™ spreadsheets.

How readers and users benefit from StatLinks… Users can download Excel™ files of figures used in tables and graphs and use the figures in their own work. Access is provided to the most up-to-date versions of graphs and data. In some cases supplementary data is provided in the Excel™ files. In some cases data spanning a longer time period than in the book is provided in the Excel™ files.

How do StatLinks work? StatLinks use Digital Object Identifier technology (DOI) which is an emerging international standard for identifying published material on line. For each StatLink you will find a URL which leads to the corresponding spreadsheet. These links work in the same way as an Internet link. In an electronic publication the user can click the link to access the data. For print publications the user will need to type the link address into an Internet browser. Try with the following: http://dx.doi.org/10.1787/317646774444. A StatLink, like the DOI on which it is based, is a persistent identifier in that, once registered, never changes. This means that even if the destination of the file has moved the StatLink will still be able to locate the data. This also means that authors can use the StatLinks when they cite OECD tables in their articles and reports, confident that their readers will be able to follow the link to the underlying data.

OECD’s work in agriculture is organised around three main themes: agricultural policy reform—particularly with regard to support, agriculture and trade, and agriculture and fisheries sustainability. It undertakes analysis that provides a sound basis for recommending practical, innovative, and sustainable options for the reform of policies and the liberalisation of trade. It also conducts a Co-operative Research Programme and a system of agricultural codes and schemes covering quality standards for fruit and vegetables, testing for agricultural tractors, and varietal certification of seeds. This book is a unique source of up-to-date estimates of agricultural support in OECD member countries. It is published in alternate years with its more detailed counterpart, Agricultural Policies in OECD Countries, Monitoring and Outlook. The At-aGlance version is published in two parts. Part I provides a short description and an overall assessment of agriculture support policy developments and agricultural support overall in member countries. Part II provides more detailed information for individual member countries.

Preferential Trading Arrangements in Agricultural and Food Markets

The Case of the European Union and the United States Developing countries are concerned that multilateral tariff reductions will harm their agricultural sectors because of preference erosion. Energy Energy Policies Series This series from the International Energy Agency consists of reviews of the energy policies and programmes of its member countries as well as an annual summary report. Each year, full country reviews are done for about six countries, with all IEA countries covered in a four to ﬁve year cycle. These reviews systematically examine general energy policy; energy and the environment; energy demand and end-use efﬁciency; energy policies and programs related to oil, coal, natural gas, renewables, and electricity; and energy RD&D. The annual summary report presents an overview of energy policies and programs for the entire IEA area as well as summaries of reviews of individual countries. Reviews for non-IEA countries are also occasionally conducted.

Energy Policies of IEA Countries 2005 Review This volume contains a broad analysis of recent developments in energy policies and markets in the 26 member countries of the International Energy Agency. The Overview Part focuses on recent development in energy markets and energy policies. It examines trends, including an analysis of energy demand, supply, prices and energy-related CO2 emissions. It highlights key policy trends across member countries on energy security, energy market reform, climate change mitigation, energy efficiency, renewable energies and energy R&D. Notable developments in major non-member countries, including major findings of World Energy Outlook 2005 – Middle East and North Africa Insights – are also presented. The years 2004-2005 can be characterised by important energy policy challenges, including high energy prices, volatile energy markets, an activation of the IEA’s coordinated stock draw after Hurricane Katrina and coming into force of the Kyoto Protocol. The 2005 edition contains a chapter on “2005 IEA Ministerial Meeting and the G8 Gleneagles Summit”, where energy security, climate change and clean energy future were intensively addressed. The new chapter “Cross-Country Overview—Good Practices”, for the first time, presents good practices in addressing common energy policy challenges from the in-depth reviews carried out over the past four years, covering all 26 countries.

Statistical Databases

STAN: OECD Structural Analysis Statistics – Online Database The STAN database provides analysts and researchers with a comprehensive tool for analysing industrial performance at a relatively detailed level of activity across countries. It includes annual measures of output, labour input, investment and international trade which allow users to construct a wide range of indicators for such areas as productivity growth, competitiveness and general structural change. STAN is primarily based on Member countries’ annual national accounts by activity tables and uses data from other sources, such as national industrial surveys and censuses, to estimate any missing detail. Since many of the data points in STAN are estimated, they do not represent ofﬁcial Member country submissions. STAN Structural Analysis Databases 2005 Edition on CD-ROM

This CD-ROM contains five related sets of data, linked by compatible industry lists based upon the International Standard Industrial Classification Revision 3 (ISIC Rev.3): • STAN Industry includes annual measures of output, labour input, investment and international trade from 1970 onward for OECD countries. Compatible with other OECD data bases, STAN is based on the International Standard Industrial Classification of all Economic Activities, Revision 3 (ISIC Rev.3) and covers all activities (including services). • STAN R&D (ANBERD) presents industrial research and development (R&D) expenditure data in ISIC Revision 3 for 19 OECD countries, as well as a zone total for the EU. The coverage has been extended to 58 sectors, particularly service sectors, covering 1973-1998 in ISIC Rev. 2 and 19872003 in ISIC Rev. 3. • STAN Indicators monitors industrial structure and performance for OECD countries and various country groups via 29 measures related to international trade, industrial composition, business enterprise R&D, employment and productivity. Series from 1980-2002 cover the manufacturing and services sectors as well as additional industry groups based on technology intensity. • STAN Bilateral Trade Database (STAN BTD) shows detailed trade flows by manufacturing industry from one country (or geographical area) to another. For each declaring country, exports of goods to and imports of goods from corresponding partner countries are supplied for the years 1988-2003. The data have been converted from the OECD’s product-based International Trade by Commodities Statistics (ITCS) using a standard conversion key and are presented in thousands of US dollars at current prices. • Input-Output Tables consist of matrices of inter-industrial transaction flows of goods and services (domestically produced and imported) in current prices, for 18 OECD countries and 2 non-member countries (Brazil and China) covering 41 ISIC Rev.3 industries and focusing on one or more years around the mid-1990s. Work has been carried out for updating OECD Input-Output Tables with data focusing on years around 2000.

Structural Statistics for Industry and Services:

Structural and Demographic Business Statistics 19962003 on CD-ROM (2005 Edition) Covering all OECD countries, this CD-ROM provides official annual data for the period 1996-2003 for industrial and service sectors and for the following variables: production, value added, investment, employment, wages, hours worked, and number of establishments. For the first time, this publication also provides data on business establishments by size and births and deaths of businesses. The series are mainly derived from annual business surveys. Data are classified according to the International Standard Industrial Classification, Rev. 3. Data are provided in national currency values and are presented in a query-based tool Beyond 20/20™ for Windows™, which allows users to extract and export data. Projected Costs of Generating Electricity 2005 Update

This sixth study in a series on projected costs of generating electricity presents and analyses cost estimates for some 130 power and co-generation (heat and power) plants using coal, gas, nuclear and renewable energy sources. Experts from 19 OECD member countries, 2 international organisations and 3 non-member countries contributed to the study. The levelised lifetime costs presented and analysed were calculated with input data from participating experts and commonly agreed generic assumptions, using a uniform methodology. Extending Opportunities How Active Social Policy Can Beneﬁt Us All

Social policy is often disparaged as being a burden on society, but this book shows that welldesigned social protection can be an asset that is critical for sustaining social development. To fulfill its potential, however, social protection now needs to recognise new needs of individuals and families, and new constraints on their functioning. Successful programmes will require new means to attain their goals, to leverage the initiatives of a broad range of actors, and to involve clients at every stage in the design and delivery of programmes. In examining these questions, this fact-filled report stresses the importance of shifting the focus of social programmes from insuring individuals against a few, well-defined contingencies towards investing in their capabilities and making use of them to the best of their potential at every stage of the life course. It also underscores the importance of broadening the roles played by individuals, employers and trade unions, as well as profit and not-for-profit providers of social services. The book opens with a comprehensive assessment of the situation in OECD countries, comparing levels of poverty, social isolation, and social spending and indicators such as fertility rates, divorce rates, and distribution of household types (single, single parents, couples without children, couples with children). Model Tax Convention on Income and on Capital The OECD Model Tax Convention on Income and on Capital is the benchmark for negotiating, implementing, and interpreting tax conventions between countries. Originally developed in order to harmonise conventions between OECD countries, its inﬂuence is increasingly extending to non-OECD countries as well. The Model Tax Convention is available in several different forms. The Electronic Version is included in subscriptions that include SourceOECD/Books and SourceOECD/ Taxation.

Model Tax Convention on Income and on Capital 2005 – Electronic Version Edition for a Single User

This new electronic version of the Model Tax Convention will become the most up-to-date and authoritative version available. It includes the full text of the Convention as it read on 15 July 2005. Further, all commentaries, histories, reservations, and non-member economy positions have been brought up to date. In addition, it contains the text of 16 reports on various aspects of the Convention, and links to the 1963 and 1977 texts. It also includes a list of tax treaties concluded between OECD member countries and the Recommendation of the OECD Council concerning the Model Tax Convention. This new electronic version includes such features as extensive internal linking, making it easy to link from an article to its commentary; fast searching capabilities; the ability for the user to attach notes to speciﬁc areas of text; and cut and paste capabilities. It will be made available as a downloadable executable (.exe) ﬁle from SourceOECD and from the OECD Online Bookshop. Discounts are available on multiple copy purchases. Because of the notes feature, this software must be installed on a local PC. Notes can be shared with other users. One of the major aims laid out by OECD at its creation in 1960 was the expansion of world trade on a multilateral, non-discriminatory basis in accordance with international obligations. The Trade Committee and its general Working Party were initiated at that time to fulfil this mandate, in particular by attempting to maintain the momentum for further trade liberalisation and to foster the efficient functioning of the multilateral trading system centred on the WTO. Often working in collaboration with other OECD bodies and through dialogue with non-member economies, their approach has been to foster informed debate, build consensus and promote policy co-ordination, while generally leaving formal trade negotiations to other bodies such as the World Trade Organisation (WTO). To achieve its goals in the field of trade and trade policy, OECD undertakes informed policy analysis of market access and regulatory issues, as well as trade rules and policy links. International Trade by Commodity Statistics – OECD Online Database Online access to OECD’s vast International Trade by Commodity Statistics (ITCS) database set. The ITCS database set is a unique and reliable source of yearly statistical data on imports and exports of OECD countries and selected non-OECD countries, as well as of the OECD main country groupings. It provides detailed data in value (thousands USD)—and in some cases quantity—broken down by partner country (virtually all partner countries are included) and commodity. OECD’s Joint Transport Research Centre carries out work mandated by the European Conference of Ministers of Transport (ECMT) and the OECD Road Transport and Intermodal Linkages Research Programme. Making Cars More Fuel Efﬁcient Technology for Real Improvements on the Road

Studies show that cars use significantly more fuel per kilometre than suggested by official test ratings. This publication presents an analysis of the fuel efficiency gap and examines technologies available that could reduce that gap and improve fuel economy. It examines such areas as engine and transmission technologies, hybrid technologies, tyre inflation and technology, lubricants, and fuel-saving driver support devices. Together, these technologies could improve average on-road fuel economy by 10% or more at low or modest cost. Road Safety Performance National Peer Review: Lithuania The European Conference of Ministers of Transport (ECMT) has adopted a new approach to strengthening its work on road safety. It is now working to contribute more effectively to the debate on the improvement of road safety policies by conducting peer reviews of the measures and policies enacted by member countries. Lithuania is the first country to undertake this type of review in the safety field. This review, carried out by experts from Austria, the Netherlands, Sweden and the ECMT Secretariat, is an effective way for Lithuania to openly examine its policies and practices through detailed expert comment, discussion and insight on its activities. The peer review process is used extensively within the OECD and its affiliated organisations, always originating at the request of the country being reviewed. Apart from providing an open appraisal of national policies, the review process should help relevant Ministries obtain needed resources and implement effective policies and practice. OECD’s work related to Urban, Rural, and Regional Development (also known as Territorial Development) is carried out in three areas: development of statistics, carrying out reviews of territorial policy, and analysis of territorial policy. OECD’s latest statistics on regions have just been published in OECD Regions at a Glance, a fact-ﬁlled compilation of statistical information on OECD countries broken down by regions. Colourful maps highlight regional differences in this fascinating book. Many cities, regions, and rural areas request OECD reviews of their territorial policy. Most recently, OECD has published reviews for Finland, Seoul, Japan, Mexico City, and Athens. OECD also analyses territorial policy generally, having produced titles on Managing Decentralisation, Building Competitive Regions, and New Approaches to Rural Policy. The publications of OECD’s Centre for Entrepreneurship, SMEs and Local Development are also included in this theme. The Centre serves as a catalyst for increasing synergies between different areas of expertise, and raising the proﬁle of OECD work on entrepreneurship.
