-  Nishmat Kol Hai means “The Souls of All the Living.” It is part of   P’sukei d’Zimra only on Shabbat and Festivals. It sits right between the recitation of the Song of the Sea (that is the song of praise that Israel sang after they crossed the Reed Sea) and the  Yishtabah that ends   P’sukei d’Zimra. The Talmud calls -  Nishmat Kol Hai “The Blessing of Song,” and connects it both to Passover and to prayers for rain. The commentators give the reason we say this prayer only on Shabbat because it required lots of of concentration (kavanah). On Shabbat we have time to stretch out and concentrate on this prayer.

The Right Person to Ask for Rain Once there was a drought. The Rabbis learned in a dream that if a certain man would pray for rain, his prayers would be answered. So they sent for him. They asked him what he did for a living. He said, “I am a donkey driver.” Shocked that God would accept a donkey driver’s prayers while not accepting theirs. So then they asked, “Have you ever done an exceptionally good deed?” He told them, “Once I rented a donkey to a woman who got on it and began to cry. When I went to comfort her, she explained that she was going to sell herself in order to raise the ransom money to free her husband who was being held in an enemy prison. When we reached the city, I sold my donkey and gave the money to her. I told her, ‘Take this money, free your husband, and do not sin.’” The Rabbis said, “You are the right person to voice our prayers.” The man prayed and rain fell. (Talmud Yerushalmi, Ta’anit Yerulshami 1.4, 64b)
