If you’re not visiting Swoop regularly, I’d recommend making it an important part of your work day. It’s great to see the amount of news, announcements and information increasing all the time, and some new features that should really make everyone feel well informed and able to have their say on the things that matter of them. For those who don’t yet have access, over the summer we will be working on a self registration scheme which will give all staff access anytime, anyplace, anywhere. Blister Sisters Take on 3 Peaks Challenge If you thought it was cold in March, then spare a thought for our ‘Blister Sisters’ Alison Gauregui, Helen James and Rhiannon Skillicorn (Disabled Peoples Service) who braved the bitter cold to set off for the 3 Peaks Challenge. Unfortunately due to adverse weather conditions the planned route was amended by the Mountain Rescue team at the last minute and entrants were put on an amended route. Although a shorter route than planned, the extreme conditions proved to be an equally difficult challenge. Ali, Helen and Rhiannon would like to thank everyone for their support and sponsorship as they have raised nearly £900 for Torfaen Carer’s Centre.

It’s your voice that matters I said last year that 2012 would be Torfaen’s year of employee engagement. We made a good start with all the Council’s senior managers making pledges to me as to how they would engage more with their staff, and I hope that most of you have seen some changes in that respect. There are now more channels available for staff to have their say and for managers to engage with their staff – it’s not just about giving out information, but making staff feel that they have a voice in the workplace, and that it’s listened to and acted upon. However, engaging people is not a one off thing, it has to be on-going if its going to mean anything, so we are following up in 2013 with a new staff survey. Following the publication of the results of the 2011 Survey last year I promised to take the pulse of the organisation more often and this is part of that commitment. Through staff engagement activity we have been able to get underneath some of the issues raised in the last survey: in particular around the Worksmart interviews; around bullying and harassment, which I’m sad to say still doesn’t seem to have been completely eradicated; and around better training opportunities.

Every situation like this, however difficult, also holds the seeds of opportunity and, personally, I will certainly welcome whatever advice and support the Welsh Government feels is appropriate to help us to make a step change for the better.

“If you don’t tell me, I can’t improve things”

Importantly, the survey itself has been improved, based on the feedback you provided during the staff engagement week sessions. Hopefully an easier to use and more relevant survey has been developed. I was so disappointed at the small proportion of surveys returned last time, and its hard to understand why people chose not to do so. Please do fill them in and return them this time – I don’t mind what you tell me, as long as you tell me. If I don’t know, I can’t improve things. You will all have heard the news that, following our recent monitoring visit, Estyn have placed our services for Education and Young People in special measures. This is deeply discouraging for all the people who work so hard to make those services a success and to give the best life chances to our young people. We are waiting at present for the Welsh government to decide what “special measures” means in our case.

Two people who have been central to the life of Torfaen over a long period of time have recently announced their intention to retire: Julian Williams will be leaving us in July, and Peter Durkin in December. I have already sent out an e-mail expressing my thanks to Julian for a lifetime of dedicated public service; I will speak about Peter nearer the time of his leaving; needless to say the departure of a hugely respected and valued Deputy Chief Executive will leave a big gap in the life of the organisation, and for me personally.

And finally – we are seeing the end of an era in the dismantling of County Hall in Cwmbran. Towards the end of it’s life it became a building that was hard to love, with the hazards of being either frozen or baked according to the outside temperature, and if you escaped that fate the danger of being killed by a chunk of falling masonry! However, a huge amount of memories will be captured by a place that has seen so many activities and changes over the years, and I’m sure that the photographs of its demolition will cause many of you to reflect on the times you spent there.

Comms team ‘all shook up’ at CIPR awards Torfaen’s communications team were ‘all shook up’ after they scooped two UK communications awards for best use of social media after their In the Depot video became a global viral internet earlier this year. The video, which starred local Elvis tribute, Darren ‘Graceland’ Jones and frontline staff from Neighbourhood Services, became an internet sensation and attracted almost half a million views on YouTube and global media coverage for Torfaen.

“They used social channels effectively to create and distribute a simple message” The team picked up the CIPR Excellence award for best use of social media in a category that included the likes of Channel 4 News and the Environment Agency. They also won the same category at the national LGComms awards in Cardiff. The CIPR Excellence judges said: “The Torfaen team turned around a brilliantly executed social media campaign within six days because they had built up trust with internal decision makers. They used social channels effectively to create and distribute a simple message and generated engagement, local goodwill, regional and national print

Pontypool works scoop award The team leading the regeneration works in Pontypool town centre has scooped a prestigious civil engineering award. The Institution of Civil Engineers (ICE) Wales Cymru awarded the Pontypool regeneration scheme the Roy Edwards Regeneration Award. The annual Project Awards celebrate the contribution of civil engineering to Wales by recognising schemes for their excellence in concept, planning and design, contract management and construction and the winners were announced in a recent awards dinner. The scheme, constructed by Alun Griffiths (Contractors) Ltd for Neighbourhood Services, was completed within programme and within budget, has provided high quality paving throughout the town centre and created

a pedestrian friendly, un-cluttered space suitable for the weekly outdoor market and community events. Ian Davies, Project Awards Judging Panel Chairman said: “The judges liked the way in which the paving was designed to meet current design standard despite the constraints of the shop accesses. The scheme also addressed the historic bank buildings in the town centre.” The key engineering challenges of the project were to provide an aesthetically pleasing finish with a construction that would withstand the loading of heavy vehicles and allow effective maintenance. The gradients of the streets, which were not pedestrian or disability friendly, were reengineered including a new discrete drainage system. The key construction constraints were to build the project whilst maintaining access to all businesses during working hours and accommodating the weekly market.

Building excellence A number of Torfaen building control projects were recognised at the 2013 Local Authority Building Control South Wales Building Excellence Awards. The Pontypool and Blaenavon Heritage Railway Station which opened last year won best small commercial project. The station was built in 2011/12 and aimed to capture the atmosphere and characteristics of a Victorian style station. The new Morrisons supermarket in Cwmbran was highly commended in the best large commercial project - with the award received by contractors, Longcross.

Swoop’s first year of success

Since it went live in April 2012, Swoop has quickly become the key place for keeping staff well informed with council news, announcements and information, and around 4000 people logging in every month. The Get Involved section has a portal for Staff Suggestions and a new home for Ask Alison, so if you’ve got a great idea or something to ask the chief executive, be sure to pay it a visit.

Pension changes –

what you need to know

You’ve probably seen Karren Brady and Nick Hewitt from the Apprentice as the faces of a government advertising campaign on changes to the pension laws. A new law means staff who aren’t members of the local government or teacher’s pension schemes will now be ‘automatically enrolled’.

What’s the background to this?

Workplace pension schemes are ways of saving for your retirement where you and your employer both pay money into a fund that is invested to provide you with a benefit when you retire. The workplace pension will be on top of your State Pension which is intended to be a ‘foundation’ for your retirement.

What are Torfaen’s pension schemes?

If you’re already in the pension scheme, there won’t be any changes.

Torfaen’s schemes are the Greater Gwent Local Government Pension Scheme or the Teacher’s Pension Scheme. There have been some changes to the schemes recently but the reality is they are still among the best pension schemes around, and are also guaranteed or ‘protected’ by law.

So, what’s changing?

A new law means that every employer, including the council, must automatically enrol workers into a workplace pension scheme if they are:

• earn more than £9,440 a year (£787 a month) If you meet these requirements and are not a pension scheme member you will be automatically enrolled on October 1, 2017.

What happens next?

You should have received a letter in May if you’re going to be automatically enrolled. If you are already in the scheme you will be sent a letter in June explaining the changes.

Do I have to wait until October 2017 to join?

The Civic Centre has never smelled so good as the large meeting room was transformed into a feast of home-cooked treats thanks to the Comic Relief Bake Off. Organised by Sue ‘Mary Berry’ Browne, staff brought in a range of great tasting cakes, pastries and – helping to raise plenty of cash for Comic Relief. After some pretty tough judging from throngs of hungry tasters, Sports Development’s Helena McDaid’s Victoria sponge was awarded the top prize.
