LOCAL LAW 196 DECEMBER 1, 2019 DEADLINE
LOCAL LAW 196 REQUIRES WORKERS AND SUPERVISORS AT JOBSITES REQUIRING A SITE SAFETY PLAN TO RECEIVE SITE SAFETY TRAINING BY DECEMBER 1, 2019. TRAINING REQUIREMENTS & KEY DATES TO REMEMBER Local Law 196 of 2017 requires workers at jobsites requiring a Site Safety Plan (which includes sites that must designate a Construction Superintendent, Site Safety Coordinator or Site Safety Manager) to receive 30 hours of site safety training by December 1, 2019 and an additional 10 hours of training by September 1, 2020. Supervisors will need 62 hours of training by the December 1, 2019 deadline. Workers seeking a Limited Site Safety Training Card may defer their 8-Hour Chapter 33 (Site Safety Manager Renewal) training until after December 1, 2019 and take 4-Hours of General Electives and 4-Hours of Specialized Electives instead.

TRAINING REQUIREMENTS & KEY DATES TO REMEMBER: DEFERRING 8-HOUR CHAPTER 33 (SITE SAFETY MANAGER RENEWAL) Workers seeking a Limited SST Card may defer their 8-Hour Chapter 33 (Site Safety Manager Renewal) training until after December 1, 2019. Instead of taking the 8-Hour Chapter 33 (Site Safety Manager Renewal) by December 1, 2019, such workers may instead take 4-Hours of General Electives and 4-Hours of Specialized Electives.
COURSE EQUIVALENTS If you have taken a Department-approved course, like the 40Hour Site Safety Manager or 16-Hour Rigging Worker courses, you may be eligible to receive credit towards your SST training requirement. PERMIT HOLDERS MUST CERTIFY WORKERS HAVE REQUIRED TRAINING TYPES OF SST CARDS Temporary SST Card - Issued to new entries into the workforce that have completed a 10-hour OSHA Course and will allow workers to begin work in NYC. This card expires after 6 months giving the worker enough time to complete the additional training needed to receive a limited or Full SST card.
Worker “Limited” SST Card – Required by December 1, 2019 - Issued to individuals who have completed 30 total hours of training specified by the department of buildings. This card will allow workers to work in NYC until August 31st, 2020, after which they will be required to have a “Full SST Card”. = Supervisor SST Card – Required by December 1, 2019 - Issued to individuals who have completed a total of 62 hours of training specified by the department of buildings. This card will allow supervisors to work in NYC. This card expires 5 years after it has been issued and may be renewed if 16 hours of training by the Department of Buildings is completed before the date of expiration. Worker “Full” STT Card – By September 1, 2020 - Issued to individuals who have completed 40 total hours of training specified by the Department of Buildings. This card will allow workers to work in NYC. This card expires 5 years after it has been issued and may be renewed if 8 hours of training specified by the Department of Buildings is completed before the date of expiration

DATES TO REMEMBER October 16, 2017 – This is the date the legislation took effect and is relevant to online training. March 1, 2018 – This is the date by which at least 10 hours of SST training was required for all workers/supervisors . September 1, 2019 – DOB reserved the right to extend the 12/1/19 date to 6/1/2020. December 1, 2019 – This is the date by which 30 hours of SST training is required for the worker and worker Limited SST Card will be required for all workers.
– This is the date by which a 62 hours of SST training is required for supervisors and a supervisor SST Card will be required. – This is the date by which a Temporary SST Card will be required for new entrants to the industry. September 1, 2020 – This is the date by which 40 hours of SST training is required by the worker and a (final) SST Card will be required for all workers.
