Canmore Community Watch Program The Canmore Policing Committee has initiated Canmore Community Watch. The program is a made in Canmore for Canmore approach to community involvement in crime prevention and crime solving. The program is based on one simple principle. Crime is prevented and/or solved by police when the police are notified by citizens when they observe activity that is out of the ordinary. Canmore Community Watch is a program that is designed to deliver the message to the public that the police strongly encourage the type of reporting that Canmore Community Watch promotes in our community. Canmorites may wonder why our community has undertaken a crime prevention and solving program when crime is not a very visible issue in town. Based on the simplicity of the program there is no reason not to have participation by all community members. In discussions with the RCMP at the Canmore Police Committee it was made clear that one of the best chances for police to solve or prevent a crime is to be notified by the public that something unusual is occurring. The difficulty that was identified was people are often reluctant to take the steps to notify police. The reasons become obvious once we start to imagine ourselves in a situation where we notice something out of the ordinary and what we are inclined to do about it. For example, imagine you see a couple of people at the back door of a main street business after hours. You are just passing by but it strikes you as odd. You are not inclined to call 911 because you don’t really know if anything is wrong. If you call the RCMP and it just turns out to be a couple waiting for a ride you will end up with that ‘cried wolf’ feeling. So you tell yourself that it is likely nothing and you carry on.

The RCMP will tell you that your decision to do nothing is not the correct one. What you faced in your decision making is what the Canmore Community Watch program intends to overcome. Calling 911 is a big deal but it is the only number that comes to our minds. In fact, there is a number to call that is dedicated to this very situation. And as for crying wolf, the RCMP encourages us to call whenever we see anything that is unusual period. We all understand that most of the calls that come in to 403.678.5516 by the Canmore Community Watch initiative will not lead to a crime but we are all being asked by law enforcement not to hesitate to call. No harm would come from the example above had the Canmore Community Watch line been called and a police unit drove up to discover the couple just waiting for a ride. The worst outcome is that the officer attending the call asks the couple if they are alright, may suggest a better lit place to wait and the couple enjoys the feeling of security that comes from interactions with our police. We are all encouraged to visit the website for information on how to make the most useful observations for police to follow up, what to look for when we think something might be out of the ordinary and how we can all do our best to look out for each other. Topics include: •

Knowing your Neighbours

Suspicious sounds and smells

How to observe useful information for the police

Suspicious actions of vehicles

Suspicious actions of people

Red Cross Swim Kids For Children/Youth 6 - 15 years old Swim Kids 1 Swimmers receive an orientation to water and the pool area and work on floats, glides and kicking. Swimmers build their endurance by working on the 5m front swim.

Swim Kids 2 Swimmers work on propulsion skills to move through the water and to remain at the surface. Swimmers work on the front swim (5m) and learn about deep-water activities and proper use of a Personal Flotation Device (PFD). Fitness activities include the 10m flutter kick and a 10m distance swim.

Swim Kids 3 This level provides an introduction to diving, and teaches swimmers how to make wise choices about where and when to swim. Endurance is achieved by building strength in the flutter kick and a 15m swim.

Swim Kids 4 This level introduces the front crawl (10m) and back swim with shoulder roll (15m). Swimmers work on kneeling dives, surface support (45 seconds, deep water) and developing a greater sense of self-safety by understanding their own limits. Endurance is built through a 25m swim.

Swim Kids 5 This level introduces the back crawl (15m), sculling skills, whip kick on the back, stride dives and treading water. Front crawl increases to 15m. An introduction to safe boating skills is also included. Endurance is developed through a 50m swim.

Swim Kids 6 This level refines front crawl with a focus on hand entry and breathing (25m), back crawl with a focus on arm positions and body roll (25m), and introduces elementary backstroke (15m), safety on ice, and rescue of others with throwing assists. Swimmers demonstrate the front dive and their ability to tread water in deep water for 1½ minutes. Endurance is built through dolphin kick and a 75m swim.

Swim Kids 7 This level builds skills and endurance for the front crawl (50m), back crawl (50m) and elementary back stroke (25m) and introduces whip kick on the front. Swimmers learn about airway and breathing obstructions, reach assists and stride entry. Swimming endurance is increased to a 150m swim.

Swim Kids 8 This level is an introduction to breast stroke (15m) and feetfirst surface dives. Swimmers learn about the dangers of open water, hypothermia, the performance of rescue breathing on children and adults, and standing shallow dives. Swimmers participate in timed treading water activities using the eggbeater skill for 3 minutes to improve their ability to remain at the surface in the event of an unexpected fall into water. Endurance is built on a 300m swim. Front crawl and back crawl distances are increased to 75m each.

Swim Kids 9 This level refines the front crawl (100m), back crawl (100m), elementary back stroke (50m) and breast stroke (25m), and encourages swimmers to combine different kicks for fitness (3 minutes). They also work on head-first surface dives and learn about wise choices, peer influences and self-rescue from ice. Endurance is built through a 400m swim.

Swim Kids 10 This level is a final assessment of the strokes for technique and distance (front crawl 100m, back crawl 100m, elementary back stroke 50m, breast stroke 50m and sidestroke 25m). Swimmers learn about sun safety, rescue of others from ice, and head-first and feet-first surface dives. Endurance is built using the dolphin kick (vertical) and a 500m swim.

Refreshing Information About Bottled Water

at Town of Canmore Facilities

• Since 2009, with the support of the Federation of Canadian

Municipalities, the Town of Canmore phased out the sale and purchase of bottled water at our facilities where potable water is available.

• Instead of bottled water, we encourage the community to

drink our high quality municipal water, freely accessible in our facilities.

Why? • This decision is in line with the Town of Canmore’s municipal

commitment to sustainability, and supports our broader waste diversion goals, reduces litter, lowers waste disposal costs for the Town and provides an opportunity to promote our clean, safe municipal water supply.

• For most Canadians, excellent drinking water is as close as the

nearest fountain or faucet. Municipal drinking water is safe, reliable and affordable. This is certainly the case in Canmore.

• Tap water is more sustainable than bottled water. • The life cycle of a plastic water bottle creates significant amounts

of greenhouse gases, impacting the climate, and results in additional waste in landfills when they are not recycled.

• Water is a human right. • Up to 40% of bottled water in Canada and the US is actually

sourced from municipal tap water.

• In the vast majority of Canadian cities, tap water undergoes far

more regular and strenuous testing than bottled water.

Town of Canmore

Fire Bylaw Information Back Yard Fires All Fires Must Be: In a fire pit or receptacle constructed of non-combustible material In a fire pit built into the bare ground or set upon non-combustible material • Not within 2 metres from any building or combustible material • Kept to a reasonable size (under 1 metre both height and width) • Fully supervised at all times by at least one person 14 years of age and older • May be started at 10:00 a.m. and fully extinguished by 1:00 a.m. You must have a means to extinguish the fire on hand at all times. The fire must be extinguished completely, so that the ashes are cold prior to leaving the fire. • •

You cannot burn: • Treated or painted lumber • Lumber products containing glue or resins • Wet wood • Leaves, brush or yard waste • Garbage • Rubber, tires or plastic

Tips for fire pit use: Only clean, dry firewood is permitted to be burned in fire pits • High wind speeds may pose a fire hazard • Placing a metal grill/screen on top of the fire pit reduces the flame’s size and helps prevent sparks and embers from escaping •

Fines for violations of these regulations range between $250 and $2,000. That’s a lot of wieners and s’mores!

Other Information You Should Know Fireworks: Fireworks are not allowed in Canmore, except at special events such as New Years, etc. and then only when set off by a licensed pyro technician. It’s also illegal to sell fireworks in Canmore, so don’t bother going shopping for them. And those fireworks you bought from that roadside stand? Don’t let them off here. You would be putting your friends and neighbors at risk, and it’s just not worth the $250 fine. To report illegal use of fireworks, phone 403.678.5516, 24 hours a day. You will be connected to the RCMP. Alternatively, during the day you can call Canmore Bylaw Services at 403.678.4244.

Fire Ban: The Fire Chief has the authority to declare a complete ban on all burning within the Town. Members of the Town of Canmore Fire Department, RCMP or a Peace Officer may ask you to extinguish your fire when a fire ban is in effect. They may also ask you to extinguish your fire if you are not complying with the regulations listed above.

The fine for having a fire when there is a fire ban is $2,000. Gas BBQ’s are always permitted, unless specifically stated in the fire ban (which isn’t often).

Illegal Back Yard Fires:

www.canmore.ca

To report an illegal or hazardous fire, phone 911 and ask for Canmore Fire-Rescue. This is a routine response for them. Alternatively, during the day, you can call Canmore Bylaw Services at 403.678.4244.

Sustainability

Accelerating Canmore Toward Sustainability

Total Solid Waste Landfilled vs Diverted

Population 30,000 25,000

What is sustainability? The word sustainability is used frequently and in many different contexts, from development in the oil sands to recycling in Canmore. In Canmore sustainability means meeting the needs of the present generation without compromising the ability of future generations to meet their needs. To create a sustainable society, we need both a vision of where we want to go and a plan for getting there. To do this, The Town of Canmore adopted a framework for sustainable development pioneered by The Natural Step as a tool to help us work toward sustainability. Grounded in solid scientific research, The Natural Step framework challenges us to consider whether our daily actions move us toward, or away from, sustainability. The Town of Canmore has used this framework to help define our vision for the community, both now and in the future. It is reflected in our key strategic documents – Mining the Future, Signposts to Sustainability, our Corporate Strategic Plan and our Environmental Sustainability Action Plan. Our Environmental Sustainability Action Plan defines goals (for both the corporation of the Town of Canmore and for the community) in five key program areas that collectively help Canmore move toward sustainability. The five key program areas include: •

Resource conservation and waste management

Water conservation

Energy and climate protection

Toxin reduction

Community engagement

Some of the highlights from each program area are: Resource conservation and waste management The long term community goal is to reduce the amount of residential solid waste landfilled to 0.30 tonnes/person/year by 2035 (the average Canadian landfills 0.79 tonnes/person/ year). In 2014, the average Canmore resident landfilled 0.6 tonnes of waste. And although we have not yet achieved our long term waste generation goal, we can celebrate a higher than average diversion rate for our community. And as we continue to improve Canmore’s Beyond Curbside recycling program, our diversion rate should climb even higher.

What you can do to help us achieve our goal: • Take to heart the first R of the 3Rs – reduce the amount of waste you generate. • Take advantage of all of the Town of Canmore’s waste diversion opportunities and recycle at your neighbourhood recycling bin and at the Elk Run recycling depot. • Buy refillable or reusable containers – avoid single use containers.

Water management The long term community goal is to reduce per captia residential water consumption to 111 litres/person/day by 2035 (the average Canadian uses 343 litres of water/person/ day; the average Swede uses 200 litres/person/day). In 2014 the average Canmore resident consumed 132 litres of water per day.

What you can do to help us achieve our goal: • Get an energy audit done on your home – and act on the results. • Install a programmable thermostat. • Walk, cycle or car pool.

Toxin reduction There are several goals for the community related to toxin reduction: •

50% of residents voluntarily report that they do not use chemical herbicides to maintain their properties. •

Retailers and commercial applicators provide annual data on herbicide sales or applications. •

Collect baseline data on residential herbicide sales and commercial herbicide applications. •

Invasive plant information booth at the Mountain Market

Community GHG Emissions - Excluding Transportation 200,000

Establish herbicide reduction goal.

The Environmental Sustainability Action Plan also defines the development of a community education and engagement strategy to increase the community’s commitment to and participation in efforts to minimize the use of herbicides and other potentially toxic substances.

Consider going pesticide free in your yard and if you do, share it with us so we can celebrate our achievements! •

Learn about alternatives to household cleaning items that do not use hazardous chemicals. The Biosphere Institute of the Bow Valley has some great suggestions. •

Be responsible when disposing of your toxic waste – participate in the Town of Canmore’s toxic waste roundup in the spring or drop off these products year round at the Boulder Crescent recycling depot.

Community education and engagement There are three goals in the Community education and engagement section of the Environmental Sustainability Action Plan. The first is to develop formal community education and engagement programs and initiatives that support the attainment of the sustainability goals outlined in each of the other sections of the Plan. The second is to achieve awareness and active participation of the majority of the residential population in activities or initiatives that move the community towards sustainability. The third is to achieve awareness and active participation of the majority of local businesses and organizations in activities or initiatives that move the community towards sustainability. What you can do to help us achieve our goal: • Let us know your thoughts on our sustainability programs – what we’re doing well and what you’d like to see us doing! •

Participate in sustainability programs offered by the Town of Canmore and the Biosphere Institute of the Bow Valley. In addition to our commitment to environmental sustainability, The Town of Canmore is also concerned with economic and social sustainability as well. Efforts such as diversifying the local economy, creating a tourism strategy for Canmore and supporting a range of low impact non-polluting light industry building on the natural assets of the community will move us toward economic sustainability. Ensuring affordable housing, creating opportunities for residents of all ages to communicate and interact together and to participate in programs such as the Fair Trade Town program demonstrate our commitment to social sustainability.

Community Recycling

Community Beyond Recycling Information

Curbside...

Together you and the Town of Canmore can make recycling happen with these 4 simple steps:

Canmore’s goal is to recycle 70% of our residential waste. The new neighbourhood recycling program requires households to separate recyclables into 3 easy categories:

Step 1: Collect and sort your recyclable material. 3 streams: mixed paper (includes all paper and cardboard), glass, plastic and metal).

Plastic and Metal

Step 2: Open your door, walk to your closest neighbourhood recycling bin. (Hint… they are blue and there is one in your neighbourhood!) Step 3: Activate your brain to determine which of the three slots you put your recycling in. Step 4: Walk home. Recycling is easy in Canmore (Really Easy)! Look for the new BLUE recycling bin in your neighbourhood.

Why Should you Recycle? Because it is now a Town Bylaw. The new Recyclables and Waste Disposal Bylaw was passed in 2016 and recyclables are now banned from going into garbage containers. What does this mean for you? Keep recycling and encourage your family, friends and workplace to recycle. If you recycle something, it can be recovered and become material for a new product. Plus, it benefits business and industry. The cost of recovering raw materials from existing waste items is less than the original manufacturing process cost.

Trail Use

Parking in Canmore can be a real challenge. Bylaw Services receives several complaints annually about vehicles that don’t move. Please remember that streets are public property and that primary use is for short term parking (less than 72 hours). If you are heading out of town on a trip or have a long term guest that doesn’t require their vehicle, make sure it is parked on private property to free up the parking on the street for others.

To protect wildlife, some portions of the more than 200 kilometers of recreational trails in and around Canmore may be off-limits to humans during certain periods of the year. At times, a specific trail or area may be closed temporarily to allow a large predator to feed or travel through. People found in closed areas are subject to provincial fines. To check for trail closures and updates, visit www.wildsmart.ca.

Canmore Pathways and Trails Large paper copies available at the Civic Centre Reception Area (902 7th Ave) Online - www.canmore.ca/maps

Pets The frequent movement of wildlife through the Town is something that makes us unique. For the safety of both wild and domestic animals, all cats, dogs and other pets must be controlled at all times. This means that dogs must be on a leash at all times, except when in the three designated off-leash areas (Elk Run Boulevard, Highway 1A, Quarry Lake). Dogs are not allowed in playgrounds or other public parks. The Town of Canmore requires that all dogs belonging to full-time residents be licensed.

Wildlife Sightings or Encounters Any wildlife encounters involving aggressive or threatening animals should be reported. All sightings of predators such as bears, cougars and wolves on trails or in and around the Town should be reported to Kananaskis Country dispatch 403.591.7755. In an emergency, call 911.

Help Keep Bears Wild! After a long winter’s nap the bears that live around Canmore wake up and start looking for something to eat. The best food for them is found in the wild, not in your yard. If bears find food in Town, they come looking for more. This isn’t good for bears or for Canmore residents. Please remove any birdfeed between April 1 to October 31.

Frequently Asked Questions Q. I have just bought a home in Canmore. What do I need to do to set up a tax and utilities account with the Town? A. When you take possession your lawyer will register your name(s) on title with Alberta Land Titles. Based on the information received from Alberta Land Titles we update the Town of Canmore tax roll and utility (water, sewer, garbage) account (if applicable) twice a month to reflect current ownership additions and/or changes. You may also want to consider enrolling in the Town of Canmore pre-authorized payment plans for taxes and utilities. Visit www.canmore.ca/ Municipal-Services/Property-Tax/Payment-Options.html for details. Q. Where do I go to set up gas and electricity accounts on my new property? A. The Town of Canmore does not endorse any particular provider. Albertans can choose their electricity provider and rate plan. You have the option to choose between your regulated rate provider (see chart below) and power retailers. There are different electricity products, with different rates, terms and services, and some will suit Albertans’ needs and budgets better than others. In Alberta you have choices for electricity in your home or office. Under competitive retail service, you can choose to purchase your electricity and natural gas from a variety of retailers. You and the retailer of your choice may enter into a contract for the type and length of energy service you want. Retailers may offer long-term stable rate plans, “green” energy purchase plans or bundled plans for both electricity and natural gas. The regulated distribution company for your area will then deliver your energy to you. See below for options. Q. Where can I find more information on all the gas and electricity providers in Alberta? A. Alberta’s Utilities Consumer Advocate (UCA) provides this information at www.ucahelps.gov.ab.ca/ or by calling 310.4UCA (310.4822) toll-free anywhere in Alberta.
