We have a new look Council after the elections were held back in October. I warmly congratulate the new members of Council and Cr Oliver for his successful return.

I thank Cr Maxwell for his service to the Town, and all the candidates who ran and showed their passion for the Town in the lead up to the elections. I’m really pleased with the number of voter turnouts received and would especially like to thank our community members who voted. It is also great to see the shift in gender balance on Council and I look forward to working with a new dynamic team. I’d also like to thank our retiring Councillors Keith Hayes and Mark Windram. Keith has done so much for our community over the past 25 years, and was even a Councillor back when the Town was part of the City of Perth! You can read some words from Keith over on page four.

With the weather warming up there’s going to be heaps to see and do. You can view events happening in the Town in this edition under our Summer events guide. As always, our team manages to put on different and exciting events for people to enjoy. Optus Stadium is nearing completion and will be ready to host major events in just a few months, with Ed Sheeran and an NRL double header playing at the venue in early March. The Town is planning some exciting new initiatives to bring people visiting the stadium back into the Town before and after events… watch this space! Also included with this edition of Life in the Park is your new-look waste guide. Be sure to keep this somewhere handy (like on your fridge) so you can quickly and easily refer to it when you’re wondering what day your bin is collected or what you can recycle in your yellow top bin.

Meet your new Council Three new community members have been elected to Council after elections were held on 21 October, with Karen Vernon and Ronhhda Potter elected to Banksia Ward, and Bronwyn Ife elected to Jarrah Ward. Cr Brian Oliver has taken the fourth candidate position, re-elected to return to his seat in Jarrah Ward for a second term. With the three new councillors, the gender balance of Council will for the first time be majority female. This year the Banksia Ward voter turn-out was around 31.5% and around 32.8% for Jarrah Ward. This was an increase from the 2015 election, where the average percentage across the two wards was 28.87%. WHAT’S HAPPENING IN THE TOWN

Farewell Cr Hayes From this year the Town of Victoria Park Council will feel very different. Not because following the election in October, we have a line-up of some new faces on Council, but mostly because one particular, familiar and resounding voice of the people will be missing for the first time in 25 years. Keith Hayes has chosen to retire from Local Government service after representing Carlise as a councillor for nine years as part of the City of Perth, and for the past 16 years with the Town of Victoria Park (which became a local government authority in its own right again in 1994 following the City of Perth Restructuring Act 1993). Keith notes some of the highlights in his time as a councillor with fond reflection, emotion and humour. “Supporting the controversial planning approval for the Nardine Women’s refuge, in Victoria Park, is a big one for me,” he said. “As was establishing the AIDs self-help family support centre, which faced many appeal processes and a lot of community bigotry and bias and was taken to the Equal Opportunities Commission before finally getting across the line. I was called as a witness by the applicants, it was a gruelling process I will never forget.

Keith says his time particularly at Vic Park has been the most rewarding with a very team-oriented environment that has seen a lot of change and progress – but if you think this is the last you’ll hear from him since his decision to ‘retire’ – you should think again. “There’s always more to do,” he said. “There is bit of unfinished business for me and I will be keeping a close eye on the completion of the Lathlain Precinct Redevelopment Project and the Urban Forest Strategy. I think greening our public realm is crucial. “I hope to continue to do some community service in the disability field, but will also be able to focus more on my personal health, do some travel and aim to be bit more self-indulgent.” Keith’s contribution was recently recognised when the Town named the newly opened community building in Lathlain after him – a fitting tribute to his dedication and service to the community over a very long time and a significant portion of his life. “I’m also proud of assisting with the establishment of the Carlise Food Centre, a Uniting Church project, because it met a huge community need of the time, when low income families were struggling and weren’t able to access low cost food, even on welfare.” The Centre, fully run by volunteers only closed around 12 months ago. But it doesn’t stop there, as Keith is credited with being the driver behind the introduction of many more initiatives for the Town, such as the Adopt a Verge program, the Causeway Precinct Plan, the WA Youth Orchestra Music by Moonlight Symphony Concerts, the Sporting Walk of Fame, the Land Optimisation Strategy, the program to remove redundant crossovers which allows more room for planting street trees and much, much more. Most recently he Chaired the Town’s Lathlain Precinct Redevelopment Project Team. Within this project, he is well known as the main driver behind the planning, design and construction of the new community

Who’s in your town?

Getting to grips with technology at Lathlain Playgroup.

Lathlain Playgroup You may have seen the bright, new Keith Hayes Community Centre in Lathlain Place which was completed in early 2017. The building is part of the Town’s $70 million Lathlain Precinct Redevelopment Project, and was built to be occupied by community groups/services, to help make Lathlain a more focal and vibrant place. One of the three tenants located in the building is Lathlain Playgroup. Lathlain Playgroup (previously Lathlain Carlisle Playgroup Inc) is a not for profit organisation that has been providing local families and children (from newborn to five years old) with a playgroup venue for more than 20 years. The playgroup caters for up to 150 culturally diverse families from Carlisle, Cloverdale, East Victoria Park, Kewdale, Lathlain, Rivervale and Victoria Park. The families range from mothers’ groups that wish to meet at a safe and centralised location to new parents in the area looking to be part of a community play centre for their children. Operating from Monday to Friday all year round, including school holidays, each day has a morning and afternoon session, with flexible times depending on the needs of the group. Thanks to being housed in the brand new community building, members have access to a gated venue that has a permanent indoor activity space, an undercover alfresco, and a grassed natureplay outdoor area.

Sam Swain, a parent and member of Lathlain Playgroup, says there’s an inviting atmosphere for both kids and parents. “There’s lots of people that we meet and see out in the community. The kids have fun playing both together and individually, which is important. The new venue is fantastic. It’s just really come together. Sam says the community building ticks all the boxes to hold events and activities no matter what time of year it is. “We have playgroup parties. We’ve done barbecues, and had icy poles, on dreary winter days because we’ve got the room to do it undercover now. It’s been great. My kids love it.” Community events are held across the year where families from the playgroup can meet and socialise, including the popular free Christmas Carnival. Members can host birthday parties at the venue for a nominal fee with all proceeds going towards new toys. Prospective families can take advantage of a free two week trial to see if the playgroup suits them. Firebreaks reminder Are you aware of your responsibilities around clearing inflammable matter on land owned and/or occupied by you? For land 2,000m2 or less, you must remove inflammable matter from the whole of the land, except living things, to a height of no more than 50mm. Optus Stadium and Stadium Park are nearing completion with the official opening event, the Optus Stadium Open Day, scheduled for Sunday 21 January. The free Open Day will run from the early afternoon into the evening and enable ticket holders to walk through the stadium, taste the food and beverage offerings, participate in a variety of family activities and experience the stadium’s state-of-the-art lighting, video and audio systems in action. In Stadium Park, ticket holders will be able to enjoy the public art, explore the nature playgrounds in Chevron Parkland, take part in a range of family activities and enjoy roaming entertainment events, food and music. Sporting Walk of Fame 2018 Know an elite sports legend? Nominations are now open for the Sporting Walk of Fame. The walk is located at Aqualife and honours people who have competed or contributed to sport at an elite level and have a local connection. Nominations close Friday 16 March. METRONET in the Town of Victoria Park The Town of Victoria Park is growing with an expected 19,400 + new dwellings by 2050, amplified transportation and access challenges as the metropolitan region grows and increasing expectations from a new generation of residents wanting to live, work and play close to the city. The State Government has recognised this and through its METRONET project is responding to these challenges through a series of proposed upgrades to the inner city rail network. With plans for a more capable and efficient rail network, the Town of Victoria Park is in a unique situation to get the planning for our future right. We are at perhaps one of the most important times in our planning history where we can establish our ‘future footprint’ with a transit-oriented approach to development – a style of development that focuses on the creation of mixed-use communities with a central node of activity, located within 800-1000 metres walking distance of a transit stop and linked to our existing centres of activity. The future of leisure in the Town Providing recreational services and facilities for the community’s health and wellbeing is an important part of the Town’s purpose and vision. These services are heavily subsidised by ratepayers and so a review has been undertaken to ensure the centres operate in the most efficient way possible. An independent consultant was employed by the Town to review and report on the commercial viability of Aqualife and Leisurelife. After conducting an assessment, which included consulting the community both online and through workshops, a report was produced with a range of recommendations designed to improve the financial sustainability of both centres. This report was completed in December 2016, and the Town is now implementing some of the recommendations. GO Edwards Park GO Edwards Park is being upgraded, with works to be completed early in 2018. The upgrade includes: • installation of upgraded playground equipment including natureplay and a sculptural timber play feature • landscaping, including vegetated swales to filter the storm water that enters the lake • installation of bird hides • construction of stage one of the path network. These improvements will have great environmental and safety benefits for our community and will attract more people to this gem. Find out more online at vicpk.co/goupgrades

Albany Hwy closure Resurfacing works will take place on Albany Highway, between Teddington Road and McMillan Street in early January from 7pm to 5am. Sections of Albany Highway will be temporarily closed during the works and detours will be in place. Footpath access will be maintained at all times. Traffic calming in Lathlain Works to calm Enfield Street in Lathlain have now been completed and the focus has turned to implementing the Lathlain Traffic Management Plan

(LTMP) – a suburb-wide traffic-calming initiative. The purpose of the LTMP is to address speed and safety complaints, looking at the suburb as a whole to ensure that when traffic calming is introduced on one street, the problem isn’t shifted to the next. Community workshops were held in late November to educate people about the reasons for the plan and give them an opportunity to be involved in the detail of where devices are placed. McCallum Park and Taylor Reserve Concept Plan We recently held a community information session for people to find out about our plans for our stretch of the foreshore. Thank you to everyone that attended. The next phase of this project will be all about the detailed design of the river edge, currently planned to begin in March 2018. Like the concept report, the community will have an opportunity to be engaged in the design process and further information on this will be made available shortly. COMMUNITY UPDATE Lathlain Precinct Redevelopment Project Edition 4 | December 2017

Zone 2 Community Activity

Zone 1 Perth Football Club & Community Facility Zone 1 incorporates the development of brand new facilities for the Perth Football Club including multi-purpose/shared spaces that can accommodate community events, activities and programs. The Town and the club are exploring funding opportunities. Planning and works are not expected to start until 2019.

Concept plans for Zone 2 and 2X were endorsed by Council in August and included the vision for active and passive recreation spaces with facilities and amenities for all to enjoy. The first stage of construction will be demolition and removal of some existing infrastructure. Council has awarded a demolition contract to a qualified contractor and the works are expected to be completed by the end of February 2018. Works will include: • demolition and removal of the ablution buildings adjacent to McCartney Crescent • demolition and removal of the concrete apron (eastern end of the ablution building) and associated grated drainage pit • removal of internal fences and gates • removal of bitumen hardstand and bitumen driveway • removal of any concrete footings within the site • demolition and removal of the cottage and outbuilding on Lot 2 (No 36 Goddard Street) The Town has worked with the tenant of 36 Goddard Street to help him find new accommodation which meets his needs. Architectural records have been prepared for both the ablution buildings and for the cottage.


Zone 7 Equitable Access Zone 3 West Coast Eagles Perkins Builders have been appointed as the main building contractor for the construction of the new West Coast Eagles Training, Administration and Community Facility at Lathlain Park. Construction on the site started in late October and is expected to take approximately 16 months. Working hours will be in accordance with the building permit issued by the Town which are Monday to Saturday 7am – 7pm. Zone 6 Community Building At its meeting on 14 February 2017, Council made a decision to officially name the Lathlain Community Centre the Keith Hayes Community Centre in honour of long-serving Councillor Keith Hayes. The Keith Hayes Community Centre was officially opened Sunday 5 November and was a fitting tribute to Mr Hayes, who has served the local community for more than 25 years as a Councillor.

The Town is working with engineers appointed by the West Coast Eagles to work through several items including pathways, stormwater drainage and carpark entry and access as part of the construction of the new training and administration centre.


Active Life Blender bike: Kids’ snacks pedal-powered fun! on-the-go

Family fitness program

Planning to host an event or fundraiser? Hire our blender bike as a healthy and fun way to make delicious pedal-powered smoothies. It’s available for hire at a low cost to schools, sporting clubs, community groups, residents and local businesses in the Town of Victoria Park.

Come along to this hands-on food preparation session and be inspired to create wholesome, fun food your kids will enjoy. Learn some simple ideas to create healthy snacks and lunchboxes for toddlers and school aged children. The kids will be happy too, as there is a fenced playground and lots of activities to keep them busy.

This program is designed for toddlers (15 months - three years) along with mum or dad. It is an interactive program for both the toddlers and their parent to exercise together. Sessions include pram cardio, practical resistance training, obstacle courses and much more. The program can be catered to each individual’s needs and fitness levels.
