BUDGET BRIEF

Dear community,

This year, Council approved a 3% rates increase, representing an average increase for residential properties of $61 a year, or $1.17 per week. Your rates are an investment in the community where you live, giving you access to dozens of services and facilities. The Town identified it would need to increase rates in order to deliver new location-based planning initiatives and activities, increase tree planting programs and provide the levels of service expected by the community. We will also be making improvements to G.O. Edwards Park, the Lathlain Precinct and our patch of the foreshore. Other factors that have contributed, imposed on Council by the State Government, include increases to the cost of street lighting (3.2%), electricity (5.5%) and water (6.0%), as well as new

costs for mandatory auditing to be done through the State’s Office of the Auditor General (an additional $60,000-$80,000 per year). Waste services will also likely increase, due to increases in the State Government’s waste levy, gate fees for landfill, and proposed increases in recycling processing fees. I hope the information contained within this flyer helps you to better understand what your rates are spent on, to provide what the community expects, as well as allow for improvements that will continue to make the Town a dynamic place for everyone.

What do I get for my rates? Council operates 29 service areas that cover services run from facilities such as the library and leisure centres, as well as community development programs, such as events, public art programs and safety initiatives, and operational services with capital works, maintenance and improvements for roads, footpaths, parks and waste collection, plus building and development compliance, strategic and place planning services, environmental health, animal control, local business support, customer and administration services.

How are my rates calculated? Rate

Annual rates

The rates paid on residential property are calculated based on the potential rental value of the premises (gross rental value, or GRV) and the operating requirements of Council. The rates you pay are a proportionate share of what is needed by Council to provide local services and facilities. Annual rates also include waste service charges and the Emergency Services Levy – a charge to all property owners in Western Australia on behalf of the Department of Fire and Emergency Services, to fund fire and emergency services.

How is the GRV determined? All GRVs in the Town are assessed at the same date of valuation by the Valuer-General. Rental evidence is collected at that date and used to determine the fair rental value for each property. The rental value for a house will be influenced by factors such as age, construction, size, car shelters, pools and location. By analysing property rents against their individual attributes and characteristics, it is possible to assess a valuation for all properties, whether they are rented or not.

What do I do if I think my GRV is too high? You can object to the GRV subject to meeting the requirements outlined below. • Your written objection is sent within 60 days of the rates notice being issued. • You provide grounds and supporting reasons which might include:

»» rental evidence at or around the date of valuation which shows the GRV of your property to be too high »» examples which show your GRV is significantly higher than similar properties within your local area. Objecting to the GRV because you consider your rates notice or the increase in rates is too high are not valid reasons and the objection will not be accepted. Do pensioners get a discount on their rates? Rebates are available for eligible concession card holders who own and reside at the property at 1 July of the rates year. • Pensioner Concession or State Concession Card holders can receive a rebate of up to 50% on rates charges (to a maximum of $750). • State Seniors Card holders can receive a rebate of up to 25% (to a maximum of $100). • If you are a holder of both a State Seniors Card and a Commonwealth Seniors Health Card you can also receive a rebate of up to 50%. Retrospective rebates are also available to pensioners and seniors who own and occupy their property at 1 July 2017 and become eligible during the financial year. If your circumstances change (e.g. card type, pension type or change of address) you must notify the Town immediately. To apply for the concession card holder rebate, lodge an application with the Water Corporation online at watercorporation.com.au or by calling 1300 659 951.

Do I have to pay my rates all at once? We understand that sometimes people experience financial hardship which makes it difficult to meet all of their financial commitments when they are due. Please contact the Town’s rates team to arrange a suitable payment arrangement to settle your rates by the end of the financial year.
