Message from the Mayor

His Worship the Mayor Trevor Vaughan P: 9311 8155 M: 0447 374 528 tvaughan@vicpark.wa.gov.au

At the Town of Victoria Park, we strive to be innovators and trailblazers – courageous enough to go where others may be afraid to tread, so that our community has the best initiatives, facilities, infrastructure, services and programs possible.

As you flick through this edition of Life in the Park, you will read about two national initiatives the Town is very proud to have in its midst. The Fathering Project, designed to inspire and equip fathers and father figures to engage positively with their kids, has been launched at East Victoria Park Primary School and Boomerang Bags, an eco-friendly initiative aimed at reducing plastic bag usage and landfill, has arrived in the Town and is building community spirit and sustainability.

For the Town of Victoria Park to keep pace with change, we have to plan now for our future. Please take the time to read the first article in our Growth Series – a series of articles developed so you can understand how the Town plans to keep up with the predicted doubling of its population by 2050. You will also be able to see the progress of the almost completed Perth Stadium and read all about the developments at Lathlain Park in the separate Lathlain Precinct Redevelopment Project update. We’re halfway through the year and the events, upgrades and initiatives keep coming. We have no intention of stopping the momentum of creating the best possible place for people to live, work, play, invest and study.

Mayor Trevor Vaughan

Who’s in your town?

The Fathering Project aims to inspire fathers and father figures to engage positively with their kids.

The Fathering Project Males play an integral role in the shaping of our young children but unfortunately some children miss this important male interaction in their school years with only 12.2% of male teachers in primary schools and 35.2% in secondary schools. And that’s where The Fathering Project steps in. The national initiative was introduced by East Victoria Park Primary School (EVPPS) in March and aims to improve child development outcomes by inspiring and equipping fathers and father figures (grandads, uncles, family friends) to engage positively with their kids. The impact of a good dad will benefit the wellbeing of his kids today and tomorrow. More and more research is being conducted on the benefits of an effective father or father figure in a household. Results have shown that an absent father or father figure in a household leads to an increase in child self-harm, substance abuse and suicide amongst school-aged children. The Fathering Project works together with fathers and father figures to becoming better dads. East Victoria Park Primary School is the first school in the Perth metropolitan area to sign up for The Fathering Project and now has over 40 males in the program. The men will be involved in sharing the enjoyment of their children’s life by having fun with them, learning new skills, building a community of supportive fathers and father figures, creating opportunities which provide fathering time with children and supporting EVPPS to provide a broad and fulfilling educational experience. WHAT’S HAPPENING IN THE TOWN

Freewheelin’ it The Town of Victoria Park is home to the State’s only education support primary school, Carson Street School. Regardless of their disability, all students enjoy bike riding and many ride on specially modified bikes. The school received a school development grant from The Town of Victoria Park which allowed them to celebrate Bike Week at McCallum Park. Despite threatening rain, great fun was had by all. Carson Street School greatly appreciated the assistance received from WA Disabled Sports Association, Technology Assisting Disability WA and K-equip. Kennards Cannington generously donated the use of the large trailer to transport all their bikes.

Student Riley Perrella test drives a hand cycle provided by Andrew Laddawi from Break the Boundary.

Young leaders Two of the Town’s finest young assets have been making us even prouder recently, with Kelsi Forrest and Dylan Collard being nominated for WA Young Achiever Awards. Kelsi and Dylan are members of the Town’s Aboriginal Engagement Strategy Group which was formed to build relationships and respect between Aboriginal and Torres Strait Islander people and other Australians. They are committed to building positive relations and community capacity within the Town of Victoria Park and have been very successful in bringing people together and celebrating diversity. Dylan Collard is a finalist in the category of Australia Community Service and Volunteering Award. We will keep you updated regarding the winner but we’re so proud these young people are part of our Town and its future. Above: Kelsi Forrest and Dylan Collard are nominated for the WA Young Achiever Awards.

Tax Help Centre The Town of Victoria Park’s Digital Hub is partnering with the Australian Taxation Office (ATO) to run the Tax Help program from mid-July to October 2017. Tax Help is a network of trained volunteers who help people on low incomes prepare their basic individual tax returns. Tax Help volunteers can assist eligible taxpayers in the following areas: • completing straightforward personal tax returns using myTax • completing applications for refund of imputation credits • completing a non-lodgment advice for those who do not need to submit a tax return. If your income is around $50,000 or less for the year, you may be eligible for Tax Help. Bookings are essential by calling 9329 4238. For more information on Tax Help, visit our website.

Perth Stadium is 78% complete.

Perth Stadium Update Construction of Perth Stadium, located on the Burswood Peninsula, is 78% complete and remains on schedule. Over 1,100 workers are currently on site, which is expected to peak at more than 1,200 in the coming month. The LED ribbon advertising boards plus the two 340sqm giant screens have been installed and pre-commissioning testing has commenced. Further testing will be undertaken in the coming months with further 24-hour testing of the coloured lights required intermittently. Further details about the pre-commissioning testing will be available on the Construction Impacts page on the Perth Stadium website (perthstadium.com.au). Site works are also underway to prepare the playing surface for rollout of the turf. Drainage, irrigation systems, conduits and other below ground equipment are currently being installed, which will be completed by mid-2017 and then turf installation will commence. The Perth Stadium Rail Station is over 93% complete and on schedule to be completed in late-2017 ahead of a thorough commission and testing phase.

Low income earners may be eligible for Tax Help at our Digital Hub.

Further information on the project plus updated artist impressions are available at perthstadium.com.au.

WHAT’S HAPPENING IN THE TOWN

Growth Series Part 1: The Town’s Density Targets Welcome to Part 1 of the Growth Series – a series of articles which will explore the projected population growth for the Town and what that means on a practical level for our residents. Despite the recent economic downturn, Western Australia is expected to increase its population in the long term. The State Government is planning for this continued growth by promoting infill within existing urban areas, rather than expanding the city further on the outer fringe. To achieve this, the State Government has allocated dwelling targets to each metropolitan local government as part of its Perth & Peel @ 3.5million strategic plan. This plan aims at accommodating a population of 3.5 million people in the Perth Metropolitan Region by 2050. The Town of Victoria Park has been allocated a target of providing for an additional 19,400 dwellings by 2050 on top of the 15,921 dwellings in existence in 2011. This will see the Town’s population more than double in the next 30-35 years. The dwelling growth is expected to be gradual and will continue the transformation of the Town into a bustling inner urban neighbourhood. Capitalising

Burswood Peninsula

on the increased residential population and office employees, the main Albany Highway strip and smaller centres such as Archer Street and Lathlain Place will become even more vibrant, bustling hubs of activity with a variety of shops, cafes and offices. Growth will be focused on key areas such as along Albany Highway, the Burswood Peninsula and the Causeway Precinct, in Technology Park and on the Curtin University campus as well as some higher densities around the train stations. Existing residential neighbourhoods are expected to be retained at lower densities to allow for a diversity of housing options including family homes. We are now starting to plan for this growth. This includes making sure the Town’s social infrastructure keeps pace with the growing population, that parks and open spaces are still meeting the needs and expectations of this growing community and our existing transport system and servicing infrastructure can cope with the additional demand. There will be an opportunity for you to be involved in the planning for this growth as part of the preparation of the Town’s Local Planning Strategy. Keep your eyes open for more information in the next Life in the Park.

2017 Gross Rental Values Every three years the Valuer General assesses using Gross Rental Value (GRV), all the rateable properties within the Town. This is known as a General Valuation. The valuation is a fair and independent assessment of the rental earning potential for the property which is therefore rated by its current earning potential, rather than its re-sale value. The 2017/18 GRV has a date valuation of 1 August 2015. For further information contact the Valuer Generals Office on 9273 7373 or visit landgate.wa.gov.au.

Boomerang Bags in Town Preferring reusable bags instead of single-use plastic ones is a no-brainer. But it seems we need a bit of a nudge to get us to do it every time we visit the shops. Mostly, we forget to bring our own. So a group of Victoria Park women are doing their best to make the community plastic bag free with Boomerang Bags arriving in the Town. The initiative, which is part of a nationwide approach, aims to place handmade, re-usable material bags in strategic locations throughout the Town for community members to use if they forget to bring bags from home. Driven by local residents Flavia Pardini and Jenna Morris, the Victoria Park chapter meets every Sunday to sew bags at the Vic Park Mini Lab. So far there has been great support, with lots of community members offering to jump on sewing machines to whip up a couple of bags in their spare time. “It’s such a fun, easy and positive way to help our community, and what a great way to get children involved in the environment, sustainability and teaching them from an early age to be plastic-free wherever possible,” Flavia said. We’re always looking for more people – everyone is welcome. Even those who have no sewing skills can come and we will find them a job. There’s always cutting, ironing, screen printing pockets with the logo or even making cups of tea that are always helpful! And fabric donations or reusable shopping bags that can be recycled are always appreciated. For more information, check out the Facebook group Boomerang Bags Vic Park or drop us a line at bbvicpark@gmail.com.
