Welcome Message from Townsville Enterprise CEO Welcome to the fifth edition of Townsville Enterprise’s annual economic development and investment publication, Opportunity Townsville North Queensland (OTNQ). Here you will find a comprehensive guide into the established and developing industries in the region, provided through informative overviews of projects recently delivered, under construction or in various stages of development. Townsville North Queensland encompasses five major regional centres: Townsville, Charters Towers, Burdekin, Palm Island and Hinchinbrook. The region contributes over $16B annually to the Queensland economy and is home to nearly 240,000 people. The region has one of the most diverse economic bases in Australia and enjoys a stunning natural environment that provides tourism growth opportunities and an attractive lifestyle for its residents. Over the past 18 months, the unprecedented COVID-19 pandemic has impacted economies across the globe exponentially. Whilst Townsville North Queensland’s local economy has not be immune to the impacts of COVID-19, the region has weathered the storm well with many sectors recording strong growth and a positive outlook. The disparity between those booming and those bleeding distorts our current and predicted economic conditions which has created a two-speed economy for our region. Positively, however, we are well placed for long-term economic recovery due to the diversity and strategic location of Townsville and North Queensland. From our strengths in agriculture in the Burdekin and Hinchinbrook, one of the richest minerals provinces to the west from Charters Towers and beyond, the largest defence base in the nation right here in Townsville, our world class port, leading health, education and marine science research centres, the Great Barrier Reef to our east, the list goes on. It is key to not view these natural and built assets in isolation, but instead as a collective, and we see it as our role to tell the story of their linkages and what the opportunities can be for our region, our state, and our nation when these strengths are leveraged. With targeted support we have the capacity to deliver the jobs, sovereignty, and economic prosperity critical to our nation’s recovery and future resilience. When Townsville Enterprise met with Prime Minister Scott Morrison in Canberra in February 2021 we were encouraged by his firm focus on securing Australia’s supply chains, particularly critical minerals and agriculture, which he acknowledged plays to the North’s strengths. We also discussed opportunities our region is presenting in the innovation and Defence sectors, through projects such as the Simulation and Soldier Systems of Excellence (otherwise known as NQ SPARK), the AustraliaSingapore Military Training Initiative, and the potential of TropIQ through the unique confluence of education, health and Defence, through our world leading institutions in James Cook University and the Townsville University Hospital with Lavarack Barracks. There is no other place in Australia that has this advantage. During this period we were thrilled to assist with the launch of the first stage of the Museum of Underwater Art. There hasn’t been many new tourism experiences of this scale launched during

the pandemic and with full funding for the additional stages on Magnetic Island and Palm Island now secured we look forward to this project supporting the recovery of our region and help to rebuild the international market when borders do reopen. Not only have we seen the launch of a new reef tourism experience, but one of Australia’s newest stadiums opened in Townsville last year with of our wonderful Queensland Country Bank Stadium. Whilst COVID made 2020 a challenging year to fill this venue we look forward to consistently seeing capacity crowds back as we look to life beyond lockdowns and border closures with the vaccine rollout now underway. Over the past 12 months our region also secured some significant State and Federal Government funding commitments towards key infrastructure projects. The State Government committed $30M to Big Rocks Weir, support to sustain Glencore’s operations, an implementation agreement with Copperstring 2.0, $10 million to complete DriveIt NQ, $4 million for the Townsville Sailing Club, $1 million for Phase 3 of the Museum of Underwater Art, and the Paluma to Wallaman Falls Trail Business Case is underway. Additionally, the Federal Government has provided the full $80M in funding for the upgrade of Reef HQ, $1.5 million for Magnetic Island walking trails, and $15M towards Townsville’s Royal Flying Doctors Service. $140M is also allocated for City Deal funding. The important role our region plays in energy generation cannot be overstated, where projects such as CopperString 2.0 are leading the charge in driving down the costs of energy for industry and businesses in North Queensland, which has also been acting as a direct impediment to growing private investment into our region. We know demand for critical minerals such as copper and zinc will double by 2050 and lowering the cost of energy will see some of the $720 Billion in untapped minerals in the North West Minerals province unlocked. Additionally, Hydrogen is playing an important role as a part of our energy mix and new hydrogen developments at the Sun Metals Zinc Refinery and potential Hells Gates Pumped Storage can contribute to securing reliable and affordable power in North Queensland and creating new export industries. Our message to Unlock the North has been a concept that was about seeing opportunity through adversity and promoting the important role the North can play in not just the economic recovery of Queensland but also as the engine room for the economic recovery for Australia. CASE STUDY: From Townsville to the Globe (feat. LiXiA) North Queensland is home to some of the world’s best innovators and when it comes to revolutionary infrastructure maintenance technology, LiXiA is leading the way. The startup was born out of Rockfield Technologies Australia’s HQ in Townsville, in collaboration with James Cook University. Govinda Pandey is the Managing Director and Co-Founder of LiXiA, which developed the LiXiA PUKs (Pervasive, Ubiquitous Knowledge sensors) that collect data, process it with cloud-based artificial intelligence and alert users with details. They are installed on critical infrastructure like bridges, utilities and light poles. Govinda explains the benefits and challenges of developing a world-class product in Townsville North Queensland. Why is Townsville as well placed as any major capital city in the world, to build a successful startup like LiXiA? We have well established and reputable universities, research organisations and educational institutions. JCU, in particular, was one of the first universities in Australia to start an undergraduate engineering degree in the Internet of Things (IoT). We also have diversified traditional industries such as agriculture, mining, logistics, infrastructure, tourism and defence. They all are looking to go through digital transformation to remain globally competitive. This requires bespoke technological solutions. Townsville also has a great lifestyle and, if marketed well, has potential to attract talent both nationally and internationally. What extra benefits were there by developing this technology in a regional area? Start-ups get noticed very quickly in regional areas. This helps enterprises at a very early stage in building networks and seeking support from the community

and all levels of government. There are a lot of challenges that we have in regional areas that can be addressed through technology. Hence the initial market and lead customers are here in the region to co-develop and pilot solutions. How about challenges? The lack of a tech ecosystem and startup culture is a challenge. Getting seed funding to cross the valley of death can be very excruciating and requires pitching to angle investors in major capital cities. Sometimes getting access to talent can be a bit harder. Solving problems for the industries that are not co-located in the region would be a big challenge as you are not close to your customer. Why has LiXiA decided to keep their operations in Townsville, and manufacture the product in Australia? Despite its size and influence, the infrastructure industry has always been very traditional, rigid and resistant to change. We saw this as a great opportunity to connect IoT with this

industry and accelerate it into the digital era. We received early interests from Energy Queensland and the Townsville City Council, both co-located near our head office. Given our roots, networks and co-location with lead users, and our overarching ambition to reshape the landscape in North Queensland with high-tech jobs for future generations, Townsville is pivotal to us. What does the region need to do to continue fostering business ventures, like this one? Townsville needs to build its own brand in the tech space. For this we need to build a tech ecosystem and a critical mass of tech entrepreneurs. Now with the democratisation of knowledge, technology and funding, tech industry clusters can develop anywhere on the planet. We have a diversity of traditional industries in Townsville. This offers a great opportunity for Townsville to be the testbed for product development that will not only serve local industries but can create globally scalable tech companies.

In February 2020, Townsville opened the Queensland Country Bank Stadium. A $293.5M infrastructure project, jointly funded by the State and Federal Government. The 25,000 seat, world class stadium is in the heart of Townsville City, offering a new home for the North Queensland Toyota Cowboys and providing critical infrastructure for major events attraction.

The $50M North Queensland Cowboys Centre of Excellence is located adjacent to the Stadium. The Centre offers multi-sport high-performance training spaces, sports medicine and sports science laboratories, and a community training field. The Cowboys have partnering with James Cook University in the complex, which now also houses the club’s operations and combine community areas.

The Haughton Pipeline Duplication project is one of the biggest infrastructure projects in the region’s history, helping to secure future water supply for the city of Townsville and northern Queensland. Stage 1 of the project (valued at $100 million) has been recently completed, already creating over 640 local jobs.

Goldtower Central is North Queensland’s newest and most coveted, privately owned and managed commercial precinct. Conveniently located on the Flinders Highway bypass through Charters Towers, the development is positioned to be home to a series of the region’s mining, agriculture and defence projects.

MATER HOSPITAL REDEVELOPMENT - STAGE 1 VALUE: $52 MILLION Stage 1 of the Mater Hospital Master Plan is a $52 million development completed in mid 2020. The project has delivered a new X-Ray facility, digital Operating Theatres, a new Day Surgery Unit and a new Hospital entrance.

BWGCOLMAN RETAIL PRECINCT STAGE 2 (PALM ISLAND) VALUE: $10 MILLION In February 2020, Palm Island welcomed a new $10 million Bwgcolman Retail Centre. The project has provided 570m2 of retail space and 570m2 of commercial space.

VICTORIA MILL 80 TONNE EVAPORATOR VALUE: $10 MILLION Based in the Hinchinbrook region, Wilmar Sugar Australia has recently completed construction of an 80-tonne evaporator for the Victoria Mill in Ingham. This was a capital project worth more than $10 million and was one of the biggest fabrication projects ever undertaken by the company.

MUSEUM OF UNDERWATER ART - STAGE 1 VALUE: $10 MILLION Stage One of the Museum of Underwater Art (MOUA) in Townsville North Queensland officially launched on 1 August 2020 with tours commencing to the Coral Greenhouse installation at John Brewer Reef. The Museum of Underwater Art (MOUA) in Townsville North Queensland comprises of a series of installations by renowned underwater sculptor Jason deCaires Taylor that highlight reef conservation, restoration, and education. The total project is valued at approximately $10 million with Stage 2 and 3 currently underway. As the only underwater art museum in the Southern Hemisphere, MOUA is a beautiful and innovative blend of art, science, culture and conservation.

HAUGHTON SOLAR FARM 100MW PACIFIC HYDRO VALUE: $2.5 MILLION The Haughton solar farm is 60km south-east of Townsville, Burdekin Shire, Queensland, Australia. It will have an installed capacity of 500MW, of which the first 100MW is complete. Over the life of the solar farm, Pacific Hydro will directly invest more than $2.5 million into the region.

AYR HEALTH SERVICES UPGRADE VALUE: $2.48 MILLION A recently completed $2.48 million upgrade has facilitated further clinical services and improved patient flow within the hospital. The Ayr Health Service provides inpatient, outpatient, emergency, surgical and maternity services.

GOLDTOWER DEVELOPMENT STAGE 2 VALUE: $10 MILLION

Stage 2 of the Goldtower project will include more large bulky goods precincts, tourism retail product, Poppet Head Plaza and iconic tourism features such as mosaic murals with over 700,000 tiles depicting Charters Towers historical moments in time.

RAVENSWOOD GOLD EXPANSION VALUE: $65 MILLION

Ravenswood Gold is currently undertaking a major expansion of the Ravenswood mine in North Queensland, creating more than 160 new jobs and spending more than $65 million on goods and services from businesses in Ravenswood, Townsville, Charters Towers and the Burdekin.

SUN METALS ZINC REFINERY EXPANSION

This expansion project aims to deliver new facilities at the existing Sun Metals Corporation zinc refinery, including a new electrolysis building, ferric oxide facilities, and leaching and purification areas. These works are required to increase production at the plant.

Townsville Airport is the gateway to North Queensland and plays an important role in providing a first and last impression for travellers and visitors. Until COVID-19, Townsville Airport was the 11th busiest airport in Australia, supporting 3,000+ jobs and contributing $420M to the economy annually. It is a major economic enabler for North Queensland. In 2019, Townsville Airport management was successful in securing a loan from the Northern Australia Infrastructure Facility (NAIF), enabling early works to proceed. A refresh of the terminal design has progressed well, and roof and other related works have been completed.

Located in Far-North Queensland 270km north west of Townsville the Kidston Pumped Storage Hydro Project will utilise two existing mining pits as a closed loop system to transfer water from the upper and lower reservoirs. Generating 250MW of peak power production over an 8-hour period that feeds into the national electricity network. Construction commenced in May 2021 and will have 800 people involved in the construction over the next 3+ years.

Two elements of the terminal redevelopment project will commence in 2021, the reconfiguration of check-in and the construction of a new security screening point.

Haughton Pipeline Stage 2 work will involve construction around 28-30 kilometres of pipe as well as the construction of a new pump station and high voltage power supply infrastructure.

The $60M Big Rocks project will see construction of a 188 metre long, 10,000 ML capacity weir at Big Rocks, north of Charters Towers. Townsville, Australia has been selected as one of three strategic locations to build and operate a state of the art Lithium Ion battery manufacturing facility, and Australia’s first Gigafactory.

CopperString 2.0 is a 1,100km long, high-voltage transmission network that will increase the value of mine production in the North West Minerals Province by up to $154 billion over 30 years. The project will provide the National Electricity Market access to some of Queensland’s most efficient and geographically diverse wind and solar resources.

Townsville is ideally located for the creation of a Hydrogen Hub powered by predominantly green energy. With a multitude of renewable energy projects proposed or under construction in the region, Townsville is uniquely placed to contribute to supplying green hydrogen to domestic and export markets. There are currently a number of hydrogen production projects in development. These include initiatives from Ark Energy (Sun Metals), Edify Energy, and a combined project led by Origin Energy and Kawasaki. Council in June 2021 established a license agreement with Townsville Hydrogen, a local joint venture which is investigating the feasibility of hydrogen production in the region, on land at the Mount St John Wastewater Treatment Plant.

HELLS GATES DAM IRRIGATION SCHEME The Hells Gates Dam (HGD) Irrigation Scheme business case proposes a dam capable of storing 2,100 GL of water and three downstream weirs designed to open 50,000 hectares of newly irrigated prime agricultural area. The HGD Irrigation Scheme is located approximately 120km north of Charters Towers and 160km northwest of the newly expanded Townsville port.

The Burdekin Shire Council proposes to develop additional land for industrial purposes in Ayr as the existing industrial estate is now close to capacity. Land owned by Council and previously identified for future expansion of the estate is partly affected by a State Government ‘wetland’ overlay that impacts its future development. The Council has therefore recently purchased additional vacant land adjoining the existing industrial estate, undertaken detailed engineering designs and obtained relevant planning approvals to enable the land to be reconfigured into a number of industrial lots. Benefits of the irrigation scheme include construction jobs and the expansion of existing communities with significant numbers of long-term agricultural jobs, smart farming practices and training. AYR MACRO-ALGAE BIOREMEDIATION DEMONSTRATION The proposed project involves the construction of a demonstration facility using fresh water macro-algae to remediate nitrogen and phosphorus from the discharge effluent of the Ayr/Brandon Waste Water Treatment Plant (WWTP). These two nutrients represent a significant threat to the ongoing health of the Great Barrier Reef. Research trials undertaken with JCU indicate the algae can significantly reduce the levels of nitrogen and phosphorus from the wastewater produced by the WWTP. The Burdekin Shire Council is working in partnership with Pacific Biotechnologies Pty Ltd, which holds the intellectual property for the macro-algae treatment process, to secure funding to build the demonstration facility at the Ayr/Brandon STP. The Council has recently commenced a small-scale trial replica algal treatment system at the Ayr Brandon Waste Water Treatment Plant with JCU and Pacific Bio.

The North Australia Cultural Precinct (NACP) will be an essential hub to access for concerts and visual arts for the region. The proposed facility would include a purpose-built concert hall and accompanying visual art, cultural and administrative facilities. The cultural precinct project would deliver significant socioeconomic benefits, including increased visitor numbers generating economic activity and enhanced Indigenous storytelling through art and performances.

The pumped hydro scheme will have the capacity to produce 808MW of green reliable energy, integrated into the Northern Electricity Grid. The project will be linked to existing solar farms in the region, maximising renewable energy outputs in North Queensland

TROPIQ TropiQ is a tropical intelligence and health precinct development in North Australia’s largest city – Townsville. The precinct is home to two of Townsville’s biggest powerhouses, James Cook University and Townsville University Hospital and a range of other health, education, research and innovation enterprises such as CSIRO, Tec-NQ, Australian Institute for Tropical Health and Medicine and ARC Centre of Excellence for Coral Reef Studies.

Hinchinbrook Shire Council’s Dungeness Marine Access Upgrade project is estimated at a value of $5.4 million and will involve increasing the main channel depth, the construction of a rock-armoured retaining wall and beach replenishment. Secondly, the project involves the redevelopment of the Dungeness Boat Ramp carpark and recreation area which was completed in 2021.

The NQ ICT Centre of Excellence will grow the ICT workforce in North Queensland through partnerships between government and private providers to establish and expand the skills required to build a sustainable ICT workforce in the North Queensland region. Replicating partnerships similar to other locations (e.g. the Digital Transformation Centre in Adelaide), the NQ ICT Centre of Excellence will build a critical mass of “like” resources in the region. This in turn will then attract other projects to the North Queensland Region and will create a highly skilled and sustainable workforce in the region. The region’s closest access point to the Great Barrier Reef is the Dungeness Enterprise Channel located in Lucinda, North Queensland. From Dungeness it is a short 20-minute boat transfer to Hinchinbrook island or a 90 minute transfer to outer Great Barrier Reef (approximately 30 minutes less than Townsville) with the area sitting at nearly 34% for fishing participation of any region of the State. Currently, Dungeness’ access is dependent on tides and the limited infrastructure poses significant limitations and safety concerns.

The co-location of these sizable institutions sees a significant advantage for Townsville in leveraging their cumulative offerings to attract new talent, new innovations and a new knowledge-based economy to Townsville. The $5.9 billion TropiQ development is a key deliverable of the Townsville City Deal under the Health and Knowledge Strategy and is also recognised as an important economic driver within the North Queensland Regional Plan.

ROAD AND RAIL Cost-competitive supply chains offers accessibility to local and regional markets via a combination of road connectivity (Townsville Ring Road, Bruce Highway, and Flinders Highway) and rail (passenger and freight). Queensland Rail utilises Townsville as its northern passenger hub and offers scheduled services to a range of destinations. Rail freight operators Aurizon and Pacific National offer a full range of general, container, bulk and intermodal freight services throughout Queensland and interstate from their Townsville terminals. Planned major infrastructure developments, such as the Townsville Eastern Access Rail Corridor (TEARC) project will enable improved connectivity between the port, Mount Isa and Northern Queensland. For local and other business alike, further efficiencies will be made available through increased capacity, improved flood immunity, reduced maintenance, and contributions to the economy and regional growth. CASE STUDY: Bravus Mining & Resources Townsville is the proud home of the Bravus Mining & Resources headquarters, providing hundreds of local jobs, and the Townsville Airport serving as one of two FIFO hubs for the Carmichael Project. As of early 2021, more than $2.2 billion in contracts had been signed for the construction of the Carmichael Mine and Rail project and more than 2,600 direct jobs delivered, supporting thousands of indirect jobs. This will inject more than an estimated $100 million into our local economy each year. The Carmichael Mine is located in the North Galilee Basin, more than 300kms from the Queensland coastline and approximately 160kms north-west of Clermont in regional Queensland. This decision and efforts to get the rest of the Galilee projects on track will help restore Queensland’s investment certainty and assist the future growth and prosperity of Townsville, north Queensland. Through its community investment program, Bravus Mining & Resources has awarded more than $1.5 million in funding and sponsorship since 2018 to organisations across Townsville and north Queensland including Cowboys House, William Ross State School, Northern Rays, Selectability, Youth With a Mission (YWAM) Townsville, MS Townsville and Volunteering North Queensland. Ravenswood Gold Expansion Ravenswood Gold has recently undertaken a major expansion of the Ravenswood mine in North Queensland, creating more than 160 new jobs and spending more than $50 million on goods from businesses in Ravenswood, Townsville, Charters Towers and the Burdekin. The mine has secured a 254-person workforce and is set to bring on an additional 60 permanent roles and more than 100 construction jobs during 2021 with a further 40 permanent roles in 2022.

Sconi Project Australian Mines (ASX: AUZ) Sconi Project at Greenvale will include a 2 million tonnes per annum ore processing plant, producing an estimated 47,000 tonnes of nickel sulphate and approximately 7,000 tonnes of cobalt sulphate per annum over its initial 30year life. The proposed $1.5 billion project is estimated to support 800 jobs and increase Gross Regional Product by $2.2 billion over the life of the mine.

The existing Shoalwater Bay Training Area in Central Queensland is being expanded and a new training area is being established near Townsville at Greenvale in North Queensland. These training areas, with a total value of $2.25 billion, will be owned and managed by the Australian Government. ASMTI will deliver not one, but two networked, all-weather, all-season training ranges. Supported by the Army Combat Training Centre with the world’s best simulationenabled training. Tourism & Hospitality Despite the global impacts of COVID-19, the commencement of 2021 saw Townsville North Queensland’s tourism and hospitality industry start to experience a strong recovery. The region’s strengths in domestic tourism, our diversified visitor base and the regional management of COVID-19, has seen the region experience some of the highest hotel occupancy rates in the State throughout the pandemic. The region’s tourism and events sector supports approximately 8,000 direct and indirect jobs and contributes $1.2B to the regional economy. Each year the region welcomes more than 3 million visitors. Reef HQ Aquarium has been a major tourism attraction for the Townsville North Queensland region for more than 30 years. Each year the Aquarium welcomes more than 140,000 visitors and provides a visitor experience which is linked to education about the Great Barrier Reef. To date $80.1M has been invested from the Australian Government to assist in upgrading the coral reef exhibit, predator tank, Turtle Hospital and back of house areas. The facility will also see major upgrades to the maintenance and animal life support systems, new exhibits and a more modern facade, foyer and admissions area. Construction has recently commenced on the facilities.

Museum of Underwater Art The Museum of Underwater Art (MOUA) in Townsville North Queensland comprises of a series of installations by renowned underwater sculptor Jason deCaires Taylor that highlight reef conservation, restoration, and education. The total project is valued at approximately $10 million. Stage one of the project, works at John Brewer Reef was launched in August 2020. This tourism project is one of national significance, it is the only underwater art museum in the Southern Hemisphere, and is regarded as a beautiful and innovative blend of art, science, culture and conservation.

Townsville Port is the country’s biggest exporter of copper, lead, zinc, fertiliser and sugar, and is a vital part of the supply chain for mining and agricultural communities west to Mount Isa, north to Cairns and south to Mackay.

The Port is driving the redevelopment of the 10-hectare tourism and marine precinct that is linking the Quayside Cruise Terminal with Palmer Street on the eastern bank of Ross Creek, as well as Reef HQ, the ferry terminal and casino on the west bank. Along with private sector investment in the new ferry terminal and hotel complex, the Port is working to create a single waterfront destination.

As Northern Australia’s transport link to the world, the Port has a unique opportunity to protect the living environment whilst diversifying its business; ensuring that it continues to drive success for its customers, shareholders, employees and community. In March 2020, the Port commenced the largest infrastructure project in its 156-year history – the Channel Upgrade Project. The first stage of the Project is the construction of a rock wall that will protect a 62-hectare reclamation area at the eastern end of the Port. This will be followed by channel

Townsville Hospital & Health Service Townsville Hospital and Health Service employs more than 6,500 staff to provide comprehensive care to the region across 21 hospital and health facilities covering a geographic expanse extending north to Cardwell, south to Home Hill, west to Richmond and east to Magnetic and Palm Islands. Townsville University Hospital is the major tertiary hospital for northern Australia, servicing a catchment of almost 800,000 stretching from Mackay in the south, north to the Torres Strait Islands and west to the Northern Territory border. The complexity of care delivered from Townsville University Hospital includes paediatric intensive care, high-risk fetal maternal medicine, cardiology, cardiac surgery, neurosurgery, neonatology, cancer care, rehabilitation, emergency care, obstetrics and gynaecology, and medical and surgical services. Closing the Gap in Indigenous health outcomes is key to our strategic agenda. In 2021, Townsville Hospital and Health Service is developing a $17 million hybrid operating theatre, undertaking a $10.5 million refurbishment of its adult acute mental health unit and

planning the delivery of renal services in Ingham and Charters Towers. A preliminary business case for the next 15 years of healthcare in North Queensland has also begun to support the Townsville Hospital and Health Service’s Master Plan. The plan outlines the large-scale development and significant investment required to meet the growing and changing healthcare needs of our communities.
