According to Francis, the existing four-paragraph long ordinance is not clear either to officials or violators. At a public hearing on Feb. 29, Ken Slater, an attorney with Halloran and Sage, said that the better practice was to have a “road map” for
both sides of the issue that refers to state statutes. The new ordinance describes the appointment of Citation Officers, the issuing of notices, fine collection, and hearings. As currently proposed, the new ordinance is about three pages long.

Thanks to a grant from the Community Foundation of Middlesex County, robots from five LEGO WeDo Robotics sets will be rolling around the Durham Public Library. This $1,272 grant enables the Durham Public Library to provide programs that encourage children in grades 3 to 6 to explore science and
engineering topics in a fun and creative way. The LEGO WeDo Robotics kits allow children to build a variety of simple machines using LEGO bricks, motors, and sensors and then program their creations using a simple drag-and-drop interface that encourages logical reasoning and sequencing skills. “Elementary-aged children are particularly interested in programs that focus on hands-on learning
and creativity,” says Children’s Librarian Christine Michaud, “and they love LEGOs.” Programs with the robots began in February. The next program using the kits will be held Monday, March 28 from 6:30 to 8 p.m. Registration is required. “The demand for these programs is high,” Michaud concluded, “and we are very excited that this grant will enable us to offer them.”
The Board of Education, at its regular meeting on March 9, looked at the staffing in the proposed 2016-2017 school budget with much of the discussion focused on the new position of Director of Organizational Development. The budget was proposed by Superintendent of Schools Kathryn Veronesi, after working with the administrative team, on Feb. 17 with a 1.48 percent decrease from the current school year’s budget. That reduction, the equivalent of $528,124, is largely the result of savings in benefits and reduced costs associated with the closing of Korn Elementary School. The proposed elimination of over 15 Full Time Equivalents also helped control the budget, with the salary line increasing by just over $8,000. Veronesi gave the board a presentation about staffing, starting with a report on projected class sizes. “We continue to be within the Board of Education recommended class sizes in all areas,” Veronesi said. Staffing class room sizes were in the high teens, from the high of 19.5, at Memorial’s fourth grade and Lyman Elementary School’s 3/4 grade, to a low of 14.8 for Brewster’s second grade. Declining enrollment is expected to continue, first impacting the lower grades. Veronesi said, “We will, over the course of the next several years, probably see a decrease in the headcount of classroom teachers in the elementary schools.” Coginchaug Regional High School will have a range of class sizes, and board members asked about some of the figures that looked low. According to Veronesi, the addition of new AP/UConn courses spread the students around more. An AP science course could have as few as six students, but science classes also hit a high of 24 students. The impact of declining enrollment will move up from the lower grades to CRHS. Veronesi said, “These next few years will be a time to look at the high school carefully. We can’t just do that during budget season.” The music department at CRHS and within the district also came under scrutiny from board members. With CRHS’ band and chorus teachers both retiring at the end of this year, board members asked if this presented an opportunity to reconfigure and reduce staffing. Veronesi said that the administrative team spent a lot of time looking at the music positions and concluded, “In order to meet the programming structure that we’ve developed here and the high quality programming that we have here, we choose to move forward with the same staffing.” There is some sharing of music staff between the schools. Korn and Lyman share a band teacher. Lyman and CRHS each share a music teacher with Strong. The addition of an administrative level position, a Director of Organizational Development, drew the most attention in the three-hour long meeting.
The Director of Organizational Development would be responsible for professional development, partnerships with outside entities like universities, teacher and administrator evaluation, budget issues and grant-writing. The position would also be responsible for interviewing and orientation, employee certification, and meeting regulatory requirements. Those responsibilities are currently spread about within Central Office. BOE member Nancy Boyle said that some of those responsibilities were part of the description of a Human Resources employee proposed but removed from the budget last year. “I’m looking to save money,” said Boyle who added that she was particularly reluctant to add a position at the administrative level. The proposed budget has a net loss of one administrator after the addition of the Director of Organizational Development with the closing of Korn and the cut of the Special Education Coordinator. BOE member Francis Willett asked if cuts could be found to fund that position. BOE member Jeremy Renninghoff asked how long before an assistant would be attached to that position. As an administrative level position, the job is budgeted with a $130,000 per year salary line plus benefits. BOE Chair Kerrie Flanagan noted that some of the

After closing for the winter and renovations on December 25, 2015, the Apple Barrel at Lyman Orchards will reopen for business on Saturday, March 19. The 2016 season will mark the 275th anniversary of Lyman Orchards, a milestone the institution plans to recognize with festivals, celebrations, and a new logo created just for the birthday, technically called a bicenterquasquigenary. Closing for the winter allowed for interior renovations. “We’ve made some im-
provements to the Apple Barrel with a strong focus on customer experience,” said Steve Ciskowski, President and CEO of Lyman Orchards. “We’ve expanded our menu to include more dining options, renovated and expanded the restrooms, updated the layout of the store and included more seating options. We think the changes are going to be well-received and offer the best possible experience when visiting this season.” The Apple Barrel will return with its produce, cider, and award-winning Hi Top pies, and will also bring a new focus on local products and introduce a Sweet Rewards Card discount program.

Up in smoke Vaping is trending, as they say — but is it any safer than smoking? Not necessarily, and the federal Centers for Disease Control and Prevention is concerned. Cigarette smoking is generally down, both across the country and in this state. A 2015 DataHaven Community Wellbeing Survey of 16,219 randomly selected Connecticut adults showed that smoking had dropped off by five percentage points over three years. The same survey showed that more people in the 35-to-54 age group are at least trying to quit. The younger adult (18 to 34) segment of smokers, however, can be strongly attracted to electronic smoking alternatives: new forms of nicotine delivery that don’t involve burning, instead using battery power to vaporize a liquid that usually contains both a flavoring agent and nicotine. “It seems to resonate more with them,” Yale professor of psychiatry Suchitra Krishnan-Sarin told a reporter. “It’s a technological product at this point, like their iPhones. They can charge it, or
play around with the flavors.” It’s a new subculture, really, with its own technology and its own jargon, and the marketers are out there in force to take advantage — with in-store advertising and websites that cater to this evolving youth market. The devices themselves come in a pleasing array of colors and have a pleasingly hightech look. The “juice” comes in flavors including Rainbow Candy, Cappuccino, Peppermint Twist, Rum and Cola and hundreds more. A recent glance at the website for V4L (which means, without apparent irony, “Vape 4 Life”) reveals a vast array of E Cigarettes, Vape Starter Kits, Vape Juice, Accessories, Advanced Accessories, and the E Juice Flavor of the Week: Sweet Orange. While it may be encouraging to think that many of those trying e-cigarettes are simply trying to quit smoking, it is not at all encouraging to speculate as to what message the adolescent, notyet-smoking population is receiving, especially with ads that seem to target a young demographic.

“Most e-cigarettes contain nicotine,” warns the CDC, “which causes addiction, may harm brain development, and could lead to continued tobacco product use among youth.” Furthermore, “spending to advertise e-cigarettes has increased rapidly since 2011,” and most middleand high-school students are exposed to such ads. So, without even considering the reports of e-cigarettes that have exploded, they are not “safe,” by any reasonable meaning of the word. The states may be taking reasonable measures to regulate this new “vaping” industry, but we fear that it won’t be any more effective than their efforts on smoking cessation. The CDC again: “In fiscal year 2016, states will collect $25.8 billion from tobacco taxes and legal settlements but will only spend $468 million — less than 2 percent — on prevention and cessation programs. Currently, only one state (North Dakota) funds tobacco control programs at CDC’s ‘recommended’ level. Only four other states See Vaping / Page 16
Leave Main Street be To the editor: I will be the first to admit that living on Main Street isn’t for every family, but for those of us who love it, we wouldn’t consider living anywhere else in town. We live here so we can walk the kids to preschool in the morning, go for a run along the sidewalks, pop in at the pharmacy to pick up toothpaste (or whatever it is we ran out of the night before), and enjoy a brisk walk home. We live here so we can walk up to Allyn Brook Park on a summer morning, head over to the library when it starts getting too warm, have a farmers’ market picnic on the green and an ice cream before walking home again. But we don’t live here just because of the convenience. The neighborhood is rich with friendly characters, and it isn’t uncommon for us to be seen visiting in our front yards or back yards, over fences or over dinner, all year long. The discussion of changing our Residential zone to a Mixed Use zone alarms us

during that lap when I passed my children and thought “Thank you God for blessing me so abundantly.” When I passed my friend Jen, who had formed a team to honor her mom, she and her family jumped in to walk with us in the caregiver lap. I passed my friend Mark who had his tent decorated in a seashell theme to honor his late wife Missy. I passed Troop 27’s site and saw my son’s friends clapping and cheering for everyone passing by. I passed Michael and Jason’s teams and saw young people making a real difference. I passed complete strangers dressed in hula skirts and countless others who all had their own reasons for being there. Who would have thought that such a dreadful disease could bring our community
together in such a positive way? I think perhaps the most pivotal moment for me personally was during the luminary celebration when my dad walked hand-inhand with me around the track during the silent lap. I saw him heal that night. Having met so many others affected by this disease, he learned he was not alone in feeling the grief or sorrow of losing my mom. Like the rest of us, he is just trying to figure out how to go on from day to day. It’s easier when you do it together. Typically, when people ask for money I admit I am skeptical, because who knows where the money really goes, right? Well, I’ll tell you what I know for a fact. The American Cancer Society gave me a wig, free of charge, when I lost all of my hair during chemo-
therapy treatments. They offered me massages during my treatments when my body ached so badly I felt I wouldn’t make it to see the next day. They funded almost every single grant for cancer research that the Yale lab my daughter worked in last summer was conducting. The money is truly going to our local area hospitals, cancer treatment centers, and research laboratories. When someone approaches you for fundraising or sponsorship, know that your money is being distributed locally and used by people you know or who you see around town. For me personally, the Durham/Middlefield Relay is an opportunity to celebrate the lives of my mom, my father-in-law, my grandmother, my uncle, and my friend Missy who all lost their battles with cancer.

Colored pencil techniques art class - The Durham Senior Board has scheduled a series of five art classes for seniors, on Fridays, 10 a.m. to noon, at the Durham Activity Center. Students will explore colored pencil and drawing techniques. A fee is charged. For more information and registration, call Sherry Hill at 860-343-6724 or 860-788-3337. Tea Party - The Durham Senior Board has scheduled a tea party for Tuesday, March 22, 11 a.m., at the Durham Activity Center. Fine teas and tea cakes will be served. Transportation program - “Know How to Go” In Durham, a program discussing the transportation options for seniors and those with disabilities is scheduled for Wednesday, March 30, 12:45 to 2 p.m., at Durham Activity Center. A fee is charged. Four classes will focus on preparing for spring and summer activities. Classes include toning, flexibility, relevant anatomy, guided breath, meditation and deep tissue massage on specially-designed therapy balls using The Roll Model Method. Yoga mats required. Some floor ability recommended, though most activities can be modified for chair or standing. All levels welcome.
