Agreements and ‘no parking’ for Durham’s BOS

WHO ARE THOSE GUYS?

By Mark Dionne Town Times

A handful of residents attended the regular Durham Board of Selectmen’s meeting on Monday, June 27, where the BOS disposed of a number of routine matters. In their role as local traffic authority, the BOS decided to authorize permanent No Parking signs on Foothills Road, which incurs overflow parking from Miller’s Pond. “It’s that time of year again,” said Durham First Selectman Laura Francis. Foothills Road residents have complained about the street parking from visitors to Miller’s Pond who can not fit in the parking lot.

Finishing the Champs song “Tequila” with a bang, are, from left, Jared Munro, Dylan Sartor and Pierce Stephan. The band, still unnamed, played a five-song set at the Durham Farmers Market on Thursday, June 23. The musicians also performed Surfari’s “Wipeout” and Led Zeppelin’s “Good Times, Bad Times,” and returned for an encore. The Farmers Market, held Thursdays from 3 to 6 p.m. on the Town Green, has booked musical acts for much of its schedule. | Mark Dionne, Town Times

In the past, the town resorted to temporary signs, but the BOS decided that permanent signs would be more appropriate. Francis said, “It’s clear that if we don’t put up No Parking signs, we can’t enforce it.” In other business, the board voted to continue the 9 Town Transit system for Dial-A-Ride services. Libraries collaborate on lively summer reading program By Mark Dionne Town Times

Durham and Middlefield’s summer reading program for 2016 kicked off on Monday, June 27 with a performance by Mr. Gym at the Durham Public Library. As they have done in the past, the Durham Public Library and Middlefield’s Levi E. Coe Library are coordinating with each other and the District 13 schools on the summer reading program. Reflecting a race theme, the program is called “On Your Mark, Get Set, Read!” Connecting to the theme of exercise and activity, Mr.

Gym led the youngsters in movement, dance, and an active reading of Eric Carle’s “From Head to Toe.”

where they’re going each week,” said Children’s Librarian Alexandra Klaus. “They get a surprise.”

For the “On Your Mark, Get Set, Read!” program, readers in kindergarten through grade six will mark off boxes indicating reading time on the Summer Reading Game Board, which serves as a tally sheet, motivational poster, and calendar of library events. Preschool readers can participate as well, marking off boxes for time they have been read to.

Since she is new to the position, Klaus notes that the children are more familiar with the prizes than she is this summer.

At the Durham Public Library, young participants get a coupon for a prize at a local store. “We don’t tell the kids

At the Levi E. Coe Library, participants get a raffle ticket for every hour spent reading. They get to put their tickets in for different prizes. Children’s Librarian Pam Wooding said, “We’re trying to have each prize have a book.” The prizes, about 28 in total, vary with things like Disney themes, Rick Riordan books,

Middlefield fire company seeks volunteers The Middlefield Volunteer Fire Company is currently participating in Everyday Hero CT, a program dedicated to increasing the number of volunteer firefighters throughout the state. Eighty percent of all fire personnel in Connecticut are volunteers, and the majority of fire departments throughout the

state are experiencing a volunteer shortage. Local fire departments need volunteers of all skill levels and abilities, people willing and able to respond to emergencies whenever called upon. Established in 1934, the Middlefield Volunteer Fire

Company, Inc. protects and safeguards the lives and property within the boundaries of Middlefield and Rockfall by doing everything within its power to provide firefighting and rescue services, as well as provide mutual aid support to surrounding communities.

The MVFC is dedicated to providing for the safety and welfare of the community through the preservation of life, property, and the environment, by maintaining a constant state of readiness through firefighter training, and public education. The MVFC operates out of the firehouse located at the intersection of Jackson Hill Road and Route 157 and utilizes two engines, two tank-

ers, a rescue truck, a pickup/ brush truck, a pickup medical response truck, a small boat, and an antique parade engine. To learn more about the MVFC, call 860-349-7142, visit http://www.middlefieldfirect.org/, or stop by the firehouse any Monday night after 7 p.m. For more information, visit www.EverydayHeroCT.org.

Department of Energy and Environmental Protection. The dry hydrants provide invaluable water supply when pressurized fire hydrants and not an option or when additional water is required to suppress difficult and/or large fires. These federal funds, which are administered by DEEP’s Division of Forestry, have been made available through the United States Forest Service, State Fire Assistance Program. The program provides a $1,500 cost share reimbursement for the installation of each dry hydrant. Grants provided through these programs are cost share grants and allow local matching funds to leverage the federal investment. DEEP’s Division of Forestry has been distributing federal funds for dry hydrant installation since 2001, which has assisted with over 250 installations throughout the state.

CIAC boots 50-point rule for one year

Coginchaug Soccer Club has partnered with the New England Revolution Player Development Program for the fall 2016 program. Players learn all aspects of the game: ball mastery, speed of play, movement on and off the ball and coordination and balance. A fee is charged.

By Sean Krofssik Record-Journal staff

The controversial 50-point rule is officially off the books. On Monday, the CIAC released the 2016 Football Handbook with a new score management policy that abolished the 2006 rule established to curb onesided games by threatening coaches with possible suspen-

sion if their team won by more than 50 points. According to the handbook, the new running-clock rules would apply when:

officials shall revert to regular timing until the point differential again reaches 42 (third quarter) or 35 (fourth quarter) points.

 One team leads by 42 or more points in the third quarter or leads by 35 or more points in the fourth quarter.

The clock will run continuously when a first down is awarded, including following a change of possession. The ball or runner with the ball goes out-ofbounds or on a legal or illegal forward pass is incomplete or

Political favoritism does not belong in painful state budget

IT’S ALL GOOD

Blinded by the light By Diana Carr

In a recent phone conversation, my son alluded to my obsession with the soap opera “Guiding Light,” that I had while he was growing up, and even for years afterwards. And obsession is not too strong a word here. Most women revel in hearing the words, “I love you, dear,” but my favorite four words came from the mouth of the announcer at 3 p.m., Monday through Friday: “and now, Guiding Light.” This love affair (it sounds so much better than obsession) began eons ago, when I had just landed in Georgia. I lived alone, worked nights, and had the days to do – well, not much of anything. Enter Guiding Light. Maybe it was because I was lonely and bored, but I was hooked on it from the get-go. I never missed a day. And when it went from being a 30-minute show to a 60-minute show; well, I felt like I had just won the lottery. (Maybe it wasn’t that good. But close.) Life changed. I got married, had kids. But Guiding Light came right along with me. My firstborn was a colicky baby, which ensured countless hours holding and rocking him while watching all the soap operas. But only GL stood the test of time. It’s often joked about, but it’s true. On most soaps, the story

moves so slowly that even a snail would be tempted to call out, “Aw, come on. Just do something.” There’s a couple on one of them that, right now, is probably just finishing up their first kiss. Oh, but not with Guiding Light. It kept up with life as we know it, and if you missed a day, you really missed something.

By Len Fasano

Budgeting is about choices. This year, lawmakers building the state budget were faced with a choice between continuing to operate the same way the state has for the past six years, or rejecting business as usual and choosing a new path.

My boys remember how, no matter where we were or what we were doing, we had to be home by 3:00, because those were the days before you could tape anything. Life got a little easier when we got a VCR, though. We could stay out and about a bit longer. Although I usually made sure I was home anyway for my obsession, just in case the VCR didn’t work. One cannot take chances in such a situation.

Unfortunately, the final Democrat budget chose the former.

And I’m a little embarrassed to tell you this, but I’ll tell you anyway. When Ryan was a baby and before Jordan was born, I had a part-time job in the evenings which, had I been there on time, I would have missed the last 15 minutes of – you guessed it – Guiding Light. Again, it was before there was the technology to tape anything, so my in-person presence was required. So what’s a girl to do but lie? When I applied for the job I told the supervisor that I would have to start work 15 minutes later than the designated time because my husband wasn’t home yet to watch the baby. I probably needed an intervention at

The Democrat budget cuts from the most vulnerable and lacks many of the longterm structural changes our state needs to build a better future. It also perpetuates the typical political favoritism we see all too often in state government. It chooses politics over people. It’s disingenuous for the Democrats to claim that their top priority is caring for the less fortunate when their budgets continue to put special interests of particular lawmakers above the needs of others. The clock shall be stopped for the end of periods, scoring plays, PATs and timeouts.

Be creative around the greens. Putt whenever possible from off the greens and remember that feel is more important than mechanics in terms of lag putting. Make practice strokes with a quicker tempo if you are constantly leaving longer putts short. Ninety-nine percent of the putts you leave short do not go in —a statement that is almost entirely true.

“We didn’t want people taking a knee or going out of bounds [on purpose when the deficit approached the 50-point limit]. We struggled with the score differential.

“There was a disrespect for the game going on,” said Leroy Williams, chairman of the CIAC Football Committee.

Dissect a putt from off the green into two parts:  Realize how hard you need to hit the putt through the fairway/fringe.  Ask yourself how the ball going to react upon getting to the green. See Buczak, A13

“This is a one-year trial thing. We think it offers better quality for the game.” The previous rules allowed running clock with the mutual consent of both coaches. The decision now will be with the officials. “It’s a step in the right direction,” Ansonia head coach Tom Brockett said. “I understand the 50-point rule and why we went with it, but I thought it embarrassed the kids more when the kids take knees and are told not to score. ... It’s time to get back to trusting our coaches a little bit.” Brockett and Southington coach Mike Drury are on the football committee that revised the rule before it was sanctioned by the CIAC Board of Control. “We polled coaches around the state and it was overwhelming,” Drury said. “The coaches wanted to change the rule. It’s a step in the right direction. Connecticut has a great group of coaches and we don’t want to embarrass anyone.” Staff writer Ken Lipshez contributed to this story

that point. Then my family and I moved up to CT, just in time for Ryan to start kindergarten. And you know what that meant. No Guiding Light for the days we were on the road! And when I was finally reunited with a TV, I was lost. That show had just rolled merrily along without me, getting some couples together, breaking others up, spewing out mysteries galore. Some things I could never figure out. It was a tough time.

My obsession (excuse me, love affair) did not wane one little bit, even after moving back to my home state. And since we only had one TV, it became my kids’ fare, too. Now my older son would not want me to tell you this (yeah, like that ever stopped me!), but when he was a teenager spending the night at a friend’s house, he would sneak away and call me to ask, in a hushed tone, if Reba and Josh had gotten back together, and to find out what else had happened that day in Springfield (the characters’ hometown.) As you can see, this was becoming a generational thing. And then the unthinkable happened. Guiding Light was canceled. You would have thought a favorite uncle had died, I took it so hard. There was a period of mourning. But I made a full recovery. Because “Lost” came along. Oh, and in case you were wondering, Reba and Josh did finally get back together. That’s a load off your mind, isn’t it? It also means putting an end to the political favoritism that so often weaves its way into the state budget. People need to come before politics. Also this year lawmakers cut hundreds of millions of outstanding bond authorizations, but Democrats still found room to preserve $22 million for the billionaire-owned hedge fund Bridgewater Associates to renovate its offices, and approved new bonding including $10 million for open space in Glastonbury, $1.7 million for public internet and canal rehabilitation in West Hartford, and $7 million for the City of Waterbury for property acquisition and development. At a time when the Democrats cut hundreds of millions from mental health care and other services that help the disadvantaged, why is the state continuing to pick winners

So I ask you this: Why does one of the world’s largest hedge fund businesses get a

Certainly Connecticut needs to reduce its spending as a result of years of failed fiscal policy. However, cuts without a change in policy will ultimately result in future budget failures. We need structural change in the way

1287231 105650R

Yet, at the same time, new education earmarks totaling over a million dollars were quietly handed out to five towns: Stonington, Hamden, Madison, New Britain and Farmington. The only reason why these towns got this money is because of particular politicians who represent them. They are not the poorest or neediest towns when it comes to education. In fact, three of these towns’ education budgets are already overfunded by the state. It’s shocking but not surprising. Last year education earmarks totaling $2.4 million were handed out to choice towns for the same wrong reason.

It targets the poorest of the poor at the end of their lives by cutting funeral allowances for families of the indigent. And it results in $130 million in cuts to hospitals that care for the neediest individuals.

handout the same year the state is cutting from education budgets? Why does West Hartford get new money for public internet when mental health grants are being slashed? Why are priorities in this budget so skewed?

46391-01

The pain in this budget is undeniable. For example, education was cut over $60 million, with reductions hitting towns, school transportation, special education, and ‘open choice’ programs for children in Connecticut cities.

These political handouts are at the sacrifice of our most vulnerable populations. The Democrat budget cuts millions from Connecticut’s welfare program ‘Temporary Assistance for Needy Families’ (TANF). It reduces dental treatment access for the poorest children in our state. It reduces funding for nursing homes, aging-in-place programs, and for critical mental health and substance

abuse treatment. It cuts from rape crisis, child abuse and neglect intervention, and domestic violence shelters.

46472-01

While Democrats touted this as an austerity budget, the austerity apparently did not apply to their political giveaways. The budget this year had handouts a plenty to ensure its passage.

Follows these steps when hiring a contractor By Sheryl Pietrzyk Slight

To invite a contractor into your home to work on your home improvement project is a very personal decision. To make that decision one that you can feel comfortable with here are some steps we suggest in making your decision. Step 1 – Ask your friends, family, neighbors, etc. who they have used for their home improvement project.

Find out the projects they had completed and about their experience. Finally ask them if they would hire the same company again and, if any issues arose during their project, how the contractor handled those issues. Step 2 – Look up the contractor companies you are most interested in. Check out their reviews and look at their website. Verify they have the proper licensing with their

state’s contractor’s licensing board and look at their credentials, i.e. National Association of the Remodeling Industry. Step 3 – It is recommended that you receive three estimates in writing and be sure to compare the bids based on the same specifications, warranty, time, and labor. Step 4 - Once you have decided on a contractor, ask for references from previous cli-

ents, call them and talk with them about their experience, check their rating on the bbb. org. Verify they have liability insurance and that they are bonded. Step 5 – Now that you’ve chosen a company for the project, you should receive a written contract, which would include start and completion dates, exact costs, specific work to be done, and warranty informa-
