Vote expected soon on safety complex By Mark Dionne Town Times

The Planning and Zoning Commission is expected to vote on a special permit for a proposed public safety complex at the town firehouse on Wednesday, Oct. 5.

So far, extended weather forecast better than ‘fair’

Representatives from Silver/Petrucelli + Associates, the design firm hired by the town, detailed aspects of the project at a recent commission meeting. While issues of traffic and neighborhood impact were discussed, the issue of lot coverage seemed to be the largest regulatory stumbling block for PZC members. There is a town regulation limiting residential lot coverage, or building footprint and pavement, to 20 percent of the lot. See Vote, A23

Durham officials eyeing Korn building The future use of the Korn building is still up in the air, but Durham has expressed interest in the structure.

By Mark Dionne Town Times

At the Durham Board of Selectmen meeting on Sept. 12, First Selectman Laura Francis reported on the discussions between Durham and the Board of Education over the Korn Elementary School building’s potential as a senior or community center for Durham. Due to declining enrollment, Korn was closed as a school in June of 2016 and the BOE has been considering alternative uses. Francis previously sent a letter to the BOE asking about the possibility of a long-term lease with an option to purchase at the end. At the BOS meeting, Francis said she is working with the Board of Finance to create three different budgets “so we will know exactly where those costs lurk.” One is an operating budget, if the building were run as a senior and

community center. The second budget is a capital budget, detailing building expenses for years out. Francis said that the BOE, which had each school building studied as they were under consideration for closure, provided detailed information for this budget. The third budget details what it would cost to build Korn into a municipal building. According to Francis, the

switch from educational to municipal will trigger some code upgrades in the building. The process is preliminary, but Francis said that the budgets will be helpful. “We want to make sure we’re gathering all the information we need to make an ‘eyes-wide-open’ decision See Korn, A22

Rain can keep the crowds away and cost a civic group much of their expected funds. Rain can also shut down the rides. Fair-goers have been lucky in recent years, with weather ranging from decent to beautiful at the fair, and the Durham Fair Association, vendors, and civic groups have benefited from record crowds. According to the Weather Channel’s extended forecast, the weather looks good for the 2016 fair, with temperatures predicted in the upper 70s and mostly sunny. The highest forecast chance of rain is 20 percent on Friday and Saturday, chances most people connected with the fair would probably take. Although extended forecasts can change, the 2016 Durham Fair looks like it could avoid the fate of the “wash-out day.” The fair opens Thursday, Sept. 22 and runs through Sunday, Sept. 25. The state can appeal, of course, but as impossible as that timeline seems (the lawmakers for the next session won’t even be elected until November, and won’t convene until early February), this decision could be just the push Connecticut needs to do more about unequal school funding. Furthermore, the judge ordered the General Assembly to reinvent the way teachers are evaluated, change the “irrational” way special education is funded, and define “elementary” and “secondary” education — and to come up with a plan to accomplish all of this within 180 days.

performance gap in this state — between affluent and poor students, between suburban and urban students, between white and minority students — is among the worst in the country. Yes, the state has long been making up for part of the budget shortfall in the poorer municipalities, mainly through Education Cost Sharing grants. But the judge seemed particularly concerned that when money is tight, as it is this budget year, those grants can be cut. Gov. Dannel P. Malloy correctly points out that “the state has invested hundreds of millions of

dollars in education” since he took office, “with an overwhelming share directed at supporting our students who need it the most.” The Meriden school system, for example, gets about 55 percent of its non-construction funding from the state (school construction brings an even higher compensation rate), while prosperous Greenwich gets only 3 percent of its budget from Hartford — and still manages to spend almost $6,000 more per pupil than Meriden, and nearly $4,000 more than the state average. (These are 2013-14 figures.)

years ago by the Connecticut Coalition for Justice in Education Funding, against then-Gov. M. Jodi Rell — Moukawsher remained unconvinced that this system works, or complies with the requirements of the state Constitution. Both teachers unions are

already objecting to the judge’s remarks about the present teacher evaluation system. And what will it take to get a majority of lawmakers on the same page, if it means that those who represent the more affluent towns will have to vote to cut their own funding in order to

send more to the inner-city schools? This court mandate promises to be one of the biggest issue at the Capitol next year. Is Connecticut still revolutionary? We’ll find out. – Originally published in the Meriden Record-Journal.

Unlike other meeting houses of the Church, which serve a local area, this building serves a larger region that encompasses Connecticut, Rhode Island, and portions of New York and Massachusetts. The two closest temples, prior to this one being built, were in Boston and Manhattan. The temple will be used Tuesday through Saturday. Regular meetinghouses are used on Sunday’s for worship and throughout the week for scouting, youth, and other activities. When you tour the temple I hope you can appreciate its beauty, both inside and outside. But it is my deeper hope that you will feel the peace that is available inside this special building and the blessing it will bring to the people in our communities.

PET OF THE WEEK

IT’S ALL GOOD

The agony of da-feet By Diana Carr Special to Town Times

Well, this might seem like an unlikely topic for me to delve into — shoes. By now you all know how much I hate them. But things have a way of dropping into my head, willy nilly, and I just run with them. Though I avoid shoes now like the plague, when I was a pup there were certain ones that actually brought me some delight. These were shoes of a different era, to be sure. Like penny loafers. Remember those? (Well, you young’uns won’t.) Even then you didn’t have a whole lot of buying options with a penny, but my friends and I thought it was the greatest thing ever to be walking around with money on our feet. Then there were saddle shoes, which were white with a broad strip of brown going across the width of them (I guess that was the saddle.) Everyone wore them, even my mother. We were a community of saddle shoe-wearers, and one wouldn’t even think of not being a member. That would make one so not cool. There were patent leather shoes for those special occasions. And those shoes made me feel special. I don’t know why I delighted in them so, but I did. I would buff them until I could see my reflection in them.

By the time I reached adulthood, though, there was not a shoe on the planet that had my vote. Nope, I didn’t like any of them. By then I had discovered the unadulterated pleasure of going unshod (I was not allowed to go barefoot during childhood, which, I think, explains a lot.) Now my feet object mightily to any sort of confinement. Which is difficult in situations requiring the wearing of shoes. For instance, when I have gone to Sweden to visit my son, and he begged me to wear shoes in town, lest I sorely embarrass him. But those excursions into town meant hours and hours of walking, and my feet loudly protested by providing me with a new blister every eight seconds or so. On one particular visit I told my son that I had to get to a shoe store, and fast, because these shoes were maiming me, and I needed to find something not quite so tortuous (And I was wearing water shoes!) Well, my tugboat feet finally found something in the men’s section of the shoe store. The men’s section! They are sandal-like things that I just slip on, and as far as shoes go, they are the lesser of evils. I still have them, and it must be 12, 15 years now (Those Swedes do make durable shoes.) I call them my Swedish man shoes. And my tootsies took a terrible beating when I supervised the Corn Maze at Lyman Orchards, which I did for three years in a row. I wore moccasins, and I still suffered. I bandaged my feet and I soaked them and I put ointment on them, but nothing worked. Friends said that I should go to the doctor, my feet were so bad. I didn’t go, though. However, the last year I was there I went barefoot when I was in the Corn Maze and there were no customers around. And if anyone from Lyman Orchards is reading this, I’m just kidding! I was in proper attire the entire time! See Carr, A21

Foreigner headlines the Durham Fair By Mark Dionne Town Times

The Durham Fair Association has announced the headlin-

ing music lineup for the 2016 Durham Fair and Saturday Main Stage act Foreigner is returning rock to the Durham Fair. Foreigner, touring on the 40th anniversary of its founding in 1976, will be joined by the country band Old Dominion as Friday headliners and Motown legend Martha Reeves and the Vandellas on Sunday.

country for the Main Stage. However, it’s the factors beyond our control that drive us to our final decision, such as routing, availability and price.” Foreigner is one of the best-selling classic rock acts of all time, with 10 albums at least platinum and numerous

classic rock staples like “Juke Box Hero” and “Hot Blooded.” Their album “4” remains one of the best-selling albums of all time and “I Want to Know What Love Is” became a quintessential 80’s hit. Foreigner will arrive on the Durham Fair stage with only

guitarist Mick Jones as an original member. Original vocalist Lou Gramm has not been with Foreigner since 2003. Foreigner still tours extensively and often with Styx and Journey, completing a trifecta of bands without their original See Entertainers, A18

Combining a classic rock act, a new country band, and a soul singer creates as diverse a line up as the Durham Fair has had in recent memory. As a Durham Fair press release put it, “The Durham Fair has hit a musical trifecta this year with a fantastic variety of celebrated artists.”

I know I’m a horse of a different color, because I’ve heard a lot of women say they love shoes (I bet I have more closet space than they do!). And the TV commercials love to capitalize on this. They will show women hooting and hollering because they got a great deal on footwear. They will show them prancing about in heels that look more like stilts. They show sandals that lace all the way up the leg, like something Caesar would have worn. And shoes with thick straps between the toes, which make my toes curl up and cringe. And

I have even heard mention of flirty little sandals. If any of my shoes have flirted with me, I owe them an apology. I

The disposition of Korn is complicated by money RSD13 received from the state for a roofing project. If the school district sells Korn, it will have to repay a portion of those funds, more than $600,000, to the state. As the waiver from the state only applies if the building is put to municipal use, the BOE has not pursued commercial or other interests in the building. Francis told the BOS that she is waiting for a letter from the BOE. According to BOE minutes, that letter will contain some of the complications of the arrangement, “including any land use issues, lease options, legislative approval for an operating lease and defining the property and addressing any boundary concerns.” As Korn sits on RSD13’s campus in Durham, the exact boundaries to be leased out will need to be defined.

Building uses such as churches, municipal buildings, and hospitals are exempted from that regulatory section, according to Slater. But some commission members suggested that the PZC had used the lot coverage restriction on non-dwellings in the past, prompting member Dave Foley to suggested the commission get another legal opinion before voting on the special permit.

Cost estimates are not yet available for the project, though the scope suggests it will be in the multi-millions. In a 2011 design, the project was estimated to cost $13,433,752.93. Durham First Selectman Laura Francis told the Town Times that the project has changed considerably since then and the cost will be less.

designers moved the generator and propane tanks to the northern part of the lot and enclosed them with bollard fencing and vegetation. At 200K watts, and tested weekly, the generator is also a noise concern.

Designers also added a 6-foot tall, 100-foot long solid vinyl fence to the south side of the project to block some of the lights from ambulances on the proposed curved driveway around 37 Main St.

“It ought to go back to the drawing board,” McLaughlin said. George Eames IV presented a list of 10 objections to the project, including the lot coverage issue. These things matter, Eames said, because “contentious can turn into litigious in the blink of an eye.”

Back to School Safety

Start the School Year Right!

Watch for children walking and on bicycles. Adhere to school zone speed limits. Approach parked cars carefully. A stopped school bus with flashing red lights means STOP! Always exercise extreme caution near school buses.
