As with the much smaller cuts the state announced for the current fiscal year, the proposed cuts are scaled to the wealth of the city or town. The wealthiest municipalities are receiving the largest cuts while some of
the poorest are seeing an increase in state funds. While the proposed state budget likely will change considerably, the towns have to plan for significant reductions. The cut to Durham is estimated at about $2.3 million and the cut to Middlefield’s share of state funds is calculated at $942,000,

There are towns that are getting cut more dramatically than Durham and it all depends on the ‘wealth factor.’” At the Board of Selectmen meeting on Tuesday, Feb. 21, Middlefield First Selectman Ed Bailey called the plan “income redistribution” and said that Middlefield is being punished for its fiscal health. Noting that Middlefield, like Durham, has built a capital plan and keeps a “healthy” fund balance which, although the state formulas for

cuts are unknown, may have triggered larger cuts in the state funds. “We’ve done everything right and this is the result of it,” Bailey said. Malloy’s proposal reduces state spending on municipalities primarily through the Education Cost Sharing Grants, which are intended to reimburse municipalities for education spending. As regional partners, Durham and Middlefield each receive funds for money spent on Regional School District 13. Durham’s proposed ECS Grant for 2018 is $1,492,738, a cut of $2,402,565 from the current amount of $3,895,303. For Middlefield, the current amount of $2,099,315 is dropped by $888,831 to $1,210,484 for 2018. Between the two towns, that amounts to a cut of over $3.2 million available to pay for local education.

Both towns are working with the proposed budget as a potential scenario but expect it to change. Francis said, “Because it’s such a big change and because there’s some pretty provocative measures in there, we’re sure it isn’t all going to pass as presented.”
Middlefield’s Finance Director Al Rusilowicz, who started with the town in January, said, “This literally has changed half a dozen times in the past month so it is difficult to say what we’re working with.” Durham also has a new Finance Director, having recently hired Ron Melnik, formerly RSD13’s Business Manager. According to Francis, budget changes are likely to be good for the towns. “If we don’t know what the state budget is, we always use the governor’s budget as the worst case, knowing that the legislature has pressure to change it, and usually for the better for municipalities.” Bailey said, “The legislature can change anything the governor puts on the table ... last year it was like a yo-yo.” Although last year’s fluctuations were in the $100,000 range, compared to the larger cuts in 2018. Both towns are also dealing with the perceptions and fears. Working with “worst case” scenarios, Francis said, leads to potentially dramatic results, including mill
rate increases of 3 to 5 mills combined with reductions in town services. But Francis emphasized that she does not want to stifle innovation or spread “doom and gloom,” adding “We have really good people working on this ... I’m not ready to throw up my hands and say we’re just going to tread water and do nothing.” Like Francis and many other selectmen and mayors, Bailey is studying the same possibilities of creating savings where possible, combined with increasing local taxes and reducing hours or services. The towns are considering a plan to share a resident state trooper position. Currently, Middlefield employs two troopers and Durham one, although Durham has long examined the possibility of adding or sharing an additional trooper. The state currently pays for 15 percent of a resident state trooper’s salary and benefits, but the proposed budget would eliminate that, requiring towns to pay for the full amount. Both selectmen are also working on how to commu-
nicate the realities to the public without tarnishing their towns or creating panic. “A million dollars. Does it sound better or worse?” Bailey asked about the phrasing of Middlefield’s $942,416 cut. Middlefield’s cut of “about a million” impacts a town budget currently at $4.8 million. At the BOS meeting, Rusilowicz presented figures showing the impact on an average home. If Middlefield pulls $350,000 from its fund balance and all budgets remain the same, the average home will still see a local tax increase of $455. Without using the fund balance at all, the tax increase rises to $609 for the average home. Middlefield’s town budget is due March 9 and Bailey said he aims to bring spending in with a zero percent increase. A zero increase in town spending would still result in a tax increase because of the cut in town revenue. The RSD13 school budget was originally proposed with a 3.43 percent increase. A drop in Middlefield’s percentage of students means the impact of the plus 3.43 percent budget would be about an increase of $48,000 for Middlefield, with the larger portion falling on Durham. Percentage-wise, Durham’s potential state cut, $2.3 million to a $6.7 million budget, is also worse. Included in those figures of cuts is a new contribution from the town to the state for

A state Excess Cost Grant that went directly to the district to fund special education cost is eliminated in the new budget. Bailey and Francis, both Republicans, noted that a fear of raising taxes has pushed tax increases down to the lo-
cal level. Francis said, “I’m not a fan of more taxes, but I don’t know how he [Malloy] can do it by cutting alone. If the governor’s budget passed, where do I find $[2 to 3] million to cut from a $6.7 million town budget? And that’s what’s going on at the state. It’s getting harder to cut out of this without new revenue. Everything needs to be on the table including new revenue.” “The state’s in a tough spot. They are out of one-time fixes,” said Bailey. “Nobody wants to raise taxes, nobody wants to reduce funding to the municipalities, and the state employees are stuck in between.”

Eleanor H. Golschneider DURHAM — Eleanor (Hoinski) “Goldie” Golschneider, 89, of Durham, wife of the late Andrew Golschneider Sr., died Saturday, Feb. 18, 2017, at Middlesex Hospital. Ellie was born in Milnesville, Pa., daughter of the late Boleslaw and Pauline (Sumski) Hoinski. Prior to her retirement, Ellie worked as a Registered Nurse and assistant director of nursing at Middlesex Hospital. Ellie was a graduate of Hazelton High School, and Saint Joseph School of Nursing; where she became the assistant director of the Cadet Nurse Corps. Ellie later worked the Veterans’ Hospital in Newington where she met her husband. She

P.A.L.S. thanks the many friends of the Durham library who contributed to the success of the recent fund raiser, the Taste of Durham. With this support, P.A.L.S. provides funding for programs, museum passes and startup collections for the entire community at the Durham library.
I have a legislative proposal which can provide you with relief from Connecticut’s income tax. The proposal can also help vulnerable residents across our state. My bill 734:
- Creates a Citizens In Need account Pat Murawski to pay for social services that have P.A.L.S. president been reduced or eliminated due to state budget cuts.
- Allows taxpayers to make voluntary contributions to a Citizens In Need account and be eligible for a 200 percent deduction toward the calculation of their taxable income for state income tax purposes. The concept is a win-win for Connecticut, and taxpayers can help me pass this bill by: - Sending a brief email to FINtestimony@cga.ct.gov (include your name and town.)

It tells me that life is not about waiting for the storm to pass, but about dancing in the rain (I’ll be sure to dance like no one is watching.) It reminds me that life is a gift, and that miracles are on the way. It tries to comfort me by telling me that if my barn burned down, I could then see the moon (Well, I guess that really is making the best of a bad situation.) It thinks I should wear life loosely (I do tend to have a bit of a death grip.) It wants me to live, love, laugh, and be happy (Okay!) It suggests that if I want my life to change, I need to change the story I keep telling myself (My story definitely needs an overhaul.) I’m told that I can lighten up, because tomorrow will take care of itself (I’m holding Mr. Maytag to that one, too.)

Hayden Gonzales, grade 6, won the recent Memorial School Geography Bee. This was the first step toward an opportunity to participate in the National Geographic Bee in May, and a chance at a $50,000 college scholarship. The school Bee, at which students answered questions on geography, was the first round in the 29th annual National Geographic Bee. The six other Memorial sixth grade finalists who competed in the schoolwide Bee were: Kiyah Kulpic, Dalton Bates, Sebastian Mitchell, Alexander Meisenkothen, Ethan Bufford-Cournoyer and Rebecca Denhart.
